Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

Introduction In 1983-84 Kidd Creek Mines Ltd. in Timmins, Ontario, started up the second commercial zinc pressure leaching plant based on the Sherritt Gordon Mines Ltd. direct pressure leach process. The first plant using this process was that of Cominco Ltd. at Trail, B.C. (Parker, 1981; Martin and Jankola, 1985). The Kidd Creek plant was constructed to take advantage of the extra capacity that the existing purification, cell house, and casting sections had in comparison to the roasters and acid plant. In addition, pressure leaching offered flexibility in other areas such as treatment of low grade concentrates. The process design package and the detailed design of the autoclave system was carried out by Sherritt. The detailed design for the rest of the plant was done by Cambrian Engineering Ltd. under the direction of Kidd Creek. The construction and commissioning of the plant has been described earlier (Johnston, 1983). This paper describes, briefly, the application of the direct pressure leaching process for zinc concentrates and the integration of the pressure leaching plant into the main zinc plant at Timmins. It discusses some of the startup problems and changes made to the plant. The damage following a fire inside the autoclave is also described. The subsequent repair and recommissioning of the autoclave has enabled Kidd Creek to demonstrate the originally sought advantages of pressure leaching and to take advantage of their extra cell house and casting capacity to produce more zinc. Process principles The development of the direct pressure sulphuric acid leach of zinc sulphide concentrate at temperatures above the melting point of sulphur and at elevated oxygen pressure has been described in detail in a number of papers (Martin and Jankola, 1985; Johnston, 1983; Veltman and Bolton, 1980; Kawulka et al., 1975; Veltman et al., 1977). The most significant aspect of the process is that sulphidic sulphur is converted to elemental sulphur in reactions that can be simply described as follows. ZnS + H2SO4 + 1/2 O2 ZnSO4 + S° + H2O (1) FeS + H2SO4 + 1/2 O2 FeSO4 + S° + H2O (2) The rates of these reactions increase with temperature. However, at temperatures above the melting point of sulphur, 12°C, the presence of a surface active agent is necessary to prevent the occlusion of the sulphide particles by elemental sulphur and the consequent termination of the leach. The zinc that is dissolved according to reaction (1), after purification of the zinc sulphate solution, is recovered by electrowinning. The iron that is put into solution according to reaction (2) is further oxidized to the ferric state and subsequently, as the acidity decreases, precipitates as hematite or as complex basic sulphates. MINERALS AND METALLURGICAL PROCESSING Examples of this are shown below. 2FeSO4 + H2SO4 +1/2O2 - Fe2(SO4)3 + H2O (3) Fe2(SO4)3 + 6H2O - Fe2O3.3H2O + 3H2SO4 (4) 3Fe2(SO4)3 + 14H2O - 2(H3O)Fe3(SO4)2(OH)6 + 5H2SO4 (5) (hydronium jarosite) The conventional zinc process involves concentrate roasting to produce zinc oxide and sulphur dioxide. The zinc oxide is leached in spent electrolyte and the sulphur dioxide is converted to sulphuric acid. The pressure leaching process can, therefore, be used to replace conventional concentrate roasting, sulphuric acid manufacture, and atmospheric leaching with one unit operation. Integration of pressure leaching into the Kidd Creek flowsheet A block flowsheet of the Kidd Creek zinc plant, with the new pressure leach plant integrated, is shown in Fig. 1. The original plant, which was constructed in 1972, is based on standard electrolytic zinc plant technology. Concentrates are dead roasted to remove sulphur. Sulphur dioxide is treated to produce sulphuric acid. Calcine is leached in two stages using cell-house electrolyte. Iron is precipitated as jarosite and solutions are purified to remove copper, cobalt, nickel, and cadmium to provide feed for a partially mechanized cell house. Zinc is plated from solution, and the resulting cathode is melted, cast, and sold (Johnston, 1983). The integration of the pressure leaching plant into the main zinc plant is relatively simple. As shown in Fig. 1, a fraction of the zinc concentrate and spent electrolyte are fed to the pressure leach autoclave, while part of the calcine from the roaster is used as a neutralizing agent in the oxidation step along with. the jarosite leach solution. The main exit stream from the pressure leaching plant is the slurry discharged from the oxidation step, consisting of neutral zinc sulphate solution, unreacted calcine, and precipitated iron oxides. This slurry is transferred to the neutral leach step in the main zinc plant. The leach residue from the pressure leaching step, consisting of basic iron sulphate and elemental sulphur, is washed and impounded along with the jarosite residue produced in the main plant.

Hydrodynamic investigations in exploratory boreholes and grouting holes are conducted for the purpose of obtain¬ing information about the hydraulic properties of the hydrostratigraphic section to be intersected by the proposed underground workings. The information obtained from the investigations provides the basis for calculating the hydrau¬lic coefficients of fractured permeable rock, the dimensions of the anticipated grout isolation curtain(s) around the un¬derground workings, the number and location of grouting holes, the injection pressure modes, and also the volume(s) of grout that will be required (Anon., 1976, 1978). The following data on each aquifer are obtained from the investigations conducted in monitoring and grouting bore¬holes and the analysis of the results: 1) the top of each hydrostratigraphic unit, 2) the thickness of each unit, 3) the ground water fluid potential distribution in each unit, 4) the coefficient of permeability, 5) the piezoconductivity, 6) the fracture porosity, 7) the geometry of the fractures in the rock, 8) the elasticity-compressibility coefficient of the fractured rock, 9) the chemical composition of the ground water, 10) the direction of flow of the ground water, and 11) the expected inflow rate of water into the shaft, drift or tunnel. STG uses its DAU-3M type flowmeter to conduct in¬vestigations of directions of flow in vertical, inclined and horizontal drillholes. The DAU-6 instrument is used to de¬termine the direction of flow of ground water in each frac¬ture or fractured aquifer. Various singular and double DAU type packers are used for pumping and for injection studies (tests) and for flowmeter investigations. Normally the instruments enumerated above permit in¬vestigations to be conducted in each separate aquifer with¬out reinforcing the holes with casings. On the basis of these investigative data, both the hydraulic properties of unfractured rock and the hydraulic properties of the fractured rock are estimated. Dual porosity rocks require special attention because they tend to segregate the grout. 3.1 FLOWMETER INVESTIGATIONS IN BOREHOLES The STG flowmetric methodology is based on the mea¬surement of the ground water flow rate through the borehole by hydrostratigraphic interval after the disturbance of the hydrostatic equilibrium in the "hole-aquifer system" (after pumping or injecting). The relationship of the head changes to the discharge into or from a particular hydrostratigraphic unit obtained during the tests serve as the basis for calcu¬lating the hydraulic properties. Flowmetric investigations facilitate the determination of the number of aquifers, their depths, their thickness, the hydraulic properties of the fractured rock and the magnitude and direction of the flow of ground water. 3.1.1 FLOWMETER HARDWARE STG conducts flowmetric investigations in boreholes using its DAU-3M-108, DAU-3M-73, DAU-3M-57 and DAU-3M-44 instruments.' They have respective external diameters of 108, 73, 57 and 44 mm. The type of flowmeter selected for use depends on the borehole geometry and the technological scheme for carrying out the investigations. Boreholes with a drilling diameter of 76-93 mm are inves¬tigated with the DAU-3M-73 flowmeter; boreholes drilled by bits with a diameter of 112 mm and more are investi¬gated using the DAU-3M-108 flowmeter. The DAU-3M¬108 and DAU-3M-57 instruments are used for flowmetric investigations with a packer. 3.1.1.1 The Downhole Sensor The sensor design of the DAU-3M-73 hole flowmeter is shown in Fig. 2. The design of the DAU-3M-108 instru¬ment is similar to the design of the DAU-3M-73 instrument. The frame of the flowmeter sensor shown in Fig. 2 consists of a casing, an upper and lower centering mount and two rings to which the guiding rods are attached. The upper rods are built into the connector bushing; the lower rods are built into the coupling sleeve. The borehole cable is attached using a half-coupling, a packing ring and a constriction nut. Thus, the frame of the flowmeter sensor is made so that the free passage of water to the impeller is facilitated along with the necessary rigidity. The primary moving component of the flowmeter is the double-bladed impeller, which rotates on cobalt-tungsten pivots and agate thrust bearings. Special extended air cham¬bers protect the supports of the impeller from the action of the borehole fluid which may contain fibrous and abrasive particles. The air located in the chambers shields the sup¬ports from direct contact with the borehole fluid when the sensor operates in a borehole. The hollow casing of the impeller serves the function of a lower cap. The upper cap is attached to the casing using a threaded connector; it is affixed also with a lock-nut. INTRODUCTION Radioactive deposits were observed in 1972 in some of the Upper Silesian coal mines. They were located mainly in the drains in galeries and on the inside surfaces of water pipes. They also caused some problems by accumulating in water pumps. It has been postulated that the deposits are produced by natural radioactive waters seeping from the rocks. Investigations were initiated to answer the following questions: - What is the composition and the amount of radioactivity in the deposits? - What radioisotopes are present in the water? - How are the radioactive deposits formed? - Do the radioactive waters also occur in other mines? - How does the radioactivity of the water depend on chemical composition? - What is the origin of the radioactive water? - Does the water and the deposits cause radiation hazards for miners? -How can the radiation hazard be reduced? METHODS OF MEASUREMENT Determination of Radium Isotopes in Water The commonly used methods of radium determination in water are either based on measurements of the radioactivity of 222Rn which is in equilibrium with 226Ra, or on the detection of alpha particles of the radium radioisotopes after chemical separation of radium from the water sample. The method based on radon activity measurements is very sensitive and does not require any chemical Separation, but it can be used for determination of 226Ra from the uranium series only, because the thorium daughter 220Rn has too short a half-life (55s to yield the required accuracy. The method developed by Goldin, 1961 [2] involved alpha-particle measurements in thin layers of RaS04 and BaS04 separated from the water. This method is not convenient for saline water and water with high barium concentration because the amount of barium carrier in this case is too large to obtain a thin layer of precipitate with sufficient activity. The Upper Silesian carboniferous waters are often saline with high barium content, so the method described by Goldin was not convenient for this case and it was necessary to change the detection system and modify the chemical preparation. The procedure developed by the authors for the determination of radium isotopes in water was as follows: - Depending on the Ba2+ content and the required sensitivity of measurement, a water sample of 200 cm3 to 3 dm3 was taken. - 10 cm3 of 0.25 M citric acid and 5 cm3 15M ammonia was added to form complex Ba2+ ions and avoid the immediate precipitation of BaSO4. (This was repeated as long as the addition of BaC12 did not form a precipitate.) - 1 cm3 of 1N solution of Pb(N03)2 as a carrier for radioactive isotopes of lead and 10 cm3 of 0.1 N BaC12 as a carrier for radium were added. - The sample was heated to the boiling point and the precipitation of RaS04, BaSO4 and PbS04 with 50% H2SO4 was carried out. - After several hours the sample was centrifuged and the precipitate was purified by washing with nitric acid and distilled water. - The precipitate was then redisolved in 20 cm3 0.125 M Na2EDTA and 3 cm3 6M ammonia and reprecipitated from the solution by dropwise addition of acetic acid to d pH of 4.5. At this value of pH, precipitation occurs only for the barium and radium sulfates, while lead and all other radioactive elements remain in the solution. The date and time of deposit precipitation was recorded. - The final barium-radium sulfate mixture was washed with distilled water and transferred to standard measurement vials. - Each vial containing a deposit had 6 cm3 of distilled water added and was then shaken vigorously. 12 cm3 of liquid gelling scintillator (INSTA-GEL UNISOLV-1 type) was then added and the vi 1 was shaken again. After a while the scintillator turns into a milky gel in which the deposit is uniformly distributed. - The standard sample of 226Ra was prepared in the same way. - The activity of the samples was measured using a liquid scintillation spectrometer. (In this case the TRICARB 3320 produced by Packard Instruments, was used). Tests run on standard radium solutions provided by Amersham Radiochemical Centre indicated that this method of measurement enables one to achieve an efficiency of almost 100% (within measurement error). For alpha particles no quenching effect was observed for the BaS04 concentration in the range up to 80 mg of BaS04 per 1 cm3 of liquid scintillator coctail (Fig. 1). The term olivine was first used in 1790 by J. Werner, and the corresponding mineral was so named because of its olive-green color (Hunter, 1941). Olivine is the principal component of the rock known as dunite. While by classic definition dunite is composed of 90% or more olivine, commercial use of these terms has resulted in more specific definitions. Commercially, the term olivine is used to designate a material that consists of 85% or more forsterite and contains 45 to 50% MgO, 39 to 42% SiO2, 5 to 8% Fe2O3, and has an ignition loss (LOI) of 1 to 2%. The term dunite designates a rock that contains 36 to 45% MgO, 36 to 39% SiO2, and has an ignition loss of as much as 10% (Teague, 1983). GEOLOGY Olivine is found in basic igneous and basic metamorphic rocks whose age varies from pre-Ordovician to Tertiary. Economic deposits are of magmatic origin and are restricted to the dunite variety of the peridotite group of ultrabasic igneous rocks. Olivine also occurs in basic igneous rocks such as gabbro, basalt, and diabase and more rarely as an accessory mineral in granite and metamorphosed crystalline limestones. Mineralogy The term olivine refers to a group of orthosilicate minerals in isomorphous series with magnesium-rich forsterite (Mg2Si04) as one end member and iron-rich fayalite (Fe,SiO,) as the other. In most olivines the ratio of magnesium to iron varies from 16: 1 to 2: 1. Commercial olivine deposits contain a mixture of forsterite and fayalite with the fayalite content restricted to less than 15% (Reed, 1959; Teague, 1983). Accessory constituents may include primary minerals such as ilmenite, magnetite, diopside, chromite, and garnet and secondary minerals such as chlorite, serpentine, talc, and vermiculite as alteration products. Chemical and Physical Properties The chemical composition of olivine can be expressed as either (Mg, Fe), SiO, or 2(Mg, Fe)O.SiO,. Table 1 presents chemical analyses for some commercial olivines. The physical properties of olivine are shown in Table 2. Distribution of Major Deposits Commercial olivine and dunite deposits are found in Norway, Japan, Spain, India, Italy, the United States, Sweden, Austria, Pakistan, and Mexico. Noncommercial deposits have been reported in New Zealand, Zimbabwe, South Africa, New Caledonia, Greece, Brazil, and Canada (Teague, 1983). The present markets for olivine are characterized by low unit value, high volume, and high sensitivity to freight costs, so few deposits are commercially viable. Literature from the USSR indicates that considerable research on olivine refractories is being done. (Afansa'ev, 1988), lending credibility to the conjecture that commercial deposits are being mined there. In eastern Canada synthetic olivine is being produced by calcining chrysotile asbestos mine tailings. In the United States numerous lenses of olivine extend in a belt from northeast Georgia northeastward across western North Carolina. Total reserves in North Carolina and Georgia are estimated at between 125 and 200 Mt. The largest US deposit is Twin Sisters Mountain, located in Whatcom and Skagit Counties in the state of Washington. This deposit, which has an outcrop area of 93 km2 and a relief of about 1 525 m. is estimated to contain 1 800 Mt of fresh, unaltered olivine (Teague, 1983). In addition, the US Bureau of Mines reports reserves of 50 Mt on Cypress Island in the state of Washington, and the literature reports eight complexes in southeastern Alaska, some containing cores of olivine as large as 1.6 km in diameter (Taylor, Jr., 1967). The world's largest deposit of olivine occurs in the Aaheim area of Norway, where reserves are estimated at a 2 000 Mt. Several other Norwegian deposits contain as much as 5 Mt each. In Japan the production of ultrabasic rocks is currently about 6 Mtpy, but the bulk of this output is serpentinite. Olivineldunite accounts for only 17% of this production. The major olivine deposit in Japan is located at Horoman Hill on the northern island of Hokkaido. Reserves at this deposit are estimated at 100 Mt (Anon., 1990). Spain is one of the largest producers of dunite. Reserves in the La Coruna District in northwestern Spain are estimated at 100 Mt. India, also a major dunite producer, has a large deposit at Salem in Tamil Nadu. In Italy olivine/dunite is mined from a deposit near Turin. In Sweden the largest deposit is at Arutats and is reported to be comparable in size to the Twin Sisters deposit in the United States. At present the only production in Sweden is from a deposit 30 km south of the town of Gallivare. Reserves at this deposit are reported to be between 1 and 2 Mt. Other significant deposits are: 1) in Austria at St. Stefan near Leoben, 2) in the Swat District of the North West Frontier Province in Pakistan, and 3) in Mexico at Cuidad Victoria in Tamaulipas (Anon., 1990).

"INTRODUCTION Dissolved salts build up in leach solutions over time as leach solutions mature. Iron can be particularly problematic for hydrometallurgical copper production as it can compete with copper for separation during solvent extraction (SX), leading to iron bleed through and reduced electrowinning (EW) efficiency. In its ferric form (Fe+3) it precipitates as a hydroxide at fairly low pH and can promote clogging and disrupted flow within leach pads as a result of localized pH deviations – such as might result from weather events. The solids formed can cause relatively irreversible degradation to pad productivity. The precipitation pH point for solids formation falls as the ferric (Fe+3) concentration increases, making the issue more prevalent as leach circuits for ore bodies containing appreciable iron get older. It can also be more of a concern when leaching lower grade ore like tailings where lower copper content may increase iron/copper ratios which may increase iron accumulation rates. Control of ferric (Fe+3) levels could be used to lower ferric (Fe+3) levels and keep the ferric hydroxide [Fe(OH)3] precipitation pH sufficiently high to avoid the associated solids formation and potential leach pad occlusion. Control of ferric (Fe+3) and ferrous (Fe+2) tenors and ratios may also provide benefit for improving sulfide ore leaching or bioleaching performance and effectiveness. Traditionally options for such control were rather limited with bleeding contaminants off or chemical dosing treatments being prominent methods. Now Blue Planet Strategies introduces a new option. Wheel loaders became important bulk materials handling tools in the early fifties. As they grew in stature, productivity, reliability, and acceptance, the demand for larger, more rugged machines evolved. In the early sixties, the introduction of a 6-yard model by a major equipment manufacturer led quickly to widespread experimenting and rapid worldwide acceptance in loading blasted rock in stone quarries and smaller metal mines. As the wheel loaders grew in popularity for shot rock loading, larger models, 12- to 15-yard size were developed and saw widespread use by 1970. In the past 20 years, at most quarries and small to medium size mines, most cable operated power shovels have been replaced by large wheel loaders and more recently, hydraulic excavators as the primary loading tool. Wheel loaders larger than the 15-yard class are not used widely. Until about 1970, very few overburden haulage trucks were used in domestic coal mines. About that time, many states started enforcing stringent mine relcamation regulations and in 1977, even more stringent federal legislation was passed. These controls brought about drastic changes in coal surface mining methods in the mountainous areas of Appalachia, in smaller midwestern mines and in the large mines of the western states. Basically, simple material casting methods were replaced at most eastern mines by "haul-back" and "mountain top mining" methods using controlled placement of overburden as it is removed from the coal. These methods dictated much more extensive use of loaders/ shovels and trucks to the point that most coal mining in those areas is now by loader/shovel trucks methods. And those areas have become the home of the country's largest population of large wheel loaders and trucks in the 35- to 85-ton size class with a trend to even larger trucks and shovels. To maintain equal production or provide for growth, the new methods have caused a sharp increase in machine intensity to the extent that at some mines, up to three times as many machines were required to mine a million tons of coal in the late seventies as compared to the machine needs in the sixties. Mining costs and coal prices also took a big jump in the mid-seventies, paralleling the drastic price increases in oil and other forms of energy.

"Heat and humidity buildup within refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a life-sustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 hours while maintaining an apparent temperature (AT) below 95°F (35°C). NIOSH tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in NIOSH underground coal mine facilities to investigate the thermal environment over a 96-hour period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners increased over the 96-hour test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating heat and humidity temperature profiles for RAs not tested in situ. INTRODUCTION RAs are designed to provide a life-sustaining environment for miners who cannot escape after a mine disaster. One of the major considerations for integrating RAs in mine environments is the thermal environment inside the RA and the impact that the surrounding mine conditions have on the temperature and humidity buildup. Previous research has observed that the metabolic heat of the occupants and the heat released by the CO2 scrubbing systems will cause the RA interior air temperature to increase. In addition to the increase in temperature, an occupant’s respiration and perspiration, as well as the chemical reaction of the scrubbing chemicals with CO2, will contribute to an increase in humidity within the RA. The resulting internal thermal conditions, if not controlled, can subject miners to conditions that can lead to heat exhaustion, heat stroke, or even death depending on the duration and magnitude of exposure. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and wind speed. It is used to assess the perception of indoor temperatures when workplaces are not sufficiently heated, cooled, or insulated to provide comfortable or healthy conditions. INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

Electrostatic separation is the selective sorting of solid species by means of utilizing forces acting on charged or polarized bodies in an electric field. Separation is effected by adjusting the electric and coacting forces, such as gravity or centrifugal force, and the time forces act on the particles, such that different species will have different trajectories at some predetermined time. Separations made in air are called electrostatic separation even though there is always some flow of current. Separations made using corona discharge devices are often called high tension separations. Separations made in liquids are termed separation by dielectrophesis if motion is due to polariza¬tion effects in nonuniform electric fields and termed electrophoresis if motion is due to free charge on species in an electric field. There are no industrial applications of mineral concentration by electropho¬resis or dielectrophesis; thus this section is limited to concentration in air. Typical Industrial Separations Typical applications of electrostatic separation are: 1) Beneficiation of ores, such as the concentration of the minerals ilmenite, rutile, zircon, apatite, asbestos, hematite, and many others. 2) Purification of foods, such as the removal of trash and rodent excrement from cereal seeds. 3) Sorting of reusable wastes, such as separating insulation from copper wire shreds. 4) Electrostatic sizing, namely, the sorting of solid particles ac¬cording to their size or shape. Table I is a partial list of industrial separations made by electrostat¬ics. The various types of electrostatic separators and the feasibility of commercial separations are most easily understood by reviewing pertinent basic electrostatic theory and the selected electrical proper¬ties of solids prior to describing the equipment and application. This is the sequence of presentation used in this section. Electrostatic Units One of the greatest sources of confusion and error is due to the multitude of units used in electrostatic literature. The system of units used throughout this section is the rationalized MKS, often called Systéme International (SI) units. In this system the mechanical units are the meter, kilogram, and the serond. The unit of force is the newton (N). This system is completed by the addition of the unit of charge, the coulomb (C). The fourth dimension, viz., the coulomb. could also be considered to be the ampere, since one ampere is the flow in a conductor of one coulomb per second. "INTRODUCTION Steel sets such as H-type and lattice girders are often installed in the tunnels before the hardening of shotcrete to ensure the stability of conventional tunnels in soft ground conditions. In practice, while designing the tunnels with the help of numerical analysis, steel sets are generally considered only as temporary support elements. Only a few studies propose the direct application of composite support in the tunnel design, based on large-scale experiments and numerical analysis. In order to assess the structural performance of the composite support consisting of shotcrete and steel sets, large-scale experiments were performed on two types of arch-shaped specimens by applying the combined effects of axial forces and bending moments. Based on the experimental results, numerical analysis was performed to assess the application of composite support in tunnel design. The crown settlement, axial forces, bending moments, and load distribution in the composite support were analyzed in the light of different structural patterns. LARGE-SCALE EXPERIMENTS USING COMPOSITE SUPPORT Preparation and Procedure of the Experiments The preparation setup as well as the organized procedure of the large-scale experiments using composite support is shown in Figure 1. An appropriate geometry of the specimens was selected by considering the standard cross-section of a two-lane highway tunnel in South Korea. Under the loading conditions meant to develop the axial forces and bending moments simultaneously, arch-shaped specimens were assembled with the ends of the specimens subtending a 60° arc angle at the center of the arc circle as shown in Figure 2. The fabrication of six specimens was completed in two groups based on the dimensions of steel sets, with the first group of three specimens being reinforced by H100 (No.1, No.2, No.3) and the other three by H125 (No.4, No.5, No.6). In order to reduce the voids on the boundary of the shotcrete and steel sets, concrete was casted over the steel sets instead of using shotcrete. The specimens were designed to incorporate the uniaxial compressive strength of 21 MPa. Shear keys and steel plates were installed at the ends of the specimens, so that shear failure could be avoided at the ends and the specimens could also be protected from detachment at the fixation. Translational and rotational movements at the ends of specimens were fixed."

"The deposits of the east end of the Mesabi Range cover very large areas, and consist of the same taconite that produces the hematite of the central and western Mesabi. It is not deeply covered with drift, but outcrops boldly in large masses. It is not concentrated locally into enriched bodies separated by leaner areas, but is all a fairly uniform, hard, banded, unaltered chert, carrying about 25 to 30 per cent iron as magnetite.The Mesabi Iron Company, organized by Hayden, Stone & Co., and under the direction of D. C. Jackling, has taken over these deposits and is building a Concentrating plant at the new town of Babbitt, about fourteen miles east of Mesaba, Minn. This plant is to have a capacity of 2,000 to 3,000 tons per day, and is based on the application to this low grade material of the methods which have made the so-called porphyry copper properties so successful.In 1916, an experimental mill was built in Duluth; containing full sized machinery and capable of handling from 100 to 200 tons daily. A considerable tonnage of material was concentrated here during 1916, 1917 and 1918. The work showed that the resulting product could be varied, almost at will, between 60 per cent and 70 per cent iron and .006 per cent to .030 per' cent phosphorus, and that this could be made on a large scale well within the limits of cost set by iron trade conditions. A small special cargo was sent down the lakes, late in 1918, assaying 63.27 per cent iron (natural and dry) and .008 per cent phosphorus; but it is assumed that large scale shipments will normally be of a Bessemer' grade carrying about 63 per cent iron and .020 per cent to .030 per cent phosphorus. This material is a sinter, carrying only traces of sulphur and titanium, with silica between 6 per cent and 10 , per cent, and alumina, lime, magnesia, and manganese, each below 1 per cent. Some of the iron in this sinter is hematite and some is magnetite, the percentages varying according to the treatment given on the sintering machine. Like the analyses, this hematite percentage is within reasonable control. Sinter made from finely ground magnetite has much the structure of coke, being firm yet porous, and gives good account of itself in the blast furnace."

"INTRODUCTION The Butte district of Montana is well-known as one of the biggest historic producers of copper in the world. It is also a classic example of a porphyry Cu-Mo system that has been overprinted by zoned, polymetallic (Cu-Zn-Pb-Ag) lode mineralization. After copper, silver was the next most important metal mined from Butte, with over 700 million ounces of total Ag production between 1880 and the present day. Although many papers have been written on the mineralogy of the early porphyry Cu-Mo mineralization and the high-grade Cu-rich lodes in the center of the district, relatively little information exists on the mineralogy of silver in Butte. The purpose of this paper is to summarize past and present silver production trends for the district, and to combine previously published work with new research to examine the mineralogy of silver in the Butte mining district. BUTTE HISTORIC SILVER PRODUCTION According to a recent USGS compilation1, Butte is one of the most Ag-rich porphyry deposits in the world, both in terms of average Ag grade (8.6 g/ton) and total production + reserves (Fig. 1). It is also the 2nd biggest Ag-producing mining district in the U.S. (after the Couer d’Alene district, Idaho). Annual silver and copper production data for the Butte district, compiled from various sources2,3,4, are summarized in Figure 2. Peak production of Ag and Cu was in 1917. While Ag production gradually declined in the ensuing decades, Cu production remained strong until the years leading up to the closure of the Berkeley Pit in 1982. In 1984, mining of the nearby Continental Pit resumed under a different operator, and continues to the present day. The Continental mine produced an average of 35,000 metric tons Cu and 575,000 oz Ag per year between 1984 and 20044. These figures do not take into account a period of mine closure in 2001-2003 due to an unexpected hike in utility prices. The long-term decline in Ag/Cu ratio of ore mined in Butte (Figure 3) is due to several factors, including: 1) changes in metal prices; 2) a downwards decrease in Ag/Cu ratio of most of the lodes with depth below surface; and 3) a shift in mining methods from selective underground mining of high-grade veins to open-pit mining of the bulk rock."

The Mining Foundation of the Southwest (MFSW), located in Tucson, AZ, will hold its 16th annual American Mining Hall of Fame Awards Banquet Saturday, Dec. 5,1998. The Hall of Fame recognizes outstanding contributions to the mining industry by selected individuals and industry partners. Each year, one living award recipient and up to two mining history honorees are chosen by the , Hall of Fame Committee and the Board of Governors of the Mining Foundation. In 1989, the Mining Foundation initiated a Medal of Merit to recognize outstanding individual, technical and professional contributions to the mineral industry. In 1995, an award was created to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee, guest of honor and featured speaker will be Charles G. Preble, president and chief executive officer of Southern Peru Copper Corp. He is being recognized for outstanding performance as an executive of an American company operating under difficult circumstances in a foreign country. The Hall of Fame will induct H. Myles Jacob, former chairman and CEO of Inspiration Copper Co., for innovation and farsightedness in matters pivotal to the cop- per industry of his time. In addition, John Cromwell Lincoln, former president and chairman of Bagdad Mining Co., will be inducted for his outstanding contributions to the American mining industry. These contributions include metallurgical research and development of the Bagdad Mine as well as pioneering innovation in the electrical industry. Medals of Merit will be awarded to David N. Skillings, editor and publisher of Skillings Mining Re- view, for his dedication and support of mining interests. J. Ruben Velasco Rodriguez will also receive a Medal of Merit. He is economic geologist, professor and former secretary of the board of directors and secretary general of Compania Minera de Cananea. His medal is for fostering excellent relations between Mexico and the , United States in mining geology and management and for advancing the professional development of others in the field of earth science. In South Carolina and Georgia an area about 20 miles wide situated near the inner margin of the Coastal Plain and extending from the vicinity of Columbia, S.C. southwestward about 180 miles to the vicinity of Macon, Georgia is the principal kaolin-producing area of the world. It is especially important as the world's major source of clay used for paper coating. Essentially all of the land known or likely to be productive of quality kaolin in this area is now owned or controlled by producing companies. The least-fully developed portion is that in the vicinity of Wrens, Georgia which has been explored and developed since 1961. For the two decades following the end of world war II, demand for kaolin increased at approximately twice the rate for other industrial minerals. From 1945 to 1965 production increased four-fold. Since 1965 the rate of increase has been less, but the outlook now is that production and demand will double at least once again before the year 2000. A substantial part of this increased demand has come, and will continue to come, from industrial development, especially in the paper industry, outside the United States. The general effect, in addition to a continuing increase in production in the U.S., will be to cause: 1. Intensive research for development of more effective and more economical methods of beneficiation; 2. Concerted research effort to find an economical way of modifying high-viscosity kaolin so that it can be used for paper coating; 3. More active exploration in the U.S. and overseas, especially for deposits to supply the foreign markets; 4. More intensive study of the geological factors responsible for the accumulation of commercial deposits of kaolin; 5. Some modest rise in price, relative to the cost of other industrial minerals. The effect on kaolin producing region of Georgia and South Carolina will be to cause: 1. Working of progressively lower-grade deposits; 2. An increase in the acceptable thickness of overburden; 3. Mining of deposits farther down-dip, the use of which is now inhibited by large volumes of groundwater; 4. Increased threat of invasion of the kaolin in industry's market by substitute materials; 5. A substantial increase in concern over environmental factors; 6. More attention to be paid to the large opportunity offered for mining of silica sand and other co-products.

Industrial-scale test results indicate superior metallurgical performance of column flotation compared to conventional cell flotation for copper cleaning. A technical comparison of bubble generation systems for column flotation is made. Two types of bubble generation systems are considered: the filter-cloth type spargers and the Turbo-Air® sparger, which utilizes an air-water mixture fed to the column through injection tubes. Examples of the improved technical performance available with an external sparger system are presented using data from plant tests conducted for specific applications with several different mineral ores. INTRODUCTION Column flotation is now a valuable unit operation which mineral processing engineers employ in the design and operation of flotation circuits in nearly all mineral applications. The acceptance of columns in the mid- 1980s by the minerals industry was paralleled by a rigorous approach to developing a scientific understanding of the design, scale- up, and operation of column flotation units (Finch and Dobby, 1990). Since then, column flotation has become a standard unit of the cleaning stage in many new mineral concentrator projects and has replaced older mechanical cells to improve process efficiency. The size of column cells has continued to grow from the initial 0.9- to 2.1 -meter diameter range, and it is not uncommon to find column cells today being 2.7- to 3.6-meters in diameter. With the success of the smaller units, the scale-up to larger cells has been proven and demonstrated by the performance of the large-diameter cells (Murdock and Wyslouzil. 1991). The use of columns in flotation circuits has also been accompanied by developments in modelling. control, and optimization of column performance (Lee et al, 1991). The bubble generation system is the heart of the operation of column flotation cells. The most common methods for generating bubbles can be divided into two types: the internal and external spargers. Internal spargers are typically a porous material, such as sintered glass, porous rubber or filter-cloth, or maybe a single- or multi-nozzle sparger. External spargers implies that a gas and a liquid (either water or slurry) are brought into contact outside the column and that mixture is then introduced into the column. Several types of external spargers are available today, and innovative designs for externally mounted air sparging systems have been a significant factor in the successful application of columns. "Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

"Constructed between 1939 and 1945, the Rondout-West Branch Tunnel (RWBT) portion of the Delaware Aqueduct is 45 miles (72 km) long. The New York City Department of Environmental Protection (NYCDEP) first identified suspected areas of leakage from the RWBT in the 1990s. A $1 billion project is underway to mitigate the leakage through the construction of a bypass tunnel around the area of most severe deterioration, a 2.5-mile (4 km) section located beneath the Hudson River. Two shafts, 800 and 900 feet (244 and 274 m) below the ground surface, are being sunk to support the tunnel construction. The deep shafts will be subjected to high groundwater pressures and have been designed to accommodate multiple tunnel portals. This paper discusses the engineering decisions and analyses leading up to the final design. INTRODUCTION Project Background The New York City Department of Environmental Protection (NYCDEP) provides over 1 billion gallons (3.7 billion liters) of water to over 9 million residents of the City of New York and surrounding communities each day. This water is stored in upstate reservoirs and conveyed to the City via a system of aqueducts and tunnels. Water is delivered to the City almost completely by gravity and consists of three systems: the Croton, the Catskill, and the Delaware. The Delaware System is the largest of the three and supplies between 50% and 70% of the City’s daily water supply. In the 1990s, the NYCDEP discovered leaks in the central 45-mile-long (72 km) portion of the Delaware Aqueduct known as the Rondout-West Branch Tunnel (RWBT). The leaks release between 15 and 35 million gallons per day (MGD) (132.5 million liters per day) and are concentrated in two areas near Wawarsing and Roseton, New York. As part of the Rondout-West Branch Bypass Tunnel and Wawarsing Repairs Project (Bypass Tunnel Project), the leaks in the Wawarsing area will be repaired by grouting from inside the existing RWBT, and the leaks in the Roseton area will be mitigated by constructing a bypass tunnel parallel to and 1,750 feet (533 m) north of the leaking portion of the existing RWBT. Two deep shafts will be excavated on either side of the Hudson River: Shaft 5B in Newburgh and Shaft 6B in the Town of Wappinger."

"Hecla Limited is nearing completion of the Lucky Friday Mine No.4 shaft located in Mullan, ID. The shaft is collared at the 4940 level of the mine and will have a final mine level depth of 8620, or 9,590 feet below the surface. After reaching the 7400 mine level the shaft encountered ground deformation higher then allowed for in the design for a circular shaft excavation and concrete lining. This additional ground deformation required portions of the shaft concrete liner to be reinforced with frameless, steel liner plate. To eliminate the installation of the liner plate from the remaining shaft development, the design of the shaft excavation starting at the 7650 mine level was changed to an elliptical cross section based on the overall stress field orientation as well as the orientation of the structure of the host rock surrounding the shaft. The elliptical cross section was instrumented to confirm the shaft excavation and lining was performing as designed. This design change has allowed the shaft to continue to the planned 8620 mine level without the need to install liner plate in the shaft or change the overall functionality of the shaft or the Lucky Friday life of mine plan.INTRODUCTION Hecla’s Lucky Friday Mine is a deep, underground producer of silver, lead and zinc in the Coeur d’Alene mining district of northern Idaho (Figure 1). Primary access into the mine is via the Silver Shaft, a 5.5-m (18-ft) diameter, concrete lined shaft sunk to an original depth of 1,890-m (6,200-ft). Current production is from the Gold Hunter vein system, approximately 1,525-m (5,000-ft) northwest of the Silver Shaft.Lucky Friday’s #4-Shaft is a 5.5-m (18-ft) finished diameter, internal shaft, or winze, being sunk to the north of the Gold Hunter vein system, from the mine’s 4760 level, 1,743-m (5,720-ft) below the surface, to the 8620 level, 2,923-m (9,590-ft) below the surface. The shaft is designed to provide access to the deep, high-grade zones of the Gold Hunter in order to increase the mine’s production and operational life. Design and engineering began in 2006, with construction starting in the fourth quarter of 2009."
