Extensive efforts are under way to- ward applying computer techniques to mine production scheduling problems. These efforts are concentrated in four areas: optimization, computerization of traditional methods, heuristics and simulations. These areas complement each other rather than compete. Characteristics of each are discussed toward enabling the engineer to evaluate specific systems that may be encountered. Alternative approaches within each classification are described as well as the motivation for each.

The Highland Uranium Operations of Exxon Company, U.S.A. is a large uranium mining and processing complex situated in the Powder River Basin of East-central Wyoming. Surface mining and chemical processing of a large relatively low-grade ore body began in late 1972. An underground mine was later developed and began production in November of 1977. Figure 1 shows the location of our operations. During the planning stages of the project, it was recognized that hiring and retaining quality employees would be a significant problem. Other operations in similarly isolated locations were experiencing high turnover rates and were forced to employ inexperienced and poorly trained operators. In an attempt to attract employees, many of the companies provided mobile home or bunk- house facilities, but these costly peripheral ventures did not prove to be noticeably successful.

Common carbon dioxide capturing reagents, such as amines and sodium hydroxide, are expensive, toxic, and energy intensive to regenerate. We have added frothers to a sodium carbonate solution in order to increase the surface area available for CO2 transport within the packed bed of a counter current scrubbing column. Addition of frothers has improved the performance of sodium carbonate scrubbing solutions to be on par with sodium hydroxide scrubbing solutions. This novel enhancement of a relatively inexpensive CO2 capture-regeneration cycle shows potential to allow plants to turn a profit by sequestering a waste product. These results are discussed in detail in the following manuscript. INTRODUCTION The combustion of fossil fuels converts chemical energy to thermal energy. CO2 is produced as a byproduct of the reaction. 80% of the world’s electricity is produced by using this thermal energy to power a generator, accounting for 40% of global carbon dioxide emissions. In an effort to stabilize the rising atmospheric CO2 levels, researchers are investigating the application of carbon capture and storage (CCS) systems in power plants. [1] Efforts to capture CO2 at some power plants have been successful, but the cost of installing and operating the required equipment is high. As such, very few power plants have CCS systems. If CO2 can be captured and processed into a product that can be sold at a profit, installing CCS systems in power plants will be a very attractive business decision. In order for the sale of captured CO2 to become a profitable venture, the cost of capturing the CO2 from a flue gas must be reduced. BACKGROUND The most common method for separating CO2 from a flue gas is by passing it through a counter-current packed bed scrubbing column. The flue gas enters the bottom of a column while a solution of a chemical with properties advantageous to the absorption of CO2 is pumped to the top. The fluids interact in a packed bed, where the CO2 is transported from the gas to the liquid. CO2 is an acid gas, so it is common for the scrubbing solution to be alkaline in nature in order to neutralize the carbonic acid that is formed when it is dissolves into water. The exhaust exits the top of the column free of carbon dioxide, which exits the column in the scrubbing solution, reacting or complexing with the absorbent. Figure 1 is a schematic drawing of a CO2 scrubbing column. It shows the molar flowrates and compositions of the gas and liquid at the bottom [1], the top [2], and an arbitrary height in the column [Z]. [2,15] L is the molar flowrate of liquid at any point in in the column. G is the molar flowrate of gas at any point in the column. Since the CO2 is transported from the gas to the liquid, L and G are variable with respect to height. To simplify calculations, the CO2 free molar flowrates Ls and Gs are often used. X is the fraction moles of aqueous CO2 per mole of CO2 free liquid. Y is the fraction moles of gaseous CO2 per mole of CO2 free gas. Figure 2 is a composition diagram of the scrubbing column depicted in figure 1.

Little precise information is available on the effect of mining on the surface topography. It is often assumed that after mining the surface will simply sink. This is not an infallible conclusion as is well illustrated in two of the three examples herein. This paper describes the results of an attempt to precisely measure the surface movement in the area around coal pillars left in place for three oil wells in a completely mined and caved area at the Harwick Mine of the Duquesne Light Company. The dates when the various measurements were made are shown on the data sheets and indicate the rate of surface movement. These oil wells are identified as wells Nos. 2, 3, and 6. This mine property is located on the north side of the Allegheny River at Cheswick, Pennsylvania, and extends in a northerly and westerly direction about five miles. The three well pillars are situated on the westerly side of the Bessemer and Lake Erie Railroad some 2,000 feet from Rural Ridge, Pennsylvania (Fig, 1).

Due to a tight ash constraint on the clean coal product and difficult middlings washability characteristics, a considerable amount of coal was being lost in the jig middlings at the Monterey No. 2 Mine. An investigation was conducted into circuitry to recover this lost coal with minimal effect on the total clean coal ash. A reverse two-stage hydrocyclone system cleaning at low specific gravities was selected. This system is currently recovering approximately 5.8 kg/s (23 tph) of 11.5% to 12.5% ash coal. The specific gravity of separation for the system is about 1.5 and the probable error is 0.13.

Past EPA groundwater monitoring programs required that contamination not leave the boundaries of a disposal facility. New regulations under the Resource Conservation and Recovery Act (RCRA) require that once hazardous waste constituents are detected beyond the limits of the disposal area, a program to define the rate and extent of contaminant migration must be instituted. Future regulations are likely to include even more stringent groundwater protection criteria. The implications of both the existing and probable future groundwater protection and monitoring requirements in terms of using geologic containment as a means of disposing of hazardous waste are explored in this paper.

At present, there are two known cobalt deposits in the 48 contiguous states. This paper is a brief description of one of these deposits. It is a Mississippi Valley type deposit, but somewhat atypical in that the metal of greater interest is cobalt as opposed to lead, zinc, and copper. The history and present work are outlined along with a discussion of the geology and mineralogy.

INTRODUCTION The term "dewatering" refers to removal of water from coal. Water associated with coal can be categorized as "free or surface" and "inherent or chemically bound" moisture.' The free moisture is found on the surface of coal, in capillaries and small spaces between two or more particles. The inherent or chemically bound water is found in the interior of the coal and as part of coal structure. A significant amount of free moisture can be removed by mechanical dewatering techniques. However, inherent moisture can only be removed by applying energy intensive techniques, e.g., direct or indirect heating. Moisture in the coal offsets some of the benefits of coal cleaning. Extra water in clean coal adds to extra cost in transportation, heat lost during vaporization, and plugging of chutes. From a utility perspective, a 1 % increase in moisture can offset a 4.5% decrease in ash.2 Mechanical dewatering can be classified into two major process categories according to the principles involved, namely, 1. Sedimentation-liquid is constrained and particles move freely. 2. Filtration-particles are constrained by a medium and the liquid flows through. Each of the process categories is composed of various separation techniques shown in Fig. Equipment currently being used by the mechanical dewatering of coal of varying size ranges and final moisture content is illustrated in Fig. 8-2. This figure indicates that sizes larger than 13/, in. (37.5 mm) present no particular dewatering problem. Shaker screens of the very crudest types and designs are capable of producing these sizes at low surface moistures. High-speed vibrators are used for the intermediate sizes and can be used for smaller sizes down to 0.02 in. (0.5 mm) if high moistures (15% surface moisture or greater) can be tolerated in the product. Usually, however, the vibrator is not used below 3/, to 3/, in. (9.5 to 6.3 mm) because of the moisture associated with these fine sizes. At this level, centrifugal force is usually employed to aid dewatering. In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.

New tunnels of significant alignment lengths such as mountain tunnels, base tunnels, as well as beneath urban centers pose unique environmental challenges. This paper highlights key environmental considerations for planning, design, construction, and operations by sharing lessons-learned from the authors' extensive project experience on these types of tunnels. Discussion of unique constraints include limited right-of- way, ventilation and emergency egress during the construction phase and revenue service, safety and security, and protection of existing structures. Practical approaches and applied innovative state-of-the-art solutions addressing distinct sustainability challenges and unique requirements are shared from US and international project examples.

In 1971, during the planning and design stages of a $300 million expansion, the Iron Ore Company of Canada Ltd. through its Engineers, Canadian Bechtel Ltd., came out with a preliminary request for two (2) 10,000 LTPH belt conveyor scale systems. These Systems were to provide weighing accuracies within 2.5% of the iron ore pellets and concentrates in transit on two (2) 72" wide conveyors from the stockpiles to the ships. Each conveyor system would be fed by a rail mounted bucket wheel reclaimer, with the conveyed material moving directly to the ship loaders with no inter- mediate surge and/or storage bins between the stockpiles and the ships. The bucket wheel reclaimer discharge rates would vary from 0-9600 LTPH in cyclic periods, with the periods varying from 1-5 minutes - dependent on the level of the reclaim buckets in relation to the stockpile as well as the slewing rate of the reclaimer. There would be frequent interruptions for bucket wheel repositioning (laterally and vertically), changing ship holds, and trimming ship holds. These frequent zero flow conditions, approximately 500 per 150,000 ton ship, could last 1-5 minutes. In addition, the conveyors on which the scales were to be mounted would be over the water and subject to the wind and cold of Northern Quebec. These Systems would be in use 350 working days of the year and would load 30,000,000 LT/yr. (An average of 90,000/working day).

The Metropolitan Water District of Southern California has undertaken the Lake Mathews Outlet Facilities project to replace the existing outlet facilities. In the late1990s, consulting engineers for the District determined that the Lake Mathews Outlet Facilities were susceptible to a catastrophic failure during a seismic event. To ensure a reliable supply of water to Metropolitan’s customers in the Los Angeles area, the District decided to construct new outlet facilities. This Project consists of excavating a large diameter junction shaft, a 6.10 m (20 ft.) horseshoe tunnel, three short 4.88 m(16 ft.) horseshoe bypass tunnels, and a large excavation within a cofferdam that were all driven in difficult rock conditions. Additionally, a new concrete outlet tower was constructed and connected to the existing tunnel by the new bypass tunnels and through the junction shaft. The J.F. Shea Co., Inc. of Walnut, California, is currently finishing the construction of the Lake Mathews Outlet Facilities Project for Metropolitan. The large diameter junction shaft is 50.60 m (166 ft.) deep, excavated 16.15 m (52 ft.) in diameter and lined with a61 cm (2´-0?) thick steel reinforced concrete lining to a finished diameter of 14.63 m (48ft.). The shaft was excavated full face with one stationary shaft three-boom jumbo, modified for the large diameter. The shaft also consists of four sets of gate guides extruding from the shaft wall towards the center of the shaft that provide the ability to operate up to four mechanical gates at any time, to open or close each tunnel. This paper will present the junction shaft excavation and concrete construction techniques, including the innovative slip form method utilized to construct the junction shaft.

"In order to construct an underground two-layer expressway branch junction structure with a height of 14.7 m and a width of 22.3 m, two shield tunnels in each layer were combined by using a non-cut-and-cover enlargement method in sedimentary soft rock. Before and during the construction work, preliminary analysis, in-situ investigations and laboratory tests were conducted to ensure the construction safety and to evaluate the deformation characteristics of sedimentary soft rock. The construction project was safely executed without any water leakage or collapse of tunnel working face. The predicted results from preliminary analysis were almost similar to the measured values. From the detailed investigation of measured results, it was confirmed that the deformation characteristic of the sedimentary soft rock was observed to a small extent as the ground deformation derived from construction work. INTRODUCTION In recent years, some newly constructed urban expressways in Japan are being planned as underground structures due to the consideration of roadside environment. The construction of such underground expressways is frequently conducted using a shield tunneling, a typical one of non-cut-and-cover methods, to prevent any adverse effect to traffic in arterial roads, operation of nearby commercial establishments, and daily lives of local residents during construction work. For underground urban expressway, the connections with existing road network on ground surface or on elevated sections are indispensable, which require the construction of an underground branch junction with large cross-section. This raises a technical difficulty regardless of the open-cut or non-open-cut construction method."

Oxidation potentials have been measured in the presence of various concentrations of cyanide, ferrocyanide, and ferricyanide and ethyl xanthate at various values of pH and related to flotation response. Eh-pH diagrams are constructed and show that the formation of surface ferric ferrocyanide is probably responsible for depression when cyanide is added. The influence of cyanide in the depression of pyrite with xanthates as collector has been the subject of many investigations (1,2,3,4,5,6), and from these studies several theories on the mechanism of depression have evolved. Wark and Cox (7) and Gaudin(8) have suggested that the depressing effect is due to a competition of cyanide ion with xanthate ion for the surface. Cook and his colleagues (9,10,11) have explained this phenomenon in terms of competition between hydrocyanic acid and xanthic acid. Sutherland (12) has shown that both of these theories describe accurately the relation between pH value and cyanide addition at constant collector addition but fail to describe the relationship, between pH value and the amount of collector required to cause flotation. Taggart(12) suggested that depression in these systems is due to the formation of a reaction product between ferric ion at the pyrite surface and ferrocyanide ion derived from solution. Majumdar(4,6) has attempted to prove this hypothesis by measuring the contact angles of pyrite in the presence of 25 mg/liter ethyl xanthate and different concentrations of potassium ferrocyanide and ferricyanide. In all cases the contact angles were quite high up to pH 10; these results indicate that pyrite should not be depressed by either potassium ferrocyanide or ferricyanide. In view of these facts, Majumdar has assumed that the compound Fe(CN)2 forms at the surface.

Great Salt Lake Minerals & Chemicals Corporation (GSL), a subsidiary of Gulf Resources & Chemical Corporation, is located on the east side of the Great Salt Lake, approximately 20 miles from Ogden, Utah. GSL processes brine from the north arm of the lake to produce potash, salt cake, salt and magnesium chloride brine. Potash fertilizer, in the form of K2SO4 is GSL's primary product. The GSL Sulfate of Potash Complex The GSL potash complex (depicted in Figure I) is divided into a solar evaporation pond system and the process plants. The solar,evaporation system consists of a 17,000-acre (68.8 Km2) ponding operation where the various salts deposit during the summer evaporation season, and a harvesting operation which recovers the deposits during the remainder of the year. The harvest is either preconcentrated in the flotation plant or processed directly in the chemical plant where sulfate of potash (SOP) is produced. The chemistry of the lake brine results in a solar deposit con¬taining primarily kainite (KCl-MgSO4.3H20), schoenite (K2SO4?MgSO4^ 6H2O), and halite (NaCI), with some carnallite (KCl.MgCl2.6H20) and epsomite (MgSO4.7H20). Other minor minerals may be deposited, depending upon the weather during the evaporation season. Each year, the solar deposit in the evaporation ponds will greatly depend upon the summer weather conditions, which have in the past proven to be quite unpredictable. Weather may alter both the quantity of the solar deposit and the composition of this deposit. When using perlite as an insulation, it is important to determine the requirements for different applications as this influences the processing of the perlite. In cryogenic applications, perlite properties of low density and fine particle size are desirable, while Loose fill insulation applications require similar properties and water repellency. However, in perlite insulating concrete applications, a coarser particle, of higher density, is required to provide improved compression strength. The essential properties of perlite including, particle size, density and surface treatment are discussed in relation to the various insulation applications. In December 1988 Phelps dodge corporation brought an underground gold mine into production in the republic of Botswana. The mineralization is associated with steeply dipping shear zones in Archean greenstones of the Tati Schist Belt. The gold is intimately associated with sulfides and is refractory in nature. The deposit is being exploited by underhand open stoping methods. Vertical and inclined shafts are used to hoist the ore to surface where it is treated by conventional crushing, milling and flotation, followed by fluid bed roasting with CIP elution and carbon regeneration. Adjacent deposits are being explored with a view to increasing production. Legal and taxation aspects of operating in Botswana are discussed.

The City of Los Angeles capital improvement program includes the construction of a new 35-km interceptor sewer. This sewer will be built as a deep tunnel with finished diameters ranging from 2- to- 4 meters. The project will be constructed concurrently in two phases; an 18-km East-West and a 17-km North-South segment. The new sewer provides additional conveyance capacity for an existing deteriorating sewer that is scheduled for rehabilitation. Large sewage spills during the El Niño storms of 1998 resulted in a Cease and Desist Order that established an aggressive schedule for the completion of the project.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. The Guasare Coal Project is located a short distance from Lake Maracaibo, in the Northwestern region of Venezuela. In 1987, Carbones del Guasare, a joint venture comprised of Carbozulia, ACC Venezuela, a subsidiary of ARCO, and AGIPCoal of ENI Group, Italy, was formed to develop the Guasare coal reserves for world markets. Drilling with the Venezuelan state of Zulia has indicated a coal resource of over 6 billion metric tons. Further exploration has delineated the Guasare deposit as an area particularly suited for cost-effective surface mining. The calculated mineable reserves of this area (300 million metric tons) and the coal quality characteristics are based on extensive core drilling programs.
