Principal source of rhenium is molybdenite. Depending on the mineral processing route, rhenium can be recovered by one of the several alternative solvent extraction processes. Extensive experimental work has been carried out on the development of tertiary amine extraction process for treating very dilute highly impure scrub solutions obtained during scrubbing flue-gases of molybdenite oxidative roasting. Equilibrium data has been obtained under various process conditions by tracer analysis using radioactive Re-186. Extraction with 1% solution of a high molecular weight tertiary amine in kerosene, followed by scrubbing of organic extract with a solution of sulphuric acid and stripping with ammoniacal ammonium sulphate yields high recovery, concentration, and purification.

This paper is concerned with the development of an in situ recovery of boric acid from a deep-seated colemanite deposit in California. The deposit contains 147 million tons of borate ore containing 6.4% boron oxide (B203). It is the largest undeveloped colemanite deposit in the United States and because of its unique occurrence and grade, in situ extraction appears to be the most economic viable process. The paper covers the geological, mineralogical, hydrological, well-field development, and extraction considerations leading to the initial pilot plant and subsequent demonstration plant phases of the project. Market potential aspects and preliminary economics of the project are also covered.

During past years the most difficult problem presented to the coal preparation engineer has been the cleaning of fine coal, The problem of handling fine coals is more involved than the coarser sizes, because the higher surface moisture contents complicate screening, and the larger percentages of fine near size material complicate separating problems. Low gravity high capacity specific gravity separations were not possible with equipment available at that time. Coal preparation engineers did develop machines that would effect a separation of the fines, however, to maintain a high efficiency, the point of separation had to be a relatively easy one. The more difficult separations were made in the coarse coal sections of the washeries, and the fines were generally cleaned at higher specific gravities in equipment such as tables, feldspar jigs, rheolaveurs, etc. Clean products from both processes were mixed, resulting in overall lower ash contents, During the last several years, however, we have been confronted with increasing demands ZGP more precise separations of finer coals to still further reduce ash contents. A study was begun and a program instigated to improve the cleaning of fine coal, The result of this endeavor was the development of the new cycloidal heavy medium cyclone.

Cooperative Education is by no means a new idea. The first such program was instituted at the University of Cincinnati in 1906 by the late Dean Herman Schneider with twenty-seven engineering students participating. Today, more than fifty years later, there are in excess of one hundred institutions' with some such program in which thousands of students, are participating in the fields of Liberal Arts, Engineering, and Business Administration. At the same time, according to a conclusion reached during a study of work-study college programs, copyrighted in 1961 by Thomas Alva Edison Foundation, and from which we quote; "We were amazed at the lack of-information about cooperative education among school and college staffs and students, among parents and employers, and on the part of the public generally."

A computational fluid dynamics (CFD) program was applied to fire spread along combustibles in a ventilated mine entry. The rate of flame spread was evaluated for the ribs and roof of a coal mine entry; timber sets; and a conveyor belt. The CFD program models char forming materials with temperature dependent thermal properties. The program solves three dimensional time dependent flow equations with a mixture fraction model for the gas phase reactions. Radiant heat exchange is evaluated for non-scattering gas. The CFD program predicted a flame spread rate of 0.0145 m / s for an actual coal mine fire in which the estimated flame spread rate was 0.0086 m / s. This overestimated flame spread rate was a possible consequence of the presence of inert materials in the mine entry’s roof and ribs. CFD fire spread rate predictions of 0.043 m / s and 0.73 m / s bounded the measured value of 0.27 m / s for fire spread along Douglas Fir timber sets in a tunnel.

Project Payette is a conceptual nuclear experiment under the Vela Uniform program intended to further evaluate the mechanism of seismic decoupling. Vela Uniform is a Department of Defense program to improve this country's capability to detect, locate and identify underground nuclear detonations. This program evolved from recommendations of the Panel on Seismic Improve¬ment, (Berkner Panel), an officially appointed group of noted U. S. scientists. This Panel, taking note of difficulties in detecting the differences between some underground nuclear detonations and some earthquakes recommended a program of increased basic research in seismology. The theory of decoupling, Which involves possible reducing of seismic motion resulting from underground explosions by reducing the coupling or physical linkage between the explosion and the geologic environment, was investigated by Dr. Albert latter and his associates at RAND during the late 1950's. The concept has been further investigated theoretically by scientists of the Lawrence Radiation Laboratory and the Sandia Laboratory. The theory has been tested experimentally under Vela Uniform Projects Cowboy, Dribble and Sterling. The Salmon Event of Project Dribble was a tamped (with the explosive in firm contact with the geologic formation) nuclear detonation 2700 feet below ground in the Tatum Salt Dome. Project Payette, if found to be feasible and if authorized for actual execution, would become a decoupled experiment in the same environment.

Tests were conducted to assess the potential of column flotation for beneficiation of a talc ore from Montana. This ere contained approximately 80% talc, with the gangue comprised mainly of chlorite, silica, and dolomite. A tributylamine, MIBC, and sodium silicate reagent suite proved effective for talc flotation. Rougher-cleaner column flotation in a continuous open-circuit produced a final talc concentrate which contained 0.90% Al2O3. 0.17% CaO, and 1.28% Fe2O3. These analyses represented impurity rejections of 77, 85, and 65%, respectively. Weight recovery for this open-circuit was 52%; however, weight recovery was estimated to be 75% with cleaner tailings recycle. Results from this investigation show that column flotation is a viable means for beneficiating talc.

The potential use of prereduced pellets in the burden of the blast furnace continues to be a topic of interest. Several excellent papers have been written describing the theoretical and experimental rewards. (1) (2) (3) (4) (5) (6) (7) (8) (9) Significant increases in iron output and substantial savings in coke consumption are major advantages over conventional iron oxide pellets. The savings are especially important in areas where good coking coal is at a premium. Lower handling and transportation costs may also be factors favoring prereduction. When considering the overall cost of making and smelting prereduced materials the optimum metallization level becomes significant. An analysis by Agarwal and Pratt of the thermodynamic aspects of blast furnace operation with all prereduced pellets shows that the criteria controlling coke consumption depends upon the degree of reduction and upon the percentage of oxygen (present as FeO) removed by solution loss.(8) The authors state that although the chances of obtaining large fuel savings are greatly improved when metallization is high, reduction to the highest degree, which is costly, may not result in the lowest energy requirement per ton of hot metal; thus, over reduction could possibly result in wasted energy in the blast furnace.

Before we can attempt to answer the question of what can be expected from coal research, let us examine why research is done in other fields and what others expect for the money they spend on research and development. Up to 1900 almost all organized research was carried out at universities. Most of the support came from the university, and by present standards the amount of research was extremely small. The motivation for university research was basically discovery of new phenomena, with the objective of advancing knowledge. Side by, side with this organized effort was that of individual inventors who were primarily responsible for applying this new-found knowledge to useful purposes. During this period inventors were rarely supported by anyone, and experimentation was carried out either in their spare time or at the expense of earning a living. Men like Edison, I believe, were the first to demonstrate on a large scale that one could systematically apply newly discovered scientific principles to inventions that would serve useful purposes and would return a profit to those engaged in the effort. The tremendous expansion in research therefore began with the realization and demonstration that the scientific discovered could be applied in such a way as to return a' handsome profit to those who invested in it. The motivation of many of the research personnel however, remained the satisfaction associated with new discoveries, The money to support their efforts came from those interested in a return on their investments. Since the First World War and a rapidly accelerating rate since the Second World War another important motive for supporting research has appeared--the needs associated with national defense; this type of research has been supported almost exclusively by the Government.

INTRODUCTION Kennecott Copper Corp.'s Tintic Div. Burgin mine is a 725 t/d (800 stpd) lead-zinc producer, located in the east Tintic mining district, 5.6 km (3.5 miles) east of Eureka, and 130 km (80 miles) south of Salt Lake City, UT. The Burgin mining complex includes three shafts, shop, dry, and office facilities, and a 454 t/d (500 stpd) flotation concentrator. Production and ser¬vice entry to the mine is through a 4.26-m (14-ft) diam concrete-lined production shaft, and a three-compart¬ment rectangular shaft. A connection with the Apex No. 2 shaft and the Burgin mine provides a second exhaust airway. Bear Creek Mining Co., Kennecott's exploration sub¬sidiary, began exploration of the Burgin mine area in 1957 with the sinking of the 335 m (1100 ft) deep No. 1 shaft. A station was cut at the 320-m (1050-ft) level of the shaft and extensive drifting, diamond drilling, and some winzing and raising confirmed the presence of a major lead-zinc ore body, the main portion of which oc¬curred below a hot saline water table. Surface facilities and the 4.26-m (14-ft) diam concrete-lined production shaft were completed in 1966. Ore production has been steadily increased to 725 t/ d (800 stpd) since 1966. The collar elevation of the No. 2 production shaft is 1731 m (5678 ft) above sea level. The mine's three levels, the 1050, 1200, and 1300 are at elevations of 1414.6, 1356.4, and 1338.1 m (4587, 4450, and 4390 ft), respectively. The approximate elevation of the hot saline water table is 1382.6 m (4536 ft). The earliest production on the east Tintic mining district was from the Eureka Lilly mine in 1909. Later, in 1916, the Tintic Standard mine was discovered, and pro¬duced ores with a gross value of $80,000,000 through 1956. The Eureka Standard mine located 1.6 km (1 mile) southwest of the Burgin mine produced ore worth $12,000,000 from fissures in the Tintic quartzite along the Eureka Standard fault. Ores produced from the east Tintic mining district through 1971 are valued at $151.3 million. The production from the entire Tintic district is approximately $500 million. GEOLOGY The Burgin ore deposit occurs as replacement bodies in limestone, dolomite, and shale. Numerous fault struc¬tures and rock formations make the mine geology com¬plex. The mineralization is strongly associated with sev¬eral major geological features, which include the Ophir formation, consisting of limestone, dolomite, and shale as the favorable host rock, and the structural influence of the east Tintic thrust, the Eureka Standard and sev¬eral other significant faults. Fig. 1 depicts the Burgin 1300 level workings, a generalized configuration of the ore body, and the main geological features. Covering the quartzite, limestone, dolomite, and shale facies enclosing the Burgin ore deposit are 183 to 274 m (600 to 900 ft) of andesite. The Burgin ore consists of massive sulfide and oxide lead-zinc ores with significant silver and cadmium val¬ues. The main ore minerals are galena, cerrusite, and spalerite. In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

The U.S. Bureau of Mines pioneered the use of borehole deformation gauges and overcoring techniques to measure in situ stress. These measurements provide input to structural mine design and support selection for specific geologic conditions. This paper presents recent stress measurements in a western U.S. coal mine where the orientation of the stress field remained relatively unchanged over distances of several kilometers. The horizontal stress magnitude increased with depth of cover and in relation to major geologic structures. Local variations in roof stress profiles were used to develop generic models relating stress arching to strata stiffness and the inelastic behavior of mine roof.

Introduction Pure alunite (KAl3 (SO4 )3 (OH)6 ) contains 37% A1203. In the alunite ore found on Milos Island, Greece, opal is the principal gangue while some aluminum, iron, and titanium oxides are also present. Processing of alunite ore leads to the recovery of potassium sulfate, alusil (alumina-silica mixture), and sulfur dioxide. An interesting process has been developed in Greece (Svoronos, 1977) consisting mainly of roasting the alunite ore mixed with KCl to disrupt the mineral lattice in preparation for separating its components. The thermal decomposition of alunite at approximately 600°C occurs by the reaction: KAl3 (SO4)3 (OH)6 + nSiO2 + 6KC1 - 4 K2SO4 + 3 A1203 . nSiO2 + 6 HCl + 3H20 According to the process pure alunite mixed with 543 kg KCl, 840 kg K2SO4, 370 kg alusil, 264 kg HCl, and 65 kg H2O are produced. The roasted calcine is leached in hot water. The potassium sulfate leach slurry is then thickened and washed to obtain a solid residue (alusil) plus a solution rich in potassium sulfate. Assuming the alunite ore feed consists of 50% to 60% alunite, the solid residue might consist of approximately 22% to 27% A1203, silica, iron, and titanium oxides. This leach residue could be digested in a hot sodium hydroxide solution to dissolve alumina. An amount of the alumina (approximately 10%) would not dissolve. In addition, part of the silica would dissolve requiring removal from the solution in a subsequent desilication operation. The same leach residue could be attacked by mineral acids such as a diluted hydrochloric acid to extract aluminum chloride (Sawyer et al., 1983). Alumina and aluminum are presently produced from bauxite of which Greece has important reserves. If this aluminous material (alusil) could be beneficiated by any physical process, then it would be considered as a raw material for the production of fire-clay refractories instead of an alternate source of alumina. Experimental procedure Extensive laboratory work (mineralogical and chemical analyses) indicates that alusil is a mixture of liberated (mostly) alumina and silica particles, not a natural silicate mineral. Table 1 shows the chemical assays of two alusil samples that were obtained from a roasted alunite ore leaching pilot plant. The samples used for the experiments were a very fine alusil powder (K80 = 400 mesh, 38 µm). These were pulped in tap water. Desliming of the pulp before each flotation test was ineffective. Flotation tests were performed in a 2000 ml Denver cell. A standard 500-g sample was first conditioned at a pulp density 50% solids for 5 min with hydrofluoric (HF) acid solution (40%). The temperature of the conditioned pulp was measured and kept nearly constant at 50°C. The pH of the conditioned pulp was also regulated to 2.5-3 with HF solution. Then ARMAC C solution (2%) as well as two drops of fuel oil and one drop of AEROFROTH 65 were added and the pulp was reconditioned for 2 min. After conditioning, the viscous pulp was transfered to the flotation cell. It was then diluted with warm water to about 15% solids and floated to separate silica from alumina particles. A rougher froth product that was cleaned and recleaned was obtained from the flotation tests.

GENERAL STATEMENT Data frequently can be collected by several dif¬ferent methods. The method required for the nec¬essary precision for inflow prediction to mines should be selected and other methods avoided. Pre¬cision monitoring or measuring techniques fre¬quently require more time, expertise, and expense in their implementation that may not be justifiable. The temporal distribution of the data needs also may dictate the method used for data collection. Continuous recording devices may be required for time sensitive data whereas point measurements of other parameters may be adequate. Data needs will vary as the hydrologic investigation proceeds. In¬itial data needs may require only a qualitative col¬lection of data such as the areal distribution of precipitation. Subsequent data needs may require the measurement of ground water levels to the near¬est hundredth of a foot. Data requirements can be difficult to fulfill for ground water systems. This is particularly true for anisotropic, heterogeneous hydrostratigraphic units since the hydrogeologic parameters vary both ver¬tically and areally. Techniques exist for determining the storage characteristics of both unconfined and confined hydrostratigraphic units but these pro¬cedures require the installation of multiple wells in the same unit which may be impractical. Specific tests are discussed subsequently that permit the determination of vertical hydraulic conductivity. Data collected from field procedures or tests are generally preferred to laboratory derived data. This is especially true for hydrogeologic parameters such as hydraulic conductivity. SURFACE WATER SYSTEMS Precipitation Precipitation data can be collected from sources that maintain a historical record. The US Depart¬ment of Commerce, National Oceanic and Atmos¬pheric Administration (NOAA), maintains weather observation stations across the country. Such a sta¬tion frequently can be found near a proposed mine site but the type of weather data collected varies from station to station. Fortunately, precipitation data are collected ubiquitously. The data collected by NOAA can be purchased for the area of interest in the form of monthly and annual tabulations. Private weather stations constitute a second source of precipitation data. Existing data usually are analyzed by one of three methods. The station average method merely sums the depth of precipitation at each station and divides the sum by the number of stations as fol¬lows: [ ] where Pavg is the average precipitation (L), P, is the depth of precipitation at station i (L), and N is the total number of stations. This method is applicable where there are a relatively large number of stations uniformly distributed across the area (Hjelnfelt and Cassidy, 1975, pp. 71-72). The second method, called the Thiessen poly¬gon method, weights the precipitation at each sta¬tion in direct proportion to the area it represents without consideration of topography. The stations are plotted on a map and perpendicular bisectors are drawn on the lines connecting the stations. The polygons formed by these bisectors constitute the area that the precipitation for that station repre¬sents. The overall precipitation can be calculated with the following equation:

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

INTRODUCTION The Columbia River Basalt beneath the Hanford Site is one of several rock types being considered by the U.S. Department of Energy for the first commercial high-level nuclear waste repository. The Basalt Waste Isolation Project (BWIP) has been carrying out a comprehensive investigation to assess the feasibility of constructing a repository in basalt and to develop technology required for repository engineering and site characterization. Development of a nuclear waste repository requires a number of design considerations not usually necessary in the planning of conventional underground structures. Principal among these is the thermally induced stress field resulting from waste emplacement. This thermal stress, super- imposed on the preexisting in situ- and excavation- induced stress fields, needs to be evaluated in the design process due to the sensitivity of waste emplacement density to this factor. The nature of this thermally induced stress field is dependent on several factors, including the temperature distribution around the repository openings, the thermal properties of the rock mass, and the deformability of the rock mass. Re1iable performance of the repository structure is largely determined by the ability to under- stand the above rock mass characteristics and predict the underground opening response to waste emplacement based on this understanding. To gain an understanding of this rock mass behavior in a repository condition, the BWIP has conducted a large-scale heated block test in basalt at the Near-Surf ace Test Facility (NSTF) on the Hanford Site. This paper presents the results from the elevated temperature phase of the block test in which the thermal, mechanical, and thermo- mechanical response of the closely jointed basalt rock mass was evaluated as a function of stress and loading orientation at varying temperatures up to 200 oC. SITE GEOLOGY The NSTF test areas, including the block test site, are located in the entablature zone of the Pomona basalt f low. The Pomona flow entablature is structurally typical of most flows in the Columbia River Basalt Group in that it is characterized by long, undulating, polygonal columns up to 2.4 m in length. Columns vary from 15 to 30 cm in diameter, averaging about 20 cm. Over their length, columns can vary in dip by 150 to 200. The column structures are dissected by subhorizontal cross joints that are generally discontinuous and seldom cross columnar joint boundaries. Spacing of the cross joints also averages about 20 cm. A representative joint pattern taken from mapping of the tunnel wall near the block test site is shown in figure 1. Application of the Rock Mass Rating System (Bieniawski, l979) to the block test site yielded an overall value of 62. The corresponding value from application of the Q-system (Barton et al., 1974) is 8.7 (Cramer and Kim,1985). The NSTF is approximately 50 m below the surf ace. However, this depth is sti1l above the water table and conditions are generally dry. Interstitial water exists as the result of percolation of meteoric water from the surface.

This paper deals primarily with roof bolting in Kentucky coal mines from January 1, 1949, through December 31, 1954, a six year period. The Consolidation Coal Co? (Ky.), a division of the Pittsburgh Consolidation Coal Co., began systemmatic roof bolting in November 1948 in Mine #204, Elkhorn #3 Seam, at Jenkins, Kentucky, After the efficiency of roof bolting had been proven by the Consolidation Coal Co., this procedure was adopted by other companies throughout the state. In December 1954, approximately 46.4 percent of Kentucky's total production of coal from underground mines was obtained from roof-bolted areas. Statistics in this report will show the progress made in roof bolting during the six years, in addition to the roof bolting being done as of December 31, 1955. Significant progress has been made in the coal mines of Kentucky in reducing the roof-fall fatality, rates, during the past several years by adopting systemmatic roof bolting. The ground work by the Consolidation Coal Co, (Ky.) in cooperation with the Federal Bureau of Mines was based upon the previous experience of the St. Joseph Lead. Cc, in its Southeastern Missouri Mines and The Tennessee Coal and Iron Division of the United States Steel Corporation. This paper summarizes the direct operating cash costs for the Barrick Mercur open pit gold mine. A comprehensive, detailed system of cost management has been in effect for the life of the Mercur operation. This system provides the basic data for operations control and is the basis for drafting budgets as well as analyzing impact of change on operations costs. The ore body is complex geologically and metallurgically, requiring operators to pay close attention to mining and processing costs. The cost history provides data which enables analysis of changes in production levels, aging of the mine production fleet, and the impact of specific cost changes through time.

This paper focuses on the use of an integrated mine planing software package entitled "REMINE" which was constructed to provide a project evaluation tool for analysis of remining projects. Coal remining constitutes the affecting of sites which have had a past history of mining and have a pre-existing pollutional discharge. Such sites require a Best Professional Judgement (BPJ) analysis. The program was written to provide such an analysis with flexibility in the mine plans which can be analyzed. The process required for a BPJ analysis will be detailed and mine plan simulation performed to demonstrate the analysis.
