Introduction Tailings disposal methods used by the mining industry include the use of on-land impoundments, surface and underground mine backfill and marine disposal. The latter method, where applicable and under certain circumstances, can be the most economical and best environmental option. The term marine disposal is used to describe deposition of tailings in the open ocean, coastal waters, fjords and inland lakes. A major element in planning and designing a marine outfall is the assessment of its potential environmental impacts. The nature of the disposed tailings, and the physical, chemical, and biological characteristics of the receiving water body must be carefully assessed prior to deciding whether marine disposal is an acceptable option for a particular project. During the last decade, the North American mining industry has demonstrated a commitment to studying potential adverse environmental impacts of marine tailings disposal and to continue monitoring of the receiving waters. Extensive monitoring programs have been undertaken by Canadian mines. Marine tailings disposal is not used in the United States today. One of the largest U.S. mines proposing to use this option is the Quartz Hill mine of U.S. Borax in Southeastern Alaska. To assure the regulatory agencies and the public of the viability and acceptability of this option, U.S. Borax undertook an extensive program of environmental studies aimed at assessing the impact of marine tailings disposal. This program was part of the feasibility and environmental permitting studies conducted by Bechtel Civil & Minerals, Inc, on behalf of U.S. Borax. Due to the unique nature of the proposed tailings disposal system, a Board of Consultants was established. The Board assisted in planning the modeling and field program and reviewed ongoing work. This paper outlines the basic elements of the marine tailings disposal study program which can be viewed as a prototype for similar studies elsewhere. Background The Quartz Hill molybdenum deposit is located on a knoll in an elevated valley in a mountainous region of southeast Alaska, about 45 miles east of Ketchikan (Figure 1).

Curved pulp lifters can provide improved discharge performance from SAG mills, especially for the coarser fraction of rocks in the discharge. They also can provide improved wear life of the pulp lifter, especially the base of the pulp lifter and diversion cone, over comparable straight radial pulp lifters. Current experience with curved pulp lifters and associated grates is covered including design issues and discharge performance for both the slurry and rock components of the discharge.

About 1,000 machines around the world are breaking rock and hard abrasive materials by a very economic, high intensity, autogenous process, but this method is largely ignored by the mining industry. This vertical shaft autogenous impact crusher has impact velocities around 70 m/s, which compare with those of Cascade and SAG mills of up to 10 m/s. The autogenous impact, breakage processes are all at higher intensity levels and the products reflect this difference. The topic of liberation is breifly considered. A series of tests with a laboratory scale machine are reported to illustrate a number of the characteristics of the process. This paper highlights topics for further evaluation and research.

The development of highly selective mineral processing reagents, which are not merely metal-ion specific, but specific to the particular mineral surface structure, is essential for the exploitation of relatively more difficult-to-process ore deposits, in particular for the separation amongst minerals having the same constituent ion. Both the choice of the functional group as well as the molecular architecture of the reagent determine its selectivity. Several examples are presented in this paper to illustrate the concepts of structure specificity and molecular recognition at mineral surfaces - the concepts crucial to the advancement of the emerging science of reagents design. Recent advances made in the understanding of molecular interactions involved in the synthesis of biomineralized materials are discussed so as to delineate the utility of this approach in the design of selective reagents for mineral separation.

This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing waste rock into the void created by mining. The paper also examines scheduling the process as a unit operation of the mining activity. Based on a review of background literature and interviews with representatives of various mining companies, public-interest groups and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing at a southwestern Pennsylvania mine was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of longwall systems in the United States. Further, at the mine used in this case study, concomitant stowing would reduce subsidence by only 50% of what would normally be incurred during full longwall caving, and the longwall coal-production rate would decrease from 3,630 t (4,000 st) per shift in the nonstowing case to 1,360 t (1,500 st) in the stowing case. A preliminary cost analysis reveals that pneumatic stowing would add from $5.79 to $11.57 per t ($5.25 to $10.50 per st) to the operating cost of producing coal at the case-study site.

This paper discusses a practical method for enhancing the performance of mining work crews. The method, described as the Work Crew Performance Model (WCPM), seeks to define performance variability within similar tasks of an underground work crew. Key components of the WCPM include: •job definition through task analyses, •the ranking of job elements by perceived cost consequence, •observational techniques to establish performance baselines, and •cost linkages between adherence to task procedures and measures of consequence for noncompliance. The components of this model emphasize a reliance on learning from a veteran work force and using that information to reinvest in strategies to enhance safety and efficiency. These strategies are not limited to technological efforts but include consideration of the so-called "soft-skill technologies, " aimed at reducing variability in individual performance and at effecting a continuous improvement in overall system effectiveness.

INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

Operational and economic factors tend to favor the application of continuous processes in preference to batch processes in the majority of mineral processing applications. In this paper, the requirement for a continuous elution process is established and the development of a large-scale pilot plant is described. It is based on a continuous elution apparatus that has a number of special features. These are the subject of various patent applications. The apparatus is suitable for adaptation to the AARL, Zadra, and other methods of elution. The performance of the atmospheric continuous elution system (ACE) is concluded to have significant advantages over the batch process.

9.1 INTRODUCTION Precious metals in a leach solution are extracted, concentrated, and purified to complete the process begun in the heap and to produce an end product which will provide an economic payback to the mine developer/operator. Several different processes are required to convert the dissolved precious metals into pure metal bars. This chapter discusses the actual production of metal once it has been recovered from the pregnant leach solutions by the zinc cementation (Merrill -Crowe) or carbon adsorption processes. Metal production is generally taken to mean the production of a fairly pure "dore" bar. This chapter also reiterates some information from Chapter 8 in a slightly different context, since the focus of Chapter 8 was a fairly detailed description of the two actual recovery processes, whereas the focus of this chapter is metal production. The sale of an intermediate precious metal product is possible (as opposed to the production of dore bars at the mine site); however, the value of the precious metals is reduced by the various charges and risks associated with precious metal processing. For this reason, most operators choose to produce the most refined metal possible in order to maximize project economics. Precious metals may be extracted from the leach solution by both conventional and unconventional processes. The conventional processes are activated carbon/electrowinning (ACE) and zinc precipitation (ZIP). The unconventional processes are resin ion exchange, solvent extraction, and direct electrowinning. A typical ACE process has two circulating loops. The first loop adsorbs the cyanide-metal complexes from the dilute leach solution onto the activated carbon. A second, separate solution loop removes the cyanide-metal complexes from the activated carbon into a strong solution, the electrowinning electrolyte. Activated carbon is transferred from one fluid loop to the other. The operating cost of the ACE process is directly proportional to the quantity of carbon stripped and thus to the quantity of precious metal produced. A typical ZIP process contains a single circulating loop. The solution is filtered, deaerated, contacted with zinc, and filtered again. The barren leach solution is then returned to the heap. The random variable transformation technique was introduced to make probabilistic structural analysis simple for such structures as slopes, dams, foundations, or retaining walls, where two shear strength parameters are required to analyze their stability by deterministic engineering methods. The Gaussian transformation was performed by using the Hermite orthogonal polynomial function. This transforms the experimental histogram into the standard normal distribution, whose mean is zero with a variance of one. Then, the transformed standard Gaussian variable was used for the bivariate normal probability analysis on the structure. The Gaussian transformation technique and the Hermite polynomial functions were chosen because the bivariate joint normal distribution is well-known and easily available for engineers. The binormal probability analysis was made on the probability region of a certain confidence level by superposing the critical line on the same probability region that divides the region into two zones: stable and unstable zones. The critical line was determined from the back calculation of the deterministic engineering method of the structural design. Finally, the probability of structural failure at a desired confidence level was calculated by simply integrating the volume of the binormal density surface above the unstable zone in the probability region. A simple case of slope analysis is introduced to illustrate this probabilistic approach, and its effectiveness and simplicity is demonstrated.

Agglomeration by balling in cylindrical or shallow pan devices dates back to the early part of this century. The first sintering tests conducted by Dwight-Lloyd on nonferrous ores included a mixing step for ore, flux and fuel carried out in a deep pan device similar to the balling pans, or discs, presently in use. Further work directed mainly toward sintering of ferrous and nonferrous ores always included a preparatory step, usually referred to as mixing, agglomerating or green-balling of the ingredients. In the late forties and early fifties two methods of particle preparation prior to firing were in general use. In Europe the balling pan was used predominantly, both as a mixer and as a pelletizer. In the United States many pilot plants and semi¬commercial plants used balling drums. When the first iron ore pelletizing plants were built in this country, the most frequently used device for green-balling was the cylindrical drum. At the same time, the pan device was used both in Europe and the United States for many other materials such as fertilizer, cement, flyash, alumina and copper concentrates, as well as to mix the feed for sinter machines. The difference between these two balling devices - -the drum and the disc - has been the subject of much discussion and is well covered by several papers included in the 1962 publication "Agglomeration' issued by AIMS, based on their 1961 International Symposium held in Philadelphia. Adsorption of nonionic/anionic surfactant mixtures on kaolinite has been studied with sodium dodecylsulfate as the anionic surfactant and octaethyleneglycol mono-n-dodecylether as the nonionic surfactant. Synergistic interaction between these surfactant was found to cause adsorption of the nonionic surfactant with its hydrophilic chains protruding into the bulk, leading to substantial changes in wettability and dispersion characteristics of kaolinite. Similarly, hydrophobicity changes are observed also for silica particles upon adsorption of nonionic ethoxylated alcohols owing to possible changes in the orientation of the adsorbed surfactant molecules at the interface.

The Garfield Mine is a legacy vanadium mine in western Colorado with multiple mine openings, waste rock piles, and adit seepages that Cyprus Climax Metals Company (a Freeport-McMoRan Inc. subsidiary) voluntarily remediated through the Colorado Voluntary Cleanup Program (VCUP). The process to obtain a No Further Action determination from the VCUP is presented. Water treatment of the adit discharge, which is not part of the VCUP, is also presented. The remedial action objectives (RAOs) included preventing direct human or biotic exposure to the waste rock and radiation emitting from the waste rock; reducing metal concentrations and radionuclide activities in adit discharge and keeping the discharge from leaving the site; maintaining the existing undeveloped character of the surrounding landscape; and eliminating the need for a stormwater permit. The design included regrading, installation of an infiltration barrier and rock cover, a diversion channel, and a biologically based passive remediation water treatment system. An initial lab-scale evaluation provided design criteria for the full-scale system, which consists of a sulfate-reducing biochemical reactor and post-treatment aerobic polishing cells. The system has been operational since construction was completed in late 2016. Results indicate that the treatment objective of 90% bulk removal of constituents of potential concern (COPCs) is largely being met. The system also provides year-round operation and non-point discharge of effluent. After 20 plus years of site investigations, the remedial action was completed in 2016 with all RAOs met and a No Further Action determination granted in 2018. INTRODUCTION The Garfield Mine is a legacy vanadium mine located approximately 11 miles north-northeast of Rifle, in Garfield County, Colorado. It was leased and operated intermittently from 1929 to 1975 but was never operated by Cyprus Climax Metals Company (Cyprus) (a Freeport-McMoRan Inc. subsidiary). Prior to reclamation, site features included: • six mine openings—five adits and a vertical opening; • two adits discharging mining-influenced water (MIW)— Adit 1 at less than 4 liters per minute (L/min) and Adit 2 at 7 to 10 L/min; • main waste rock pile (13,500 m3) and small waste rock pile (minimal volume); • debris (small structure, mattress, bottles, shells, etc.) indicating site used for recreational purposes; and, • unimproved road, which has been used to access forest fires.

Minera Escondida is the world's largest copper mine. Its capacity is more than 800 kt/a (880,000 stpy) of copper. The Escondida open-pit mine operates at an elevation of 3,100 m (10,170 ft). It is located in the Atacama desert about 160 km (100 miles) southeast of the port of Antofagasta. At Coloso, 14 km (8 miles) south of Antofagasta, copper concentrate is dewatered by filtration for storage and shipment to overseas markets (Fig. 1). Concentrate filtrate water, after being treated to remove suspended solids, is discharged at 60 m (200 ft) depth into the Pacific Ocean. This effluent is free of particulates. However, it does contain metal levels above US Environmental Protection Agency (EPA) receiving water criterion. EPA standards are more strict than Chilean receiving water guidelines. However, a multiport diffuser provides rapid mixing of sea water with effluent to ensure metal levels in the receiving water remain below EPA receiving water guidelines. The Escondida Mine began operation in December 1990 at a rated mill capacity of 35 kt/d (38,500 stpd). Since then, the complex has since undergone three expansions. In 1996, it processed 115 kt/d (127,000 stpd) of ore. At Coloso in 1993, about 25% of the copper concentrate was fed to an ammonia leach plant for solvent extraction and electrowinng of cathode copper. This plant is designed to produce 80 kt/a (88,000 st/year) of cathode copper. In 1995, the ocean diffuser system's capacity was doubled to accommodate increased flows to a maximum 50 L/sec (793 gpm). This was achieved by extending the diffuser chamber by 32 m (105 ft) and adding 16 nozzles, which doubled the diffuser's capacity. In November 1996, Rescan Environmental Services began a field verification of the outfall/diffuser system's performance. The study's objective was to determine the performance of the outfall/diffuser system by measuring dilution factors using fluorescent Rhodamine dye and to determine if copper concentrations are below the US Environmental Protection Agency (EPA) water quality criterion of 2.9 µg/L total copper (EPA, 1986). Rhodamine dye was injected into the outfall/diffuser system. An oceanographic survey using an in situ fluorometer was conducted to measure dye concentrations in the effluent plume. Water column characteristics were also measured. These included current speed and direction.

A program has been carried out over the last two years to apply the technology of High Gradient Magnetic Separation (HGMS) to the problem of mineral beneficiation and specifically oxidized taconite iron ores. This program, supported by the RANN division of the National Science Foundation, has consisted of a laboratory program at the Francis Bitter National Magnet Lab- oratory at MIT and a pilot investigation at the Hanna Mining Company Research Laboratory. 1 The laboratory tests were conducted using several batch type high gradient separators and a continuous separator with a rotating matrix which was constructed at the beginning of the program. The high field magnets available at F.B.N.M.L. were used for investigations above 10 kG but most of the test work was performed in the range of this field value. Ore samples were contributed by several iron ore companies and consisted of oxidized taconites having goethite and hematite as their principal components.

"The science of “optimal economic pit design” has been highly refined in the last decades. Even with the proliferation of optimizing and heuristic algorithms exploiting ever faster computers, the most common input is a single block model and a single set of cost assumptions, each of which is an estimate and prone to errors. An analysis of price assumptions produces a suite of nested economic shells, each with its own quantities of ore, waste, grade, and profit, but due to irregularities in the mineralized body, the growth of these shells can be erratic. To control the impact of the errors of the model and cost assumptions when choosing the pit shell for design, graphs of pit shells characteristics, such as stripping ratio, cost per unit of product and profit/ton, can be analyzed to consider points with higher stability, or robust pits. Selection of robust shells for a pit limit and for push backs can help to understand the impact to profit and risk. The robust shells also guide the preferred solution sets for final pit and cutoff optimization. INTRODUCTION “An open pit mining operation can be viewed as a process by which the open surface of a mine is continuously deformed. The planning of a mining program involves the design of the final shape of this open surface.” Optimum Design of Open-Pit Mines, Lerchs, H. and Grossmann, I. Transactions C.I.M. Volume LXVIII 1965. Traditionally an analysis of economic pit shells and sensitivity was performed by varying the input metal price. This was done with both floating cone algorithms as well as early versions of the Lerchs-Grossmann (L-G) algorithm. This gave an indication of the pit sensitivity to price but since other variables also change, some with metal price (perhaps steel and equipment), and some independently (fuel and tires) the understanding of these different pits was restricted. In addition, a run of the program could take hours, making a detailed analysis of small changes unwieldy. The L-G algorithm was programmed by a variety of people and sold as part of commercial mining packages, however it was first and most successfully commercialized by Jeff Whittle in 1984. When Whittle’s 3-D™ was expanded to 4-D the parameterization of the economic inputs was considered and the ability to run a suite of “pit shells” became automatic. The competing NPV Scheduler™ program sold by DataMine™ offers similar pit shell analysis capabilities."

In recent years, the need has become more and more accute for a high capacity, high intensity, wet magnetic separator for the concentration of finely ground, paramagnetic minerals. As a result of this increased interest, extensive test work has been conducted at our Central Test Laboratory, and the basic design for such a separator has been established. Three units have been developed to comprise a full line of this equipment: (a) Series 4L (laboratory), Figure I, is manually operated to permit maximum flexibility and precise control of each variable, with a capacity of 4 gallons per minute. (b) Series LOCC, Figure II, functions by automatically controlled feeding and washing cycles, and has a capacity of approximately 1.0 tons per hour. (c) Series 200CF, Figure III, basically consists of an annular pole box, rotating through the high intensity magnetic field. This unit has a capacity of approximately 20 tons per hour.

A proactive design and construct approach was used to remediate the Warm Springs Ponds Complex near Anaconda, Montana under "Superfund". The pond complex is used for treatment/settlement of heavy metals and is a repository for 19,000,000 cubic yards of tailings, precipitates and associated sediments. Remediation has resulted in treatment/settling capacity for flows up to the 100-year flood (3,300 cfs); expansion from 5 to 11 ponds in series requiring 12.5 miles of new or improved embankments with associated hydraulic structures; flood protection for the 0.5 Probable Maximum -Flood (PMF) (70,000 cfs); and closure of exposed tailings along with aquatic and terrestrial habitat enhancement.

The mineral processing engineer must have some knowledge of mineral identification, and the greater his knowledge in this field, the greater will be his potential to do his own specialty well. Most metal-bearing ores and industrial minerals require processing of some kind to produce a salable product or a material suitable for further processing. The types of treatment are many, but each one is aimed at separating a mineral or family of minerals from others. Obviously, then, it is basic to all mineral processing to identify the minerals present in the raw material and in intermediate and final products resulting from processing. Very often the mineral processing engineer will enter planning while exploration of a mineral prospect is going on. He will examine hand specimens, drill cores and cuttings, bulk samples, and materials in place. He must identify the valuable minerals, their occurrence and associations with other minerals, and the identity of diluents or host rock. An exact and detailed knowledge of the raw material will usually suggest the treatment processes that should be investigated in the development of the most suitable scheme for that particular raw material in that particular location. Physical properties of a mineral often lead directly to a process for separating that mineral from others. Some well-known examples of these are: magnetic separations for such minerals as magnetite, rutile, ilmenite; gravity separations for gold, silver, galena. cassiterite; flotation separation for most sulfides; distillation of mercury from cinnabar; and selective dissolution in specific solvents such as halite or sylvite in water, gold and silver in cyanide solutions, copper oxides, carbonates, sulfates and silicates in dilute sulfuric acid. These processes and many others are described in detail elsewhere in the Hand¬book and so it is not appropriate to give details here, except to emphasize that processing is aided greatly by complete mineral identi¬fication. Developing a treatment scheme for a new mineral discovery is an exciting assignment fag the mineral processing engineer, but much more of the usual work relates to quality control in existing plants. Here too, mineral identification is important. Some processing is aimed toward producing an end product which will meet exacting specifica¬tions regarding purity or allowable diluents. KMG Minerals, Inc., a mica-feldspar-quartz producer in Kings Mountain, N.C., uses about 50% of its plant's -200 mesh slimes to manufacture brick. However, the company is unable to market the remaining 50% of this fine mineral mixture. The NCSU Minerals Research Laboratory operated a pilot plant to process these slimes to produce an additional product. The process, consisting of blunging and hydraulic sizing, was designed to separate a kaolin-enriched -270 mesh product from the bulk of the coarser +270 mesh "grit" minerals. Size analysis showed that this product was 80% finer than 20 microns and 50% finer than 6 microns (in equivalent spherical diameter). An evaluation indicated that it is a hydrous aluminum silicate that might be suitable in the filler and extender markets for traffic paint, some types of plastics, joint cements, and dusting compounds. Because of its high viscosity, it will be difficult to use more than a small percentage in cast ceramic bodies. However, it might be possible to use up to 10% in extruded ceramic bodies (i.e., electrical porcelain). The 15.2 cm (6 in,) diameter Linatex Hydrosizer was tested using a range of teeter water flowrates, so that the net rise velocity was varied from 0.10 cm/s to 0.40 cm/s. The solid feed rate to the sizer was maintained at approximately 1.1 t/hr/m2 (0.12 ton/hr/ft2). Tests were run using both "shallow" (i.e., 6 in.) and "deep" (i.e., 15 in. teetered beds. The best overall result was obtained when the sizer was operated with the "deep" teeter bed and a net rise velocity of 0.10 cm/s. About 97% of the +270 mesh material was rejected and approximately 79% of the -270 mesh material was recovered in a 14% solids slurry.
