What is your assessment of the current state of the minerals industry? It is no understatement that domestic mining is facing a severe crisis at this time. The sharp decline in commodity prices and demand is putting a great strain on domestic and worldwide mining, causing major declines in profits and market capital of mining companies. This, in turn, has lead to major production cuts, layoffs, shut-downs of operating properties, and the deferral of new and expansion projects. These changes in the minerals industry have played a major role in the health of the economy. Operationally, the industry continues to develop new technologies that are making our work more efficient, more cost effective and more environmentally acceptable and safe. During downturns like this, companies generally pay closer attention to operational efficiencies and process optimization. Historically, new technologies and processes tend to be developed during down markets, and I believe we will see the same thing as companies strive to preserve liquidity and maintain or improve their margins. On the positive side, the drop in commodity prices has resulted in a reduction in operational costs, as the costs for fuel supplies and construction materials have decreased.

This paper discusses the overall challenges to construct a 15,125.7 m (49,625 LF),wastewater drainage tunnel in Cobb County, Georgia by a joint venture of Gilbert Southern Corp. and S.A. Healy Co. and a construction manager Parsons, with Jacobs Associates as a subcontractor. The goal of the project is to provide wastewater retention during peak usage and is connected to a treatment facility near the Chattahoochee River. The primary component of the project is the TBM-driven hard rock tunnel. Additional works include drill and blast areas; four intake interceptors, two construction shafts and a 33.5 m (110 ft), diameter pump station shaft.

Both microgravimetry and crosshole seismic tomography are means by which subsurface collapse and rock failure may be observed. We show results of calculations that predict changes in gravity and gravity gradient that result from void migration, bulking, and hydrology disruption due to room and pillar mining. Crosshole seismic tomography also holds promise for detecting and mapping changes in structure during subsidence. Commercially avail- able logging tools, advances in theory, and recent field results strongly suggest tomographic surveys are now possible. Subsidence phenomena which may be located are faulting, joint separation, bed parting, water table changes, and formation outgassing.

"INTRODUCTION Tunnel is a closed space structure and it is necessary to ensure the sufficient time and route for safe evacuation for the tunnel users in case of a tunnel fire. In order to do so, damages and collapse of the tunnel linings and the secondary disasters can be avoided. Furthermore, the road tunnel is one of important infrastructural facilities and stopping its function for a long time for a tunnel fire could cause a great economic loss. Therefore, the tunnel structure shall be the one which can be repaired as soon as possible, and the fire protection methods need to be selected among those which enable the service to start as early as possible. The necessity of the fire protection works is evaluated for the tunnel structure with the consideration of the expensive tunnel construction cost and the economic effects of the tunnel service. Naturally, the fire protection works, which can protect the tunnel linings from the tunnel fire with small repairs, are inevitable. Design engineers of the fire protection works estimate the scale of fire from the degree of damages on the linings and its repair cost, the effect of fire extinguishers placed inside of the tunnel, the secondary disasters in accordance with the tunnel lining damages if any, and the ratio of fire protection cost calculated from tunnel operation cost. Based on this information, the engineers design the fire protection works according to the permissible limits Among the design cases of the tunnel fire protection in Japan, as shown in Table 1, there is no cases that used the fire temperature-time curve to design the fire protection works for large fire caused by vehicles catching fire. However, the most of cases used 30-60 minutes for fire duration based on the entry prohibition of dangerous goods carrying vehicles or the effect of early fire fighting. This paper will study the variation between different methods used for fire protection in road tunnel in Japan to evaluate them and try to found some recommendations. Especial l care will be attention to Polypropylenes (PP) which is starting to be applied lately."

In the aftermath of the September 11th attack on the World Trade Center, groundwater control was of immediate concern. Water in?ow from the adjacent Hudson River through the compromised slurry wall ‘bathtub’ surrounding the site, ruptured water and sewer mains, and saturation from fire hoses all contributed to an already critical situation, further hampering the recovery and rehabilitation effort. An extensive pumping and deep well installation program was initiated, focused on reducing the hydrostatic loading to the severely damaged perimeter slurry wall.

In this paper, the authors attempt to develop engineering based approaches for estimating safety factors against pillar and floor failures and predicting likelihood of subsidence events over abandoned coal mines in Illinois. There are two critical problems involved in the analysis: determination of geotechnical properties, and consideration of time effect. The authors attempt to solve the problems by generating hypotheses, which are used to modify existing engineering models for estimating pillar and floor safety factors. The modified models are validated using data from two well established databases of subsidence events over active and abandoned mines in Illinois. The data analysis suggests that most of the trough type subsidence events in Illinois were caused by floor failures rather than pillar failures. The subsidence incubation period seems to be directly related to initial floor safety factors at the time of mining. This correlation can be used to predict the likelihood of subsidence and to assess subsidence risks within both spatial and temporal contexts where detailed mine maps are available.

"In response to a severe regional drought and in preparation for the further decline of water levels in Southern Nevada’s Lake Mead, the Southern Nevada Water Authority (SNWA) built a new intake system to ensure water supply to Las Vegas and its surrounding communities. In 2015, design began on the Low Lake Level Pumping Station (L3PS) that will move the water from this lower intake, ensuring operability of the water delivery system despite these declining lake levels. The L3PS Project includes a 159-meter-deep shaft, a large underground chamber, and 34-each 152-meter-deep, 2.4-meter-diameter drilled well shafts to be constructed in highly faulted and fractured ground. The Construction Manager at Risk (CMAR) delivery method was chosen to facilitate early contractor involvement in the design process to address the significant challenges and risks anticipated on this US$650 million Project. This paper describes the CMAR selection process; the CMAR involvement during design and benefits resulting from that involvement; and the unique collaborative effort among the owner, engineer, program manager and CMAR used to evaluate and select the best design approach, preferred underground construction methods, and coordinated geotechnical baseline report. PROJECT BACKGROUND AND NEED Seven of the United States’ western states rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River Basin. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. Beginning in the year 2000 and continuing to the present, snowfall has been well below documented historical averages and Colorado River flows have diminished."

Equations developed by an early researcher in subsidence, F. Martos of Budapest, Hungary, have been slightly modified to produce effective equations for predicting the time-dependent nature of Green River trona mine subsidence. Following the initial study, a survey was run to check the results twenty years after mining of the area had been completed. The final results were within a few centimeters of the value that had been projected. Mining conditions in the Green River area are ideal for this sort of study with trough type subsidence being the surface manifestation of high extraction underground room and pillar caving operations.

Many of us who have interacted with senior executives from leading oil and gas companies over the last few years on the subject of HSE performance have observed a marked shift in their engagement on this aspect of their business performance. There seems to be a shared impression that HSE performance will have markedly increased impact on their businesses going forward. On the back of this very real concern, many are taking material actions to secure a step change in their safety and environmental performance: hiring respected mainstream operational personnel to lead their HSE function; investing in capacity/skills development for HSE professionals to increase their effectiveness in addressing the needs of the business; taking a hard look at the efficacy of established management and audit programs (too much paper, not enough results?); investing in information management systems so they can have access to real time reliable performance indicators; and, critically, initiatives to reduce accident statistics (especially focused on fatalities and contractors? activities) and deliver meaningful reductions in their environmental footprints. Underpinning all of these actions is a clear sense that substantial, very well-intentioned activity and investment in HSE aspects of the business has not been hitting the mark and yielding too little return in terms of performance improvement. The very serious recent events on the US Gulf Coast and at a refinery in the US Pacific Northwest have added fuel to this fire. The need for approaches which will secure a step-change in performance on the front line in the global oil and gas industry has never been greater.

"SummaryFor more than a century, ground freezing has been a construction technique used in stabilization of ground by means of lowering the temperature of surrounding soil strata. This technique is used in circumstances where conventional grouting method is unable to achieve the degree of consolidation required to prevent settlement and water ingress during the execution of underground excavation. Whilst ground freezing is effective in imparting self-supporting characteristics to the excavation profile, it poses significant challenges when it comes to the New Austrian Tunneling Method (NATM) where sprayed concrete is used to support the freshly excavated ground. Sprayed concrete, if used in an appropriate manner, provides a fast, efficient and structurally-reliable means of supporting the structure, especially in underground construction. The evolvement in sprayed concrete technology is attributed to the development of concrete know-how, improvement of spraying technique with the use of automation spraying equipment, more in-depth understanding of sprayed concrete behavior and enhancement of materials used in production of high quality sprayed concrete Not only has this markedly escalated the prominence of sprayed concrete on wider perspective,. the positive development has also pushed sprayed concrete beyond its boundaries, enabling it to be embarked on area of application not considered possible decades ago. Nevertheless, sprayed concrete, for all its placement versatility, still depends largely on the technicality provision very similar to concrete to achieve the required quality. Parameters such as raw material grading composition, curing temperature and cement quality are some of the factors that can easily sway the quality of concrete from one extreme to another. Conducive ambient temperature is critical in ensuring optimum hydration of concrete. This is more important in sprayed concrete where temperature plays a pivotal role in influencing the early strength and long term strength development. The low temperature imposed by ground freezing is everything but ideal for competent hydration to take place. This paper outlines how the innovative use of sprayed concrete helps to overcome the adverse ambient temperature in the construction of a 110m underground pedestrian walkway utilizing ground freezing technique in Hong Kong."

Modelling of industrial sulphide flotation based on data collected in several flotation plants is discussed. A mechanistic approach is used in which it is recognised that flotation is a two stage process with concentration occurring both in the pulp and in the froth. The important features of the model, which is a kinetic model, are – 1. for each particle species there is a range of flotation rates which corresponds to the range of particle sizes, 2. the flotation rates of the liberated gangue particles which have no hydrophobic properties are dependent on the flotation rate of water and are controlled by variables such as the air and frother addition rates, and the pulp level, 3. as an approximation the valuable sulphide particles may be regarded as being present in two groups with high and low flotation rate constants, 4. increase in the addition rate of collector tends to increase the proportion of sulphide particles which are in the high flotation rate constant group. The actual flotation rate of each group of particles is a combination of an "inherent" flotation rate and a flotation rate which is dependent on the flotation rate of water, at particular air and frother addition rates and pulp levels there is a physical limit to the rate at which particles can be transported into the concentrate and this is recognised in the

INTRODUCTION The process engineer usually is responsible for the design operating philosophy and/or day-to-day operations of a process. Since instrumentation is an integral part of the operation, it is essential that engineers understand the general capabilities of the different types of control equipment available. Many "noncontrol" engineers have become involved with instrumentation for machinery monitoring and control as well as other plant applications. The advent of the microprocessor has led to significant changes in control, both in systems configurations and man-machine interfaces. Today's concept is called simply "distributed control." What is distributed control? Distributed control is exactly what the name implies; the control system is divided into several functional segments and spread out to cover a process. The systems are distributed for physical, functional, and risk reasons. Before delving further into the specifics of distributed control, let's look at the evolution of control systems to see how we got here. Instruments initially were located near measurement and control points in the field. Operators physically had to go to the instrument to change setpoints or take measurements. As processes became more complex, it became evident that a central control area was required. This allowed an operator to monitor and control many variables. The operator's effectiveness was increased dramatically, which resulted in greater efficiency, better quality control, and lower personnel requirements. At the same time, plants became much larger, control applications became more complex, energy became expensive, and the industry became more competitive. All of these factors placed pressure on process and production engineers to get the most for the money. The result was a continuing push to put more instrumentation into a central control room to maximize efficiency and productivity and minimize manpower. This chapter deals in some detail with devices for measuring physical and chemical properties of coal; devices for measuring the weight and weight-rate of flow of coal; devices for the monitoring and control of conveyor systems, solids inventory, fluid flow, liquid level, density, and specific gravity. Calcium carbonate is perhaps the most widely used mineral in the world. With total consumption of all calcium carbonate exceeding over 25 million tom per year, within this class of filler, a relatively smaller segment of precipitated calcium carbonates (PCC) is often misunderstood as a commodity product and bundled in the same category as ground calcium carbonate. However, each material has a distinctly digerent role and characteristics. Precipitated calcium carbonates are used to influence specific performance in a specific application whereas ground calcium carbonate is used primarily to reduce cost in many applications. In this paper, attempts are made to demonstrate the role of nano-fine-PCC in improving shear-thinning characteristics of common and specialized sealants and automotive underbody coating and how such "nano-particle" cal- cium carbonate properties can be exploited to process PVC plastics while reducing overall cost. We also review the role of precipitated calcium carbonate as "nano" material and why it must be viewed as a specialty additive.

Large-scale use of CCBs in mine environments involves filling surface and underground coal mines with ash to address hydraulic problems, AMD, backfilling and subsidence. The environmental risk of land filling CCBs is generally evaluated by the Toxic Characteristics Leaching Procedure (TCLP) or the Synthetic Precipitation Leaching Procedure (SPLP). However, there is doubt regarding the applicability of these tests to long-term CCBs leaching behavior in groundwater associated with coal mines. The Mine Water Leaching Procedure (MWLP) was developed to provide a site specific risk assessment tool. The MWL Pprocedure is presented in this paper and compared with TCLP as a study.

The standard test methods used to determine the pyrite content of coal and mineral wastes, and their propensity to release acidic drainage, are critically reviewed. In addition to analysis of total sulfur by combustion, test methods using selective oxidation of pyrite by HNO3 and H2O2 are available. The oxidation kinetics of pyrite vary appreciably from sample to sample, and it is difficult to ascertain whether complete dissolution has occurred in heterogeneous materials. The reliability, reproducibility and suitability of different standard test methods were studied, using well characterized ore and coal pyrite samples. The kinetics of pyrite dissolution were also investigated. The results are discussed in terms of the fundamental chemical and physical characteristics of each sample, and the implications for waste characterization are considered.

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

The paper begins by describing an underhand cut-and-fill mining concept for a 50m thick, generally tabular though irregularly shaped orebody dipping at 30 degrees and occurring at a depth of between 2300 and 2700m in the Sudbury Basin. From this, the broad design requirements of a fill system are stated. Two and three-dimensional numerical models are then described which were built to evaluate the theoretical benefits of different types of fill reinforcement. Included in this evaluation are the effects of span, fill strength, fill tightness, as well as static and dynamic loading types. Results, supported by large-scale physical models, are presented to show the significance of reinforcement on stable, undermined fill performance. Finally the paper describes work which has been done to evaluate the suitability of so-called silicated cemented backfill. This system is, in principal, attractive for deep mining applications since transportation is in the "safe" hydraulic regime, while fill water run-off, segregation and shrinkage effects are potentially eliminated in the stopes. The results from various surface and underground trial pours are reported which substantiate the proposed use of this type of backfill at depth.

It has been approximately four years since the International Agency for Research on Cancer (IARC) reclassified crystalline silica as a "group one" substance. Since then, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease, and several aggressive campaigns have been developed to increase awareness of silica-dust-related problems in the industrial environment. New analytical techniques are now being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper discusses the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

Specific software tools for Statistical Multivariate Analysis combined with real time process data were applied to Concentrator Plant at Compañía Minera Doña Inés de Collahuasi SCM in Chile, basically to two Mill Lines, each one with one SAG mill (32’x15’8MW)and one Ball mill (22’x36’9.7MW). The main objective was to empower the operator actions using process patterns references instead of process variable set-points. Pattern clustering and the analysis of pattern deviations regarding normal or desired pattern, allows for improvements in process control and the further implementation of soft sensors for those variables not included in the initial model.
