Regulations on sulfur emissions have caused the electric utilities to evaluate various methods of meeting them. Low-sulfur, low-volatile coals can be burned alone or blended with high-volatile? coals. This option may be a cost-effective alternative to the installation of scrubbers on coal-fired combustion systems. In some blending applications, problems may be encountered because the low sulfur content and high calorific value of the low-volatile or other clean coal allow it to economically upgrade extremely poor quality coal. While this is done to meet specification purposes, actual boiler performance may be dominated by the poorer quality coal. Thus, the reputation of the low-volatile or other clean coal suffers. As a result of laboratory and full scale testing, conducted over the last five years, a model has been developed to evaluate the relative combustion characteristics of various coals and coal blends. A database for different coals has been gathered. This paper presents the model and shows how power plants and coal mine personnel can use it to evaluate their coals from different sources. It can be used to blend two or more coals from different sources so that thee blended coal has flame stability characteristics which are similar to those of the baseline coal.

The direct investment role of Middle Eastern oil producing countries in future world-wide mineral development probably will be a limited one for the next five years. Their needs and their longer range economic objectives substantially preclude any such risk taking ventures. There is, of course, the possibility of political in- vestment. One hears many rumors and doomsday calculations of what the Arabs might do with the rising accumulation of surplus funds. Up to now, this kind of investment has been more in rhetoric than in money. For the most part, oil producing countries of the Middle East have been, and will be, investing surplus funds with strong emphasis on the preservation of capital. They will seek security first and yield second just like any other prudent investor. In several respects, this is regrettable. A direct infusion of risk capital into mineral development, especially in the Third World countries, is a constructive way of enhancing their earning power which many desperately need just to stave off starvation. It would also be a good way of eliminating material shortages in the industrialized world. Most important of all, it would help to ultimately reduce inflation without imposing the hardship of recession. So why isn't it done?

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

Stringent environmental regulations, which have limited the use of sludge ponds, coupled with the economic incentive to clean more 'coal or to add fine coal cleaning additions to existing preparation plants have increased the use of static thickeners in preparation plants. The Lamella Gravity Settler, sometimes de signated Lamella Thickener, is a shallow depth sedimentation device which has been applied in a variety of industrial process and wastewater control projects in place of the conventional raked thickeners. This paper presents the theory and design of the La-mella Thickener, as well as describing the operating results from several full scale installations in a variety of Appalachian preparation plants.

Belt conveyors offer a reliable means and often do the most economical job for providing continuous bulk material transport, whenever the terrain permits their installation. The ore processing, construction and mining industries use belt conveyors to carry all types of material, from small to large tonnages. Most of the conveyors Fluor Mining & Metals, Inc. designs for metallurgical plants are in the in-plant category, of limited length and medium tonnages, and use fabric carcass conveyor belting. Belt widths can range from 24 to 60 inches Generally, the layout and design of these belt conveyors present no unusual problems. However, calculations for belt tension and horsepower, design of materials transfers, and the sizings and layouts of belt pulley stations and their drives are time consuming.

Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

Much is known of the geography of the Alpine orogeny because it has now ended and all geosynclines are in their terminal, cordilleran form. The principle of sea floor spreading, continental drift, and mantle cells has gained general acceptance, but the number and position of the cells, even during the Alpine orogeny, is controversial. The oceanographers have demonstrated the uprises and in this paper it is suggested that downflows are marked by island arcs in the oceans and geosynclines (now cordillera) in the continents, for a total of about a dozen cells. Major mineral deposits associated-with the Alpine downflows are porphyry copper, molybdenum, nickel, chrome, lead-zinc-silver, gold, mercury, tungsten, and tin. Amore precise environment is known for some of these metals, for example, nickel, chrome, and mercury in flysch (which flanks mantle downturns), Ten major orogenies have taken place from 3500 m.y. to the present, Their re¬construction and metallogenesis is the subject of a continuing study.

The Apex property, mined in the early Twentieth Century for direct shipping copper, also contains gallium and germanium in iron oxide minerals. In 1982, Musto Explorations Limited began an exploration program to define reserves. A metallurgical process was developed, and a production decision was reached in late 1983. This text describes the process development and design. The Apex mine, located near St. George in Southwestern Utah is owned by St. George Mining Corporation, a subsidiary of Musto Explorations of Vancouver, B.C. Musto acquired the property in early 1982. A pilot plant was operated by Hazen Research, Inc., Golden, CO later in 1982. In late 1983 sufficient information had been developed for St. George to proceed with the project. The final process design was prepared by G. M. Swinkels of Vancouver, consultant to Musto, and Hazen Research. Process engineering was done by Hazen Research, and St. George acted as its own contractor. Commissioning of the plant began in October 1985.

Liquid ion exchange is becoming more and more important in hydro-metallurgical processing and recovery of metals. The key to success for this process are reagents which have suitable operating characteristics. One of these important characteristics is a relatively fast phase separation rate in the extraction and stripping circuits, as this greatly affects the size of plant required. A test for measuring phase separation rate is needed to help evaluate liquid ion exchange reagents. Such "a test also would be useful for evaluating carrier solvents that are used for diluting the re-agents. In fact, one standard test method would be very desirable as it would provide a common basis for comparing reagents and sol-vents. The phase separation test described in this paper has been used successfully for several years with the copper reagent, LIX®64N. The test is set up for feed liquors containing low copper concentrations. For other types of systems, modifications in procedure probably would be necessary. However, this test and the associated apparatus could be the basis for a standard phase separation test.

"China is rich in tungsten resource, but they are mainly associated minerals. The similar flotability of scheelite, fluorite, and calcite resulted in the difficult separation by flotation. This work summarized the current situation and the development of flotation reagents, technological process, and mineral processing equipments in China. Fatty acid served as the collector and water glass was the depressant to expand the flotability differences in traditional flotation technology. However the water glass inevitably influenced the flotation of tungsten minerals to a large extend, and the suppressed fluorite was difficult to recover by flotation. Abundant water glass lead to the bad settleability of the tailings and the tail water was difficult to circulate, resulted in serious environmental problems. Recent study proved that the selectivity of benzene armour hydroxyl oxime acid (BAHA) salts was adequate for the separation of tungsten minerals from fluorite, calcite and most silicate minerals without any depressant. By this way, sodium silicate was canceled completely in tungsten flotation, greatly improving the recovery of tungsten and the environmental problems caused by tail water treatment would be solved fundamentally. TUNGSTEN RESOURCES AND DISTRIBUTION IN CHINA China is rich in tungsten resources and the proved reserves accounted for 60% of the world's reserves [1]. However the wolframite has been dried up and the scheelite resources had become the main resource of the tungsten metal. Table 1 showed the most large and superlarge scheelite deposits in China. China has more than 40 large and superlarge scheelite deposits and the total metallic deserves is more than 3 million ton [2]. But most of the deposits were low-grade and the associated relationship was complicated. For example, scheelite was usually associated with wolframite, molybonite, bismuthinite, pyrite, fluorite, and calcite in Shizhuyuan and Yaogangxian mine."

Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

Increased emphasis on industrial pollution control has intensified investigation of waste treatment technology for methods of reducing the amount of pollutants discharged by industry. The mining and mineral processing industry can point to a record of considerable accomplishment in the field of wastewater treatment and reclamation because these operations are so frequently an integral part of the entire operation of an ore dressing facility. This is amply demonstrated by metal producers in the arid regions of the Southwest where water shortages require maximum use of available water. For example, the copper industry in Arizona during 1960 employed an estimated 184 billion gallons of water of which 87% was reused water. (1) Only 0.0003% was discharged to streams and the remainder was consumed by evaporation (8%) and seepage (5%). The most severe pollution problem facing the mining and ore processing industry today is that resulting from acid mine drainage. This problem is largely associated with the mining of coal although it occurs to a lesser degree with the mining of other materials. The degradation of streams by acid mine drainage in the vicinity' of the Appalachian coal fields has been widely publicized and a major effort is underway to determine the best means of correcting this situation. Other forms of pollution from mining operations are less well-known, but it is anticipated that improved or advanced waste treatment techniques will be required for segments of the industry to comply with new pollution control regulations. The current emphasis on redefining hazardous levels for heavy metals and various chemicals with regard to the total environment will in all likelihood lead to tighter discharge controls in some cases. Rising demand, artificial market conditions, increased overseas competition, and a fluctuating international situation have brought ever increasing pressures to bear on the nonferrous metals industries, and particularly in the United States, Although capacity is being expanded by the construction of new plants and the development of new ore deposits, increasing attention is being focused on the possibilities of improving the performance of the existing installations and of getting the most out of the new equipment now installed. At first sight the task appears formidable. Based on raw materials which are nonhomogeneous, and possessing characteristics which are hard to quantify, even the processes by which the values in the ores are concentrated and extracted are in many cases not fully understood. The necessary analytical equipment and transducers demanded by these industries have also been slow in development and their earlier absence has hampered the application of modern control technology, This is reflected in plants which have been designed for ease of manual rather than automatic control, and in which the application of control techniques at first sight appears economically prohibitive. However, in any industry progress often comes only in small steps, It may be that by the wise choice of limited objectives and perhaps only partial solutions, substantial improvements in plant performance can be implemented now, and with only a modest investment. If modern control equipment is chosen of the type which can be reprogrammed, advantage can be taken later of more sophisticated solutions as the technology of the industry advances. This task of improving plant performance can and must be commenced even though our knowledge is incomplete. The experience of a related mineral consuming industry, with similar problems in the past, can be encouraging.

Fractures of sedimentary rocks in the vicinity of the outcrop are commonly encountered around the world. Mine highwalls and numerous highway cuts give excellent views for detailed study of surface fractures. This paper gives an explanation of the origin of fractures as well as characterization of the distribution and extent of joint system with reference to lithologic composition of the rocks. Practical implications of the joint system affecting mine operations are described. Among the subjects discussed are: discontinuous deformation as an effect of surface subsidence, stability of mine portals and near outcrop underground operations, and stability of highwalls, when using highwall miners and strip operations. Some design procedures are recommended that can minimize the problems encountered in mining areas with intense joint systems.

Recently the petroleum market has made us aware that we are indeed global natural resource consumers, and as such, we have become captive to fundamental global resource economics and their attendant vagaries. Global resource supply problems are as old as civilization and mineral exploration one of its important catalysts. On the basis of natural resources empires have been expanded and new frontiers have been developed. Global consumption and production might even be viewed idealistically as a system dedicated to optimizing distribution to the consumer. However, this is not the case. Political instability and increased government polarization make dependency on a global market somewhat insecure. The U.S. must evaluate its domestic mineral re- sources on the basis that all metals are critical and that dependency on even the common and base metals may ultimately weaken our domestic economy and our potential international relationships and could cause critical weaknesses as demonstrated by the petroleum problem. This paper evaluates specifically the Duluth Gabbro Complex, of Northeastern Minnesota, (figure l), as a potential resource of critical and strategic metals. First, a chronology of some of the early exploration, will be followed by more recent intensive company studies and preliminary evaluations of economic feasibility. Lastly, metallurgical data, on some optimum conceptual mining plans will allow metal production data to be compared with an estimate of U.S. domestic needs in 1990. The purpose of this paper is to put into focus the difficulty of converting resources into vitally needed reserves.

This paper describes a Mixed Integer Linear Programming model that was developed for planning the coal operations at Mountain Coals, Inc., in Kentucky. The model incorporates the use of stockpiles as practiced and allows the operator to find the least cost combination of raw coal feeds, washing densities and blending to produce the different quality coals as required by the coal contracts.

Rubidium and cesium were discovered by Bunsen and Kirchhoff about 100 years ago. These two elements are by no means as abundant as sodium or potassium. Their occurrence in minerals is widespread, but usually as minor constituents. There is no known specific ore containing rubidium, but rubidium is found replacing the. other alkali metals in .some minerals.. Perhaps the highest concentration of rubidium found in one mineral is in lepidolite, KLi(OH,F)2A12Si3010, which contains from 0 to 3.5%*Rb20. 0n the average, lepidolite contains about 0.5% Rb20. Other sources of rubidium are carnallite, KMgCl3?6H20; pollucite, H20.2Cs20.2AI203.9SiO2; rhodizite, R20.2A1203-3B203; biotite, H2K(Mg,Fe)3A1(Si04)3; sea water, rivers, marine and fresh water organisms, soils, and plants. Cesium, even though it is the least abundant. of the stable alkalies, has a specific ore. Pollucites a hydrous cesium aluminum silicate, may con¬tain as high as 42.5% Cs20, although again, the average Cs20 content is about 25% among the handful of known deposits. Other cesium-containing minerals are lepidolite and carnallite. Rubidium and cesium are very much like potassium in chemical properties, consequently, they are hard to separate. Because of the difficulty in obtaining pure cesium and rubidium compounds coupled with the scarcity-of supply, prices were high and the two elements enjoyed little industrial use. The electric operation and design features of the 11.000 H.P. variable speed SAG mill gearless drive is presented. The function of the frequency converter, control system drive and lubrication systems are described. An analysis of the harmonic characteristic in the Supply System and Motor is presented, and the dynamic development of the stator current, speed and the magnetic flux in the start-up process of the drive is evaluated. Besides, the most important aspects in the commissioning and maintenance of the drive are analyzed.

In addition to developing various types of coal-interface detection systems, the US Bureau of Mines is actively involved in developing a coal rib-thickness monitoring system for high wall mining applications. One particular system that shows promise uses a ground-penetrating radar system to detect the coal-air boundaries of coal ribs. Based on preliminary laboratory and field tests, results indicate that this method can be applied successfully in highwall mines to maintain a constant rib thickness. The coal seam should be relatively clean in the vicinity of the antenna (e.g., have minimal partings or dirt bands) for best results.
