This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

The fundamental properties of the Bureau of Mines patented dielectric separator were studied to provide insight regarding its design and operating characteristics. Force equations for mineral particles were derived and evaluated experimentally. High dielectric mineral recovery was proportional to the calculated effective dielectric force volume that surrounded each drum electrode wire. Electrode spacing was the most sensitive design parameter, requiring less than 0.4-cm electrode spacing for a good separation. Operating characteristics and ore characteristics were investigated. With a dielectric constant difference as small as 2, good separations were made on a laboratory scale at energy consumption below 12 kw?h/mt.

The Cutoff grade optimization is very critical to the open pit production scheduling. In case of single mineral deposits, algorithms have been developed for determining cutoff grade policy that maximizes the net present value (NPV) of yearly cash flows. For deter-mining the cutoff grade policy for projects with two minerals including stockpiles the problem becomes much more complex. The purpose of this paper is to present fundamentals of a generalized cutoff grade optimization algorithm that will maximize the NPV of a project subject to mining, milling, and marketing constraints. Benefits of the methodology developed are demonstrated on three different case studies.

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

Although not generally recognized, Arizona has rock salt deposits unique in the United States. This uniqueness stems from a combination of two factors: (1) relatively youthful geologic age and (2) nonmarine origin. Although Arizona shares one deposit with Nevada (Figure 1, No. I) there are three others within the State (Nos. 2, 4, 5) that are believed to be both late Cenozoic in age (less than 15 million years) and nonmarine in origin. The only other recognized nonmarine salt deposits in the U.S. are much older, being in the early Cenozoic (Eocene) Green River Formation of Colorado and Wyoming. According to Johnson and Gonzales (1), the remaining rock salt deposits in the United States are marine and either Paleozoic or Mesozoic in age. Of the seven localities shown in Figure 1, six in the Basin and Range geologic province are believed to represent nomarine late Cenozoic phenomena and one (No. 7) in the Colorado Plateau geologic province is Paleozoic (Permian) in age and marine in origin. The following comments are intended to update the general geologic highlights of these deposits and to summarize the nature of their present utilization.

The Robinson copper ores were mined for many years from pits containing varying ore grades, sulfide and oxide ore types, and differing mineralogy. The ores also contain gold and molybdenum values, and their recoveries are an integral part of the flowsheet development. Metallurgical responses were characterized using a standard flotation procedure. Further studies investigated primary and regrind particle sizes, reagents, and other variables. The metallurgical testing was supported by mineralogical studies. Results demonstrated a high degree of metallurgical success for flotation. Final copper concentrates ranged in grade from approximately 28 to 30% copper and copper recoveries were 89 to 95% based on laboratory and pilot plant data.

Lime and calcium products are essential building blocks to the modern world, used to purify drinking water, preserve foods, control pollution, improve crop yields, stabilize soil, pave roads and support the production of steel, cement, glass and many other industrial processes. While lime is essential to society, it also has a sizable carbon footprint. Approximately 30 percent of the scope 1 greenhouse-gas emissions generated during lime production are related to fuel combustion, while the remaining 70 percent are created by the unavoidable chemical reactions during calcination.

This paper presents a strength formula for the design of coal pillars. The formula is derived from results of laboratory experiments, studying the effects of primary factors influencing the strength of the coal specimens/pillars. Five primary factors, significantly affecting the strength characteristics of the coal specimens/pillars were identified and extensive laboratory investigations were carried out. The five primary factors were namely 1) coefficient of friction between loading platens and coal specimens, 2) elastic properties of the loading platens, 3) coal specimen geometry, 4) coal specimen size, and 5) rate of loading. Four to nine levels of variation for each primary factor on the strength of coal were studied. An empirical formula, implementing the variation of the primary factors affecting the strength of coal specimens/pillars, has been developed. A comparative analysis of the results provided by this and some well known formulae is also presented.

Thiele Kaolin Co. has invested much time and money in achieving and maintaining its IS0 9002 certification. Through a regimen of process control and documentation, routine audits and a commitment to quality management, this kaolin producer is a competitive pigment supplier in a worldwide market. Background In 1987, the International Organization for Standards developed the ISO 9000 quality management system. This series of standards is used as a means to ensure customers that a quality management system is in place. Certification of a company does not mean that an individual product is of high quality. Rather, it demonstrates a supplier's ability to meet its customers' product and service needs. It also shows that a company has documented records to assure product consistency. The ISO 9000 system was begun in England during the early 1980s. During the mid-1970s, the British manufacturing industry was experiencing low quality. In an attempt to boost quality standards, the British government established the BS 5750 standards system. In 1987, BS 5750 was incorporated into ISO 9000. The ISO 9000 series consists of three levels of certification. ISO 9001 is the model for quality assurance in "design/development, production, installation and servicing." This standard applies to companies that rely on research and development to bring products that frequently change to market. ISO 9002 involves "production and installation" only. This standard is relevant to industries that produce a specific product according to specifications - either their own or their customer's. ISO 9003 is the model in "final inspection and test." This standard is the least detailed of the 9000 series. It is also the most applicable to companies that purchase, inspect or sort and resell. The quality system requirements for certification are outlined in the 18 elements of ISO 9002. These include: 4.1 - Management responsibility. 4.2 - Quality systems. 4.3 - Contract review. 4.4 - Design control. 4.5 - Document and data control. 4.6 - Purchasing. 4.7 - Control of customer-supplied product. 4.8 - Product identification and traceability. 4.9 - Process control. 4.10 - Inspection and testing. 4.11- Control of inspection, measuring and test equipment. 4.12 - Inspection and test status. 4.13 - Control of nonconforming product. 4.14 - Corrective and preventive action. 4.15 - Handling, storage, packaging, preservation and delivery. 4.16 - Control of quality records. 4.17 - Internal quality audits. 4.18 -Training. Continuous improvement, though implied in maintaining these requirements, could potentially be included in the quality system requirements in the next revision. The Cannon Mine is located in Chelan County, near Wenatchee, Washington, at the eastern foot of the Cascade Mountains. The mine is situated about two miles from the Columbia River, in the arid Columbia River Valley. Two hydroelectric dams provide electricity for the area, the Burlington Northern Railroad has a switch yard and loading facilities in Wenatchee. Approximately 25,000 people live in the area. The principal industry is fruit farming. Underground mining techniques are used to provide feed for a 2,000 tpd flotation concentrator at the site. The techniques are low- cost, high productivity methods which allow for a high extraction rate along with a high rate of recovery of the minable reserve.

This paper describes the results of a series of comparative studies in which polygonal, IDS, and kriging were compared for their local estimation accuracy. The specific objective of this study was to determine the impact that the particular nature of the mineralization has on the results of such comparative studies. The study was performed on simulated coal deposits and the evaluation parameter chosen was the coal thickness. For this study, many conditionally simulated deposits having different degrees of seam thickness continuity were first developed. Each simulated deposit covered an area of 30,000 ft x 30,000 ft which was, in turn, subdivided into 100 mine planning blocks of 3,000 ft x 3,000 ft in size. Thickness estimation was made for these mine planning blocks using surrounding DDH assays. In all cases tested, e.g., from a perfect continuity to a complete lack of continuity in coal seam thickness, kriging gave the best estimates among the three, followed by IDS and polygonal methods. As expected, the relative efficiency (i.e., superiority) of kriging over other estimators was highly dependent on the nature of mineralization.

The U.S. Bureau of Mines and Great Salt Lake Minerals and Chemical Corp. developed a froth flotation process for concentrating potassium salts from Great Salt Lake solar evaporites containing about 5 percent K. The crude evaporites, which were predominately halite (NaCl) with smaller amounts of kainite (KCl.MgSO4.2.7H20) and schoenite (K2SO4MgSO4.6H20), were conditioned in a saturated brine solution, thus converting nonfloatable kainite to the floatable mineral schoenite. Schoenite was then selectively floated with a medium-molecular weight fatty acid. Continuous small-scale pilot plant testing indicated that 80 percent of the potassium could be recovered from the crude evaporites in flotation concentrates assaying about 11 percent K.

The adsorption of oleate at the surface of titanium dioxide from aqueous solutions was examined by Fourier transform infrared (FT -IR.) spectroscopy using a germanium internal reflection element coated with a thin film of TiO2. This thin film, with a thickness of 100-200 A, was deposited on the surface of a germanium single crystal by RFIDC magnetron reactive sputtering. It was found that significant adsorption of oleate from a 0.02-0.03 mM aqueous solution on the surface of TiO2 thin film occurs at neutral pH, from about pH=5.5 to pH=7.7. Adsorption of oleate at the surface of the amorphous TiO2 thin film appeared to be reversible, involving soap-acid dimers.

In the mining industry, conversion of fine particles into a slurry is often part of the normal processing of the ore. Therefore. from a system's point of view, slurry transportation would be considered as a natural alternative, all the way from the working face to the final processing. In underground mines, there is sometimes a considerable inflow of ground water that has to be pumped out. When the mine dewatering installations are integrated with a hydraulic hoisting system, the cost of power needed to pump out the ground water can be excluded from the cost of hoisting, compared with other modes of transporting the solids to the surface. The chief advantage of hydraulic hoisting is that the hoisting capacity can be increased at comparatively low total cost without necessitating the sinking of new shafts. Alternative examples include deepening of the existing mechanical hoisting system, truck, or conveyor belts transport in ramps to the present level. These often become very expensive. The economic effectiveness of hydraulic hoisting and hydraulic design considerations have been discussed by Kostuik (1965) and Sellgren (1985, 1986) for both small shallow mines and large deep underground mines. Objective and scope The objective of this study was to demonstrate the feasibiliy of hydraulic hoisting in hypothetical examples of mine deepening. Underground grinding to a maximum particle size of about 700 um (about 25 mesh) is considered. The pumping of ground ore products with positive displacement plunger or membrane type of pumps at working pressures of up to 15 MPa (2200 psi) is a thoroughly tested technique (Venton, 1986). Hydraulic hoisting system A hydraulic hoisting system is described schematically in Fig. 1. The ore is mined, handled, and crushed conventionally. It is then ground wet underground. The slurry is then temporarily stored in an agitated tank and pumped to an agitated receiving tank on the surface. The ore is then further processed in the concentrator. The capacity of a pipeline is very high. For example, an annual production of 500 Kt (550,000 st) of ore can be handled in a 100-mm-diam (4-in.-diam) pipeline. Systems layout - economic effectiveness Schematic mine layouts are presented that represent situations where hydraulic hoisting often is the most economical alternative. A situation where the ore is trucked to the level of the existing hoisting system is shown in Fig. 2 (following page). With hydraulic hoisting, only a shaft for ventilation, pipe- line, and personnel are needed. In a first phase (Fig. 2). a hydraulic hoisting installation with crushing and grinding units, storage facilities, and pumps has been located at a level of about 400 to 600 m (1310 to 1970 ft) below the surface. Longwall mining is the term used for the underground extraction of a wide and deep panel of coal. Such a panel may be blocked out by one or more entries on either side ("head" and "tail") of a longwall face. If all the entries are pre-driven, the panel extraction is termed longwall retreat mining. With one exception, all the longwall faces in the United States are of this type. (1) prior to the general decline in the rates of production with Continuous Miners, the development of the multiple entries generally kept ahead of the longwall extraction rate. This is no longer the case: longwall extraction rates far exceed the rate of development. In addition to this problem, in newly established mines, the development of a haulage and bleeder system based on multiple entries results in a lead-time of three years or more before longwall mining can be applied. This is one reason why earlier projections and much of the optimism attached to longwall mining as a principal "savior" in the energy crisis should be viewed with some caution.

The paper about to be presented deals with the relatively straightforward problem of mining two seams of coal separated by an interval. This may seem to be a simple problem but within a twenty-mile radius of Consolidation Coal Company's Burning Star # 4 Mine at least seven (7) different techniques of two-seam mining have either been tried or are now in use. This great variety of techniques should point out that there is no single simple solution; a conclusion often reached when dealing with mining problems. As a background for the techniques presently in use at the Burning Star # 4 Mine, we will briefly outline the other five (5) stripping techniques used in the area: 1. Captain Hine 6360 Range Diagram (Figure 1) 2. Leahy Mine Range Diagram (Figure 2) 3. Burning Star # 3 Mine 5860 Range Diagram (Figure 3) 4. Burning Star # 3 and # 4 Mines Dragline in Pit Range Diagram (Figure 4) 5. Captain Hine 2570/5561 Range Diagram (Figure 5) Each of these techniques was chosen because it provided the best and least expensive alternative for mining the coal under the particular restraints encountered. The Mine Engineers at our Burning Star # 4 Mine, Mr. Dennis Mahan and Mr. William Weaver, will now detail two additional mining techniques, out-lining our experience to date.

Hachinohe smelter, a zinc-lead blast furnace complex with the annual capacity of zinc plus lead of 100,000 tons, had originally treated normal zinc and lead sulfide concentrates. However, it is currently handling a great variety of raw feeds ranging from complex sulfides to oxidic recycled materials in view of resource economy, most of which are unsuitable for zinc electrolysis. This paper reports on some significant efforts recently carried out on improving sintering operation, i.e., the increasing use of secondaries against harmful ingredients like halogens, and the substantial reduction in energy use as the results of various modifications and improvements.

Silica flotation with amine salts has been a commercial process for years in certain non-sulfide mineral systems. Phosphate rock and feldspar deposits are notable examples. Generally, the quartz is clean and coarse. Primary amines and imidazolines are used, usually in a mole weight range 250-300, ad often fairly impure grades of collectors are satisfactory. As the production of magnetic iron concentrates grew in Michigan, Minnesota, Canada and in foreign locations, the iron mining companies began to explore amine flotation of silica to improve these concentrates. Many of the mining companies, as well as reagent suppliers, government laboratories and university research teams, had already studied amine collectors for silica, but the application to magnetic iron concentrates presented a real commercial opportunity to apply the art. Amine flotation of silica has been accomplished by simple addition of a flotation cell, and possibly a regrind mill, at the end of the magnetic concentration process. The flotation system gave the mill operator a flexible method to control final grade caused by ore variations in the feed. It increased iron content with lower silica, which resulted in lower freight costs per unit Fe and better pellets for blast furnace use.

Abstract. Induced fluorescent sorting is a means of beneficiating an ore by selective labeling with a reagent combination which fluoresces when activated by ultraviolet light The reagent combination normally consists of a surface active compound and a fluorescent dye. The surfactant adheres selectively to a specific surface and carries the dye with it. Upon activation with ultraviolet light, the labeled pieces, in the size range 1.27 cm to 20 cm (0.5 to 8 in.), are detected during free fall by photosensitive cells and ejected by water jets. Either ore or gangue may be labeled.

Sands are utilized to make molds for metal castings in the foundry industry. Approximately a half ton of sand is disposed of for each ton of metal cast in this country. In Michigan, annual sand disposal amounts to about one million tons. A process has been developed in this study to reclaim sands from a steel foundry. Physical separations are utilized in conjunction with other operations (such as the removal of binder, metal, spruce, washes, etc.) to yield silica and chromite sands with desirable molding properties. Several different separation methods, including electrostatic, magnetic, and various gravitational approaches have been examined. Experimental results are presented. The applicabilities of these separation methods are discussed.
