West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

The EVINOS-MORNOS tunnel project with its 30 km of length is one of the longest hydraulic tunnel in the world realised with TBM method. The adverse geological conditions, the high cover and the short construction schedule were a great challenge for the successful construction of this tunnel. The paper will describe: the criteria adopted for the tunnel design, the selection of the construction methods and equipment, the productions of the 4 TBMs adopted and the comparison of the behaviour of the different type of TBMs in the various rock conditions, including special conditions, the characteristics of the adopted in situ and precast linings, a comparison between the foreseen and actual construction schedules, the contractual implications of realising a tunnel in such a severe and complex conditions.

Automated temporary roof support (ATRS) systems have been incorporated into roof bolters since the 1970?s. During roof bolting, many injuries have occurred from large pieces of draw rock falling inby the ATRS beam and tipping back into the operator?s area. Other injuries have occurred due to smaller, sharp rocks falling onto the operator?s hand and arm during initiation of roof bolt drilling. These injuries are attributed to weak immediate roof, sometimes called roof skin failure. Even though ATRS systems support the roof and provide a measure of protection against roof skin failure, additional hazards sometimes do exist immediately inby and outby the supported roof. Design innovations such as the ATRS mounted rocker pad deflector systems have been designed to improve the roof bolter operator safety. This paper will inform the reader of the hazards, machine evolution through different design solutions, and the current state of the art in preventing roof skin failure injuries when roof bolting.

Laboratory leaching experiments were conducted to ascertain the effectiveness of acidic solutions of thiourea, CS(NH2)2, for dissolving gold from finely disseminated gold ores. The ore tested was from the Chipmunk ore body of the Northumberland mining district in Nye County, Nevada, USA. Extractions of up to 90% were attained from the ore. Extraction was shown to be dependent on thiourea concentration, ferric sulfate oxidant concentration, acid concentration, and leaching time. Optimum conditions were an ambient temperature leach near pH 1.0 utilizing 100 to 200 kg/ton thiourea and 50 kg/ton ferric sulfate for 8 to 24 hours.

The domestic mining industry may be in the doldrums but there appears to be hope, at least from a regulatory standpoint. At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

Pillars in underground limestone mines are required to support the overburden and provide a safe, stable working environment for mining personnel and equipment. Pillar stability was assessed by the National Institute for Occupational Safety and Health in underground limestone mines in the Eastern and Midwestern United States. It was found that current mine layouts have been successful in providing support to the overburden, while a small number of isolated pillar failures were observed. The stable pillar layouts and failed pillars were plotted on a chart that demonstrates the relationship between pillar width-to-height ratio and pillar stress. The results show that pillar failures occurred at the lower range of width-to-height ratios and can occur at relatively low stress levels. Zones indicating the potential risk of pillar instability are shown on the chart, based on hazards associated with the onset of rib spalling, large angular discontinuities and unconfined pillars. The chart can assist limestone mine planners to evaluate potential instability in current or new pillar layouts that are similar to those included on the stability chart.

The legal issues surrounding the regulation of subsidence are among the major concerns facing the underground mining industry today. Whether subsidence occurs almost immediately as a result of longwall mining or without warning as a result of room and pillar mining conducted years ago, the resulting disputes are highly controversial and typical of the disputes involving the competing interests of surface and mineral estate owners. Until recently, the law governing these disputes was firmly established under the common law. The passage of the Surface Mining Control and Reclamation Act 1, the utilization of new mining technologies, and the general heightened environmental awareness of our times, however, have interjected new issues into this area of the law. State and Federal court decisions and administrative agency interpretations have helped clarify some of the issues. However, as evidenced by the many recent lawsuits between operators, surface owners, and regulatory agencies, many uncertainties still exist.

The Earth Pressure Balanced (EPB) shields designed by Mitsubishi Heavy Industries, Ltd., are recently more enthusiastically accepted by tunnel boring specialists. This company having built 1,000 tunnel shields utilizes its vast experience to resolve the problem to excavate through big boulders scattered in rather soft alluvial soil. Several types of EPB shields which can cope with large size boulders are described. Such shields are equipped with both drag bits and rolling disc cutters on the cutterheads. Previously removal of boulders has presented safety problems for workers while in the muck chamber, or venturing in front of the shield. This report describes the problem and how the equipment was modified to deal with the problem.

A study has been undertaken on two 1.12 m diameter industrial booster fans operating under different blade settings powered by a 1200 rpm motor at the Missouri University of Science and Technology. The fans total pressure varies up to 1kPa forcingup to 25 m3/s through the workings. A pressure-quantity survey has been conducted inby and outby the booster fans with different blade settings. The study uses a variable speed drive (VFD) to determine the effect of rotational frequency on the system. The pressure drop across the bulkheads has been monitored during the experiments. The fans were operated with various blade settings to determine the optimal scenario that maintains the maximum airflow quantity and the lowest power demand at a particular ventilation station. Five scenarios were conducted with different blade setting and mostly with two different speeds. The experimental results show that alteration of fans? speeds by use of a VFD unit can reduce power consumption while maintaining airflow requirements. With the flow rate forced through the mine by the surface fan the blade settings 4 and 5 were determined as possible alternative for the mine ventilation system. In scenario 4, the airflow at the particular ventilation station for a number of speeds is over 20m3/s. The power consumption at 1080 rpm was measured to be 20.1 kW compared to 25.5 kW at 1200 rpm. The operating cost would be significantly less at lower speeds. Scenario 5 is the alternative making use of both booster fans and the main fan in series that meets the minimum airflow requirement at the particular ventilation station along with minimum power consumption. Reducing both booster fans speeds to 1054 rpm results in power consumption of both together dropping to 11.8 kW. Therefore blade setting 5 using two booster fans was determined to be the optimal setting. Separately it was determined that the combination with use of only one booster fan, the West booster fan, running in series with the main fan is the overall optimal scenario. The power consumption of the West booster fan was calculated to be 8.8 kW at 860 rpm with the minimum airflow requirement being met. Computational fluid dynamics is used for analyzing three dimensional flow structures in time domain and calculating the corresponding unsteady pressure fluctuations. The sliding and dynamic mesh techniques were used to study the unsteady flow interaction arising due to the rotation of the fan blades. The numerical predictions of the variables in the form of velocity vectors and contour plots detailing the flow characteristics are then analyzed according to the known physical situation and existing experimental data.

The Metropolitan Transportation Authority (MTA) East Side Access project (ESA) will, when it is complete, provide a new link to the east side of Manhattan from Long Island, NY that, linked with the Second Ave. Subway currently under construction, will assist in relieving overcrowding at Penn Station as well as the Lexington Ave. subway. ESA will bring Long Island Railroad (LIRR) directly from Long Island into a new station located 37 m (120 ft) beneath the existing Grand Central Terminal (GCT) located in the heart of Manhattan. It will connect the LIRR?s mainline tracks in Queens, via the existing 63rd Street Tunnel under the East River, to a new terminal constructed within, and beneath, the historic Grand Central Terminal.

The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations. "The issue of mine worker fatigue is as complex as it is understudied. Generally, worker fatigue lies somewhere on a continuum between psychology and physiology, which makes the measurement and management of it difficult with no easy solutions for operators or workers. Answers to even basic questions remain elusive—such as what is fatigue, how is it measured, and how can organizational resources reduce fatigue—and answers seem to present no single, clear path to action for the health and safety of the worker. This manuscript supplements the growing body of interest in the problems of fatigue in the mining industry by reviewing some of what is known about worker fatigue in general and in the mining industry in particular. The material covered here includes basic topics of the hows and whys of worker fatigue; an overview of fatigue models, findings, and evidence-based solutions with a focus on mining; and potential future directions aimed at mitigating miner fatigue. INTRODUCTION “It is recommended that the whole fatigue test problem be stated in a form the nature of which may be indicated by the following suggestions: that the term fatigue be absolutely banished from precise scientific discussion, and consequently that attempts to obtain a fatigue test be abandoned [emphasis added].” – Bernard Muscio, Pioneer Australian Philosopher and Industrial Psychologist, in a 1921 Report to the Cambridge Industrial Fatigue Research Board Fatigue presents several challenges for the mining industry. Depending on the specific occupation, daily work, or operational setup on any given mine site, mining jobs can have a fair amount of labor-intensive tasks mixed with monotonous and repetative duties. Combined with the long working hours and shift-work schedules of mining work, the prevalence of fatigue in mine workers may seem rather unsurprising. On the one hand, mining is certainly not alone in facing the challenge of addressing worker fatigue. Indeed, many of the characteristics above mirror the similarities of fatigue in other industries, such as health care, aviation, and security. To the extent that fatigue in mining acts like fatigue in any other industry, then any fatigue management applications, trainings, or interventions in existence can be borrowed from other industries and applied to mining in a “cookie-cutter” approach. On the other hand, some have argued that mining in particular is especially susceptible to increases in the prevalence of fatigue beyond the characteristics listed above due to the multifaceted combination of factors in mining environments associated with fatigue: dim lighting; limited visual acuity; hot temperatures; loud noise; highly repetitive, sustained, and monotonous tasks; shiftwork; long work hours; early morning awakenings; and generally poor sleep habits (Canadian Centre for Occupational Health and Safety, 2012; Legault, 2011). Legault (2011) in particular argues that it is the combination of these factors simultaneously that can make mineworkers particularly susceptible to sleep deprivation and fatigue in comparison to other industries where these factors are often not present alltogether. If fatigue looks and acts different in mining, as others have argued, more research is needed to determine if, how, and why worker fatigue might need to be managed differently in mining."

Despite two zones of known contamination, encountering a zone of loose cobbles and boulders in a matrix of flowing sand, some perched water tables and a flooded tunnel after 2 upstream safety plugs failed, the Contractor finished the work 33 days early and only 1.91% over his original bid.

"Mining conditions in underground coal mines are dictated by the environment in which the coal seams were geologically deposited. Depositional features can change rapidly, significantly affecting mining conditions. Mine geologists understand factors affecting mining conditions, predict future conditions, and provide guidance to mine management. A case study demonstrates how a mine in Appalachia merged an understanding of depositional environments with mining conditions and drilling data to make informed decisions as the mine encountered geologic anomalies. The assessment included drilling, mapping of geologic hazards and mine productivity, and creation of a conceptual depositional model. Metallurgical coal quality and clean tons per foot served as incentives for continued advance. Mining in the south was historically favorable, with good production and advance rates. As mining advanced north, changing geologic conditions caused the upper seam split to abruptly disappear. The mine ramped down into the lower seam split. Mining in the north area encountered unfavorable conditions, including transition roof, “horsebacks,” sandstone intrusions, roof rolls, and bony floor, resulting in low rates of mining advance. The mine geologist characterized the features and created a predictive model for future mining. Most of the adverse conditions were attributed to the coal in the north being part of an incised, transgressive valley fill environment, as compared to the favorable conditions in the south resulting from a floodplain depositional environment. Geologic conditions, low productivity, and unfavorable future predicted conditions in the north ultimately resulted in mine closure and reallocation of resources to a new mine with better forecasted conditions.INTRODUCTIONThe role of a geologist in assisting coal mining operations to understand and predict the impact of varying geological factors on mining productivity is a critical one, especially when management decisions must be made about the future prospects of a mine operating in difficult conditions. Chase, Newman, and Rusnak (2006) provide a very thorough discussion of the evolution of the role of the coal mine geologist and emphasizes the importance of understanding geology with regard to mine management decisions. Using actual mining performance data to determine which geologic factors are the most critical for mining is a powerful tool for making informed mine management decisions. For example, Nelson, Mullennex, and Miller (1988) provide a case study of analyzing the geologic factors impacting productivity of a Kentucky longwall mine to predict future mining conditions for the operation. In that case, the difficult geologic factors for longwall mining were prevalent across much of the remaining permit area and, in response, mine management converted the operation from a longwall operation to a continuous miner (CM) operation to better adapt to the geology. In another example, Keim and Miller (1999) evaluated geologic conditions impacting a West Virginia longwall mine. In both examples, significant geotechnical and geological information was available, including the opportunity to compare predicted mining conditions against actual conditions as mining progressed. Numerous examples of advanced Geologic Hazard Mapping (GHM) methodologies have come from government agencies and academia. For example, development of the Coal Mine Roof Rating (CMRR) system (Molinda and Mark, 1994) provided a standard means for geologists and engineers to communicate quantitatively with regard to mine roof conditions, and the introduction of the Stability Mapping System (SMS) provided an efficient means for analyzing numerous factors affecting coal mine stability (Wang and Heasley, 2005)."

Geologically simple deposits can be modeled quickly and easily with inexpensive gridding and mapping software. Hundreds of mines around the world use RockWorks99 and Surfer 7 for generating contour maps, producing log plots and cross sections, and performing other useful geological calculations. These programs are used by many mining operations as their only modeling and graphical software or they are used in conjunction with larger systems. The investment in learning time is low and the programs produce reasonable quality results with standard computing equipment. RockWorks99 and Surfer 7 provide a good level of capability while maintaining high quality technical integrity. Both programs are used for many applications in mining, oil and gas, environmental and other fields that require analysis of spatial data.

This is due, firstly, to the history and culture of different States and, secondly, to the assets of natural resources. The current limit to power transmission for grinding mills through one mill pinion is approximately 7,500kW. Above this power rating either twin pinion arrangements or Gearless drives are required. The SMTP concept was developed to overcome this limitation by using two pinions with a single large drive motor. The SMTP mill drive offers major advantages in capital cost and greatly simplifies plant layouts, while using an innovative adaptation of industry-proven single helical gearing. Through the use of a single motor, provision of variable speed drive is greatly simplified. The SMTP can also be used for significant power upgrades on existing mills.

Particle beneficiation tests are often conducted to determine how the recovery of a key component of a particle mixture varies with overall product yield, i.e., the separation curve. The results can be misleading when an attempt is made to determine the effect of feed grade by comparing separation curves representing different feed grades or key component concentrations. This is a shortcoming of the conventional recovery versus yield diagram, which may not appear to be affected by feed concentration. To overcome this shortcoming, a method is presented for transforming and normalizing the recovery and yield coordinates so that the separation curves representing dif-ferent feed concentrations are directly comparable.

With the dawning of a new century came the beginning of a new era in the coal industry. Instead of the traditional practice of only buying and selling produced coal in the United States, a coal futures market was established. The New York Mercantile Exchange began trading coal futures in July 2001. But, even in this new era, many of the old is-sues that have beset the coal industry still remain, as was evident in2001. Coal production increased to are cord level during 2001, according to preliminary data from the US Energy Information Administration(EIA). Production in 2001 rose by4% to 1.01 Gt (1.12 billion st), compared with 2000 (Table 1). This barely surpassed the previous record level of 1 Gt (1.11 billion st)set in 1998. Coal consumption remained unchanged. The additional production was used to replenish the depleted stockpiles that had resulted after two years of declining coal production and increasing coal consumption.
