When Ralph Banks called and asked if I would agree to present a paper on environmental health in the coal industry, I was reluctant because I have not been actively involved in coal mine dust control on a day-to-day basis for a number of years. Ralph reminded me that I am one of the few industry people with an industrial health background who remembers the pre-1969 Federal Coal Mine Health and Safety era. This marks the second time within the past year that I have had a similar request based on the same basic reasons. While I was pleased to have been remembered, I'm beginning to feel like the football player who has played one too many games. In responding to Ralph's request to present an overview of the past, present and future of environmental health in the coal industry, I have attempted to take the broad approach of someone who, having been intimately involved in an area of endeavor for a number of years and then leaves, has an opportunity to revisit that area at a later date to see what has changed and what remains the same, what have been the successes and the failures. Since none of us can foresee the future, trying to project too far ahead is fraught with frivolity, except that unless one is foolish enough to accept a future invitation to review those predictions compared to actual events, no one will recall how accurate or inaccurate those projections might have been. I can assure you that I will not ask to accept that challenge, so you can rest comfortably that five years from today you will not be asked to sit through a similar presentation by me - and that's a promise.

Future haulage cost projections led Foster Yeoman Limited into developing a fully mobile crushing and conveying system at its Torr Works quarry in Somerset, England. The purpose-built system has an effective throughput of 2,500 tonnes/hour and features an Orenstein and Koppel (O & K) manufactured walking frame, a Fuller-Traylor type 54 X 74 TC gyratory crusher, and unique mobile conveyor modules designed and manufactured by Foster Yeoman. Used in a single-bench operation in this 6 million-tonne per annum limestone aggregate quarry, the system is fed at the production face by 2 Caterpillar 992C loading shovels. The entire system is moved on a daily basis following production face locations.

In the past, the center of most companies' e-initiatives has been on reduction of indirect costs, such as selling and procurement. Recently, e-commerce has moved its attention from back-office functions into manufacturing, in order to significantly reduce direct operating costs. This paper describes many of the Web-Powered Manufacturing initiatives being employed across various industries, and relates them to similar opportunities being started within the mining and mineral-processing sector. The following opportunities are enabled by Web-Powered Manufacturing: • Collaboration with outside experts to extend their pool of resources • Management of remote and distributed operations • Tie-in of small operations to a larger operation • Monitoring a position in a JV operated by a partner • Managing a plant located in someone else's facility • Having a chemical supplier manage his inventory in a customer's tanks • Having an equipment supplier remotely troubleshoot his equipment installed in a customer's site • Having an additive supplier provide remote pro-active. guidance in optimization of a customer's operation • Having software suppliers take responsibility for the results of their applications • Outsourcing software and systems support by providing remote access Details of one of these opportunities are described in this article, and the benefits captured using this approach and the technologies necessary to make them a reality are emphasized.

Water is a necessary part of our environment. It is a biological necessity, but more than that, it is a necessary part of our life style. Those of us who live in the north woods expect water to be part of the scene. There are few natives of this region who would be content to eliminate the streams, the lakes, the marshes, or our forests. Throughout the world, water has been so much a part of man's environment and man's adaptation to life has been so closely tied to water that our way of life and ways of accomplishing our work include water as an essential tool. The production of taconite is an example of our dependence on water. Other methods could have been developed to process taconite ore but the process methods chosen utilize water. Water is used for grinding and separation and for trans- porting the ore from one part of the process to another and for dust control. A typical large plant producing 10 million tons of taconite pellets per year will have on the order of 130,000 gallons per minute (8.202 m 3/51 of water in circulation in the plant. About 120,000 gal. per min. (7.571 m 31s) will pass to tailing thickeners where 110,000 gal. per min. (6.940 m 31s) is separated from tailing and returned to the process. About 15,000 gal. per min. (.9464 m 31s) goes with thickened tailing to tailing basin. My point is that there are great volumes of water in motion in a taconite plant,

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

A dynamic input-output model for a coal power enterprise that now includes four underground coal mines, three coal washing plants, a power plant and a railway transportation system was developed. The model is applied to analyze investment alternatives for long-term development, including the expansion of existing mines, the opening of new mines, the construction of new coal washing and power plants and the upgrading of the railway system. As a result, the optimal investment strategy with capital schedules and projected sector outputs is obtained. Also, the importance of the new power plant to the strategic development of the company is demonstrated. It is concluded that, without applying a dynamic input-output model, it would be much more difficult or impossible to conduct such a systematic and compete analysis.

"World-class manufacturing" (WCM) techniques can be applied in milling operations to substantially improve productivity and reduce costs. Through the use of "just-in-time" and "total quality control" practices, WCM methods establish an environment for continual and rapid improvement in all aspects of production operations, with particular gains in product quality, costs, flexibility, employee involvement, and responsiveness to customers. This paper examines WCM techniques that can be utilized specifically in the mill, and their influence on plant configuration, organization, and scheduling practices; equipment selection and maintenance methods; training; the role of supporting staff; and methods of data collection and analysis.

"Unmanned aerial vehicles (UAV), or drones, capable of collecting and retrieving water samples from pit lakes, tailings ponds and other mine water basins will revolutionize environmental programs by lowering sampling costs and reducing safety related risks. Costs typically include a boat and associated equipment, boat transportation, road maintenance, water safety devices, water safety training, and additional staff. Typically, the total cost can exceed $20,000 USD per sampling event (excluding lab analyses). Hazards include potential for drowning, unstable pit walls, and unconsolidated sediment surrounding tailings ponds. Hatch has developed a novel device for aerial drones which currently enables the collection of water samples from depths up to 390 ft (119 m). This system only requires a pilot, a sample technician, and a safe operations point overlooking the water body. Hatch anticipates this will reduce monitoring cost by at least 50% while improving safety, reducing staffing requirements and accelerating data acquisition. This manuscript demonstrates profiling and sample collection from a 95 ft (29 m) deep reservoir and a 377 ft (115 m) deep pit lake, and highlights the potential of this emerging technology. INTRODUCTION Working on or near water at active, closed, or abandoned mine sites is inherently dangerous. Between 1996 and 1999, the United States Mine Safety and Health Administration (MSHA) reported 17 fatalities involving drowning at US metal, non-metal, and coal mines (MSHA, 2000). Open pit mines which fill with water following mine closure, called pit lakes, present numerous risks to environmental monitoring teams including drowning, hypothermia, falls to the ground from the top of high walls, and rock avalanches resulting from steep, unstable pit walls. Some pit lakes are simply not easily accessible for ongoing monitoring. However, the routine collection of water samples from the entire water column on at least an annual basis is required to monitor the evolution of water quality over time, to verify the accuracy of numerical predictions, and to manage lake water chemistry in order to produce “treatable” influent to water treatment plants, and ultimately, produce acceptable site discharge water quality. As a product of these risks and the need for water sample, mining companies spend considerable expense on pit lake safety as part of monitoring. This includes training personnel for “on water” duties and hazards, purchasing or hiring specialized equipment and personnel (such as boats, boat operators, personal floatation devices, and mustang suits), stabilizing pit walls and maintaining safe access roads to the lake surface, employing spotters with direct communication to emergency medical services to watch sampling activities (because cell phones and radio signals can be blocked by pit walls), and utilizing redundancy to prepare for unexpected incidents and accidents. For example, one Canadian mining company requires pit lake water samplers to hold Marine Emergency Duties (MED) training to ensure the entire boat crew is sufficient and competent for the safe operation of the vessel, and uses three boats for water sampling: two on the water at all times, and one on the shoreline, ready to deploy. The costs of these safety mechanisms greatly adds to the overall expense associated with pit lake sampling. Consequently, environmental programs may need to reduce the frequency of pit lake sampling in order to keep monitoring programs within an acceptable budget"

Natural zeolites are gaining recognition as an important commodity with an increasing number of industrial and consumer applications. This potential has prompted the Anaconda Minerals Company and other firms to investigate occurrences and markets for zeolites. The deposits of mordenite-rich tuff at Rome are of interest for their economic potential and for the excellent opportunity they provide to study a zeolite deposit formed in a hydrologically closed basin. Location The Rome property is located approximately 9 km west of Rome, Oregon, in Townships 31S. and 32S., Range 41E., Malheur County. It lies within the Owyhee Uplands of the northern Basin and Range physiographic province (Figure 1). The area discussed here includes a major portion of the depositional basin in which the zeolitic tuffs occur.

Historically, Vanadium and Uranium have been precipitated together in carbonate sill circuits. A separation of the salts of the two metals was then made on the basis of the fact that the reduced, salts of vanadium are more solo to and those of uranium lose soluble than the respective salts of higher valence. In practice this was carried out by fusing the precipitated combined concentrate with salt, sodium carbonate and sodium hydroxide with oil soaked sawdust mixed into the charge as the reducing agent. Generally the fusion was carried out batch wise and the resulting slag or glass leached in water. A good, fusion and three or four decantation washes resulted in almost complete recovery of the vanadium in the liquid phase and a very high recovery of the uranium as a dense black U02 solid.

A new electrotelluric prospecting technique allows the mapping of ore body distribution, lithologic contacts, and voids with accurracy comparable to core drilling. Data is available almost immediately and presented in a format similar to a downhole log. This is done with a passive surface receiver that transduces electrotelluric radiation into an audible signal. Changes in the character of the audible signal lends insight into lithology, porosity, fluid type and medium. Three case histories are presented. The first delineated a paleochannel within a coal seam. The second traced old mine workings and backfill areas. The third identified a high-pressure karst void.

"A packaged cooling system is being developed for refuge alternatives (RAs) that will meet U.S. Mine Safety and Health Administration (MSHA) qualification guidelines for deployment in coal mines. This system will allow full occupancy ratings of deployed refuge alternatives to be maintained by keeping the apparent temperature inside the RA from exceeding 35° C (95° F).Research investigations sponsored by the National Institute for Occupational Safety and Health (NIOSH) have shown that heat buildup caused by occupants in mobile RAs will result in apparent temperatures that exceed the 35° C (95°F) limit established in 30 CFR 7.504.Figure 1 shows the temperature rise in an inflatable RA having an occupancy rating of 23 people at an 27° C (81°F) mine air temperature. This plot shows the need for either heat mitigation or occupancy derating in warmer mines.The Refuge Alternative Environmental Control System (RAECS) will be designed to provide enough heat mitigation to eliminate occupancy derating due to heat buildup over the 96-hour refuge period.This article describes testing of a prototype cooling system that uses proven vapor compression technology powered by batteries to keep the RA interior below the 35° C (95° F) limit for a minimum of 96 hours. Testing of this prototype cooling system was conducted in December of 2015 and January of 2016 at the NIOSH test mine in Bruceton, PA. December testing was conducted at the prevailing mine ambient temperature — approximately 15.5° C (60° F). The January testing was done with the mine ambient temperature in the immediate vicinity of the RA artificially elevated to 29° C (85° F). Realistic heat gain from RA occupants was provided by human simulators developed by NIOSH. These simulators add sensible heat corresponding to human metabolic processes and latent heat generated by respiration and perspiration. Heat generated by CO2 scrubbers was also added. Results of cooling system performance using these simulated loads at the two ambient conditions are described. A comparison of the apparent temperature in the RA using two different control techniques is also presented. This work documents the ability of the cooling system to meet the established apparent temperature limit at the full occupancy rating of a six person RA. A new cooling system intended for use with existing RA deployments and having greater cooling capacity is currently in development and will be described.Expendable desiccant modules were also used to provide supplemental water vapor removal and their role in mitigating cooling load is addressed."

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

This work integrated selective principal component analysis (SPCA) with a singularity fractal model to map hydrothermal alterations of argillic, phyllic, and propylitic in the north-west of Kerman city in Iran. SPCA results were provided for short wave infrared (SWIR) bands of the Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) sensor tomap phyllic and propylitic alterations. Also, the bands 5–7 were applied to map the argillic alteration zone. SPCA results could present useful information for alteration mapping but it does not show the purest pixels of alteration. Therefore, a fractal model of singularity was applied to highlight the different alteration pixels in the Kerman Cenozoic magmatic arc (KCMA). Thus, the singularity index of different hydrothermal alteration zones was produced. Comparing the obtained results with the field data showed that Kader, Serenu,Meiduk, and Abdar deposits were acceptably identified by alteration mapping. Also, it seems that the singularity index could not discriminate the hydrothermal alterations of argillic and phyllic. The same spectral signature of kaolinite and muscovite minerals is the main reason for misclassifications.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. Several years of rock-burst research conducted by the Federal Bureau of Mines, in cooperation with the mining companies of the Coeur d?Alene Mining District, Idaho, in addition to progress made by others throughout the world, have led to a good understanding of the rock-burst problem. This paper describes conditions which have caused specific bursts, present capabilities of detecting stress buildup and bursts, control methods, and a suggested approach to analyzing any individual mine-burst problem.

The Singapore Land Transport Authority (LTA) is currently expanding capacity by extending their Metro system from South of the city to the North East end of the island. The scope of Contract 704 involved excavating a long reach of tunnel which had a complex rock/soil interface comprised of fresh granite overlaid by clayey sand. Two 6.5 m diameter Earth Pressure Balance (EPB) TBM’s were used to bore the tunnels. These machines were designed so that both hard and soft rock could be excavated. The cutter head was equipped with a combination of both rippers and disk cutters. Soil conditioning was achieved by delivering foam through a multiple port injection system. This very irregular profile of the interfaces posed many challenges to the equipment and the people.

The mining industry is an important economical factor in Vietnam. Mining is presently being conducted at about 60 locations and at over 1000 mines. Petroleum extraction and coal mining are the most important parts of industry though metals such as zinc, tin, chromites, iron are also extracted. Last year the sector produced 20 million tons of crude oil, 26 million tons of coal and 500,000 tons of apatite. In particular, Vietnam is one of the world?s largest producers of anthracite, and it is one of the top producers of ilmenite and zircon in the Asia-Pacific region. The government intends to increase the mining production on all levels, however, at present one can observe adverse impacts of the mining activities on the natural environment such as insufficient waste dump rehabilitation, occurrence of acid mine drainage, mining subsidence and emissions as well as lack of appropriate water treatment facilities. This paper describes the current mining situation, future perspectives, the major environmental challenges of the country and approaches to solve these problems. Particular emphasis will be given to the research project ?RAME ? Research Association on Mining and Environment in Vietnam?, a venture carried out by universities, research centres and industry. This project is worked out in collaboration with the national Vietnamese coal and industrial minerals company VINACOMIN.

With continuing pressure from stockholders not only to maintain but to increase mineral revenues, producers have increased plant capacity. Depressed mineral prices have accentuated the trend toward higher production rates to maintain consistent cash flow, and these same trends have promoted the development of large-scale processing equipment. In addition to the need to handle increased throughput, larger flotation equipment can result in decreased capital-equipment and operating costs. The development of larger column and conventional flotation equipment relies, in part, on suitable scale-up procedures. To properly scale-up large flotation cells and columns, certain constraints and design parameters must be taken into consideration, including velocities in the vessel, residence time, solids suspension, and lip loading. This paper will review the design constraints and scale-up criteria for WEMCO® flotation cells. Scale-up criteria are augmented with computational-fluid- dynamics analyses and high-speed imaging techniques, as well as multiple regresesion analysis of in-plant operational data.
