An evaluation was recently performed on a district recirculation system at a trona mine in Granger, Wyoming. A 1.52m (5 ft) diameter, 37.3kw (50 hp) vane axial fan was installed in a crosscut between the intake and return airways and recirculated approximately 31.4 m'/sec (66,578 ft'/min) of air back into the intake. This amounted to a recirculation factor of approximately 20 pct of the return air. This air was part of the primary ventilation to three different continuous miner sections at operating distances of between 6l0m (2,000 ft) and 1,829m (6,000 ft) from the recirculation fan. The mine environment was constantly monitored for respirable dust, methane, and carbon monoxide in the operating sections and in the main intake and return entries. In addition, air samples were taken with and without the recirculation system during the evaluation and analyzed using gas chromatography. The results of this study showed only small increases in dust, while all other mine contaminants remained at such low levels that it was impossible to determine any relative changes from the recirculation system. Because of this, a brief SF. tracer gas analysis study was subsequently performed to more precisely determine an increase in a mine contaminant with the recirculation system.

The Pinto Valley Concentrator of BHP Copper Inc. restarted its sulphide mining operations in September 2007 to produce copper and moly concentrates. During the plant production ramp up, the copper/moly circuit quickly reached the copper grade and recovery targets, but the production and quality of the moly concentrate continued to be a challenge. Even though several improvements in the moly circuit were completed, the final moly concentrate did not meet contractual specifications. After reviewing several options to improve grade and reduce contaminants, the installation of three flotation columns was chosen. The column design and construction were done utilizing in-house craftsmen and engineers. Ten days after commissioning, the columns successfully reached a steady operation and began producing moly concentrate to the required specifications, that is, high moly tenors and low copper and iron content. In this paper, the operating parameters, mass balance, design, installation, commissioning and operation of the new flotation columns will be discussed.

The Upper Llagas Creek Flood Protection Project in Northern California encompasses portions of the communities of Morgan Hill and Gilroy, and unincorporated areas of Santa Clara County. The project provides for flood protection improvements along Llagas Creek and two of its tributaries, West Little Llagas Creek and East Little Llagas Creek. Llagas Creek is one of the tributaries of the Pajaro River and drains a watershed of approximately 104 square miles. The river system has a history of flooding the watershed communities, and the project’s goal is to provide 100-year flood protection by creating a bypass infrastructure, including channels, cut-and-cover culverts, and a tunnel. The project has been divided into several phases. This paper describes Phase 2A, which consists of approximately 2,150 linear feet of lined horseshoe-shaped bypass tunnel measuring 14 feet wide by 12 feet high. The bypass tunnel was sequentially excavated using a combination of roadheader and controlled blasting through colluvium and weathered to fresh greenstone. The tunnel was mined near residences, requiring strict noise and vibration controls. Phase 2A also includes the construction of twin bypass concrete culverts, portal shoring, and dewatering systems. It features the use of a Design Review Board and partnering for project delivery. This case study discusses the bypass tunnel design, progress of tunnel construction, plans to complete the work, construction risks, and the software and procedural tools being used to manage the project, including ProjectWise construction management software.

In order to overcome our reliance upon foreign energy sources for both crude supply and finished products, we must realize the goals proposed by Project Independence. In general this involves expanding production of existing and new oil, gas, and coal resources, utilizing and improving nuclear technology and the developing of new energy sources such as solar, geothermal, oil shale, tidal, wind and stimulation techniques. There is a continuing debate, both in the scientific community and the consuming public as to the potentiality of nuclear power generation being cost effective and environmentally and safety conscious. The development of new sources of energy does not occur overnight; it is rather a continuing effort in time and money to achieve the goal of providing energy to an ever increasing demand. The public has been accustomed to the availability of energy whenever and wherever it was needed. The era of "energy gluttony" has begun to fade into the realm of "energy awareness". Unfortunately, it required the action of another country to bring the picture that has been discussed many times in the past by energy suppliers into correct focus. Nevertheless, the public responded by conservation efforts to reduce energy wastefulness. Still, the demand for foreign importation of energy supplies is on the rise. What is our recourse? The largest known unexploited energy resource available in the United States is our coal resources. Moreover, the Department of the Interior has noted that 63 counties in Montana, Wyoming, and the Dakotas hold 60% of the nation's least expensive strip minable coal. This western coal is the most abundant and least costly Fossil Fuel in the United States. It is acknowledged that western coal is an important input in meeting the energy needs of our nation.

Open-pit mines in the US and throughout the world are typically characterized by increasing operating costs and decreasing ore grades. Thus, companies must continue to improve their use of human and technological resources to remain competitive in the marketplace. Duval Corp. has historically been very sensitive to mining costs, in part because of relatively low grade copper-molybdenum ore bodies. These concerns have resulted in three haulage system generations at the 218 kt/d (240,000 stpd) Sierrita-Esperanza open-pit mine south of Tucson, AZ. Each generation has exceeded the performance of the one replaced. The latest system of portable crushers and conveyors reduces hauling costs by combining both hardware and technique. Savings are achieved not only bysubstituting conveyors for haul trucks, but also by permitting the crusher-convey or system to closely follow mining as the pit deepens and/or mining areas change location. The Duval system is capable of easy and inexpensive relocation in varying site configurations in relatively short time periods. Its implementation in active mining areas results in minimum disruption to both the mine operation and mine design. This haulage concept allows the mining engineer maximum freedom to design an open pit for profit rather than for equipment. Maximum savings with a portable system are achieved by minimizing truck haulage costs. At Sierrita, for example, the yearly estimated operating cost savings for each thousand feet of +10% truck ramp replaced by conveyors is about $1 million per portable crusher. A savings of $30 million could be achieved fora three-portable system overa 10 year period simply by reducing the average truck Iiftto the crusher by 30 m (100 ft), There is also the added capital expense of buying trucks to cover the additional 30 m (100 ft) of lift. Relocation costs are an important consideration in a portable system. Direct costs can become a significant operating expense if frequent relocations are necessary to take full advantage of potential haulage cost savings. A site preparation cost of $375,000, for example, would add an additional operating cost of 2.8¢/t(2.5¢/st) for a system handling 13.6 Mt/a (15 million stpy), assuming one move a year, In addition to the direct cost of site preparation, such as installation of retaining walls, apron feeder slots, and equipment pads, there is the cost of site renovation after abandonment. Indirect relocation costs, while less tangible and more dependent on specific mine design and scheduling, can be of significance. A slowdown in the mining rate or a less efficient mining plan can result from a site not being immediately available for mining after abandonment. Conversely, mining in narrow areas can be adversely affected if two or three month lead times are required for site preparation.

Merrill-Crowe is the primary process used for the concentration and purification of silver in a cyanide solution. The Langmuir Adsorption model for silver recovery in a cyanide solution was used for the study. The maximum adsorption capacity was 6.19 mmol/g for silver. This model properly adjusts the experimental results of the adsorption equilibrium with high correlation coefficients, which also favors the formation of a single layer of molecules adsorbed for the silver in the electrocoagulation- generated species. The thermodynamic parameters ΔG, ΔH, and ΔS were estimated, and it was found that the adsorption process is exothermic and spontaneous. For the kinetic study, the Lagergren second-order equation was used to study the adsorption speed. To characterize the solids coming from the electrocoagulation, X-ray diffraction (XRD), and scanning electron microscopy (SEM) with energy-dispersive X-ray spectroscopy (EDX) were used; the results of this study suggest that silver is present in aluminite, hydroniumjarosite, and alunogen.

This report is based on existing reports and recently gathered field data. It discusses mineral resource potential of Tertiary playas in the Fort Irwin region. An estimated 1.3 million tons of measured salt "reserves", and 20 million tons of indicated salt resources, have been identified north of the fort. Other indicated resources include 300,000 tons of celestite, 800,000 tons of gypsum, and 10 million tons of selenite. Zeolitic tuff was mined south of Fort Irwin from 1978 to 1984, and unexplored occurrences are widespread. Calcium-bentonite is mined near Barstow, and more may exist, including valuable sodium-and lithium-based bentonites.

Adsorption of acrylamide based homo and copolymers on hematite was investigated as a function of phe nature of the polymer charge and functionality of the polymer. Effect of addition of sodium dodecylsulfonate and dodecylamine hydrochloride was also studied and was determined to result in an increase or decrease in the amount of polymer adsorbed depending on, the charge characteristics of the surfactant and the polymer, pH of the suspension, concentration of the various species and the order in which these species were added to the system. The surfactant adsorption under given conditions on the other hand, was found not to be affected by the presence of the polymer molecules. The data is analyzed to elucidate the mechanism of adsorption of polyacrylanide type polymers on hematite both with and without the surfactant species king present in the system.

This is the 3rd Paper in a series by this author, the first two being published at the two previous International Conferences. Since the Aachen Conference, Rio Tinto has carried out an extensive benchmarking exercise to see how we are positioned with respect to other leading companies (in our sector and other sectors of major economic importance). We need to be sure that Rio Tinto is at the forefront of best practises in Sustainable Development (SD) and is using the most effective tools and methods. This paper will present key findings from this work. Rio Tinto Minerals, working as representatives of IMA-Europe was a leading contributor to the European Commission DG Enterprise Voluntary Reporting Scheme for SD Indicators in the Non-Energy Extractive Industry. In Rio Tinto Minerals we have been using these SDIs in the management of our business and the paper will report on how they contribute to the management of our business and the paper will report on how they contribute to business value in: deepening customer relationships, eco-efficiency of operations, land use planning and permitting for new and expanding facilities, community relations, policy engagement with government authorities and strengthening the bond between the company and employees. We continue to support the Voluntary SDI Reporting Scheme, considering it to be important in the expanding EU and as a model for other regions globally. For example we have ore suppliers in developing countries and we use these SDIs in assisting them to better their performance, for we have an obligation to use our influence for continuous improvement. The paper will describe this work. Over the last 12 months our company has created a new Industrial Minerals unit called Rio Tinto Minerals which brings together all the borates, talc and salt operations, R&D, marketing, sales and customer care worldwide. The paper will present also the new Sustainability Policy of Rio Tinto Minerals.

Careful financial analysis of capital investments has always been a vital task in mining which is one of the most capital intensive sectors of the economy. Furthermore, mining costs have leapt ahead at an astonishing rate in recent years not just due to accelerated inflation, which affects everyone, but also due to the imposition of enormous costs of enviromental regulation and the continuing decline in ore tenor. Not only have unit costs risen, but the amount of effort expended to recover a pound of metal has increased due to the inexorable decrease in ore grades. New low-margin, high-volume mining investments place increasing importance on sound financial planning. Owing to the enormous investments involved, a greater share of individual corporate resources is committed to these projects than is normally the case in other industries. Thus, the consequences of failure are extremely grave, and a close examination of all inputs to the evaluation equation is clearly indicated.

The purpose of this paper is to outline the advantages and disadvantages of single tube and twin tubes for subway systems. Different aspects such as diameter of the tunnel (tunnel spaceproofing), configuration of subway line and stations, impacts on passenger safety and evacuation, ventilation system as well as rail system for each solution were evaluated and compared. In addition, a multi-criterion approach is established to facilitate the decision making for these two different subway systems. The practical example of a mega project has been discussed and the details of the decision-making process has been explained. This proposed multicriterion can be used to facilitate selecting the best subway system in any urban areas.

A novel two-stage froth flotation process to remove pyritic sulfur from fine- size coal is described. The process consists of a first-stage, standard coal flotation step in which high-ash refuse and some of the pyrite are removed as tailings. The first-stage clean coal froth concentrate is then repulped in fresh water, and a coal depressant, a pyrite collector, and a frother are added to float the remaining pyritic material. Laboratory and pilot plant flotation results with coals from the Lower Freeport and Pittsburgh beds are given. The pilot plant test results show that up to 80 percent pyritic sulfur reduction was achieved with the Lower Freeport bed coal and up to 50 percent with the Pittsburgh bed coal. Laboratory and pilot plant results were in excellent agreement, indicating that the process is a viable means of removing much of the sulfur from some coals.

INTRODUCTION The occurrence of the radioactive element radium, [2gg~a], often in trace amounts, in the crust of the earth gives rise to a flux of the daughter product radon, ['ii~n], across the earth-air interface. This so-called exhalation process has been studied by many investigators [KO 45, Kra 64, Pe 66, Wi 741] over several decades. In the earlier investigations the exhalation process was studied in a purely geophysical context, but over the last 20 years it has been realized, that under certain conditions the exhalation may be intense enough to also have radiological implications. This is for example the case where relatively radium-rich wastes or by-products, like uranium mill tailings and phospho-gypsum, are stored in larger quantities. In order to be able to predict the radiological impact on the environnent it is necessary to know the rate of exhalation of radon from the surface of the exhaling material. Usually the determination of these exhalation rates has been done by measurements in situ directly upon the accumulated material [~le 74, Ha 791. Although such field measurements have the obvious merit of dealing directly with the full scale problem, the results are often lacking in generality, making predictions for other situations difficult or even impossible. The present paper describes some results of an investigation where it is attempted from laboratory measurements on samples of limited size to obtain material parameters, which are suited for extrapolating and predicting the radiational behaviour of larger accumulations of the material. THEORY Let us consider a sample of a radon exhaling material enclosed in a container with a dead space volume, Vd, and initially containing radon free air. If the total exhalation rate (number of atoms per unit time) is c, the radon concentration (number of atoms per unit volume) N will initially grow with the time t according to the equation [ ] where [R] is the decay constant of radon. As the concentration (or activity) in the container grows, the net exhalation rate will slow down because of back diffusion, and, furthermore, radon atoms may be removed from the container, not only by radioactive decay, but also by diffusion leakage [JO 81 ]. If, however,only the initial. part of the activity growth curve is considered, the total exhalation rate, c, is given by [c = r•Vd(2) where r is the initial activity growth rate in the container. Let the container be cylindrical with an inner cross-section S and filled to a height L with a radon exhaling material with the specific mass p, the porosity E, the radon pore production rate f and the diffusion length i. One concern of the Mine Safety and Health Administration is the structural integrity of steel wire ropes used on mine personnel hoists and elevators. Failure of such ropes has resulted in loss of life and property. Although thorough and regular visual examinations are performed, hoist ropes may still fail from undetected internal wear, corrosion, and broken wires. To complement visual examinations, nondestructive rope inspection techniques have been developed to determine deterioration and removal criteria. The techniques use electromagnetic and permanent-magnet test instruments designed by a Canadian firm. This paper describes the operating principles, field and laboratory testing of these nondestructive testing instruments, and discusses the feasibility of using this type of testing as a supplement to visual examination and destructive tests.

Introduction Lyon, with 1.1 million inhabitants, is the third largest city in France after Paris and Marseille. It is a lively industrial centre. Lyon lies at the intersection of many transport routes and at the fluence of Rhone and Saone. Like all large cities, Lyon is attempting to alleviate inner city traffic problems by constructing a metro. Metro construction in Lyon began with tunnels built by cut and cover methods along the streets. Deep diaphram walls, which were back anchored and toed into imperveous strata, formed the excavation walls. It is a very economic and simple method. However during the construction period, it has the disavantage of strangling urban life for several years. It is therefore increasingly being replaced by subsurface tunnelling methods. As it was decided to build the metro tunnel between the Guillotiere and St. Jean stations, and thus cross under the Rhone and Saone, the client, Semaly, put the contract out for a competitive tender in which the general parameters were defined. Line, level and construction method were left to the contractor. There was an extensive examination of the tenders, during which reference projects from competitors in Japan were visited, as well as in Germany. Finally the consortium of Dragages, Campenon Bernard, Colas and Hochtief was awarded the contract to drive this tunnel section with an hydro-shield and an extruded steel fibre concrete lining, a Hochtief design.

INTRODUCTION With the introduction of large diameter hole drilling to underground mining, a need for the development and utilization of new blasting technology has arisen. This new technology has resulted in more efficient blasting and in easier and cheaper mining. The application of spherical charges to the crater blasting method is an im¬portant part of this technology. Spherical charges, or their geometric equivalent, make for highly efficient use of explosives in the cratering application. Their geo¬metrical configuration, normally a length :diameter ra¬tio of <6:1, limits their charge weight size. For exam¬ple in a 165-mm (61/2-in.) hole a spherical charge weighs approximately 34 kg (75 lb). These dimensional and weight restrictions require careful engineering design and control in the production application. Strathcona mine, a large tonnage mechanized cut¬and-fill and blasthole stoping operation located on the north rim of the Sudbury Basin, has successfully em¬ployed the crater blasting method in production blasting for the past two and a half years (as of 1979). As a result, this method, using spherical charges, has made possible the development and implementation of a verti¬cal retreat blasthole mining method which is being used for rib pillar recovery. The crater method used at Strathcona essentially in¬volves blasting off horizontal slices of ore into an under¬cut while retreating vertically to the pillar overcut elevation. Loading and priming of the holes is achieved from the overcut and the blasted muck is recovered by load¬haul-dump (LHD) units through a drawpoint system. Valuable experience on the behavior and performance of explosives in large diameter holes has been gained in both the operating and engineering fields from the appli¬cation of this blasting method. It has been used in drop raising and is currently being evaluated for use in pri¬mary stoping operations. Also, serious consideration is being given to its use for the recovery of post pillars in mined-out and backfilled cut and fill stopes. The method has significant advantages over conven¬tional methods of pillar recovery from economic, ground control, and safety points of view. These include cost benefits due to a minimum stoping development, less ground support, reduced labor requirements, and faster mining rate. Research on the blasting mechanism indi¬cated the method should result in less damage to fill walls than would be normally expected with conven¬tional longhole or large diameter hole cylindrical blast¬ing (benching). This is primarily due to the limited charge weight per delay because of the size dimensions of a spherical as compared with a cylindrical charge and also because the large diameter holes experience less de¬viation than standard-sized longholes. Experience has shown that wall damage has been minimized with the use of this method. The safety aspects of the working environment are also improved as there is no require¬ment for manpower to go under exposed backs after blasting, which is a significant improvement over the cut-and-fill method. CRATERING THEORY General The term cratering, in blasting, is applied to the for¬mation of a surface cavity in a material as the result of detonating an explosive charge in that material. This blasting concept was initially used as a tool in the eval¬uation of explosives performance; however, it has been utilized more recently on surface and to a lesser extent in underground blasting operations. Explosive charges used in crater method are nor¬mally spherical or the geometric equivalent, as research into the application of this breakage mechanism to rock indicates that spherical charges or their equivalent pro¬duce optimum results. In blasting practice, spherical charges have been defined as having a length to diameter (L: D) ratio of 4:1 or less, and up to, but not exceeding a L: D = 6:1. Thus, for holes 165 mm (61/2 in.) diam, a charge 165 mm (61/2 in.) diam, and 990 mm (39 in.) in length would constitute a spherical charge. Crater Testing Crater testing for underground application is nor¬mally accomplished by drilling smaller than production sized horizontal holes into drift walls, placing relatively small charges of explosives in the holes at various depths of burial, firing the charges, and measuring the results. The results are scaled to develop charge weight size and depth of burial parameters for production hole sizes. In theory, this procedure is valid and is appli¬cable for surface blasting; however, in underground applications where the craters are inverted, there is some question as to whether extrapolation of the test results is appropriate. As well as the fact that craters are in¬verted with resultant gravity stresses, testing is often done in a waste rock drift where the properties differ from those in ore rock. There is also some question as to whether a 51 or 76-mm (2 or 3-in.) diam charge behaves similarly to a 165-mm (61/2-in.) charge in a confined borehole. Crater testing at Strathcona involved drilling 76-mm (3-in.) diam holes at various depths ranging from 1 to 3 m (3 to 10 ft). The test holes were drilled in the wall of a predominately waste drift as well as in a stope wall. Charges were placed at various depths of burial, were confined, fired, and the results measured. Although the results were somewhat erratic, possibly because of the aforementioned reasons, they did provide guidelines for basic design for production application. Zinc ferrite is considered an integral phase of zinc residues as their presence can render the processing of zinc and critical metals difficult. It is a refractory phase, formed at high temperature in the presence of zinc (Zn) and iron (Fe) during oxidative roasting in zinc processing plants. Because it is refractory to efficient leaching, unreacted zinc ferrite gets concentrated in the final zinc residue, making it a viable source of zinc and indium extraction. The refractory nature of zinc ferrite makes the extraction of associated critical metals difficult. In order to explore a potential economic and carbon-neutral zinc ferrite processing technique, our previous study proposed the partial reduction of zinc ferrite followed by sulfuric acid leaching of the roasting product [1-3]. As demonstrated in our previous studies, partial reduction of zinc ferrite results in a mixture of ZnO, Fe3O4 and FeO, which can be further subjected to leaching for efficient extraction of zinc and critical metals such as gallium and indium.

The Southern Peru Copper Corp. (SPCC) recently built an integrated copper project consisting of dump- and heap-leaching operations at its mine complex in Peru. The pregnant leach solution (PLS) containing the solubilized copper from the leaching operations is processed in a new solvent extraction/electrowinning (SX/EW) facility to produce high-purity cathode copper. The dump leaching and SX/EW facilities are located near the Toquepala mine site. The crushing and heap-leaching operation is located at the Cuajone Mine. The pregnant leach solution from Toquepala and Cuajone is pumped 35 km (22 miles) to the SX/EW plant at Toquepala. The SX/EW plant consists of three trains of solvent extraction (SX), a tank farm area and an electrowinning (EW) facility. The solvent extraction plant has a total PLS flow capacity of 3,210 m3/hr (113,360 cu ft/hr). The electrowinning facility has an expected long-term production capacity of 97 t/d(107 stpd) or about 35 kt/a (38,500 stpy) of cathode copper. However, present production exceeds the expected long-term by about 20%.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry&apos;s present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry&apos;s further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.
