The definition of high sulfur coal varies from plant to plant and is subject to changes over time as the environmental regulations change. In plants constructed after September 1978 hardly any domestic coal can currently be burned without the use of Flue Gas Desulfurization (FGD) because a 70 percent reduction in potential S02 emission is mandatory even when the potential emission is less than 0.6 lbs. S02/106 Btu heat input. On the other hand older power plants may in many cases be legally emitting up to 6 lbs. S02/106 Btu or more under some State Implementation Plans (SIP). The Clean Air Act requires, however, that in the long run all stationary sources of S02 pollution must abide by the ceiling of 1.2 lbs S02/10 Btu heat input.. Coals with a potential to exceed this limit must, therefore, be considered as high sulfur coals. Such a definition would be unrealistic because many SIP's aim at an emission level of 1.8 to 2.0 lbs. SO2/106 Btu for existing plants and a stricter limit does not appear to be enforceable in the next 5 to 10 years. As a result, coals with an emission potential of greater than 2.0 lbs of S02 per 10 Btu heat input are considered high sulfur coals for the purpose of this investigation. Based on this definition and the 1984 actual consumption of coals by U.S. electric utilities (table 1) only 7 out of the 24 coal producing states could be categorized as low sulfur states. The actual S02 pollution, however, depends on total tonnage of a type of coal as well as the sulfur content of the coal. Table 1 also indicates that only 6 states--Kentucky, Illinois, West Virginia, Ohio, Pennsylvania and Indiana-account for nearly 77 percent of S02 pollution potential in the United States. These 6 states have therefore been chosen for this investigation.

Phosphate production of the Central Florida Phosphate District has been predominantly from the unique and lucrative Bone Valley Formation, with local and minor amounts coming from the underlying Hawthorn Formation. As the Bone Valley is depleted, replacement production will move progressively into areas of total Hawthorn Production. Significant changes in the characteristics and make-up of the deposit dictate required modifications in mining and beneficiation. Failure to tailor technology to fit the deposits of the future will result in vast "reserve" losses. In the Southern Extension of the Central District - two distinct "ore types" exist. These are presently referred to as the upper (high grade) zone and the lower (low grade) zone. The upper zone is somewhat similar to the Bone Valley Formation and will respond favorably to present beneficiacion practices. The lower zone is strikingly different and its response to conventional beneficiation is not acceptable. The major differences are in grain size distribution and mineralogical make-up of these grains. The Hawthorn differs from the Bone Valley by exhibiting lower grades, lower tonnage yield per acre foot, lower pebble percent of product, higher mining ratios, higher slimes (-150 mesh) content and deeper mining depths. Physical characteristic changes include more frequent occurrences of competent bands or lenses of "limerock" which are submarginal in value.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

No economic activity would take place without human ingenuity, driven by our needs and wants. Economic activity is made possible by the energy from fossil and other energy sources, our technological hardware, the buildings and infrastructure made from materials such as metals, plastics, wood, water, and numerous industrial minerals. Industrial minerals are difficult to define; however, they generally include utilitarian minerals other than metals and fuels. Some of the industrial minerals form an exception to this categorization and, as explained elsewhere in this book, belong to more than one category because of the manner in which they are used. Industrial minerals are so numerous, and their applications so ubiquitous that they often do not receive the attention given to metals or fuels. Nevertheless, without industrial minerals, many of our most fundamental economic activities such as construction of our cities and towns, control of floods, transportation of our people, the search for minerals, the smelting of metals, and the delivery of supplies of clean water would be impossible. How then do we assess the economic importance of such a variety of materials lumped together under the general designation of industrial minerals? The price per ton or the total amount consumed do not satisfactorily explain the relative value of these materials to the economy. For example, the current price of limestone is about $5/t and the price of fluorspar is about $190/t. However, nearly 1.1 Gt of limestone, valued at about $5.5 billion, are consumed in the United States annually, compared with 590 kt of fluorspar, valued at about $1 12 million. It would not, however, be accurate to conclude that the mineral with the higher total value is always more economically important. Many other questions must be answered before making judgments of this type. These questions include how many people are employed in the production, processing, and distribution of the mineral? How is the mineral used? Is it partly or entirely imported? Where do the imports come from? How is the mineral transported? Is the mineral considered critical to national security? Is there a substitute material available in case the mineral supply is interrupted? Where would the substitute be produced? What would be the basic material from which the substitute will be produced? Even when these questions have been answered satisfactorily, the economic importance of the mineral is not completely known until the consuming sectors are studied as well. For example, even though the manufacture of fighter aircraft is vital to the national security, it employs only a fraction of the number of people employed in the housing and construction industry or the automobile industry or the appliance industry. Mineral commodities consumed in these latter sectors of the economy are more significant than those consumed in the production of fighter aircraft, because nearly two-thirds of the Gross Domestic Product (GDP) depends on the purchasing power of individual consumers. In comparison, the entire defense budget accounts for only 6% of the GDP. There is no easy way to present the importance of industrial minerals to the US economy because most minerals have diverse applications and products made from industrial minerals often con- tribute to the production of other goods and services. One way of highlighting the value of a mineral would be to relate it to the GDP reported by categories such as construction, machinery, stone, clay and glass products, electrical and electronic equipment, paper and allied products, and chemicals and allied products. These GDP categories represent industries fundamental to the economy totaling $644 billion, or about 12% of the GDP in 1990. However, these categories are not convenient for discussion of the many minerals that are used in our complex economy. In a general way, minerals are the 5% of our economy that make the other 95% possible. This chapter, therefore, discusses a selected few industrial minerals to illustrate their importance to various sectors of the economy.

An aggregate resource study was done for southern Washoe County, Nevada, which contains the Reno-Sparks metropolitan area and a population of about 300,000. The study included an inventory of existing operations, projection of future demand, identification of potential aggregate resources based on geology, and determination of economic potential of these resources. Economic potential was determined by the integration of GIS layers that included aggregate potential, distance from market, distance from major and minor transportation arteries, and elevation. The investigation resulted in a determination that resources of high quality aggregate sufficient for future consumption are present in southern Washoe county; the limiting factor for future utilization is accessibility.

Because of growing pressure from government and consumers to produce more coal, the mining industry must improve existing techniques and devise more efficient mining methods. Mining of the thicker, shallower and geologically superior coal seams in the western United States is being subjected to increasing pressure from environmentalists; and so in order to meet the demand, the coal industry is exhausting the more accessible surface seams and beginning to mine seam of over 1,000 feet in depth and less than. 30 inches in thickness. The longwall mining system is the natural choice for extracting deep and thin coal seams, as it operates almost independently of the overburden rock stress. Due to the added fact that longwall mining is an inherently more productive method than room and pillar mining, many coal producers are looking to it as a means of increasing productivity without a corresponding cost increase. The consistent rise in application of longwall mining in the United States in the last decade illustrates the excellent potential of this technique for the future. American mining conditions are geologically different from those in Europe where longwall mining has been highly developed and extremely successful. Although numerous successes have been recorded in the U.S. with this mining system, a substantial number of failures have also occurred. These failures are due primarily to roof control problems usually over the face, in the tail entry, or both. Another problem area for American operators contemplating the use of this method has been correct selection of equipment, which should be custom fitted to local mining conditions for optimum productivity. It is essential that correct estimates for chock resistances, support densities, supported and unsupported roof spans, as well as rates of advance and length of working faces be provided to optimize mining conditions. Unless extensive pilot projects are planned engineers must choose their equipment correctly at the outset. A typical investment in longwall equipment will amount to several millions of dollars.

In order to understand the flotation kinetic behavior of coal and associated mineral matter, a detailed investigation was conducted in a 2-liter Denver flotation cell using three high sulfur coals at three feed sizes, minus 28. 100 and 200 mesh. Subsequently. the flotation products were sieved into different size fractions and analyzed for their ash and pyritic sulfur content in order to delineate the effect of particle size on the rate at which each constituent floats. The results were tested with several different flotation kinetic models and the best model for coal was then chosen. The flotation rate constant and the ultimate recovery calculated from a kinetic model were used to delineate the effect of particle size, collector (dodecane) and frother (MIBC) dosages on the flotation kinetics of coal, ash and pyrite.

The Mexican fluorspar industry is faced with and will face serious problems, some of their own making and others beyond their control. However, they still offer the most secure source of fluorspar for North American' consumers. Since 1975, even in light of declining markets, they have, increased then production capabilities' as shown in Table #1. In analyzing Table #1, we note that Compania Miners Rio Colorado has closed down due to their ore reserves being exhausted. Fluorita de Rio Verde expanded their acid grade fluorspar capacity in anticipation of additional North American business. Campania Miners Las Cuevas presumably increased capacity to meet their North American contractual commitments and to supply their own hydrofluoric acid plant (Fluorex) at Juarez, Mexico. Historically, the Mexican fluorspar industry has relied on the United States as the mainstay for their sales. As shown in Tables #2 and #3, the Mexican share of the United States market has moderately decreased. However, as noted in Table #4 the volume loss is substantial as explained below.

When methods to prevent the occurrence of fire in underground mines fail, the next line of defense is to rapidly and reliably detect the developing fire, so that subsequent evacuation and control procedures can be safely and successfully implemented. To provide this capability requires an understanding of the operational principles of different types of fire sensors, their merits as well as their limitations, and performance characteristics of the monitoring systems that control and process sensor data; an understanding of how fires develop and the different types of fires that can occur, along with their characteristics and the hazards they present; an understanding of the impact of the mine environment and routine mining activities, not only in terms of these effects on fire sensors but also in terms of the impact of mine ventilation and mine geometry on fire growth, fire characteristics and the detection process. All of these factors are components of the technology of fire detection, and when insufficient knowledge of any of these components exists, the ability to implement adequate mine fire detection systems is diminished. Within the last decade, significant advances have been made in fire detection technology applicable to underground mines. These advances include not only the development of improved sensors and better monitoring systems, but also an expanded understanding of how to deploy sensors, set sensor alert/alarm levels, account for ventilation effects, etc. In addition, there has been an increase in our knowledge of the types of fires that occur, the types of combustibles involved, characteristic times for fire growth and development, the levels of heat, smoke and gas that are produced and the hazards that result. It is the intent of this paper to provide not an overview of current mine fire detection technology and, also, to present data obtained for some smoke sensors that have potential for use in underground mines. The paper will also discuss the data, information and resources that are currently available and seek to identify those areas most in need of further research and development.

"The decline of the “super cycle” has placed an end to a decade of production-focused strategies, with operating cost growing at rates higher than production. Today, the sector is placed on a tough ride and forced to shift focus to cash preservation and efficient cost management. However, most cost management systems in the minerals industry are not conceived as value driving tools but to meet financial accounting and reporting needs. This research draws from a the development of an innovative cost management methodology that applies Activity-Based Bottom-Up cost budgeting and continuous improvement tools to develop a value-driven cost management system for sustainable improvement of operational efficiency and cost reduction. The methodology was successfully tested in the Andina underground mine III Panel sector of Corporation del Cobre (CODELCO), in Chile. INTRODUCTION Cost management is fundamental to profitability of any industrial project. Even more essential in mining, an industry that deals with commodities, which prices are dictated by the market and are beyond the management capacity of the company. The end of the mining “super cycle” and the advent in 2008 of the Global Financial Crisis (GFC), placed an end to a decade of production focused strategies, with operating cost growing at rates higher than production. The sector was placed on a tough ride and forced to shift focus to cash preservation and efficient cost management. Many mining companies have seen themselves into the urgent need of cost management systems capable of achieving sustainable productivity gains and consistent profitability. Cost management is composed of three main processes: estimation, budgeting and control [1]. A number of conventional techniques have been used for cost estimation and budgeting for many years. However, most cost control systems in the minerals industry cannot be referred to as “cost management” since they are conceived to fulfil accounting and reporting needs, rather than to improve operational efficiency [2]. In general, conventional cost budgeting and control systems in mining use a “top-down” methodology, which lacks of necessary details, and fail as a management tool leading to undesirable results [3]."

The iron mine and beneficiation facilities of Marcona Mining Company are located on the coast of south central Peru. The facilities include an open pit mine, crushing, concentrator containing grinding, magnetic-separation and flotation facilities, pelletizing plants and a completely self sufficient infrastructure. Total production capability is about 10,000,000 DLTPY, of which almost 6,000,000 DLT result from the fine-grind magnetic concentrate. Over 1,500,000 DLT of fine-grind concentrate is obtained from processing high-pyrrhotite ore. Although the orebody contains quantities of oxidized primary ore and transitional ores (mixed magnetite and hematite), the principal ore is predominantly a coarsely crystalline to fine grained massive magnetite.(l-3) In the primary ore the major impurities found are silicates and the iron sulfides- pyrite and pyrrhotite. Sulfur levels typically average about three percent although levels of five percent are not unusual and some ores contain up to ten percent total sulfides. In general the silicates and pyrite are readily rejected from finely ground primary ore by magnetic separation and very basic froth flotation processes. The high iron, low sulfur concentrate produced is particularly suitable for production of high quality oxide pellets. However, pyrrhotite is not removed from the magnetite matrix by either of' these simple beneficiation methods.

Introduction Until recently, there were many jobs for mineral engineering graduates. Traditionally, minerals-related career paths available to university graduates stem from rather standard offerings in the disciplines of mining, metallurgy, petroleum, geology, geophysical engineering, and mineral economics. Within each discipline, there exists many career opportunities. In fact, until fairly recently, the most difficult decision for most graduates was choosing among all the available alternatives. Unfortunately, this relative state of euphoria changed quickly and dramatically within the minerals sector. Within two or three years, graduates from minerals-related engineering disciplines found it exceedingly difficult - and then almost impossible - to secure employment in the minerals sector upon graduation. At the same time, there were dramatic reductions in production requirements and, ultimately, mine closings. This resulted in massive layoffs and often termination of professional personnel possessing significant and valuable industrial experience. Obviously, this worsened an already bad employment picture for those hoping to begin a career in minerals. Certainly, there is no universal agreement on what the future offers for the US minerals industry or the career opportunities associated with it. However, there are a number of considerations that deserve study by students, faculty, administrators, and industrial personnel before minerals-related career paths are chosen. Where Will the Jobs Be and How Many? Everyone is aware that the minerals industry is very cyclic. It is not surprising then that job opportunities for new graduates also fluctuate. Typically, there is a two-to-four year lag between industry's engineering manpower needs and the academic community's ability to produce this talent. Due to the response lag, there will necessarily be years when supply and demand do not match. Employment Projections It is extremely difficult to anticipate what the key career paths might be within the next few years. Considerable speculation remains with respect to whether activity in the US minerals sector over the short-, intermediate-, and long-term will improve, remain status quo, or further deteriorate. However, some information pertaining to the prospects for career opportunities in mining engineering was offered by Tingley and Ghose (ME, Sept. 1983, p. 1274) from a study performed by Fenvessy and Schwab. Results from this industry-sponsored survey suggest that the US will experience 700 more mining engineers than needed in 1985, 1300 in 1990, and 1800 in the year 2000. These conclusions were based on the assumptions that future graduate levels remain flat and demand increases 3.6% annually. Educators quickly argued that depressed job markets, coupled with university student mobility, would negate the assumption of flat mining graduate levels in the immediate future. Student Mobility Student mobility from one engineering discipline to another is high. This is perhaps best demonstrated by the tremendous growth in programs such as computer engineering and computer science at the expense of enrollments in the more traditional engineering programs. The ability and willingness of students to quickly change engineering disciplines in response to existing and perceived job market demands have created significant student, faculty, and resource dislocations within universities nationwide. "INTRODUCTION Conventional tailing storage and management practices typically utilize engineered facilities, such as ring dikes and valley impoundments. To reduce the environmental costs associated with disposing of mine wastes in tailing storage facilities (TSFs), several beneficial re-use strategies have been developed over the years. For example, thickened tailings have been used for paste backfill. It is common for tails to comprise up to 60% of the material’s total weight and it has been estimated that TSF volumes can be reduced by 60% when using this strategy, (Benzaazoua, et al. 2004). Other beneficial re-use strategies have produced unpaved temporary access roads, hot and cold asphalt, chip seals, self-compacting concrete, and golf course sand traps. This project sampled mine tailings from two different TSFs in Colorado and produced structural concrete that could potentially be used for commercial foundations, sidewalks, and paved roads. The tailings were substituted for the fine aggregates typically found in conventional concrete. The two main objectives of this study were to investigate the structural integrity of the produced concrete samples and the leaching of heavy metals from the resulting concrete. The ratio of tailings to fine aggregate (T/FA) was carefully studied to find if there was a correlation between the substitution rate and the structural integrity. The potential maximum substitution rate was also investigated for the produced concrete specimens. The potential of leaching mining impacted water (MIW) was evaluated by comparing the leachability of the raw mine tailings to the encapsulated tailings by using standard shake extraction prediction tests. MATERIAL AND METHODS Materials The four components that make up the concrete mix design for this project are: cement, coarse aggregate (gravel), fine aggregate (sand and mine tailings), and water. The type I/II ordinary Portland cement (OPC), gravel, and sand came from local cement and concrete companies in Denver, Colorado. Mine tailings were collected from two different TSFs in the Rocky Mountain Region, where Pride of the West TSF in Silverton, CO will be denoted as Site A. The primary metals of interest at the mill site are gold, silver, lead, copper, and zinc. The location of Site B will not be mentioned in this report due to confidentiality agreements with the mining company"

Modification of clays is necessary for the zearalenone (ZEN), as long-chain mycotoxins, removal. The organic-cations were usually used to modify the clay hydrophobicity to accommodate the large mycotoxin molecules. In this study, tri capryl methylammonium (TCMA) chloride and common corn oil were used in clay modification. Several characterization techniques such as XRD, FTIR, and TGA were used to identify the d-spacing changes after modification either by TCMA or corn oil. The results of applying the TCMA-corn oil-modified clays in ZEN removal indicated a noticeable improvement where more than 90% of ZEN could be removed in vitro at acidic and neutral pH values. The success of eliminating a high percentage of ZEN molecules is due to the expansion of intergallery spacing as a result of TCMA surfactant intercalation within the clayforming layers. The removal percentage does not depend only on pH but also on the amount of clay used. In addition, the ZEN removal in the presence of corn oil is better at acidic pH and small clay amount where the ZEN can be fully removed.

During the past two years a computer program called "COPOR," Computerized Open Pit Optimization Routine, has been developed and used for mine planning of several base metal deposits. This routine utilizes a three dimensional computerized block model of an orebody, some economic parameters and operating constraints to locate the mineable or economic limits of the deposit schedule the yearly production from the mine and produce bench by bench ore reserve summaries and maps of the yearly and ultimate pit configurations. The moving cone method is used to perform these functions with a conventional block model. This model is conventional in the sense that each block is assumed to be homogenous; i.e., either ore or waste but not a mixture of the two. Due to the nature of a seam type deposit this approach is not realistic; therefore, revisions have been made to form a new version of the COPOR program. This version has been named "COALOR," Coal Optimization Routine. COALOR contains all of the power of the COPOR program but is equipped to handle the intricacies of coal seam type deposits. The deposit can be composed of a single seam or multiple seams which are horizontal or dipping at any angle. The numerous coal quality values can be incorporated to aid the optimization of the economic pit limits and yearly scheduling.

The trend towards proportionately rising volumes of surface mining through- out the world and especially in the United States has led some observers to predict that the future of underground mining is quite limited. Certainly, the simple extrapolation of current trends1 gives evidence of a compelling sort for the hypothesis that technological progress is proceeding at a faster pace in surface than in underground mining. This paper attempts to examine the basis for these predictions by searching the historical record on differential rates of productivity as these are observed in iron ore and coal mining. In recent years economists have discussed "technology gaps" among industries or segments of the same industry, by which they mean that mechanisms for invention and its diffusion are faulty or retarded in such a way that feasible cost-cutting innovations are not applied or developed, even though technicians regard them as practical.2

Thanks to strong industry support and longstanding partnerships, the University of Arizona has provided extensive pre-college mining education and outreach for more than a decade. These efforts to promote mining-related degree programs and the wide variety of indemand career opportunities reach thousands of middle and high school students and hundreds of teachers every year. The School of Mining Engineering & Mineral Resources is constantly looking at ways to help students overcome barriers into degree programs. But competition among degree programs for talent is fierce, and outreach has not made a big enough difference in the number of students pursuing mining engineering degrees. With workforce shortages threatening to undermine the industry, more is needed. The Bureau of Labor Statistics estimates 500 new mining engineering jobs each year, and according to a study by Deloitte (2023) nearly 50 percent of skilled engineers will reach retirement age in the next decade. At the same time, the 14 accredited mining or mineral engineering degree programs in the United States are producing fewer than 200 graduates annually (Society of Mining Professors and Society for Mining, Metallurgy & Exploration, 2021). To better understand mining’s competitive position, the School of Mining Engineering & Mineral Resources conducted a comprehensive study to determine (1) how prospective college students, parents and educators perceive the industry, related careers and the mining engineering degree, (2) factors affecting students’ choices of degrees and career plans and (3) the roles parents and educators play and how they influence students. This article is the first of two installments to discuss the results. The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. With the demand for higher grade feed by the American steel industry and the depletion of the direct shipping ores from the Marquette Iron Range and elsewhere, there was a need to develop the low-grade orebodies. The large reserve of fine grained oxidized iron-formation at the Tilden Mine has been the object of research and development efforts to concentrate the iron oxides as far back as 1949. Preceding the present mining-concentration-pelletizing complex, about 6,500,000 long tons of direct shipping siliceous ore were shipped from the Tilden Mine. Following development of the concentrating and pelletizing flowsheets, engineering and construction was initiated to develop the mine and construct concentrating and pelletizing facilities to produce 4,000,000 LTPY of pellets from this low grade crude ore. Operations started in late 1974 with Algoma Steel, J&L Steel Corp., The Cleveland-Cliffs Iron Company, The Steel Company of Canada, Ltd., Wheeling-Pittsburgh Steel Corp., and Sharon Steel Corp. as participants. Cleveland-Cliffs operates and manages the operation. Due to the non-magnetic nature of the ore and the fine grinding required to liberate the iron oxide minerals, this crude ore was not amenable to concentration by conventional methods. The iron oxides of the Tilden orebody have a grain size of less than 25 microns and recovery of the finer, well-liberated iron oxides is essential. Conventional methods of des liming employing cyclones or thickeners were not feasible because of the excessive loss of iron oxides in the finer fractions.

A two level risk analysis procedure which is specially designed for use in river environments, is presented. The first level risk assessment (Level I) is often adequate for purposes of most projects, and entails hazard assessment, exposure identification, consequence estimation, and risk characterization. Two unique features of the method are the Composite Hazard Rating system, which is used in hazard assessment, and a formalized decision model for risk characterization. The risk characterization procedure provides information on the acceptability of risks, can be used to distinguish between the relative severity of risks, and to evaluate whether more advanced risk assessment would be required.
