Geotechnical solutions were developed for closure of two historic, remote underground mines in the deserts of southern California. Closure criteria included access closure, minimal site impact, and optimum use of native materials. The closure designs and construction activities incorporated techniques for protecting sensitive biota, particularly bats and desert tortoise. The types of mine openings that were closed include adits, declines, shafts, daylighted stopes, and dugout dwellings. The desert locations permitted implementation of cost-effective closure techniques that relied upon the use of native materials. The strategies and techniques developed for these desert closures are adaptable to other climates.

Barrick Gold’s Bullfrog underground mine, near Beatty, NV, was established as an after-thought to the main open pit. As open pit ore dwindles, the underground mining became increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines. Today, there is a move towards underground mining in the United States. There are inherent problems in starting and operating underground mines in the shadow of any open-pit operation. Several attempts were made at the Bullfrog Mine for productive increases. Some were successful, while others were not.

New Nedre Fiskumfoss is a construction project in North Trøndelag, Namsen River. The purpose of the contract is construction of a new hydropower plant, that will phase out the existing power plant in the same waterfall. The contract consists of a tunnel system with cross sections from 16 m2 to 150 m2, powerhouse and transformer in rock caverns, 6 shafts and major works with inlet and outlet below river level. Technical challenges consist of demanding design on rock extraction, cofferdams, solid constructions with challenging design and demanding rebar work, as well as restrictions and unpredictable water flow in a national salmon river.

"Replacing the aging roadway access to the iconic Golden Gate Bridge, thereby ensuring traffic safety and robustness in case of seismic occurrences, provided an opportunity for major design improvements as well as the development of a parkway that would include the construction of four new tunnels. With an eye to the future, the Doyle Drive replacement project aimed to meet the highest standards for environmental stewardship beyond regulatory requirements. Understanding that lighting equipment is the tunnel‘s subsystem that uses the most energy, the operator was looking for a sustainable solution to light the tunnels. An Intelligent Lighting Control System (ILCS), designed specifically for road tunnels, was acquired to individually control the almost 2000 luminaires lighting the four tunnels. This paper will show the results in terms of energy and operational savings generated over the nine months of operation between the commissioning and the conference in April 2016. INTRODUCTION Electrical & mechanical (E&M) equipment represents an average of 10 % of a tunnel total construction cost. Once the civil infrastructure completed, E&M equipment drives the main part of the expense during a tunnel useful life. Table 1 below describes the impact of various types of energy consumption and their cost impact in tunnels of less than 500 m. It is clear that lighting is the sub-system that requires the most energy. A good lighting strategy is the key to reducing energy consumption due to lighting and a viable solution that will bring important savings in tunnel operations.With a price of $0.14/kWh in California and a planned increase between 3% and 6% per year during the period 2013-2040, the tunnel operators could not afford to overlit the tunnels—particularly when they have to operate it for the next 30 years. However, they also need to maintain the right lighting level to ensure driver safety all the time. The Presidio Parkway project includes the Battery tunnels, which are 240 m (790 feet) and 230 m (750 feet) in length, and the Main Post tunnels, which are 280 m (920 feet) and 315 m (1030 feet) in length."

Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.

Operators of mining vehicles are exposed to high levels of whole-body vibration (WBV) and are therefore at risk of developing vibration-related health disorders. For implementing an effective control strategy, it is imperative to locate the source(s) of vibration, and the specific changes that might occur to the vibration signals during its transmission through the seats to the recipient human body. With this objective, Seat Effective Amplitude Transmissibility (SEAT) values of seat modules used in dumpers (n = 10) and other heavy earth-moving machines (n = 11) were evaluated in an iron ore mine. Vibration was measured simultaneously on the seat and on the cabin floor beneath the seat using tri-axial and uni-axial accelerometers. The study aims at determining the quality of seat modules of the transport and non-transport vehicles from the perspective of their natural resonance frequencies and capability of any such seat in reducing harmful vibration. The highest acceleration values were observed in the z-axis for all the dumpers. SEATrms values ranged from 78 to 133% and SEATvdv values ranged from 72 to 130% for the dumpers. For other HEMMs, SEATrms values ranged from 55 to 125% and SEATvdv values ranged from 56 to 123%. Mechanical vibration contains multiple frequency components. To understand the changes taking place to the different signals at these frequencies, 1/3 octave band analysis was carried out for the signals recorded both on the seat and the floor. There was significant attenuation (38 to 57%) at 4 Hz for three Dumper seats, whereas they resonated in the range of 1.6–2.5 Hz. The transmissibility(%) in the resonating frequencies ranged from 108 to 156%. Resonance frequencies for the remaining seven dumpers ranged from 3 to 8 Hz. The spine has been reported to resonate at 4 Hz, whereas resonance at 1.6 Hz has little significance to human beings in regard to WBV of a seated person. Hence, the characteristic resonant frequency of 4 Hz of seats as observed in the present study has the potential of causing adverse impacts on spinal health. Evaluation of SEAT factors and resonance characteristics of seats are therefore recommended to be examined while selecting a mining vehicle for regular deployment in mines.

"Electric and hydraulic shovels are the dominant loading machinery in surface mining operations. Despite their critical role in production and their high capital and operating costs, no reliable and comprehensive quantitative performance metric is available. In this paper, a stochastic shovel effectiveness (SSE) measure is proposed for the purpose of quantifying the performance effectiveness of these shovels. The SSE is based on the widely used method of overall equipment effectiveness (OEE) in the manufacturing industry. The OEE measures the performance effectiveness of equipment by multiplying its mechanical availability, utilization and production quality. In manufacturing processes, quality rate is the ratio of the total number of products minus the number of defective products – equivalent to the number of acceptable products – to the total number of products. The SSE similarly uses the mechanical-availability and utilization terms, but instead of quality rate it uses a new parameter named bucket rate.The variability or randomness of the input data, that is, availability, utilization and bucket rate, are further incorporated into the SSE, and a final stochastic SSE distribution is derived in the form of a probability density function. One hydraulic and one electric shovel in a surface mining operation were selected to test the validity of the proposed method. The SSE scores for the two shovels, operating continuously for one year, were derived and compared. As with the OEE, the three-parameter SSE method yielded more representative results for overall performance measurement than a single-parameter approach. Using Monte Carlo simulation, a three-parameter Weibull and a normal distribution were derived for quantifying the overall effectiveness of hydraulic and electric shovels, respectively. As a decision aid, the proposed methodology promises to render a more informative tool than traditional metrics for mine equipment maintenance and management."

In situ leaching (ISL) is an attractive technique that enables copper recovery from copper oxide ores that are either low-grade or located at depths too great to be economically exploited through conventional methods. At present, in situ leaching (ISL) has been applied to intact copper oxide ores, in particular, those which (i) present a good natural permeability and (ii) do not require preconditioning. Many copper oxide ores present low natural permeability. These are located above the water table and need preconditioning for the ISL application. The present work shows an economic assessment of the application of ISL to this type of copper ores. The preconditioning technique considered here involves the application of partial mining by sublevel stoping by removing a small fraction of the ore. This technique results in forming an ore bed with good permeability and good solution collection at the stope base. The economic assessment of this approach suggests that it can be implemented with positive net present values to copper oxide ores located at depths in the 100–300 m range, with copper grades above 0.4%. The maximum acid consumption values are below 52.5 kg/t, with blasting procedures designed to produce an ore bed with an average particle size below 6″. The breakdown of operational costs indicates that the mining cost is still very high, accounting for up to 60% of the total operating costs. Therefore, optimizing mining procedures is still necessary for improving the economic outlook of this approach and thus expanding the application field of ISL.

A 1995 RETC paper of similar title presented a method for estimating rock tunnel water inflow based on semi-empirical correlations with borehole water pressure tests. Since that time the author has found the method to be very useful, and it has been used by others in the industry. This current paper is an update which is intended to: A. More clearly explain assumptions and limitations of the method. B. Describe some case history examples. C. Respond to questions which have been raised; and extend the method to other considerations including distribution of inflow along the tunnel, panning requirements, interpretation of tunnel probe hole water inflow, and estimation of potential effectiveness of pre-excavation grouting to reduce water inflow.

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

Blasor is a new mine planning tool which is being used in the long and medium-term optimization of multi-open-pit operations throughout BHP Billiton’s Base Metals and bulk commodities portfolio. It is not just a scheduler, nor even only a schedule optimizer—although this function lies at the heart of the tool’s functionality—but a pit development plan optimizer, used from ultimate pit design and process plant capacity sizing right through to mining phase design and optimal panel scheduling. The tool uses a mixed-integer-linear-programming optimization engine to determine when material should be excavated and where it should be sent to optimize discounted operating cash flow over the life of operation. The core software design concept of Blasor is to provide a tool which is intuitive and flexible enough so that a competent mine planner can perform a pit development plan optimization without assistance from optimization specialists. To this end, a generalized graphical user interface has been implemented which allows full configuration of the optimization problem, including the definition of all inputs and constraints, specification of the material flow topology, bin and destination class definitions and full specification of the economic model encompassing prices and costs. This paper describes the capability of Blasor and outlines the design concepts underlying its design philosophy.

In 2025, the estimated total value of nonfuel mineral production in the United States was $112 billion compared with $106 billion in 2024. The estimated value of metal production in 2025 increased by 13 percent to $38.1 billion from a revised total of $33.6 billion in 2024. The total estimated value of industrial minerals production was $73.7 billion, 2 percent more than the revised total of $72.2 billion in 2024 (Table 1). Increases in production of certain nonfuel mineral commodities, along with increases in prices of some industrial minerals contributed to the overall increase in the total value of domestic nonfuel mineral production in 2025. For the industrial minerals sector, the production value of natural aggregates, which comprised approximately 60 percent of the total production value of all industrial minerals, increased by 4 percent even though production volumes decreased by 1 percent in 2025 compared with production in 2024. The largest percentage increases in production value in 2025, in descending order, were for dimension stone, wollastonite, potash, mica and portland cement. The largest percentage decreases, in ascending order, were for high-purity quartz, industrial sand and gravel, lithium carbonate, bromine and boron. For the metal sector, production decreased for several mineral commodities and prices decreased for several metals due to oversupply. Lithium, manganese and nickel had some of the largest percentage decreases in production value.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. "Surface subsidence caused by underground room-and-pillar mining operations and by solution mining operations have been studied separately but never in combination. In 2008, FMC Minerals began using solution mining at its Westvaco Mine as a secondary extraction method in an area that had been previously mined using the room-and-pillar mining method. Mining regulations require that subsidence associated with underground mining activities be monitored and measured annually. Using Salt_Subsid, a subsidence software package from the Solution Mining Research Institute, and ArcGIS, Esri's mapping platform, researchers at Montana Tech were able to develop a relationship between measured surface mine subsidence and solution mining that can be used at the Westvaco Mine to estimate the production of trona from solution mining operations. Project backgroundFMC Minerals has increased the production of trona from its Westvaco Mine near Green River, WY, using solution mining as a secondary extraction method in an area previously mined using the room-and-pillar method. The area of interest was mined until 2001 with the use of a borer miner at a depth of approximately 488 m (1,600 ft). Currently, FMC determines the amount of trona produced using its solution mining operations by measuring the dissolved solids pumped from the mine. This approach, however, does not account for the location from which the trona was removed.The location from which the trona is removed and the size of the cavern created by the solution mining operations are important to FMC’s mine planning. FMC believed that with proper investigation of the subsidence at the Westvaco test site, a correlation might be found between surface subsidence measurements and the amount and location of trona production from the solution mining activities. The primary goal of this project, conducted by Montana Tech, was to find relationships between the measured subsidence and the solution mining activities. The project attempted to develop an equation that could be used to predict solution trona production based on measured subsidence. The project attempted to model the relationship between the measured surface subsidence and solution mining production using Salt_Subsid, an existing subsidence software package from the Solution Mining Research Institute (SMRI, Clarks Summit, PA) to estimate the location, size and shape of the solution mining cavern. This study would determine the program’s usefulness for locating and developing the cavern created by secondary solution mining activities. The subsidence and production data sets used in this study were collected over a seven-year period from 2008 through 2014."

Slurry and EPB-shield tunnelling have been successfully applied worldwide in recent years. Under extremely unfavourable geological conditions, however, face instabilities may occur. The present paper aims at a better understanding of the mechanics of face failure. For the case of slurry shield, attention will be paid to the time-dependent effects associated with the infiltration of slurry into the ground ahead of the face. Related topics, such as the stand-up time and the effect of the excavation advance rate, will be discussed. In the case of an EPB-shield, a distinction will be drawn between fluid-pressure and effective pressure in the chamber. The effective pressure can be visualized as a “grain to grain” contact pressure between the muck and the ground at the face. The water pressure in the chamber reduces the hydraulic head gradient in the ground and, consequently, the seepage forces acting in front of the face. The face is thus stabilized both by the direct support of the pressurized muck and by the reduction of the seepage forces in the ground. The paper includes normalized diagrams which allow the assessment of tunnel face stability.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.
