With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. In 1981, a gas outburst accident occurred in the Yubari Shintanko coal mine, the only expectant mine in Japan, it caused 93 deaths. As a result, Yubari Shintanko closed in 1982. This major disaster was a turning point for sustainability of Yubari City, the largest coalfield in Japan. Finally, Yubari City was bankrupted in 2007. This paper aims to explore how miner’s children experienced this disaster and felt about region, family, and themselves, and to explain the relation between region declining and children’s lives. The data of this paper are the archived 600 essays, written by the junior high school students at the time of the disaster. There are three findings. First, the children who lost their father were the most shocked. They faced profound sadness. But they expressed that they had decided to overcome their sadness with surviving family. Second, the children who didn’t lose their father were also influenced. They were anxious about the future of Yubari, their family, and themselves. Furthermore, they decided to strive for their future. Third, they understood the disaster as a turning point of Yubari declining and looked ahead their future outside of Yubari. In conclusion, this disaster created their hopelessness to Yubari region and, as a result, promoted the decline of the city through their migration to other city. Furthermore, it is important to clarify that Yubari City has to continue the struggle to the regeneration.

Thiourea is recognized as a technically competitive alternative to cyanide for gold and silver extraction for a variety of ores and concentrates. This paper describes the results of a recent mini-pilot locked cycle test comparing cyanidation with acidothioureation treatment of gold bearing sulphide concentrate. The gold extractability of both methods was similar. The comparative metallurgical operating conditions and test results are summarized. Detailed byproduct solution analyses and environmental toxicity test results are presented and suggest that thioureation might result in acutely toxic byproducts even after treatment. Comparative process economics are summarized based on preliminary commercial operating flowsheets derived for the locked cycle case study. Capital and operating cost estimates are shown. The results indicate that cyanidation is more economically favorable within the constraints of the case study. Considerations for process selection between thioureation and cyanidation, for conceptual case studies, are discussed.

Anyone who scans the modern literature will realize that concepts of leadership have changed during the past few years. And like change in so many areas of our culture, change has been rapid in the perception of leadership. Many traditional leadership traits are still highly regarded and many of the longstanding personal qualities that improve leadership abilities continue to be effective. In the past, though, leaders could rely on dominance, intimidation and fear to accomplish their goals through the actions of others. In contrast, effective leaders today build relationships, provide vision and guidance, and strive for communication, cooperation, trust and employee satisfaction. Earnest leadership involves moral issues like honesty, integrity, fairness, empathy and respect. Modern leaders guide, facilitate and coach, rather than command and direct. But how well equipped are managers in the mining industry to meet the leadership challenges that lie ahead? More importantly, is he or she becoming a better leader? This article outlines steps to becoming a more effective leader. Management consultants stress that the changes that lie ahead will demand swift organizational adjustments and managers who are equipped to lead during times of change (Boyett and Conn, 1991; Hesselbein et al., 1996; White et al., 1996 and Kotter, 1997). Becoming a better leader begins with self-assessment and a commitment to unify all who depend on one's leadership abilities. Simply defined, leadership is leading others. Contrary to common practice, leadership is not about advancing one's own career but about bringing out the best in others. The beauty of modern leadership, however, is that the path of serving others creates synergies. They benefit everyone, including the leader, those the leader manages, upper management and company shareholders.

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. Introduction Amidst the apparent chaos of the final push to complete a major construction project, a small group of specialists works with great intensity. Armed with yellow "in test" and green "turned over to operations" tags, these startup engineers follow detailed preoperational test procedures to confirm that a plant is ready to operate. They follow a test schedule designed to complete individual process system in the order they will be needed by operations. After extensive preliminary testing, the startup engineers begin the truly exciting part of their work - initial operations. The thrill of engaging the clutch for the first time on a 10,000 horsepower grinding mill makes all the long hours worthwhile. Preoperational testing and startup are of critical importance to the success of a project. No other aspect of a construction project allows such opportunities for success or failure, and no other aspect is so critically influenced by careful planning. At Bechtel, the tasks of preoperational testing and startup are among the responsibilities of the Mine and Plant Operations group. The Preoperational Testing Process Preoperational testing is the transition phase between constructon and startup on a new plant. It includes the preparation of detailed test schedules and procedures. The schedules are used to coordinate construction completion activities, so that systems are available for startup and operations in a rational sequence. The procedures form the basis for performing the testing and documenting its completion. Tests include instrument calibration, wire insulation tests, wire termination verification, mechanical alignments and inspections, and system cleaning and flushing. Where possible, the systems are then operated on water and their performance recorded. Normally, either the construction contractor or a team of specialists has the responsibility to perform preoperational testing. Witnesses to the testing may be owner operations and maintenance personnel, engineers from the design firm, or specialists assigned to the project who provide assistance and guidance to the contractor in addition to witnesing the work.

SYSTEM ENGINEERING Years ago, while attending Harvard's Advanced Management Program, Professor Robert Hayes introduced our class to the, then not-so-familiar, concept of systems engineering. First assignment-dinner at The Benihana of Tokyo Restaurant! Delighted, but a bit mystified with the assignment; we had dinner at Benihana. Back in class, Professor Hayes inquired about the assignment and persuaded us; that Rocky Aoki's business formula for Benihana was not necessarily Japanese cuisine, but rather the systematic way in which he moves more people-if you will, processes more people through his restaurants than his competition, by systematically linking all restaurant functions. For instance, the bar is a holding area in which patrons ideally wait no more, or no less, than 20 minutes. When seated, your table, which accommodates eight, is filled with eight even if you are a party of two. The Japanese chef is also the entertainment, and when, at the end, he cleans the grill, you are being subtly prompted that dinner is over. The bill accompanies ice cream, systematically delivered shortly thereafter. You are expected to pay promptly and depart, as there are eight more, mostly unacquainted, people who have waited 20 minutes in the bar, and who are assembled ready to be seated at your table. For me-this was electrifying. I understood the concept, concluded it was very powerful and felt prepared to conquer whatever, by means of its application. That was years ago and I can safely say I have yet to fully realize on the euphoria of that moment. Why? Well, I simply conclude: • The concept of systems engineering is simple and not revolutionary, but The application of systems engineering is far from simple and is revolutionary.

Computer techniques for open-pit limit analysis were introduced into Kennecott Copper Corp. (KCC) during the early 1960's. The first computerized approach used block matrix mineral and economic models, and a removal increment mining simulator. A detailed description of the approach was published in the May issue of Mining Engineering (Carlson, et al., 1966) and also in Chapter 30.3 of the SME Mining Engineering Handbook (Pana and Davey, 1973). Since then, many refinements have been made to improve the system and the resulting pit limit design. The fundamentals, however, generally remain unchanged. Computerized open-pit limit analysis is presently used by Kennecott's open-pit copper properties and by the Quebec Iron and Titanium Corp. The system and the fundamental evaluation techniques it represents are cornerstones of all open-pit mine planning activities within KCC. This case study describes a typical example of open-pit limit analysis within KCC. The case involves a copper sulfide porphyry deposit with additional minor amounts of molybdenum, gold, and silver. The ore-grade mineralization within the pit design will be mill feed for a sulfide ore concentrator, and subore grade mineralization will be classed as waste and placed on dumps. The contributions to production and profits from dump leaching are insignificant, having minimal effect on the pit economics and design, because the material responds poorly to leaching solutions.

Maintaining intake escapeways clear of contaminants from mine fires has been an issue for many years. Removing fire sources from these entries reduces the risk of contamination greatly. In recent years, concerns have been raised related to contamination of the intake escapeways by leakage when fires occur in adjacent airways. This paper discusses measured leakage rates for multiple stoppings at various pressure drops across stopping lines in a number of actual coal mines. Also addressed are methods for reducing the contamination risks for the intake escapeways, considering the ventilation system employed. The Effects of Air Leakage The effects of air leakage through ventilation controls has been well documented. While normal leakage is expected through stoppings, overcasts and other structures, abnormally high leakage results in an inefficient ventilation system and can increase operational costs for a mine. In addition, excessive leakage results in less control over mine ventilation airsplits. This may compromise the isolation of mine escapeways, and allow adjacent entries to be rapidly contaminated by products of combustion in the event of a mine fire. A study was conducted at ten mines in which air pressure and quantity measurements were taken near the active sections. The method used to construct the ventilation controls to separate airways was also noted. Stopping Construction Table 1 shows the type of stopping construction commonly used in the 10 mines included in this study. Main entry stoppings were normally built with mortared joints (wet stacked) with sealant applied to the high pressure side of the stopping. In most cases the entire face of the stoppings were sealed. In one case only the joints between blocks were sealed but the perimeters were sealed in all cases. Some mines also sealed the low pressure side of the stopping. Solid blocks were normally used for main entry construction and hollow blocks were sometimes used for longwall panel development. [ ]

During the past decade, approximately 5 billion pounds of explosives were used annually in the United States. Most of this quantity of explosives was used by the mining industry, with coalmining being the dominant application for explosives. Considering the large amount of explosives used, the accident safety record for the mining industry has improved significantly over the past several decades. Although blasting accidents usually represent a small percentage of the total number of mining accidents, they continue to occur and the severity of these accidents is disproportionately high compared to the other mining accidents. This paper is an analysis and summary of mine blasting accidents over the past several decades as they relate to surface coal mine operations. A compilation and review of surface mine blasting accidents from1978 through 2001 was made. The accident data was examined to identify the trends and primary causes, which continue to be blast area security, fly rock, premature blast, and misfires. Approximately 46percent of the causes of surface coal mine blasting accidents are attributed to blast area security, while fly rock, premature blast, and misfires represented an additional 50 percent of the causes. Accident categories were established based on the cause of the accident or the activity that was taking place when the accident happened. A discussion of the accident data is presented to increase hazard awareness and to emphasize safe blasting practices and MSHA requirements concerning mine blasting operations.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by " remote control " mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications" as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the philosophy behind this being to inspire other workers to achieve worth- while goals.

The Coal, characterized by coal quality parameters as for example, ash content (Ad), moisture (Wrt), heat content (Qr1), sulphur content (Sd) and other parameters is still in many countries the basic source of energy. Energy is life, especially in modern society, where the demand for ecologically clean energy is very high; and therefore, there is great importance in effective coal utilization Direct utilization - burning of coal for energy generation, is still one of the most effective methods. In most cases, it is one of the cheapest energy transformation methods in spite of the fact that this energy transformation is connected with the deterioration of our surroundings. Deterioration can be substantially reduced if the burning of coal at power stations, heat power stations and other coal consumers is optimized. That means the burning is done in steam boilers, the technical state of which is very good; the coal has minimimum .variations with respect to the projected values; and the burning process is controlled and checked not only from a regulation point-of-view but also from an ecological point-of-view. The instrumentation capable of measuring the characteristic coal quality parameters in real time exists and it forms the basic assumption for the work our research team has made. The proper application of this instrumentation is able to provide information for burning process optimalization. It is the main topic of this paper, which is the compilation of the information on our work -made during the last five years. Increasing quantities of nutrients and pesticides in agricultural runoff in recent years has caused the more developed western nations to become concerned about diffuse agricultural pollution. Thus, the problem of diffuse pollution is of greater importance and concern for any integrated water quality management programme. The above mentioned sources and activities causing pollution to groundwater cannot be completely avoided. The best solution is to entail a firm understanding of the principles of solute transport through porous media. The complex factors that control the movement of contaminants in porous media and the resulting behavior of contaminant plume are usually intricate to assess because of interaction of many factors such as dispersion, advection, sorption, degradation, volatilization, etc. As accurate quantification of solute under field conditions is inherently difficult, the fate of nitrate and phosphate have been analyzed in laboratory column and channel studies. From the analysis of the breakthrough curves, the dispersion co-efficient for nitrates and phosphates through sandy soil was found to be 0.262 m2/d and 0.114 m2/d for column studies, 0.321 m2/d and 0.231 m2/d for channel studies respectively. The column studies revealed that the concentration of nitrates and phosphates increased steadily in the first few days (around 5 days) and then it increased rapidly after 8 to 10 days. However, it attained equilibrium after 20 days. Similarly, the channel studies revealed a steady increase in concentration of nitrates and phosphates in the first few days (1 to 2 days) and rapid increase up to 15 days and there after it attained equilibrium. In the study, one-dimensional analytical model has been developed which include the advection, dispersion, and a characteristic term called ?total elimination rate?. The comparative study of column and channel studies, and model output (in which the term total elimination rate ?K? is considered as zero) exhibited a variation of 30 to 50 % in leaching characteristics of pollutants (nitrates and phosphates).

The coal mines monitoring should be based on the usage of simple and evident models, letting in the total unity to reflect a structure of organization of mine, system ability of its construction and specific character of its functioning. Such models are offered to create on the basis of extracted hierarchies of objects of mine. All objects of mine are broken on levels of technological hierarchy. For objects of each level of hierarchy there are made balanced models of entering and leaving material flows. Then these balanced models are coordinated among themselves by the help of the inter hierarchical relations. So the structured-qualitative characteristic of the object of monitoring, reflecting in a kind of the table structure of formation of material flows on mine, their intensity and measure of transformation is formed under transition from one level of hierarchy of mine to another. An example of real us- age of hierarchical balanced models on mine is given. The mathematical models of coal mine monitoring should reflect objective laws of their structural organization and functioning. Therefore under the constructing of mathematical models it is important such a way to reflect a structure of the mine organization, that in totality the models has been reproduction of system ability of its construction. The knowledge of the separate parties of functioning of mine, reflected in particular mathematical models, should "to be packed" in combined unity. Or else, they should be connected in system, convenient for recognition by the person. Considering the mine, the expert allocates multi-dimensionality of the objects of making its elements. He always has the knowledge of laws of development of mining work that is connected with pithy stratification of researched object. In dependence of sparial-temporary level of abstracting there are allocated the horizon, wing of a mine field, layer, panel, extracting face, longwall in coal mine. The human thinking on each of these levels operates with a set of concepts peculiar to him, characteristics, definitions.

Automation and mechanization in mining has no value of its own. It has to be measured in economic terms or in Increased safety or in the utilization of deposits which otherwise were unavailable. The mechanization and automation of workphases in the mining and rock construction process has led to the decrease of manual work. This has had a very essential importance in the countries where the labor is expensive or where there has been difficulties in the availability of labor. The work has become much more efficient. We would like to argue that the need of mechanization has been initiated mostly from the above mentioned reasons. The origin has seldom been the "process" approach or the real need or will to change the way mining is done. Through mechanization bigger unit sizes of machines and operations have become possible and better efficiency is achieved. This has led to new problems as well, but in most cases they have been solved so that better and more economic outcome than before has been the end result. The changes have thus been justified. It is perhaps feasible to state already at this stage that we see that the mechanization andautomation steps in the difficult conditions of mining have been remarkable. There is not a slightest underestimation of the achievements and importance of this development in our mind. Where we are to- day is the result of the experience, know-how and technological excellency of all the parties involved. The natural approach to automation has been through mechanization and automation of individual unit operations and machines. This has been the way as well in manufacturing industry as in mining. There may not have been any other way. The other presentations in this session tell us very clearly of the approach .which the machine manufacturers have taken. They have not done it alone but 'most of the initiatives have come from them. A good use of their present achievements gives many possibilities to increase the, efficiency in mining. We would, however, like to extend the view one step further to the future:

On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.
