On reflection of certain overall circumstances which have pervaded the gold mining industry, it appears useful to point out some specifics which the writer hopes will improve the potential for success in the application of hydraulic dredges to gold mining activity. I will, prior to entering into that discussion, comment briefly on rule of thumb for the application of the three types of equipment. The three are bucket line, bucket wheel and drag line dredges. From a standpoint of high volume movement over a short distance, between 50 and 300 feet, the drag line dredge is historically the most cost effective type of machine to be utilized if bulk excavation is the single driving consideration. It is typical for this sort of equipment to operate in the 10 to 30 cents per cubic yard range, however, cost of operation is not the sole consideration. Typically the drag line mixes and remixes the material which it excavates. In the event that gold recovery is the object of the exercise, a strong potential for loss of the valued mineral exists. Additionally, drag lines do a poor job of bottom cleaning, particularly if there is a ridged or creviced bottom which must be cleaned and in some cases partially removed to assure recovery of the highest percent of valuable ore. The bucket line dredge has, until recently, been considered an extremely cost effective device. Computers have been used in the minerals industry for about 30 years and, in a few cases, longer. With the explosion of microcomputing during the past 10 years, computers have changed how many minerals producers go about their work. What computer usage trends are active in the minerals industry today, and what can we expect in the future? In general, computer usage is accelerating. Engineers and geologists are becoming increasingly "application literate." Soft¬ware is increasingly oriented to how people work. User interfaces have improved, so most users need to know only a mini¬mum of system commands and structure to work with a computer. Most industry professionals know how to use word processing and spreadsheet pro¬grams. AutoCAD appears to be the drawing program of choice. One reason is availability of training and add-on programs for earthwork, mapping, contouring, etc. Another frequently cited reason for using CAD is the ability to quickly make changes to a map or design, as compared to hand methods. Management is moving toward greater acceptance of computer usage. Computers do not need workman's compensation ... even though they may get sick and take a few days off! Computer hardware used in most minerals-producing companies is strongly personal-computer based and likely to remain so. The 486 personal computers are inexpensive as compared to workstations and provide the power and speed to run most applications in minerals industry engineering offices.

This is the eighth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for nearly 30 new entries. Several articles and publications have appeared recently that relate to mineral royalty or mineral valuation. R. B. Parsons wrote "Mining agreements, royalties and profits" (CIM Bulletin, November 1988). He distinguished between net smelter return (NSR) and net profit interest (NPI). Parsons used examples to show the difference between these royalty payment methods. Mining Engineering (January 1990) carried an article by H. V. S. Tingley entitled "Using business due diligence to help evaluate mineral deposits." The article identifies some factors that must be examined during mergers or acquisitions in the mining industry. Since each mining operation is unique, each has risks and opportunities that need recognition and evaluation. The author suggests that a team is necessary for a proper evaluation because no one person has expertise in all of the factors that must be examined. Also in January's Mining Engineering was "Limestone mining: Reserves and valuation," by B. C. Lewis and R. P. Moran. They presented two case studies of valuation of limestone reserves. One was a 109-hm2 (270-acre) parcel in West Virginia and the other a 121-hm2 (300-acre) tract in Alabama. The authors discussed risk, discount rates, and royalty methods as financial parameters in valuation of limestone reserves. The objective is to develop a short-range mining plan which satisfies management and operating criteria and also "dovetails" with the long-range mining plan. In the past years, this objective was accomplished entirely by manual methods. Today, the computer is used to assist the engineer with this task. The results provided by these programs usually are incomplete and require further manual manipulation. The advantage of using the computer programs is that the program can be used to evaluate alternative plans on a first-cut basis minimizing the manual work. Subsequently, the most promising alternatives can be analyzed in more detail, commencing with the first-cut results. In this specific case history, one technique for using computer programs to assist with short-range mine planning will be discussed. Some of the basic operating and management criteria considered directly and indirectly are as follows: (1) operating criteria which include minimum and maximum shovel cut size, equipment performance, haulage roads, requirements for blending, and plant capacities; and (2) management criteria which consist of production requirements, cash flow requirements, return on investment, market demands, and availability of capital.

The authors present laboratory and plant results illustrating the benefits to be gained by using chemical additives, namely flocculants and surfactant dewatering aids, in the Bayer process. Advantages of synthetic flocculants over starch are illustrated in terms of more efficient solid/liquid separation in both the initial settling of blow-down slurries and in the CCD wash train. In addition, it is shown that the use of synthetic flocculants considerably reduce the levels of organic contaminants present in the process liquor. Secondly, very significant improvements in moisture removal were obtained by the application of dewatering aids to hydrate filtration/ washing operations.

Curved pulp lifters have been incorporated in SAG and AG mills in Australia. The aims have been to ensure complete discharge, at high throughput, of both slurry and coarse solids, especially at high mill rotational speeds. Curved pulp lifters can overcome incomplete discharge and back-flow of solids down the pulp lifter that can occur in straight-radial pulp lifters (and is a major cause of wear). They can be designed to prevent reverse flow of pulp via grates back into the mill. Experience with curved pulp lifters now extends to three years over three mills, in one mill as an installation from new and two as retro-fitted installations. Curved pulp lifters, relative to conventional designs, offer improved discharge and wear performance and well as high impact-resistance and wear life of the curved pulp lifter grates.

Direct smelting of copper in a single vessel has long been the extractive metallurgist's dream. Such a process offers the important advantages of (i) maximum use of the energy available from oxidizing the sulphur and iron of the concentrate; (ii) restriction of SO2 emissions to a single constant-strength source; (iii) minimum materials handling and (iv) elimination of at least one process step. Extensive developmental work was carried out in the 1960's and 1970's to implement such single-step processes. Some of the processes reached the prototype stage and it appeared that copper smelting technology was on the threshold of a new, efficient, minimum-pollution era. Since that time, however, the forward thrust has slowed and single-step smelting is still a process of the future. The paper describes in detail the potential advantages of single-step smelting; its history and current status; and the reasons why it has not been adopted industrially. It concludes that the potential benefits of single-step smelting are powerful and that many of the difficulties encountered in the 1970's will be overcome in the 1980's.

With the end of active copper mining in 1983, the extensive underground mine workings and the Berkeley Pit, one of the largest open-pit mines in the United States, began to flood. Daily in- flow to the pit is about five million gallons per day, with the water level rising at a rate of 30 feet per year. To support the remedial investigation and feasibility study, a six-layer, three-dimensional MODFLOW-based ground water flow model was constructed to simulate the 9,100-acre site. The vertical domain of the model extended over 1,060 feet of elevation difference and consisted of a finite difference grid of 89 rows by 54 columns. All work was PC- based. Model boundaries were assigned to correspond to natural hydrologic features such as geologic contacts, faults, and surface water features. The fully calibrated model was approved by the State of Montana and the U.S. Environmental Protection Agency (EPA) for use in the site remediation. The computer model was used to determine ground water flow velocities and contaminant travel times within the alluvial sediments adjacent to the Berkeley Pit. The purpose of the model was to predict future alluvial ground water flow directions should acid- and heavy metal-laden flood waters filling the Berkeley Pit rise up and enter the Alluvial Aquifer.

The development of new coal markets is -t upon the ability to utilize coal in an environmentally acceptable and economically viable fashion. Foremost in the concerns about coal utilization is the impact its combustion has on air pollution. Concerns over environmental issues, such as acid rain, are currently one of the major impediments to the development of new coal markets. The Department of Energy and the Synthetic Fuels Corporation are addressing certain aspects of the development of new technologies for the utilization of coal. However, at the present time, there is a void in the new technology development process. That void is the step from proof- of-concept to commercial demonstration. Congress has established the Clean Coal Technology Fund at a level of $750 million to fill this void. The Department of Energy, in a solicitation of interest, received over 175 proposals for commercial demonstrations of clean coal technologies. A review of these solicitations indicates that $1.2 billion worth of research could be accomplished with a federal cost sharing of $425 million or 35 percent of the total. Industry has indicated, through this response, its willingness to invest its limited funds on projects it feels have the greatest potential for the clean use of coal. What must now occur is that Congress must appropriate the monies from the fund to initiate the commercialization of these clean coal techno1ogies.

Fire development and spread along conveyor belts in ventilated ducts were investigated experimentally and theoretically. Various types of conveyor belts used in mining applications were ignited and burned in a full-scale gallery under various flow conditions. The flame spread rates depended strongly on the ventilation air speed. The time-temperature traces of gas and belt obtained at 12 feet from the entrance show that a rapid belt surface temperature change takes place prior to a change in the gas temperature, indicating that radiative heat transfer from the flame to the belt surface plays an important role. Further, anomalies in the flame spread rate in the vicinity of 1.5 m/s air speed (i.e., much greater rate than that observed at either higher or lower speeds) can be explained through the mechanism of flame tilt and the resultant view factor between the flame surface and the belt surface. In order to correlate the fire spread with material properties of the conveyor belts (such as the specific heat, the thermal conductivity, and the pyrolysis temperature) and the fire environment (such as the gas temperature and the ventilation air speed), a theoretical model has been developed. This model is based on the experimental observation that the radiative heat transfer is the dominant mode of energy transfer ahead of the flame front. Agreement between the theory and the experimental results is good.

"To Sink or Not to Sink"; this play on the Bard's words sums up the considerations and problems that face the owner on every potential shaft sinking project. The growing demand for access into the earth is pressing construction into new areas and to greater depths. The following discussion will entertain some of the effects of these new and unknown aspects upon the approach to designing and sinking of deep shafts. We will also look at the current shortages of equipment, materials and skilled manpower, and their effect upon the planning and sinking of shafts. Particular emphasis will be placed upon equipment selection, and we will discuss how economics, while always a prime consideration, is now, more than ever, both an incentive and a detriment to the industry. FUTURE CONSIDERATIONS Shaft construction is assuming ever increasing importance both in mining and civil endeavors. The rapid depletion of near surface mineral reserves is requiring the mining industry to look deeper into the earth for new sources. These greater depths increase the exposure to unfavorable geological conditions; heavier ground, high water pressures, and high temperature. South African gold mines have now reached depths of 12, 000 feet, where the rock temperature is 1380 and water bursts from the fissures. The slurry transport within the ball mill greatly influences the mill holdup, residence time, breakage rate, and hence the power draw and the particle size distribution of the mill product. However, residence-time distribution and holdup in industrial mills could not be predicted a priori. Indeed, it is impossible to determine the slurry loading in continuously operating mills by direct measurement, especially in industrial mills. In this paper, the slurry transport problem is solved using the principles of fluid mechanics. First, the motion of the ball charge and its expansion are predicted by a technique called discrete element method. Then the slurry flow through the porous ball charge is tackled with a fluid-flow technique called the marker and cell method. This may be the only numerical technique capable of tracking the slurry- free surface as it fluctuates with the motion of the ball charge. The result is a prediction of the slurry profile in both the radial and axial directions. Hence, it leads to the detailed description of slurry mass and ball charge within the mill. The model predictions are verified with pilot-scale experimental work. This novel approach based on the physics of fluid flow is devoid of any empiricism. It is shown that the holdup of industrial mills at a given feed percent solids can be predicted successfully.

Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

HISTORY The Surigao Nickel Refinery of Marinduque Mining and Industrial Corporation is located on Nonoc Island off the northwestern coast of Mindanao in the Philippines. Nonoc Island is part of the Surigao Mineral Reservation which had been identified as early as 1912. Initial interest in these deposits was due to their iron content, and their value as a nickel deposit was not seriously entertained until the late 1950's. The Philippine government undertook extensive test pitting and sampling programmes at that time and in the early sixties Marinduque became involved in helping to establish firmer ore reserves. Evaluations of the test pitting programme indicated reserves of 75,000,000 tonnes of ore averaging 1.22% Ni, 0.1% Co and 38.5% Fe. The Philippine government called for bids on the reservation in 1962 and Marinduque and Sherritt Gordon carried out some feasibility studies for the recovery of nickel from the deposit. However, it was not until 1968 that Marinduque was granted proper authority to exploit the Surigao deposits. Marinduque and Sherritt then entered into an agreement which allowed Marinduque to utilize a process developed by Sherritt for treating lateritic ores. During 1968, a 25 st/d pilot plant was erected in Fort Saskatchewan, Alberta for the purpose of modelling all process steps. A 10,000 tonne ore sample was sent from Nonoc as feed stock for the pilot plant.

Some attempts were made to recover and remove heavy metal elements, such as uranium, copper and chromium, from aqueous systems by using several phosphate compounds. The phosphorylated derivatives of polysaccharides, chitin phosphate, chitosan phosphate and cellulose phosphate, have high abilities to accumulate heavy metals, such as uranium, copper, manganese, cobalt, cadmium, zinc, nickel and chromium, compared with non-phosphorylated polysaccharides. In order to obtain basic information on the recovery and removal of uranium that may be present in industrial effluents, mine waste water and seawater, the adsorption of uranium by chitin phosphate and chitosan phosphate was investigated in details. The adsorption of uranium by chitin phosphate and chitosan phosphate was much greater than copper, cadmium, manganese, zinc, cobalt, nickel, magnesium and calcium. The adsorption of uranium was very rapid and was affected by pH of the solution, temperature. granule radius and co-existence of carbonate ion. The amounts of uranium adsorbed on the adsorbents increased linearly as the external uranium concentration increased. Uranium adsorbed on chitin phosphate easily desorbed with diluted sodium carbonate solution. On the other hand, uranyl and cobalt ions were separated from each other by using chitin phosphate. Along with these fundamental research, some attempts were made to recover uranium from seawater.

Although mineral commodities used to play and still play a very crucial role in the development of civilization over the centuries, their extraction, transportation, transformation and use are at present sources of great concern in terms of sustainability. Some of the most discussed environmental problems are in fact closely related to the utilization of minerals as materials and fossil fuels. The paper analyses the origins of sustain-ability weakness of mineral supply through Environmental Economics models, which have interpreted the phenomena of pollution and non-renewable resource depletion as a market failure. Conventional market tools have proved to be unable to perform an optimal allocation of those resources that are priceless or have open access. An external intervention is needed in order to reduce the excessive exploitation of environmental and natural resources. Some of the solutions proposed by policymakers and subsequently implemented by governments are briefly considered and the achieved results are discussed. In several cases the public intervention, where the attempt was to restore the sustainability conditions, has failed. Restrictive environmental protection regulations have resulted in severe limitations to the mining activity, without, on the other hand, achieving the expected results in terms of sustainability. Some of these regulations instigate unfair international competition practices among those producers who do care about the environment, but who have high production costs, and those who supply cheap raw material but whose low costs hide heavy environmental impacts. Nowadays, most of the world?s supply of minerals is being produced in developing countries, with severe global environmental impacts. As effective tools for monitoring the problem, sustainable development indicators could be used by policymakers to duly associate the comprehensive environmental impacts for each mining product, depending on its origin and extraction history.

In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

In 1991, environmental issues related to coal mining continued to be an integral part of managing a cost-effective operation. Environmental regulations and their implementation can create considerable cost burdens on operating mines. Environmental responsibilities require management decisions to be made on a whole systems approach that is comprehensive in costs and consequences. Most of the regulatory activity in 1991 that affected coal was related to reauthorization or revision of several pieces of legislation. Issues related to the reauthorization of the Clean Water Act, the Resource Recovery and Conservation Act (RCRA) and Abandoned Mine Land. Clear Water Act considerations will encompass discharge standards, wetlands issues and proposals to regulate ground water quality at the federal level. Discussion regarding RCRA includes efforts to expand regulatory authority into the area of coal mine waste. That is currently regulated by the Office of Surface Mining (OSM). Another RCRA consideration will be the disposal of coal combustion byproducts. Abandoned Mine Land reauthorization continues the Abandoned Mine Land tax on coal operators. This tax has been in effect since 1977. Regulatory revisions were also proposed by the Department of Interior on valid existing rights, subsidence, federal coal leasing programs and OSM's troubled Applicant Violator System. Industry officials have been critical of the revisions. A federal appeals court found that evidence supported claims by Whitney Benefits, Inc. that the passage of the Surface Mining Control and Reclamation Act (SMCRA) deprived the owner of full economic use of its property. Before SMCRA's passage, Whitney established an operating agreement with Peter Kiewit Sons Co. to mine coal.

The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write: "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accumulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common.

Controlled-blasting experiments in small development drifts were conducted at CANMET's Experimental Mine in 1992 and 1993. The objective of these experiments was to develop suitable controlled-blasting techniques for small development headings that are drilled by jackleg with 32-mm-diam holes. The experimentation was also aimed at providing insight into blast-damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rock-mass structural data. The drift faces were approximately 2.4 by 2.4 m (7.9 x 7.9 ft) in size with 36 to 43 holes drilled to a depth of 2.4 m (7.9 ft). Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO was used as the main explosive and decoupled 19-mm (0.75 in.) diam semigelatin dynamite charges were used in the perimeter holes. Smooth-blasting techniques and presplitting were tested in the underground mine. All of the blasts were monitored with a multichannel blast-vibration monitor, to which was attached sets of high frequency geophones and accelerometers. These experiments demonstrated the efficiency of controlled-blasting techniques for the reduction of blast damage and also demonstrated the need to improve the safety and efficiency of using explosives.
