The paper describes the features of the problems encountered and the countermeasures taken for two different tunneling projects. Where, slurry shields were used to excavate, in soft heterogeneaous water-bearing grounds, tunnels passing at very low cover beneath existing foundations of H.T. electric pylons, underground structures and major utilities. In order to avoid any ground failure and/or damage to the existing structures, one option was ground treatement by grouting or freezing technics. However, it was judged that, based on previous experiences, excavation with slurry shield could be carried on securely using an appropriate slurry enriched with polymers and applying a well determined pressure at ground face. A three dimensionnal limiting equilibrium analysis model was used to determine proper confinement pressures. And, the appropriate slurry compositions were stabilished based on laboratory test results. The tunnels were excavated successfully, no ground failure was experienced, and the maximum settlement recorded (on pylons) didn't exceed 3 mm.

Silver Bell is located about 56 km (35 miles) northwest of Tucson, AZ. It is a classic porphyry copper deposit containing enriched disseminated chalcocite ore in altered porphyritic rocks with chalcopyrite in adjacent skarn zones. The discovery of Silver Bell was an evolutionary process that occurred over a 75-year period. Recorded mining activity began about 1865 on Boot Hill east of El Tiro pit (see Fig. 1) where outcrops of altered limestones were found to contain 425 to 482 g (15 to 17 oz) Ag mixed with copper oxides. By 1874, the Young America Copper Co. was mining shallow occurrences of 30% Cu along the north side of the present Oxide pit. The ore was shipped by wagon to Yuma, AZ, and then by boat to San Francisco for smelting. By 1881, the district supported several mining companies, two small smelters, and was being favorably compared to Bisbee in local newspapers. Most of the ore mined in the period 1865-1903 came from pods of massive sulfide or their oxidized products which were distributed in an unpredictable fashion through a large skarn zone in Paleozoic limestone east of El Tiro pit. Ore grades varied from 5 to 10% Cu.

The transport of dust particles from a turbulent air stream on to the surface of a mine entry is mainly due to the effect of diffusion, sedimentation and inertial impaction. While the literature in aerosol science contains many references on particle deposition, most studies apply to smooth surfaces in small, short tubes. The deposition data from those experiments may not be applicable to deposition in mine airways that have large areas of rough surfaces and extend several thousand meters. This paper describes the mechanisms of mine dust transportation and deposition, specifically, by estimating the turbulent deposition velocity for coal dust in mine airways. Data from in-mine experiments on ambient dust concentration and dust deposition along a straight entry were used. A statistical model for dimensionless turbulent deposition velocity was developed, and compared with the models developed by other researchers. The model shows that the distance from the dust source is an important factor in the turbulent deposition of mine dust.

One problem with the application of neural networks to the multivariable control of mineral and extractive processes is determining whether and how to use them. The objective of this investigation was to compare neural network control to more conventional strategies and to determine if there are any advantages in using neural network control in terms of set-point tracking, rise time, settling time, disturbance rejection and other criteria. The procedure involved developing neural network controllers using both historical plant data and simulation models. Various control patterns were tried, including both inverse and direct neural network plant models. These were compared to state space controllers that are, by nature, linear. For grinding and leaching circuits, a nonlinear neural network-based model predictive control strategy was superior to a state space-based linear quadratic gaussian controller. The investigation pointed out the importance of incorporating state space into neural networks by making them recurrent, i.e., feeding certain output state variables into input nodes in the neural network. It was concluded that neural network controllers can have better disturbance rejection, set-point tracking, rise time, settling time and lower set-point overshoot, and it was also concluded that neural network controllers can be more reliable and easy to implement in complex, multivariable plants.

The objective of this study was to produce coal dusts for laboratory research that are similar to mine airborne dusts in chemical, mineral, and physical characteristics. In this investigation, dusts produced in laboratory comminution equipment were compared with continuous-miner-generated dust for similarity in physical characteristics. Mining-generated dust (MGD) and bulk coal samples were first collected from an underground mining operation. The bulk samples were then processed in the laboratory for size reduction in various comminution devices. These laboratory-generated dust (LGD) samples were subjected to size and microscopic analyses. Physical properties of the dust particles were studied on a scanning electron microscope (SEM). A numerical shape coordinate system (SCS) was also developed and applied to 300 particles from each sample. Statistical analysis was then performed on the collected data and characteristics of the MGD and LGD samples were compared.

With the increasing importance being placed upon modernizing the coal industry as a result of recent developments in the international energy balance, computer control has been and is being instituted in many coal cleaning plants. Control techniques that are well established in many base metal industries have been adapted to coal washing. Essential to any control scheme is an accurate measure of the parameter which is to be controlled. A sensor is required that will provide information both quickly and precisely. In fine coal circuits, the critical parameter that must be measured and controlled is the per- cent ash contained in the clean coal product and tailings. Measuring the ash content of these slurry lines on a continuous basis enables the operating conditions in the circuit to be adjusted so as to obtain optimum separation efficiencies at all times. An on-line ash monitor has been developed and tested at Michigan Technological University which is capable of making percent ash and percent solids determinations instantaneously. Two radioisotopes are employed in this system to generate signals that can be related to the density and the ash content of the slurry. Such data provide a means to execute a short term control strategy.

Introduction The city of Nuremberg, located in Bavaria in the Federal Republic of Germany, started building a subway in 1967. The construction operations began in a southern suburb, where no complications were encountered in the design and execution of the job. As the first subway line approached the downtown area of the city, the civil engineering challenges increased rapidly. Tunnels had to be excavated next to, or below precious historical buildings, and the work of the responsible engineers was closely watched by the public, who were very anxious about any damage to the existing beautiful old houses and churches. The job has been handled successfully to date in cooperation with the owner-designer, the geotechnical consultant and the contractors, who jointly went through a process of systematic learning and gathering of experience, and who developed a modern tunneling technique specifically tailored to the natural properties of the encountered ground conditions and the requirements of the city of Nuremberg. The application of scientific methods has been an important part of this development. During 1996, US mines produced 319 t (10.26 million or) of gold metal valued at $4 billion. At yearend, mine reserves were estimated to be 4.7 kt (151 million oz) of gold metal. Almost all of the production was from western states. Nevada accounted for about 68% of national production. Information for this article was obtained through annual reports of mining companies, US Geological Survey (USGS) databases and other public sources. Table 1 shows production and reserves by mine. It divides the mines into two categories. These are producing mines whose primary product is gold, and producing mines for which gold is a byproduct or coproduct. The mines listed in Table 1 accounted for more than 98% of US gold production during 1996. Except the Daisy Mine, the table does not include mines that produced less than 31 kg/a (1,000 oz/year). INTRODUCTION The flotation of minerals from their ores in flotation cells involves understanding many chemical and physical processes ranging from electronic events in the bulk mineral and in the mineral surface regime. molecular events at interfaces, the statics and dynamics of thinning and rupture of microscopic to molecular intefacial films, the fluid mechanics of bubble- particle events, the dynamics of air-water-solid colloid states in a flotation machine, etc. etc. D.W. Fuerstenau, whom we honour in this symposium has made unique contributions to many of these diverse physico-chemical and technological sub-processes. The present paper is concerned with a number of observations of the behaviour of minerals in flotation cells and the surface science of some mineral sulfide-water systems. We do not intend to be comprehensive in our analysis, but rather to highlight the challenges that face the scientific masochist who chooses to understand "froth flotationn. In what follows, emphasis is placed quite deliberately on technologically relevant, dynamic or realistic flotation processes i.e. the recovery in a froth of a given sulfide mineral particle of a given size and history from synthetic or actual ores in a flotation cell. The Northeast Raw Water Tunnel transports untreated water to the Detroit Water and Sewerage Department's (DWSD) Northeast Water Plant where it is treated and distributed. The occurrence of a subsidence area which was attributed to the tunnel prompted the DWSD to have the tunnel investigated. After an extensive historical and geotechnical investigation, two access shafts were constructed along the alignment in the vicinity of the subsidence. Following completion of the shafts, the subsidence area was inspected in the wet prior to dewatering the tunnel. Upon the completion of dewatering, a dry inspection was performed. During the dry inspection, an area of significant distress was encountered where sand and silt were boiling into the tunnel along with large volumes of groundwater. This distressed area was located 800m (1/2 mile) north of the original subsidence area. The tunnel was immediately refilled with water and an emergency repair program was planned and implemented. As a result of the distressed nature of the secondary tunnel liner, dewatering of the tunnel could not be performed until the secondary liner and the surrounding soils were stabilized. This paper presents a case history of both the investigation and the repairs of the Northeast Raw Water Tunnel including the various grouting and unique tunnel stabilization methodologies which were utilized.

The processing capability of a semi-autogenous (SAG) mill is greatly affected by ore geology and operating variables within the mill. The SAG mill is problematic because it cannot be conveniently studied on a smaller, laboratory-scale mill. The interior of the mill, where grinding takes place, cannot be observed using instrumentation available today. Yet the motion of the rock and ball charge determines the power draft and hence capacity of the mill. Therefore, mill optimization is pursued with a charge motion simulation software. This software uses the discrete element method to describe the individual motion of numerous ball and rock particles in the mill. It is shown that by simply increasing the chord length between the lifters and increasing the face angle of the lifters the capacity of the mill can be increased. Such a configuration of lifters allows the operator to increase mill speed, hence drawing higher power while considerably minimizing direct ball strikes against shell plates and lifters. A case study of a 36 ft. diameter x 15 ft. long mill is presented. Reducing the direct ball strikes leads to lesser steel consumption both in terms of balls and lifters.

This paper presents two aspects of gold leaching research and development. The first section of the paper covers the development of innovative gold leaching processes. The research in this area has concentrated on the development of new thiosulfate leaching systems which use Fe(III) stabilized by ligands as the oxidant in place of copper(II)+ammonia. The second section will cover the development of innovative techniques such as surface enhanced Raman scattering (SERS) to study the leaching of gold in cyanide solutions. It will be shown that the use of in-situ SERS yields information which cannot be obtained using other methodologies.

INTRODUCTION Stillwater Tunnel construction is scheduled to start in the spring of 1973. The tunnel will be the site of an extensive program in rapid excavation research. This paper presents a progress report regarding our plans and relates the tentative decisions which have been made on how to carry out the research effort. The details are subject to revision as more input is obtained from other Government agencies interested in tunnel construction and from experts in industry and educational institutions. The objective of the research program is to bring about faster, less costly tunnel construction. This objective will be pursued through the development, improvement, and evaluation of various construction systems and investigative techniques. The need for this kind of program was recognized by the National Research Council, in its authoritative report "Rapid Excavation - Significance, Needs, Opportunities." (1) The Council advocated a federally funded $200 million, 10-year program to help meet the $69 billion market it expects in underground excavation between 1970 and 1990. The significance of tunnel construction to Reclamation is made clear by statistics of its tunneling experience and outlook. Reclamation has constructed 174 water conveyance tunnels totaling over 190 miles, Six tunnels are presently under construction which have a combined length of about 27 miles. There are on the books nine authorized, but unfunded tunnel projects totaling another 70 miles in length. Many more miles of tunnels are included in programs in various stages of investigation.

INTRODUCTION The prediction of the engineering behavior of a rock mass depends upon the systematic analyses of the results of an exploration program, and upon the recognition of the significant rock properties in the early stages of excavation. The variations in rock properties in different geologic terrains and the state of the geotechnical art preclude complete success in the former case, and we therefore must rely heavily on the experience gained in the latter phase. The geotechnical information obtained from these two phases is only of value to the design engineer when applied to the rock behavior during excavation and subsequent plant operation. Pertinent questions which must be answered include: how does the joint orientation and frequency effect tunnel support and overall cavern stability; how does the depth of surficial soil or weathering effect foundations or slope stability for portal cuts; are there permeable zones within the rock mass that could lead to leakage problems around penstocks and is the material in these zones soluble or likely to pipe in the long term; and does the proposed engineering structure fit the terrain, or will it inevitably lead to problems requiring extensive remedial treatment. A trend towards the independent verification of sustainable development reporting and assessment using third party certification can be discerned in the global minerals industry. Various codes that provide for the third party assessment and certification of performance against a range of externally developed sustainability indicators are being adopted by minerals companies, and there is also considerable activity in the broader area of third party assurance. Using a sociological approach, this paper examines the reasons why third party certification schemes are appearing in the minerals industry to address sustainable development imperatives in preference to other forms of regulation, and considers the broader implications of this trend. Data are drawn from a series of qualitative, in-depth interviews conducted with some of the key players in the development and adoption of certification schemes in the minerals industry, with executive managers of a range of large mining corporations, with representatives of global non-governmental organizations that are active in mining issues, and with government officers responsible for the regulation of mining corporations in Australia. Factors responsible for the emergence of the new certification schemes include: increasing demands from stakeholders for greater credibility in reporting against sustainable development indicators; broader contextual factors including globalization and neoliberal policies; and issues relating to trust and risk. Using insights from our research, and the work of others in this field, we identify some of the critical features of a credible third party certification scheme, and note some of the challenges for the design and implementation of such schemes. We conclude by discussing some of the broader implications of third party certification as an emerging form of regulation in the minerals industry.

INTRODUCTION The Metro Rail Project is approximately a 20-mile initial portion of Southern California's planned 150-mile transit network and will provide transit service to the dense population and employment centers within the Los Angeles regional core. The Southern California Rapid Transit District (SCRTD) has defined, as the first segment, a 4.4-mile five station rail line, which extends from the yard and shop area near Union Station to the Wilshire/Alvarado Station. Design packages are completed; utilities are currently being relocated; demolition is underway; early construction contracts have been awarded; and construction has started. This paper will describe the current status of the Metro Rail design and construction, after first briefly reviewing its history, objectives, and main components. PROJECT HISTORY The California State Legislature created the SCRTD in 1964 with a legislative mandate to design, construct, and operate a rapid transit system within the Los Angeles County area. To obtain the monies required to support this program, in June, 1974, Proposition 5 was passed by a solid majority, allowing a portion of state gasoline taxes to be used for rapid transit development. This measure provided a local source of funds for SCRTD to begin its rail rapid transit development program in Los Angeles.

The Ohio valley division of consolidation coal company has incorporated two new aspects within its coal mining concern. A new communication system, thru the cooperation of the c. & p. Telephone company, has been established in each of our mines with its central control in the general office building. In conjunction with this system, a Texas instruments 960 a computer has been incorporated into the system. The purpose for our computer is to provide modernization and improvement to our safety, production and maintenance programs. Thru proper use, the computer will help eliminate inaccuracies and inefficiences that have previously caused inaccurate analysis of problems. Due to federal requirements for more reliable communications in underground mines, Ohio valley division is making a concentrated effort to improve its communication systems. Systems such as the magneto phone and trolley phone have been looked at more critically. It was found that these systems are being used well beyond their limits. With these facts in mind, division personnel started looking for a system that would have these built in advantages: ease of maintenance and installation, increased reliability, low cost, and an inherent ability as a multiple use system.

During many strong earthquakes in the past, a significant number of tailings dams failures has been recorded, leading in some cases to human life losses. However, over the last decades, seismic design of tailings dams has drawn much attention mainly due to the high environmental hazard. Although the stability of such geostructures under dynamic loading is mainly related to their liquefaction potential, there exist several technical issues that have not been adequately investigated. One of these issues is the impact of local site conditions on the dynamic earthquake stresses developed, and therefore on the inertial instability of these dams. Based on the models examined in the first part of the present study (Stability of Tailings Dams ? Part I: Static Loading), two-dimensional numerical simulations are performed in order to examine the effects of local site conditions in the dynamic response of tailings dams. Imposing dynamic loading via characteristic pulses and real earthquake records, the most commonly used types of construction methods are studied at their final stage. Emphasis is given on the special characteristics of the ground motion, while the material nonlinearity of both soil and tailings is taken into account by an equivalent-linear procedure. The results obtained indicate that local site conditions may have a significant impact on the seismic response of a tailings dam.

Today's mining industry faces many challenges. Perhaps none is more important than the challenge of improving our industry's public image. Opinion polls document public concern for a clean and safe environment. As part of that public, the mining industry must share that goal. The public is now the most powerful environmental group in society. And the public wants the environment to be protected. In May 1989, Edgar S. Woolard, chairman of DuPont, spoke to the American Chamber of Commerce. He said that industry's continued existence "requires that we excel in environmental performance and that we enjoy the non-objection - indeed even the support of the people and governments in the societies where we operate." In effect, Woolard called for "corporate environmentalism." He defined it as an "attitude and a performance commitment that places environmental stewardship fully in line with public desires and expectations." Environmentalism is no longer a fringe activity, but rather is now clearly in the mainstream. How can we meet public expectations and improve our image as an industry? One of the best ways is to plan, design and operate our mine facilities with environmental responsibility and social concern. The Mineral Hill Mine provides a good case study of a facility that has made this commitment. The project used an inter-disciplinary, multiagency task force, citizen advisory groups and engineering and design considerations. As a result, Mineral Hill achieved cost-effective permitting. At the same time, the operation demonstrated effective "corporate environmentalism."

Sustainable development is defined as ‘development that meets the needs of the present without compromising the ability of future generations to meet their own needs.’1 There has been considerable debate of late between environmentalists and mining operators concerning the current regulation and operation of mountaintop mining. To those not familiar with the practice, it essentially applies an area mining method to a mountaintop, removing all overburden above coal seams, resulting in full recovery of the resource with the excess or swell spoil material - (rock and dirt) being deposited in engineered fills in hollows to the side (known as hollow fills or valley fills - very similar to highway fills). Because most of the dialogue has been adversarial and mining’s response is perceived to be primarily reactive instead of proactive, a rift in communication and value systems between the two sides has widened. Since 1999, the global mining community has been concerned that there is a disconnect between mining practices and the values of today’s society.3 Working through the World Business Council for Sustainable Development (WBCSD), the International Institute for Environment and Development (IIED) was created to review mining practices in a project entitled Mining, Minerals and Sustainable Development (MMSD) driven by the following four goals:
