Shortly after Asarco Inc. purchased the Ray Mines Division from Kennecott in 1986, the company began an expansion program to increase copper production. The Bechtel Corp. oversaw engineering procurement and construction management for a new in-pit crusher, overland conveyor system and concentrator facility. Construction started in May 1990 on these facets of the expansion project. The concentrator was commissioned in February 1992. The Ray concentrator uses a single-line, semiautogenous grinding circuit (SAG) with a design through¬put of 27 kt/d (30,000 stpd). In the early 1960s, Kennecott conducted pilot plant grind tests of Ray mine ores to determine their amenability to SAG and autogenous grinding methods. Those tests, though, were not followed up. During 1973 and 1982, Kennecott conducted additional pilot testing on some of the softer ore types. In 1989, Asarco ran a final series of SAG pilot grinding tests at Lakefield Research, which became the basis of the new Ray concentrator grinding circuit. Even though pilot test work demonstrated that some of the Ray ores gave satisfactory results during the autogenous grinding tests, the SAG option was selected for the primary comminution device. Due to the wide range of mineralogies encountered in the Ray ore body, selective mining and blending of these ores would be required to achieve the necessary production efficiencies and throughput rates using an autogenous grinding circuit.

Acid Mine Drainage (AMD) is a quite diffuse environmental problem in dismissed sulphur mine districts. AMD is related to sulphur oxidation of abandoned tailings, generating heavy metal-bearing streams with high iron and sulphate contents and low pH. Treatments of AMD aim firstly to increase the pH to reduce its leaching power causing the further release and mobilization of heavy metals through soil solution and groundwaters. Increasing the pH also allows the precipitation of iron (III) (involved in sulphur oxidation and then in AMD generation) and the partial removal of other toxic components such as arsenic. pH adjustment and the reduction of the high concentration of iron are also necessary for the successive biological treatment in permeable reactive barriers (PRB) with sulphate reducing bacteria (SRB) (II step, biologically mediated precipitaton/biosorption) to avoid the rapid plugging of the barrier (for the large amounts of iron precipitates) and to ensure neutral pH conditions for SRB growth. In this work the first step (chemical precipitation) of a combined chemical and biological treatment of AMD is presented. Experimental data from column tests using carbonate stones to remove iron and increase pH were reported. Toxicity tests have been carried out on the treated wastewaters by Lepidium sativum.

Computer oriented simulation techniques can be effective in the design and analysis of complex mining systems. In fact, a number of computer software products are available for mine systems simulation. However, previous models have tended toward being either data-intensive and deterministic, or data-limited and highly stochastic. The need for a fully integrated package with a simplified user interface has never been more apparent. In this paper, the design of a surface mining simulation model documented in Albert (1986) is described. The basic features of the surface mining system and their counterparts in the simulation model are discussed. The methods and algorithms used to implement these subsystems are presented. Considerations of information management and software design are illustrated, especially as they apply to the application of the package by a mining engineer. An example is provided to demonstrate the concepts embodied in the model and to show how a surface mine is simulated from mine parameters.

As part of research to develop a coal handleability index that predicts the ease with which coal will flow through a handling system, comparative tests were conducted with a Johanson Indicizer and a low-stress triaxial apparatus on 12 coals at a variety of gradations and moisture contents. The lndicizer test provides a rapid method for generating data associated with coal handling characteristics. The arching index measured with the Indicizer is a function of the geometry of the apparatus as well as the properties of the coal. The handleability index determined from triaxial data is a more direct measure of coal characteristics. The handleability index shows a wider range of values than the arching index and, therefore, appears to be more sensitive to coal variations. Neither the arching index nor the ratholing index, as measured with the Indicizer, agreed well with the handleability index. This is attributed to differences in sample preparation as well as to the tests themselves.

Santa Rosa is a mid-Tertiary, volcanic-hosted, gold-silver deposit. Current proven and probable reserves are 8.9 Mt (9.8 million st) grading 1.5 g/t (0.044 oz/ st) gold, minable by open pit and amenable to heap leaching. It is the product of hydrothermal mineralization along an arcuate segment of a caldera collapse ring fault in a probable maar volcanic setting. This segment was later broken by radial faults. Gold at Santa Rosa occurs principally as electrum, finely disseminated through intermediate tuffs, and associated with pyrite. The nearby Alto de la Mina deposit displays stockwork silica-pyrite-gold in a tectonically and hydrothermally shattered andesite flow. Miocene epithermal mineralization was accompanied by central silicification and pyritization and more distal argillization. An andesite flow cap rock at Santa Rosa played a pivotal role as an upward permeability barrier. Highest gold grades and most intense alteration occur closest to the ring faults and immediately beneath the andesite flow. Supergene alteration effects on the gold distribution are minimal.

INTRODUCTION We will discuss here only the subway construction phase; that is, two to five years at a given location--not the long-term analysis. We also will compare some tunnel construction methods used for BART and in Los Angeles. Typically, urban planners and engineers try to balance a new mass transit system to include tunneled subways, cut-and-cover construction in city streets, and elevated guideways. Their decisions are based on many factors, most of which can be quantified. But there are some socio-economic-environmental factors which are almost intangible, or nonquantifiable, and these are rarely included in the final report for a rapid transit system. There are two reasons for this: First, it is difficult to evaluate disruptions and psychological inconveniences to individuals and to the community during the construction period, and even more difficult to assign costs because the valuations are always subjective. Second, the rapid transit project capital costs are given in the final report and the public knows them; but the intangible social costs are borne by the affected neighborhood community, not the entire city, and as such they are "hidden costs," which in fact may add as much as 25 percent to the total system cost.

I. INTRODUCTION The Atlanta Research Chamber is an UMTA-sponsored applied research facility studying tunnel design, excavation and support systems. It is located directly below Peachtree Street in downtown Atlanta, Georgia. It is included in the CN-120 contract to build the Peachtree Center subway station, a part of the Metropolitan Atlanta Rapid Transit Authority (MARTA) multi-billion dollar "Phase A" 53-mile transit project, which is 80 percent funded by UMTA with 20 percent provided by local authorities in Atlanta and Fulton and DeKalb counties (Figure 1). The Research Chamber is located immediately south of the main Peachtree Center Station cavern, and is in part an enlargement of the pre-existing Pilot Tunnel excavated to provide bidders on the CN-120 contract a view of the rock conditions (Figure 2). The Research Chamber lies some 3 meters above, and is approximately parallel to, the twin Running Tunnels. The Research Chamber is 18 meters long and has the same 5.5 meter diameter horseshoe shape design dimensions as the twin Running Tunnels.

INTRODUCTION In June of 1992, the Bureau of Reclamation, United States Department of the Interior, awarded the contract for construction of the Sixth Water Aqueduct to the Fedrick-Redpath Joint Venture. This aqueduct, a segment of the Diamond Fork Power System, Central Utah Project, diverts water from Strawberry Reservoir into Sixth Water Creek and, when complete, will replace the old Strawberry Tunnel which was driven in the early 1900's. The new aqueduct is being built primarily as a result of deterioration of the old tunnel, but will also have a higher capacity and more positive control than the old tunnel as well as the capability to incorporate a turbine into the system at a later date. The Fedrick-Redpath Joint Venture is comprised of C.R. Fedrick, Inc. of Novato, California and J.S. Redpath Corporation of Tempe, Arizona. Fedrick, with its experience in pipelines and heavy construction, will construct the 4200 ft surface pipeline and flow control structure; Redpath, the managing partner, performed the underground work consisting of a 600 ft vertical shaft and 3300 ft tunnel. The project is located in the Uintah National Forest, approximately 20 miles east of Provo, Utah at a mean elevation of 7000 feet above sea level.

During the past five years the use of all-hydraulic drilling equipment has increased rapidly, and we have now reached a point where the hydraulic drill has become an alternative to be seriously considered for every drilling operation. The hydraulic drills have many advantages over pneumatic drills, but they also have certain characteristics, which makes a potential user hesitate before making the switch. And when the decision to use hydraulic drills has been made, the user then faces another choice of equal difficulty: the choice between different hydraulic systems. This paper discusses some of the factors to be taken into account when considering hydraulic drilling equipment for rapid tunneling in hard to medium hard rock. THE CHOICE BETWEEN HYDRAULIC AND PNEUMATIC EQUIPMENT The choice between a hydraulic and a pneumatic drill is much more than just that: It is a choice between two different systems. The choice is usually based on the productivity, economy or ergonomy of the system. However, also other factors should be considered, such as service capabilities and training requirements. And finally the choice will be influenced by the need to acquire know-how in the new technology. The purpose of this paper is to give recommendations for utilization of water resources in a mining region, considering also water supply and environment; the case study of mining for coal and bauxite under the karstic aquifer of the Transdanubian mountain of Hungary is used to illustrate the approach, which consists in formulating a static multiobjective control model and solving it by compromise programming. The three activities of regional mineral resource exploitation, water supply and environmental protection are represented by different objectives which cannot be expressed in commensuerable units. Thus, a solution which is optimal for one objective is usually far from being optimal with respect to the other two objectives. As a result, we are not seeking an optimal solution for the conjunctive regional system, but a good compromise, trade-off or "satisfactum" (1), (2).

A computer aided design software system for long range coal surface mine planning has been developed by the authors. The system is composed of two subsystems: a coal deposite sub- system and a long range mine planning system. The geological parameters are estimated and a grid model is formed, then a 3-D block model can be developed for mining design. The long range surface mine planning system is based on oriented graph simulation and combined approaches to seek for the optimal deign alternative. This mining model consists of a number of sub-models to realize mining design functions such as: calculation of mining volume and coal quality by graph scanning; determination of operational stripping ratio by interactive design; varification of annual coal production; delimitation and development of dumping site; optimization of material flow direction and volumes by Linear Programming; surface mine production scheduling by interactive iteration; etc. The software package was developed on PC computer 486. It features classified menu guide, module structure, figure and graph representation on the screen and flexible interactive functions. This system has been applied to an open cut coal mine and predicted functions have been obtained.

INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don't necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn't mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

Thin-seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges can be further amplified depending on such factors as labor unions, federal and state regulations and market characteristics. This article explores the turnaround situation occurring at Tanoma Mining Co. (TMC), a medium-sized, underground coal mining company in central Pennsylvania. The company has used a systematic approach of improving management controls and direction, labor relations and communications to improve its cash flow from negative to positive within a projected five-year span. An intensive upgrade-rebuild-replacement program for mining equipment and systems has also been established to support other management activities. Discussion Thin-seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors, without the advantages of moving volume per foot of extracted material. To stay at economic parity with others requires additional creativity within the management team to extract higher productivity gains from the existing workforce and mining systems. The Tanoma operation is a deep mine in Indiana County, PA, about one hour northeast of Pittsburgh. Coal is extracted from the Lower Kittanning "B" seam. A study on fauna distribution and abundance is being conducted in the Giona Mountain, in central Greece, area of bauxite mining. The specific aims of the study are: a) to estimate and map the distribution of mammals, and especially of the Balkan chamois, b) to estimate and map the distribution and abundance of breeding birds, c) to count the bird species using the area during spring and autumn migration and winter, d) to update the list of mammal and bird species of the mountain, with emphasis on rare and endangered ones, according to 79/409, 92/43 EU Directives and other relevant conventions, e) to compare the bauxite mining areas and species distribution and assess the possible overlap and compatibility of mining activities - species conservation, f) to assess the possible habitat loss due to planned mining activities. All estimations of mammal species distribution and abundance are being carried out by fieldwork using spotlight during the night along selected routes. Especially for chamois, line transects and vantage points with the aid of telescopes and binoculars are being used. Birds are being counted with the point count method in randomly selected plots distributed in all available habitat types and altitudes. The species distribution and mining areas will appear on thematic maps with the aid of a geographical information system (GIS). Finally, solutions for environmentally compatible mining activity in the area will be proposed.

The application of Kirchoff's laws to two adjoining mine ventilation network meshes containing fans results in the construction of two general quadratic equations. These equations may be solved to give the resultant airflows and hence fan duties within the system for given network parameters and fan characteristics. This technique has a wide application for calculating the duties of fans in various combinations within a mine ventilation system. Recent difficulties in economically maintaining environ- mentally safe conditions in underground working areas distant from main ventilation fans has led to increasing interest in the use of controlled partial recirculation of ventilation. This paper develops a recirculation model which can be solved directly using mathematical techniques obviating the need for iterative techniques such as the Hardy-Cross method. The advantage of a direct mathematical analysis is that mathematical algorithms may be constructed to completely describe the ventilation system under a wide range of operating conditions. This technique is applied to controlled partial recirculation ventilation systems to demonstrate its advantages for mine ventilation planning.

This paper relates to hydrometallurgical studies on the recovery of soluble aluminum values from aluminum-bearing ores, i.e., Georgia clays. At least 50% of the soluble alumina values were recovered by leaching the calcined clays from aqueous solutions, comprising simultaneously contacting a stream containing an effective amount of a reducing agent such as sulfur dioxide and a stream containing an effective amount of an oxidizing agent such as chlorine gas for a time sufficient to dissolve alumina. The recovery of alumina from this aqueous slurry of the calcined clay by leaching with sulfur dioxide and chlorine gas showed much better results than that by leaching with concentrated sulfuric acid and/or concentrated hydrochloric acid at 100O C. The leaching reactions between the aqueous slurry of the calcined clay, chlorine gas, and sulfur dioxide were strong exothermic reactions for several hours, requiring no external heating.

At the Schwartzwalder Mine (Cotter Corporation, Golden, Colorado) ion exchange resins have been used in mine water treatment experiments. The experiments, initiated in October 1979 and currently in progress, demonstrate that mine water uranium values can be reduced to levels as low as 10 ppb. Duolite® A-101D, a strongly basic anion exchange resin, was tested in laboratory-scale columns (1 inch diameter) initially and then in pilot-scale columns (4 inch diameter), using both co-current and counter-current operational modes. Observations and conclusions resulting from these studies can be summarized as follows: (1) Duolite® A-101D appears to have successfully extracted uranium at influent levels of approximately 2.0 ppm over multiple loading and elution cycles, consistently producing effluent concentrations as low as 10 ppb uranium. (2) Based upon present test data, counter-current regeneration appears to be the key to successful operation. Upflow loading and downflow elution are the preferred modes for service and regeneration, respectively. (3) Filtration is a necessary pretreatment to remove fine clay and inorganic precipitates that will foul the resin, causing excessive pressure drop and poor loading and elution kinetics. (4) This waste treatment application is unique in that it offers the opportunity to recover some or all of the capital investment in the treatment facility

The Environmental Protection Agency (EPA) is investigating approaches to control non-coal mining wastes. In May 1988, the EPA's Office of Solid Waste (OSW) released a document that outlined an approach to manage non-coal mining wastes and materials. This document was called Strawman I. It was a staff-level approach designed to aid the continued participation of interested parties and to enhance EPA's understanding of mining waste issues. EPA has been working with states, public interest groups and the mining industry to gather information and to solicit input on waste management approaches. The involvement of the states in the Strawman process has been coordinated by the Mine Waste Task Force of the Western Governors' Association and the Interstate Mining Compact Commission. Involvement of public interest groups has been coordinated through Colorado Trout Unlimited. And the participation of the mining industry has been managed principally by the American Mining Congress. In May 1990, EPA released Strawman II. It was based on comments submitted to the EPA on Strawman I and on information given to the EPA by interested parties since 1988. Strawman II is again a staff-level approach to protect human health and the environment from wastes and other materials associated with non-coal mining. In September 1990, meetings were held with public interest groups and the mining industry to discuss their comments on Strawman II. By early 1991, the EPA expects to make a decision on how to proceed with program development.

The name is derived from an Egyptian myth, "A beautiful lone bird which lived in the Arabian desert for 500 or 600 years and then consumed itself in fire, rising renewed from the ashes to start another long life." HISTORY This account of the first history is gleaned from old reports and documents which are listed in the Bibliography and from discussions with old-timers of the district. Prospectors were active in the vicinity of Greenwood in 189 1, and in that year staked the Mother Lode, Crown Silver, and Sunset. Henry White staked the Knob Hill claim in Phoenix on Jul. 15, 1891, and by the end of the year, other prospectors had staked most of the claims covering the valuable ore bodies in the camp. Much surface work done in the early years indicated that the values in copper, gold, and silver were low. Large capital investments were required to develop the ore bodies and build smelters. The discovery that the ore was practically self-fluxing greatly enhanced the value of the deposits. A map of the area showing the geology is given in Fig. 1. The bedded Brooklyn conglomerate is shown in Fig. 2.

This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.
