Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

Traditionally, when one considers the optimization of a flotation circuit, the scope of work focuses on a review of unit process equipment. This usually includes topics such as grinding ball typed, grind size, classifier efficiency, mill liner design, chemical reagent addition rates, alternative chemical reagents, on-line process analysis, and automated control strategy. However, since very few companies can afford the capital expenditure needed to completely automate the processes, the flotation operator remains as a critical link in optimization of the circuit. Therefore, upgrading of operator skills and knowledge through training must be considered as equally as important as unit process review. This paper will review some concepts and approaches to innovative operator training. INTRODUCTION Consider for a moment the fantastic changes that have occurred in process automation at many flotation plants during the last several years. Flowmeters, density gages, and on-stream analyzers now routinely measure process conditions and effect control strategy. These functions had until recently been entrusted to human flotation operators. Now with a little stretching of the imagination it is possible to envision a plant where very little human intervention would be required. However, when one begins to calculate the capital cost required to fully install automatic equipment, it quickly becomes apparent that many parts of flotation plants will continue to require skilled, knowledgeable operators to ensure successful operation. Additionally as these automatic systems are put into place, the operator's duties become increasingly complex. Therefore no flotation plant can be considered optimized without upgrading each operator's skill and knowledge to match the technology utilized. BACKGROUND At Henderson, one of the hardest steps towards the optimization of operators was to realize that present level of operator skill and knowledge was not sufficient. Since Henderson had a track record of producing the highest quality molybdenum concentrate in the world, it was difficult to accept the idea that change was needed, or even possible. This realization came about as Henderson began a program to modernize the cleaner plant circuit. Henderson utilizes a complex cleaner flotation circuit involving multiple stages of flotation, with a counter- current routing of flotation tailings. Since start-up in 1976 Henderson had relied upon next-day laboratory analysis techniques, that provided an after the fact measurement of process. Hour to hour process control was implemented by the operator, the basis for the operators' control decisions was primarily the individual operator's experience and "feel'. Bench marking of current flotation technology indicated that on-stream analysis was a proven state-of-the-art method for improving process control. An Outokumpu Courier 30 analyzer was purchased and installed to provide real-time analysis of critical cleaner plant flows. The analyzer quickly began to provide valuable assay information, allowing the metallurgists to develop specific target values for important flotation variables. However due to the complexity of the circuit, the analyzer information showed that a problem was usually caused when several targeted parameters went out of range simultaneously. This made it difficult for the operator to determine just where to implement the proper corrective action. It became apparent that to take full advantage of the new analyzer information each operator would have to become proficient at understanding the material balance of the entire circuit. TRAINING PLAN CONCEPTS With the goal of giving each operator a working knowledge of a circuit material balance the following concepts were applied to develop a training plan: - Most operators were high school graduates, but had fairly weak mathematical skills, and had very little experience at metallurgical calculations. - The training would have to address a wide range of topics from basic fundamentals to complex material balance. The basic sequence decided upon, was to present a fundamental topic to the entire group, break into small groups to work a “hands on'”case study example of that topic, and design the case study results so that they could be combined to highlight a major portion of the material balance concept.

INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960's, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

INTRODUCTION For many years mining at the Stobie mine of the Inco Metals Co. consisted mainly of fill-type mining for higher grade ores and block caving or blasthole open stope mining for lower grade ores. Open stope mining, although quite favorable in the initial stoping phase, has always presented problems in the pillar recovery phase, especially at depth. In 1966, sublevel caving was introduced. This method is ideally suited for low-grade ore and can be applied very successfully to intermediate or higher grade ores providing proper controls are enforced. Sublevel caving has three distinct advantages: it is highly adaptable to mechanization; it recovers the ore in one operation; and it provides adequate ground sup¬port and safety regardless of mining depth. This method does, however, make extra demands, particularly for new types of supporting services. The constant presence of rock makes quality control of the grade of the ore being extracted essential. Increased de¬velopment, different types of ventilation, roadways, and maintenance are only a few of the many changes re¬quired. The care and maintenance of the fleets of diesel equipment and the modification of equipment is a con¬stant challenge. CHOICE OF SUBLEVEL CAVING The question arises, why mine by sublevel caving? Fig. 1 shows a typical problem encountered by the open stope or blasthole mining method. Near the surface there is little or no ground support problem. As mining progresses to an intermediate depth, however, ground failure starts to occur in the supporting pillars. If open mining is carried beyond this point, the critical depth is soon reached, accompanied by hanging wall caving, ex¬tensive pillar failure, and the danger of losing control of the mining cycle. The rock caved from the hanging wall mixes with and dilutes the ore being extracted from the blasthole stopes. Ore losses occur when pillar failure pre¬vents drilling and development of part of the ore. The interruption to the mining cycle causes serious curtail¬ment in production until ground failure is controlled and the mining method changed to adapt to the new conditions. Having recognized the limitations of open stope min¬ing, alternatives were sought. The first alternative (Fig. 2) was to fill the open stopes with sand fill be¬fore extensive pillar deterioration occurred, recover the pillar ore by fill mining, and then convert to total fill mining below. If the ore grade is high enough it can support the costly fill method. Recovery will be at a much slower rate and will therefore extend over a longer period of time. On the other hand, sublevel caving gives complete primary mining recovery in a short time and is very adaptable to mechanization, which is now a necessity to combat spiralling labor costs and give greater produc¬tivity per man. Sublevel caving is ideally suited as a mining method for low-grade ore bodies which eventually reach a criti¬cal depth for open stope mining. DEVELOPMENT The development phase comes first and of course its main purpose is to gain access to the ore and provide a route for ore removal from the mine. Initially a 20% inclined service ramp is driven in the footwall rock (Figs. 3, 4, and 5). It is preferable to start at the top of a mining block and drive the ramp down¬ grade so gravity can assist in mucking the blasted de¬velopment round, and also access can be gained more quickly to the initial production area. The ramp nor¬mally turns at 3.1 rad (180°) about every 152.4 m (500 ft) to keep it reasonably close to the rock disposal

Fine coal flotation using gaseous carbon dioxide has demonstrated the potential for producing superclean coal. The success of this new flotation .procedure is attributed to the coal's high adsorption potential for CO2. To understand the nature of gas-phase CO2 adsorption at the coal surface, in-situ FTIR spectroscopy in a controlled-environment chamber with an ultravacuum sys-tem has been used and the results are discussed in view of other experimental results from differential scanning calorimetry. It has been found that specifically adsorbed CO2 molecules at the coal surface are polarized and have a characteristic doublet at 2336 and 2361 cm-1. Two adsorption states have been proposed to account for the doublet observed from in-situ FTIR spectroscopy measurements. It is believed that the band at 2336 cm-1 originates from the activated site adsorption of CO2 and that the band at 2361 cm-1 arises due to the molecular aggregation of CO2 within the coal pores.

A method of hand-calculating the air-cooling requirements of a conceptualized underground mining operation is presented for the reader's orientation. Separate air heat load calculations were conducted for adiabatic compression, electromechanical equipment, wallrock, broken rock, groundwater, and blasting operations. The air heat sources were calculated for four mining levels under conditions representative of a typical planned mining operation at depth. The total heat gain on each level will approximate the level air-cooling requirements. The results of these hand calculations can be further modified by the use of mine ventilation computer software that refine the heat-source calculations, predict underground ambient air temperatures, and establish the air-cooling requirements of a mine. INTRODUCTION The principal mining method employed is a modified vertical crater retreat (VCR) blasthole operation. Typical scopes range from 20 to 40 feet wide, 75 to 100 feet long, and 100 feet in height. Six and one-half inch blastholes are drilled with an "in the hole" hammer drill. Eight-foot high horizontal rounds are blasted down. Mucking of ore from the undercut to orepass is done with LHD equipment operated from a remote control station. Backfill includes hydraulically placed tailings with cement, and waste rock when available. Stope access is from ramp sub-levels on 50-foot vertical intervals. Crosscuts are ramped down to the first stope cut 25 feet below the sub-level elevation. Then the crosscuts are raised by taking down the back when each stope cut is completed, until an elevation 25 feet above the sub-level is reached. The crosscuts are filled with tailings, and/or waste rock. See Figure 1. Typically, a two-pronged approach to defining the air-cooling requirements is conducted. First, the principal sources that make up the air heat load are individually hand-calculated. Second, projections of mine heat load are calculated by utilizing computer modeling techniques. This paper discusses the first method (hand calculations) of determining the individual components of heat flow into the mine. CALCULATED AIR HEAT LOADS Adiabatic Compression The plans for the mine include delivery of 300,000 cfm of air to ventilate the lower level operation. This is equivalent to approximately 200 cfm/ton of rock produced (300,000 cfm/1500 tpd of ore and waste). As air flows down a shaft, with no heat interchange between the shaft and air and no evaporation of moisture taking place, the air is heated in the same way as if it were compressed in a compressor. Dry air increases in temperature about 5.4°F per 1000 feet. One BTU is added to each pound of air for every 778 feet of decrease in elevation, or is subtracted for the same elevation increase. For dry air, the dry-bulb temperature change is 1/(0.24 x 778) = 0.00535°F/ft., or 1°F/187 ft. elevation. Auto-compression may be masked by the presence of other heating or cooling sources, such as shaft wallrock, groundwater, air and water lines, electrical facilities, etc. The major factors influencing the temperature of the air delivered underground by a shaft are (1) the night time cool air temperature's effect on the rock or lining of the shaft, (2) temperature gradient of ground rock related to depth, and (3) evaporation of moisture within the shaft which increases the latent temperature and decreases the sensible temperature. [Calculation For Adiabatic Heat of Compression] a. Assumptions: 1. Three hundred thousand cfm of fresh air at 3000 level has increased in temperature during the summertime to the point where it has little available cooling power. Air-cooling will be required on 3000 Level and below. 2. Elevation of 3000 Level is approximately +1000 ft. above sea level.

Discussion by F.W. DeVries Comments on natural cyanide attenuation. The paper by Botz and Mudder in the November 2000 issue of Minerals and Metallurgical Processing had one disappointing aspect. Table 1 (p. 229) failed to include a significant species - neutral copper cyanide (CuCN). This compound has been most trouble-some in many plant-scale cyanide cleanup processes, includ- ing acidification-volatilization- reneutralization (AVR), hy- drogen peroxide cleanup and air/SO2 cleanup. It has also plagued many pilot efforts to use ion-exchange (IX) resin technology. This author elucidated the concept that, under some conditions, copper cyanide failed to precipitate out of treated effluents and appeared to exist as a filterable colloid that reported as copper and cyanide, with the latter measured as WAD (weak-acid-dissociable) cyanide in that analytical method. The concentrations measured were very near the levels of 0.2 ppm, often the regulatory limit for WAD cyanide. The copper concentration, using the 1 : 1 ratio for this com- pound, would then be more than 0.4 ppm, which could also be unacceptable. We discovered that it was unsafe to assume that the Cu(CN),- would surrender both cyanide ions simultaneously and allow cupric copper to be removed subsequently as, say, cupric ferrocyanide (Hatchett's Brown). This compound could be ignored as safely as the "iron blues," as essentially an inert solid, stable in geologic time if not exposed to sunlight. Under poorly controlled oxidation of the cyanocuprite ions (copper with four, three or two cyanides complexed to the copper), CuCN could well be formed and could not be assumed to precipitate out as a solid. The authors of the paper, by failing to include the CuCN species in their model, may have left users of the model prone to ignore the possible occurrence of the colloidal(?) form in the discharge, thus finding an effluent that failed to meet regulatory limits. (See addendum below.) This somewhat ephemeral material may well have been responsible for some large-scale failures of cyanide destruction technology to succeed at sites in North America and elsewhere. Two specific references alluding to this occurrence may be found: Griffiths et al., 1987, "The detoxification of gold-mill tailings with hydrogen peroxide," Journal of the South African Institute of Mining and Metallurgy, September, p. 282. DeVries, 1989, "Improved understanding in detoxification of cyanide leach liquors using peroxide" Rand01 Gold Conference, Sacramento CA, p. 15 1. It is advisable for workers in this area of cyanide removal or recycle to avoid assuming that CuCN will, with certainty, precipitate out of solution, or that the dicyanocuprite ion will part simultaneously with both cyanide ions and allow cupric copper to be dealt with by other reactions. One further piece of work may be incomplete. That is, a definitive study of the long-term behavior of CuCN that does precipitate when exposed to other compounds present in neutralized tailings. Addendum. The extremely complex reaction of cupric ion on cyanide- which, of course, results in oxidation of cyanide to cyanate, probably through the intermediate stage of forming cyanogen [(CN)2] from oxidation of HCN with its hydrolysis to cyanate and cyanide ion - involves two cyanide moieties and the reduction of the cupric ion back again to the cuprous state. This, then, can form the CuCN potential "solid" that was already the undesirable species. In cyanide cleanup, with either air/SO2 or hydrogen peroxide, copper is generally employed as the catalyst, so it is unclear what happens when the CU(CN)2-1 is ultimately exhausted. Introduction With the continued downward pressure on coal selling prices, mine management must make its operations as efficient as possible. The problem is the same one throughout the mineral industries, streamlining operations to maintain competitive min¬ing costs (Born, 1991). There has been a great deal of research into better using production manpower. But the story is different for operations support personnel. Traditionally, planning man¬power requirements are done annually, with modifications to the operating plan occurring generally quarterly. On the other hand, the demands on manpower are often dynamic, being responsive to changing productivity levels, mine conditions (including water influx, bad roof, poor floor) and unanticipated project requirements (responses to machine breakdowns or a new section setup requirement because of a drop in coal quality in another area). Such changes may impact the manpower structure significantly. At times they may cause serious labor relations problems concurrently. Realignments and the generation of instability in the workforce because of active job switching (bidding) are a result. Most responses by coal operators are reactive rather than proactive, a situation that could be mollified by more accu¬rate and detailed planning of predictable manpower require¬ments. A manpower planning tool is needed that takes into consideration such things as changing productivity levels and conditions as manhour requirements for different work areas are planned, rather than blindly allocated through traditional staffing modes. Mine Management Support System The Mine Management Support System (MMSS) is an integrated decision support system that was developed using Sun Microsystems hardware according to the contract be¬tween the US Bureau of Mines and West Virginia University. The software used in the development of MMSS included X¬ windows (Scheitler and Gettys, 1986) for the user interfaces, LASER (Raman, 1985; Hayhurst, 1990) for the expert sys¬tem and graphics components, and the C language for general programming requirements. Sun DOS was used to allow the use of IBM-compatible applications software on the Sun networks. Sun OS is the operating system. It can be viewed as an enhanced version of UNIX. One of the components of MMSS that was developed to address the many specific objectives outlined in Grayson et al. (1990) is the work scheduling system. MMSS accom¬plishes work scheduling by using a mathematical (goal) programming approach to minimize the amount of switching of workers from their regular jobs to perform other jobs (Grayson and Nutter, 1991). Manpower support program The main objective of MANSUPP is to plan a detailed manpower structure for a mine by incorporating a production schedule, condition-modified work standards and manage¬ment preferences to predict required manhours for various support activities, for example, belt moves. This is accom¬plished by gathering and processing planning information the same way a mine planner would. The program is menu¬driven with the selection of a particular menu item locating the user in the appropriate area within the spreadsheet to review/add information. All of the interactions between productivity, section conditions and management prefer¬ences and their effect on the amount of support work required must be considered. Information regarding the productivity of a particular section, the geometry of the section, work standards for individual activities and section conditions must all be gath¬ered for input into the program. In the initial stages of development, it was decided that the program be developed in an environment that mine planners were familiar with in order to accommodate the use of the program. Lotus 1-2-3 or a compatible (Quattro Pro) met this environmental need. Other reasons included ease of calculation due to built-in functions, powerful command language and macro capabili¬ties. Each of the major components of the program defined are summarized. Production schedule This area allows the user to input a production schedule for the entire mine over 12 periods. Space has been provided for five sections, advance or retreat, and two longwall sections. There are several calculations occurring in this area that do not apply to the determination of manpower, but serve as an aid in production planning. Section description The section description area of the spreadsheet is shown in Table 1. The first three items are calculated in the production schedule area of the worksheet and then transferred to this location. The remaining information is input by the user to be used in later calculations.

Introduction For the past several years the Bureau of Mines has undertaken research to develop alternative mine material haulage systems that will improve mine productivity, reduce haulage costs, increase mineral availability, and conserve energy. One basic concept being pursued is a means for crushing primary blasted rock to a size that can be reliably and economically moved on conveyors. During 1980, mine requirements for this equipment and the capability of existing technology to satisfy these requirements were assessed. The study continued into 1981 on the basis that satisfactory equipment for this purpose needed to be developed. The objective of the 1981 program was to perform an engineering design of such a system. A mine survey and equipment development study was conducted in cooperation with the open-pit mining industry by GATX through its subsidiaries, Fuller Co. (a crusher manufacturer) and GARD Inc. (GATX's research and development center), under contract to the USBM. Results of a mine survey in the copper, iron, and molybdenum industries indicated that a universal crusher system could be developed even though details might vary from mine to mine. The crushing characteristics, including tonnages desired, were similar in all surveyed mines. Most mines had similar views about the desirability and frequency of crusher movement. The perceived need for in-nit crushing varied between copper and iron mining. The copper mines felt a greater sense of urgency for introduction of such a system, probably because typically greater vertical haulage is found in copper mines than in the iron mines. All mine personnel surveyed were interested in portable crushers and almost universally preferred gyratory-type primary crushers. They preferred large crushers, citing inherent reliability and durability, and the machine's relative freedom from clogging. Large size minimizes the number of crushers and conveyors needed. Analysis of desired crusher system characteristics (Table 1) fixed the crusher size at 1.5 x 2.3 m (60 x 89 in.). The 1.5-m (60-in.) feed-opening dimension could accept the largest material normally fed to the crusher, and the 2.3-m (894n.) head diameter could fulfill the 3.63 kt/h (4,000 stph) capacity requirement. Selected System Description The comments and analyses discussed in the contract report led to the design and refinement of a movable crusher system. This system represents the consensus of more than 100 mine workers and almost 50 construction and engineering company personnel. It is supported by more than 50 years of experience in crusher manufacturing. Although many alternatives are available for any given system, and selections are likely to be dictated by varying site conditions, the selected system is believed to be appropriate for most projected requirements. Final design would be dictated by mine operators during evaluation for approved projects. Detail design of the feed and discharge systems were not included in the study because they are mine specific. The basic system (Fig. 1) consists of a 1.5 x 2.3-m (60 x 89-in.) gyratory crusher on a structural steel frame. The frame is used as an operating platform for the crusher and as a carriage to move the crusher. The control tower includes a crusher lubrication room, a hydraulic equipment room, a switch gear room, a room for the motor control center, and a control room for operating the crusher and maintaining the equipment. The auxiliary system consists of a hydraulic rock hammer and pedestal crane with 74-t (80-st) and 14-t (15-st) hooks. Figure 1 also shows stairs, railings, and a work platform. INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

INTRODUCTION A safe heat stress control strategy for an underground mine has three elements: Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. Acceptance of a functional relationship between the environ- mental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The environmental measure that reflects physiological strain is the link between the three elements and, since the turn of the century, the discussion of the merits of various indices has been prolific. One problem in selecting a suitable measure or index is the ease with which it can be physically obtained relative to accurately reflecting the physiological strain. For example, wet bulb temperature is simple to measure and, for a particular mining sys- tem, it may adequately represent physiological strain, however, it would not necessarily provide the same relatively safe measure in a different mining system. The acceptance of a measure which can be universally applied has been confounded by both development and predisposition. That is not to say that there is only one "correct" measure and all others are unsuitable. It is self evident that if the application of a particular index has resulted in adequate control, then that mea- sure is correct for that situation. However, an understanding of the limitations is necessary to ensure that adequate control is maintained as mining conditions change. Almost 100 years after the question of heat stress in mines started to be dealt with in a collective manner, an analysis of the available information is leading towards a general strategy to control this problem. In the paper, the developments in heat stress assessment are briefly examined and followed since the earliest published observations on the effect of heat in mines (Haldane, 1905), efforts to determine a relationship between an environmental measure and human performance are reviewed and summarised and the benefits of control strategies such as acclimatisation and shortened shifts are discussed as they relate to Mount Isa Mines. The results of testing the prototype air cooling power instrument are discussed and a heat stress control strategy outlined. HEAT STRESS AND AIR COOLING POWER The operation of the human engine is analogous to other engines where the conversion of chemical energy from the oxidation of fuel to useful mechanical energy is not 100% efficient. In a diesel engine it is about 33% and in a human engine less than 20% resulting in at least five times as much heat produced by the meta- bolic process as useful work done. Metabolic energy production is related to the rate at which oxygen is consumed and is about 340 W for each litre of oxygen per minute. Using measured oxygen consumption and an average body surface area of 2.0 m2, the approximate metabolic energy production associated with different mining tasks is (Morrison et al. 1968):- • Rest, 50 W/m2 • Light work, 75 to 125 W/m2 (machine, LHD or drill jumbo operators) • Medium work, 125 to 175 W/m2 (airleg drilling, light construction work) • Hard work, 175 to 275 W/m2 (barring down, building bulkheads and timbering) • Very hard work, over 275 W/m2 (shovelling rock) Heat balance is achieved when the rate of producing heat (the metabolic heat production rate) is equal to the rate at which the body can reject heat mainly through radiation, convection and evaporation. Heat exchange between the lungs and the air in- haled and exhaled is normally less than 5% of the total and there- fore usually ignored. Any heat not rejected to the surroundings will cause an increase in body core temperature. Since heat stress is related to the balance between the body and the surrounding thermal environment, the main parameters required to be known when determining acceptable conditions are those associated with the heat production and transfer mechanisms. These can be summarised as follows: Metabolic heat production rates (M - W) Skin surface area (A3) (and effects of clothing) Dry bulb temperature (t[ ]) Radiant temperature (t[ ]) Air velocity (V) Air pressure (P) Air vapour pressure (e [ ]) The rate of heat transfer to or from the environment depends on the equilibrium skin temperature t, and the sweat rate S,. These in turn depend on the response of the body to the imposed heat stress and the effect of thermoregulation (Stewart, 1981). Thermoregulation The body contains temperature sensitive structures which send impulses to the brain at a rate depending on the temperature. The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. The 150 MWe circulating fluidized bed (CFB) power plant described in this paper is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The inherent ability of CFB boilers to burn low grade fuels makes it possible to also burn low ranking coals or coal wastes, including anthracite culm, coal mine rejects, and coal wash plant waste slurry. The impact of fuel characteristics on plant design is addressed. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements.

As the U.S. coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity. Room-and-pillar mining accounts for approximately 80% of the nation's underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.

Four Ca-bentonitic clays from Alabama were evaluated for use in Diammonium Phosphate (DAP) or Urea Ammonium Nitrate (UAN) fertilizer suspensions. The viscosity and gel strength of suspensions prepared with different proportions of a Western bentonite clay and sodium exchanged Alabama clays, were measured as a function of clay content and dispersant concentration. The results obtained suggested that three of the Alabama Ca-bentonites would replace about 40% of the more expensive Western bentonite in UAN and DAP fertilizer suspensions. The performance of the Na-modified clays, prepared according to the TVA soda ash method, was as good or even better than those observed for the Mg-, Na/Mg-or K-modified clays. The TVA clay modification procedure appears to be reliable and cost effective.

When Homestake Mining Company's Mclaughlin Gold Project was being evaluated for development, it was apparent that recovery of gold from mined ore would be difficult and relatively expensive. The ore was refractory, averaging less than 50% recovery in conventional direct cyanidation milling tests. Extensive testing narrowed the processing choices to either autoclave or roaster oxidation before cyanidation. Roasting was ruled out due to higher capital and operating costs --the Mclaughlin mill would be the first large-scale application of autoclave oxidation of a refractory gold ore.

The Golden Jubilee Mine in South Africa is the first mine in the Western World to introduce resin-in­pulp technology for the recovery of gold from a cyanide-leached slurry. Located in the Eastern Transvaal region of the country, the plant processes approximately 375 metric tons• of ore per day, of which over 90 per cent is mined in an open pit adjacent to the metaflurgical plant, while the remaining 5 to 10 per cent is trucl<ed in from two small high-grade deposits, located about 10 kilometers from the plant. The gold grade in the open pit is about 1 git, while the values m the two high-grade deposits range between 5 and 15 git. At the current treatment rate, the proven reserves m the three locations will last about another 10 years. Early testwork indicated that the ore was not well suited to conventional filtration processing or to heap leaching because of its high cfay content, and that carbon-m-pulp (CIP) would probably prove to be the most viable metallurgical route. Tcstwork to establish the feasibility of CIP for this application was carried out at Mintek in 1985. This worl<, which was based on batch-leaching and carbon-loading tests, indicated that CIP was technically feasible, but that both the rate of gold loading and the gold-loading capacity of the carbon were inferior to those obtained with Witwatersrand ores. The poor adsorption characteristics of the carbon were attributed to the abnormally high concentration of natural organic compounds (humates and fulvates) in the ore. Batch tests were therefore also carried out with strong-base resins, since resins are known (1] to be far less susceptible to organic fouling than is activated carbon. The results were very promising, and pointed to fast kinetics and a high loading capacity. (Fig. 1 ). Notwithstanding these findings, it was decided to recover gold with activated carbon at Golden Jubilee Mine because the CIP process was, by then, well established in South Africa and elsewhere in the world, whereas resin-in-pulp (RIP) was unproven technology. The r>lant was commissioned in September 1986 and, for 18 months, operated in a carbon-in-leach (CIL) configuration, i.e. with a total of . six leach tanks, the last four of which contained activated carbon. As could have been predicted from the laboratory results, the performance of the CIL plant was generally poor, low gold loadings on the carbon (less than 1500 git) and high losses of soluble gold (0.2 to 0.3 p.p.m.) bemg characteristic of the operation. A brief description of the mining method and ventilation system of the San Manuel Mine?s first presented; this is necessary to an understanding of the heat problem and cooling system. The problem of heat at San Manuel is discussed. Charts and graphs showing the relationships between ambient surface air and underground temperature conditions are given. A history of attempts to cool air at San Manuel is presented, starting with the first refrigeration type air coolers which were used in development headings, and followed by the underground water chillers that were used in conjunction with cooling coils. Goals for design of a centralized cooling system with ultimate heat rejection through surface cooling towers are presented. The problems found with using the centralized system in main cooling coils are discussed. Plans for modification of the centralized system as utilized is the summer of 1987 are given, along with results obtained and problems with the system. Plans for subsequent modifications are presented.
