"1. INTRODUCTION Nowadays, many cities around the world have constructed metro tunnels to alleviate transportation pressure from rapid urbanization. In soft soil areas, metro tunnels are usually constructed by shield-tunneling method due to its high efficiency and little disturbance to environment. However, the tunnels may show significant post-construction settlement after several years of operation. Take Shanghai Metro line 2 for example, the maximum longitudinal settlement reached 160mm after ten years of operation, shown in Figure 1. When analyzing varying factors that contribute to the long-term settlement of tunnels, the effect of cyclic loading from train vibration is rarely taken into consideration for most researches only focus on the influence of leakage problems in the tunnel while neglecting train vibration induced leakage and resulting settlement. It’s true that metro tunnels from shield-tunneling method are prone to have leakage problems due to the special structural configuration. Furthermore, trains move hundreds of times inside the tunnel every day, which inevitably will cause accumulation and dissipation of excess pore pressure. When the excess pore pressure dissipates, tunnel settlement induced by train vibration occurs(Deng F H, 2007). Although researchers (Zheng et al., 2005; Wongsaroj et al., 2007; Mair, 2008; Shin et al., 2012; Zhang et al., 2012, 2015) conducted extensive numerical analysis on the relationship between tunnel settlement and relative permeability of tunnel to surrounding soil by treating tunnels as permeable media, their attention was only paid to the tunnel settlement from reduction of hydrostatic pressure in the ground, rather than from the dissipation of excess pore pressure generated by train vibration. Therefore, the influence of train vibration on the long-term settlements of metro tunnels is still not clear."

FOREWORD In 1974, the Ministry of Housing and Reconstruction (The Client) which subsequently became the Ministry of Development and New Communities of the Government of the Arab Republic of Egypt assigned responsibility to the Arab Contractors (Osman Ahmed Osman and Company) for the design and construction of the tunnels under the Suez Canal. For this project the Arab Contractors of Cairo and Tarmac International of London formed a joint Venture, called Osmac. Sir William Halcrow and Partners of London are responsible for the design of the Ahmed Hamdi Tunnel as a Sub-Contractor to the Contractor. The advisory consultant of the client is a joint Venture between Tippetts-Abbett-McCarthy-Stratton (TAMS) of New York and Arab Consulting Engineers (ACE) of Cairo. INTRODUCTION A site investigation was carried out between Km 141 and Km 150 Suez Canal chainage to determine the ground conditions relevant to design and construction of a road tunnel under the Suez Canal. A feasibility study included aerial surveying, geological mapping and the drilling of 8 boreholes. Detailed investigation included the drilling of 105 boreholes, sampling, piezometer installation, pumping tests, and the digging of trial pits and trial excavations. In-situ work comprised SPT, permeability tests and dilatometer tests. Laboratory testing included soil classification tests, compaction tests, California Bearing Ratio tests, shear strength determination and oedometer consolidation tests as well as chemical analysis of both soil and ground water. The investigation revealed that the ground conditions at the first proposed El Shatt site (Km 148.5) were not favourable for bored tunnelling, whereas they were more favourable at the southern El Shatt site (Km 150.0).

"Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

A number of infrastructure projects are on progress all around Greece at the moment. The common propose of these a project is the promotion of quality in: Design, construction and maintenance stages. They also comply with environmental management, which is, a method of organizing and implementing environmental protection measures. The paper includes by special reference on two important modern transport infrastructure projects for the development of Greece and its communication with Europe and the Balkans. Their landscape types and natural vegetation, local climate, geological conditions, altitudes, aspects and soil types vary As a result, upland landscapes in particular, are endangered. Due to the complex of nature of this environment, the development and the landscape design of the projects is a high challenging task. Wherever the nature of the projects requires intervention to the environment, they intend to follow the direct restoration of landscape and method for ecological balance. The implementation of landscape design of infrastructure projects, aims at restoring the landscape affected by construction works, incorporating transport works into the landscape, emphasizing on areas of particular interest (e.g. archaeological sites), while at the same time observing the principles of an efficient operation and safe use of the alignment. Landscape design provides, among others for the protection of slopes against surface erosion and the reinforcement of their stability, the improvement of road functionality, the aesthetic improvement of the landscape, adaptation of the road landscape to the greater environment, visual guidance of the user, screening of lights of the vehicles moving in the opposite direction, the protection against wind etc. The landscape design strategy and landscape applications are specified by special landscape guidelines and specifications that can be considered as part of the sustainable development of a alignment creating a high a esthetic scenery, ensuring the security of transportation and the environmental protection.

This, in turn, increases the unit cost of production. Intensive labor requirements may also affect miner injuries and fatalities by increasing man-hours of exposure necessary to produce a given amount of coal.

The evaporite deposit at Searles Lake consists of alternating brine-saturated saline beds and saline-bearing mud beds. Three major subsurface brine-saturated saline horizons have been identified by private companies and the U.S. Geological Survey. They have been termed, from bottom to top, the Mixed Layer, Lower Salt, and Upper Salt. The important water-soluble components (Na, K, Mg, CO3, HCO3 , SO4, Cl, and B407) are either in brines or have combined to form the following minerals: halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, northupite, sulfohalite, glaserite, etc. Kerr-McGee Chemical Corp., the current operator at the lake, selectively pumps interstitial brines from each of the major horizons to feed its three chemical plants. As the pumping continues, brines are continuously replenished within the deposit by dissolution of the minerals through natural recharge or artificial fluid injection (solution mining). The brines are processed to produce a variety of chemical products, which include sodium carbonate and sulfate, potassium chloride and sulfate, sodium borate, and boric acid. The Anaconda Minerals Co. has been evalua¬ting potential domestic trona acquisition since 1981. We have evaluated various properties in the Green River, Wyoming trona district, and Owens Lake and Searles Lake in southern California. In 1983, we purchased with our joint-venture partner, Leslie Salt Co., the southern portion of Searles Lake from Occidental Petroleum Corp. Since mid-1983, Anaconda has been conduct¬ing a small exploration-drilling program at the property. The initial core holes were drilled along and adjacent to the existing access road. In 1984 we used an all-terrain drill rig to gain access to drill sites on the playa where no roads exist. The use of this equipment proved to be highly successful. The drill program consists of coring to an average depth of 450 feet and collecting brine samples from potentially commercial horizons. The brine samples are collected by setting a packer and swabbing the hole. The core is logged and split lengthwise; one-half is submitted to our Tucson Geoanalytical Laboratory for semi-quantitative mineralogy by X-ray diffraction and the following suite of chemical analyses: Na, K, Mg, C03, HCO3, SO4, Cl, B407, Li, H20 insolubles, and acid insolubles. Additional test work for selected core samples will include effective porosity and horizontal permeability determinations. The brine samples are subjected to the same suite of chemical analyses (minus insolubles) as the core samples. In addition, specific gravity is also determined. Both cross sections and isopach maps are being constructed. The hydrological characteristics of the potentially commercial horizons are also being investigated.

Introduction Uranium mining has been actively carried on in Canada for over twenty-five years mainly in Ontario at Elliot Lake in Bancroft, and in Northern Saskatchewan at the operations of Eldorado Nuclear Ltd. During this period, approximately one hundred million tons of mill tailings have been created and lie mainly on the surface close to the mining and milling installations. If all of the present reserves of uranium ores in Canada are mined, a further eight hundred million tons of mine tailings could be created in Ontario, Saskatchewan, the Northwest Territories, Labrador and British Columbia. The present control of effluents from existing tailings is managed by the operating mines under the regulations of both federal and provincial control agencies. It is the long-term effect of these tailings on the environment that has not been clearly defined or measured. Several years ago, the Canada Centre for Mineral and Energy Technology of the Department of Energy, Mines and Resources, embarked upon a program of research directed at the long-term effects of uranium mine tailings. Much of the research to date has been on tailings in the Elliot Lake, Ontario area where some tailings piles have existed for over twenty years. The program consists of two projects, one to address the problem of existing tailings and the other to examine alternatives in the management of current and future tailings. TAILINGS CHARACTERISTICS Uranium tailings are generally the result of sulphuric acid leaching in which the uranium and alkaline minerals such as carbonates and chlorites are leached out. If the ore contains sulphides, these minerals potentially present an additional hazard of acid generation over time and could increase the mobility of heavy metals and some radionuclides such as thorium-230. Except for the extracted uranium, most of the radionuclides from the ore remain in the tailings pile. Uranium ores in Canada span a wide variety of mineralization and associated gangue composition. Uranium minerals include pitchblende, uraninite, uranothorite, brannerite and the phosphate uranium minerals autunite and saleeite. Gangue minerals vary from acid consuming carbonates, and chlorites to acid producing sulphides and inert silicates. With such a wide variety in ore composition, the characteristics of the resultant tailings in Canada are in many cases site specific and the solutions to the long-term effects of these tailings may also be site specific.

For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. In case of a major fire in a tunnel between stations or ventilation shafts, if the buoyancy effect of the hot gasses is stronger than the airflow induced by the fans, the risk of backlayering could restrict the safe evacuation of people. Obstructions in the tunnel and alternate airflow paths can further reduce the air velocities past the fire. Currently there are two computer programs available to address the issue of underground fires: o "Subway Environment Simulation" (SES), Version 3.0, developed by Associated Engineers, a Joint Venture of Parsons Brinckerhoff Quade & Douglas, Inc., De Leuw Cather & Co., and Kaiser Engineers, Inc. for the U.S. Department of Transportation o "MFIRE", Version 1.26, developed at Michigan Technological University for the U.S. Department of the Interior, Bureau of Mines. As implied by its name, the SES program was developed specifically for the analysis of subway ventilation systems. It can be used to analyze the heat released into, and removed from, a subway or vehicular tunnel and to determine the effect of ventilation elements on airflows throughout the network of stations or other merging tunnels. It has a special feature allowing the user to predict the effects of a fire at any location within the subway system. Version 3.0 of the SES program is designed to be used with a "critical velocity" calculation in order to determine whether or not tunnel airflows can be controlled during a train fire emergency. The original version of the program was written in FORTRAN for mainframe computers, such as the IBM 4381. Recently ICF Kaiser Engineers has compiled a version of the SES program for PC use. The MFIRE program simulates the interdependence between a mine ventilation system, with its pertinent fans and structures, and changes in ambient conditions or a source of heat, such as a fire. It also accounts for natural ventilation. The program is written in FORTRAN 77 and compiled for 8086/8088 based microprocessors, allowing it to be run on an IBM PC or compatible computer with a 2.0 or a later version of DOS, 256K random access memory (RAM), and a text editor. This paper reports the comparative results of an application of both programs for the same network in a recent study.

"The ecological costs related to the various optimized production schemes were calculated based on the designed ultimate pit. Moreover, the influence of the ecological costs on the selection of production schemes was discussed. In one designed pit, a series of geologically optimum pushbacks with sufficiently small increment were produced using the floating cone method founded on the principle of the highest metal content. Then all the pushbacks were reordered by the dynamic network diagram. The production scheme with the maximum NPV route was considered as the optimum one. The ecological impacts produced by mining were quantified and the ecological cost calculation models, which contain the direct eco-value loss, the indirect eco-value loss, the eco-restoration cost and the carbon emission cost were proposed. In one big open pit mine case, various production schemes were optimized and the one with maximum NPV was selected without taking into account the eco-costs. The scheme with the maximum comprehensive profit was obtained by calculating the eco-cost of each scheme. The results showed that the best scheme considered with the eco-cost was not the scheme with the maximum NPV. Therefore, the eco-cost presents the effect on the selection of the best production scheme.Introduction Optimizing production scheme is to determine the mining quantities of ore and rock, the pushing position of stope each year, and maximize the NPV of mine. In the theory, production scheming optimization has gone through trial and error (Pana and Carlson 1966), linear programming method (Johnson 1968), mixed integer programming (Gershon 1983), integer mapping (Kim and Cai 1990), dynamic programming et al (Gu et al 2014). In recent years, the study on production scheduling optimization has been focused on two aspects. On the one hand, the study is to solve the investment risk caused by the uncertainties of economic and geological environment (Ramazan and Dimitrakopoulos 2013, Marcotte and Caron 2010, Lamghari and Dimitrakopoulos 2012, Godoy and Dimitrakopoulos 2004, Benndorf and Shishvan 2014). On the other hand, the emphasis of the study was on reducing the problems for the optimization algorithm, to make it more efficient and practical (Cullenbine et al 2011, Shishvan and Sattarvand 2015, Askari-Nasab et al 2011, Nasab et al 2010). However, different production schemes cause different damage of mine land and pollutant emission, thus triggering environment problem. With the improvement of people’s consciousness of environment protection, the environmental issue of mining has been attracting more and more attention."

The compared advantages of digital and analogue computers for solving ventilation problems have for many years been a matter of discussion among the specialists whose respective arguments have prevailed in turn depending on the progress of technology. In the French coal mines however none of these two techniques has superseded the other so far. In France, between 1956 and 1962 only the digital computer and from 1962 to 1967 only the analogue computer was used. Since then they are both used concurrently and complementarily. Depending on the problems dealt with, the most advantageous method is chosen in each case. In the case of ventilation planning for projected workings, it is possible to test variant forms of the development plans and many parameters can be varied. In such a case the flexibility of the analogue computer is a great help. Wrong lines taken will be rapidly abandoned and little by little solutions will be found. By examining the results of a test, new ideas will generally come into the mind and they can be tested right away. Such an investigation is always-carried out in conjunction with the engineers of the mine concerned. In complex networks it often leads to solu¬tions which could not have been devised from the start. The same work could be done by using a numerical method and the digital computers operating in the different coal mine districts, but for the same tests, the time required would be much longer and the participants would not be encouraged to use their imagination so intensively. Or the other hand for calculations of ventilation networks in ventilation surveying, use is made of the digital computer which gives the possibility of storing the data corresponding to the different mines concerned. The questions to be solved concern problems for which the ventilation network is essentially known, and in which only a small number of parameters can be varied. The few possible alternatives to be calculated can therefore be handled by the digital computer in spite of the relative lack of flexibility of the method. To sum up our ventilation studies are conducted in France as follows: - For ventilation studies and modifications due to projected workings use is made of the ana¬logue computer. For a given mine the updating of such ventilation studies is carried out every 3 or 5 years according to the progression of the workings. - For ventilation surveying while normal working operations are in progress, use is made of the digital computer.

Georgius Agricola in 1556 wrote De Re Metallica, one of the first and probably the most famous of mining reference works. In Book 1 he reflects rather elegantly on mining and miners. "Many persons hold the opinion that the metal industries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requiring not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. For a miner must have the greatest skill in his work, that he may know first of all what mountain or hill, what valley or plain, can be prospected most profitably, or what he should leave alone; moreover, he must understand the veins, stringers, and seams in the rocks. Then he must be thoroughly familiar with the many and varied species of earths, juices, gems, stones, marbles, rocks, metals, and compounds. He must also have a complete knowledge of the method of making all underground works. Lastly, there are the various systems of assaying substances and of preparing them for smelting; and here again there are many altogether diverse methods. ... "Furthermore, there are many arts and sciences of which a miner should not be ignorant. First there is Philosophy, that he may discern the origin, cause, and nature of subterranean things; for then he will be able to dig out the veins easily and advantageously, and to obtain more abundant results from his mining. Secondly, there is Medicine, that he may be able to look after his diggers and other workmen, that they do not meet with those diseases to which they are more liable than work- men in other occupations, or if they do meet with them, that he himself may be able to heal them or may see that the doctors do so. Thirdly follows Astronomy, that he may know the divisions of the heavens and from them judge the direction of the veins. Fourthly, there is the science of Surveying that he may be able to estimate how deep a shaft should be sunk to reach the tunnel which is being driven to it, and to determine the limits and boundaries in these workings, especially in depth. Fifthly, his knowledge of Arithmetical Science should be such that he may calculate the cost to be incurred in the machinery and the working of the mine. Sixthly, his learning must comprise Architecture, that he himself may construct the various machines and timber work required underground, or that he may be able to explain the method of the construction to others. "In order to study the removal efficiency of Cu2+ from acid mine drainage by prepared bentonite-steel slag composite particles, adsorption experiment was carried out. The composite particles were characterized by X-ray Diffraction analysis technique (XRD), Scanning Electron Microscopy (SEM) and Fourier Transform Infrared spectrometer (FTIR). The results show that: the composite particles can release alkali to neutralize the acid of acid mine drainage; the adsorption and chemical precipitation of Cu2+ occurred in the whole reaction process; the removal amount of composite particles on Cu2+ was 9.88 mg/g when the reaction reached equilibrium; the FTIR spectra revealed the existence of surface complexation; the SEM micrographs suggested that the composite particles would continue to adsorb and coagulate Cu2+ after the composite particles surface adsorbing Cu2+ and forming precipitate, namely, there was synergistic reaction of adsorption and coagulation; the XRD patterns further showed the existence of cation exchange and revealed that the states of Cu2+ in the surface of the composite particles was Cu-Si-O mineral phase and CuO(Cu(OH)2) polymerization precipitation. The bentonite-steel slag composite particles which can play a role of adsorption-coagulation synergism are excellent multifunctional green environmental mineral materials to treat acid mine drainage containing heavy metal ions.Introduction It is reported (Zuo and He 2013) that with the rapid development of industry, the world demand for mineral resources is increasing, while the problem of mine environmental pollution is becoming more and more serious due to the large amount of mining. The pollution of mine wastewater has become a global problem, in which acid mine drainage (AMD) is one of the most serious waste water. It is also reported (Cong and Zhao 2003) that acid mine drainage containing high concentrations of heavy metals and having low pH value, causing serious negative influence to the mining production and ecological environment. Acid mine drainage is one of the most serious environmental pollution to the mining industry. In recent years, it has been widely concerned by scholars at home and abroad."

A new sense of urgency permeates the mining industry concerning maintenance. Mining's continuous process environment demands around-the-clock maintenance support. And profitability conscious mining operations require that production targets be met on time - and economically. These goals require nothing less than an effective maintenance program. In turn, the effectiveness of the maintenance program depends on quality information: easily procured, complete, timely, accurate, and properly used. Information picture is changing Some of the fully integrated, mainframe maintenance information pro¬grams of better days remain. Their upkeep and cost of operation, though, is becoming more difficult to justify. Some operations, faced with production cutbacks a few years ago, downscaled and found they liked it. Now, during an upswing, these operations question the need for the more elaborate, administrative-heavy programs they used to operate. Package programs are not taking their place. Too often, the packages are vague and generic. Some vendors claim that if their offerings work in a hospital complex, they must work in an underground mine. That is not so. Maintenance information in the mining industry is different. The situation has changed There are now smaller, self-contained maintenance groups whose information needs are different. These include an electrical crew in a smelter, an underground mobile equipment shop, or a remote service shop between several distant operating pits. These working environments have changed the character of the information needed as well as the methods for obtaining and using it. Operations-maintenance link In coming back from a downturn, operations people realize that their ability to meet production targets hinges on reliable equipment and avoidance of downtime. They have become familiar with the need to use maintenance services effectively. They also want quality maintenance information. When coupled with the sense of urgency about maintenance, a business-like working environment emerges that has significant new differences in both work control and information. Work control impact Work control has been streamlined to improve communications. Supporting information has been streamlined as well. • Verbal orders are the rule rather than the exception to quickly bring a multi-craft crew to the flotation section or a pit crew to a disabled haulage truck. • Written work requests and work order forms are seldom used, or even needed. Rather, electronic work control logs permit operations to request work, maintenance to acknowledge it, get ready, and do it - quickly, without delay. • Routine servicing is triggered by operating hour accumulation (mobile equipment) or tons of throughput (fixed equipment). Operations is now taking the initiative in delivering mobile equip¬ment to the "bad order line," or switching to a bypass conveyor. Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said. Bioleach testing and piloting was conducted on refractory gold sulphide concentrate from Austin Gold Venture in Nevada during 1988. The objective of the test programme was to determine the technical and commercial viability of bioleaching as a concentrate pretreatment step prior to gold extraction by cyanidation as an alternative to shipping concentrate to the smelter. Baseline CIL cyanidation typically resulted in < 20% gold extraction from the Austin concentrate. Bioleaching enhanced gold extraction up to 95% using conventional CIL techniques. This paper summarizes the bioleach test programme and results, including pilot plant studies onsite, and describes aspects of the commercial design for a possible retrofit of the Austin flotation tailings leach circuit to accommodate 20 tpd and 40 tpd capacity concentrate bioleach facilities.

INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.
