Cobalt-rich ferromanganese crusts are one type of the two oxidic metallic mineral resources in the deep ocean that incorporate metals supplied and transported from both land (aerosols, continental run-off) and sea sources (oxygen-minimum zone, hydrothermal alteration of the oceanic crust). The substances directly precipitate from cold seawater under more or less oxic conditions and form thin layers (2 up to 25 cm thick) on hard substrate rocks like volcanic hyaloclastites, weathered basaltic rocks and/or carbonate-fluorapatite; in the crusts many metals therefore exist in the highest state of oxidation. Deposits of the Co-rich ferromanganese crusts are found throughout the global oceans on the flanks, terraces and summits of seamounts and submerged volcanic mountain ranges and platforms, where the ocean currents have kept the seafloor more or less free of sediment for millions of years. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical and surface-chemical mechanism. Elements in seawater may occur as dissolved hydrated ions or as inorganic as well as organic complexes which in general have either a positive or a negative surface charge depending on the pH of the respective aqueous environment. Those complexes may form hydrated colloids that interact with each other and with other dissolved hydrous metal ions. Hydrated cations such as Co, Ni, Zn, Sn are, for example, attracted by the negatively charged surfaces of colloidal hydrous Mn-oxide particles, whereas hydrated anions (e.g. oxyanions) and elements forming larger complexes with low-charge densities (e.g. U, As, Th, Hf, REE) are attracted by the slightly positively charged hydrous Fe oxihydroxide particles.

The Washington Metropolitan Area Transit Authority, WMATA, has constructed over 92 revenue miles of rapid transit facilities including some 14 miles of rock tunnel and 12 miles of earth tunnel. The system map is shown in Figure 1. During construction it is not unusual for contractor to encounter ground conditions resulting in major problems and extra cost. Problems such as major rockfalls and a "stuck" boring machine in squeezing rock are not unusual. In recent years, faced with additional tunnel construction projects, the Authority has sought newer tunneling methods which might be less costly. One new method which has been tried is NATM, the New Austrian Tunnel¬ing Method. NATM, which is applicable to both soft ground, mixed face and rock tunneling, relies on miners and comparatively small machines to excavate in conventional ways, but it is unique in its methods of obtaining "stand-up" time at the excavated face and its method of using shotcrete as an initial lining, frequently with a drainage system to reduce hydro-static pressure on the final lining. Lower costs result from use of a cast-in-place concrete liner, and from a reduction in the number of work operations at the mine heading which provides better daily production. WMATA has recently completed three twin bore tunnels constructed by NATM technology. The first was the Wheaton Tunnel and Section, followed by the tail track tunnel to total some 4200 linear feet cut through jointed rock up to 270 feet below ground surface, and the last was in soft ground at Fort Totten. TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980's is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.

In order to provide a reference framework for discussing the applicability of drilling technology to shaft construction in coal mining ventures, it is meaningful to review the history and nature of United States coal mines relative to shafting. Coal mining in the United States is characterized by shallow depths relative to most of the coal mining world. While the trend is toward deeper and deeper mines, many new mines have shaft depth less than 800 feet, and a large number of operating mines are drift or outcrop mines utilizing shafts for ventilation and portals. In the past, shafts of 200-300 feet have been commonly constructed. The use of conventionally sunk shafts at present and in the past is due in part to the shallow shaft length required, favoring conventionally sunk shafts. Another factor is that large shafts are required for multipurpose and production shafts. A third has been the practice of utilizing shaft construction contractors who had been until recently very competitive with raise drilled shafts at shallow to moderate depths. Recently, however, the costs of conventionally sunk shafts have skyrocketed. Too, more shafts are being required. Several factors are responsible among which are: (1) The increasing depth of shaft required for new mines and for shafts in advance of old mines. This significantly affects unit costs, e.g. $/yd3,of conventionally sunk shafts. Moreover, more gas is encountered in the shaft sinking operation.

The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. Primary grinding in SAG mills is gaining more importance with respect to the conventional crushing, rod and ball milling operations. This is due to the reduced operating costs generated by lower steel consumption. However. SAG milling is inherently susceptible to more severe risks and problems since it attempts to combine several stages of the conventional crushing and grinding into a single stage. This paper analyzes the SAG milling operation by predicting the motion of rocks and steel balls. The well-known discrete element method (DEM) is used to calculate the trajectories of individual entities, and their collision with one another. A computer code previously used for studying the motion of grinding media in ball mills is enhanced to handle the interaction between heavy spherical steel balls and light chunks of rocks, usually ellipsoidal in shape. The DEM based software called MILLSOFT can animate the charge motion for different design of liners. A case study of a 9.75-m diameter SAG mill is presented and the effects of lifter bar height and configuration on the overall dynamics of the charge are discussed. Also the effect of spacing between liners on lifting the charge is presented. This new approach has a large potential because it shows in detail the effect of each design or operating parameter on the performance of SAG mills.

The methods of burst control treated in the authors' very informative paper have been applied in the Ruhr Coalfield, Germany, for more than 20 years and have proved to be highly effective. It might be interesting here to mention a few experiences: • The symptoms of critical stresses when drilling with small diameters ("test drilling") are essentially the same as described. However, we consider the situation safe if these symptoms occur beyond a certain distance ahead of the face. • That safety distance equals three times the seam thickness plus the daily advance. It is the total seam thickness that counts, not merely the mined portion. • Critical stresses within the safety distance are dissolved by so-called destressing measures: drilling with heavier equip¬ment, blasting, or water infusion. • To avoid bump initiation, the destressing operations should begin at the sides of the stressed zone rather than in the middle. • As to water injection, there are two different principles. If the situation is critical already, high pressures are applied for hydraulic fracturing. If the stresses still allow to drill deep holes, the fluid pressure is kept low and acts for a longer time. This is to make the coal break successively instead of violently - a long-term precaution. • When the stresses are very high, destressing is the most appropriate means. We mostly drill with 95 mm-diam (3.7 in. - diam). The techniques in detail are somewhat complex and sub¬ject to modifications. But the general idea is to accomplish burst prevention by controlling the potential burst situations.

Since gold was first discovered in Colorado in the late 1850s' mining has been a major part of the state's economic history, according to Stanley Dempsey, chairman and chief executive officer of Denver- based Royal Gold Inc. While the mining industry has seen some lean times throughout the past century, it has always bounced back. Today, dozens of major gold companies are headquartered in the Denver area. The state's coal mines produced record amounts during 1996. And even some of Colorado's uranium mines are resuming production. Dempsey joined other speakers in addressing the state of Colorado's mining industry during the Colorado Mining Association's (CMA) National Western Mining Conference. Some 800 people attended the CMA meeting, held Feb. 2-5 in Denver. The meeting was the association's 100th since it was incorporated in 1897.

INTRODUCTION This paper report presents the general case history for the construction of the North Outfall Replacement Sewer (NORS) project. A 1982 City of Los Angeles Wastewater Facilities Plan recognized that a 19.3 km (12¬mile) section of the North Outfall Sewer (NOS), from Culver City to the Hyperion Treatment Plant, was deteriorating and had insufficient capacity. Built in the 1920s of unreinforced concrete and lined with vitreous clay tiles, the originally unventilated NOS suffered considerable corrosion by H2S gas. This caused roof tile and concrete to fall to the bottom of the pipe, which, over the years, reduced the 11.9 M3/S (420 cubic feet per second (cfs)) design capacity of the NOS to a current level of approximately 8.5 M3/S (300 cfs). This worsening condition, thereby contributing to the polluting of Santa Monica Bay. This situation culminated in the State of California Regional Water Quality Control Board, Los Angeles Region, issuing a Cease and Desist Order on January 27, 1986, which required the City of Los Angeles to eliminate such dry weather overflows through a number of prescribed actions. One of these was to construct the North Outfall Replacement Sewer (NORS) by April 1, 1993. PROJECT DESCRIPTION The NORS Project involved the construction of over eight miles of tunnel and related structures. Specialty Devices, Inc. and the CMRET/NIUST, University of Mississippi, have collaborated in the design and development of a new class of Robotic Underwater Vehicle (ROV) focusing on efficient, low cost, deepwater operations. The need for such a vehicle was driven by special requirements encountered in the establishment of the Gulf of Mexico Gas Hydrates Research Observatory at a depth of 850m in Mississippi Canyon Block 118 on a restricted budget. Requirements included deployment and recovery of tools and sensors and the connection of underwater-mateable electric and fiber optic connectors at depth. The standard complement of equipment required included; high-resolution video with lighting, scanning sonar, robotic arm, precision positionin and thrusters for limited transit and maneuvering. Conventional deep water ROVs are lowered in a large cage with a buoyant tether between the cage and the ROV. The tether is wound on a winch in the cage deployed as the ROV swims out from the cage. This cage is lowered on a large diameter umbilical cable with strength elements and communications elements and conductors for electric power. With increasing water depth the umbilical cable must become ever larger to accommodate increased power transmission loads and strength demands, with corresponding increase in deck handling equipment size and in turn, vessel size and overall cost. The surface ship must include a dynamic positioning (DP) system to control ship propulsion to maintain the position of the ROV cage at a position relative to the sea floor. DP ships with this capability and the ability to carry the large umbilical cable and winch are expensive.

In 1988, the US Department of Energy's (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation's commitment to a clean environment. The need to use the nation's energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. Many details concerning the administration of allowance trading are not yet written.

During the last ten years, Paques Inc. has been engaged in the development and installation of treatment systems to remove sulfur compounds from water and gaseous streams using biotechnological processes. Metal and sulfate can be removed from mine waters in two biological steps. In the first step, sulfate-reducing bacteria converts sulfate to hydrogen sulfide (H2S). The HS reacts with the dissolved metals to form insoluble metal sulfide precipitates. In the second step, sulfide-oxidizing bacteria convert excess H2S to elemental sulfur. The Budelco Zinc Refinery in The Netherlands installed a groundwater treatment system to remove metals and sulfate using the biological steps described above. The system has been operating since May 1992 and has been treating 5,000 m3/d (180 thousand cu ft/day). A pilot plant began operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop processes for metal and sulfate removal from groundwater and for the selective copper recovery from leach water. The use of on-board scrubbers on continuous miners is an important aspect in efforts to reduce the amount of dust that heading workers are exposed to. As part of the CSIR:Mining Technology's research programme to combat dust, a collaborative project with the University of Pretoria was conducted to evaluate scrubbers. Based on fundamental parameters that were identified to play a role in determining the efficiency of scrubbers, a protocol for testing scrubbers in the laboratory environment, as well as the working section, was established. Tests on various prototype scrubbers were conducted in the laboratory environment. These tests proved some of the fundamental premises according to which scrubbers were designed. By testing some of the newer scrubber types underground, insight into the effect of alternative design aspects on scrubber efficiencies was obtained. The importance of the factors which play a role in reducing the amount of dust in the air is illustrated, as well as the role which other non-design factors play in the reduction of dust levels.

INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring. INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. Mina Maria is a high-grade, underground copper mine located in the Cananea district of Sonora, Mexico. The ore body is a massive sulfide breccia located in mountainous terrain. A major highway and an electric transmission line pass directly over the near-surface ore body. The mine is operated by Minera Maria SA de CV, a joint venture company that is 51 % owned by Empresas Frisco SA de CV and 49% by Cominco Resources International Ltd. Empresas Frisco is the operating partner. Production began in October 1990. The mining method used is undercut and fill. A continuous miner and a single-boom, hydraulic jumbo mine the ore. Backfill is a weakly cemented sand-gravel mixture that is pneumatically placed. The ore is treated by conventional crushing, milling and flotation. The Maria deposit is located about 40 km (25 miles) south of the Sonora-Arizona border and 11km (7 miles) northwest the city of Cananea and the Cananea Mine. The mine portal, at an elevation of 1780m (5840 ft), is on the east side of an important drainage divide. The mill site is situated about 800 m (2625 ft) northwest of the mine on the northwest side of the drainage divide where the drainage is more favorable. Its elevation is 1860 m (6100 ft) (Fig. 1).

The mechanisms of chalcopyrite oxidation in alkaline solutions have been studied using cyclic voltammetry and impedance spectroscopy techniques. The cyclic voltammetry was used to elucidate oxidation/reduction reactions, whereas impedance spectroscopy was used for in-situ characterization of the interface. To analyze the impedance spectra, equivalent circuit models were constructed based on a layer- wise growth of reaction products. Parameters of the equivalent circuit were calculated by comparing the experimental spectrum with that expected on the basis of equivalent circuit. From the value of equivalent circuit parameters, properties of the surface layers were inferred. These properties change substantially with the change in oxygen and/or collector concentration in solution. From such changes the effect of oxygen and collector concentration on the contact angle and flotation behavior of chalcopyrite were interpreted.

"""Operational excellence"" provides a sound foundation for RWE Power AG's three strategic pillars (innovation, expansion and organic growth). The maintenance and development of operational excellence in lignite mining operations at RWE Power is supported by the Continuous Improvement Process (CIP) ""immer:besser"" (getting better). Obtaining cost reductions with the aid of the CIP as a kind of value-adding self-renewal process to ensure competitive lignite mining operations and lignite-based electricity generation forms the basis for further increases in profitability and growth. Since the beginning of the 1990s, RWE Power has carried out a multitude of re-engineering projects focusing on the efficient shaping of processes with the assistance of external consultants to enable the Company to cope with the considerable need for change by swiftly implementing major efficiency levers. These also include the required adaptation and development of the organization. Since 2004, the Continuous Opencast Mine Improvement Process (""KVT"") has enabled the mines to tap significant cost reduction potential by virtue of their own strength. But there is another issue that has come into focus: the development of performance enhancement options. In 2006, the ""KVT"" process, piloted in the opencast mines, was included in the RWE Power-wide immer:besser (i:b) programme (Figure 1)."

The development of deep sea mineral deposits creates a new horizon for the mining industry. In a field where mining technology meets deep-water offshore engineering, new challenges are faced to come to the successful exploitation of these deposits. With the absence of proven technology for the mining of these minerals, a ?technological green field? is entered. IHC Merwede (IHC), a global market leader in the dredging and wet mining industry, is on the frontline of these developments. MTI Holland, IHC Merwede?s research and development company, has undertaken a number research efforts focused on the successful development of technology for the mining of deep sea minerals. This paper highlights a number of these efforts and illustrates IHC?s continued dedication for the research and development of technology to enable the commercial mining of deep sea minerals.

INTRODUCTION In the region of Zurich several of the Swiss Interstate Highways meet and have to be linked to form a continuous network. The subalpine glacial topography with hills, ridges and lakes requires the construction of many tunnels (Figure 1). The Milchbuck Tunnel forms part of the inner arterial highway system of the city of Zurich. It passes underneath the ridge separating the Limmat and Glatt valleys. In its final configuration the tunnel will consist of two parallel three-lane tunnels (Figure 2). For the time being only one tunnel is constructed. This tunnel will be operated with two outbound (climbing) lanes and a single inbound (descending) lane (Figure 3). The owner, the Canton of Zurich, awarded the contract for the construction to a joint venture with the following three contractors: Locher & Cie AG (leader), Prader AG, A. Brunner's Erben, all located in Zurich. The actual freezing was performed by subcontractor Philipp Holzmann AG, Mannheim, West Germany. Electrowatt Engineering Services Ltd, Zurich, was design engineer and performed the construction supervision.
