The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

Truck/shovel systems are a major form of materials handling in open-pit mines in spite of the high associated capital and operating costs. Mine management is usually faced with a decision to purchase new equipment in order to support the steadily increasing on production. These decisions involve a high degree of uncertainty with respect to future demands and technical developments. This paper describes a computer simulation model for evaluating the optimum equipment fleet in an open-pit mining operation. The system is based on a stochastic simulation program which accounts for the various mining and economic parameters. It calculates the type of equipment and the optimal number of trucks needed to meet the production targets. Two types of selection criteria: maximum rate of production or minimum cost can be applied.

In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.

In any filtration, it is primarily the filter medium (cloth) and cake filtering properties that control the type of filtration equipment used and filtration conditions. The advent of new types of filter cloths, such as the membrane cloth discussed in this paper, can result in significant changes in filtration techniques and areas of application for filtration. For many suspensions, for instance, conventional filtration is uneconomic compared to gravity separation or not filtering at all (as with product recovery from dilute streams) because the solids are very fine, are hard to retain and build up filter pressure rapidly, and once retained are hard to remove. As a result of the developments discussed here, this is no longer the case. This technique and the use of the membrane filter cloth is well established. This filtration is currently being used for white liquor filtration in twenty-four mills worldwide in the chemical recovery step of the kraft process for producing paper pulp where it is replacing gravity thickeners in new plants. Filters up to 1000 sq. ft. (100 sq. meters) are filtering large volumes of solids from hot caustic solutions. The filtration materials and techniques discussed in this paper open the way to new methods and applications for filtration in the mining industry. It is not the intention of this paper to give a vigorous analysis of the different separations, but to outline some of the ways in which this filtration technique might be used in the mining industry.

The effectiveness of selective flocculation and dispersion processes for the concentration of hematite ore are strongly dependent on the ionic content of the process water. It has been noticed that magnesium ions are more detrimental to iron recoveries during gravity separation and flotation processes than calcium. This phenomenon was studied by measuring the zeta potential of hematite ore at various concentrations of sodium, magnesium, calcium, strontium and barium at a pH of 11. Results show that zeta potential inverts from negative to positive at concentrations as low as 0.16 mM of magnesium ions in the solution. It takes a significantly higher concentration (1.25 mM) of calcium ions to achieve the same effect. This difference is attributed to the ability of magnesium ions to adsorb to all surface hydroxyl groups, whereas calcium, due to its larger size, can only adsorb to every third hydroxyl group. This hypothesis was confirmed by results similar to those seen with calcium when this test was repeated with strontium and barium ions. The tendency for calcium ions to adsorb to every third surface hydroxyl group causes higher concentrations of calcium to be less detrimental to hematite concentration processes than magnesium.

Since the earliest days of mining, the job of digging coal out of the earth has been considered one of the world?s most dangerous occupations. From 1880 to 1910, mine explosions and other accidents claimed thousands of victims. In 1907 alone, over three thousand deaths occurred in U.S. coal mines. Public concern has prompted the passage of much needed safety legislation; from the creation of the U.S. Bureau of Mines in 1910, to the comprehensive laws of the Federal Mine Safety and Health Act of 1977. This type of legislation, along with the cooperation of industry, labor, and MSHA has contributed greatly in making mining safer and more healthful. Mining deaths and injuries have declined Significantly since those early days. However, even though this trend is positive, none of US can afford to look at the injury numbers and frequency rates and label them as acceptable.

The Morenci Open Pit Mine, located in south-eastern Arizona, is owned and operated by Phelps Dodge Morenci, Inc. The Mine has been predominantly a rail mine since its origin in 1937. However, beginning in early 1986, a program was initiated to phase out the rail mining operation and replace it with a more flexible and productive truck haulage scheme. This transformation from rail to truck haulage will be accomplished when the current in-pit crushing and conveying project is completed in late 1988.

Echo Bay Minerals operates a 650 tpd gravity float gold circuit at their Manhattan facility. The objective of this paper was to document the gold recovery by size distribution. This was accomplished by studying the material balance of each size fraction as it progressed through each gravity Circuit separator. It proved to be an impossible task. Figure I depicts the gravity circuit. The gravity cyclone underflow goes to two duplex Pan American type jigs. The jig overflow reports to the OK Flash Float Cell. The cyclone hutch product is reground and goes to a full size wilfly table. The rougher table concentrate reports to a pilot size Wi1fly cleaner table. The cleaner and rougher table tails circulate back to the jig feed. The gravity circuit was composite sampled for two to four hours per day for four days. Each sample was taken every 20 minutes. Each composite sample was filtered, dried, repu1ped, and screened through a wet/dry screening procedure. Each size fraction was checked for gold value by fire assay fussion technique. A material balance was run on each size fraction. The tables listing the results are enclosed.

In recent years, there has been a growing realization of the importance of ground water as a national resource and increasing concern that this resource be properly managed and protected from a variety of pervasive practices that endanger it. Aquifers have been adversely affected in every region of the country. In dealing w.ith the underground water program, EPA will have the following objectives: to protect human health, and to protect and conserve an important national resource. In pursuing these objectives, EPA will take economic consequences and other national objectives (e.g., energy) into account. EPA intends to pursue these objectives in full partnership with the States. Generally the States should retain the lead in protecting ground water.

A review of the evolution of the North American sulfur market's structure serves to dramatize the kinds of changes that the market is undergoing at the present time. In 1970, the U.S. accounted for 23 percent of world sulfur production. This share has not declined dramatically--to 21 percent in 1993--but the U.S. developed into a substantial net importer of sulfur in the past 25 years. U.S. output was based on large deposits of native sulfur in the western part of the Gulf Coast region with production by the Frasch mining process. Producers of Frasch, or on-purpose sulfur, have historically absorbed cyclical fluctuations in sulfur demand. Two major changes in the North American market from that time to now have been the introduction of increasingly large quantities of by-product sulfur from petroleum refining and natural gas processing operations in the U.S. and Canada, and that Canadian producers have become the marginal supply source for U.S. sulfur consumers.

As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature's version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

Over the past four years, the Coal Research Bureau of West Virginia University has presented a number of papers on operations research in the coal industry before various AIME meetings and meetings of other societies. These papers have been followed up by further presentations in the technical press. The emphasis of all of these papers has been to demonstrate applications of operations research to the solution of numerous types of coal industry problems. In each case, effort has been made to demonstrate that operations research does not require extensive knowledge of computer science or use of sophisticated higher mathematics. In fact, for most applications, satisfactory results can be obtained by a single individual in a minimum of time with no aids other than a pencil and paper and a knowledge of basic arithmetic. The most recent efforts by the Coal Research Bureau have been directed toward the continuing industry problem of optimizing the location of mining facilities. Preliminary work in this area was presented before the Central Appalachian Section of AIME and subsequently published in the May, 1972, issue of Coal Age. This initial presentation illustrated techniques for determining optimum locations of facilities based upon material transport effort under the assumption of constant cost per ton mile of haulage effort. The present paper will expand upon this earlier work and introduce economic factors. In the design of a mine or mining system, careful consideration must be given to the sites selected for each element of the system. Optimum placement of facilities is vital to minimize capital and operating cost. Thus, barring unfavorable geological conditions or other exceptional factors, facilities should be located at those points which represent the minimum cumulative cost over the life of the property. Most cost factors are independent, or essentially independent of the location of fixed facilities. In 1994 Newmont Gold Company commissioned a 2.5 Mt/a refractory gold ore roasting plant near Carlin Nevada. Many unique characteristics of this facility required use of specialized materials of construction in the areas of dry grinding, roasting, gas cleaning, and sulfuric acid production. Process conditions and design criteria that necessitated the use of special materials include; siliceous and abrasive ore, low roasting temperatures, gas streams with high concentrations of oxygen and sulfur, and stringent environmental regulations. Materials selected for use were ceramics, corrosion resistant steels, high temperature steels, and high temperature polymers, lead, polypropylene and low flammability PVC.

The Windy Craggy polymetallic massive sulphide deposit is located in the extreme northwest corner of British Columbia 40 miles west of the Haines Highway, 90 miles northwest of the port of Haines Alaska. The physical setting is mountainous country but with few peaks rising above 2,000 metres elevation, in contrast to the spectacular mountainous terrain to the north and south in Kluane and Glacier Bay Parks respectively. Valleys are classically U-shaped with incised V-shaped bottoms. The upper portions are still occupied by glaciers, which in the Windy Craggy area are documented as retreating at a rapid rate -in the case of the Tats Glacier of the order of 1% of its mass per year. The outcrops around Windy Craggy show a north-easterly dipping sequence of Mesozoic limey sediments and volcanics being the western limb of a north northwesterly trending syncline. Northeasterly cross folding provides a few complications. The flanks of the syncline have been buttressed by intrusive bodies of granitic affinity.

"Design of effective mine water treatment plants depends on the ability to reliably predict treatment outcomes, but systems with multiple chemical and physical treatment processes and recycle loops can be difficult to model. GoldPHREEQC is a modeling framework that integrates mass and flow routing capabilities of GoldSim software and water quality calculations provided by PHREEQC, and is well-suited to modeling parameters of interest in the mining industry, especially metals and sulfate. Physical processes such as membrane separation and greensand filtration are modeled by defining mass rejections for each parameter and flow routing based on vendor projections and bench- or pilot-scale equipment testing. GoldPHREEQC models chemical precipitation processes such as HDS metals removal and gypsum precipitation by (1) performing surface-aging and solubility calculations in PHREEQC and (2) using the GoldSim framework to direct supernatant and precipitate to subsequent process steps. Users can apply this modeling framework to predict effluent water quality, chemical requirements, sludge production, and required equipment capacity to support design, troubleshooting, and cost estimating. FMC Corp. achieved a significant cost reduction at its Green River, WY soda ash operations using a new proprietary solution-mining and processing technology. In phase one of the program, trona ore is dissolved, recovered and processed with the new technology. It is then fed into an existing refining plant, replacing dry mined and calcined trona ore. Phase two produces a final high-purity product. It also increases capacity by 635 kt/a (700,000 stpy). Both phases were completed under budget and ahead of schedule. This $120-million expansion project uses a new process and a new team to derive soda ash in a more cost-effective and environmentally friendly manner. The team successfully introduced solution-mining technology - with a liquid solution injected into previously mined sections of the mine. This shift in techniques signified a new era for soda ash production. The project is an example of teamwork at its best. For it to be successful, FMC had to work within several different areas inside and outside of the company. Engineers, contractors, mechanical operators and technical people were needed who could blend in with FMC's existing in-house team.

The Fort Cady in situ borate mining project involves recovery of boron from a mineral deposit located over 1400 feet below the surface. The resource recovery method is being developed using in situ mining technology employing weak acid solution injected directly into the ore body. As the acid contacts the calcium based ore (primarily natural colemanite), the contained borate values are digested as boric acid. This boric acid solution is then pumped to the surface by use of submersible pumps. At the surface the borate values are recovered as a finely divided solid white powder after a series of chemical reactions and precipitations resulting in the production of calcium borate. The refined product is then sold under the trade name CADYCAL 100.TM All environmental permits for up to a production rate of 90,000 tons per year have been obtained. These permits required an Environmental Impact study (EIS) for federal lands and an Environmental Impact Report (EIR) for the private portion of the property. Regulatory permitting required over 5 years to obtain all the various authorizations for this project. The ore body has an average thickness of 118 feet extending over 273 acres. At a production rate of 90,000 tons per year with only a 70 percent resource recovery allowance, in place reserves are sufficient to sustain production for over one hundred years.

The Kennecott Ridgeway Mine in South Carolina is scheduled to complete mining and ore processing in the last quarter of 1999. Tailings are disposed in a 300 acre, lined tailings impoundment. To facilitate closure and reclamation, modification of the tailings impoundment operation has been adopted. Mining involved the sequenced development of two open pits. In 1996 mining of the South Pit was completed and backfilling of the pit with waste rock from the North Pit was initiated and will continue until mining ceases. Both pits will be reclaimed as fresh water lakes. This paper presents the physical, geochemical and hydrogeochemical evaluation of the operational and post operational management of the project. Comparison of the operational monitoring data against predicted performance is reviewed.

Like our wives, the comminution of brittle solids is easy to recognize but difficult to describe. However, describing it we must. Describing the fracture mechanism of brittle solids permits the eventual mathematical quantification of the results, process optimization and control strategies. This paper presents a physical model of brittle solid comminution that explains why the slope of the log-log size distribution curves have a slope of one or less in the smaller particle sizes. To develop the hypothesis, modifications of the Gaudin Meloy physical model are made. In brittle solids, comminution takes place by cracks propagating through the material. These cracks may bifurcate as they move. Cracks may terminate either on the original surface of the material, or on a secondary crack within the material formed earlier in the comminution process.

Barrick Goldstrike Mines, Inc. is actively involved in improving the reliability of mining and processing equipment through the use of failure analysis and condition monitoring activities. Program results include an increase in equipment capacity and an overall reduction in operating costs. The identification of equipment failure modes and the development of associated capital asset management practices can minimize failure consequences. Successful programs have included; alterations to management practices, equipment modifications, and/or the implementation of condition monitoring programs. By controlling or minimizing the effects of incipient equipment failures, corrective actions can be taken earlier in the failure cycle, resulting in an associated reduction to repair costs and equipment down time.
