The Comprehensive Environmental Response, compensation, and Liability Act (CERCLA -commonly referred to as Superfund) was passed into law in December 1980 in the wake of such incidents as Love Canal and the Valley of the Drums. Superfund was originally perceived as a way of cleaning up spills of hazardous substances and/or cleaning up abandoned hazardous waste dumpsites. In February 1981, Michael Cook, EPA deputy assistant administrator for hazardous emergency response, called Superfund "a tremendously powerful law. It could revolutionize the way the environment is protected, but we certainly don't intend to realize the full potential of the law for some time." These words have proven prophetic for Asarco's East Helena Smelter.

INTRODTUCTION The use of spiral concentrators for processing fine coal particles is an old idea that has recently gained acceptance in the 11.S. coal industry. It was not onti1 the Australian Minerals Industry developed a spiral concentrator specifically for separating coal from ash in the latter 1970's and early 1980's that spiral concentrators were seriously considered as viable equipment for processing fine coal. The Wright Coal Spiral was introduced in 1980, the Mineral Deposits Limited Mark 10 Coal Spiral was introduced in 1982, and the Vickers Wyong Coal Spiral was introduced in the latter part of 1984. Each spiral design was different and utilized constant profile troughs, constant pitch troughs, compound profile troughs, and various splitter arrangements. Mineral Deposits Limited has combined the best features of the compound profile trough and constant pitch trough with critically-placed splitters to develop the MDL LD4 spiral concentrator which is a truly efficient coal washing spiral. This spiral concentrator was introduced into the U.S. Coal Industry in 1987. Recently, Mineral Engineering Technology of the United Kingdom and Multotec of South Africa have introduced their own coal spiral designs. Spiral concentrators were first installed in fine coal processing circuits in the Australian, South African, and Canadian Coal Industries in the early 1980's and in the U.S. Coal Industry in 1985. SPIRAL CONCENTRATOR SEPARATION PROCESS The separation process that occurs within the spiral concentrator trough is very complex, as it is a combination of three gravity separation processes. When the coal slurry first enters the spiral trough, each coal and ash particle and the water is subjected to centrifugal forces. These forces cause the water, light coal particles, fine heavy ash particles, and medium middlings particles to the outer vertical portion of the spiral trough. The coarse ash particles and the coarse middling particles remain on the inside of the spiral trough. The center or transitional area of the trough contains a mixture of middlings particles and near-gravity material that is present in the slurry, as shown in Figure 1. At the same time the coal and ash particles are suhjected to centrifugal forces, the trough design (both profile and pitch) causes the particles to be subjected to flowing film and stratified bed separations. The combination of these three separations, whose efficiency is dictated by the spiral troogh design, will effect the separation of the lighter coal particles from the heavier ash and middlings particles. As the slurry flows down the spiral, the profile and pitch design of the trough will counteract the centrifugal forces on the fine, heavy ash particles and fine middlings particles and cause them to migrate from the vertical portion of the trough to the center or inner portion of the trough. At the same time, any heavy particles trapped in the transitional area of the trough will be forced to migrate to the inner edge of the trough and any coal particles will be forced to migrate to the outer edge of the trough. SPIRAL SPLI'TTEP ARRANGEMENT The critical placement of splitters along the inner edge of the trough for removal of the heavy ash particles as the slurry flows down the trough further enhances the separation of the coal particles. At the bottom of the spiral trough are product splitters arranged to make a final separation of the slurry stream into clean coal, middlings, and refuse products.

A technique was developed to determine the fraction of air recirculated from the scrubber exhaust toward the face and the fraction of gas captured by the scrubber. To determine these two values, a series of tests was required. In the first test, gas was released at the face area and concentrations measured at the scrubber exhaust. In the second test, gas was released directly into the scrubber with concentrations again measured in the scrubber exhaust. The simultaneous solution of two independent flow expressions gave values of recirculation and scrubber capture. A series of tests was conducted with various combinations of scrubber flow, curtain flow, setback distance, and machine location. Statistical analyses then were conducted to determine those factors which influenced the levels of scrubber recirculation and scrubber capture in a deep cut. INTRODUCTION As cutting depths increase, the trend is toward the use of blowing face ventilation systems. With these ventilation systems, the potential exists for recirculation between the scrubber exhaust and the intake air stream. One concern is that methane gas, having been removed from the face area, is subsequently recirculated back into the intake airflow. Under these conditions, methane-laden air could be substituted for fresh intake air, leading to increased methane concentrations at the face. There is currently no standard for recirculation between the scrubber and intake airflows. The implied understanding of the Mine Safety and Health Administration (MSHA) is, and has always been, that any recirculation of ventilation air is unacceptable. To minimize recirculation potential, MSHA suggests that operators maintain scrubber and curtain flows within 0.47 m3/sec (1000 cfm) of each other. Given that recirculation may occur in some circumstances, the question arises as to how much recirculation constitutes a hazard for the face workers. Unfortunately, there is currently insufficient information to answer this. Emphasis must instead be placed on means to quantify the amount of recirculation between the scrubber and face area. Methods must also be examined to control this phenomenon. This paper presents a technique for quantifying recirculation and scrubber capture levels in a blowing face ventilation system. Several ventilation parameters are investigated to determine their effects on these levels. DEVELOPMENT OF RECIRCULATION EXPRESSIONS One way to measure airflow quantities at a point near the face would be to measure the gas flow rate Qgas, and gas concentration c at that location. The airflow Qair, would be simply the ratio of these two values, Qair, = Qgas/c. Although gas concentration values, c, can be obtained easily with existing gas monitoring equipment, it is more difficult to obtain gas flow readings, Qgas, at specific locations. To obtain these values of Qgas, another method was needed. Previous work in this area was conducted by Kissell and Bielicki (1975). However, the calculations in their model assumed a constant gas concentration in the region around the continuous miner. In a deep cut, it is questionable that gas concentrations would remain constant or uniform around the mining machine. The technique presented here does not rely on this assumption. It instead assumes that the gas concentration in the scrubber exhaust remains constant. A quantity of gas released at the cutting face either flows into the scrubber inlets or bypasses the inlets and flows around the off-curtain side (in this example, the right side) of the continuous miner (Figure 1). I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. INTRODUCTION Previous papers by this author have discussed some of the difficulties involved with optimizing the performance of industrial flotation circuits, e.g. Klimpel (1988, 1989). The two major problems seem to be: 1) the inherent "systems" nature of the froth flotation process which leads to a great deal of self-compensation among the various operating options available and 2) the inherent variations in mineralogy, water chemistry, etc. that always seem to be present in industrial operations. In particular, the influence of reagent dosage has been emphasized in the above referenced work including an industrial system interaction denoted as the R/K trade-off, Klimpel (1984, 1987). Using a simple two parameter model for fitting time - recovery data, Klimpel (1980): [ ] where r is cumulative recovery at time t or at the t th cell, R is the long-term equilibrium recovery and K is the first-order rate of mass removal from the cell (time ), the definition of the R/K trade-off with increasing reagent dosage can be given as follows: at low dosages both R and K increase, at intermediate dosages R continues to increase but K starts to level out, and at high dosages, R may flatten out or still continue to increase but K starts to decrease, sometimes rather quickly. An illustration of this effect in a batch laboratory flotation cell is given in Figure 1. The purpose of this paper is to give a detailed plant illustration of this R/K trade-off phenomena with changing collector dosage which shows just how highly interactive the grindinglflotation system in sulfide mineral processing really is. This is one of about 20 plant level case studies that are being presented and evaluated in an upcoming book, Klimpel (1990). The particular study given here was completed in late 1979 on a copper ore of head grade 0.93% Cu. The frother being used was Dowfroth* 250 at a constant dosage of 0.15 g for each ton of solids feed to the rougher bank and the slurry pH was 10.2. The motivation of the study was to better understand the relationship of changes in feed rate (hence in particle size and state of liberation) with variations in collector dosage (potassium amyl xanthate). The major concern was to determine how much extra economic benefit could be gained by better utilizing the existing grinding mills and rougher bank consisting of eight identical cells. The remainder of the flotation circuit was also studied, including regrinding of rougher tails, but did not prove as critical as the rougher bank operation itself. It appeared from an overall economic viewpoint, the battle was being won or lost in the manner in which the rougher bank was being operated. This was not to minimize the roles of the scavenging and cleaning circuits but those portions of this particular circuit could be rather obviously operated to achieve maximum benefit given the specific output of the rougher bank. A special attempt was made to maintain constant ore type throughout the entire test program. Eight specific test conditions were evaluated including three different feed rates (and hence three different size distributions) to flotation. Tables 1 and 2 summarize the eight test conditions and overall recovery results at the end of the rougher bank for each test. A single test consisted of at least three consecutive eight-hour shifts operating at steady-state with composite cell lip samples taken over the final eight-hour shift. For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

The prospects for near-term growth in coal demand are exceptional: the federal government recently targeted 141 oil- and gas-fired generating units for mandatory conversion to coal; coal-to-synfuel developments are proceeding at a steady clip, with construction of a $1.2 billion gasification plant to begin this year in Beulah, ND; uncertainty over nuclear power and stratospheric oil prices enhance the steam coal market; the export market is ripening; and an influential new political force (the Senate Coal Caucus and Congressional Coal Group) is flexing its muscles on Capitol Hill. But the rosy picture is muddled by signals, often conflicting, sent out by federal agencies. Although EPA can be credited with relaxing its grip on the Clean Air Act, its sulfur dioxide control strategy is still often at odds with the Administration's call for domestic energy (coal) development. B. R. Brown, president of Consolidation Coal Co., sums up the situation: "Every mule is pulling in a different direction." Often in the midst of the fray is the small operator who has been hardest hit by the stagnation of coal markets. Layoffs, shortened work weeks, and mine closures were rampant in the eastern and midwestern coal fields, even among large producers. The longstanding boom in western coal was tempered during 1979 by a noticeable slowdown in announcements of new mine construction. The prognosis: Eastern coal will remain in the doldrums for quite a while to come as it works off some 90 Mt of overcapacity. Midwestern coal will fare no better due to the regulatory-influenced appetite of midwestern utilities for low-sulfur western coal. This displacement should ease, though, as new power plants equipped to burn high-sulfur coal come on line in the years ahead. In the West, the National Coal Association projects production to increase a healthy- 10% this year, although mine-to-market transportation looms as the single largest stumbling block to marketing efforts. Fatalities Up 40% in 1979 The National Coal Association estimated total coal production in 1979 at 671 Mt, an increase of 13% over 1978. Of this total, the East and Mid-west accounted for 476 Mt (71%) and the West produced 195 Mt (29%). With the consistent rise in western production playing against flat outputs in the East and Midwest, underground mining's share of total production continues to slip and is expected to account for only 38-39% in 1980. Incidence of deaths and injuries at US coal mines soared in 1979 over 1978 rates. MSHA figures (still subject to final adjustments) reveal a death rate of 0.07 per 200 000 man-hours, up 40% over 1978's 0.05 figure. MSHA chief Bob Lagather attributed the death incidence to the large number of new coal mines put on line in 1978, which he estimated at between 350 and 400. Nonfatal injuries rose to 8.48 per 200 000 man-hours, up about 15% from a 1978 rate of 7.35. In absolute numbers, MSHA counted 144 fatalities and 18 111 lost-day injuries during the 1979 calendar year. The 144 coal mining deaths in 1979 is the highest number of coal fatalities at US mines since 1975.

The rapid and continuing expansion of computer and communication capability is giving birth to profound changes in the business environment. Some commentators hold that the basis of the world economy has already shifted from industry to information. Regardless of the overall implications of these changes, it is now clear that every company potentially has both access to and a need for much more information for decision making than was the case a few years ago. The importance of information to the mining industry has been underlined by the rash of unexpected economic and political developments and by the accompanying market volatility that have marked the past decade. It should be abundantly clear to even the smallest mine operator that the price for his output can be instantly affected by unexpected developments halfway across the world. Nevertheless, many mining companies still are much less sophisticated about information than they might be. For many, the historical feeling that information is an unnecessary luxury for a production-oriented business still seems to linger. On the other hand, the overwhelming volume of source material, uncertainty as to its accuracy, and the problems of finding relevant material when needed, presents stumbling blocks to viable systems of information management. Introduction When a company needs certain information, it has two basic alternatives. It can either research and develop the information in-house or pay for someone else to do it. Few mining companies have the in-house capability to assemble information needed for careful planning. On the other hand, companies often engage consultants to find information that is in fact easily accessible. All too often companies give up on procuring needed information because of the frustration of not being able to find it, and of not wanting to pay seemingly exorbitant sums for someone else to produce it. The result is poor planning. This article addresses two aspects of the information problem-finding the right sources and then accessing the particular information desired, especially as it pertains to nonferrous metal exploration and development issues. In the first section, major English-language sources that report on exploration and development (excluding primary sources of geological information, such as technical journals) are discussed.* In the second section, some available techniques for efficiently accessing this information are presented, focusing on the new MINESEARCH database system. Part One: The Information Following the News The most obvious way to follow exploration and mining developments from a distance is through regular mining media. Many active mining districts have local newspapers, usually published in the district's major towns, that give extensive coverage to miningrelated activities. For instance, to follow activities in Idaho's Coeur d'Alene silver district, one might subscribe to the Kellogg Wardner News and/or the Wallace Miner. Similarly, one might get the Sacramento Bee for news of current mining developments in north-central California. The American Metal Market, published in New York, is the daily newspaper that covers the metals industry as a whole, both in the US and abroad. Its coverage is weighted towards the refining, manufacturing, and consumption end of the business, but it frequently carries stories on mining activity, company dealings, and market outlooks. For news of major mining companies, the daily Wall Street Journal provides occasional coverage of North American companies, while the Financial Times of London serves as probably the best single source for worldwide company information. International Coverage There are three metals industry weeklies that have broad international coverage and readership. These are Metal Week, Metal Bulletin, and Mining Journal. Each has its strengths. Metals Week, a McGraw-Hill newsletter, focuses primarily on news of the metals markets, concentrating on those developments that are seen to most directly affect the price of nonferrous metals. There are differences in design aspects between steel and rubber linings in grinding mills. This paper describes the basic design rules for rubber liners for different grinding applications. When converting a mill from steel to rubber liners, the design must be changed from such familiar steel liner shapes as wedge bars and plates, wave liners, ship-lap, etc. to take advantage of the characteristics of rubber. Very little of the knowledge of the wear properties of steel can be used for the design of rubber mill liners.

Introduction The performance of seals in boreholes, shafts and tunnels is an important concern in mine safety, in the control of effluents from operating and abandoned mines and in the underground containment of hazardous wastes (Einarson and Abel, 1990; Mining Waste Study, 1988). Despite the clear need for effective seals, few documented test results are available concerning the performance of in situ seals. Some evidence indicates that horizontal or near-horizontal holes are especially difficult to seal properly (Kelsall et al., 1982). This research involved the installation, extensive hydraulic testing, removal and post-test examination of a 10-cm-long x 10-cm-diam cement grout seal in a near-horizontal borehole in limestone. The work was performed in an underground mine on Marble Peak in the Santa Catalina Mountains, AZ. A test hole was diamond cored in the recrystallized limestone of the Escabrosa formation. The hole is 33.24 m long, 10 cm in diam, and dips at 10.4°. The hole extends between two drifts and thus is accessible from both ends. Seal installation Surveys to assist in selecting the interval to seal consisted of core logging, video logging and constant-head injection tests using a straddle-packer unit. The location selected, 3 m from the lower end of the hole, had low hydraulic conductivity (3 x 10-10 to 3 x 10-9 cm/sec) and was free of significant fractures. The grout used, an expansive Class A cement, was provided by Dowell-Schlumberger, Tulsa, OK. A grout mass about 1.5 m in length was installed, with a dump bailer, above a temporary mechanical plug. Groundwater in the hole, if any, was minimal during placement. After 13 days of curing, the grout mass was partially drilled out from both ends, leaving a seal 10 cm long. Water distribution in rock mass The distribution of water and fluid pressure in the rock mass near the seal appears to be complex. The generally dry condition of the borehole and rock mass suggests that the rock mass near the seal was unsaturated prior to the injection tests of this research. The injection tests presumably created an expanding saturated zone around the seal. However, anomalously high fluid pressures, consistently recorded by one of two piezometers installed near the seal, suggest connection to a source of significant natural hydraulic head. Comparable head variations for closely spaced piezometers have been reported by others (Sowers, 1976). [ ] Seal testing The seal was tested for 3.5 years, using steady constant-head, tracer travel-time, dye-injection, head-buildup and transient constant-head tests. These tests are fully described in Greer and Daemen, 1991. In the head-buildup test, transient flow occurs through the seal (and rock mass) to a closed, water-filled interval of the borehole adjacent to the seal. The test consists of monitoring the rise in head in the closed interval until steady conditions are approached. The test may be analyzed in terms of a one dimensional analytical model to obtain the effective hydraulic conductivity (Ks) and specific storage (Sss) of the seal. Analysis in terms of an axisymmetric three-dimensional numerical model may yield properties of both the seal and rock mass.

INTRODUCTION A shuttle car is a self-propelled rubber-tired haul¬age vehicle designed specifically for underground min¬ing, primarily in coal mines (see Figs. 1 and 2). The drive mechanism is located on the sides of the vehicle, and the load is carried in the center. A chain-and-flight conveyor distributes the load when the car is being loaded by a loading machine or continuous miner and also discharges the load onto a conveyor belt or into a mine car. As the name implies, the shuttle car shuttles back and forth between the working face and the un¬loading point and is not required to turn around. Shuttle cars have served as primary haulage in this country since 1940 and still perform this function in most coal mines today. TYPES OF SHUTTLE CARS Shuttle cars may be battery-powered, diesel-powered, or cable-reel electric powered. Battery-powered cars were used between 1940 and 1950, but are almost out of existence today because of their limited power. Diesel cars have been used in coal mines, but are used mostly in noncoal mines where rules and regulations are not as stringent. Also, objections by organized labor have limited the use of diesel-powered shuttle cars in coal mines. Today, the largest number of shuttle cars are cable-reel cars. Electric power is fed through a cable stored on a cable reel that may have a capacity from 152 to 244 m (500 to 800 ft), depending upon the size of the cable and the cable reel (see Table 1). This, of course, limits the travel of a shuttle car. However, time studies have shown that for the most efficient haulage cycle, the length of haulage should not exceed 91 m (300 ft). As haulage distance increases, the waiting time for the loader or miner becomes longer, and haul¬age efficiency suffers. Cable-reel cars are manufactured in standard hand and opposite standard hand models. A standard car has the operator's control on the left front side and the opposite standard car has the opera¬tor's controls on the right front. Generally a loader or miner operates with two shuttle cars, one of each type. This allows the trailing cable to lie on either side of the entry and prevents the cables from fouling each other. Shuttle cars are designed to operate with either dc or ac power. Cars using dc power are designed for 250-v supply and ac cars are designed for either 440, 550, or 950 v, three-phase voltage. Most coal mines that are relatively level can use dc cars where dynamic brak¬ing is not required. For mines having steep grades (in excess of 15%) ac cars are used because ac traction motors have inherent dynamic braking and are safer when tramming downgrade. A recent innovation in shuttle car design in the last five years has been the introduction of an ac/dc car. This design utilizes ac input power through the cable, and the power is rectified on the car to 250-v do for traction motors. The pump motor and conveyor motor are powered by ac voltage. The main advantage of this design is efficiency-a much smaller cable may be used and the smooth operating characteristics of the dc traction motor is obtained. This prevents shock loading on the traction drive train, which is an undesirable feature of ac traction motors. Despite what may be overwhelming evidence that natural degradation of cyanide and cyanide attenuation in hydrogeochemical processes are capable of reducing or eliminating potential water quality problems associated with heap leach facilities, the recent sharp increase in the price of gold and wide interest in the cyanidation process has focused all regulatory eyes on cyanide leaching. Regulations continue to increase, design criteria are more strict, and detoxification requirements approach or exceed the level of detectability. Current governmental regulation of mining and milling operations using cyanide varies considerably from state to state. The lack of regulatory consistency at this level is largely attributable to the current Bevill Amendment exclusion of mine wastes as potentially hazardous wastes, the undefined status of the Environmental Protection Agency's ongoing mine wast study effort, and the mining industry's reluctance to develop a consistent policy regarding state versus federal mine waste regulation.

"Tailings dam is a subsidiary facility of mining production. In order to decrease tailings dam accidents caused by the failure of flood drainage system, this paper proposed a framework of potential failure detection system of tailings dam flood drainage facility based on three dimensional panorama technology. A collection device of three dimensional panorama is designed to capture the onsite images of flood drainage system of tailings dam. The spatial information of flood drainage facility of tailings dam is recovered through projecting the image information to spherical surface by using three dimensional panorama technology. Two dimensional images are transformed into three dimensional images in three stages of panorama images process, which are pretreatment, registration and splicing. Combined with the framework of HTML5, panorama images are embedded into webpage. These web pages have the functions of user interface that the images could be displayed, moved and zoomed. With the function of interaction with panoramic display, 3D panorama scenes can be changed and scaled. Browsing the webpage is helpful to find potential risks such as possible holes, fractures and leakages of flood drainage system of tailings dam. The realization of this system can detect the potential safety risks of flood drainage system of tailings dam. The application of this system would improve the safety and provide the ability of accident pre-warning. It is useful to maintain the healthy and sustainable operation of tailings dam.Introduction It is reported by Xie et al (2009) that tailings dam are necessary facilities for mine production and places which constructed by damming troughs or encirclement used to store tailings that eliminated after ore selection in Metal and non-metallic mines. It is reported by Mei (2012) that tailings dam is a dangerous source of high-energy man-made debris flow, the collapse of the tailings dam takes devastating damage, which seriously threatens the safety of life and property of the enterprises and the downstream residents. It is reported by Dong (2011) that the collapse of the tailings dam causes secondary disasters such as environmental pollution at the same time. It’s a serious impact on regional economic development and social stability. The phenomenon of collapse of destruction is general excessively of tailings dams in China. It is reported by Zhang et al (2011) that most of these phenomena are caused by flood over the top of dams. The main reason is the lack of capacity or the failure of the drainage system. There are also accidents caused by the failure of drainage system in foreign countries in recent years. For example, November 5th 2015, the tailing dams collapsed because of the insufficient drainage capacity of the Germano mining area in Germano Mariana area in central Minas Gerais state in Brazil. After a small post-earthquake, the liquefied tailings fill sand submerge downstream cities and towns. It finally destroyed 158 houses, killed at least 17 people, polluted 663km river and destroyed 15 square kilometres of land along the river. It is reported by Rico et al (2008) that it’s necessary to continuous monitor and control the tailings drainage system in order to reduce the occurrence of tailings accidents and guarantee the sustainable production of the mine. The traditional artificial detection methods of flood drainage system of tailings dam exist many problems such as heavy workload, low efficiency, and susceptible to meteorological conditions. And it is reported by Luo (2013) that the tailings dam wastewater is corrosive which result a certain disease in flood discharge facilities such as tailings drainage culvert, etc. In order to realize the effective monitoring, management and maintenance of flood drainage system of tailings dam, advanced technologies need to be used to acquire the information of collection and management of flood drainage facilities of tailings dam."

In many parts of the world deep level mining relies heavily on the use of refrigeration for providing safe thermal underground conditions. The trend in South Africa in recent years has been to locate the refrigeration plants on surface and to use these plants to chill water that is then distributed throughout the mine. The surface cooling installation normally consists of a pre-cooling tower in which water is first chilled before it is sent to one or more refrigeration plants for further cooling. Presently, the majority of these refrigeration plants use CFC refrigerants; however, to conform with the Montreal Protocol, these plants will have to be replaced or converted for use with alternative refrigerants. The optimum design criteria for installations using the new generation of refrigerants will be affected by their characteristics and are likely to be different from those currently in use. In light of these developments the industry is examining a number of alternative systems for future installations including water vapour refrigeration. Factors that affect the decision on the type of refrigeration system to be used in mine installations are reviewed. INTRODUCTION Gold mining has been carried out in South Africa for over 100 years and most of the reserves close to surface have been mined out; this has led to mining taking place at greater depths, approaching 4000 m below surface. One of the consequences of operating at these greater depths is that it is necessary to install refrigeration plants to cool the ventilation air so as to provide safe and healthy working conditions. With the current low precious metal prices there is pressure on mines to cut costs and in recent years there has been considerable effort devoted to the design of more cost effective and efficient refrigeration plants and cooling systems. In the last 10 years there have been many studies into the use of ice for specific applications (Eschenburg et al., 1986; Hemp, 1988 and Ramsden and Lloyd, 1992) and at present there are three ice making plants in operation on South African mines, each of which produces ice in different processes. In addition, detailed design studies have been carried out on the "split ammonia system" (Napier and Patterson, 1992). In this refrigeration system the evaporator is located underground close to where the cooling is needed, whilst the condenser and heat rejection system is on surface. As far as refrigeration plants are concerned the trend has been to move away from standard package units to custom built refrigeration installations. This has given the design engineer greater flexibility in the choice of key components for refrigeration installations. For example both screw and centrifugal compressors are used, the heat exchangers for the evaporators and condensers may be either plate or shell and tube, and in a number of installations evaporative condensers are used. In addition, the following refrigerants are in use, R12, R22 and ammonia. The acceptance of the Montreal Protocol and its amendments by the South African government will restrict the use of CFC refrigerants and it will be necessary to re-evaluate various refrigeration systems, including those that do not use conventional refrigerants, such as air cycle and water vapour systems, for new surface installations. Although new systems and refrigerants are being developed, only the following refrigeration installations will be compared in this paper: - a refrigeration system using R134a which has properties similar to R12 - refrigeration system using R22 or a new alternative refrigerant with very similar properties - an ammonia refrigeration system - a water vapour refrigeration system The benefits of new cooling systems are not discussed in detail, since they are largely mine specific and outside the scope of the present paper. Since the optimum design for an air cycle system (del Castillo, 1988) is dependent on the mine layout, this system is also not included.

There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer's sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. The organization usually required for this type of marketing is given in Table 2. [Table 2- Specialized Marketing Organization Requirements 1. Flexible approach to technical and marketing problems 2. Versatile background in a broad range of industries 3. Laboratory backup when necessary 4. Marketing expertise 5. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management's technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

Introduction A longwall operator can make few changes to increase output, significantly reduce respirable dust, and decrease power consumption. Reducing drum speed, and thereby cutting with increased pick penetration, is one. This article defines the benefits of deep cutting in terms of reduced dust production and power consumption. It also identifies the practical aspects of high pick penetration in terms of shearer performance and coal loading. Before examining some practical aspects of reducing drum speed and looking at the theoretical background, it is worthwhile to summarize what is meant by high penetration and deep cutting, and what potential benefits and pitfalls may be expected. Deep cutting (in the sense of high penetration rather than wide web) can be defined in one or more of the following ways: • Cutting with an average pick penetration distance higher than that used in the past. • Cutting with a pick penetration higher than the longwall operator would have used if the advantages of deep and slow cutting were not considered. • Cutting with a well-designed shearer drum below 40 rpm. All these definitions are slightly arbitrary. They are given to provide a basis for discussion and to make the point that any move towards deeper, more efficient cutting can result in operational benefits. The benefits of deep cutting appear in many different areas. The most noticeable benefit, provided suitable instruments are available, is the reduction of airborne respirable dust. During an experiment on a longwall in the Pittsburgh seam, a nearly four to one reduction in dust levels was seen when drum speed was halved. Not all studies have shown such a big reduction, but it seems that some benefit is almost always obtained when drum speed is reduced. Production rate and specific power consumption are also affected (in a positive sense) by reducing drum speed or increasing pick penetration. Although these changes may not be as spectacular as those in dust level, they contribute to the economic return of the longwall operation. Similarly, improved washability through fines reduction may have a beneficial economic effect. Cutting with shearer drums operating at lower speeds does have some possible deleterious impacts that an operator should be aware of. For example, cutting reactions - loads imposed on the picks by the coal being cut - will be increased as a deeper cut is used. Steps must, therefore, be taken to ensure the stability of the shearer and provide an adequate haulage effort. These increased cutting reactions also result in higher loads on the power transmission system (gearboxes, ranging arms, pick boxes, etc.) from the shearer motor(s) to the pick tip. These higher loads must be anticipated and provided for with the necessary hardware. In particular, extra haulage power must be provided with low drum speeds, since haulage effort required increases roughly in proportion with pick penetration. Because the drum will be rotating more slowly or will have fewer picks, the load on shearer components will also be more variable. If suitable, robust equipment is not used, this increased vibration will decrease reliability. Benefits of Deep Cutting Lower dust levels, decreased specific power consumption, and improved product washability are the most noticeable benefits of reduced drum speeds. Although the benefits will vary greatly with mining conditions and the type of coal, some examples of what can be expected are described below. Reduced Dust Levels Figure 1 shows principal results of a study on the effects of reduced drum speed conducted on a longwall in the Pittsburgh seam (Ludlow, 1981). This figure shows that average dust production was reduced by about 70% when drum speed was halved. By making some assumptions about such quantities as coal density, it is possible to apply this proportional reduction to the quantity of respirable dust liberated per ton of coal mined. When this is done, two kinds of results are obtained: • At 70 rpm, about 1 g (15 gr) of airborne respirable dust is created for every ton mined (roughly one part per million). At 35 rpm, only 0.28-0.37 g/t (3.9-5.1 gr per st) of coal mined become airborne respirable dust. • At 35 rpm, nearly four times the amount of coal may be mined before the compliance level is exceeded, compared with 70 rpm.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). Elastic-plastic constitutive equations The basic assumption is that the yield surface in stress space depends on one parameter, namely the plastic volume strain, as the data on Boise sandstone suggested.
