"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

This investigation involves the development of a two-dimensional continuum model for the description of jointed media. Specific application of the model developed here is for the potential geological disposal of radioactive waste in the layered sequence of fractured volcanic tuffs under Yucca Mountain, Nevada. This is currently being considered by the Nevada Nuclear Waste Storage Investigations Project, administered by the Nevada Operations Office of the U. S. Department of Energy. The work is a direct extension of the previous constitutive model by Thomas (1982) based on the work of Morland (1974). The main feature of Thomas's model includes two parts: a continuum approximation based on average discontinuous displacements across jointing planes within a representative elementary volume, and a material constitutive description based on linear elastic matrix material behavior and nonlinear normal and shear joint behavior between jointing planes. The mathematical descriptions by Morland based on strain partitioning among matrix material and joint sets allow multiple joint sets to be included in the model. However, the initial effort by Thomas to implement Morland's mathematical model included only a single set of joints. To make the material model reflect more realistically the field characteristics, the current work extended Thomas's model to include orthogonal sets of joints. The nonlinear elastic normal joint behavior is retained in the present model. Joint shear response was treated as linear elastic in the shear stress versus shear displacement relationship prior to attaining the stress level governed by the Coulomb friction criterion. Beyond this critical stress value, a horizontal line is assumed in the work of Thomas for the shear stress versus slip displacement relationship such that the shear stress remains constant while the slip displacement increases. Motivated by experimental observation, the current work generalized the shear response to allow a line with finite slope to govern the slip behavior beyond the critical stress level. The inclusion of an orthogonal joint set led to a fourth order algebraic equation for the calculation of stress increments as compared with a second order equation obtained by Thomas. The nonlinear elastic normal joint behavior provides criteria which allow the selection of the root that yields result consistent with the loading condition of the problem. The addition of one more set of joints provides the potential to more completely study the interaction of various parameters representing the characteristics of jointed media behavior. Material responses to various loading conditions based on the present constitutive model have been obtained. These results and their comparisons to single joint set results are presented. Weak demand for metals and consequent low metal prices resulted in continuation of the depressed state of US mineral exploration activity through 1983. Data collected by Resources for the Future Inc. and The Pennsylvania State University for a cooperative study on mineral exploration activity indicate that US exploration in 1983 fell by as much as 25% from 1982 levels. Precious metals remained the focus of most exploration efforts, as gold and silver prices remained attractive compared to base metals. Reports of 1983 domestic exploration and development activities in several industry journals indicates that about 85% to 90% of those projects were directed primarily at gold and silver. Gold exploration included work by several companies on Carlin- type disseminated gold deposits in Nevada, geological prospecting and drilling in the Wenatchee Gold Belt in Washington, and interest in lode and placer gold properties in California, especially by several small Canadian firms. Precious metals exploration projects were also reported in Alaska, Arizona, Colorado, Montana, New Mexico, Oregon, South Dakota, and Utah. There was also tome precious metal exploration activity in the eastern US. Development continued at the Ropes gold mine near Ishpeming, MI, and companies explored historic gold-producing areas in the Southeast. Some exploration for nonprecious metals took place last year. Stratabound copper-silver deposits were examined in western Montana, and US Borax continued exploring molybdenum resources in the Misty Fjords area in Alaska. Work on these projects during 1983 may have been stimulated by time limits on the availability of certain federal lands for exploration more than by projected improvements in metal markets. During 1983, several papers were published on mineral exploration strategies and the future of US exploration. David Watson of Raymond Kaiser Engineers, in a paper presented at the 1983 AMC Mining Convention, forecast increased exploration activity for gold and silver because of world economic conditions. He added that antimony, manganese, chromium, graphite, mercury, tantalum, tin, and barite are also likely targets based on their limited domestic reserve availability. He cited concern over reported subsidized mineral production by foreign producers and US regulatory and land-planning policies as retarding mineral exploration activity. Douglas Cook of Freeport Exploration Co., at the same meeting, presented a paper that showed that a 1950-75 period of vigorous exploration has been followed by a period where acquisition has replaced exploration as the predominant means of acquiring new mineral properties. At a December IIASA conference on "The Economics of Mineral Exploration," in Vienna, Austria, A. Rose and R. Eggert of The Pennsylvania State University pointed out that recent exploration decisions tend to rely more on evaluating production costs and comparing them with existing deposits, rather than on return of

INTRODUCTION Excess bronchogenic carcinoma has been demonstrated among underground uranium miners in the United States, Czechoslovakia, and Canada (Archer 1981). This excess cancer is attributed largely to radiation from the alpha particles delivered to the tracheobronchial epithelium by the decay of short-lived daughters of radon. Interaction between the radiation and cigarette smoking has been demonstrated in production of the excess cancer (Archer 1973). The distribution of histologic types of bronchogenic cancer among uranium miners was established as different from that in other men in 1964 when an analysis of the first 51 cases among United States uranium miners was published (Saccomanno 1964). It was confirmed five years later by Yugoslavian studies (Horacek 1969). A later analysis, using a relative frequency method, indicated that oat cell and other small cell undifferentiated carcinomas increased markedly with increasing exposure to radiation in uranium mines (Saccomanno 1971). A subsequent analysis used only cases from an epidemiological study so as to enable calculation of expected numbers. It showed that there was an elevation in incidence of epidermoid, adenocarcinomas, and possibly other types, as well as small cell undifferentiated carcinomas (Archer 1974). At that time, it was felt that the histological distribution of cancer among uranium miners was well established. However, one of the authors (GS) has noted that fewer oat cell carcinomas were appearing among uranium miners in recent years. In his material the fraction of oat cell carcinoma, in successive 5 year periods between 1960 and 1980 was 59, 46, 37, and 22 percent. The association with calendar years is almost certainly spurious, reflecting some other factor associated with time. From the standpoint of tumor biology such a change must be important. This is a preliminary report which attempts to determine the cause of that change. POSSIBLE REASONS FOR OBSERVED CHANGE IN CELL TYPES 1) It might reflect a decrease in radiationinduced carcinomas, so that most of the ones being seen now are cigarette-induced. This appears to be a possibility because radiation levels in mines had been markedly reduced in the early 1970s, and because most of the uranium miners now developing carcinoma had quit mining during the 1965-1975 period. 2) It might represent a change in interpretation by the pathologists involved. 3) It might represent a real change in distribution as a result of increased latency, an aging population, cessation of smoking, increasing pack years of cigarettes, or other factors which have changed with time. Each of these possibilities is being checked. Dr. Waxweiler, later in this conference, is presenting an updated mortality analysis of United States underground uranium miners. His data indicate that lung cancer incidence among the Study Group of uranium miners is still quite high, but the ratio of observed to expected is falling somewhat. It is apparent that decreasing exposures in uranium mines is not yet reflected in normal lung cancer mortality rates. Reason #1 is therefore very unlikely. Thirty-five percent of the histologic types of carcinomas in this study were classified by a panel of three pathologists, 45% were classified by one of the panel members, and 20% were classified by a number of

In underground operations the evaluation of blasting fume dilution times and the application of recirculation techniques require accurate determination of the concentration of toxic fumes produced by the explosive used. This paper describes a methodology for obtaining concentrations of detonation products from commercial explosives tested under typical rock confinement and looks into the development of techniques for reducing toxic gases produced by explosives. This paper also analyses the application of techniques for the removal of toxic gas which would enable reduced re-entry times, a reduction in the quantity of fresh air and the use of air recirculation techniques, thereby providing substantial economic benefits to the industry. INTRODUCTION Toxic fumes from blasting operations are among the most common and serious hazards encountered underground. The implication of high concentrations of toxic gases emitted from blasting on the mine ventilation system are very significant and, in many cases, catastrophic results have occurred. Because blasting is a routine practice underground, the mining engineer is always confronted with the problem of controlling the fumes within acceptable levels. Typical control procedures employed underground include preventing or reducing the amount of fumes liberated from blasting through the proper selection of explosives and proper blasting techniques; removing the fumes through local exhaust systems or auxiliary ventilation (dilution ventilation); blasting off-shift, or at restricted times; localizing or isolating the effects of blasting where workings are isolated or sectionalized in the ventilation system; and absorbing some of the components of the fumes using air-water sprays. Dilution is one of the most effective control measures against blasting fumes and is universally applied. However, for precise determination of the dilution times for the fumes to reach safe concentrations, accurate determination of the concentration of toxic fumes produced by the explosives used is required. Research work has been carried out in determining the types and volumes of gases produced from blasting. In the case of ideal detonations, the nature and quantity of the fumes produced can be predicted by thermo-hydrodynamic calculations. However, commercial explosives exhibit non-ideal behaviour which is enhanced by the relatively small diameters of application in underground mines. The confinement offered by the surrounding rock further complicates the situation. It is well recognized that confinement affects performance and consequently fume generation. A detailed data base of fumes generated by commercial explosives at various conditions is introduced and the effect of blasting parameters such as, confinement, shock desensitization and incomplete detonations on toxic fume production is described for a variety of commercial explosives in use today. Thermodynamic predictions on fume production by the explosive compositions tested are also presented and compared with experimental results and their significance in assessing the quantity of fumes produced is discussed. A mathematical model capable of determining dilution ventilation requirements and dilution times to reduce the fume concentrations in the blasting zone to acceptable levels has been developed and it is being incorporated into a network system so that the effects of blasting can be simulated in typical mine ventilation systems. Solutions to the problem of controlling blast fumes within acceptable levels are described. These solutions include the use of control procedures which prevent and reduce the amount of fumes liberated from blasting. The use of low fume explosives, proper blasting techniques, dilution ventilation and filtration can be combined to effectively control fume production and save on costs. The application of these techniques to enable recirculation of underground air with reduced quantities of fresh air requirements is evaluated in a case study.

This paper describes the emergency water control measures used at Pegasus Gold's Zortman Landusky mine during the September 1986 flood. The amount of solution stored increased by approximately 78 165 m3 due to receiving 0.2134 m of rain in a 24 hour period. Three methods of water disposal will be discussed including continuous chlorination, batch chlorination, and reverse osmosis. A water management program will also be discussed.

Introduction A mine characteristic curve is of great importance for both theoretical analysis and daily management of a mine ventilation network. Ventilation engineers are well acquainted with the ways of obtaining and using a mine characteristic curve that is conventionally associated only with single-fan networks. However, for a multiple-fan network, difficulty has long been recognized in defining the curve, not to mention, obtaining or using it. To extend the concept of mine characteristic curves for a multiple-fan network, a subsystem-based approach has been introduced by Wang (1992a). He defines a subsystem characteristic curve for a multiple-fan network and discusses the numerical procedure for constructing the curve. A graphical method of obtaining a subsystem characteristic curve for serial-parallel, multiple-fan networks has also been accomplished (Wang, 1992b). In spite of the maturity of the fundamental concepts related to and the numerical analysis tool for a multiple-fan ventilation network, information regarding the related laboratory tests is very scarce. To make up this gap, laboratory experiments have been done by using a two-fan experimental network. This paper presents the methodology and major findings regarding the construction and features of a subsystem characteristic curve. Characteristic curves and measurement fundamentals A characteristic curve A characteristic curve is a graphic presentation of the relationship between any two variables of a two-terminal component. It is typically defined in the form of a quantity-pressure curve for a ventilation component, which can be a single branch (airway), a fan, a regulator, a portion of a network or even a whole network. If a component is a single branch, the curve is called a branch characteristic curve. If it is a fan, then the curve is called a fan characteristic curve, and so on. Figure I illustrates the characteristic curves of some typical ventilation components. A general method for obtaining a characteristic curve from measurement is to apply an adjustable-pressure source between the two terminals of a component and measure the quantities corresponding to the different pressures. Mine characteristic curve A single-fan network can be easily divided into two ventilation components, the fan and the remaining network. The latter consists of only branches and regulators. Under this subdivision scheme, two characteristic curves can be constructed. They are the fan characteristic curve and the characteristic curve of the remaining network. The latter is referred to as the mine characteristic curve or the system characteristic curve. Although the general method for constructing a characteristic curve from measurement can be applied to obtain a mine characteristic curve, there is a shortcut for constructing the curve by introducing a mine resistance factor R. It is a constant if all of the resistance factors in the network are constant. R relates mine pressure H with quantity Q as in: H=RQ2 (1) For a given R, Eq. (1) can be directly used to plot a mine characteristic curve by assigning a series of Q values and calculating the corresponding H values. Hence a shortcut to constructing a mine characteristic curve is to measure one set of mine pressure H and quantity Q values, calculate the mine resistance factor R using Eq. (1) and then plot the curve. Subsystem characteristic curve Applying a similar scheme as is used for a single-fan system, divide a multiple-fan network into two components, a fan under consideration and the remaining network that contains all the other elements (branches, regulators and remaining fans) of the network. P.T. Freeport Indonesia currently operate a 600,000 t/d mining and 125,000 t/d milling operation in the remote highlands of Irian Jaya, Indonesia. The isolated location and generally difficult working conditions make for challenges not encountered in most North American operations. In spite of this, the mill technical groups have been able to develop and maintain a highly effective level of plant wide automation. This has been achieved through the appropriate selection of available technologies and the implementation of innovative management practices. This paper provides an overview of the control systems currently installed and focuses on those practices which have resulted in the long term success of process control at Freeport.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research, Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

"This paper presents an assessment of the impact of tunneling and its associated risks on pile foundations located in the influence zone of tunneling operation. Tunneling in proximity of pile foundations introduces deformations in piles and in turn induces additional axial and bending forces. In modern mechanized tunneling, ground convergence is controlled through balancing the earth pressure at the tunnel face as well as applying pressurized bentonite through the shield. Reducing ground deformation can consequently lower the additional deformations and forces developed in the pile foundation and lessen the associated construction risk. In this paper, comprehensive detailed finite element modeling was performed to quantify the effect of the different parameters on induced forces in piles. Finite element models took into account the nonlinear behavior of soil and pile-soil interface. The modeling results are of practical importance in risk evaluation of tunneling in vicinity of pile foundations. INTRODUCTION Tunneling operation in congested urban areas becomes more frequent as demand for further utilizing underground spaces grows. In urban settings, it is not uncommon for tunnel designers to plan a tunnel route in close proximity to other structures to satisfy other competing objectives like raising the alignment to reduce excavation volume. Setting the alignment close to existing structures increases the risk involved in the project. It is the responsibility of the designer to thoroughly identify, assess, and mitigate all design risks involved. In this paper, we focus on the aspects involved in tunnel construction in proximity to existing pile foundations. Tunnel operations introduce deformation in the soil mass. Consequently, a pile located within deformation zone experiences extra forces as a result of the imposed deformation. The developed forces and bending moments can be in orders comparable with the pile capacity depending on the relative horizontal proximity of the tunnel and the relative depth of tunnel with respect to the pile length."

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. Introduction It has long been known that there are extensive deposits of phosphate-bearing deposits in the Coastal Plain of Georgia in many locations that are similar to those being mined commercially in central Florida. A major drilling program was conducted in 1966-67 by the Georgia Geological Survey (GGS). The economic potential of some of the material uncovered was evaluated at that time by a team at Georgia Institute of Technology led by Dr. J.E. Husted. There were some promising results. Since then, there has been little commercial interest in pursuing this matter, though the potential for development remains. In the long term, Georgia's phosphorite deposits could be a major source of income to the state if they were commercially processed. Phosphorite deposits contain significant levels of uranium and thorium. Uranium concentrations in Florida phosphate aggregates have been found to be 120 to 140 ppm. The presence of high concentrations of uranium means that there is a small but finite concentration of radium, which subsequently leads to radon gas emanation. It is the radon emanation and its progeny that may pose the largest health problem in many types of mining. Surface mining operations can possibly elevate the radon and radon daughter concentration in the vicinity. There is always some public concern whether any increase in the radon concentration in the atmosphere by mining (surface mining in the phosphorite case) could elevate the risk of cancer in the nearby population. At the present time, a great deal of attention has been devoted to the possible health effects of radon and its decay products in the inhaled air in mines and inside buildings built on mill tailings or uranium-bearing rock (Gesell and Lowder, 1980). Several evaluations have been published on the potential health effects of the Florida phosphate operations (Guimond and Windham, 1975; Roessler et al., 1980; Travis et al., 1979) and for buildings incorporating phosphate slag aggregates (Kahn, Eichholz, and Clarke, 1983; Roessler, Roessler, and Bolch, 1983). They all indicate that such potential effects are small, but tangible, compared with other radiation effects, for instance in the nuclear industry (Cohen, 1981). In view of the current concern, especially by the US Environmental Protection Agency (EPA), with the radiological consequences of large-scale mining of uranium-bearing phosphate rock (Guimond and Windham, 1975), it was decided to assess the potential radiological consequences if the Georgia deposits were developed. This paper presents an attempt to estimate the magnitude of any radon-based health effects that might arise from future mining operations in selected areas of the Georgia coastal region. To do this, a calculational model was developed that took into account the mining operations themselves, the atmospheric dispersion of the radon released, and the radon daughter concentrations in nearby towns. The model was applied to both extremes. The first application was a hypothetical mining operation in Echols County. Echols County is very sparsely populated and, unless living very close to the site, a person would probably experience little radiation exposure, if any. The model tries to prove this point. The second application was at a site near Savannah, Georgia. Both sites contain economically feasible phosphorite deposits and were not entirely hypothetical in that sense. Site selection In the course of the South Georgia Minerals Program (Furcron, 1967), an extensive series of drill core samples had been collected from various mineral occurrences in the coastal plain. It was found that the cores from the previous drilling program (Furcron, 1967), though carefully preserved, were not readily accessible. But the GGS reports did contain gamma logs of all the holes surveyed. With the cooperation of Dr. Neal Shapiro of the Survey, some core samples were selected and assayed, and used to calibrate the gamma log data. Samples from locations known to have detectable radioactivity were screened and counted. Their measured uranium content was used to calibrate the gamma log profiles for those same holes as obtained by the GGS. On this basis, two of the higher-level sites were selected and the calibration was used to obtain integrated uranium concentrations over the length of the borehole. It is customary to describe radon and radon-daughter concentrations in "working levels" (WL), where one WL represents a concentration of radon daughters capable of releasing 130 000 MeV of alpha particles, equivalent to 100 pCi of radon in equilibrium with its daughters per liter of air. A representative concentration is 0.15 WL, below which radon levels are widely considered to be negligible. For the mine sites selected, the surface area and rock volume were determined to estimate their radon content. Working-level values were then estimated for the assumed radon release from the crushed ore and the exposed surfaces of the mine pit. According to Kisielewski (1980), 93.4% of all radon released from open-pit operations is released from the ore zone; thus, the calculations assumed that those surface areas were the main sources.

Within the mineral processing Industry. a range of grinding conditions exists which include semi-autogenous grinding (SAG), rod milling. and conventional ball milling. Each of these mill environments presents a unique environment for grinding media, requiring the application of specific physical and chemical properties for optimum grinding media performance. The environments are characterized by varying degrees and combinations of abrasive, corrosive, and impact wear. An extensive test program has been conducted to determine the extent wear rates vary between these different applications. Test results are related to production results, ball size, and mill operating conditions.

INTRODUCTION The rapidity of onset, rate of increase, and magni¬tude of loads in an underground support system can be measured using load cells or pressure cells, whichever is appropriate to the type of support. These instruments should be installed at the various instrumented station locations immediately after excavation. If the loading of a member is of interest, the load should be measured, whereas if the deflection or strain of a member is of interest, the strain should be mea¬sured. It makes as little sense to use a load cell to allow computation of strain as it does to measure the strain and then back calculate the load. Tunnel steel set de¬signers today invariably rely on the early work of Karl Terzaghi, the basis for which is load, so load measure¬ment should be the main concern. The current trend of using strain gages on steel sup¬port systems stems from the inability by some to eval¬uate unusual loading conditions caused by uneven block¬ing. In fact, uneven blocking will obscure almost any attempt (whether with load cells or strain gages) to properly evaluate support performance. The load curve in Fig. I shows the development of a characteristic early peak load sometimes called the "rear abutment load" seen in many underground open¬ings. It is thought that the peak reflects the coupling of the rock and the support system, and that the magnitude will increase until some yielding, or minor failure, of the support system occurs. At that time, the slight deforma¬tion of the support system promotes the formation of minute shears in the opening walls, and these shears tend to distribute stress between the support system and the adjacent rock in proportion to the relative rigidity of the support elements and the rock. In normal rock, as a result of this stress redistribu¬tion, subsequent load magnitudes generally do not reach the magnitude of the early peak load. In physically unstable (squeezing) or chemically un¬stable (swelling) rock, however, the loads experienced after passage of the early peak load may in fact show a slow, continuous increase. One of the very important purposes of load instrumentation is to provide the means for recognizing such long-term adverse trends, thus enabling the proper remedial steps to be taken. Another purpose of load instrumentation is to pro¬vide a comparison between the magnitudes of the early peak load and the subsequent stable load. The ratio of these two loads is analogous to a safety factor, and may be used to evaluate the efficiency and economy of the support system design. Aside from considerations of economy, it may be well to design support systems which do not have excessively high ratios of early peak load to subsequent stable load. Should these ratios be exces¬sively high, the support system may be so rigid that the yield or failure associated with stress redistribution may occur with explosive violence. Load cells for use in mines, tunnels, and on con¬struction projects come in many forms. Almost all, however, employ the same procedures for installation, readout, etc. Therefore the following comments are almost universal in application. LOAD CELL INSTALLATION Load cells should be installed with bases parallel to the surfaces against which they bear. Care must be taken to orient the cells so that their signal cables are protected from accidental damage as a result of con¬struction, maintenance, or cleanup activities. Most electronic load cells are compensated for tem¬perature variations likely to be encountered during nor¬mal operations. However, if a large difference is an¬ticipated between the calibration temperature [21°C (70°F)] and the average operating temperature, the cells should be conditioned to the operating temperature for at least 8 hr prior to installation. This is to insure that the initial reading, made under no-load conditions prior to installation, provides a stable value to which subse¬quent measurements can be referred. Hydraulic load cells tend to be temperature sensitive and should be used with that in mind. Also, hydraulic load cells tend to be soft compared to electronic types and will sometimes allow movement to take place in a system intended to be semirigid. Furthermore, hydrau¬lic load cells tend to be difficult to read remotely. Care must be taken to use bearing plates on both sides of load cells which are sufficiently rigid and of high enough bearing capacity to prevent bending and crush¬ing under load. This is very important with tieback load cells (basically a ring of steel) which can easily dig into bearing plates. MAINTENANCE AND TROUBLESHOOTING Except for a direct hit by a miner's axe or flyrock from a blast, most hydraulic load cells are nearly in¬destructible and require little, if any, maintenance. Hy¬draulic oil on the bearing plates is a good indication of a leak and the need for corrective action. Field maintenance of electronic load cells involves protecting the instrument and signal cable from mechani¬cal damage and from unnecessary exposure to dirt and moisture, and recognizing and correcting damage and the effects of normal wear and tear.

At Gold Fields' Chimney Creek Mine, gold ore deliveries to the milling and leaching circuits will come from three separate pits. The challenges in mine scheduling are to combine tonnage flows from these distinct ore bodies to produce a minimum of 4.665 kilogram (150,000 ounces) per year while maintaining a stable workforce and constant mine equipment requirements. A secondary goal is to have the end of milling operations coincide with the completion of leaching of the oxide ore reserves. This paper discusses the techniques used to prepare the long range plan and some of the considerations and practices that will be required for the plan's accomplishment.

HISTORICAL DEVELOPMENT At the beginning of the 1970 more than 90% of pro¬duction drilling in open-pit mining was obtained with the use of rotary drills. At the same time, the use of rotary drills underground was virtually nonexistent. Several progressive mines began questioning whether efficient rotary drilling could not be adapted to under¬ground applications. In the late 60s and early 70s at¬tempts to use rotary drilling were made by Inco, Ltd. and Meramac Mining, utilizing drill units designed as a combination of small diameter raise drills and rotary drills. These initial attempts were unsuccessful primarily due to the immobility of the equipment and low degree of dependability. At the same time, experiments con¬ducted by Inco and Meramac using large diameter in¬the-hole percussion drills produced immediate encourag¬ing results. The first serious attempt at utilizing rotary drilling underground was made by Texasgulf in 1971 at Kidd Creek mine in Canada. An experimental stope 15 m wide, 36 m long, and 30 m deep was drilled using 200-mm diam rotary drilled holes. The machine used was a Robbins' Model 11 D. The Model 11D is a rotary drill designed to drill drain and utility holes under¬ground. The results of this test revealed that large diameter blasthole stoping was feasible. The indications were that the major areas of concern-fragmentation and pillar damage-could be controlled and a new low-cost stoping method resulted. At this point Texasgulf and Robbins entered into a cost-sharing agreement to develop a rotary drilling unit specifically for this stoping method. Drilling of the trial stope required pouring a concrete pad at each drill hole plus anchoring the derrick to the pad by means of rock¬bolts. Utilization expressed in terms of drilling time to available time was less than 20%. It was obvious that the required unit had to be mobile, setup time had to be minimized, and rod handling had to be improved. The first attempt at an underground production-type rotary drill consisted of mounting the basic 11D on an air-powered Eimco 600 Series crawler. The crawler was equipped with four screw-type leveling jacks operated by an impact wrench; rod rack facilities for 60 m of 1.2-m long, 170-mm diam rods; a rod handling facility consisting of an air-lift swing boom and a pipe loader which automatically positioned the rod under the float¬ing drive box; a turnbuckle anchor system requiring in¬stallation of four rockbolts in the drill drift floor and placing turnbuckles from the rockbolts to the corners of the drill; and trailing power units containing the electrics and hydraulics required to operate the drilling unit. Operation of this unit revealed a vast improvement in drilling time but some problem areas remained. The anchoring system required secondary drilling and proved difficult to adapt to the localized irregular floor surface and the trailing power unit was difficult to maneuver and was causing unnecessary maintenance costs. Addi¬tional improvements resulted in the standard 11MD rotary blasthole drill. DESCRIPTION OF UNIT This standard model consists of the drill and the power unit integrally mounted on an air-powered crawler chassis (Fig. 1). The rod-handling and leveling¬jack systems are similar to those used on the prototype Texasgulf unit and remained relatively the same. The anchoring system has been replaced by the roof jack, initially screw type but now hydraulically actuated. The anchoring system is necessary as the drill exerts more thrust than the weight of the unit. During operation it is found that the two front jacks adequately anchor the machine. The complete unit's operational dimensions are: height, 3.2 m; width, 2.1 m; and length, 4.2 m requiring a 3.5- x 3-m drill drift. The derrick is pivot mounted and raised and lowered by a hydraulic cylinder reducing the transport height to 2.5 m. The derrick is also turnbuckle mounted to allow dip angle drilling from vertical to 0.52 rad (30°) off vertical. The drill derrick can be mounted to allow dip axis to be parallel or perpendicu¬lar to the long axis of the unit. The standard rods are 1.2 m in length and are contained in racks of 10 which can be removed for transportation. Drilling torque is produced by a 56-kW (75-hp) electric motor driving a double vane pump which in turn drives a Robbins high torque gear-type hydraulic mo¬tor. In addition to the hydraulic motor, the machine drive system has a 3.9:1 planetary gear reducer. This results in six speeds with the following minimum and maximum range: Maximum rpm 112 Torque 3725.5 J (380 kg m) Minimum rpm 10 Torque 14 706.0 J (1500 kg m) Drilling thrust is provided by two bootstrap cylin¬ders pressurized by a variable volume pump. This sys¬tem can produce from 0 to 267 231.2 N thrust in either direction. Bailing air (approximately 17 m3/min at 382.2 to 490.3 kPa) is introduced through a rotary swivel pass¬ing directly through the center of the drive system to keep efficiency and losses to a minimum. Hole annulus is also kept to a minimum by using 170-mm rod when drilling a 200-mm hole. A small amount of water is added to the air for dust suppression. The machine has to be supplied with air, water, and electrical power. It does not appear feasible to provide an integral air power supply with the rotary drill such as is done with open-pit rotary drills. Air is required and installed during the primary development of the drill drift. The machine can be adapted to drill hole diameters from 170 to 228 mm for blasthole operations. The drill string consists of the rotary bit, crossover stabilizer, roller stabilizers, and standard rods. The operator controls speed and thrust pressure from an operating console which can be mounted in a conve¬nient position. Mount Isa has made an adaption to the operating console to permit remote collaring of drill holes in an uncleared floor.
