These financial statements are the responsibility of the Institute?s Council. Our responsibility is to express an opinion on these financial statements based on our audit. Scope We have conducted our audit in accordance with statements of South African Auditing Standards. Those standards require that we plan and perform the audit to obtain reasonable assurance that the financial statements are free of material misstatement. An audit includes: ?examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, ?assessing the accounting principles used and significant estimates made by management, and ?evaluating the overall financial statement presentation. Platinum group metals are extracted almost exclusively in South Africa from three very different zones in the Bushveld Igneous Complex, called the Plat, Merensky, and the UG-2 reefs. The Plat reef is currently being exploited only by Anglo American Platinum, whereas the Merensky reef is exploited by them, Impala Platinum, Northam, and Lonplats. The UG-2 reef, on the other hand, is also processed by these producers, but Kroondal and Barplats have operations that exclusively treat ore from this reef. At present the extraction of pgms from ores in South Africa follows the traditional route of upgrading to a concentrate in a minerals processing circuit, further upgrading to a matte in a smelter, and final upgrading and separation of the individual metals in a refinery. Thus all operations that extract pgms require a minerals processing circuit, the design and performance of which is a topic of much interest, as it is a poorly understood and not a very efficient process in relative terms, compared to the other processes. Recoveries across the minerals processing circuit of between 75 and 90% are the norm.

The choice of the appropriate delivery process for a project is often not adequately thought about. The industry needs to be prepared to break its preconceived mind-sets on delivery procedures. Industry should also be prepared, on a project by project basis, to commit to a critical review as to how the assessment and then selection of the best procurement method can best optimize the project outcome for both client and contractor. Conventional standards and biased reliances and experienced based preferences should be challenged. To achieve this requires a paradigm shift in attitude to both the process of tendering and the evaluation of tenders. Tender and contracting practices are dynamic and have moved away from solely cost based assessments. Tendering contracts arise imposing changed duties upon owners. Traditional contract delivery models have shifted, reflected in part by the trend towards relationship contracting. The categories of contract options are not closed. Many are but hybrids of other time-tested models. This paper considers options available for any brownfield or greenfield project. The principles outlined are translatable to supply, upgrade, operation and maintenance arrangements.

Keywords: drying, steam drying, concentrates, copper, lead During the past twenty years steam drying has become a prominent technology for drying of non-ferrous metals concentrate. This is mainly because of its low energy consumption and very low emissions. The first applications of significant capacity were stationary steam dryers, which however, faced severe challenges in maintenance costs and availability. That technology was soon replaced by Kumera?s rotary steam drying technology, which has been the dominant technology in new dryer installations world-wide for the past ten years, ever since the first installation in Hamburg in 1999. There are ten Kumera steam dryers in operation today and five more to be commissioned during 2011. Practically every dryer is different owing to continuous development, new innovations and operational experience with continuous feedback from the operators. Most significant improvements relate to capacity increase with the Kumera steam-dryer family, new feeder systems at the wet end, a completely new design of the dry material discharge with increased availability, heating element design and material selection, and control systems. This paper discusses the modifications and improvements introduced which have enabled the Kumera steam dryer to become the global leader in new dryer installations.

And this, the mound they built when hopes were high Shall be a grave, where those hopes buried lie. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

This paper describes the allure of diamonds over time and highlights the magic and mystery of famous diamonds. Consideration is given to the effectiveness of marketing in the diamond industry. It is concluded that diamonds are held as cherished possessions, valued far above their real market price, retained as valued heirlooms, and widely used as a form of highly liquid currency. In order to sustain value, both from an investment and jewellery perspective, demand has been stimulated to keep pace with growing global supply while the illusion that ?diamonds are forever? has been fostered to ensure that most diamonds, once sold, do not re-enter the market.

In the synopsis, the author concludes that ?high levels of seismicity do not coincide with high rockburst rates?. Implicit to an appreciation of this statement is the necessity of a common understanding of what is understood by the terms: ?high level of seismicity? and ?high rockburst rates?. With respect to the former term there is no difficulty in that the level of seismicity is traditionally measured in terms of the Richter Scale. The latter term however presents a problem in that the author defines it as a particular sort of seismic event?viz: ?Rockburst? is understood as a seismic event that causes damage to an underground excavation with subsequent injury, loss of material/equipment or production shifts? (p. 322). No scale is given of the amount of: ?excavation damage ?level of injury ?material/equipment loss ?production shifts lost whether separate or cumulative, for a particular seismic event to be classified as a rockburst. A further difficulty arises in that in common usage the words ?rockburst?, ?seismic event? and ?earthquake? are all used to describe the same event.

The thermodynamic activity of MnO was measured in MnO-CaO-MgO-SiO2 slags that are typically encountered in the production of manganese-containing stainless steels. A gas equilibration-quenching technique was employed in measuring the activities. Activities of Mn in Pt-Mn alloys were redetermined at 1600ºC, which reconfirmed earlier results of strong negative deviations. MnO activities were then measured by equilibrating slags of various compositions based on a statistical experimental design procedure with Pt-Mn alloys under controlled partial pressure of oxygen in MnO saturated platinum crucibles at 1600ºC. Activities of MnO were found to increase with increasing concentration of MnO, basicity and CaO to MgO ratio. Two multi-coefficient regression models were developed to predict the activities and activity coefficients of MnO in slags at 1600ºC. Keywords: activity, MnO, slag

The Q-coda method for estimating the quality factor Q(f)= Qo(f)n was used to characterize seismic wave attenuation in a region of the Kaapvaal Craton that includes the mining areas of the Bushveld Complex and Witwatersrand Basin. Seismic waveform data, collected by locally distant stations of the South African National Seismograph Network (SANSN), consisted of mining-related events with magnitudes ranging from ML 1.8 to ML 4. Q was calculated for nine different source-receiver pairs spanning the study region. A weighted average Q based on the number of available data gave an estimated attenuation relation for the study region of Q(f) = 327 f 0.81.

As we enter the new millennium, the South African mining industry has to ensure that it becomes more competitive if it is to survive in the ever more demanding global environment. Traditionally, mechanization in narrow stopes has been limited to the use of scraper winches, and numerous mechanization attempts have been restricted to pilot projects operated on an extremely limited scale (with varying degrees of success). The benefits of hydropower are well documented, and Northam Platinum has shown these benefits to be achievable on a mine-wide basis. However, the equipment originally developed for hydropower systems has followed the traditional labour-intensive approach commonly used in deep level narrow stoping operations. The problems experienced with the hydropower system are discussed and the rationale for developing alternate technologies is explored. The hydropower system has shown to be a versatile powering medium which can be harnessed for a diversity of uses. It (hydropower) enables the mining engineer to change traditional paradigms and to design an entirely new approach for optimizing the mining operation based on explosive techniques. The system developed for Northam consists of the following: ?Purpose-built stope drill rig operated off the hydropower system with special features to ensure accurate drilling patterns throughout the length of the blast hole ?Purpose-built high rate cleaning system for rapid transfer of fractured ore to the stope orepass ?Redesigned stope layout to facilitate in-stope water control and to recover fines from the run-off water ?Purpose-built drill rig for rapid establishment of reef raises and advanced strike gullies ?Purpose-built drill rig for flat end development. On both types of development end rig, emphasis is placed on ensuring accurate drilling patterns throughout the length of the hole to maximize linear advance per blast. The paper discusses the implementation of the Northam system on a large scale as well as current initiatives to further improve on the efficiencies of mining operations. It concludes by emphasizing that mechanized hydropowered stope technologies are in their infancy and thus offer unlimited scope in progressing beyond today?s paradigms to present as yet unthought of solutions for optimizing deep level ore extraction.

There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

For technology transfer to be successful a process, from research to full scale application, has to be followed. This paper describes such a process and how it is applied in practice. Some of the ?do?s? and ?don?ts? are highlighted. Recommendations are made on how to communicate existing knowledge and to ensure that a framework exists to effectively plan future projects with final technology transfer objectives firmly in place. An overview of recent development of CSIRO?s Multi-Phase reaction models will be presented with examples comparing the calculated physico-chemical properties of metallurgical slags with the existing experimental data. The paper will also outline the development of a kinetically based model for molten bath reactors and its application to submerged combustion of coal in a slag bath as well as the reaction between the slag and injected coal particles. The plume model combines established models for the combustion of pulverized fuel with models for the growth and rise of bubbles from a lance or tuyere. This model predicts the extent of de-volatilization and combustion of the coal in the plume, the utilization of oxygen and the exchange rate of oxygen between the gas and the bath as well as the heat transfer rate between the gas bubbles and the bath. The slag reduction model brings together the recently measured rate data and fundamental understanding of the kinetics of CO-CO2reaction with iron oxide containing slags and predicts the changes resulting from injection of coal particles into molten slags. The top-space model covers reactions between gases and molten droplets in the post-combustion zone, where heat and mass transfer between phases results in higher utilization of the fuel values in the partly oxidized gases and transfer of heat to the molten bath. LHD (load haul dumper) is now used as a loading machine for intermediate mechanization in underground coal mining. For survival in the intense competition in the global business environment in recent years it is essential that LHD machine should be reliable and maintained effectively and efficiently. This paper seeks to study the reliability, availability and maintainability (RAM)of an LHD machine with failure and repair data by Markov modelling. The constraints and reasons for machine unavailability are outlined. The reliability and maintainability of an LHD and its subsystems are evaluated. Possible modification or design alternatives are highlighted. Reliability and maintainability of an LHD system are disappointing. When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progresses to make in that direction, although improvements usually pay for themselves very quickly.
