G. H. HENDERSON INTRODUCTION It is a pleasure to have read Mr Schuman's wide ranging and highly informative paper and also to congratulate him. Before proceeding to give views on the use and preservation of coal in South Africa, it is perhaps apposite to look at the South African scene on the world canvas. Mr Schuman's figures in his Table I are highly revealing. The Table shows expected consumption, export and import demand in the year 1980 by the continents of the world. The Republic of South Africa is shown as one of only four exporting countries at that date, although in the interim, Australia has become an exporter and will continue to grow as an exporter of coal. Huge fields have been proved in recent years. There is reason to think that for some years, coal and its economical uses have been under-estimated. The importation of oil carries a constant question mark and the exciting possibilities expressed in the uses of Dranium a decade ago for power generation, appear to have met with some setback. Present indications are that breederreactors will be delayed until about 1990. The capital cost of such reactors, too, is enormous. By 1980 it has been estimated that 20 per cent of the energy required by the leading ten nations of the world will come from nuclear power, but 80 per cent would then remain for fossil fuels and hydro generation. COAL DEMAND AND USAGE It is of interest to record that coal production in all the countries of Europe has declined markedly in the last 25 years. This is due to competition from oil, gas and nuclear power and also for sociological reasons; but there are signs that efforts will be made to resuscitate, at least in some measure, the mining of coking coals for which there is a strong and growing demand. Possibly all hard coal now mined in Germany has coking properties and that country is self-sufficient in this commodity. Germany might perhaps consider selling coking coal to her neighbours and importing additional coal for power-raising purposes. It has been frequently stated in American publications that the coal reserves of the D.S.A. are sufficient for 1 000 years. What that means, I do not know, but it is at least an indication that America has huge reserves of coal. Domestic and export demand in the U.S.A. in 1968 exceeded production for the first time. In 1969, the United States' output amounted to some 556 million tons, an increase of less than 2 per cent on the previous year. The output achieved fell short of demand, domestic and export, by more than 7 000 000 tons. This has caused and is continuing to cause anxiety in the U.S.A. In many countries young men for a number of reasons, largely environmental and social, are not coming forward in sufficient numbers for mining requirements and the same pattern has revealed itself in the Republic. This is, indeed, alarming because mining men in large numbers will be required to meet the estimated tonnage requirements set out in the following Table: It is difficult to visualise the replacement of these coal requirements either by oil or by nuclear fuels. The coal must be mined and men are required for the purpose. Unless a greater section of the population is allowed to participate in the more responsible aspects of mining, there is a serious likelihood that demand will not be matched by output. In addition to local demand, a lively export trade is possible. Exports are dependent on the future capacity of the South African Railways and Harbours and on Government policy. An export figure of 10000000 tons per year during the decade can be visualised and this figure would raise total estimated sales production to a figure of over 100 000 000 tons in 1980. Alluvial diamond deposits covered with a thick overburden cannot be explored effectively and mined profitably with the available conventional techniques. A novel directional drilling technique has been developed and site trials have been conducted at the De Beers Namaqualand Mines situated at the western coast of South Africa. This paper describes the technique developed as well as the results of the site trials. The main task of the project is to develop a tool and a supporting system to achieve a remote exploration and ore extraction method for inaccessible alluvial diamond deposits. The project involves the acquisition of a system, commissioning on-site and evaluating the information obtained during assessment. The project consists of the design -of certain tools and instrumentation for the system, investigations and desktop studies as well as development of the system's logistics. The operating philosophy of the system is based on the keyhole surgery principle. In this study a pilot hole was drilled first, starting from the surface with an inclination to reach deeply seated diamondiferous gravel layers, followed by drilling into a more or less horizontal gravel layer for a certain length and finally pointing-upwards reaching ground surface at a predetermined exit point. The pilot drill bit was then replaced with a larger diameter reamer/mining tool and an HDPE tail pipe was attached behind the reamer. The drill string was retracted back to enlarge the guide hole and flush the excavated ore to the surface through the tail pipe. The material flow in between the sections of the system was' carefully measured to assess and record the gravel recovery rates. Several horizontal holes were drilled at preplanned drill paths to reach and follow the ore layer and the Ore extraction was achieved by means of a reamer/mining tool. Principles of the concept have been proven viable in this investigation.

The beneficiation equipment under the control of plant metallurgists exploits the differences in the physical properties between valuable and waste mineral components. In many cases, laboratory results are too late for process control and can only serve the purpose of "post" reports, the calculation of a mass balance and the issue of a quality certificate. As a result, experienced operators regularly adjust separation equipment based on the colour and texture of the various product streams in the beneficiation plant. Metallurgists quickly learn to recognise the different minerals in their ore body. The stereo microscope has been a valuable tool used by operators to quantify known mineral species. For many years it was the only practical method available for the purpose of process control and even for quality contro1. The modem spectroscope is far superior to the human eye and can rapidly detect a change in mineral composition. New generation optical scanners and digital signal processors can provide useful signals, related to mineral composition that can readily be applied for the purpose of process control. Successful case studies, covering dry in-line and slurry applications as well as in-plant fast spot analysers are presented.

We show that the prioritization of business improvement and performance management decisions may be significantly improved by taking into account the systemic effects of changes made in a single process area. To do so we build a model of a mining value chain, taking into account consequential downtime that arises from downstream and upstream starvation and choking effects of each activity. Introducing the concept of internal capacity, this approach yields insight into the relative importance of key metrics such as loading and hauling rates. We suggest that a holistic view of this type should be a core component of business improvement and performance management decisions.

There is an ample supply of all the raw materials required for the future development of the industry, with the possible exception of coking coal. Improved methods of coke production are being developed. It is anticipated that steel production will reach eight million tons per annum by 1980. New techniques and equipment for refining steel will be installed, together with new processing equipment. The most serious problem now facing the industry is the acute shortage of labour.

A brief account is given of the influence of sulphuric acid and chloride ions during the recovery of uranium by solvent extraction, followed by a discussion of the settling behaviour of dispersions and models to represent that behaviour. The paper ends with a description of various methods for the recovery of solvent, which is lost in the solvent-extraction process by entrainment and adsorption on solids and by dissolution.

A systematic approach to the analysis of alternative methods of ventilating and cooling large hot mines is presented. The important factors that have a bearing on ventilation and cooling requirements and practices, such as air flow through the mine, geographical distribution of eat loads, and micro-ventilation considerations, are dealt with. The analysis of these factors leads to definitive ventilation and cooling strategies, air and water process design, specifications of details, and designs of the associated plant and equipment.

Changes in the explosion behaviour of mixtures of coal dust, methane, and air when exposed to different energy sources are discussed. Changes to the lower explosive limits, minimum ignition energies, and rates of pressure rise when the same hybrid mixture of coal dust, methane, and air is exposed to ignition sources which are either spatially extended or spatially concentrated, are examined. A diagram is presented from which coal-dust loadings and methane presence can be determined which are below the lower explosible limits, and stated as a safety factor.

Theoretical and experimental investigations of the process of self-heating the coal accumulation with use of geological and mining conditions of development of the seams, as well of mass recoil parameters, factors of oxygen diffusion in coals, critical temperatures of self-ignition, incubation times received under laboratory conditions allowed working out the method of the local prognosis of the hazard of coal self-ignition in the course of carrying out the mining operations. New relationships of calculation of critical dimensions of the coal accumulation and of the incubation time are proposed.

The control of dust from mine dumps by G. H. GRANGE Pr. Eng., B.Sc. (Min. Eng.) (Rand) (Fellow) This paper gives a resume of the early attempts to control dust from mine dumps, leading up to the research project undertaken by the Chamber of Mines ResearchLaboratories to explore the possibilities of establishing vegetation on dump surfaces. The ultimate success of this work and details of the principles involved are outlined. Also given are a brief history of the event that culminated in the introduction of the Atmospheric Pollution Prevention Act in 1965, details of the control of dust in terms of this Act, and a short summary of the dust-control work.

The Third International Conference on Coal Research was held in Sydney, Australia, in October 1976. The papers and proceedings of the Conference will be published in Australia on behalf of the International Committee for Coal Research in April 1977. The papers deal with the economics and practicability of coal conversion, coal winning, resources assessment, safety and dust, and coal and power generation, together with an appreciation of coal potential by the deputy chairman of the U.K. National Coal Board. Copies of the report are available to organizations within member countries of ICCR at a cost of 35 dollars (Australian), including postage, by application to the Executive Officer, Third ICCR, Box 3842 GPO Sydney, Australia 2001. Some of the factors that may influence the reliability of a consistent material balance derived from plant data were investigated, data taken from a sampling of the Iow-grade tin-flotation circuit at Rooiberg A Mine being used as the basis for the investigation. The importance of subjecting a calculated balance to a thorough analysis of its sensitivity to erors in assay and flow rate measurements is highlighted. Several simple guidelines are derived from the analysis of the Rooiberg data, and these appear to be generaly applicable to process-evaluation exercises and to the technique used for the smoothing of material balances.

Hydro-power-the use of high-pressure water as an energy source-offers tremendous benefits for environmental control in deep, hot mines. The extent of these benefits depends on the mining method, the selection of equipment to be hydro-powered, and the efficiency with which the coolth is extracted from the water and into the working environment. The engineering of hydro-power systems continues to receive much attention. However, this paper considers the environmental implications of using hydro-powered equipment, particularly with regard to positional efficiency. The integration of hydro-power with developments such as backfill, mechanization, and higher face-advance rates is discussed. Layouts are proposed that attempt to minimize the quantity of water in circulation by extracting the maximum coolth from the water.

This paper illustrates the application of numerical modeling methods, in conjunction with limit-equilibrium techniques, to the location of critical slip surfaces in slope-stability problems. Initially, the Spencer slice-based method of analysis is introduced, together with a dynamic-programming algorithm for slip-surface location. This limit-equilibrium method is assessed critically through the use of an illustrative problem. The technique is then extended to locate the critical slip surface for a similar slope, but with more complex constitutive and yield relationships for the material comprising the slope. To this end, the use of the stress field generated from a finite-difference program, together with a dynamic-programming search routine, is presented as an advanced technique of slope-stability analysis for engineers.

Design criteria and recent developments in large-capacity Wemco flotation cells by P. KIND, Ph.D. (Clausthal), B.Sc. (Visitor) The scaling-up of the large flotation cells that have been developed during the past few years has been based on hydrodynamic considerations and has resulted in a 500 ft3 cell unit. Plant results on a porphyry copper ore show that the 500 ft3 unit is equivalent to the previously used 300 ft3 model.. . Plant tests on the use of 300 ft3 flotation cells for the recovery of phosphate, particularly from the coarse size fractions, are also described.
