The problem of converting our raw coal, and especially those coals that are not suited for long storage, in other words soft, into a fuel which would be at once clean; of a high B. t, u. content and low ash, is one that has occupied the minds of many able chemical engineers and hydrocarbon technologists during the past few years. Low temperature carbonization is the present outcome of this line of research, and many methods have been evolved of recent years to turn out a serviceable, useful fuel, and at the same time, save the by-products. As most of the research and data within my experience and knowledge pertains to lignite or sub-bituminous coals, I will confine my remarks to coals of that character and grade: I might say that Colorado coals, commonly called lignite, are not in reality true lignite, but are sub-bituminous, although I have in my possession an analysis of a Colorado coal which shows a moisture of 17 per cent, volatile 31.5 per cent, fixed carbon 28.8 per cent, and an ash of 22.7 per cent, and B. t. u. less than 8,000. Even this, though useless for domestic or indeed industrial purposes, could not be classified as true lignite. However, for the purposes of this paper I will refer to these coals as lignite. Two thousand pounds, or one ton, of raw lignite carries about 20 per cent moisture. This, of course, varies in some coals, but is, I believe, a fair average. For carbonization purposes this is usually dried to a 5 per cent moisture, therefore leaving but 1,700 pounds of coal to be placed in the retort. From present knowledge, and with the average process of carbonization, 70 per cent of this coal will come out carbonized, or 1,190 pounds, to which is added about 10 per cent pitch, which is fried out as the coal passes through the retort, and which is used as a binder, making a total of 1,360 pounds of coke or carbonized coal. This is usually in appearance a dark colored, rather porous coke of about the size of pea coal. It burns without smoke and have a very high B. t. u. content. According to most authorities on this subject, carbon, hydrogen, oxygen, nitrogen, sulphur and ash constitute the only elements on which carbonization value of a coal depends, and of these hydrogen is the most important. It is claimed the value of a coal for carbonization purposes may be roughly surmised from the hydrogen content. If this is promising, that is, showing an available hydrogen content of from 3 to 5 per cent, the coal should be given a careful ultimate analysis. Should the seam, as often happens in lignite coals, show varying bands of coal of different structure or appearance, samples should be taken from each band as well as a gross sample taken down the face of the seam in the usual way. This is in order to determine what part of the seam is most promising for by-product processes. A seam showing a high nitrogen content adds to the attractiveness of the coal in carbonizing as; if available nitrogen is 2 per cent or better, it should give a very high ammonia yield.

Executive Summary The future of coal as an important energy source in the 21st century will depend heavily on whether or not our industry is recognized for its performance. We have had a major role in powering our nation through the 20th century ... but many today do not understand that role nor do they know that 56% of our nation's electricity today comes from coal. Corporate communications, marketing, and public relations must be a high priority of our industry if we are to survive in the society of the 21st century as a viable energy option for powering our nation. The time to start is now. The place to start is locally. The way to strengthen local and regional efforts is to network on a regional and national level with associations who have the ability and the will to develop effective communications strategies. Introduction The Minnkota Power Systems is a regional association of 26 electrical suppliers. Serving more than 96,000 customers in a 34,500 square mile service area in Minnesota and North Dakota, the association includes 12 municipal utilities, 12 distribution cooperatives, a municipal power agency, and a generation and transmission cooperative. The Minnkota Power Systems generating capacity totals 613 megawatts, and 83% of it is fired by lignite coal. On an annual basis, 80% of our total energy is derived from coal. We are proud of our long association with the coal industry. Our pride shows in the very visible role that coal plays in our marketing and public relations efforts. In 1993, the Minnkota Power Systems had one of the lowest wholesale rates in the country, at 3.1 cents per kWh. Average residential rates were 5.8 cents per kWh. Minnkota Power Cooperative, One of the Minnkota Power Systems, is a generation and transmission cooperative headquartered in Grand Forks, North Dakota. The thirtieth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11: 20 o'clock A. M., Wednesday, June 3, 1931, President G. A. Kaseman presiding: PRESIDENT KASEMAN spoke in part as follows: I have in mind to say a few words of welcome to the coal operators, but I am afraid that the words I might have said would be hardly appropriate, because I believe the coal operators are in the minority today. It demonstrates to my mind something that has been running through it for some little time. When the hard times came on a year ago, we thought we were going to get over it rather lightly. I recall at this time a year ago we thought that the depression was about at an end. The National Administration from Washington told us we had reached bottom and things were going to perk up, and for a few weeks or maybe a month or more there was a sort of optimism throughout the country. I had been East, and when I re- turned to Albuquerque I said to my friends and associates that things were getting better in the East and that they would soon be better out here and we will not have felt the hard times very much. But I have learned differently since. I have learned that hard times are no respecter of communities or corporations, or persons, or activities, and that we all suffer alike. On that account we find that our Institute is suffering just the same as other activities, whether national, state, local, social, or what- ever it may be. Our attendance is light or, that account. We all know when times are hard we have to stay at home and watch things closer than when they are good. And when they are good we feel that the machine will run of its own momentum and in this way we can get away to see what is going on in the world. When times are hard we have to stay at home and look after everything from day to day and hour to hour.

FEBRUARY 26TH. MORNING SESSION: The sixteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in one of the private dining rooms of the Albany Hotel, Monday morning, at 11 o'clock, with the President, F. W. Whiteside, in the chair, one hundred and one members being registered. The minutes of the previous meeting were read and approved. The Treasurer reported the finances of the Institute in excellent shape. The President appointed J. B. Marks, J. S. Veach and W. A. Ream as a Resolution Committee, and Frank A. Young, M. B. Urquhart and G. A. Murphy a Nominating Committee. There being no further business the meeting adjourned. AFTERNOON SESSION: The afternoon session was called to order in the Ball Room of the Albany Hotel, with approximately one hundred members present, President Whiteside presiding. A. L. Jones read his paper entitled, "The Power Problem of the Coal Mine," and C. E. Drennan, his paper, "Why Alternating Current." These papers were thoroughly discussed, after which the meeting adjourned. EVENING SESSION: At 6:45 p. m. two hundred and fifty-three members and invited guests met in the Ball Room of the Albany Hotel for the banquet. Harry F. Nash was toastmaster, and George Sanford Holmes the principal speaker. Following Mr. Holmes speech, H. N. Wheeler delivered his humorous oration of the "Annexation of Cuba;" following this certain members of the Institute gave an entertainment depicting a fictitious meeting of the United States Coal Commission. Chester Mott, formerly a member of the Institute wrote the words and songs of the entertainment, and directed it. After the show the assembly enjoyed a dance.

Mr. Chairman and Gentlemen: The subject assigned to me would cover a great many pages if it were gone into thoroughly. Therefore. I have just touched on a few of the most important points. I think that everyone engaged in the production of commercial coal understands all about its preparation, but I will set forth my views as to how I believe it is best accomplished. In order to produce the best prepared coal, your first attention should be to the miner at the working face. The most careful system of blasting should be adopted to avoid heavy charging of holes which results in the shattering of the coal. The lump, or any other screened sizes that may be screened from coal that has been improperly shot, are subject to greater degradation in transportation and handling, as well as reducing screened sizes, which results in dissatisfied customers in the first case, and lower realization in the latter.

The 73rd Regular Meeting of the Rocky Mountain Coal Mining Institute convened at The Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 10:00 a.m. Past President, Robert W. Wilson, President and General Manager, K&P, Inc., Golden, Colorado, called the meeting to order. The membership was asked to stand and pledge allegiance to the flag. As your immediate past president, it is my pleasure to have the responsibility of introducing our current President. But before I tell you about Ralph, I would like to make the following brief reflection, which I feel very strongly about: In these days of so much negativism toward our coal industry by so many people, we all must remember one thing as we go about producing energy for our country. Coal mining is just as American as the American hamburger, the American hot dog, and just as American as the flag to which we just pledged allegiance.

Dennison, Jr., Superintendent, Raton Operations, Kaiser Steel Corporation, Raton, New Mexico. His speech of welcome to the Institute follows: The President's Remarks Guests and Members of the Rocky Mountain Coal Mining Institute: It is my privilege and pleasure to welcome you to the 56th regular meeting of the Institute. A look at the program will show that the various chairmen and their committees, headed by General Chairman A. Z. Dimitroff, have been hard at work to prepare a program which I am sure you will find to be informative as well as entertaining. I think that a special vote of thanks and appreciation is due Glenn Sorensen, who stepped in to head the Program Committee when Clint Cornelius moved from this area.

President Heiner opened the final session of the Institute at 9:30 a.m. Frances Leonard read the report of the Auditing Committee. Motion made by Stan Shubart for acceptance of audit and approval. Seconded and carried. R. R. Williams of the Resolutions Committee presented the following resolutions to the, group for their approval: RESOLVED: That the members of the Rocky Mountain Coal Mining Institute, in convention assembled, hereby ratify and confirm all official actions of the Officers, the Executive Committee and other committees of the Institute between and including July 3, 1963 and July 1, 1964.
