Noise induced hearing loss continues to afflict workers in many occupational settings despite longstanding recognition of the problems and well-known methods of prevention and regulations. Sound levels associated with heavy construction equipment range from 80 to 120 dB(A) and power tools commonly used in construction produce sound levels up to 115 dB(A).(1) The focus of this research was to determine the noise exposures of heavy construction equipment operators while documenting the workers’ tasks, (i.e. hauling, moving, and/or pushing construction material). Time-motion studies were performed at the construction sites and were used to correlate the noise dosage with the work performed by equipment operators. The cumulative dose for the operator was then plotted with references to work tasks, to identify the tasks that caused the greatest noise exposure. Three construction sites were studied for this research located in the western Pennsylvania and eastern Ohio areas. The types of construction equipment studied included asphalt pavers, backhoes, bulldozers, compaction equipment, excavators, haul trucks, telehandlers, and wheeled loaders. The results showed that bulldozer operators consistently had the highest noise exposures, ranging from a NIOSH REL (Recommended Exposure Limit) dose of 844% to 25,836% and an OSHA PEL (Permissible Exposure Limit) dose of 139% to 1,397%.

THE THREE words, research, mechanization, and automation are keynote words for mining technology during 1962. Basically interrelated, they not only express the major technologic developments in mining but are the signposts pointing out the road ahead. The process represented by each of these words is evolutionary rather than revolutionary, but developments during the past year indicate a climactical stage has been reached in the process of evolution. Mining research has progressed beyond the stage of academic discussion and is a programed activity within the Federal Government,3 the mining colleges,4 and many of the large mining companies.5 Research was a major agenda item at various national and international mining meetings in 1962. A list of these meetings would include such diverse locales as the Workshop and Symposium on Computers and Computer Applications in Mining and Exploration at the University of Arizona in March; and the 5th Rock Mechanics Symposium at the University of Minnesota, in May; the Rock Mechanics Symposium at McGill University, Montreal, Canada, in September; and the Colloquium XIII, International Society for Rock Mechanics, at Salzburg, Austria, in November.

This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

Diamond -drilling blast holes at Eastern Magnetite Mine C is proving economical in boundary shrinks , in removing pillars not readily accessible for percussion drilling , and in driving scraper drifts . The cost per foot drilled is greater than for percussion drilling , but savings in associated factors outweigh this handicap . The rocks drilled include trap rock and magnetite ore . The mining method is the panel , block- caving system utilizing scraper sublevel drifts instead of branch raises to convey the ore to the haulage level . Diamond -drilling blast holes was begun early in 1945. Three rigs equipped with noncoring bits are now in active operation two shifts per day . They are owned by the company , and the drill operators are paid by the day . In shrinkage stopes the drill is mounted on a horizontal bar set against opposite walls of the stope . Stoping holes are horizontal , which gives better results in blasting and requires fewer set ups . In scraper drifts the drill is mounted on a horizontal bar clamped to two columns about feet apart . Trim holes around the periphery of the drift and reliever holes are drilled 50 to 80 feet in length . A 10 - foot wedge cut drilled with a stoper is blasted in conjunction with a corresponding length of the trim holes to effect a 10 -foot advance of the full- sized drift . Recent drilling averages 97 feet per machine shift , excluding time utilized in setting up and moving the machine , hand mucking , and barring down . The feet drilled per bit at present is 417. These data represent the average for drilling in both rock (waste) and ore . Percussion drilling utilizes three types of wet drills . Detachable bits are standard . Gage changes for new bits is 1/8 inch and for reconditioned bits 1/16 inch . The life of a bit is five uses . Resharpening is on contract . A drill carriage is used in haulage headings .

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests. A new mining law for the Recublic of Polend was promulgated by presiden- tial decree dated November 29, 1930, published in the Journal of Lews (Dzienni stex) No. E, text 654, December E, 1530, and wes to become effective January 1, 1932, in all Polend except Silesie. Its adoption in Silesia wes dependent pon the action of the Silesian Diet. As the new law is considered an im- provement over the old Austrian Mining Lew, which is operative in the Silesian districts of Bielsk and Cieszyn, and the Prussian Kining Law, which is opera- tive in Upper Silesia, no delay in its adoption for Silesin was looked for. This new law codifies the various juridical regulations pertaining to ines existing in different parts of the Polish Republic but does not include legislation with respect to the extraction of minerel oil, especially crude oil. Petroleum legislation was postponed to a later date in order to facili- tate codification in other fields. Koreover, as the oil industry exists in Galicia elone, deley will not be detrimental.

"This Bureau of Mines report contains a tabulation of methane emissions during 1980 for all coal mines located in the United States with emissions greater than 0.1 MMcfd. Listed for each mine are methane emission quantity, location, and coalbed. The report also compares records of 1975 and 1980 and describes relationships between emissions in 1980 and the Bureau's coalbed gas content data on 11 mines.INTRODUCTIONMethane gas is a threat to safety in underground coal mines. Research by Government and industry has led to great gains in reducing methane gas ignitions and explosions. The development of advanced methane control techniques is necessary for the safe operation of more gassy mines and the implementation of rapid mining techniques.As part of this research, the Bureau of Mines has surveyed total methane emission data from underground bituminous coal mines in the United States and tabulated emissions from mines producing over 0.1 MMcfd of methane. This report is an update of similar studies previously described in Information Circulars 8733, 8659, and 8558 (2-4).3The data from 1980 were compiled from Mine Safety and Health Administration (MSHA) records of air quality-quantity inspections made quarterly at each mine. The inspections involve measuring airflow and collecting air samples in the main returns. From these data, an average methane emission is calculated and used to represent the daily mine emission for each quarter. The methane emissions given in this report are the averages of the four 1980 quarters and do not include mine emissions from other sources such as degasification projects. Since a previous Bureau study showed that emissions from mines emitting less than 0.1 MMcfd represented only 2 pct of all emissions, 0.1 MMcfd was chosen as a lower limit for data collection (4)."

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines whose entries are at least 93m2 (1,000 ft2). The ventilation of large-opening mines is unique compared to other types of mines because (1) it is challenging to keep airflow velocities high enough to effectively remove or dilute airborne contaminants because the entries are so large, (2) large air volumes can be moved through the mines with little static pressure drop, and (3) stoppings that are used to direct ventilation airflows are costly to construct and to maintain. The research results suggest that the ventilation of large-opening mines is improved significantly by incorporating ventilation planning into the mine planning process, using propeller fans to direct airflow, developing new stopping materials and construction methods, and using long pillars to eliminate crosscuts where possible.

The blast -hole method for drilling and breaking ground is not new to the mining industry . For several years it has been used rather extensively in Canada , particularly in the gold mines , where it was first developed and where the major advances in the technique as applied to present - day mining problems have been made . At present , 40 mines in Canada and the United States are using the method in one form or another , and from all indications its use will increase in the future . In two California mines , blast -hole diamond drilling is now used for a part of or for all stoping operations , and in one of these it is used to some extent in development work . At the Mountain Copper Co.'s Hornet mine in Shasta County, about 50 percent of the pyritic sulfide ore produced is mined by the blast - hole method , and the U. S. Vanadium Corp. mines 80 percent of the ore produced at its Pine Creek tungsten mine in Inyo County by this method . At Pine Creek , long -hole drilling and blasting is used for mining pillars also , and in pre - stoping development . The blast -hole diamond - drilling method is not applicable to all types of ore bodies . A third property in California , the El Dorado Limestone Company , El Dorado County, tried the method for several months in 1943 and 1944 , but , owing to certain factors that greatly increased mining cost , the company soon returned to conventional mining methods .

This paper is one of a series recently undertaken by the Mining Branch of the Bureau of Mines to describe current practice in diamond drilling for production at various mines throughout the United States and to discuss the relative merits of this method compared with drilling by percussion rock drills . The Bureau of Mines and the mining companies that are cooperating with it in this ' investigation have the objective of developing information on diamond -drilling blast holes for the benefit of all who are interested in the possible improvement of mining operations .

In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

To cost-effectively reduce noise and vibration in newly manufactured mantrip vehicles. Approach Previous Bureau of Mines research demonstrated that noise controls could be in-stalled on existing mantrip vehicles, thereby substantially lowering noise levels inside the mantrip. Under Bureau sponsorship, a manufacturer of mantrip vehicles agreed to incorporate similar noise controls into a new vehicle during manufacture. Throughout this project, durability, maintainability, and cost were considered to be as important as noise reduction. How It Works The following noise-control features were included in the new mantrip: (a) Suspension Isolation- The suspension components were isolated by inserting elastomeric materials between them and the vehicle frame.

This study is intended to serve three roles. First, it represents a global overview and summary to supplement and complement the five regional companion volumes of the 1991 edition of the Minerals Yearbook International Review. In this regard, it also extends previous time series under this title that appeared as the introductory chapter to the international volume of the Minerals Yearbook from the inception of that volume in 1963 until it was subdivided into separate regional volumes in 1989. The basic statistical presentations herein generally contain data through and including that for 1991, although in a few instances the most recent statistics are those for earlier years because more recent, comprehensive global statistics simply are not yet available owing to delays in data collection and processing in some countries and continued governmental suppression of data in others. The second role of this study is to provide an update to the coverage of events impacting the world's mineral industry that have occurred between the end of 1991 and the preparation of this study. Inclusion of this update is almost essential because of the potential effect of some of these events on global mineral industry activities.

Of the sand and miscellaneous silica produced in the United States , ordinary sand and gravel are , of course , the most important, at least as regards volume of output . The building- construction industry absorbs approximately 75 per cent of the total value of all quartz and silica , as shown in Table 2 of Quartz and Silica, Part I, under "General summary . " Because of their unusual physical properties tripoli and diatomite find extremely wide uses in industry, and as the commercial deposits of these ninerals , especially tripoli , are scattered, large quantities enter into interstate commerce . Whereas ordinary sand and gravel are bulky commodities , these specialties have a fairly high unit value and hence can be transported relatively long distances .

The Bureau of Mines derived equations expressing the theoretical relationship between density of oil-shale rock and its organic content. Effects on theoretical shale density produced by variations in mineral composition and organic matter properties were evaluated. The theoretical relationship was extended to relate oil-shale density to oil yield in both oil weight and volume units by considering the fraction of organic matter converted to oil and the specific gravity of the oil produced. Corollary equations relating organic content by volume to organic content by weight and to oil yield were developed. The general relationships apply to an oil-shale deposit uniform in character. Application of the theoretical relationships to Green River Formation oil shales was demonstrated.

Objective Develop a method to warn of hazardous conditions and enhance safety during operation and inspection of vertical mine shafts and hoists. Background Mine hoisting is the most critical and potentially the most dan¬gerous operation in underground mining. Many hazards are related to falls of miners and materials, ground instability, and malfunction or lack of safety devices. All have the potential to cause a cata¬strophic accident. A condition known as "slack rope" is particularly dangerous, expecially if it occurs without the operator's awareness. The most common occurrence of slack rope is in metal or nonmetal mines that have a history of ground control problems near the "haft. Approach Studies of hoist safety features and Mine Safely a and Heath Administration (MSHA) accident statistics suggests a need to measure wire rope tension, conveyance speed and position, and shaft guide misalignment. The most accurate data are obtained directly from the conveyance. Such data could warn of potentially dangerous situations during hoisting operations, as well as during inspections, maintenance, and lowering of large equipment. Figure I shows the concept for monitoring wire rope tension, conveyance position, and guide displacement. Progress to Date A conveyance-mounted system has been developed that monitors rope tension: hoist conveyance position, speed, and load; and shaft guide misalignment. A "flex-beam" load sensor mounted just above the- conveyance protects against slack and tight rope. The measurements are transmitted 60 times a second via wireless equipment from the conveyance to the hoist room. An encoder mounted on the conveyance eliminates the need to correct the position because of rope stretch. Figure 2 shows the encoder wheel and guide displacement sensors being mounted on a cage in¬spection deck. A potentiometer monitors misalignment of the shaft guides during inspections. Information about the cage or skip can be acquired by the shaft inspector using a hand-held indicator. Inspection can also he conducted remotely from a station or hoist room using the wireless link to a laptop computer. Figure 3 shows test results from a simulated slack rope condition. Patent Status NIOSH has a patent pending on this device entitled "Cable-Load¬Sensing Device." Data assembled by the Bureau of Mines , coupled with requests from coal companies , have emphasized the desirability of establishing standardized specifications for brattice cloth with particular respect to durability and fireproofing . Brattice cloth is a canvas or other material , often covered with some fireproofing composition , which is used extensively in coal mining for temporarily deflecting air into pillar workings and maintaining ventilation at the working faces . These specifications will be established , it is planned , through a cooperative program in which the U. S. Bureau of Standards will make a series of tests of various brattice cloths treated with respect to fire- resisting qualities and the U. S. Bureau of Mines will continue to assemble field data on the use of brattice cloth . Plans now are being made for this cooperative work. Without attempting to make a complete survey , the Bureau of Mines has made preliminary studies and investigations , and verious representative coal - mining companies have furnished detailed information . The information thus gained will be used as the basis for the cooperative investigation , but the Bureau of Mines would welcome additional information from mine operators on the character and weight of brattice cloth , conditions of use , durability , quantity employed and price . Such information should be sent to the Director , Bureau of Mines , Washington , D. C. The mine operator is interested in procuring at reasonable cost a brattice cloth with lasting fireproofing quality and of as great durability and strength as possible . There has been a lack of assembled data and knowledge regarding the subject , but the Bureau of Mines feels that this lack of knowledge may be overcome if the coal -mining companies will lend their hearty support to the cooperative investigation and submit information relative to the use of brattice cloth in their own properties . Information contained in this report is based on data obtained from coal operators in bituminous districts of Pennsylvania , Alabama , Utah , Indiana , Illinois , Colorado and Nova Scotia .

The effect of comparatively low concentrations of carbon monoxide for short periods and under normal air conditions.of temperature and humidity , with the subject at rest , was studied by Dr. Yandell Henderson and his co -workers . In making recommendations to the New York and New Jersey tunnel commissions * he advised that , if the New York New Jersey vehicular tunnel be so ventilated that persons passing through the tunnel would be exposed to not more than 4 parts of carbon monoxide in 10,000 parts of air for not longer than 45 minutes , they would experience no ill effects . supplementary experiments , carried out by us in connection with our studies at the Bureau of Mines experiment station at Pittsburgh, substantiated this advice . ** In continuing our studies on low concentrations of carbon monoxide , we made a few experiments in a gas chamber where the conditions could be accurately controlled . The factors investigatel were : ( 1 ) The effect of long exposure in low concentrations of carbon monoxide ; ( 2 ) The effect of strenuous exercise ; ( 3 ) The effect of high temperature and humidity in low concentrations of ccarbon Lonoxide .

The use of oxygen breathing apparatus during rescue and recovery operations at both coal and metal mines has become so commonplace that there is a tendency for the industry not to give such apparetus the full measure of credit that it deserves in any particular disaster , therefore , the data presented herein should give some idea of what has been done in this regard during the past 15 years that is , up to 1910 by the Technologic Branch of the U. S. Geological Survey , and thence ( to the end of 1922) by the U. S. Bureau of Mines .

The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .
