"According to the dictionary,3 an accident is an event that takes place without one's foresight or expectation, often an undesigned, sudden, and unforeseen occurrence of an afflictive or unfortunate character. However, actual experience with accidents, the second most important cause of death in the United States,4 and a more extensive and scientific inventigation of their causes indicate that from 75 to 90 per cent of accidents are avoidable.5 This is borne out by the results of a three-year study of the accident records of 64,000 motor vehicle operators in New York6 which show that certain drivers are prone to accidents, that accident experience is traceable to certain causes, and that accidents don't just ""happen,"" It is estimated that 97,000 persons were killed by accidents in the United States in 1929 and 15,000,000 were injured. Of these about 23,000 deaths were due to so-called industrial accidents. In a list of accident rates by industries, compiled by the National Safety Council7 from reports of member establishments, mining heads the list, in both frequency (74.43 per 1,000,000 man-hours worked) and severity (9.9 days lost per 1,000 man-hours worked). These figures are very much higher than for any other industry; theindustries showing figures most comparable to mining are meat packing with a frequency rate of 55.94 and a severity rate of 1.47, construction with a frequency rate of 50.41 and a severity rate of 4.62, and refrigeration with a frequency rate of 43.35 and a severity rate of 3.04.While there is no way to determine the actual cost of all accidents from a monetary standpoint, estimates indicate that the cost will run into hundreds of millions of dollars annually.Cost of accidents in metal mines.- The United States Bureau of Mines obtains accurate figures on the number of lost-time nonfatal accidents as well as fatal accidents in the metal-mining industry.8 In 1926 the metal mines employed 127,823 men; 430 men were killed and 30,350 men received lost-time but nonfatal injuries as a result of accidents. Each of these fatal and nonfatal injuries averaged 114 days lost time, computing a fatality as 6,000 days lost time. This is equivalent to 3,523,944 days time lost due to accident, or at $5 per day per man, to a wage loss of $17,619,720. Deducting one-ninth of this figure for compensation paid, the metal miner loses in wage annually about $15,700,000, or about $122 per individual. This average loss per individual includes the cost of fatal accidents reckoned at 6,000 days or $30,000, but even if the loss in time due to fatal accidents be deducted, the average cost to each individual metal miner each year for nonfatal accidents is about $32. Estimating the loss to the metal-mine employer as about the same as that to the employee, the annual cost of metal-mine accidents to the employer is about $15,700,000 and to the employer and miner is $31,400,000."

"Inhalation of certain forms of silica, asbestos and some other respirable dusts can result in pulmonary fibrosis, characterized by destruction of the surfaces of alveoli and respiratory bronchioles. Fibrous thickening of the alveolar septa decreases the lung's capacity for gas exchange.Pulmonary macrophage damage by respired dust may initiate the fibrotic response.In one proposed mechanism, dust particles interact with the plasma membrane of a macrophage. This damages the cell or induces some hyperactivity of the cell, resulting in excessive release of lysosomal enzymes and reactive forms of oxygen (1). These reactive enzymes or radicals then damage the alveolar surface epithelial cells. A second mechanism has also been pro¬posed (2,3) in which dust damage to the macrophage causes the release of mediator substances which induce pulmonary fibroblast cell proliferation and increased collagen synthesis. This produces fibrous tissue in the terminal air spaces (4,5).Mineral surface interactions with plasma membrane lipoproteins have been proposed as a mechanism of lytic damage of pulmonary cells by silica dust in numerous models (6,7). The significance of dust surface proper¬ties has been further revealed in studies showing significant changes in dust induced cytotoxicity as a function of dust surface crystallinity and organic or inorganic contamination or coating of mineral surfaces (8,9). Such modification of the mineral surface might interfere with surface sites responsible for the toxicity of dusts for pulmonary macrophages, thus interrupting the early stages of the process of fibrosis.In vitro cellular assay systems using erythrocyte hemolysis or the release of macrophage cytosolic or lysosomal enzymes following dust challenge, have been used to analyze the initial mechanism of dust damage to cells. However the ability of these assays to predict the pulmonary disease producing potential of various dusts is imperfect owing to some ""false positive"" results. These assays as performed are therefore questionable models for the initial lesion in pneumoconiosis or silicosis. In particular, kaolin frequently is found to have comparable biological activity to silica quartz in these assays (10,11).Silica and kaolin have distinctly different fibrogenic potentials. Silica is highly fibrogenic, resulting in both acute and chronic silicosis (12). Some epidemiological data and animal experimentation data have indicated that long term exposure to kaolin can result in pneumoconiosis; however, kaolin is relatively benign as compared to silica (13-18). Kaolin is also of interest because it is one of the major mineral inclusions in Eastern U.S. bituminous coals. We have observed that exposing respirable sized native silica or kaolin for two hours to pulmonary macrophages results in a greater enzyme release for kaolin exposures, on a dust mass basis. Exposure of erythrocytes to the dusts also results in greater levels of hemolysis by kaolin for equal mass respirable dust doses. Therefore, these results do not correlate positively with known disease inducing potentials of the two dusts.Characterization of physical and chemical surface properties of dusts involved in occupational exposures, and characterization of the alteration of those surface properties which are likely to occur upon deposition of the dust in the lung, should improve the identification of respiratory disease hazards.Inhaled dust particles deposited in the lower respiratory tract will come in contact with pulmonary surfactant. This surfactant forms a surface film on and emulsion in the liquid hypophase coating of the alveoli and respiratory bronchioles. The primary constituent of this pulmonary surfactant is the lipid diacyl glycerophosphorylcholine, lecithin (19). Because this lipid is also a major component of cell membranes, it is possible that surfactant can interact with mineral dust to alter its Interaction with macrophages and other pulmonary cells and, thus, it"

This paper describing the methods of ruining a sand, gravel, and bowlder deposit 20 miles east of Los Angeles, and the classification and preparation of these materials for market, is one of a series being prepared for and published by the United States Bureau of Mines on methods and cost of mining sand and gravel. These papers are designed to disseminate technical information regarding, the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion anti study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations stall ensue. "INTRODUCTION Technically speaking, bauxite is not a definite mineral but a mixture of several minerals belonging to a group of partly consolidated material known as laterite, which have been formed by surface weathering of rocks.The term bauxite is applied to the ore of aluminum, although a substantial amount is used for other purposes, such as a base in certain chemical industries and in the manufacture of artificial abrasives, refractories, and certain cements. Although bauxite has not been classed as strategic it now appears that the domestic supply may be insufficient for expanded defense requirements.Until recently, domestic production of metallic aluminum has been ample to meet requirements, but estimates of pyramiding future needs of the defense program have caused serious attention to be directed to the self-sufficiency of this country, both as to the supply of the raw material, bauxite, and the metallurgical capacity available to convert the ore to metallic aluminum.At the request of the Secretary of the interior, representatives of the Bureau of Mines and the Geological Survey recently investigated domestic resources of bauxite.A preliminary study of published literature and a field investigation disclosed that"

Electrochemical machining sludge, a troublesome fluid waste product, was dewatered on a bench-scale basis by three alternative methods tested by the Federal Bureau of Mines. These methods would enable recycling 89 percent or more of the liquid content of the sludge and allow the dewatered solids to be dumped as landfill or processed further to recover contained nickel. Dewatering by vacuum precoat filtration was estimated to be the least expensive. Based on treating 20,000 gallons per day of sludge, precoat filtration costs were estimated as totaling 1.96 cents per gallon of sludge. Two options of an alternative method, comprised of acidification, reprecipitation, thickening, and filtration, were estimated to cost either 3.41 or 3.60 cents per gallon of sludge.

A summary of Bureau of Mines research on recycling, reuse, and disposal of mineral-, metal-, and energy-based wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's waste recycling and disposal program is directed toward the following four main areas of research and development: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) recovery, utilization, and stabilization of mine and mill processing wastes, and (4) recovery and reuse of values from industrial waste products. This publication updates Bureau of Mines Information Circular 8529, which was issued August 1971.

Lower the respirable dust exposure of longwall shearer operators by isolating and con-fining the dust cloud near the face. Approach Install conveyor belt screens at various locations on the body of the shearer to contain and hold the dust cloud toward the face side of the machine. This approach provides a cleaner air split in the walkway, over the shearer operators. How It Works On most longwall shearer sections, the dust exposure of the shearer operators is primarily attributable to the machine it-self. The dust cloud originates at the face, and the exposure of the operators depends largely on how quickly this dust spreads into the walkway. Conveyor belt screens placed on the gob side of the body of the machine can reduce the amount of dust which spreads out into the walk-way. In addition, belting may be installed over any open spaces between the shearer under-frame and the panline to prevent conveyor dust from boiling out into the operator's walkway.

Fractional distillation is the most important process in the commercial refining of petroleum. The same procedure, conducted on a small scale, is the basis of a number of analytical methods of wide application in the petroleum laboratory. The Bureau of Mines has studied apparatus and procedure for the distillation analysis of petroleum, and this report is presented as a record of developments up to the present time. The work is incomplete, but the extensive information that has been obtained to date is made available as a guide in handling laboratory distillation problems. The analytical distillation of petroleum is commonly made to determine range of boiling points or to separate the oil. into fractions for detailed examination, or both. When only one of these two ends is sought the procedure involved is notably simpler than when, as is more common, information is required regarding both boiling range and properties of fractions. Moreover the degree of minuteness of measurement and the accuracy of the data required from analytical distillations differ considerably. Often the simplest sort of comparative figures are satisfactory; other tests require complicated and highly tedious procedure. No one distillation method is universally applicable, and it is impossible for anyone group of investigators to foresee all the different kinds of requirements that may occur in the industry.

This study describes five fatal accidents so unusual in occurrence that the chain of circumstances bringing them about may never be duplicated. The intent of this publication is to illustrate that everyone working underground is subjected, at all times, to definite inherent mining hazards and that safety devices, though provided, often are ineffective or not used. It is hoped that a study of these fatal accidents in bituminous-coal mines will show workers and safety engineers that nothing can be taken for granted. Safety planning with continuous study can prevent these unusual accidents as well as the routine recurring types, which cause the majority of coal-mining injuries. The treacherous, fatalistic philosophy that "it can't happen to me" or that "when my time's up I'll get it regardless of what I do," still prevails among individuals and even safety engineers. The individual or safety man who believes in luck as applied to safety should not read any further, since this study was written for the sincere, safety-minded individual who accepts the prevention of all accidents as a challenge to his knowledge, initiative, persuasiveness, and salesmanship.

New mineral activity focused on increased petroleum exploration activities, while the established construction-oriented minerals sector operated without substantial change from previous years. After showing a 1 % real growth in the $154 million II gross domestic product (GDP) for 1983, preliminary estimates for 1984 indicated that the same growth pattern prevailed. The negative trade balance at midyear had worsened over the negative balance for the same period in 1983. An upward trend in import costs partly reflected the impact of Mexican inflation, which made that country's goods more ex-pensive and led to increased imports from North America and Europe. On the other hand, by midyear, the reexport trade with Mexico indicated an upward climb from the 1988 low of $12.7 million.

USBM Contract H0133045 consists of the design, build and test of 50 waveform generators. The waveform generator is a small ULF transmitter operating in the 1 to 3 KHz frequency range for the purpose of locating trapped miners during a mine disaster. This contract provided for the design, test, and building of 50 waveform generators using a discrete component construction with an option of using hybrid construction techniques within 105 days after the effective date of the contract. Because of large quantity economic considerations, this option was not initiated. Two engineering models were designed, constructed and tested and 50 final production units were fabricated using discrete construction. Complete documentation is supplied under a separate package which includes final schematics, parts list, layout information, equipment specification, production test procedures and qualification test procedures. Ten units have been delivered to the USBM. The remaining 40 units are being retained for packaging under contract H0242010 Transmitter Package and Receivers. A great deal of experience has been gained as a result of this contract. A final discrete potted printed circuit configuration has been arrived at that is now ready for field testing. After field testing, any desired changes should be incorporated into a final design. However, as a result of the current experience gained building and testing the production units, this printed circuit package together with potting procedure could be improved to reduce future costs. For example, the printed circuit board could be increased in size by 0.125 to 0.2 inches and all components could be mounted directly to the board eliminating costly hand stacking of components. This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

The Ecuadorean mineral sector and overall economy have retained their traditional dependence upon the production and export of hydrocarbon products. Exports of crude oil and its products accounted for 62% of the country's export earnings in 1985. Ecuador's major mineral commodities produced and exported were cement, gold, limestone, liquefied natural gas, liquefied petroleum gas, natural gas, natural gasoline, crude petroleum and condensate, raw steel, semimanufactured steel products, and sulfur.

This user's guide covers the operation of a suite of three computer programs-Bplane, Bstepp, and Bwedge. These programs can be used to evaluate the potential for plane shear, step-path, and wedge failures along the crest of a slope bench. Such failures reduce the width of a catch bench and may compromise the bench's ability to catch rolling or sliding material before it reaches miners working below. The Bplane and Bwedge programs address sliding of blocks defined by continuous planar joints. The Bstepp program examines sliding of blocks defined by more complex failure surfaces that include steeply dipping cross joints and may even include breaks across small bridges of intact rock. The programs are applicable to jointed rock masses where the joints are small relative to the overall slope and form a number of sets with uniform statistical characteristics within a slope sector. The theoretical basis, application, and operation of these programs are described.

The Bahama's petroleum-dominated minerals sector constricted again in 1985. The declines were mostly the result of a soft market demand for crude oil and petroleum products. In early 1984, it was a growing unprofitability that prompted Charter Oil Co. to cease using the 350,000-barrel-per-day Bahamas Oil Refining Co. facility that it jointly owns with Chevron Oil Bahamas Ltd. After midyear 1985, because of poor petroleum economics, Chevron announced it would close the refinery, leaving only a maintenance crew. In 1984, the refinery exported less than 26 million barrels of petroleum products. Chevron's throughput was reported as averaging about 8,000 barrels per day at the time of the announcement. The crude oil transshipment terminal also registered declining activity and financial losses in 1984 and 1985. Transshipments of petroleum in 1985 amounted to about 100,000 barrels per day, one-half as much as in 1982.

To a greater or lesser extent, the economies of the smaller Caribbean Island countries continued to have common problems. These included unemployment, inflation, foreign exchange shortages, trade deficits, and unstable world prices for their exports. Declining prices for petroleum provided some relief from scarce foreign exchange. Overall, the mineral sector remained stable. The Amerada Hess Corp. crude oil transshipment terminal on St. Lucia was completed during 1981. However, there were no shipments during the year. No official reason was offered for the delay in opening the terminal, but it may have been related to the world surplus of crude oil that occurred in 1981. There has been no further action on the refinery, which was to complete the island's petroleum complex. During the first half of 1981, an announcement was made that a second oil transshipment terminal would be built on St. Lucia. The report indicated that the terminal was to be financed by Saudi Arabia and include underground storage. After the original announcement, no further information was made available. This terminal, like the Hess petroleum complex, may have been temporarily postponed because of the crude oil surplus.

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7. 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

This report describes bench-scale studies and pilot-plant development of the Bureau of Mines process for roasting iron ores with a ferrous scrap reductant, such as discarded automobile hulks, to yield artificial magnetite. Quality magnetic concentrates containing about 66 percent iron and 6 percent silica with iron recoveries of over 90 percent were obtained after roasting fine-grained oxidized or nonmagnetic taconite with unburned, sheared automobile hulks in a rotary kiln. The relatively complete oxidation of the lighter gage metal in the automobile during roasting resulted in a metallic byproduct consisting of the unconsumed heavier gage metal scrap. This residual or tailored scrap is potentially useful as heavy melting stock and has more value than the original automobile hulk.
