Bureau of Mines Information Circular 7516, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants, was published in October 1949 to aid in estimating investment and operating costs of processes for manufacturing synthetic liquid fuels. Development of such processes by the Bureau of Mines was authorized by Public Law 290, 78th Congress. This bibliography included references to and abstracts of publications appearing from. 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. Bureau of Mines Information Circular 7705, Supplemental Bibliography on Investment and Operating Costs for Chemical and Petroleum Plants, was prepared to cover the area from September 1948 through June 1952.

The degree and manner of packing of bulk materials influences all phases of their loading, such as by a front end loader or a dragline, and their mechanics of flow, such as through a binhopper or an ore pass. The most important quantity in analyzing the handling of a bulk material is its shear strength which depends primarily on the same parameters as those that determine the packing state. Some of these are size, size distribution, moisture content, particle shape, particle orientation, and cohesion. The variables that affect the packing state arc vibration, pressure, intensity of deposition, velocity of deposition, and, when the material is confined, container used. The analysis of packing by a number of investigators has been done almost entirely with spherical particles. Most of these studies have dealt with monosized spheres. There is scant information on particles with angular shapes. Since most of the investigations by far have been concerned with ceramics and powder metallurgy, the particle sizes and ranges of size distribution have been small compared to those generally found in mining after fragmentation.

Reservoir oil in the Greater Aneth area, Utah, part of the Paradox basin, was studied to detect variation in oil characteristics within the reservoir and to determine its relation to age of accumulation and fluid equilibrium. At least three subsurface oil samples were obtained from each of the four largest of five field divisions comprising a producing area of 45,000 acres. Height of the oil column in the Pennsylvanian Desert Creek zone is about 230 ft. In general, the oil characteristics were found to be uniform across the area, and averages were developed for use in engineering applications. Average saturation pressure was 1,780 psia; the oil was undersaturated at the initial reservoir pressure, 2,200 psia. Variation in saturation pressure shows a lack of complete fluid equilibrium and continuing diffusion of solution gas from the main body of the reservoir to two extensions linked by narrow arms. By assuming early accumulation, the time involved in this diffusion process was calculated to be about the same as the age of the reservoir formation. Cause of the concentration of gas in the main body is attributed to differential entrapment during accumulation of oil and gas from an exterior source.

Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

The utilization of secondary titanium was determined in a study by the Bureau of Mines, and a 10-year statistical table showing supply and distribution patterns is presented in this report. Over the total 10-year period, estimated scrap consumption is larger than estimated scrap supply. Trends from the estimated data indicate that titanium is in short supply and probably will continue to be in the future. Because of higher processing costs for recycle scrap, scrap will tend to migrate to the steel and aluminum industries and to ferrotitanium production and exports. Nonrecoverable losses of titanium metal during processing was determined to be a potential area for research.

The reaction of coal, oil, or natural gas with air and oxygen and/or steam yields a gas containing varying amounts of impurities. Depending on the raw material and the end use of the product, these impurities include solids, such as dust or slag, and gases, such as hydrogen sulfide, carbon dioxide, and nitrogen. Considerable effort has been expended in developing and operating purification systems, and the literature is replete with equipment data and operating results. The research problems, the design, and the operation of the various systems have been the subjects of patent applications, journal articles, and textbooks.

A survey showed that there were 24 bin-related fatalities in the 5 year period of 1975 to 1979 in the minerals industry. Only 4 victims wore safety belts and only 1 of these had a second person attending his lifeline, as mandated by Federal safety regulations. Not one victim observed the three main Federal safety regulations governing work in and around bins. A study was conducted on the force necessary to pull victims partially buried in sand and limestone. Recommendations are made on procedures and safety equipment that can minimize bin-related accidents. A Handbook, directed to the plant engineer responsible for bin design and safety, was also issued detailing bin designs and flow-aid accessories as a function of the flowability of the stored material to better maintain material flow from bins. A comprehensive table of the flowability of many materials produced in the minerals industry is presented and simple procedures given for determining the flowability of materials if not available.

Because of the danger to life and property in a coal mine if an oil or natural gas well should be accidentally intersected during mining operations, certain precautionary measures should be carried out prior to entering previously unmined areas. The locations of all wells both at the surface and at the depth of the coalbed should be accurately determined. The condition of the well should be learned from surface observations, and more importantly, from subsurface examination by geophysical logging devices where possible. It is also desirable to learn the physical properties of the hydrocarbon-bearing rock formation and the hydrocarbon fluids. The major hazard presented by oil or natural gas wells to mining operations is that of explosion and fire due to the rapid release of gas into the mine atmosphere. Wellbore pressure, the principal index of danger, should be determined by one or more of the methods described and by a service company such as those listed in the appendix. Because of high pressures involved and the consequent hazard, much emphasis has been placed on underground storage of natural gas in areas containing minable coalbeds. Maps are shown of the principal coal producing areas and the locations of currently active gas storage reservoirs. A checklist has been included of factors to be considered when mining coal in an area where oil or gas wells exist.

Volume IV of the final report examines the problem of indirect contact of overhead high-voltage power lines by mining personnel. This refers to the contact of energized lines by workers through some intermediate conductor such as a metallic tool or a piece of high-reaching mobile equipment, thus the term "indirect contact." The shock hazard presented by such contact has been a major cause of electrical fatalities associated with mining operations. The report volume is divided into three major areas. The first gives a general background of overhead lines, basic characteristics, and associated hazards, and continues to describe presently used techniques and devices which attempt to alleviate the contact problem. The second area narrows the discussion to the mining industry by presenting a detailed analysis of 39 overhead-line contact accidents in mining since 1970. The third major section uses the information from the first two areas to formulate recommendations to prevent these accidents and subsequent electrocutions at mining operations.

Dry weather since the third week in January has set back any prospects for an early increase in hydroelectric power in the Pacific Northwest, according to The Bonneville Power Administration. The 25% cutback made in July probably will not be restored in March or April. Noranda Aluminum, Inc., increased its price for 99.5% aluminum ingot from 66 cents to 70 cents per pound effective March 1, 1980. Revere Copper & Brass, Inc., also -increased its price for primary aluminum from 66.0 cents to 70.0 cents per pound effective February 1. Kaiser Aluminum & Chemical Corp. raised its international price for 99.5% primary aluminum from 72.6 cents to 82.6 cents per pound, c. i. f., effective February 26 on new orders and on shipments from March 15.

The size and accessibility of the Minnesota manganiferous iron ore deposits make them attractive as a potential source of erromanganese, which is essential in the production of steel. For several years the Bureau of Mines has been conducting experiments to determine the feasibility of producing ferromanganese from these ores by a three-step process which involves (1) the smelting of the ores in the blast furnaoe to produce a high-phosphorus spiegel; (2) the treatment of the spiegel produced from step 1 in an electric or open-hearth furnace to separate the manganese from the phosphorus and the iron; and 3) the smelting of the high-manganese slag from step 2 to produce forromanganese. The details of the first two steps of the process and the results of tests with the experimental furnaces Lave been given in previous reports.5 The m$ or part of the experimental work on the second step has been conducted in a half-ton open-hearth furnace. Some preliminary tests showed, however, that the electric furnace has some distinct advantages over the open hearth for producing, from high-phosphorus spiegel, a slag containing from 45 to 55 per cent manganese and phosphorus and iron in amounts required for ferro-grade ore. The electric furnace tests described in this paper were made to get more information as to the possibilities of the electric furnace in connection with this problem and to study the fluxing effect of alumina on high-manganese slags. Herty, Conley, and Royer have reported' results of laboratory tests which showed that slags containing from 60 to 75 per cent MnO, from 8 to 10 per cent S102, and small amounts of CaO MgO, and FeO, were sufficiently fluid at 1,450° to 1,550° C. to pour readily if 12 to 14 per cent alumina was present. The mineral asbestos, because of its unique fibrous character, is allied to cotton and wool but has the advantage of heat and fire resistance; therefore, it supplies many industrial needs for which no substitutes are yet available. This report covers the essential features of the asbestos industry, including occurrence, production, mining, milling, utilization, international trade, and marketing. The United States leads all countries in the manufacture of asbestos products, but domestic sources furnish only a small fraction of the raw material required. As the United States is dependent to so great an extent on foreign supplies of raw materials, the bulletin deals at length with the asbestos industry in foreign lands. Several reports now available deal with the industry in individual countries. Among them are Chrysotile Asbestos in Canada, by J. G. Ross; Asbestos in the Union of South Africa, by A. L. Hall; and a series of articles on the Russian industry, by Walter A. Ru Keyser. These have been drawn upon freely, and full acknowledgment is hereby made for the helpful information thus secured. The file of the magazine Asbestos also has furnished many valuable data touching all phases of the industry. Many other books and articles listed in the bibliography at the end of this bulletin have been utilized and have been supplemented by the author's intimate acquaintance with the industry for about 20 years. The intent is to present a concise, world-wide, historical, technical, and economic treatment of the asbestos industry.

Although much valuable work has been done in the study of dust explosions, the laboratory technique has not been developed to the point where the many factors involved can be properly controlled, and thus where really fundamental information can be obtained. This paper presents a brief discussion of the difficulties encountered in fundamental work on dust explosions, a description of apparatus intended, to overcome some of them, and an account of some results obtained. FACTORS INVOLVED IN DUST EXPLOSIONS The more important factors pertaining to the dust cloud itself which are known to determine the phenomena of explosions are (1) the kind of dust; (2) its fineness; (3) its concentration in the exploding cloud; and (4) the nature of the interior motions, or turbulence, of the cloud before and during the explosion. These factors are arranged in what seems to be an ascending order of complexity. The kind of dust is the factor most easily subject to control. The fineness of the dust at first sight seems to be a controllable factor, but when it is recalled [that] most explosible dusts are mixtures of particles of continuously varying sizes so small as to pass through the finest woven sieves, and therefore difficult to separate either for purposes of analysis or experiment, the fineness is seen to be a factor difficult to control accurately.

This report describes laboratory as well as pilot heap leaching investigations of low-grade sandstone ores from Wyoming, New Mexico, and Colorado. Sodium carbonate-bicarbonate solutions containing sodium hypochlorite extracted up to 86, 54, and 16 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively. Ammonium carbonate-bicarbonate solutions containing sodium hypochlorite were less effective at leaching these ores. Acid leach in replicate pilot plant testing resulted in U308 extractions of 96, 88, and 81 percent from the Wyoming, New Mexico, and Colorado ores. The development of cost-effective processes for extracting uranium from low-grade ore is essential to the assurance of a continuing domestic supply of uranium.

The Federal Bureau of Mines provided five test materials--amosite, short-and long-fiber chrysotile, crocidolite, and nonfibrous tremolite--to the National Institute of Environmental Health Sciences (NIEHS) for studies on the biological effects of orally ingested asbestos-related materials. An inter-agency agreement between the Bureau and NIEHS made possible this program to characterize these test materials. The Bureau in turn received support through contracts with the Ontario Research Foundation for the milling of amosite and crocidolite, and with the University of Maryland for microscopic measurements. The five test materials, which were supplied in quantities of 960 to 1,200 pounds each, were characterized by chemical-instrumental analysis for elemental composition, surface area, density, X-ray diffraction, infrared spectroscopy, thermogravimetric analysis, mineralogy, and particle size analyses. Particle size distributions were emphasized because of the current theories relating adverse biological effects to length-width characteristics of durable elongated particles.

The Bureau of dines present, an economic evaluation of its process for the ferric chloride leaching of chalcopyrite concentrate. In this process, chalcopyrite concentrate is leached with ferric chloride solution to extract copper, which is precipitated from the solution by electrolysis while leaving sulfur in the residue. Spent liquor from electrolysis is treated with oxygen to regenerate the ferric chloride leach solution and the sulfur-laden residue is processed to recover the sulfur. A cost estimate was prepared for a plant capable of processing 600 tons of chalcopyrite concentrate per day, 330 days per year. The fixed capital cost, on an early 1.975 basis is $27,831,600 and the estimated operating cost is 9.9 cents, per pound of copper product. In comparison, the estimated operating cost of a smelter equipped with a citrate process plant to recover sulfur is about 13.6 cents per pound of copper product. No charge for chalcopyrite concentrate or credit for recovered byproducts has been included in either operating cost. The ferric chloride leach process, therefore, appears to be economically attractive.

The Bureau of Mines Coal Carbonization Laboratory has been interested for the past 20 years in the quality of coke in connection with the selection of coals for the manufacture of coke. The principal experimental. method of carbonization, whereby 100- to 200-pound charges are carbonized in sheet-steel cylindrical retorts with recovery and determination of the properties of coke, gas, and products, was developed in cooperation with the American Gas Association,4 5 and it is known as the BM-AGA method. Results of the investigations of 90 coals included in the BM-AGA Survey of the Carbonizing Prop¬erties of American Coals have been published; 6 and, in addition to these, about 200 coals have been carbonized over limited temperature ranges. Because coke from cylindrical retorts differs in shape from that made in rectangular ovens, the BM-AGA method has been criticized, although those who developed it have always believed that it served well as a means of measuring the relative strengths of cokes from different coals. It is recognized that no laboratory-method carbonization, even on a large twit, can yield results that exactly duplicate those obtained in commercial ovens and retorts. However, with the completion and satisfactory performance of an experimental vertical slot oven of 500-pound capacity at the University of Illinois Geological Survey Laboratory,' the opportunity to directly compare BM-AGA coke with coke made by two-sided heating became available and the necessary test apparatus was installed. The Bureau of Mines slot oven, which is similar to that designed by the University of Illinois Geological Survey, has been used to carbonize 11 coals (or blends) tested by the BM-AGA method. This report compares the results obtained by the two methods.

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. This report, the fourth in an annual series, outlines recent trends and developments in the minerals industry. Discussed are new methods, equipment, techniques, and systems used to more effectively extract and process mineral products. Environmental considerations, health and safety standards, price controls, inflation, material shortages, and more dependence on foreign imports were problems faced by the minerals industry. Although productivity increased for most mineral commodities, the annual rate of increase has slowed in recent years, indicating a maturing technological situation. Growing concern for energy resulted in increased interest and research in alternative fuel sources. The primary concerns of metallurgists were pollution control and improved efficiency and performance of metallurgical processes, especially for reduction of energy consumption.
