Soviets To Aid Laotian Tin Industry. - The U.S.S.R. has agreed to help strengthen the tin industry in Laos, a client state. In the past, Laos has only produced small amounts of tin concentrate, 500 tons to 1,000 tons per year presumably shipped to smelters in Singapore or Penang, Malaysia. Under the agreement made in June, the Soviets are to supply equipment to increase the out put of tin from the Phontieu, Neng, and Nongsen mines and help Laos with the construction of a tin smelter. The U.S.S.R. itself is a net importer of tin, although a substantial producer of the metal.

For several years the U.S. Bureau of Mines and the University of Washington have been cooperating, in a study of coal tabling. The first pert of the work consisted of experiments using, one of the commercial-sized coal washing tables in the laboratories of the College of Mine. As an outgrowth of this work, hindered-settling classification has been successfully applied in the tabling of coal4, and several important improvements, mainly in the riffling, have been made in the table itself. Both of these developments have resulted in increasing the rapacity and efficiency of the coal-washing table. In order to facilitate further progress in this work an investigation has been undertaken to throw more light on the mechanism of table separation. The final separation of a table is obviously the resultant of several operations; namely, stratification, removal of the top strata or parts of them as washed coal by the cross-flowing water, and removal of the bottom strata or parts of

The value of mineral production in-creased 13% in 1977. Nearly all commodities registered an increase in production and value, continuing a trend that started in 1976. In addition, practically all commodities registered an increase in unit value. Alabama led the Nation in the production of crushed marble, was second in bauxite and scrap mica third in kaolin and oyster shell, and fourth in bentonite, dimension marble, and fire clay.

Cable reel systems for shuttle cars were investigated to determine whether an improved system could be identified. Interviews and mine visits were conducted to better define limitations and problems with present systems. Although simple and relatively inexpensive, present cable reel systems are not fully satisfactory. Several concepts for a different technical configuration were formulated and evaluated. An all ectric system using electronic control and external sensors was recommended for further development.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Approximately 30 million pounds of tungsten trioxide in the form of ferberite concentrates have been shipped from Boulder County. Since 1940, the production has varied considerably, being affected by the emergency needs of World War II and the Korean conflict. During World War II, attempts to stimulate production were made by the Metals Reserve Company by stabilizing the price for a specified period, the Reconstruction Finance Corporation by small mining development loans, and the Bureau of Mines and the Geological Survey, who cooperatively explored some of the district by surface and underground core drilling. During the Korean conflict and continuing through the first half of 1954) tungsten production was being stimulated by a Government-gauranteed price and by financial assistance loans under the Defense Production Act of 1950 to qualified operators of properties that have merited exploration. This combined program has increased production in Boulder County from about 1,900 pounds in 1949 to an estimated 383,000 pounds of tungsten trioxide in 1953. The 1953 production came from 67 properties. One of the problems confronting producers is the need for improved beneficiaton methods. Ores from the area have not been amenable to flotation concentration and gravity methods have resulted in poor recovery, often less than 70 percent.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

The Bureau of Mines investigated the resource potential of 201 mines and deposits in 28 market economy countries and 17 mines and deposits in the U.S.S.R. and China. The 201 mines and deposits evaluated from market economy countries contain an estimated 34.2 billion metric tons of recoverable phosphate rock (at the demonstrated resource level), with Morocco and Western Sahara accounting for 61% (21 billion tons), followed by the United States with 19% (6.4 billion tons). The 17 mines and deposits evaluated in the U.S.S.R. and China contain approximately 1.5 billion tons of potentially recoverable phosphate rock. Potential annual capacity from low-cost, high-grade producing mines in the United States is estimated to decline significantly during the latter half of the next decade, and the United States will have to develop new, higher cost, lower grade mines in order to satisfy demand into the next century. Of the world's new production capacity which could likely be developed over the next decade, slightly over one-third could be produced at an estimated 1981 cost of $40 per ton or less, and about two-thirds would cost in the $40 to $50 range (including a 15% rate of return). In comparison, moot of the competing phosphate rock from producing mines in Morocco could be produced for under $40 per ton. The United States has sufficient demonstrated resources of phosphate rock (plus huge quantities at the identified and hypothetical resource levels) to satisfy domestic consumption for many years to come, but its future ability to compete in the major export markets against low-cost competitors is much more uncertain.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

"In California the history of tin mining began in Riverside County in 1853, with the discovery of the Temescal deposit. This deposit remained the only one with a production record until recent small shipments were made from Kern and San Bernardino Counties.According to the California State Division of Mines, Temescal's total output has been about 125 tons of tin, all of which was produced in 1891 and 1892. It was idle from 1892 to 1928.An extensive but unsuccessful development campaign carried on in 1928 and 1929 by the American Tin Corp. produced only half a ton of the metal, and the property again was idle until 1943, when an attempt to resume operations proved unsuccessful. After 1929 no production is recorded from California until 1944 end 1945, when small shipments of sorted ore from Kern County returned about 2 tons of tin and 1-1/3 tons was recovered from sorted ore and concentrates from San Bernardino County. The total output of tin from California has been less than 150 tons, and less than 4 percent of this was produced in the last 50 years, in spite of numerous attempts during that period to promote tin mines,So marked a scarcity of a metal essential in war makes any occurrence interesting. When some prospects were reported to the Bureau of Mines in July 1942, in a new field 10 miles east of Gorman, they were at once examined and the preliminary exploration by the owners closely followed. Eventually one was explored by bulldozing end diamond drilling as a joint project by the Bureau of Mines and the Geological Survey.To supplement this joint project, the authors undertook independently a general survey of tin in California - a survey designed to check reported occurrences and to bring their status up to date. In this work, the 37 places described in the text and spotted on the accompanying map, (fig. 1) were visited end sampled. Although traces of tin were found in many pieces, nothing that suggested a tin mine was found anywhere, and it is difficult to base much hope for appreciable future tin production upon anything found thus far in California."

The Bureau of Mines is sponsoring a variety of long-term, high-risk research to advance state-of-the-art technology in U.S. underground coal mining. This report reviews the status of many Bureau projects that support fundamental underground coal mining operations; the project areas include cutting coal from the solid (extraction), hauling coal from the face (transport), and activities that sustain daily operations (logistics). Innovative equipment and technology have been developed, with these major objectives: to significantly improve coal mine productivity, to further advance coal recovery and personal safety within the mining industry, and to reduce the time needed to develop longwall panels. The majority of the prototype equipment covered in this report either has undergone or will undergo comprehensive evaluation at Bureau surface test facilities so that performance and reliability can be improved before the equipment is tested and evaluated in a working section underground.

A computer program was written for design and cost of a shell and tube heat exchanger in which the total cost, which includes annual fixed charges and annual operating costs, was minimized. The program was written for the type of heat exchanger in which only the tube side pumping costs were significant and for triangular pitch, single or multiple pass, heating or cooling, and no change in phase. Tube diameter was not optimized since the tube dimensions do not affect the cost very much. However, the tube dimensions do affect the shell diameter, number of tubes, and length of tubes; and price optimum design was obtained for four standard tube diameters. Standard heat exchangers having at least the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.

[This paper, which describes the milling practice at the San Guillermo concentrator of the Compania Industrial "M Potosi", S.A., located at Chihuahua, Chihuahua, Mexico, is one of a series of similar papers being prepared by the United States Bureau of Mines. The concentrator treats lead-zinc-silver ore at the rata of 2,300-2,400 tons of dry material daily and produces lead concentrate and zinc concentrate by selective flotation methods. The lead concentrate is smelted at the Chihuahua plant of the American Smelting & Refining Co., and the zinc concentrate is shipped to various European smelters.]

Bureau of Mines personnel evaluated the potential availability of nickel from 151 deposits in 18 market economy countries and selected 126 for detailed analyses. An evaluation was made of tonnage-cost relationships indicating the quantity of nickel available at various total costs of production expressed in dollars per pound nickel, including a 15-pct rate of return on the invested capital. The 126 deposits studied contain approximately 73 million metric tons (t) of nickel. An estimated 52 million t is available from laterite deposits, of which less than 2 pct could be produced at $3.50/lb Ni, about equal to the average published price of nickel in 1981. Approximately 21 million t of nickel is available from sulfide deposits, of which about 10.0 million t can be produced at $3.50/lb. Sensitivity studies performed for both laterite deposits and sulfide deposits indicate that the total cost of nickel from laterites is most sensitive to increases in energy costs, and that sulfides are most sensitive to increases in labor costs; sulfides are also sensitive to changes in byproduct revenues. In 1983 the Nickel Mountain mine in Oregon was the only U.S. producer, though development continued on the Gasquet property in California. Of the total 5.1 million t of recoverable nickel in the United States, about 20 pct is available at or below $3.50/lb.

This Investigation of the preparation characteristics of the coals in Armstrong County, Pa., is the third in a series of Bureau publications by counties appraising the practicability of upgrading marginal deposits to metallurgical standards. Earlier investigations covered the washing characteristics of the coals occurring in Cambria County, and the principal reserves remaining in Indiana County. In Armstrong County, the Upper Freeport bed is the major source of production, the Lower Kittanning bed being of secondary importance. The Lower Freeport bed is mined to some degree, but it is usually too thin and spotty in occurrence to support large-scale operations. The remaining production is taken from the Pittsburgh, Middle Kittanning, and Upper Kittanning beds, but the quantities are insignificant. Table 1 shows the county's coal production) by beds, during 1948. The coals of Armstrong County are not generally considered to be of metallurgical quality because of the high sulfur content. The raw coals usually analyze more than 2 percent sulfur, and more than 4 percent sulfur is not uncommon, especially in the Lower Kittanning bed.

For a study such as this, which summarizes and amalgamates much information collected, compiled, and utilized by the numerous U.S. Bureau of Mines country specialists and branch chiefs for inclusion in their country and regional reports that comprise the five other volumes of the international studies of the Minerals Yearbook, it is clearly impossible to cite all sources of information used in its presentation, but some recognition seems due. Generally speaking, this study and its related detailed studies on countries and areas would be much more difficult, if not impossible, without the efforts of the personnel of our counterpart agencies throughout the world. Information they collect, compile, and then publish, either in their own volumes or those of central statistical agencies in their countries, are the foundations on which this work rests. Thus, we must begin by expressing our appreciation to the multitude of persons employed by these agencies for their contributions.

Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

The selective placement of coal strip mine overburden is examined. Physical end chemical properties of spoil detrimental to revegetation and groundwater are detailed. The United States is divided into regions of similar problems. Five mining methods already used in the industry, that are capable of selectively handling; waste are examined in detail. Technical and economic comparisons are made for the systems when applied to realistic mine settings. The same analysis is conducted for five novel methods capable of selectively handling waste. Comparisons arc made between novel and existing methods. Suggestions for new and modified equipment are outlined. Recommendations for further research are provided.
