This report summarizes research into the root causes of failures in mine power systems which impact safety and reliability. Abnormally low fault currents, due to arcing faults, self-excited systems, and fallen trolley wires are examined and quantified. The reliability of components which are critical for safety is studied, as well as reliability of components which are crucial to the mining pro cess. Failure rates are found through in-situ tests, accelerated life tests, studies of mine maintenance, and fault-tree analysis. Reliability data is used to predict fatalities and lost-time accidents through computer-aided fault-tree analysis. Analytical support tasks reported include the deriving of trailing-cable ampacities under cyclic loading, and the measurement of connected ground beds.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

In the following pages the writer has endeavored to give an account of the many methods, advantages, and disadvantages of preparing and burning powdered coal. For much of the information jmparted the writer is indebted to various firms in the United States and Canada whose plants he visited, also to the technical press. Manufacturers and operators of coal-fired furnaces can not afford to disregard the possible advantages of pulverizing their coal before burning it. Hence the purpose of this bulletin will be fulfilled if it leads them, after making careful estimates, either to abandon their present method of burning cGal on grates or stokers, and install the pulverizers, conveying system, powdered-coal feeder, and burner best suited for burning powdered coal in their plant, or to reject, as uneconomical, the replacement of their present system of burning coal by a system for pulverizing and burning it. No research work on the combustion of powdered Canadian fuels has been carried out by the Mines Branch, Department of Mines; but if this research work were carried out scientifically by competent engineers, chemists, and physicists, it would show how powderedcoal furnaces and burners should be designed to gi ve an efficiency higher than they give at present.

Percussion drilling dates back to the hand operated star drill and hammer. Eventually steam and compressed air were substituted for muscle power and the mechanical percussion drill was born. From the hand held jack hammers, driving a forged steel bit into the rock, there evolved the jack leg, the rubber tired and crawler mounted drill carrier with automatic feed, increasing power and reducing man?s muscle requirements. Because the reaction of a blow on one end of a piece of steel has to be transmitted to the other end there is a limit to the depth or length of drill steel that can economically be used in out of the hole percussion devices. During the late 1800?s there is evidence that designers were attempting to put the percussion tool at the bottom of the hole, directly on the bit, in order to avoid the long drill steel which absorbed much of the blow, leaving little to be applied to the bit and the rock being drilled.

Although for many years considerable attention has been given to devising safe and efficient methods of using explosives, with some success, relatively little has been done to provide satisfactory storage facilities for them. This was known long before the present war began, but it was emphasized during the past 30 months? inspections of explosive magazines by employees of the Bureau of Mines in administration of the Federal Explosives Act of December 26, 1941. These inspections have revealed woeful in adequacy as well as definite hazards and the urgent need for obtaining better storage facilities either by remodeling old magazines or constructing ink new ones that would afford suitable protection for the contents against theft, fire, deterioration, and detonation. The purpose of this paper is to offer suggestions and to show by sketches and drawings some of the fundamental features of suitable magazines. Type of construction and available materials differ with different; localities, but the information herein contained can be applied to most magazines, whether already constructed or the construct: on of which is planned. It is hoped that this information will be helpful and will aid persons who are trying to provide suitable storage for explosives end detonators. It is also hoped that States and cities will be made aware of the unbelievable laxity practiced in storing explosives in the United States and will take some remedial action.

This paper describing mining practices at the United Verde copper mine, Jerome, Ariz., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts f the United States. At present mining operations are being conducted both underground and by electric shovels in an open pit. The open-pit work has been described by E. M. J. Alenius in a previous publication of the Bureau of Minos;3 the present paper will be confined to a description of the underground mine. The underground methods comprise horizontal cut-and-fill, shrinkage with delayed filling, horizontal square-set, inclined square-set, and top slice. The normal daily production of the underground mine is 3,000 tons of copper ore per day, requiring the employment of 900 men underground.

The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

"IntroductionThe combined library facilities of the five universities in the Generic Technology Center for Respirable Dust, The Pennsylvania State University, West Virginia University, University of Minnesota, Massachusetts Institute of Technology, and Michigan Technological University, represent one of the most extensive and comprehensive collections of information on respirable dust research which is available in the United States. The Center encompasses two major medical schools, the Milton S. Hershey Medical Center at The Pennsylvania State University and .West Virginia University Hospital at West Virginia University, and includes national and international experts from such diverse disciplines as geology, geomechanics, mining engineering, mineral processing, electrical engineering, industrial engineering, mechanical engineering, material science, physics and several areas of medicine. In order to maximize achievements in research and facilitate early results application in the private industry, university, government and public sectors, a geographically dispersed Reference Center on Respirable Dust has been established at each of the affiliated universities. This network serves to encourage unity between the universities in the Center and coordination and communication with other entities who benefit from their research.Description of the Reference CenterIn this light, the goal of the Reference Center network is to identify at what location Information is available and to provide a means for others to access this information. It is especially necessary to have both ease of input and maximum retrieval capabilities available to all the research personnel in the Reference Center. At the same time, the service provided to the inquiring public must be complete and cost-effective. The Center's approach to realizing this goal incorporates advances in computerized and electronic searching of individual library holdings and the networking of major library and commercial search systems.The Reference Center uses the following means to achieve this goal. At each participating university, a hard copy collection ls maintained of the current respirable dust research in progress by that institution's personnel. Also, available. at each university ls a review of their past and present research on respirable dust. At each participating university a hard copy collection of annual status reports and of all publications produced by Center personnel for symposiums, national and international conferences ls maintained. A key word computer search capability ls available to participating universities. This computer search, by title, author and location, allows researchers to determine at which facility information is available, thus avoiding the tremendous expense and effort of housing all the information on respirable dust research under one roof. THE information obtained by examining and analyzing the core drillings from 15 diamond-drill holes shows that with the proper equipment little difficulty should be experienced while sinking the shafts at the 15 selected sites. Although a number of holes penetrated formations containing a high percentage of silica,, the health hazard from dust can be removed by using proper dust-control equipment. Methane was detected in small amounts in only one (hole 5) of the boreholes. The methane hazard should present no difficulty if adequate ventilation is employed while sinking the shafts.

The U.S. Bureau of Mines (BOM) constructed the Hydraulic Transport Research Facility (HTRF) to investigate the hydraulic parameters relating to the transport of coarse coal. To achieve these goals in a timely and efficient manner, the Bureau contracted to Boeing Services International, Inc. (BSI) the responsibility of operating the HTRF and providing technical support. This data report is a summary of the testing and data results for the period from 6 September to 9 September 1983. The testing covered herein is for coarse 2-in by 0 (minus 50 mm) Pittsburgh Seam run-of-mine (ROM) coal in a 12-in (300 mm) pipeline, at velocities ranging from 8 to 16 ft/s (2.4 to 4.9 m/s) and at concentrations ranging from 15 to 50 pct.

In 192b, there wore 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve. Operating variables affecting the efficiency of the basic oxygen furnace (BOF) and the level of contaminating elements in the steel product were investigated by the Bureau of Mines. Steel was made in a 400-lb-capacity BOF designed to rotate on its vertical axis to increase the area of hot metal surface subject to oxygen attack. Hot metal for the BOF was made by melting pig iron and scrap in an 18-inch (ID) cupola. The variables were BOF speed of rotation, rate of oxygen flow, number of jets and angle at which they were machined into the oxygen-lance tip, temperature of hot metal, reactivity of lime, and temperature of scrap for the BOF charge. Experiments were arranged according to a two-level fractional-factorial design. The effects of the seven variables were evaluated for 13 responses. The greatest ingot yield occurred while using the larger angle lance tip and jets. The most carbon burned per unit volume of oxygen resulted from rotating the BOF and using the smaller angle lance tip. The largest sulfur transfer to the slag occurred at the higher hot metal temperature levels and higher rate of oxygen flow.

Because of the' situation in Europe during the summer of 1939, with the possibility of war and consequent curtailment or loss of supplies of tin to the United States, the Bureau of Mines undertook an investigation of domestic tin resources. This was permitted by the Strategic Minerals Act of 1939, which authorized investigation of possible domestic resources of strategic minerals necessary in a national emergency. The minerals selected were in short supply, and the United States depended almost entirely on imports to meet normal requirements. The Black Hills of South Dakota were selected for investigation as one possible source of tin because of the occurrence of the mineral there has been known since 1876, although production had never been important. The Tinton area, in the northern part of the Hills, had received the most attention and contained some minor indicated and inferred tin deposits.

The development and status of technology for producing titanium from U.S. resource materials are summarized in this Bureau of Mines report. Commercially feasible processes and investigations of alternative procedures are reviewed in order to identify techniques that could make existing operations more effective or areas in which future research may lead to the development of new production methods. Procedures are described for producing concentrated titanium dioxide from starting materials such as sands, massive deposits, and mineral processing residues containing rutile, ilmenite, and perovskite; producing and purifying titanium tetrachloride from concentrated rutile, ilmenite, and titaniferous slags; reduction of titanium tetrachloride to titanium sponge metal using metallic magnesium or sodium; purifying and consolidating titanium sponge and scrap by arc melting or induction melting techniques; purifying sponge, scrap, and alloys by molten salt electrorefining; and electrowinning titanium from chloride salts.

Published or available data on safety in quarries are few except those pertaining to blasting issued by manufacturers of explosives. During the past 25 years the quarrying industry (including various types of quarries producing many different materials) has had a markedly improved accident experience. The downward trend has not been phenomenal or has it been uniform from year to year, owing to occasional major disasters; but from the information at hand it appears that improvement during the 25-year period has been definite.

[A cost/benefit analysis was conducted by comparing the industry cost to protective structures on low-coal face equipment with the benefits paid for injuries/fatalities considered preventable by the use of these structures. Th industry costs were based on estimates by OEM's and rebuild shops for install protective structures on new and rebuilt face equipment. The accident benefit was based on evaluations performed by the USBM Accident Cost Indicator Model. Industry wide population data were developed on low-coal face equipment and injuries/ fatalities preventable with protective structures. The results of the analysis are to be used as a tool by USBM in determining the feasibility of continuing development of cab and canopy technology for low-coal equipment.]
