Many inquiries have been received regarding methods of extracting pillars with mechanized equipment, and this paper deals primarily with this phase of mechanical mining. This report presents the results of a benefit/cost analysis of the Bureau of Mines' Coal Extraction RCD Program for the period FY 1977 through FY 1982. The analysis is an update of the analysis performed on the Coal Extraction R&D Program for EY 1975 - FY 1980 and presented in a MITRE report, MTR-7225, published in May 1975. Major changes included: new production scenarios and an update of R&D cost estimates.

"INTRODUCTION There are presented in this report the results of limited studies by the Bureau of Mines of the firedamp safety of some powder-powered tools proposed for use underground in coal mines. This study was made to obtain general information and specific technical data for a cable splicer and some rail punches now commercially available, the aim being to keep abreast of developments and to anticipate hazards.ACKNOWLEDGMENTSAcknowledgments are made to the Mine Safety Appliances Co., Pittsburgh, Pa., for supplying equipment for these tests, and to the Pittsburgh Coal Co. for making possible observations of the use of these tools in coal mines.The assistance of other members of the Explosives Division is acknowledged: J. Of the family of such tools now commercially available from one manufacturer, two have been proposed for use underground in coal mines, namely a cable splicer known as model TI and two models of rail punch known as R40 and R60. These tools employ blank-cartridge ammunition and special projectiles to accomplish the work indicated by these descriptive names."

A series of coal- mine catastrophes in the latter part of the first decade of this century focused public attention on the need for safety in mines and resulted in the establishment of the Federal Bureau of Mines , whose primary function was to promote safety and improve hygienic conditions of workers in the mineral and related industries . These activities are carried out by the Safety Division of the Bureau's Health and Safety Service . In general , the work performed by the Safety Division personnel may be classified as educational and investigative . Instruction is given in accident prevention for mine officials and miners ; first aid to the injured ; the use and care of oxygen breathing apparatus ; and advanced mine rescue and recovery operations . A specialized safety course is offered to the petroleum and gas industries . Division personnel also aids in or directs rescue and recovery work after mine fires and explosions ; assists at first - aid and mine rescue contests ; conducts safety exhibits and demonstrations ; and presents safety talks , often accompanied by sound safety motion pictures or latern slides , before employee and official groups , at meetings of Holmes safety chapters , at mining institutes , and at other safety or technical gatherings . Coal - mine fires and explosions are investigated , as well as quarry or metalmine explosions and fires , miscellaneous accidents , health and safety hazards , and safety conditions at mines and plants ; safety devices are investigated and developed . Field studies cover ventilation , methods of allaying suspended coal - dust particles , prevention of dust accumulations , the proper use of rock dust to prevent or limit explosions , explosives practices , and the care and use of underground equipment . The results of these studies and investigations are widely applied in the various training courses and are prepared as reports and recommendations , which are submitted to interested persons or are combined and distributed to the public as bulletins , technical papers , miners ' circulars , information circulars , and reports of investigations . These studies also afford a basis for the development of new or modification of old Safety Decisions of the Mine Safety Board of the Bureau of Mines . The following pages review the accomplishments of the division as regards safety during 1942,2/ with like information for a series of recent years and summaries to date . A striking feature of the division's work has been the safety education of more than 1-1/2 million persons who have taken first -aid and mine rescue training courses . That these efforts over a period of 3 decades have been successful is revealed by the decline in coal - mine fatality rates and a somewhat smaller decrease in metal - mining and quarrying fatality rates .

[Before 1914 Germany held a virtual monopoly on the world supply of potash for fertilizer purposes. During the World War, potash shipments to the United States ceased, and recourse was had to domestic supplies. High war-tine prisms stimulated interest in various sources, and domestic production increased rapidly. At the close of the war, resumption of shipments from Germany mad other sources reduced prices to below pre-war levels, and, as a result, most of the domestic procedures ceased operations. We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

[For almost 2 decades the Bureau of Mines has been Interested in converting solid fuels to liquid fuels. Small-scale laboratory investigations were carried on for a number of years.4/ This work wad expanded substantially under authority of Public Law 290, approved by the 78th Congress on May 5, 1945. As part of the. broadened program, coal-hydrogenation demonstration plant was designed and erected at Louisiana, Mo., where: hydrogen-manufacturing and compression equipment, shoes, electric power, and other utilities and facilities were available from a discontinued wartime ammonia works . The plant uses the direct -hydrogenation or Bergius process, but the process differs from prewar European practices in many respects. Many noteworthy improvements h eve bean made, particularly by substituting automatic instruments for manual control of process variable's, in line with modern American processing practices. The over-all objective of the demonstration plant is to bridge the gap between laboratory end commercial-scale operation by furnishing cost and engineering data to develop a synthetic liquid-fuels industry when it proves technically and economically justified. Fitting into the over-all program, specific objectives o early runs were to (1) train personnel who had no experience with this type of operation, (2) break in the installed equipment, (3) obtain successfully integrated operation of the entire plant, and (4) work towards obtaining data on the hydrogenation of coal-tar oil and a typical low-ash coal. In beginning fan integrated operation, it is common practice to operate and obtain reaonably smooth performance of each unit before the over-all operation is undertaken. The first part of the plant completed was the refinery, consisting of several fractionating systems, a stabilizer, and a chemical treater.]

Kaiser Aluminum & Chemical Corp. announced that it planned to spend $66 million to increase the efficiency of its Baton Rouge, Louisiana, alumina plant. The improvements are designed to reduce energy consumption but will not change the annual capacity of the plant, now rated at about one million short tons. The project was expected to be initiated immediately and be completed by 1982. ALUMINUM Producers in this country posted unalloyed 99.5 percent aluminum ingot at 53-57.5 cents per pound, yet actual selling prices were closer to 53 cents. Domestic merchants quoted unalloyed ingot on a spot basis at 54-56.3 cents. London Metal Exchange 3-month forward contracts fell during November's trading from 55,2 cents to 52.8 cents per pound.

Since crushing of rock to a smaller size is an integral part of almost any mining and quarrying operation, a study was carried out to identify and develop improved techniques for alleviating a major cause of accidents and work stoppages arising when an oversize luck or boulder lodges in the throat of the crusher. The configurations and operations of various crusher types is described, sources of boulders in the mining operation, and a detailed review is made of mining, quarrying, and construction regulations for all states, Canada, and the Federal Government for applicable provisions. Representative mines were visited and other operations contacted for their boulder handling techniques where it was found that blasting techniques used included mudcapping, bombs, and blockholing, often done very crudely and inefficiently with poor practices and various mechanical systems were used such is hooks of, overhead cranes, impact hammers, and grapplers. Safety analyses of all methods pointed out the hazards associated with blasting in the open and the dangers of entering a crusher. Boulder blasting can be done in a safer fashion if a planned step-by-step procedure is followed, and inherently safer blasting products such as exploding bridge wire blasting caps and improved blockholing techniques. In general, though, the installation of a suitable mechanical system such as an impact breaker will prove safer and cost effective even in a smaller mine or quarry.

The Federal Coal Mine Health and Safety Act of 1969 has placed stringent limitations on the noise levels in which employees may work. This act can result in both increased labor costs because of noise-exposure time limitations and in high capital costs for modification of present equipment, and the design of new equipment, to comply with the law. The development of new noise-control systems is thus of immediate interest to industry. A current Research program at U. S. Steel is aimed at developing methods of controlling both the exhaust-air noise and the mechanical noise of a Stoper drill, a pneumatic percussive tool used for roof-bolting purposes in coal mines which has an approximate air consumption of 100 cubic feet per minute. This program is being performed under a contract between USS Engineers and Consultants, Inc. and the Pittsburgh Mining and Safety Research Center of the U. S. Bureau of Mines. In previous work at U. S. Steel, kidney-shaped mufflers were designed that wrap around the air leg of the drill for control of the exhaust noise. These mufflers were designed with the aid of a digital computer program that predicts the acoustic performance of mufflers.

Volatilization in retorts has been, until recently, the only commercial process of producing spelter, hence the zinc mine operators have had to meet the terms of the zinc smelters in regard to the following requirements: (1) Minimum percentage of zinc the ore must contain; (2) the chemical combination of the zinc in the ore; (3) the proportion present of those elements that interfere with the suceessful recovery of the zinc when the ore is retorted. In consequence of these requirements, only a comparatively small proportion of the zinc ores mined can be shipped directly to the smelters.

Airy kind of a power system is a complicated network of various electrical components, such as cables, transformers, electric machines, circuit breakers, etc. For a system to work continuously and efficiently, each of the components has to be in perfect operating condition. The failure of any of these components can cause serious interruption of the supply and may in several cases involve a lot of precious time and labor in removing and replacing the damaged equipment it may also give rise to dangerous overvoltages on the system, thereby causing a safety hazard. Any piece of electrical equipment can have two likely modes of failure. The first would be the degradation of solid insulation material due to overheating, mechanical damage or a combination of the two, In this mode of failure it is possible that If the insulation damage is not an instantaneous phenomenon (a cable damaged by severe mechanical, Stress) that a detectable leakage current will do lop prior to the faint. The fault would probably he a result of heating and deterioration of the insulation by the leakage current.

This section presents highlights of world economic and mineral industry performance in 1982, a year characterized by continued recession, and selected 1983 forecasts of economic indicators of importance to the mineral industry, some of which indicate a modest improvement in the economies of the United States and Western Europe. The U.S. Economy in 1982 In 1982 U.S. gross national product (GNP) in current dollars increased at a rate of 4 percent, but GNP adjusted for inflation (real GNP) declined at a rate of 1.8 percent. Yearend 1982 real GNP was at roughly the same level as in 1980 (table 1). Thus no growth in real terms had taken place in the United States during the 1980-82 period.

This is a report on experimental work on development of a gasification process operating at near atmospheric pressures and using finely pulverized coal entrained in oxygen and steam. The gasifier was designed by The Babcock and Wilcox Co. in cooperation with engineers of the Bureau of Mines Morgantown station. The test work discussed in this report covers the first 34 tests made in the pilot plant in which a strongly coking Sewickley-bed coal, ground to either 70 or 90 percent through a 200-mesh screen, was used.

The Federal Bureau of Mines conducted a field survey of 153 bituminous coal strip and auger mines to estimate coal recovery from surface mines in the Eastern United States. Recovery was calculated from field data by measuring coal losses resulting from mining coal and leaving barriers. Mean total recovery for strip mining in States east of the Mississippi River was 83.0 percent and ranged from 72.3 percent for Tennessee to 91.3 percent for Maryland. Mining losses and barrier losses were 10.1 and 7.7 percent, with standard deviations of 4.8 and 10.4 percent, respectively, indicating that barrier losses, although less than mining losses, were more variable. Mean total coal recovery varied only slightly for the two regions studied; 82.7 percent for Appalachia and 84.3 for the Midwest. Total recovery grouped by mining method--contour, area, and mountaintop removal--was 79.8,84.7, and 85.3 percent, respectively. Mean auger recovery was 35.9 percent; of the total average loss of 64.1 percent, over one-half resulted from design limitations while the remainder was attributed to operating losses. The wide recovery range at individual mines indicates the variability of the eastern surface coal mining industry. Because of this, care should be exercised in applying the results of this report to reserve estimates other than those of a general nature.

Diagnostic: tests were performed on a production ST-5A Load-Haul-Dump machine manufactured by Wagner Mining Machinery Company to evaluate and rank order noise sources. The diagnostic evaluation indicated that the major noise sources were the transmission, the engine, and the cooling fan. This phase was followed by implementation of recommended noise control treatments, which included vibration isolation of the transmission, a transmission enclosure, an engine enclosure, and modifications of the inlet to the cooling fan. The final step in the program was an underground operational period which began on 31 August 1976 at the National Gypsum Mine in Shoals, Indiana. The noise control treatments successfully reduced the LHD operator noise exposure by 7 dB(A), thus increasing its allowable operation time by a factor of 2.7. Actual measurements made underground using noise dosimeters have indicated that, during, a typical shift, the noise control treatments have reduced the fractional exposure to an allowable level. The report discusses the mechanical aspects of the LHD, its noise sources, the treatments applied, the final levels achieved, and field experience with the noise-controlled machine.
