"This report describes the development and effective use of shaped charges as part of the Elliot Lake Mine Roof Stability Project to remotely remove the heads from roof bolts. With a slight modification, these same shaped charges are being recommended f or use to the Brunswick Mining and Smelting Corporation Limited (Mining Division), to cut steel cable bolts.IntroductionThe Canadian Explosives Research Laboratory (CERL) often receives requests to cooperate in solving problems encountered in private industry or other sectors of the government. CERL is equipped to design and test explosive and pyrotechnic devices and the policy is to treat each case individually.The first case reported evolved from a request from a sister laboratory at Elliot Lake. The intent was to remotely remove the head s of roof bolts as part of a mine roof stability project. The device designed for this use was 1000,70 effective in the laboratory and 80% effective in the mine.The second case reported results from a request from a private mining company knowledgeable of the Elliot Lake Project. Their requirement was to remotely cut cable bolts. This request was first treated as presenting a new problem. The solution, however, proved to be very similar to the former."

The analyses reported on in this paper indicate that there are hydrometallurgical routes from sulphide concentrates to copper that are potentially competitive with smelters which are not permitted to emit sulphur oxides. The various hydrometallurgical processes, and their economics, are discussed.

INTRODUCTION THE problem of mechanization is one of the most vital in the minds of Alberta coal operators today. In these times of constantly increasing operating costs, any way of decreasing the cost of a ton of coal must be explored to the limit. There seems no better field for such effort than the successful application of power to the mining and loading of coal. We are fortunate in having neighbours to the south who have made .remarkable progress in recent times along these lines. Higher tonnages per man have resulted in higher wages to the employee and lower cost to the employer. It might seem that our problems could be solved merely by imitating our neighbours. Unfortunately, neither practice nor experience substantiate this conclusion. It is with the purpose of reviewing our accomplishments, as compared with practice in the United States, and at the request of the Prgoramme Committee for this meeting, that this paper is written. The Committee believes that such a general discussion and comparison may well lead to further advances in our mining methods. SUMMARY OF PRACTICE IN THE UNITED STATES A visit to the highly mechanized coal mines of the United States is always most instructive and encouraging.

"A set of experimental batch leaching tests studied the effect of pH, time, temperature, and stirring speed on the relative Cu, Co, Ni, and Fe leaching yields of an oxidized copper-cobalt ore sample in an aqueous hydrochloric acid solution. The results were statistically analyzed and modelled using the structural equation modelling method. Models showed that Cu, Co, and Ni leaching yields were strong functions of the leaching time and leaching temperature, whereas the Fe leaching yield depended on the leaching temperature, stirring speed, and pH. Under optimum leaching conditions yields were 99.8% Cu, 82.4% Co, 91.3% Ni, and 30.6% Fe.RÉSUMÉ Une série d’essais expérimentaux de lixiviation en bâchée ont été menés pour étudier l’effet du pH, de la durée d’attaque, de la température et de la vitesse de brassage sur les rendements relatifs de lixiviation du cuivre (Cu), du cobalt (Co), du nickel (Ni) et du fer (Fe) d’un échantillon de minerai de cuivre-cobalt oxydé dans une solution aqueuse d’acide chlorhydrique. Les résultats ont été analysés et modélisés statistiquement à l’aide de la méthode de modélisation par équation structurelle (SEM, de l’anglais structural equation modelling). INTRODUCTIONThe Katanga province in the Democratic Republic of Congo hosts the northwestern part of the Central African Copperbelt. This region abounds with large, rich deposits of sulfide and oxidized copper-cobalt ores. In general, the main valuable minerals present are malachite (CuCO3Cu(OH)2) and heterogenite (CoO(OH)). Common impurities found in heterogenite are Cu, Ni, Si, Al, Mn, and Fe. The substitution of Co by other cations (e.g., Cu, Ni, and Fe) has an influence on the crystallinity of heterogenite (Deliens, 1974). In general, well-crystallized varieties of heterogenite have lower impurity contents, whereas amorphous heterogenite types usually contain more impurities (Thys et al., 2009). Further, in heterogenite, Co can occur in the 2+ and 3+ oxidation states. The gangue generally consists of quartz (SiO2), talc (Mg3Si4O10(OH)2), kaolinite (SiO2·Al2O3·2H2O), limonite (Fe2O3·3H2O), and goethite (FeO(OH)). Oxidized copper-cobalt ores are often treated by hydrometallurgical methods, whereas sulfide ores are often treated by flotation or pyrometallurgy, depending on their grades. Hydrometallurgical methods typically entail selectively dissolving the metals of interest (Cu, Co, and Ni) in aqueous solutions (leaching), transferring the dissolved metals to an organic solution, and retransferring these to a second aqueous solution (solvent extraction). Copper and nickel are readily dissolved in an acidic aqueous media. In contrast, cobalt is difficult to dissolve, especially if it is present in the third oxidation state; however, this species becomes soluble after it is reduced to Co2+ (Mwema, Mpoyo, & Kafumbila, 2002; Kime & Makgoale, 2016)."

This is the fourth in a series of coal technology reviews being prepared. in accordance with a recommendation voted by the Coal Division C.I.M. in session at the Jubilee Meeting, Vancouver, 1948, that the Department of Mines and Resources be requested to arrange for publication by the proper Government authority of a Quarterly Review of Coal Technology for distribution among those concerned in the production and use of coal in Canada. Copies of the first review, which appeared in the November, 1948, BULLETIN, pp. 612-614, of the second review in the June, 1949, BULLETIN, pp. 272-275, and of the third review in April, 1950, BUL-LETIN, pp. 1,9?3-196 (also, respectively, in Transactions, Vol. LI, 1948, pp. 262-264 Vol. LU, 1949, pp. 117-120, and Vol: LIU, 1950, pp. 133-136), were distributed by the Dominion Coal Board and are still available on request. In this review, the first in the series in the field of combustion, development and trends during the period approximately from World War II to the present time are described and therefore the presentation is general. Later reviews will particularize developments in relation to the range of coals available in Canada.-ED. INTRODUCTION THE utilization of coal in heat and power producing equipment has become of paramount importance to the coal industry in maintaining stable and profitable markets. In the past, the chief concern was with mining, transportation, and overall supply problems, but modern conditions demand interest in and knowledge of all phases of the product, from coal in situ to its ultimate disappearance in the form of products of combustion. "The knowledge of the initial stress field is not always sufficient to ensure the stability of mining stopes due to the high-stress variations generated by mining. Monitoring of these openings is then necessary and can provide quantitative information (deformations and stress variations) as well as qualitative information (state of stability).An applied technique for following the variations of stress and deformation in static and dynamic conditions, in relation to the evaluation of the stability of underground openings known as “Cylindre Instrumenté de l’Université de Sherbrooke” (CIUS) is discussed in this paper. In addition, a data acquisition system combined with a rock failure warning system has been developed to be connected to the CIUS for detecting the instabilities, which can endanger the stability of underground openings. Also, the installation of six CIUS and a data acquisition system as well as the selected procedure of programming in a warning system are briefly described."

Industrial mineral production in Alberta, worth $468 million in 1997, comes from a dozen types of industrial minerals, mined by about 400 producers. Cement and lime from Paleozoic limestone formations exposed along the Rocky Mountains account for the greatest production value. Sand andgravel is the primary source ofmineral aggregate. Almost two-thirds of this aggregate is consumed in the Edmonton and Calgary regions. Sulphur produced at 48 sour gas processing plants and two oil sands plants was valued at $84.8 million in 1997 and accounted for 80% ofCanadian sulphur production. Four companies solution mine the Elk Point salt beds to produce chlor-alkali chemicals, industrial salt and sodium chlorate. Natural brine is also produced as a dust control product. Al $22 million, peat moss is a major industrial mineral product in Alberta. Other minerals with noteworthy production include shale, stone, silica and ammolite. The commodities with the greatest development potential are diamond, silica and oil sands tailings by-product minerals.

"This article describes the project development and successful implementation of a particle sorter at the Kensington mine. The Kensington underground gold mine and associated milling facilities are located within the Berners Bay Mining District on the east side of Lynn Canal about 45 miles north-northwest of Juneau, Alaska. The paper describes the project from concept, through the development phase, including test work confirming feasibility, to a discussion of operational data and includes shared experiences from operation and maintenance. The project has proven successful in recovering gold that was previously lost to the waste dump and has already resulted in a positive return on investment. The payback was achieved in less than one year.INTRODUCTION The first paragraphs of this paper describe Coeur Mining and the Kensington Mine, its history, geology, mining operation and mill. The second part of this paper gives a quick introduction to sensor-based sorting in general and X-ray transmission sorting (XRT) in particular. This article does not cover costs or economic impacts apart from the pay-back period for the investment at Kensington. Interested readers find more in information on this in the literature (Kleine & Wotruba, 2010; Robben, 2013). Since the publication about XRT sorting at TGME in Pilgrim’s Rest (Kleine, Riedel, Ketelhodt, & Murray, 2010), this is the first time that a comprehensive data set on gold ore sorting using XRT is published. Following chapters highlight the aim of the project for Coeur Kensington, project development through testing and operation before concluding. ABOUT COEUR MINING’S KENSINGTON OPERATION Coeur Mining is the largest U.S.-based silver producer and a significant gold producer with five precious metals mines in the Americas employing approximately 2,100 people. Coeur produces from its wholly owned operations: the Palmarejo silver-gold mine in Mexico, the San Bartolomé silver mine in Bolivia, the Rochester silver-gold mine in Nevada, the Kensington gold mine in Alaska, and the Wharf gold mine in South Dakota. The Company also has a non-operating interest in the Endeavor mine in Australia in addition to royalties on the Cerro Bayo mine in Chile, the El Gallo complex in Mexico, the Zaruma mine in Ecuador, and the Correnso mine in New Zealand. In addition, the Company has two silver-gold feasibility stage projects—the La Preciosa project in Mexico and the Joaquin project in Argentina. The Company also conducts ongoing exploration activities in Alaska, Argentina, Bolivia, Mexico, and Nevada. The Great Northern Peninsula of Newfoundland consists of a Precambrian core of gneisses and granitic rocks, cut by numerous diabase dykes. This complex is surrounded by an envelope of sedimentary rocks of Cambrian to Carboniferous age. Radiometric dates from two granite masses in the core give a mini-mum age of -945 m.y. (Grenville) for the last major tectonic activity. This Grenville deformation conferred upon the core substantially its present structure which has controlled later events to a marked degree. Block movements of the core, dominantly in a vertical sense, have ex-posed it to erosion at intervals. The nature and distribution of the flanking sedimentary rocks and the present relief of the peninsula suggest four such movements. THE Great Northern Peninsula extends some 150 miles north-northeast from the northwest corner of the main body of the island of Newfoundland. It separates the Gulf of St. Lawrence from the Atlantic Ocean, except for the 12 mile wide

A facilities success or failure of doing well during a regulatory inspection is typically measured by the number and type of citations that result, and financial liability resulting from those citations. The success of a facility during an inspection depends on several factors including, the preparation prior to an inspection, behavior and activities during and inspection, and finally, action taken following the inspection. This paper contains suggestions for improving inspection results and establishing an attitude of compliance at manufacturing and mining facilities.

"7.1. Glossary of the Platinum-Group Minerals7.1.1. IntroductionA glossary of the platinum-group minerals (POM) serves as a useful introduction to a chapter on their mineralogy. Earlier glossaries (Cabri, 1972, 1976) were prepared for different purposes and composed in a different manner. As for most mineralogical textbooks, from Dana's System of Mineralogy, 3rd Edition (1850) , to Fleischer's Glossary of Mineral Species (1980), this glossary is primarily a chemical classification, arranged here in two tables. Table 7.1 groups the mineralforming compounds of the six platinum-group elements (POE) according to their essential anion(s) or according to the nonPOE element in intermetallic compounds. Table 7.2 is a similar listing for the native metals and alloys of the POE. Both tables include unidentified POM considered to be bona fide new minerals requiring additional study for complete characterization and recognition (see Chapter 9*). Some information on the chemistry of the POM is given in the sections on X-ray data (7 .2) and ore microscopy (7 .3). Because the overwhelming majority of POM have been characterized by the electron microprobe, a more detailed account of representative analyses is given in Chapter 8**. The total POM listed in Tables 7.1 and 7.2 is about 100, after deleting some which would not qualify as discrete species if found today, but which are still recognized on historical grounds; e.g. iridosmine, osmiridium, platiniridium. Tables 7.1 and 7.2 also include 28 unnamed POM; included because they are considered to be probably new species (Cabri 1981 b). The referral scheme for unnamed minerals is the same as in Chapter 9. There are considerably more palladium minerals known than other POM; the proportion of total species (listed in Tables 7.1 and 7 .2) for the POE is: Pd 48%, Pt 21 o/o , Ru and Ir 9% each, Rh 8% and Os 5%. These proportions are in marked contrast to the estimated cosmic abundance, as compiled for average type C1 chondrite by Naldrett and Duke (1980): Pt 29%, Ru 20%, Pd, Ir and Os 15% each, and Rh 6%."

The Noranda smelter was built by Noranda Mines, Limited, from the designs of A. E. Wheeler, consulting metallurgist, New York, for the reduction of ores and concentrates from the Horne mine, and to treat, on a custom basis, ores and concentrates from other mines in the Rouyn district. The smelter is situated at Noranda in western Quebec, about 330 miles directly north of Toronto. Ground was first broken for construction in November, 1925, before the completion of the branch railway into the district, which was not finished until October, 1926. After many difficulties and delays due to the Jack 'of transportation and the severe weather during the winter months, the smelter was started in December, 1927, and the first blister copper was poured on December 17th. The smelter was built throughout in two duplicate units, each with a rated capacity of 500 tons of ore per day. Operations were started with only one unit, and after several months it was found that one unit alone would smelt 1,000 tons of ore per day. At this time only one shaft, No. 3, existed, and its hoisting capacity and the capacity of the original crushing plant were insufficient to supply ore for two units at the increased tonnage. Accordingly No. 4 shaft was sunk and a new crushing plant provided to handle the ore hoisted there. This work was completed in the latter part of November, 1929, and since that time both smelter units have been operating.

"The Red Dog Mine has increased mill throughput for most years since startup. Although flotation equipment has been added over the last 10 years, the Red Dog metallurgical performance has been restricted by a lack of adequate flotation capacity. Two reduced tonnage trials conducted in 1997 as well as numerous SAG relines have consistently indicated the potential to significantly increase both zinc concentrate recovery and grade with additional flotation capacity. Late in 1999, a new circuit was designed with increased flotation capacity while simplifylng the current circuit, providing for three stages of dilution cleaning, and creating a retreat section. The purpose of the retreat section is to target the more complex particles and allow the chemical environment to be fine tuned for improved iron depression. In total, twentyone (21) Outokumpu OK50 mechanical flotation cells and four (4) 3.66m dia. column cells will be added to the current flotation circuit. The VIP (Value Improvement Program) Mill Optimization project is also addressing thickening, water treatment and power issues and has a total budget of $US105 M. Startup of equipment will be phased in to minimize the impact on current operations and is expected to be complete by the end of Q3-2001.INTRODUCTIONRed Dog Operations started production in November 1989. The mine is located above the arctic circle in northwest Alaska. It is linked by an 80 km road to a port-site facility where the concentrate is stored. Concentrate is shipped to markets throughout the world during the one hundred (100) days of open seas. Typical of sedimentary exhalative deposits, the metallurgy proved to be challenging and coupled with many mechanical shortcomings, the initial few years were very difficult. The start-up issues were slowly resolved and in 1998, a major grinding expansion, the PRI (Production Rate Increase) project, was completed. The project was designed to allow a 40% increase over the 1995 throughput. In 2000 mill throughput was 3,050,000 tonnes to produce a total of 960,000 and 140,000 dry tonnes of zinc and lead concentrates respectively, making Red Dog the largest zinc concentrate producer in the world. To address a shortage of flotation capacity remaining from the PRI grinding expansion, a project designated as the VIP (Value Improvement Program) Mill Optimization project was initiated. The mill optimization project is targeted to produce 1,100,000 tonnes of zinc concentrate at 56% zinc grade and 87% zinc recovery. The project will add twenty-one (21) Outokumpu OK50 (50m3) flotation cells, four (4) 3.66mO column cells and address water treatment, thickening and power generation capacities."

"IntroductionAS COMPARED with coal mines in the United States, and even with some of those in eastern Canada, the coal mines of western Canada, generally speaking, :have made little progress toward mechanization at the working faces. So far as Vancouver island is concerned, there are three main reasons for this : ( 1 ) in some areas, conditions• easy for hand-loading but unsuitable for mechanical loading make high outputs per man •possible by the former method; (2) faulting of the coal seams in ..some areas precludes long-term planning and the introduction and efficient use of expensive equipment; (3) thinness •and other characteristics of the seams in many areas favour hand-loading.No. 8 MINENo. 8 mine of Canadian Collieries (Dunsmuir), Limited, is located in the Cumberland sub-area of the Comox coalfield on Vancouver island about 90 miles west-northwest of Vancouver. The geological structure of this coalfield has been described by J. D. McKenzie. The seams occur in the Comox formation, a subdivision of the Upper Cretaceous Nanaimo Group. The formation is of near-shore origin and was laid down on an irregular surface of' older rocks. The irregular generally have a northeasterly dip, modified by gentile folds and by a •few large, and a number of smaller, faults.Four seams have been worked in the Cumberland area and all vary in thickness and in the amount and number of interstratified bone and rock •bands."

On the one hand, we lift the whole subject of energy out from its present-day involvement with short-term issues and take an important longer-term look at the solutions which lie before us. On the other hand, we recognize that short-term issues are important and, as we are reading and hearing, many of the right short-term solutions continue to elude our politicians, our policy makers, and even some of those with knowledge and authority in the energy field.A year ago, if you asked people how they would go about conserving energy, they would probably have said turn out the lights. They would probably say the same thing today, but they might also include other things such as driving the automobile more slowly or putting more insulation in the attic. However, their first impulse is still to use less electricity."

"The Australasian Joint Ore Reserves Committee (JORC), which is sponsored by the Australian mining industry and its professional organisations, developed the JORC Code to provide minimum standards for public reporting. JORC was first published in 1989 and later incorporated into the Listing Rules of the Australian and New Zealand Stock Exchanges making compliance mandatory for listing public companies in Australia and New Zealand."

During the war the National Research Council at Ottawa sent out questionnaires to the managers of nearly all the industrial plants in Canada. Inquiry was made as to the research equipment possessed, the number of research workers employed and the nature of the research problems which still remained unsolved. Practically all the companies reported that they had no special facilities for research, had no re-search workers and did not require the assistance of the National Research Council-because they had no research problems. Perhaps we have here one of the chief reasons why certain of our manufacturers find themselves unable to meet foreign competition. For hundreds of years the Indian tribes of northern Chile worked, in a small way, the copper deposits at Chuquicamata. They had no research problems and made no striking success of their mining operations. Then came an American company with a research problem, which they proceeded to solve. To-day the stock of that company has a market value of about $140,000,000.

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

This paper will discuss the common trends existing in various Canadian jurisdictions for the closure and reclamation of mines. Included will be a discussion of the requirement to post security as well as its form and how security is calculated and refunded. Reclamation can no longer be left to the end of mine life. Progressive reclamation must occur throughout mine life and must be part of the mine plan from the beginning.
