This paper describes the Federal Government assistance available for northern mining development. The paper commences with a discussion of why the Federal Government should give assistance to northern mining development. It then uses a hypothetical case of a company which has a property it wants to develop to list the sectors within the . Federal Government that would have to be consulted in order to obtain federal financial assistance. The paper also outlines the type of information a company must be willing to provide the government in order to qualify for such assistance.

"Abstract -Vanadium mineralization occurs in oxide-rich horizons within the layered gabbro zones of the upper parts of the Bell River Complex, Matagami, Québec and the Lac Doré Complex, Chibougamau, Québec. The vanadium-rich horizons are well defined on the ground and in aeromagnetic surveys by their high magnetic susceptibility; consequently, magnetic susceptibility can be an indicator of vanadium mineralization. The main oxide minerals are ilmenite and titanian magnetite, containing 20% to 70% of volume and the ratio of titanian magnetite to ilmenite is relatively constant, ranging from about 1:1 to 2:1. Their sizes are less than 5 µm to greater than 1 mm to 2 mm, occurring as coarse- to medium-grained subhedral crystals intergrown with cumulate silicate minerals (plagioclase, pyroxene, etc.). Electron microprobe analyses indicate that the ilmenite grains are mineralogically and compositionally homogeneous and have low V contents (average 0.18% equivalent V2O5). In contrast, the titanian magnetite grains are inhomogeneous, consisting of trellisworks of ilmenite lamellae in Ti-poor, V-rich magnetite [less than 2 wt% TiO2, and 1.41% equiv. V2O5 (1.16% V2O3) for 20 analyses]. Thus, the magnetite is the principal ore mineral of vanadium; it hosts vanadium in the form of V3+, not V5+, as is commonly and erroneously reported. We have also devised a flowchart for the beneficiation of vanadium-titanium ores. Des horizons riches en vanadium ont été bien définis sur le terrain et dans les levés aéromagnétiques par leur susceptibilité magnétique élevée; conséquemment, la susceptibilité magnétique est l’indicateur directe du contenu en vanadium. Les principaux minéraux oxydés sont l’ilménite et la magnétite titanifère, contenant 20% à 70% du volume et le rapport de magnétite titanifère à ilménite est relativement constant, allant d’environ 1:1 à 2:1. Crystalline Mg(OH)Cl and amorphous Mg2(OH)3C1 were successfully isolated from a hydrolyzed molten salt electrolyte sample in this work, It was found that the chemical form and crystallinity of the hydroxylchloride were controlled by the cooling rate of the molten sample when it was taken. Crystalline Mg(OH)Cl could only be obtained by cooling the molten electrolyte sample at a rate not faster than 0.6 °C/min, Upon more rapid cooling, the hydroxylchloride species precipitated as Mg2(OH)3Cl, The behavior of these solid hydroxylchlorides when contacted with fresh and non-hydrolyzed molten electrolyte at 550°C was also examined, It was found that the Mg(OH)Cl rapidly dissolved in the hot electrolyte and did not decompose into MgO at that temperature as would be expected from the literature, The dissolution rate of solid Mg2(OH)3Cl was found to be so slow by comparison that it resulted in the complete decomposition into MgO which thereafter was incorporated into the electrolyte as a suspended solid phase rather than dissolution.

Mining operations are characterized by cost pressure and cycling product prices. A high potential for enhancing efficiency is the integration of all single steps of the mining working chain into a production process structure to make advantage of an optimized flow of material and information through the ?moving ore factory?. As modern mining machinery today is controlled electronically and even already operated autonomously, a smooth and cost efficient flow of data in the mining process will be crucial for cost efficient future mine operations. Therefor, the International Rock Excavation Data Exchange Standard (IREDES) was launched by major players in the industry. The task of this initiative is to define a ?common electronic language? for easy and standardized data exchange between mining machines and central computer systems. As in other industries, this standard is expected to have significant impact on the use of automated equipment. It shall provide easy ways of using multi vendor machine installations in data controlled mining processes. At the same time it reduces cost for individual development of interfaces for all parties involved. Standardized data exchange is also a crucial precondition to integrate the mining process into enterprise level modeling, cost analysis and decision finding systems. The standard?s technical architecture is open and flexible for future applications. It uses modern XML technology enabling easy data exchange with commercial databases as well as open on line networking. The IREDES work is carried out by the initiative members working jointly together in the technical work groups. Prototyping implementations of the Drill rigs profile are currently going on. Further profiles under development cover LHD?s/Loaders/Trucks and Explosives Chargers. The first official release covering the Drill Rigs profile is planned for the end of 2002.

In this paper we describe the synthesis of a new homologous series of linear Polyglycol-based frothers that consist of Ethylene Oxide (EO) and hydroxyl as hydrophilic groups and Propylene Oxide (PO) and alkyl chains as hydrophobic groups. The synthesized frothers were of two types: Alkyl-Ethoxy-Propoxylate (abbrev. CnEOlPOm) and Alkyl-Propoxy-Ethoxylate (CnPOmEOl) giving: (a) different number of groups and chain length, and (b) different locations of the groups. The identities were confirmed by proton nuclear magnetic resonance (NMR) spectroscopy and total organic carbon (TOC) analysis. The characterization of the products was carried out in a bubble column. At steady state, bubble size, gas holdup and water overflow rate were measured as a function of frother concentration. The results indicate that increasing number of PO groups led to significant decrease in bubble size, and increase in gas holdup and water overflow rate. Increasing the alkyl chain length, gave similar but less pronounced trends. There was no impact of increasing the number of EO groups on bubble size but there was an in increase in gas holdup and water overflow rate. Changing the location of the PO and EO group had a significant effect on all three parameters.

This article reports on the current state of an ongoing research project which is aimed at implementing intelligent models for hardly predictable hazard scenarios identification in construction sites. As past evidences showed that no programmatic action can deal with the unpredictable nature of many risk dynamics, we tried to survey on how the current approach for safety management in the construction industry could be improved. In our previous research the use of Bayesian networks elicited from subjective knowledge were preliminarily tested. Those networks might be meant as a reliable knowledge map about accident dynamics and they showed that a relevant ratio of occurrences fall in ?hardly predictable hazards? class, which cannot be warded off by programmatic safety measures. This paper reports the second outcome of our research project, which focused on the development of first elementary fragments, regarding the occurrence of a possible ?hardly predictable scenario?. Instead of experts? contributions (who, over their carrier, seldom incurred in accidents), we used ?legal cases? as an accurate source of information. They suggested which categories of ?hidden hazard scenarios? are more likely to happen. We found that the most frequent hidden hazard scenarios are linked to operator?s negligence and abnormal behavior, e.g. irregular removal of scaffolding?s components, unprotected openings, improper use of PPE, etc. Every pattern determined by legal cases has been formalized by a fragment (i.e. elementary network) of the overall Bayesian network. Finally, all the elementary networks were integrated into a comprehensive intelligent tool for realtime hardly predictable hazards prevention. The final setup, asked for interfacing these intelligent models to a low-level sensor network and used to feed them with inputs about the current state of the context, is discussed too.

Without conscious effort and understanding, a number of factors peculiar to mineral exploration campaigns conspire against building sustainability in host communities. These include the episodic and transitory presence of an exploration team in the community and the inherent uncertainty of outcomes; most projects fail. Given these circumstances, there is a strong tendency to apply a simple formula of providing employment, pragmatic philanthropy and supporting infrastructure improvements (roads, schools and clinics) to demonstrate that mining provides benefits. Experience in rural native communities of Mesoamerica has shown that it is possible to create positive, sustainable outcomes quite rapidly within communities, which build capacity, improve quality of life and support a strong social license to operate. Success comes from an understanding of community structure and dynamics; engaging with all segments of the community; creating healthy, transparent and accountable relationships based on clearly defined roles and responsibilities; and supporting and strengthening the role of women in a culturally appropriate way. To this are added innovative and culturally appropriate ways of incorporating sustainability through genuine social investment in areas more typically addressed by exploration companies; health, education, and environmental management.

Company-community agreements are widely considered to be a practical mechanism for recognising the rights, needs and priorities of peoples impacted by mining, for managing impacts and ensuring that miningderived benefits are shared. The use and application of company?community agreements is increasing globally. Notwithstanding the utility of agreements, the gender dimensions of agreement processes in mining have rarely been studied. Prior research on women and mining, however, does show that women are often more adversely impacted by mining than men, and face greater challenges in accessing development opportunities that mining can bring, however there is currently little to no guidance for companies, government or communities in terms of bringing a gender perspective to the fore in mining and agreement processes. While it is undisputed in human development literature that investment in women and sensitivity to gender delivers long-term health, education and local development outcomes, a number of key factors remain unexplored in debates about mining and development. These include: women?s participation in agreement processes, the gendered distribution of agreement benefits, and the extent to which impacts and benefits influence (either positively or negatively) women?s development and economic inclusion. This paper presents the results of an applied research project undertaken by the Centre for Social Responsibility in Mining (CSRM) at The University of Queensland and funded by a partnership between the Minerals Council of Australia (MCA) and the Australian Agency for International Development (AusAID). The project sought to connect with practitioners who had been directly involved in agreement processes to hear grounded perspectives on the interaction of gender dynamics and agreements, and connect those experiences with the broader literature. Findings from this study have implications for the role of companies and governments in promoting gender equality and empowerment as part of their commitments to sustainable development. A key challenge for companies will be navigating the territory of cultural norms and gender equality. The authors argue that without consideration of the gender perspective, and appropriate responses, mining agreements may not be inclusive or representative and may exacerbate gender inequalities and fail to contribute to long-term sustainable development.

These guidelines are applicable to public companies and their consultants reporting diamond exploration results.In respect of these guidelines, Diamond Exploration Results are results derived from the initial activities undertaken to investigate a diamond bearing prospect or deposit, to generate tonnage, grade and value estimates that cannot be classified as a Mineral Resource or Mineral Reserve. They do not address the earlier stage reporting of geophysical, geochemical or kimberlite indicator mineral results.Public reports of Diamond Exploration Results relating to mineralization not classified as Mineral Resource or Mineral Reserve must address the confidence limits of the result and contain sufficient information to allow a considered and balanced judgement of the significance of the results.The objective of these guidelines is to assist public companies and consultants in making appropriate disclosure of diamond exploration results by reporting in a manner which is:Uniform within the diamond exploration industry; Consistent with reporting from other industry sectors .Comprehensive .Unambiguous .The guidelines are not prescriptive. "A mineral processing investigation to recover chromite was performed at Lakefield Research, under the guidance of CANMET personnel, on a 70 tonne ore sample from the Bird River deposit in Manitoba. In the laboratory phase a flowsheet was developed which involved grinding, gravity separation and flotation. The gravity concentrates were upgraded by magnetic separation and the flotation concentrates by gravity concentration. Pre-concentration by electronic ore sorting, magnetic separation and heavy media separation also was examined.The developed flowsheet was applied on a pilot-plant scale in the second phase of the testwork to the ore as received, and to ore pre-concentrated by electronic ore sorting and magnetic separation. Ore pre-concentrated by heavy-media separation was treated on a laboratory scale based on the pilot-plant flowsheet.Processing the are as received resulted in 77% recovery of chromite in a concentrate analyzing 30% Cr20 J; processing are pre-concentrated by electronic are sorting resulted in 64% recovery of chromite in a concentrate analyzing 30.5% Cr20J.IntroductionA five-year mineral development sub-agreement was signed between the federal government and the province of Manitoba in 1984. The purpose of the agreement was to establish a work program which would strengthen and diversify the mineral resource industry of Manitoba. Basically, the agreement covers three sectors: Sector A, geoscience; Sector B, mining and minerals technology research; and Sector C, development studies.Project selection involved input from industry, federal and provincial representatives. In the case of industrial mineral s, the selection was initiated at a meeting held at the offices of the Department of Mines and Energy, Winnipeg, Manitoba, in October 1985. One such project was the evaluation of the chromite ore deposits at Bird River, Manitoba."

"The benefits and advantages of pre-competitive, collaborative industry/university research are not always well appreciated. This paper presents the case study of a current collaborative project between CAMIRO-Metallurgical Processing Division and McGill University that is investigating the understanding and prevention of sphalerite activation in lead and copper-lead flotation circuits. The benefits of the research findings to the sponsors can be maximized by an approach which links the researchers themselves with the sponsors at frequent, interactive project review sessions. Some examples of the findings and their application to industry are also presented along with a general update on CAMIRO-MPD.INTRODUCTIONThe history of Canadian efforts in the area of collaborative pre-competitive research is not long when compared to Australia (AMIRA) and Britain (MIRO). AMIRA (Australian Mineral Industry Research Association) began over 40 years ago and has had a well recognized role in bringing together industrial sponsors and researchers to fund a large variety of very significant development projects in that country, The total AMIRA funding effort for mineral processing work currently exceeds some $Aus 40 million with new projects valued at about $Aus 12 million initiated each year. This high level of commitment by industry has contributed to establishing Australian researchers and their facilities as among the best in the world.Canadian companies have traditionally funded much of their R & D in-house with extensive facilities and large funding commitments. The past 2 decades have seen most of these facilities disappear. The current situation is one in which only the largest integrated metal and mining companies have retained their own R & D groups (e.g. INCO, Falconbridge, Noranda). Industry-funded research at universities was primarily through individual efforts by the mining companies and rarely included collaboration with other mining companies, equipment or chemical suppliers, or engineering firms."

Coal consumption has increased globally by 57% over the last ten years. Underground mining typically provides coal of the highest calorific value and accounts for the greatest proportion of production. Despite a negative environmental image and indeed impact, this industry appears likely to thrive on the global scale for many years to come. Such mining consumes large amounts of electricity with implications for carbon dioxide emission at power plants and emits substantial quantities of the powerful greenhouse gas methane. In response to this significant carbon footprint, the European Union has funded research to examine the potential for a range of improvement technologies in a project entitled Low Carbon Mine Site Energy Initiatives (LOWCARB). Coal properties related to seams and mines, together with longwall characteristics, provide the basis for research into modelling optimally efficient methane drainage with a view to assisting mining as well as maximising electricity generation at surface and hence oxidation of the methane. Possible systems for the oxidation of very low concentration methane in ventilation air, which contributes the greatest greenhouse gas impact due to the volumes emitted, have been studied and modelled. Simulation and investigation of intelligent optimisation of electricity demand patterns provide the basis for reducing the demand peaks at mines and hence the cost and ultimately the carbon footprint of a mine, while specific investigations have been undertaken into ventilation efficiency at an unusually challenging mine and simulation of mine water pumping in order to develop an innovative method to monitor pumping systems efficiency. For post-mining use, the potential of disused shafts for compressed air energy storage to improve the operation of future electricity grids with high renewable energy penetration by reducing peak generation capacity requirements has been studied. While underground coal mining will always by definition be related to a significant carbon footprint, this paper provides an overview of a set of initiatives that can make a positive environmental impact while controlling costs across a huge global industry.

The application of biologically assisted methods for metal extraction in the mining industry has a long history, but development of modern techniques has been relatively slow. There is, however, a resurgence of interest in the industry with the recent development of methods to successfully treat base metals concentrates. Two major pilot plant programs for treatment of chalcopyrite concentrates have been initiated in the past year and results from one are beginning to be released. This paper provides an overview of methods that have been applied in the past; from the earliest deliberate applications of the technology, through the copper and uranium heap and dump leach applications, the more highly engineered agitated tank leach gold applications and the developments currently taking place in the industry.

In the overall open pit mine planning process, mining phase design is a strategic driver in guiding and constructing the block extraction sequence and determining the annual net cash flow distribution. Mining phase design should obey some practical constraints, such as ?minimum mining width? and ?flat mining phase bottom?, to allow space for haul road development and truck and shovel access on each bench. However, these practical mining phase design requirements are not taken into account in all first-cut mining phase design methods and post-processing is always required to convert an impractical design to a practical one, resulting in a potentially significant loss of Net Present Value (NPV) relative to the first-cut impractical designs. In this paper, we present a method using a meta-heuristic algorithm ? Simulated Annealing ? to enforce those practical constraints in determining a mineable phase design whilst ensuring minimum NPV loss.

Over the past six decades, Hatch has helped several industrial processing facilities in debottlenecking their operations, allowing them to produce more with the same equipment, to reduce and even eliminate expenditure investments, or to increase the return value of their expansion projects. These successes result from the application of a proven analysis approach that can be applied to any industrial facility. A five-stage methodology is discussed and demonstrated with a specific example of a nickel concentrator optimization study. The first stage is an observation stage which allows to meet key actors at the plant, develop mutual understanding of problems, understand operating philosophy, and efficiently collect large amounts of operating and maintenance data. Following is a data compilation stage during which data is analyzed over a representative time period to identify parameters that significantly affect the production, to evaluate data reliability and to define the focus of the upcoming analysis. Quantitative metrics are defined using statistical tools such as pivot tables, histograms, percentiles and MDR (Maximum demonstrated production rate during 3 to 7 consecutive days). Then, the production bottlenecks are identified by a thorough analysis of the facility’s control philosophy, process throughput, equipment capacity, availability, downtime causes, and interaction between components of each circuit. Understanding the maintenance practices and frequency of planned shutdown is also critical to this analysis. Opportunities for improvement are identified in collaboration with the operation, maintenance and engineering teams, ranked as a function of their impact on the bottlenecks and prioritized. The final and most critical stage involves engagement with the plant stakeholders, namely the operators and the maintenance staff members, to present the results of the analysis and obtain their participation in the implementation of the solutions. The benefits of the case study translated into: 10% production capacity gain, improved maintenance planning and avoidance of several million dollars of investment.

"Rapid solidification of Al-Cu droplets of eutectic composition was carried out using Impulse Atomization in an argon atmosphere, to study the microstructures forming at different cooling rates and undercoolings. Two distinct morphologies were observed within the investigated Al-33wt%Cu droplets microstructures: (i) A regular lamellar morphology and (ii) an undulated morphology. The volume fraction of each type of morphology was measured as a function of the droplet size and the nucleation undercooling was deduced using the hypercooling limit equation. The scale of the microstructures was determined through measurements of inter-lamellar spacing across and along the growth direction. Growth velocity and undercooling were deduced using Jackson and Hunt (1966) eutectic growth theory. Finally, mechanical properties were estimated through micro-hardness analysis using a Vickers hardness tester, revealing exceptional properties for an aluminum-copper alloy. Indeed, the hardness values, increasing with growth rate and undercooling, were 3 times higher than the values obtained in hypo-eutectic Al-Cu alloys.INTRODUCTION Eutectic alloys are very attractive due to their good fluidity allowing ready shaping of parts in casting processes as well as in thermal spray deposition. In addition, they yield microstructures with high mechanical properties, by the virtue of their scale/size which is defined by the solidification parameters and the thermodynamic and thermophysical properties of the given alloy. Therefore, it is important to understand the relationship between the microstructures and the solidification parameters of eutectic alloys in order to control their solidification path and mechanical properties. The latter could be improved by either adding an appropriate strengthening component to a base eutectic material (Böyük, MaraslI, Kaya, ÇadIrlI, & Keslioglu, 2009) or by refining the microstructures for more effective dislocation pinning (Campbell & Campbell, 2003). Tailoring the microstructure can also be beneficial to chemical (Freitas, Osório, Spinelli, & Garcia, 2014; Osório, Freire, Caram, & Garcia, 2012) or electrical (Kaya, 2012) properties of the material. During recent studies concerning the effects that various surface treatments, surface imperfections, locked-in residual stresses and metallurgical and geometrical notches have upon the mechanical behaviour of metals and, in particular, upon their tension-bending characteristics under impact loads, it became apparent that specially developed methods and samples would be of great assistance in determining the desired data. This paper describes and discusses a number of different types of double-notched tension-bending impact samples which have been considered and examined for this purpose. The types most suitable for exploratory investigations are proposed for application in the study of the _behaviour of metals, their welds, and, in particular, their surfaces, when subjected to various notch-severities, surface imperfections, strain rates, temperatures, and constrained states of stress (i.e. the relations of the three principal stresses). It is expected that the proposed double-notched tension-bending samples and the proposed test methods will also contribute toward further understanding of the cold brittle behaviour and the notch-sensitivities of metals.
