Safety legislation has a long history and widespread application, but how can one test its effectiveness? One way is to examine safety statistics. Another way is to compare the legislation with principles of good safety practice. Mine safety legislation contains many features that are widely accepted, and these should be examined critically to determine their importance. Uniform legislation and revision of legislation should be considered. INTRODUCTION

Compositional and isotopic analyses of coal seam gases in the Southern Coalfields have shown that these gases frequently contain abnormally high concentrations of magmatically derived carbon dioxide. The size of this carbon dioxide reservoir and the extent of permeation of the sediments by carbon dioxide are not known.Therefore caution in evaluating the natural gas potential of the region is advised.

Pasminco has tested a Valmet ES1 ceramic disc vacuum filter at its Broken Hill concentrators. On lead and, particularly, zinc concentrates at the ZC Mine the filter performed well but on North Mine lead concentrate problems were experienced with deposition on the disc, which resisted both ultrasonic and acid cleaning. A preliminary financial analysis showed that the application of the filter at the ZC concentrator was worth pursuing. Accordingly an ES30 machine has been hired for plant evaluation.

The paste fill system at BHP CanningtonÆs underground silver-lead-zinc mine is described. The first of its type in Australia, the paste fill system has been operational since December 1997. Key technical and operational learnings since the first underground stope was filled are presented. Issues addressed include plant performance, pipe wear and failure, automatic control, rheology and in situ performance.

This paper proposes a new idea of disintegrating mode (division into simpler sub-problems) for complex problems, and based on -it, a study of the structure and the design of a knowledge base and inference engine for layout design of mineral concentrator expert systems. There is also a study of the formalisation method for describing the layout picture, and the work derived therefore found a formalisation method for expressing the knowledge and experience of layout design. The Electricity Commission of New South Wales operates three power stations located on Lake Macquarie and Lake Munmorah. Coal for these power stations is supplied by three collieries operated by the Electricity Commission, three operated by the State Mines Control Authorityrand one privately owned. Most of the coal used in these power stations is won from the Great Northern seam which lies at depths of up to 220 ft at Awaba and at depths of the order of 600 ft at the remaining mines on the southern end of the field.

The Inquiry into the 1994 accident at Moura No. 2 Colliery included in it's findings that mine escape and rescue options for persons in underground coal mines were in need of review. The Inquiry recommended the establishment of industry working groups to report to the Queensland Chief Inspector of Coal Mines on matters including escape strategy and life support for escape from mines.One of these task groups examined issues relevant to self-escape from Australian underground coal mines and formulated recommendations and guidelines in response to the terms of reference and scope.

As world demand for various minerals increases the mining industry in its endeavour to satisfy this demand will, eventually,look to the extraction of orebodies which previously may have been uneconomical to mine. The Porgera mineral deposit in Papua-New Guinea contains gold as finely divided, probably submicroscopic (1 um) particles dispersed in a pyrite sulphide matrix. Only 25-30% of the gold in pyrite can be extracted by direct cyanide leaching and fine grinding the pyrite does not increase gold extraction significantly. This work is concerned with the application of alkaline leaching at atmospheric pressure to oxidise the pyrite prior to gold recovery by cyanidation. The paper presents and discusses results of a comprehensive set of testwork using sodium carbonate, sodium hydroxide and calcium hydroxide alkaline media. Best results, at 60-70% gold extraction, were obtained with sodium hydroxide systems.

There are a number of methodologies which can be used for the preparation of environ- mental impact statements. Selection of a method depends upon the type of project and the environmental characteristics of the area where it is to be built. Most methods are satisfactory for assessing impacts on the physical environment but less so for the biological. Major problems may arise in deal ing with sociological issues because value judgements are involved. Several methods of approaching problems of this nature have been tried with some limited success.

Considerable confusion is to be found in the methods of estimating mineral reserves. The solution appears to be more cooperation between industry and government to agree upon a classification system with guidelines to overcome the problem of the many variable factors affecting reserves. The classification system proposed by the United States Bureau of Mines and the United States Geological Survey (USBM/USGS) together with the guidelines similar to those suggested by the Australasian Institute of Mining and Metallurgy/Australian Mining Industry Council (AusIMM/AMIC) is recommended for reporting mineral reserves to government.

Current and future methods of data acquisition in hydrometallurgy are reviewed. Hydrometallurgical operations involve a wide range of chemical and physical processes for the recovery of metals and other products from ores and concentrates. Control of such operations requires information on the different liquid/solid and liquid/liquid mixtures being processed. Continuous. data acqui-sition for the liquid phases uses procedures already commercially exploited in other types of chemical plant. The major problem is the lack of robustness of measuring probes. Continuous analysis of the solid phases is much more difficult to-achieve because of the sampling and analytical techniques involved.

In designing for a highly productive new mine during the present declining coal market, a very detailed ò planning is necessary. Attitudes of both management and coal operators may have to be changed, with more initial participation by the unions, governmental agencies, and the coal owners. A considerable number of Australian mines are remote from labour source and this trend is likely to increase particularly in the state of Queensland. Consequently such 'mines must be developed on the basis of the future technological and social changes in order to minimise both the capital and operating costs.

Expertise has been developed locally to a high level during the last decade which has contributed to the success of many recent mining projects. In recent years rehabilitation of mine sites has become a principal focus of mining legislation in Victoria. In previous eras, managed rehabilitation commenced, if at all, towards the end of mining operations. Planning for rehabilitation works now commences before an exploration licence is granted.The paper gives a brief overview of the requirements for rehabilitation under the Mineral Resources Development Act 1990, Extractive Industries Act 1966, and related environmental planning legislation including rehabilitation bonds and enforcement provisions.A brief review of the current taxation provisions is also included.

Studies of human relations are being made by a team of psychologists within management and in the community of Kambalda as a whole. Some of the first results are discussed with reference to extensions required in management when it also has to run a mining town. Implications are noted for town planning policies of the attitudes and preferences of the population with regard to housing and to other major planning areas. Some of the theoretical and practical difficulties of 'planning the human ecology' are outlined.

An innovative process for the separation of carbonaceous minerals from bulk ores is presented. In this process, the surface of carbonate minerals is reacted with acid used to nucleate CO2 bubbles at the particle solution interface. Entraining the liberated CO2 gas at the surface via coating agent renders the particle more buoyant providing for a selective separation from non-carbonate containing masses. Different surfactants were tested to stabilise the bubbles and float the particles. In this paper, separation of dolomite from apatite using PVA (polyvinyl alcohol) as a coating agent, is discussed.
