Residual aeolian placers (RAPs) are formed by the wind, by preferential entrainment and removal of small and low-density detritusfrom a pre-existing, typically sedimentary sequence containing heavy minerals. Heavy minerals that are resistant to chemical alteration and either soft and malleable (gold), or extremely hard (diamond, sapphire, ruby, etc), are concentrated as a residual on the wind deflation surface, typically in the interstices between larger resistant clasts. RAPs form preferentially in arid or semi arid areas, where the vegetation is sparse or absent, and where topography and surface gradients are low, but may also form on beaches and in periglacial environments. RAPs consist of a continuous or discontinuous, planar or gently undulating horizon of heavy minerals in a single-clast-thick pavement of resistant pebbles, cobbles, or boulders, which mantles the present topography or palaeo-topography. Extreme wind erosion and surface deflation may condense the full pre-existing sequence into a layer of heavy minerals only. The grade of RAPs is substantially higher than in the precursor deposit, and commonly much higher than those typically found in most other placer types. Aside from their general occurrence as a thin pavement of resistant clasts, the best indicators of residual aeolian gold placers are the presence of wind-eroded stones (ventifacts) on the pavement, and the distinctive and unique shapes of aeolian gold grains themselves. The shape of the gold grains is progressively transformed by sand blasting during placer development, from grains with thickened rims, to toroidal grains on which the rims are æsplitÆ and peened inward toward the grain centre on one or both of the grain sides, to hemispherical or sub-spherical grains that are fully encapsulated by the in-turned rims. Gold that has undergone aeolian shape transformation is difficult to entrain and transport away from the site of aeolian concentration by anything other than mass movement or glacial processes. It is also easily retained by commercial recovery plants of any configuration.

Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning. OK Tedi Mining Ltd. (OTML) is in the process of optimising the concentrator performance. One aspect that has been recently implemented is an upgrade of the existing expert control philosophy on the grinding circuit and this will be the topic of this paper. Ore grinding in SAG mills is a multi-input multi-output (MIMO) process subject to several disturbances, most typical being quick acting disturbances such as changes in ore characteristics like hardness and particle size and slow acting disturbances such as ball charge variations and liner wear. The OTML SAG mills treat ore from diverse ore bodies and receive fresh feed subject to large changes in particle size. These circumstances make these mills particularly challenging to control. In this paper, a comparative analysis is presented between the performance of the OTML SAG mill #2 before and after the commissioning of a hybrid control strategy. The strategy uses Expert Knowledge combined with advanced disturbance rejection to reduce the variability of the main process variables, especially pressure and power. It further optimises the overall operation by driving the SAG mill #2 against process constraints (e.g. high power, high motor temperature and high scats recycle rate) and maintaining the operation at or near this point. This strategy is implemented by a combination of the manipulated variables (i.e. fresh feed tonnage and % solids) at any given time.The paper will present trends and a statistical analysis of the comparative results of the mill operation over a period of months, showing a 30% reduction in mill power / pressure variability and a 12% improvement in average power drawn. An increase in throughput was also observed, but cannot be conclusively attributed to the change in mill control due to other changes that were made to the SAG mill #2 during the period of comparison. An additional benefit includes better acceptance from the operators with improved consistency of the SAG mill #2 operation across shifts.The paper will also discuss further improvements envisaged in the continued optimisation of the grinding control circuit.CITATION:Savage, C, Rodriguez, R and Metzner, G, 2013. Cracow is a high-grade; low-tonnage underground gold mine located approximately 500 km north-west of Brisbane in Central Queensland. It is a steeply dipping, narrow vein, epithermal gold and silver deposit that is accessed via a decline from surface. Cracow is owned by joint venture between Newcrest Mining (70 per cent) and Sedimentary Holdings (30 per cent). The orebodies are 5 m wide on average and the ore is extracted via sublevel open bench stoping. Stopes are extracted to a strike of approximately 25 m before being backfilled with waste. Prior to the introduction of electronics, the mine would remove a small amount of the previous backfill out to create a void, and then begin blasting two to three rings at a time, with the ore being extracted between each blast. This method caused the ore to be blasted onto the waste backfill resulting in dilution of the high-grade ore. It also meant that the extraction of each stope took a number of weeks and numerous blasting events. In the fourth quarter of 2005, the mine struck a geotechnically sensitive stope, where all 20 rings had to be extracted in a single shot or risk possible geotechnical problems that could sterilise the ore. Due to the limitations of NONEL« delay detonators the mine could not fire all the rings in a single shot and needed to use an electronic detonator system to extract the stope. Some unexpected benefits to the mine were increased fragmentation, reduced vibrations, reduced dilution, improved efficiency and improved hanging wall and footwall conditions. After the success of this first electronic shot, the mine has since moved to firing all their stopes with electronic detonators. With electronics the mine has been able to fire much larger blasts, and has in fact moved to firing their blasts in the opposite direction, firing towards the draw point instead of into the waste backfill, thus reducing ore dilution.

The importance of mine ventilation to health and safety in both coal and metalliferous mines has been long recognised. The primary and secondary ventilation systems in most metalliferous mines incur 50 per cent or more of the total mine electrical power consumption and frequently about 10 per cent of total underground mine operating costs. The requirements for ventilation-related horizontal and vertical development, fans and cooling have a significant impact on mine capital costs and also on mine schedules and start-up times and hence cash flows. There are increasing pressures on regulators and miners to reduce airborne contaminants such as diesel particulatematter, nitrogen dioxide and heat (wet bulb temperatures), and significant pressures to reducegreenhouse gases such as fugitive methane emissions from coalmines and the carbon dioxide footprint of both coal and metalliferous mines. Many previously Australian miners are now globaloperators and have extensive overseas mining operations where local ventilation standards and expertise may not be consistent with Australian practices. The role of the site ventilation officer is also changing with strict new requirements for the statutory position being introduced into Queensland metalliferous mines and the potential for this to become more widespread. Recent regulator and parliamentary review committees have identified systematic shortcomings in mine ventilation compliance, and statutory certificates in both Queensland and NSW now require continuing professional development to maintain currency. Public and investor support for mining are also increasingly contingent on safe, healthy and environmentally responsible practices and the standards for these are frequently tightening. Good ventilation design and operating practices that are consistently well executed therefore contribute significantly not only to a safe and healthy mine but also to a productive and cost-effective operation and the ongoing social licence to operate. There are a variety of ways of providing technical design and oversight into a mine’s ventilation systems; this paper explores some current trends in ventilation standards and statutory requirements, as well as ways to support and develop mine ventilation staff for both domestic and international operations and also the emerging senior technical roles of Group/Principal/Corporate mine ventilation engineer.

Mineral resources all over the world are often heterogeneous and have variable ore properties and ore grade. As a result the ore processed in concentrating plants varies over the life of mines. Consequently the circuits often suffer from bottlenecks typically at the stages of crushing, semi-autogeneous (SAG) and ball milling. Bottlenecks may be remedied with equipment retrofits, however, design engineers should consider a phased approach to the circuit design that delays initial capital expenditure over the life-of-mine. This paper deals with the debottlenecking of existing mineral processing plants by means of high pressure grinding roll (HPGR) applications. It also deals with the use of innovative flow sheet designs using HPGRs for the design of Greenfield plants by engineering or mining companies. In the case of Greenfield plant design an analysis with respect to energy efficiency and operating cost (OPEX) is presented. The analysis compares the performance of SAG based circuits against HPGR circuits that may be influenced by variable ore properties. Globally about 600 HPGRs are installed in various applications in the cement and minerals industries. In excess of 100 of these HPGRs are used since the mid 1980s for crushing and grinding of various ore types including æhard rockÆ applications. HPGR technology is mature enough to be considered as an ideal debottlenecking device. HPGRÆs are versatile, they have a low installation footprint and they are flexible in its machine settings (pressure, roll speed), which can be adjusted to react to ore variations whilst maintaining a high throughput. Examples for the benefits of using HPGR in terms of energy efficiency and operating costs are presented by this paper. æEco-efficientÆ flow sheets and sustainable development initiatives are linked to energy savings as an æenergy costÆ and benefit to the environment. Energy savingsÆ can also be analysed in terms of the ædollar costÆ (OPEX) savings. This paper demonstrates that HPGR is more energy efficient and may reduce the overall grinding energy requirements in the order of 16 per cent depending on the target grind size and ore properties. The HPGR is more cost efficient and may reduce overall grinding costs by as much as 19.3 per cent depending on the cost of energy, grinding media and the rate of grinding media wear in the comminution circuit.

This paper describes a novel system for the biological sulfate reduction (BSR) of acid mine drainage (AMD) using primary sewage sludge (PSS) as carbon source in an upflow anaerobic sludge bed (UASB) reactor configuration. A UASB reactor was operated at a temperature of 35¦C and it received PSS (1875 mg/L COD) augmented with sulfate (1500 mg/L SO42-). The experimental results indicate that a high treatment efficiency was achieved at more than 90 per cent sulfate reduction at a liquid hydraulic retention time (HRT) of 13.5 h. In this study, the effects of various operational parameters were also investigated. The effect of a biomass recycle stream from the top to the bottom of the sludge bed was found to initiate rapid BSR from the bottom of the bed. Profile tests showed that effective and immediate sulfate reduction was achieved as soon as the influent entered the reactor. From these results, it can be concluded that the UASB configuration using PSS as energy source would be a viable method for the BSR of AMD.

Certain copper ores from the Nchanga Copper Mine in the northern Zambia Copperbelt are refractory with respect to conventional beneficiation techniques. This paper reviews recent study of those ores to determine their mineralogy, textures and nature of copper occurrence. Two suites of refractory ores were selected for study: 1.  samples of stockpiled ores from an open pit, and 2.  drill core samples from copper ores. Both sample suites are from the upper orebody at Nchanga and contain about 0.3 - 1.4 per cent copper as determined by atomic absorption, but they represent separate stratigraphic, mineralogical and beneficiation problems. Ore microscopic examination showed that fine-grained copper sulfides are totally lacking from both suites of refractory ores. Petrographic study found malachite in the refractory ores from the open pit, but that malachite probably is post-mine. The opaque mineralogy of the open pit refractory ores is dominated by goethite that occurs mostly as pseudomorphic grains after pyritohedral pyrite crystals that average 200 - 250 ¦m across. Haematite occurs as bands within or as outer shells of the goethite grains. Additional goethite occurs locally as finer-grained areas of exotic goethite. The opaque minerals in the drill core refractory ores are dominated by euhedral ilmenite crystals about 50 - 175 ¦m long. Anatase is the dominant opaque mineral in some drill core samples where it is largely pseudomorphic after ilmenite crystals. Goethite accompanies malachite in unusual drill core refractory ores that have experienced intense hydrothermal alteration. Thus, ore microscopy and petrography showed that fine-grained chalcopyrite and bornite and pre-mine malachite were not the causes of the refractory nature of the ores studied. Electron microprobe revealed that most of the copper occurred in solid solution within micas. Application of automated SEM techniques has provided a detailed understanding of the distribution of copper in these refractory ores.

The prediction of acid and metalliferous drainage (AMD) from mine waste materials is critically important during all stages of the mine value chain. However, to determine such geoenvironmental characteristics static and kinetic testing of individual waste units must be performed on representative samples. The importance of sample selection cannot be underestimated; it is the single most critical aspect of any geoenvironmental investigation. Poor sampling techniques and inadequate sample selection will contribute to excessive variance, difficulties in interpretation and incorrect assessment. By undertaking mesotextural characterisation based on hyperspectral mineralogical data (with sulfur assay data if available), opportunities to improve sampling strategies are presented. Such data will inform the selection of samples for low-cost total sulfur, paste pH and geoenvironmental logging, which collectively will allow for accurate AMD forecasting and improved sampling practices to be achieved. Once sampled, robust quality assurance/quality control (QA/QC) protocols must be developed where the use of international certified reference standards become obligatory. This is currently not practised, resulting in inter-laboratory discrepancies when undertaking waste classification. Further improvements in geoenvironmental characterisation testing lies in the adoption of blended static testing protocols, whereby blends of waste materials can be efficiently tested so as to give an early forecast as to whether they will produce acidic or metal-laden drainage. Such information is integral in developing a waste schedule that will allow for a non-acid forming waste landform to be constructed right from the start of the operational phase. Ultimately, improvements in this discipline lie in technological innovations with regards to mineralogical characterisation, and by offering geoscience and minerals engineering students a competent education in the discipline. Collectively, this will empower a step-change in AMD prediction and waste handling, and will make the realisation of the United Nations Sustainable Development Goals a reality, rather than a dream.CITATION:Parbhakar-Fox, A and Dominy, S C, 2017. IN the recent monograph on Broken Hill, N.S.W., by E. C. Andrews,* two independent petrological reports appear as Appendices 1 and n, by W. R. Browne and F. L. Stillwell respectively. In these considerable differences of opinion occur. Andrews contributes to some of the questions at issue, but no analytical review of the differences appears in the body of the report. Their development may invite question, and the following notes have been prepared partly in explanation and partly as a summary of some of the divergences. The soope of Browne's report extends over the whole district of Broken Hill, while Stillwell's deals with the rocks within 25 chains of the main lode. The more difficult and important rock-types occur in both areas, raising similar questions. In both cases observations extended beyond the limits of the prescribed areas. Broadly, Browne faces his problem as a study of a series of primary igneous rooks, acid and basio, whioh are intrusive into a series of sillimanite gneisses. The development of the sillimanite gneisses is regarded as belonging to an earlier period than the intrusion of the igneous rooks, while the gneissio structures of the latter are features which are incidental to their orystallization, and are not acquired subsequent to their consolidation. He finally produoes a picture in which his views of igneous injection and differentiation takes a prominent place. One direct result is the claim that three separate periods of metamorphism have oocurred in the Broken Hill area. Stillwell primarily examines the rooks as schists and gneisses since their present dominating features have been acquired during metamorphism. The effort is made to understand suoh differences as might arise from differing conditions of metamorphism upon rocks of similar and different oonstitution. The aim is to divest the rocks of those oharaoters which are due to metamorphism before approaching the questions of intrusive relatio'nships between igneous rocks andsediments.

Polyacrylamide flocculating agent has been used in the Leaching Division 'of the Risdon Works of the Electrolytic Zinc Company of Australasia Limited since October, 1960. The number of thickeners in the continuous thickening stage was thereby reduced from eight to three. There has been an increase of 25 per cent in throughput and a reduction of solids in thickener over-flow from 3-4 g/l. solids to 0·5 g Ir. solids. Reagent addition has been at the rate of 0·25 lb Separan NP10 per ton solids.Additionally there has been a gain of 3 per cent in current efficiency as the direct result of the addition of Separan NP10 to purified cadmium sulphate solution priOl; to electrolysis for cadmium metal. A smoother deposit has resulted and it has been possible to increase deposition time between strippings from 47 to 71 hr. However, there has been a slight increase in the lead content of the cadmium metal produced.The use of Separan NP10 to settle copper bearing residue in a batch process stage has resulted in a five-fold increase in settlement rate and a reduction in purification cycle time.INTRODUCTIONThe Electrolytic Zinc Company of Australasia Limited, Risdon, Tasmania, produces zinc by electrolysis of purified zinc sulphate solution, the raw material being zinc sulphide concentrate. In the Risdon process (Van Arsdale, 1953; J ohnstone, 1953; Ross, 1949) the compound zinc ferrite (ZnO.Fe203) is formed during the concentrate roasting stage. When the roasted material is leached in dilute sulphuric acid the zinc ferrite is not attacked, and it remains as part of the insoluble leach residue, of which it may form as much as two-thirds of the whole. China’s mineral deposits are the result of metallogenic processes associated with the geodynamic evolution of tectonic plates and eventual amalgamation into their modern configuration. The principal tectonic provinces of China comprise the North China Craton, Yangtze Craton, Cathaysia Craton, Tarim block, Altay-Tianshan-Hinggan orogens (part of the Central Asian Orogenic Bel), Central China orogens, Songpan-Ganze orogen and Alpine-Himalayan fold belts, which are part of the huge Tethysides. These tectonic elements are testimony to a complex geological history spanning more than 3000 million years. This contribution will focus on selected areas of the Altay-Tianshan, the fold belts surrounding the North China Craton and Yangtze Craton and the mineral systems along the Ailaoshan-Red River fault zone. The environmental and economic impacts of a significant dependence on fossil fuels are affecting the future of sectors such as of mining. These impacts are prompting the Australian Government to seek solutions for reducing its dependence on fossil fuels more generally, such developing clean energy and improving energy efficiency. However, limited research has been undertaken to assess the potential synergies between clean energy and mining in an uncertain global future. This paper analyses current energy use by mining in Australia and reviews the drivers and opportunities for energy efficiency and cleaner energy technologies to be coupled to mining under three future scenarios. Linkages between mining and clean energy are investigated for three global scenarios for mining and metals to 2030, developed by the World Economic Forum (WEF), namely Green Trade Alliance, Rebased Globalism and Resource Security. These scenarios are applied to assess how they could change the barriers, opportunities and trade-offs required for the development of a more sustainable energy sources by the minerals industry in Australia.

The steps for the beneficiation of iron ores differ from ore to ore, depending on the mineralogical phases of the particular iron ore and the nature of the association of the gangue minerals with iron oxide in that ore. The extent to which the beneficiation can be undertaken economically depends both on the amount and the nature of the gangue. The analysis of the phases present in an orebody optimises the mining and process operations (separation, beneficiation, sintering, etc).X-ray diffraction (XRD) provides qualitative and quantitative information about the main ore phases as well as the gangue mineralogy and the amorphous content present in a sample. In addition, modern quantification methods such as Rietveld refinement allow the calculation of the distribution of elements in solid solutions such the substitution of Fe with Al in goethite or hematite.The use of high speed detectors has made XRD an important tool for grade and process control. Finger printing of XRD data can facilitate multi-dimensional mapping of ore deposits and drill cores, identifying regions of favourable mineral compositions. Grade control using XRD can be completely automated and controlled remotely.The two case studies in this paper demonstrate how XRD and finger printing can be used for grade control, process optimisation and quality control of a goethitic and a magnetitic iron ore. Over the past few years, there has been an emerging relationship between business and civil society, especially NGOs. This relationship has the potential to bring about significant change, identifying common ground between commercial and societal interests. The mining industry has been a leader in acknowledging the need for community consultation and engagement. This paper argues that partnerships can make a very significant contribution to the industry as it comes to terms with the dilemma of an open economic system pushing against a closed ecological system.The paper will pose a number of questions: where is the locus for debate about sustainability in the mining sector?; how well embedded within companies are the new competencies that Leon Davis first identified in 1995 for the mining sector?; how has education for mining engineers or exploration geologists changed to prepare people for what are very different expectations within the working environment?; how well is the industry doing in managing its own environmental impact and what is its responsibility to an agenda for sustainability which extends beyond its own operations?;and how can NGO partnerships contribute to more sustainable outcomes? The paper does not aim to answer these questions, but to explore them in the hope that the issues and possibilities raised will contribute to advancing progress towards sustainability within the industry.

The authors describe two stratiform intrusions within a two miles thick ophiolite belt, one of the many ophiolite (serpentine) belts of the eugeosynclinal sequences of the Kalgoorlie System (metamorphic age c.2700 million years). Unusually good evidence of gravitational differentiation involving cumulates for an Alpine type peridotite-gabbro intrusion has been obtained, in spite of modifications of the original igneous rocks imposed by regional metamorphism. Unmetamorphosed relics of cumulate rocks are a surprising feature of this occurIfence.'fhe differentiation process reflected in the layered sequences is compared to that of the Stillwater Intrusion, Montana. Phase, cryptic and rhythmic layering are recognized. The economic significance of this study lies not only in the possibility of nickel mineralization in this ophiolite belt, but also in that much detailed information on the nature of these belts, which is difficult to obtain in the case of the more altered and sheared rocks of the belts carrying gold and nickel ore deposits nearby, is gathered from the Yilmia occurrences.

The Rise and Shine Shear Zone is a mineralised low-angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. The zone is commonly believed to be similar to the actively mined Macraes deposit. The Rise and Shine Shear Zone occurs in the immediate footwall of the Thomsons Gorge Fault, a regional scale Cretaceous normal fault that juxtaposes chlorite zone schist against biotite zone schist. Most mineralised rocks are deformed and record a progression from early stages of semiductile deformation to more brittle cataclasis. Folds in mineralised rocks trend northwards. The mineralised schist is hydrothermally altered with variable silicification, sericitisation, chloritisation, replacement of titanite by rutile and carbonate alteration. Gold is associated with pyrite and arsenopyrite and occurs in both ductile and brittle microstructures. Sheared and mineralised schist is cut by north-striking fault zones which host mineralised quartz veins. Veins in the shear zone contain hydrothermal albite. Trace element analyses show enrichment in As, U, Th and rare earth elements. Many of the above features are similar to Macraes deposit, but there are important differences. In particular, the Macraes deposit is hosted in lower grade rocks and truncated beneath by a normal fault, Macraes has no U or Th enrichment, Macraes veins have no albite and folds at Macraes trend NW-W. Rise and Shine mineralised rocks have no Cr enrichment and no hydrothermal graphite.

Geographic Information Systems (GIS) are computerised management systems for spatial data, offering improved data management, extensive data manipulation techniques and greater understanding of data. At the Wangaloa Coal Mine, South-East Otago, ArcGIS is being used to manage, integrate, analyse and visualise the diverse range of datasets being generated from an interdisciplinary research team. GIS will assist with identifying spatial and temporal patterns associated with the current site rehabilitation strategy. This paper will present an overview of how GIS can be a useful tool for understanding ecological recovery during mine site rehabilitation.   The Wangaloa opencast coal mine, owned by Solid Energy NZ Ltd, was closed in 1989 after more than 40 years of operation. Rehabilitation efforts involving more than 60 000 native plants began in October 2001. At Wangaloa sample points were randomly selected at 100 m intervals and recorded using a differential GPS. Plant, soil and invertebrate data have been collected at each sample point. Plots of 8 - 9 plants have been established within approximately 5 m of each sample point. Since September 2003 seasonal monitoring of plant growth and survival has been carried out. Chemical and physical datasets have been generated from soil collected in June and December 2003 for each sample point. A more restricted dataset is being generated for soil collected on a seasonal basis from March 2004. Plant and soil characteristics from these datasets have been attached to each sample point and GIS layers have been created. Relationships between data layers can be explored based on their spatial patterns. Examples presented from Wangaloa include distribution of planting success and temporal variation; temporal change in pH; interpolated pH map; digital elevation model; relationships between planting success and growth with pH and organic matter. GIS is proving to be a valuable tool on the integrated project at Wangaloa.

This investigation was planned to determine:1. The precipitation-hardening properties of the copper-nickel-phosphorus alloys; and2. The influence of arsenic and bismuth, singly and together, on the mechanical properties of these alloys.It was carried out in conjunction with an investigation, previously published in these Prooeedings on "The Influence of Various Elements on the Mechanical Properties of Copper containing a small percentage of Bismuth," and also formed part of a study of the influence of bismuth, nickel and phosphorus on the properties of commercial arsenical-copper.The first part of the present investigation arose out of a discovery some years ago of precipitation-hardening in phosphorus-deoxidized coppernickel boiler tubes, containing approximately 2% nickel and 0·03% phosphorus, supplied to an Australian Railways Department. At that time there was little information available on precipitation-hardening in copperrich copper-nickel-phosphorus alloys, but at the end of 1935 a short paper on the subject was published by E. C. Rollason and T. G. Bamford(2) and at the beginning of 1940 a comprehensive account was published by D. K. Crampton, H. L. Burghoff and J. T. Stacy.(3) Although the investigation carried, out independently by the present author was not as comprehensive as that of Crampton, Burghoff and Stacy, the results are in agreement with those of the American as well as of the British authors; hence, only a summary of this aspect of the work is needed here to establish a basis for a study of the influence of bismuth and arsenic.PREPARATION OF TEST PIECESAll alloys were melted under charcoal in plumbago crucibles in an oil-fired furnace and were poured out of contact with air into oil-dressed moulds to give billets either 7· 5 in. long X 0.83 in. diam. X 1·3 lb. weight or 12 in. long X 1·125 in. diam. X 3·3 lb. weight depending on requirements (the larger size was used, for example, in establishing the annealing characteristics of the precipitation-hardening alloys). The raw materials were electrolytic copper of the composition described in the previous paper(I) 6% copper-arsenic, 14% copper-phosphorus, 1:7% copper-bismuth, and Mond nickel in the form of "shot." The method of producing test pieces from these billets and the annealing treatments ana tests to which the pieces were subjected have been described in the previous paper.

After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014.
