In October 2005 Phelps Dodge mining, a US based company, visited several Australian mining companies and mine sites to ascertain the current applications of risk management methods in the organisation. The results of this review, documented by the author, indicated a ælayeredÆ approach from high level site or major hazard analysis through to face level, æstop and lookÆ, methods. The approaches of several companies were summarised in one simple layered model. This model is helpful to other sites and companies to identify potential improvements but also offers an image of best practice that may assist with the governance of OH&S by both company boards and community regulators. The issue is particularly relevant as we discuss national consistency in mining regulation. This paper examines the layered model, the company and site approaches that helped define the model, as well as the suggested implications of the layered model to governance.

The Lower Proterozoic metasediments of the Pine Creek Geosyncline form a chrono- stratigraphic sequence of mainly greenschist- and amphibolite-grade shallow-marine to supratidal pelites, psammites, carbonate rocks, and volcaniclastics which in places rests unconformably on Archaean basement. Granite and later dolerite intrude the sequence, and are associated with the major orogenic 1800-m.y. event which regionally metamorphosed the sediments. Most mineralisation is stratabound, and can be related at least partly to volcanic activity. Uranium mineralisation is mainly confined to particular carbonate-rich horizons near basement. Other metals are mainly in small hydrothermal deposits near intrusive granite. Specialist studies indicate that uranium was leached from its source rock, and probably carried as carbonate complexes in highly saline fluids at between 100 and 3500 C. Precipitation took place by redox reactions in breccia zones in carbonate rocks; these zones were formed by carbonate solution or diapiric movement of evaporites which preceded the carbonate. Extensive chloritisation in the ore zones suggests metasomatism by Fe- and Mg-rich fluids which may have evolved during dewatering of the evaporites. CONCEPTS AND REGIONAL GEOLOGY The Charters Towers region holds many keys to the metallogeny associated with the complex geological development of eastern Australia during the Palaeozoic. Tectonic, magmatic and volcano-sedimentary depositional episodes can be identified and related to the chronological development of batholithic host rocks (Clarke & Paine, 1970; Henderson, 1986; Murray, 1986). Pre-batholithic basement rocks in the north (Charters Towers Metamorphics) consist of a package of amphibolite grade schists interlayered with and intruded by gabbros and diorites (Peters, 1987). To the south (Seventy Mile Range Group) greenschist facies Cambro-Ordovician rocks overly some of the basement. The lower age of this basement is not constrained, parts of it could be as old as Pre-Cambrian. Mid-Ordovician (approx. 470 my) to Lower Devonian (approx. 400 my) age I-Type granitoid plutons of the composite Ravenswood batholith intrude the pre-batholith basement and the Seventy Mile Range Group. Igneous activity was initiated again in the Carboniferous with the extrusion of rhyolitic lavas and pyroclastics associated with porphyry and high-level intrusive complexes (Wyatt et al., 1971). The Ravenswood block is bounded by Devonian and Tertiary sedimentary sequences of mainly continental provenence.

May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 which is a great change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. In return for the compliment, may I ask you to believe that I shall do everything in my power to further the interests of the Institute throughout the coming year.It is a great regret to me to realise that soon my work in New Zealand will be over. A real Dorothy Dix title has been selec- ted for this paper. It has the advantage, however, of being capable of being interpreted in many different ways and hence I can select my own approach. You probably are thinking that this topic would be more appropriately handled by an Accountant. I wish to make it clear at the outset that I am not skilled in the sometimes mysterious ways of Accountants - likewise that profession frequently has difficulty in pinning down economists. We have our own strange ideas about profits, marginal efficiencies, cost/benefit analysis etc. What follows is in the main a mixture of two disciplines, probably in a form that few of the purists from either side would accept. Nor do I expect the reader to accept my own prejudices. The paper is designed to stimulate thought and discussion'on the subject. Emotive words such as "profit" and "loss" make for wide differences of opinion. At the time of writing there is a surprising degree of acceptance of the viewpoint that profits in Australia are too low and one is tempted to make this point of near agreement a starting Point.

In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

Brazilian banded iron formation (BIF), known as ‘itabirite’, is the main host rock for iron ore in the Iron Quadrangle mines, Brazil. Their geneses are controversial and it is agreed that diagenetic, metamorphic and tectonic events, as well as weathering processes, were responsible for the iron concentration. In addition, it is understood that weathering processes are mainly responsible for reducing the original high intact rock strength, and for generating deep weathered profiles with low strength rocks commonly observed in Vale’s mines.A considerable amount of work has been done to correlate the macro and micro aspects of the itabirites as physical, chemical and geotechnical characteristics that directly or indirectly affect the intact rock strength; however, it is not yet clearly understood what effects the weathering processes have on the strength reduction of these rocks and its associated impact on pit slope stability. This forms a key focus of the lead author’s current research work.This paper presents a review of the geological, geotechnical and weathering characteristics of the itabirites, and early results for the evaluations of fresh itabirites from the PhD thesis research being undertaken by the authors at the Australian Centre for Geomechanics, School of Civil, Environmental and Mining Engineering, The University of Western Australia, sponsored by Vale SA.The results showed that to evaluate the density and unconfined compressive strength (UCS) correlation, not only the porosity but also the geological features should be considered, as they are responsible for data dispersion; however, the presented data suggested a trend that provides the confidence to develop advanced studies and a data population increment to establish proper correlations to support a reliable UCS method.CITATION:Costa, T A V, Dight, P M, Mercer, K and Marques, E A G, 2015. Coal mining operations can impact on various types of surface infrastructure or natural features, including cliff-lines, steep slopes and natural watercourses. Longwall mining leads to a subsidence depression due to the changing geometry of the mined out area. The current regulatory process for managing subsidence in New South Wales (NSW) involves the preparation of a Subsidence Management Plan (SMP). This paper demonstrates the use of a Weights of Evidence (WofE) technique applied within a Geographical Information Systems (GIS) environment to predict potential areas for rockfalls along cliff-lines in the NSW Southern Coalfield. The WofE is a ædata-drivenÆ method that can be used to predict subsidence impacts prior to mining. The WofE method was applied to ten known rockfalls along the Cataract River to evaluate the reduced impact of not mining within 50 m of cliff-lines along the Nepean River. There is significant reduction of probabilities of rockfall occurrence when mining is avoided within 50 m of cliffs.

A mineral and chemical characterisation study was conducted on ilmenite-rich heavy mineral concentrates sourced from the western sector of the Eucla Basin in southern Australia. Test work involved using X-ray diffraction (XRD), scanning electron microscope (SEM) and electron microprobe-based characterisation methods. Results showed considerable variability in the degree of ilmenite alteration between deposits with TiO2 contents varying from 53 - 63 wt per cent TiO2. Notwithstanding variability between individual deposits, the samples all had [Ti]/[Ti+Fe] ratios >0.5 consistent with a mineral assemblage of hydrated ilmenite or the hydrated, Ti-rich alteration phase pseudorutile (Fe3+2-x Ti3O9-3x (OH)3x). Accessory phases consisted of rutile (primary and secondary), zircon, aluminosilicates, quartz, Fe oxyhydroxides and spinels. Results for the most altered material are broadly comparable with data for ilmenite concentrates from the eastern margin of the basin. The mineralogy of the western Eucla Basin concentrates and the minor element composition of the ilmenite grains suggest they could be upgraded to synthetic rutile by a modified Becher process.

Colliery spoil is the major constituent of colliery spoil ærockpasteÆ which has been used to infill abandoned limestone mines in the West Midlands of England since the early-1980s. The other constituents of rockpaste are pulverised fuel ash, lime and water. A key property of the rockpaste is its ability to flow within the mine workings over considerable distances before setting. This paper describes the work carried out to identify suitable sites as sources of colliery spoil for making rockpaste and goes onto consider the flow properties of the material and the monitoring methods used on-site. A full-scale trial comprising infilling a 6600 m3 section of an abandoned mine was conducted prior to the infilling of the Littleton Street Mine which had a volume of about 500 000 m3. As well as describing the methods used for monitoring the movement of rockpaste material, a description is also given of a dip-meter developed specifically for the purpose of measuring the level of paste in the mine. This paper shows how a colliery spoil based paste has been successfully used for infilling abandoned mine workings. The monitoring systems developed for use in the two case studies presented in this paper are now being used extensively for infilling other abandoned mine workings. To-date over 11 mines with a total volume exceeding two million cubic metres have been backfilled.

Considering future water scenarios, as influenced by the increasing scarcity of water and the move towards sustainable process engineering etc, the closed water circuit becomes an important point of study in metallurgical operations, such as in milling and flotation. However, a deterrent in the use of recycled process water is often a lack of understanding of the effects of the accumulation of dissolved ions and other process chemicals. Recovery of the valuable minerals may be impacted by the concomitant complex mineral-pulp chemistry interactions. Literature indicates that these interactions are not necessarily antagonistic to process outcomes. Wet milling using steel media results in the dissolution of Fe from the media, the rate of which is dependent, inter alia, on the type of media and the chemical conditions of the aqueous environment in the mill. The pulp-phase interactions of dissolved ions with sulfide minerals may result in significant changes to the chemical conditions in the mill, which may subsequently impact negatively on the flotation recoveries. To understand the effect of these interactions in the context of the processing of sulfide minerals, this study seeks to consider the effect of three factors, viz mineral type – pyrite (Py) and galena (Gn) -, milling media of different compositions – forged steel (FS), 21 per cent high chrome and ceramic media -, and water chemistry, viz, deionised water (DI) and synthetic plant water (SPW). Ceramic media and galena are used for the respective control cases where the milling media and sulfide mineral contribute no Fe species. Using DI as a control case, a high ionic strength case is used to mimic the changes in water chemistry for a closed water circuit. Batch flotation tests are used as a diagnostic tool to determine the effects of these media-water-mineral interactions to investigate correlations between the chemical reactions occurring and chemical species present during the milling process and the ultimate flotation performance.

The theme i wish to develop in this talk is how we might make use of the scientific and technological knowledge we now have ofextraction metallurgy to meet the present-day needs of the production industry.Before doing so, I would like to say a few words in tribute to Dr. G.K. Williams since he was a past master at precisely what I wish to talk about. I knew G.K., as everybody called him, during the time he spent at Avonmouth in the late 40's and in the 50's. Later, when he was ostensibly retired, I had the pleasure several times of lunching with him when I was visiting Melbourne.When G.K. was at Avonmouth, the Imperial Smelting Process was in that capricious adolescent stage in between the pilot plant and the full-scale commercial unit. G.K. was a great collector of process plant data which hung in cascades from the walls of his office and-from his hand-operated desk calculator. What G.K. understood very well were the basic metallurgical and engineering principles of what was going on in the sinter machine, the shaft furnace and all their ancillaries.

The KSS Lead Plant (Kivcet - SNAMPROGETTI - SAMIM) of Por tovesme, owned by Nuova Samim (the sector-head Company for non ferrous metals and derivatives owned by ENI), has been operating since february 1987. This plant is based on the Soviet Kivcet licence and testwork carried out on the pilot plant of VNIITSVETMET in Ust Kameno gorsk fed by the Nuova Samim's concentrates. The plant is com pletely automatized using the most advanced technologies and it is operated by nineteen people on shift work, including all ancillary units and lead decopperizing-casting. The expected performance of the plant has been confirmed and improves day by day in relation of the operating experience, thanks to the new conceptual design of the furnace. Due to the remarkable flexi bility of the process, the integration of the lead plant with the other plants of the metallurgical complex of Portovesme rro-#4 (Electrolytic Zinc Plant, Sulphuric Acid Plant, Imperial Smel ting) has shown all the economic advantages. The lead content in the ambient air, detected by the monitors, either in the working area and on the ground outside the complex, is widely Pb W" below the stricter new limits recommanded by the E.E.C. (Economic European Community) rules and by the Italian law. The whole process is carried out in equipment completely closed and under suction and it does not require manual operations with exposure to the lead. The production cost is much lower than that performed by the traditional technology. This advantage permits wide margin to consider investment to replace the traditional technology.

Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. “Let’s get discipline and quality into easy to understand evaluations!” Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations. Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

Many sample value distributions are highly skewed and present variograms with high relative nugget effects and/or short-range structures. In consequence, significant deskewing of the histogram and variance reduction occurs when transforming between sample and block support, where blocks are of significantly larger volume than samples. When making estimates in the mining industry we usually wish to estimate on the basis of block support rather than sample support. The selective mining unit (SMU) refers to the minimum support upon which ore/waste allocation decisions can realistically and practically be made. The SMU is usually significantly smaller than the sampling grid dimensions, in particular at exploration/feasibility stages. In a non-linear estimate, for each large block (by convention called a æpanelÆ) we estimate the proportion of SMU-sized parcels above a cut-off grade threshold. A series of proportions above cut-off defines the SMU distribution. Use of such non-linear estimates reduces distortion of grade-tonnage curves and provides a better basis for mine planning and economic decision-making. At present, Multiple Indicator Kriging (MIK) is the most widely used technique for performing estimation of recoverable resources. MIK is not the only approach available and it has some potentially serious limitations. The MIK technique is described and a number of theoretical and practical implementation issues are examined. In particular: MIKÆs assumptions about spatial distribution of grade; the behaviour of indicator variograms; application of change of support models; order relationship problems; and modelling the tail of the distribution. Some simple tests are described which allow us to determine the suitability of different estimators for a given deposit and criteria to identify a preferred estimator are also examined. Uniform Conditioning (UC), an alternative estimator which may be used instead of MIK, is described.

The B.R.G.M., through international experience gained over many years, has become very skilled in alluvial prospection, particularly for diamonds. The research laboratories within the B.R.G.M. have also been active in creating new mineral processing equipment,. some of which is directly applicable to such prospection. One such development, the mobile prospection unit, is described and -its application in mineral exploration is demonstrated by a consider- ation of the diamond search in Australia and the general exploration of the Massif Armoricain (France). Because this latter study was fundamental in the development of the concept of "mineral-geochemistry", and its application in mineral exploration, it is also briefly described.

The discovery of magmatic nickel sulfide mineralisation within the Musgrave Block of Central Australia, in a region which has received virtually no exploration since the early 1970s, promoted a pegging rush throughout the region and provided a significant boost to the investor interest in resources sector companies. The discovery proved a significant success for the application of generic models for major magmatic nickel-copper sulfide deposits. The entry of junior explorers to the region is the principal mechanism by which the region will be explored, although significant social and physical challenges will impact on the ability of explorers to maintain investor confidence in the region.

Acid and Metalliferous Drainage (AMD) is one of the key risks facing the mining industry worldwide. If not properly managed and/or not identified in a timely manner, AMD has the potential to decrease environmental values for generations to come. Ore extraction generates vast volumes of mineral waste (waste rock and tailings) which are stored in perpetuity at the mine site. Some of these materials are not inert and when in contact with air and water can react, generating poor quality water and compromising operational and closure environmental objectives. Understanding the geochemical behaviour of waste rock and tailings is therefore key to identifying risks and opportunities which support effective mineral waste management strategies across the mining value chain and progress toward an environmentally sustainable future that minimises closure liabilities. To ensure AMD risk is recognised and managed uniformly across its portfolio, BHP developed a Global AMD Management Standard for implementation across all operations, including closed sites. The AMD Management Standard provides a management framework to support the consistent, simple and sustainable global management of AMD risks. This ensures mines are planned and operated to be environmentally smart and modern, geochemical risk management is not an afterthought but a key driver, and environmental sustainability is actively pursued to reduce closure liabilities. The AMD Management Framework, on which the Standard is based, was adapted from industry leading practice guidance, ensuring it applies to multiple regions. The framework also comprises sequential requirements throughout the mining life-cycle. It is an iterative framework with an adaptive management approach that is designed to incorporate new data, information and management opportunities into AMD risk assessments and mine plan revisions.

A Presidential Commission of Enquiry into the conservation of South Africa's coal resources was appointed in 1970. This Commission, in co-operation with the Chamber of Mines of South Africa, established a national inventory of South Africa's in situ and extractable resources and reserves of coal of various types and grades by several mining methods. South Africa's future demand for coal by all market sectors and the specifications of coal required, were also established by means of econometric models. A comparison of potential supply and anticipated demand indicated serious defi- ciencies of certain types of coal and the need for the conservation of others. This paper describes recommendations for alternate strategies for the optimum utilization of available resources. Con- sideration was given to various policies relating to pricing, exports, taxation and incentives, and to the possibility of the substitution of higher grades of coal by lower grades. The steps so far taken to develop a national coal policy in South Africa are described.
