From 1972 until 1989 when operations were suspended Bougainville Copper Limited (BCL, owned 53.58 per cent by Rio Tinto Limited) operated a large open pit mine and processing facility at Panguna on Bougainville Island, Papua New Guinea producing copper concentrate containing significant quantities of gold and silver.BCL has a stated vision of recommencing operations at Panguna. In 2008, Rio Tinto, on behalf of BCL, conducted a multi-disciplinary study to assess the technical and financial viability of redeveloping the Panguna operation. One of the key outputs of the study was a Joint Ore Reserves Committee (JORC) Code compliant mineral resource statement based on the existing block model and fundamental data, archived since mine closure. Historical data (including the resource block model and drill hole data) was recovered from computer archives by a former Panguna mine employee familiar with the various obsolete data formats, thus maintaining an unbroken chain of custody of the data by Rio Tinto since operations were suspended. No additional data were collected as part of this study.The extensive data and documentation archive facilitated a sufficiently detailed evaluation of the fundamental data and model to support an updated resource statement. Table 1 of the JORC Code was used to guide the model validation process.Reconciliation of blasthole and metallurgical plant data with the reserve model, indicated that the copper and gold drill hole composite database was significantly biased towards underestimation in several key domains due to a combination of the following: mineralisation loss during core loss, core loss (minor), vertical drill holes failing to intersect sufficient subvertical mineralised fractures and veins, drill hole spacing too wide, and variable diamond drill hole core size. The resource model evaluation was based on three material types (all previously mined at Panguna), that were defined based on cut-off grade and rock type parameters: direct feed ore – material for delivery directly to the plant, preconcentration and screening ore – subeconomic material beneficiated to produce fines of economic grade, and waste. Three pit shells and designs were generated based on three separate sets of economic parameters. These economic parameters were also used to assign material types to the block model. The three resulting models were then evaluated against the corresponding pit shells.Classification of the resource was approached conservatively due to the inherent bias in the drill hole data. Consequently only Indicated and Inferred resources were tabulated.The study highlighted the importance of maintaining detailed documentation pertaining to resource estimates and operational history, particularly reconciliation, and the value that can be added by a simple, low-cost data compilation exercise.

BHP has used many innovative techniques when recruiting its workforce for the Cannington Project. Looking for a balance of experience and enthusiasm it was necessary to develop pre-selection tests to reduce the initial number of applicants to a manageable number for first interviews in Townsville. Success at this stage led to an applicant, and their spouse, to go through a second interview at the mine site. The full process from application to job offer took up to six months, but the results were felt to be worth the effort. The approach taken has resulted in a highly motivated and flexible workforce. This paper outlines the philosophies behind CanningtonÆs recruitment process, highlights some of the issues associated with the approach, and offers some measures of the outcomes.

The performance of the Australian Mining Industry over the past 10 years using key indicators of production, revenue, aftertax return investment, together with key cost elements, market changes and ore reserves is briefly reviewed. The elements of competitiveness are discussed forthe industry and the effects of Government charges and policies relating to existing operations are outlined. There is a demonstrated need for improvements in competitiveness in direct and indirect costs and for improved access to resources for the mining industry to continue to grow and add to Australia's economic growth.

The flooding of open strip coal mines in the Bowen Basin and Hunter Valley Coalfields of Eastern Australia has the potential to soften the spoil and floor materials to produce “mud”. This mud can act as a slip plane or weak zone when spoil is dumped into it, resulting in geotechnical instabilities. It is therefore important to understand the mechanisms and degree of degradation likely to occur within coal mine spoil of different qualities.To investigate this, five clay mineral-rich coal mine spoil samples were collected from the Bowen Basin, and each sample was subjected to wetting and drying cycles to simulate degradation that could be expected on wetting-up in situ, with their particle size distribution analysed both before and after degradation. These results were compared with the results of a modified slake durability test, in which the entire sample was tested.The paper presents the results of the accelerated degradation and modified slake durability tests on each of the five spoil samples. These results were related to the physical and geochemical characteristics of the samples, which highlighted their importance. One of the greatest practical difficulties of measuring airblast occurs when a significant wind is blowing onto the microphone. Small windscreens are usually used to mitigate the wind noise on the microphone, but in some wind conditions, sound pressure levels (SPL) of over 120 decibel (linear) are frequently recorded. There are no specific procedures to mitigate the effect of wind noise when measuring airblast in any of the standards or guidelines pertaining to the measurement of airblast from blasting operations, other than the requirement to use an effective windscreen. A search for relevant literature was undertaken and measurements were taken over a period of six months at a test site using alternative microphone measurement methods. Previous researchers’ experiments with windscreens in silenced wind tunnels showed that wind noise can be reduced through the use of large diameter windscreens, and that at low frequencies, the windscreen size and the material type makes no difference to measured SPL values. Other researchers found that wind turbulence caused significant SPL measurement problems. A comparison with field data failed to explain the extremely high SPL recorded by the field microphones at wind velocities much lower than those used in wind tunnel testing. It has been concluded that turbulent airflow over and behind the microphone is a significant contributor to extraneous noise in airblast measurements in windy conditions. This turbulence can be generated by objects upwind of the microphone or by the microphone itself if the windscreen is ineffective. Reducing the wind speed over the microphone by placing it on the ground is the approach required by the international standard for the measurement of noise from wind turbine generators (IEC 61400–11). This paper presents data that illustrates the extent of the problem, reports on the trial of three different microphone mounting locations for measuring airblast from blasting and concludes that in windy conditions, microphones placed on the ground substantially avoid wind problems and do not reduce the measured SPL of the airblast.CITATION:Henley, K, 2015. When executing a ventilation change the mine ventilation circuit is in a state of flux throughout the entire change period with discrete mine areas both under ventilated and/or over ventilated during the change process. Whilst routine risk reduction strategies such as removing electrical power and people from the mine are commonly deployed it is wise to complete the change in the shortest practical time frame. This not only minimises the chance of unacceptable concentrations of contaminants accumulating around the mine but reduces the impedance on production activities which are routinely suspended during these change periods. This paper firstly highlights the importance of the maintenance of an accurate ventilation model and discusses issues which should be considered to assist to maintain in it a suitable state of health. Further it provides some tips on how to monitor that your model is in an acceptable state of tune so that it can be confidently deployed in the change process. Finally, it details the sequential process how a finely tuned and accurate ventilation model can be utilised to carry out major ventilation changes according to appliance pressure adjustments only and without the need to constantly measure and check resultant branch flows throughout the whole change process. Also discussed are some simple practical tips which will help ensure that the ventilation change process will go according to the devised plan on the day and in the most appropriate order including checking the efficiency and accuracy of the change, after it is completed.

India is the world’s third-largest producer of coal and is endowed with the fifth-largest coal reserves in the world. Surface mining straddles the entire domain of the Indian coal mining industry, yielding over 88 per cent of production. With continually rising domestic demands, it has to shoulder the responsibility of sustaining the requisite increase in coal production and chasing commensurate stripping targets. Such an ambitious task calls for the deployment of smart technologies. In such a demanding situation, cast blasting of overburden has emerged as a promising alternative for enhancing production and productivity of dragline pits.The cast blasting technique reduces stripping costs significantly as it utilises the chemical energy of explosives in place of mechanical energy to move large volumes of overburden quickly. Proper application of cast blasting not only reduces overall mining costs but also increases coal production. This paper investigates and evaluates the potential of the cast blasting technique, with special reference to dragline pits employing the rehandle method of extended bench. The economic feasibility of the technique is also ensured under different scenarios so that considerable benefits would accrue to the individual surface coalmines. To underline the efficacy of the technique, different cast blasting models have been formulated under a range of operational and economic scenarios that resemble present day practices in India. The detection and control of gas levels in mining is a continuing challenge for the industry. Standard detectors have many problems that could be overcome with laser based spectroscopic instruments, but to date these systems have not been suitable for mining conditions. This paper reports the development of a new digital data extraction scheme to modernise traditional cavity ring down spectroscopy (CRDS). CRDS is a direct cavity enhanced laser based absorption technique, which is used to allow the identification of an unknown substance by their molecular fingerprint; this unknown substance is identified by analysing the ring downtime of the light exiting the optical cavity. Traditional CRDS has many issues when analysing substances in hostile environments, or when multiple species may be present. This presents an alternative approach, called real-time CRDS (rtCRDS) that has the potential to overcome many of these issues and produces systems that could be used in the mining industry. The system utilises newly developed widely tuning quantum cascade lasers combined with improved optical cavities and novel digital data extraction to produce spectra over a 1500 nm range in a few seconds. The ring downtime measurements produced are accurate and have high sensitivity and maximum signal to noise ratio. This paper discusses the technique, illustrating the advantages compared to traditional systems and show real-time spectra for a set of molecules of interest to the mining industry. This paper also provided an analogy between this approach and that used in digital communications systems, and shows that this scheme is ideally suited to provide a network of sensors in hostile environments.CITATION:Harb, C C and Chalmers, D, 2015. Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. Fires are a common and recurrent unwanted event in the operation of open pit mines. In most cases, the causes of events such as fires are already æknownÆ but are either overlooked or not fully addressed in planning. Ongoing rapid growth of the global mining industry is creating a scarcity of skilled personnel, and high turnover within operations. This contributes to loss of corporate memory in risk management activities. RISKGATE« is an online risk management system designed to support and assist in the analysis of priority unwanted events in Australian coal mining operations. Funded by the Australian Coal Association Research Program (ACARP), RISKGATE« is a knowledge management program that delivers best-practice controls for unwanted events and assists operations in staying abreast of emergent risks and threats. RISKGATE« content has been primarily developed from an association of industry experts, and enriched with input from additional academic and technological resources. In mining operations, RISKGATE« provides a continuum of knowledge and best practice for risk identification, assessment and management. RISKGATE« will assist companies in improving safety performance, operational efficiency, operating practice and training. Although significant advances have been made in understanding the mechanics of pit slopes, numerical modelling hasnÆt significantly impacted on the reliability of the design process. It is well known that legacy modelling approaches donÆt simulate large slopes well. In recent times, the emergence of very large finite element (FE) models with more than ten million degrees of freedom and the ability to simulate a large number of discrete structures, has allowed a step change in the simulation precision for slopes. The model size allows global and local effects to be realistically simulated in one model for the first time and the process can be better integrated into normal open pit slope engineering processes. Some examples of simulation of very large open pits are shown that demonstrate the challenges and some recent advances in modelling large slope behaviour. Significant limitations in the current measurement and observation regimes of open pits have been identified.

Both primary and secondary ventilation is important in underground mining. Secondary ventilation refers to the provision of ventilation to development ends, stopes and services facilities, which constitute secondary circuits tapped off the primary circuit or main through flow of air.An unbalanced primary and secondary combination can cause re-circulation, which is inefficient and potentially hazardous. These inefficiencies extend into operational and other considerations, such as power.Most cost justification analysis covers capital and physical consumables. These analyses are often not comprehensive or holistic. Ore deposits of rare earth elements (REE) in South-East Asia are classified into four types: carbonatite, allanite, ion-adsorption and placer. Occurrences of the carbonatite deposits are confined almost exclusively to the Red River Fault Zone of northern Vietnam. Since the carbonatites contain dominantly REE fluorocarbonates (eg bastnasite) and lesser amounts of monazite, they are rich in light REE but poor in heavy REE. The ion-adsorption type deposits and prospects were found in Myanmar, Vietnam and Thailand. The ion-adsorption ores generally show lower REE grades than those of the carbonatite type and placer deposits; however, they could be enriched in HREE, which are more precious and scarce commodities than LREE. The ores consist of weathered granites with a significant amount of ion-exchangeable REE, which are extracted by using a dilute electrolyte solution. The ion-exchangeable REE are likely to be sourced from REE fluorocarbonates, allanite and titanite because these minerals are relatively susceptible to weathering and release REE3+ ions into soil water. In contrast, monazite and xenotime are resistant to chemical weathering and could form placer ores. Placer monazite and xenotime have been processed as by-products of placer Sn, Zr or Ti in Malaysia, Thailand and Indonesia, although the current production is small.CITATION:Sanematsu, K, 2015. The Mineral Liberation Analyser (MLA) employs the technologies of scanning electron microscopy (SEM) and energy dispersive X-ray analysis (EDX). The use of backscattered electron images to define phase boundaries produces very high resolution image analysis and subsequently detailed and accurate particle images and data output. The mineralogy, elemental deportment, grain size, liberation characteristics and mineral associations of a large number of samples can be described. The MLA uses a comprehensive set of analysis methods to meet a wide range of applications. The data from ore characteristion projects completed during feasibility studies are important aids for effective plant design. The MLA can be used to establish variation in the mineralogy of an orebody, identify and quantify the deportment of deleterious elements, and provide valuable information to support comminution and flotation test work. In established plants the MLA data is an important component of plant survey work and monthly composite samples. Changes in feed characteristics and/or operating conditions can be monitored and solutions to any deterioration in recovery and grade performance found. The MLA has extensive applications in the minerals industry. Rare and precious metal samples can be accurately measured using high-resolution grey-scale images. Several new measurement techniques have been developed to perform rapid searches of a large number of samples to provide efficient and accurate analyses of fine-grain, low concentrate material. Quantifying the mineral variability in mineral sands operations is essential to maximising grades and recovery. The MLA produces particle-based data on density, mineralogy, size and shape and has developed measurement techniques to provide the elemental quantification required for the characterisation of these deposits. Nickel sulfide ores can be analysed to provide modal mineralogy, elemental deportment and liberation and locking data. The low-grade and variable nickel mineralogy of these deposits makes the use of quantitative mineralogy an essential component of maximising returns. Coarse particle measurements preserve the in situ textures of ores and support flotation and breakage test work for feasibility studies. The deportment of penalty and bonus elements can be quantified and the association and grain-size data can be used to identify potential separation issues.

Human ventures into space are entering a new phase in which missions formerly driven by government agencies are now being replaced by those led by commercial enterprises – in launch, satellite deployment, resupply of the International Space Station and space tourism. In the not-too-distant future, commercial opportunities will also include the mining of asteroids, comets, the Moon and Mars. This research examines the role of off-Earth mining in a growing space economy. In this investigation, the term ‘mining’ is taken to embrace minerals, ice/water and other in situ resources. As the off-Earth mining initiative could be the engine that drives the space economy, it would be useful to understand what off-Earth mining market conditions and technology requirements are needed for that economy to prosper. These specific elements are studied in the wider context of creating an economy that could ultimately support a sustainable Mars colony. The Gladstone region, as one of the most industrially intense regions in Australia, uses significant quantities of fresh water. Awoonga Dam, situated on the Boyne River, is the only major source of water in the region. The current typical annual usage is 53 GL (Porteous, 2006) and approximately 80 per cent of the water is used by heavy industry (Gladstone Area Water Board, 2004). Until relatively recently, there has been ready and easy access to raw water for industrial use. The recent drought, which resulted in severe water restrictions in 2002 and 2003, emphasised the importance of water for a dominant industrial region like Gladstone. Although now in the process of changing, the typical contractual arrangements in the past have provided little financial incentive for efficient water use. From research undertaken on potential water reuse opportunities, several key questions have emerged related to water management in an industrial region such as Gladstone. This paper highlights these key questions, presents findings from recent regional strategies and assesses the potential for water reuse. Even though there is no clear-cut financial incentive for reusing water, there could be stronger regional and risk mitigation drivers for doing so. Initiatives to incorporate adaptive capacity through collaborative industrial synergies would allow for robustness and resilience in water security, leading to long-term sustainable water management across the Gladstone region.

Recent structural interpretations based on historic stope shapes were used to develop a rapid and innovative method to domain and simulate structurally complex, high-grade gold veins at depth in the Edna May deposit. This involved ‘implicit’ modelling of drill hole data using Leapfrog software, which allows complex wireframe domains to be built and updated rapidly, compared to ‘explicit’ manual wireframing methods that are too subjective and time consuming. Conditional simulation was used for resource estimation, in order to simulate the highly variable gold grades associated with the veins. Similar modelling methods could be used to determine the mining potential of other historic gold deposits that are receiving renewed interest because of the high gold price.Gold at Edna May is hosted in the Edna May Gneiss, which is a WNW-striking tonalitic intrusion along a shear zone that dips approximately 45° towards the NNE. Gold occurs in multiple 0.5 - 5 m thick arcuate quartz veins that plunge steeply towards the west. Two phases of historic underground mining at Edna May (1911 to 1922 and 1935 to 1947) produced 360 000 ounces of gold at an average grade 19.5 g/t from seven ‘reefs’ to a depth of 240 m. This established Edna May as one of the highest grade gold mines in Western Australia at the time.Recent drilling by Catalpa Resources confirmed the potential for down-plunge continuity of high-grade veins. New structural interpretations, based on historic level maps and wireframe re-constructions of the arcuate stope shapes, were used as ‘structural trends’ in Leapfrog to model the mineralisation. The resulting wireframes capture the complex distribution of gold in the deposit and were used as domains for resource estimation.Conditional simulation using the Turning Bands method was used to simulate the expected variability of gold grades associated with this mineralisation style and the median of the 100 realisations was used to report an inferred resource. Results of this modelling method are being used to target vein extensions at depth, to consider different underground mining scenarios, and to assess the risks associated with developing and mining this high-grade and high-nugget gold deposit.

In this paper current net present value (NPV) based mine valuation techniques that take into account market and private risk are discussed and analysed. Potential pitfalls that arise from the application of a portfolio, market or commodity based risk metric to a mining project are identified. An alternative non-simulative framework for quantifying and factoring market and private risk in NPV calculations is proposed and then applied to a hypothetical case study in an attempt to overcome identified pitfalls. The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014.
