New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Using iron- and sulfur-oxidising bacteria to catalyse the breakdown of sulfides that host the gold is an important biological method for the pretreatment of refractory gold ores. Following this biological treatment a combination of chemical and physical methods are used for leaching (such as the cyanide process) and concentration (such as carbon-in-pulp or electrowinning) of gold. Although these methods are well accepted by industry, they harbour limitations in the processing of low-grade refractory ores, and regulatory agency/public acceptance of cyanide use. Thus, it is beneficial to industry to develop environmentally friendly, cost-efficient leaching and concentration techniques that are based on micro-organisms. This may soon be possible by adapting the results of recent regolith geoscience research, which has shown that micro- organisms are capable of driving a biogeochemical cycle of gold dispersion, transport and reconcentration in the supergene environment. The indigenous microbiota in biologically active soil microcosms from a number of Australian sites are capable of solubilising up to 80 wt per cent of the gold contained in these materials during 50 days of incubation. Studies using molecular microbial techniques have shown that a metallophilic bacterium, Ralstonia metallidurans, is present in biofilms on gold grains from a number of Australian sites. R metallidurans is capable of actively accumulating gold from solution, suggesting that the bacterium may contribute to the formation of secondary gold grains and nuggets. Identifying the biochemical and physiological pathways that lead to the dispersion and accumulation of gold in regolith, and quantifying the reaction kinetics of these processes may thus lead to the development of industrial bio-processing capacities for gold-containing ores.

Pre-concentration of precious metal and base metal ore types is becoming more relevant with the discovery, development and operation of many lower grade deposits around the world. The fluctuations in metal prices expose many mines to risks especially dealing with low and variable ore grades.Pre-concentration, the process of concentrating the valuable metal into a smaller mass yield, effectively results in the introduction of higher feed grades to milling circuits. Gangue Rejection, the removal of lower S.G. waste rock from the circuit not only results in higher downstream grades but also potentially removes harder, non-valuable mineral, providing significant power savings within the circuit. The pre-concentration or ‘gangue rejection’ process offers a number of benefits when considering the treatment of marginal ore deposits, especially if it can be performed at a coarse crush size; these benefits include a reduction of the operating costs and the feed of more metal units to the mill.Gekko Systems has effectively utilized the Inline Pressure Jig (IPJ) to pre-concentrate the valuable metal, achieving high primary recoveries into a range of mass yields resulting in upgrade ratios between 2 and 10 times.This paper explores the benefits of pre-concentrating ‘marginal’ ore deposits prior to the milling circuit; the selective rejection of ore types that may affect either the recovery or comminution process, and also looks into the potential to effectively reduce the ‘cut-off’ grade when considering the mine planning process. A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. With the recent increase in environmental awareness, gold mining companies are fast becoming signatories of the International Cyanide Management Code (ICMI, 2007). The objective of the Code is to improve the management of cyanide used in gold mining and to assist in the protection of human health and the reduction of environmental impacts associated with the use of cyanide. In particular the code specifies the following cyanide concentration limits: 50 ppm WAD cyanide in a tailings storage facility, 0.5 ppm WAD cyanide for effluents, and 0.022 ppm free cyanide or 0.022 ppm WAD cyanide as surrogate in the post mixing zone of river discharge. Weak acid dissociable (WAD) cyanide refers to those cyanide species liberated at a moderate pH of 4.5, such as HCN(aq) and CN-, and the majority of Zn, Cd, Cu, Ni and Ag complexes with low dissociation constants. It is potentially toxic to humans and animals. Gold plants using cyanide should ideally measure WAD cyanide online and destroy WAD cyanide in excess of the applicable limits to ensure compliance with the Code. Mintek has recently developed an online WAD cyanide analyser (WAD Cynoprobe). The WAD cyanide analysis technique is based on the use of a ligand exchange reagent that liberates WAD cyanide bound to metals such as Zn, Cd, Cu, Ni and Ag. The ligand exchange reaction is represented by the following chemical equation: Metal(CN)X + yLigand ↔ Metal(Ligand)y + xCN- The plant filtrate is treated with a ligand exchange reagent, to liberate WAD cyanide, before measuring the free cyanide concentration via amperometry. The WAD Cynoprobe measures both free and WAD cyanide concentration. Its fast analysis time, approximately five minutes, makes it suitable for use in the control and optimisation of the cyanide destruction and recovery process. The instrument has proven accurate and reliable in the analysis of synthetic copper, nickel and zinc cyanide solutions made up in the laboratory as well as under industrial gold plant conditions during various trials. The WAD Cynoprobe has gained widespread commercial acceptance and is currently implemented on nine gold plants around the world.

Modem mineral exploration and development takes place within a data-rich context underpinned by a wide range of data acquisition, processing and interpretation technologies. This leads to requirements for consistent and explicit methods by which the relative risks - or success probabilities - of exploration programs can be assessed and communicated. Bayesian risk assessment methods are outlined which provide a starting point for this more rigorous approach to exploration investment.   Effective governance of information technologies becomes a core function of the modem competitive Board. As such it becomes a component of any business audit and any assessment of the quality and success potential of a company. Limited data however suggest that the average Board may be under-represented in this increasingly critical skill area.

AngloGold Ashanti Ltd nominated Sunrise Dam Gold Mine as a case study via their involvement with the long-running Australian Mineral Industry Research Association (AMIRA) International P9P research program (AMIRA, 2015) . A group of researchers from the Global Comminution Collaborative (GCC) conducted a comminution circuit survey and review together with a large group of graduate metallurgists, senior metallurgists and operators. Fundamental and applied research understanding was used to identify productivity and efficiency improvements around the crushing and grinding circuits. The limitations of current scientific knowledge were identified through this process and this will allow future research to be more focussed on what is required by industry.The comminution circuit at Sunrise Dam comprises three stages of crushing followed by two stages of ball milling. The secondary crusher and primary ball mill classification were identified as the primary limitations of the circuit. The secondary crusher was found to be underperforming through overall equipment efficiency (OEE) analysis and an improved chamber design was identified by Chalmers University. This improved design will promote higher power utilisation, choke feeding and a finer crushed product for the milling circuit. The primary ball mill product is classified by a combination of a trommel, 3 sieve bends and a hydrocyclone. The combination of poor classification and coarse, competent feed led to a situation where the primary mill was overfilled with rocks, reducing grinding rate due to cushioning of impact. Calcination of samples from the Savage River region of Thsmania containing varying magnesite/dolomite ratios under conditions optimized for the magnesite component, followed by carbonic acid leaching at elevated pressures, leads to leachates of varying composition. For a 3 per cent solids slurry leached at 15.5°C and 700 k Pa carbon dioxide, the leachates have magnesium concentrations in the range 0.71 - 13.2 g/litre. The corresponding magnesium extraction data are 12.5 - 86.4 per cent. The variation in leachate composition would be unacceptable in terms of continuous processing, so that a feed of "constant" composition is essential. Selective mining and physical beneficiation to remove the bulk of the dolomite do not appear to be practical. It is concluded that the most appropriate method of feed preparation is to carry out extensive blending of the magnesite/dolomite ore and the resultant calcine.

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. It is globally recognised that existing and emerging mining activities should be conducted in a æsustainableÆ manner for the entire life of mine. Many companies annually publish corporate sustainability reports to demonstrate their actions in accordance with international expectations. This concept of sustainable mining practices also applies to mine water management, with influences often extending beyond site operations, affecting surrounding catchments and community users. This paper explores differences in conceptual and operational terms of æsustainableÆ mine water management within the Philippines. Outcomes of a review of corporate sustainability reports, governance documentation, research programs, and stakeholder knowledge acquired through action-research workshops are presented. The paper aims to inform and support future capacity building exercises delivered by the International Mining for Development Centre (IM4DC), with outcomes tailored to government officials and policy makers of developing countries. In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

The treatment of hypersaline waters originating from numerous gold projects within the Western Australian Goldfields region via membrane technology has been assessed. A combination of Ultra-filtration (UF) and Nano-filtration (NF) using Ecotechnol’s modified elements effectively removes the polyvalent ions responsible for the high lime and cyanide consumption as well as the prevalence of scale formation characteristic of gold operations in this region. Through removing up to 98% magnesium, 94% calcium and 99.7% sulfates from hypersaline water with total dissolved solids from 40,000mg/L to 250,000mg/L, Ecotechnol and subsequent independent tests have demonstrated up to an 87% reduction in lime consumption and through the ability to increase the operating leach pH, reduce cyanide consumption by up to 28%.CITATION:Tapley, B, Stoitis, N and Lien, L, 2015. Newly published models suggest that some orogenic and Carlin-style gold deposits formed by the remobilisation of trace elements during interaction with hydrothermal or metamorphic fluids from early sedimentary pyrite that was enriched in Au, As and Te. The released trace elements are transported by the fluids to favourable trap sites where they are deposited. Therefore, early enrichment of Au, As and Te in source rocks (particularly in pyritic black shale) can be crucial to the formation of orogenic and Carlin-style gold deposits.The most important cause of the enrichment of gold and other trace elements in the sedimentary basins has been examined in this study to determine which basins are the most prospective for the development of orogenic gold deposits. An important influence for Au and other associated trace element accumulation in sedimentary pyrite is the temporal variation of trace element content in the oceans, as revealed by a database of over 1400 analyses of pyrite from black shale through geologic time. It is inferred that sediments coeval with those where sedimentary pyrite is enriched in Au and associated trace elements are more likely to be source rocks of orogenic and Carlin-style gold deposits.Factor analysis of the trace element content of pyrite through geologic time was conducted to investigate the multivariate relationships amongst trace elements and how these chemical factors explain the uptake of trace elements. One important factor includes Te, Au, Pb and Bi content. The incorporation of these large cations into pyrite is enhanced by As3+ substituting for Fe in pyrite lattice. The As3+ ion occurs in relatively oxidised environments and, thus, it is expected that shales deposited in non-euxinic waters are better source rocks for orogenic gold deposits.The examination of both the time in which the sediments were deposited and the redox conditions of the basin, and the ocean more broadly, can be used as a guide to approximate the extent of a basin’s fertility. The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

"The mining industry is the source for the vast majority of the metal, mineral and energy resources we use on a daily basis. New deposits are discovered over time and are developed into mines before being rehabilitated – a sequence that when repeated can help contribute to the noble notion of ‘sustainable development’, despite the generic concept of mining being the unsustainable consumption of non-renewable resources. The scale of the modern mining industry is immense – from iron ore and coal to base and precious metals, modern mines are sometimes hundreds or thousands of times bigger than their long lost historic ancestors. We also live in a world with emerging and increasing demands for so-called technology metals (aka ‘critical’, ‘e-tech’ or ‘specialty’ metals) that are needed to feed the rapid growth in renewable energy (especially solar photovoltaic panels and wind turbines), consumer electronics, sophisticated military technologies and super alloys, amongst other uses. These elements include the rare earth elements, indium, germanium, tellurium, rhenium, selenium, gallium and many others, most of which had few or no known uses in the recent past. Although the mining industry has been successful in developing ever larger mines and increasing the scale of production, the key issues underlying the future of the industry are declining ore grades, increased tailings and waste rock generation, the presence of toxic or other impurities, balancing the economics of primary and secondary products, stricter environmental conditions, more difficult exploration, increasing community expectations, as well as the processing of more complex or refractory ores, let alone the recent volatility in world commodity markets. Here, we synthesise our recent research on many of these various issues, focusing on the need to link all areas within the mining chain from mineral resources through mining to environmental performance in order to ensure we obtain the most out of our modern mining effort. The paper presents a unique and detailed assessment of the sustainability challenges and opportunities facing modern mining – and geometallurgical thinking is at the heart of this conundrum.CITATION:Mudd, G M, Jowitt, S M, 2016. The Bosphorus Rail Tunnel Project, located in Istanbul, Turkey, aims to provide a Euro-Asian rail link, via an immersed tube tunnel crossing the Bosphorus Strait, along which will run all commuter, freight and intercity passenger trains of Turkish State Railways (TCDD), as well as the future extension to the European rail network. The total length of upgrading and new railway construction will be approximately 76 km. The main structures include the immersed tube tunnel; mechanised shield tunnels; new Austrian tunnelling method (NATM) tunnels; cut-and-cover, at-grade and retained-cut/fill structures; and some service structures. This paper discusses Phase 1 implementation of the project, one of the major transportation infrastructure projects in the world today, whose varied structures present stimulating engineering and construction challenges.

The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.
