Mining ventures are essentially risky businesses. Explorers and project developers (plus their investors and financiers) attempt to minimise the risks involved or at least manage them. Core considerations are the obvious technical and commercial risks, but the socio-political system and regulatory environment in which the project will operate can be more important. Successful mineral investments in a country depend upon obtaining realistic and reliable technical results in a country that provides certainty, to gain and maintain investor confidence in a project. Brief commentary is provided on the usefulness of professional accreditation and ethics plus other specific reporting codes (eg JORC/VALMIN Codes) in reducing risks by reinforcing high technical competence and reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in so many countries). These various risk components are reviewed, especially in a global context, to showcase New ZealandÆs current position. Successful projects are those which provide investors with credible and reliable optimal results in less volatile environments because investors/lenders hate uncertainty and surprises even more.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? New data on the geology of the Late Jurassic to Holocene sediments cover of the World and associated mineral resources (oil, gas, ferromanganese nodules, ores of massive sulphides and other metals) have been compilled in the Atlas at scale 1:25,000,000 and 1:10,000,000. The work was performed by scientists from four Institutes of Russia (VNIIzarubezhgeologia, VNIIoceangeologia, Vernadsky Institute of Geochemistry and Analytical Chemistry of theRussian Academy of Sciences and Geological Institute of the Russian Academy of Sciences). The Atlas shows variation of thickness and formational composition of the large complexes (Upper Jurassic-Early Cretaceous, Upper Cretaceous Eocene, Oligocene-Neogene, Pliocene-Pleistocene), distribution of oil/gas and ore deposits in each complex, data of deepsea drilling (leg 1-130),  thermo-pressure condition in the sedimentary basins within Circum-Pacific Rim.

“Given the increasing scrutiny of the mining industry and its relatively poor record with regards to mine tailings management, increased requirements to minimise water usage (often accompanied by very high costs of water) and the need to demonstrate achievable long-term closure strategies, it is likely that the option of a filtered tailings system will need to be considered in many operations in future.” (Australian Centre for Geomechanics, 2018). Given such a statement as a conference introduction, it is only appropriate that a range of potential technologies are investigated and compared, to create awareness for even underrated but appropriate technologies. The advantages and disadvantages of all technologies need to be considered and analysed. Suppliers are swift to promote their technologies advantages; however aspects of sustainability are not always fully understood. Perhaps a combination of two filtration technologies is appropriate. This paper delves into the technical details, good or bad, of four mechanical dewatering technologies in tailings dewatering and provides insight on an undervalued and, in the author’s opinion, young technology – the screw press.

Recent times have witnessed a notable momentum in the interest surrounding technology dedicated to harnessing waste as valuable resources, prompted by the mounting challenges posed by waste accumulation and the swift depletion of natural resources. The carbon dissolution process within a molten iron bath stands as a pivotal reaction within the metal processing sector. The current study explores the utilisation of waste graphite electrodes (WGE) (obtained after being utilised in an electric arc furnace) as a secondary resource of carbon for dissolution into liquid iron. Experimental investigations were carried out at 1550°C using the sessile drop approach. High purity iron powder was used and the carbonaceous substrates were prepared from the ground WGE. The carbon pickup was determined using a suitable carbon analyser. Furthermore, an examination of the interfacial area between the molten iron and the WGE substrate was conducted beneath the metallic droplet, which effectively represents the iron/carbon interface. This interfacial analysis was carried out on two different samples obtained after a varying period of heat treatments at 1550°C. The interface layer was investigated using scanning electron microscopy (SEM) in conjunction with energy-dispersive X-ray spectroscopy (EDS).

The Australian Mineral Industry has to compete on world markets, so its mineral research has to be aware of overseas developments, it must be of world class, and it must utilise as many ideas as possible in order to solve those problems that uniquely affect Australian minerals processing. North American mineral and resource research may be taken as a guide to world government, industrial, contract, and entrepreneurial research trends and ideas. A number of interesting findings are noted that may guide Australian developments and strategies for the future, in minerals research and exploitation.

Gold was first discovered in the Shotover by Thomas Arthur in 1862. He left his job as a shearer and soon there were up to 3000 miners working over the length of the river. Some parts were extremely rich and a few early miners recovered as much as 300 ounces in a day. From these early days of hand working the operations progressed through to hydraulic elevating once water races and pipes were installed after the Skippers road was completed about 1890. The riverbed was worked in paddocks with .the gravel being sluiced to a central suction which elevated the material over a sluice box. Use of this system continued intermittently through until 1977 when Joe Schieb retired û the last of the hydraulic miners. Many bucket ladder dredges worked on the lower Shotover near Big Beach where the Sew Hoy family recovered a lot of gold. Just after 1900, at least three worked further upstream, one on the beach where Shotover Jet now operates and one further up below the Moonlight. All the sections for this were transported in over the Moonlight Track and the boiler, steam engine and bucket ladder are still sitting at the edge of the river. up near Maori Point a dredge operated from Dredge Slip upstream. Records are poor on these dredges but they all suffered from the frequent floods and large boulders which damaged the bucket line. The last dredging attempt was about 1930 when a suction dredge was constructed on Maori Beach. This failed as seems to be normal for most suction dredging ventures. The river can drop to very low levels in the middle of a dry summer, and in winter when the water is tied up in the mountains as ice and snow. During 1863 when heavy rain melted snow in the high country, the river rose 35 feet overnight and drowned many miners camped on the banks. The ever present risk of flooding dominates the method of working and plant design.

Management of information systems for data collection is essential to maintain data integrity and continuity, and manage loss control on a large world-class mine such as Telfer Gold Mine. This paper aims to describe the individual systems and protocols of geological data capture at Telfer, then focus on Quality Assurance Quality Control data as an example of loss control in practice. Loss control systems are required to provide capacity, flexibility, structure and management tools to enhance data interrogation. The data that have been collected can then provide geological, financial, environmental, and contractual information to optimise management of business best practice. Telfer Gold Mine is a wholly owned and operated subsidiary of Newcrest Mining Limited. The mine is located in a remote area of NW Western Australia, and has been operating for 20 years. Geological data have been collected at Telfer since 1973. The data include drilling, assay, geological, survey, structural and geophysical data. Data management has evolved through many systems with data stored on many different hardware and software platforms. Commencing in 1995, collation, standardisation and validation of the historic data was completed. This has resulted in the first Access based drill hole database incorporating all available drilling data. This drill hole database, now hosted in SQL Server, is the hub for all geology related data management systems. The Telfer Gold Mine Geology Department has developed a series of inter-related database systems in order to manage the core geology business issues. Databases relating to drill hole planning, drill contract management, geological logging, accounting (standard costing, forecasting, invoice reconciliation), quality control (QAQC), and environment rehabilitation have all been developed to manage loss control. Management effort to provide adequate data systems and protocols has driven the system from concept to utilisation. The improved productivity, data integrity and data analysis capabilities provided by the new database systems at Telfer have allowed for greater confidence in decision making. Systems such as the drill hole and QAQC databases, when utilised in the proper manner provide up-to-date data analysis for resource audits and contract negotiations. The loss control systems are essential to maintain confidence in data integrity and hence directly effect the future of mining at Telfer.

An understanding of the origin of mineral deposits and their relationship to local and global geotectonics is essential if regional targets for mineral exploration are to be chosen. Volcanism, metamorphism and tectonism are especially significant for the origin and emplacement of mineral deposits, which, far from being fortuitous oddities of nature, occupy well defined positions within distinctive lithofacies. Thus, suggestions for mineral exploration targets can be made taking into consideration the position of 'fossil' convergent and divergent plate tectonic boundaries to indicate areas of specific types of mineralisation. To be borne in mind, though, that level of exposure, time and location of magma generation are all additional and important controlling factors. To further understand the importance of the above parameters, one must refer to the concept of paired metamorphic belts (Miyashiro 1973) which develop during an orognic cycle. These belts are generally constructed in such a way that an ophiolite type complex with metamorphic grades related to high pressure and moderate temperature regimes is flanked by an area of calc-alkaline volcanism and granitic activity with metamorphic grades within a region of high temperature and low pressure. The former situation is usually the seat of primary magmatic mineralisation, whereas the latter contains base metal. Deposits of acid plutonic and volcanic association. As will be seen later, this particular metamorphic-volcano-orogenic situation is well developed in some parts of New Zealand. For the present purpose a distribution of potential ores as related to plate tectonic processes is given below:a) Divergent plate boundaries: primary magmatic Ni-Cu, Pt,Cr, PeS2 and Cu, Pb,Zn in hot brines-hydrothermal environments Mn deposits.b) Convergent plate boundaries: stratabound Cu-Fb-Zn-Ag of felsic volcanogenic association. Porphyry eu-Au of island arc type, porphyry Cu-Mo of continental type. Cu, Au, Y, Sn, Hg, Sb of vein type and replacement lode related to granitic activity.c) Au of hydrothermal vein association, related to late dynamo-metamorphic events. By virtue of ocean floor spreading, regions of divergent plate boundaries are eventually juxtaposed or welded n to areas where plate collisions occur. This is then followed by partial melting due to various causes, just above the descending plate; thus creating a zone of acid to intermediate magmatism. The final picture is that of an orogenic zone with the paired metamorphic belts outlined above.

Orebodies constitute naturally occurring, commonly highly variable concentrations of minerals in the earth’s crust formed through varying and highly unpredictable processes. Orebody knowledge is a core foundation of a mining company’s asset base underpinning all decisions about Mineral Resource and Ore Reserves, future production, development and ultimately the profitability and competitiveness of a mining enterprise. The decision to invest in a mineral project is usually based upon a techno-economic evaluation of the project and having clear approval pathways to gain local community support and address social and environmental impacts. The main objective of the techno-economic evaluation is to determine the optimum development sequence for the particular orebody in question and to estimate the economic viability of the project and the future return on investment to its stakeholders, balancing the inherent value of the mineral in the ground against the costs of development and market pricing. With the exception of market-driven commodity prices, virtually all revenue and cost estimates fundamentally stem from the understanding and subsequent modelling of the orebody. A reliable estimate of the ore deposit grade and other geological value-drivers is the foundation upon which the business case for future mine development and operation is intricately dependent. Orebody knowledge is, therefore, the fundamental driver of the mineral project cycle, influencing the progression of studies and consequently, the resource company’s ability to declare Exploration Results, Mineral Resources or Ore Reserves which govern the source and cost of funding available to the project. Drilling provides a ‘vector’ to the true nature of the orebody and effectively buys time to manage the technical risk associated with the orebody. Despite its perceived high cost, in both time and money terms, drilling is the only available technology for acquiring the necessary orebody knowledge to support technical and economic studies and to minimise orebody-driven cash flow uncertainty and volatility. However, like all costs, pressure to minimise drilling budgets is ubiquitous across the minerals industry. Paired with inappropriate key performance indicators, drilling is often regarded as a cost to be minimised, rather than an investment to be optimised. Furthermore, as future deposits get deeper and more complex, the collection of orebody knowledge is increasingly on the critical path for project development. The increasing cost of data collection pertaining to these deposits increases the temptation to minimise orebody knowledge gathering at the cost of long-term value as the reduction or postponement of drilling results in greater orebody knowledge risk at all stages of the value chain. Indeed the true cost of the decision to drill less is rarely known until the mine is in operation, well after the mine project evaluation team has moved on. This paper aims to promote orebody knowledge as the fundamental source of endogenous project financial risk and, consequently, its critical importance in project financial evaluation. Furthermore, the report documents experimental research into the development of an econometric model for valuing orebody knowledge. Using the density of drilling data as a proxy measure of orebody knowledge, the proposed approach integrates well-established stochastic grade modelling techniques with the mathematical mechanics of Decoupled Net Present Value (DNPV) which, combined with stochastic grade modelling (conditional simulation), lends itself to the financial International Mining Geology Conference 2022 | Brisbane, Australia and Online | 22–23 March 2022 3 assessment of orebody knowledge risk. Ore from the Browns deposit near Batchelor, in the Northern Territory of Australia, is a fine-grained polymetallic sulfide ore hosted in graphitic black shale. Minerals of economic significance are seigenite (Co,Ni)4S3, Galena (PbS) and Chalcopyrite (CuFeS2) with minor Sphalerite (ZnS). Gangue minerals include quartz, carbon and K-feldspar. The grain size is fine, with a significant amount of the seigenite present as Early flotation work determined that a grind size of around 20 microns was required to achieve clean sulfide concentrates. This work recommended oil agglomeration flotation, in which small sulfide minerals were collected, then loosely agglomerated with oil ahead of flotation into a heavily mineralised froth. In the 400 kg/hr prototype plant this froth proved unmanageable. A conventional flotation circuit after grinding to a P80 of 24 microns and using very low flotation pulp densities resulted in an 86 per cent cobalt recovery.The paper analyses further laboratory work which has increased cobalt recovery to 91 per cent by grinding to û250 microns ahead of flash flotation. The real cobalt recovery breakthrough comes from flash flotation of the whole mill discharge rather than the more usual flash flotation of cyclone underflow. Flash flotation tailings are ground to û38 microns and are floated under normal flotation conditions with only the scavenger concentrates being reground to 20 microns.A one tonne per hour prototyping campaign is scheduled to demonstrate the robustness of this circuit.

Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

The Kwinana (Western Australia) and Gladstone (Queensland) industrial areas are among the few dozens of heavy industrial areas globally that demonstrate significant levels of regional resource synergies. Such synergies are also referred to as æindustrial ecologyÆ or æindustrial symbiosisÆ. Fundamentally they involve the exchange of by-products or sharing of utilities between companies in close geographic proximity to achieve competitive advantage and environmental benefit. A concerted research effort is currently underway to foster greater realisation of regional resource synergies in minerals processing intensive regions, in Australia and internationally. This paper summarises current insights from the foundation research into engineering tools and technologies and enabling mechanisms for regional resource synergy developments. Regional resource synergy developments were reviewed for 16 international and two Australian regions. It was found that Kwinana and Gladstone compare favourably with the well-regarded international examples of regional synergy development. Given the fairly strong evidence that self-organisation is critical for regional synergy developments, an implementation model has been proposed that captures entry points for synergy developments at the level of platform (industry collaboration), process (developing synergy opportunities) and project (assessing and implementing specific synergies). It was also found that regional synergies have so far developed in the absence of specific methods for identification and screening of synergy opportunities. Moreover, very limited attention has been paid to the associated technological and engineering challenges. The current technical research effort therefore targets: the development of a toolset for the identification and development of potential synergy opportunities; and assessment of technology needs and opportunities for regional synergies involving water, energy and materials recovery and reuse.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level.
