Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

Gippsland has perhaps the most colourful history of exploration of any area in Australia. Hydrocarbons were first discovered in the Gippsland Basin in 1924 when a water well at Lakes Entrance encountered oil and gas shows. In 1942, the Commonwealth and Victorian Governments, in an effort to supplement a wartime oil shortage, sank a shaft near this well and produced 8000 barrels of low gravity oil up to 1956, when the field was abandoned. A total of 64 shallow wells had been drilled in the Lakes Entrance area by that time. Elsewhere in the onshore Gippsland Basin, 30 wells were drilled from 1925 to 1941. In 1960 BHP Ltd was granted an exploration permit covering much of the offshore area of the Gippsland Basin. Esso Australia Ltd joined BHP in 1964 and drilled the Barracouta-1 gas discovery in 1965. Since then over 100 exploration and appraisal wells have been drilled in the basin resulting in the discovery to date of some 3.6 billion barrels of recoverable oil and 8.8 trillion cubic feet of recoverable gas (Current remaining recoverable reserves are 906 million barrels of oil and 5.7 TCF of gas). Exploration in the offshore areas is actively continuing today and new discoveries are still being made.

"Currently mine process studies and geochemical waste characterisation are considered as two interdependent studies, necessary for the development of the mine and inclusion in the environmental impact statement (EIS). Geochemical waste characterisation will utilise the simulated tailings produced by the mine process studies team to understand the behaviour of the tailings, but the two teams rarely integrate these to develop a coherent and agreed final design.Thorough mine waste geochemical assessments can develop processes to minimise environmental harm, resulting in substantial savings in the decommissioning, closure and rehabilitation phases, and may also be able to address changes in mineral processing methods that can result in substantial savings in process inputs, or even recovery of metal concentrates.Based on geochemical waste characterisation, the full cost of waste management can be calculated and incorporated into the costing of milling.  This allows for a more effective evaluation of the metallurgy.  A number of examples are presented in which substantial improvements have been made from the collaboration of both the metallurgical and geochemical teams during planning and the metallurgical team and environmental team during operations.*This paper is only available for individual download. It is now becoming mandatory in Australia to rehabilitate ponded fine grained coal mine tailings, which may well have been deposited initially with no consideration as to how or whether this could be done nor to the costsinvolved. Of prime importance to the rehabilitation of tailings ponds are the bearing capacity and deformation characteristics of the tailings. Since the tailings are fine grained, time effects will govern the self-weightdeformation of the tailings initially deposited as a slurry and the subsequent deformation of the deposit under the weight imposed by rehabilitation fill. The engineering properties of a particular deposit of ponded tailings havebeen investigated and its response to the placement of fill monitored and analysed.

The Deep Ore Zone (DOZ) is a block cave mining operation exploiting a diluted reserve of 131 million tonnes grading 1.06 per cent copper and 0.81 g/t gold in the lower portion of the Ertsberg East Skarn System (EESS). The EESS is a calcium-magnesium silicate skarn containing in excess of 250 million tonnes of copper-gold ore, located in the Ertsberg Mining District on the crest of the Jawawijaya mountain range in the highlands of Irian Jaya, Indonesia. The EESS was discovered in 1968 where it cropped out at an elevation of 4050 metres above sea level. The Ertsberg Mining District is underlain by siliclastic carbonate and siltstone formations of Jurassic to Tertiary age. The sediments have been folded and are cut by major bedding subparallel and crosscutting structures. Intrusion of a series of igneous bodies post-dates folding and faulting. These I-type intrusions are the source for the copper-gold mineralisation found in the Ertsberg Mining District. The EESS is hosted by carbonates of the Tertiary Waripi and Faumai Formations that have been altered to calcium-magnesium silicate skarn and is situated on the southern limb of a northwest-trending syncline. The EESS is an essentially vertical tabular body with a vertical extent of at least 1200 metres and a lateral extent of up to 1000 metres. The width of the EESS averages 200 metres and locally is in excess of 300 metres. The northeast (hangingwall) contact of the EESS is a skarn reaction front in sudden contact with barren marbles. This contact coincides with a zone of localised faulting and brecciation. The EESS is bounded to the southwest (footwall) by the Ertsberg Diorite, a 3.25 Ma old intrusive. The DOZ block cave operation extends from 3040 metres above sea level to a maximum of 3388 metres above sea level, has a length of 860 metres and a maximum width of 350 metres. The DOZ is a high temperature skarn with a prograde forsterite/diopside mineralogy whose protolith is the dolomitic Tertiary Waripi Formation. The principal retrograde alteration minerals include tremolite, actinolite, serpentine, talc and chlorite. Grade is highest where bornite occurs in large dense complex intergrowths with magnetite and anhydrite. Grade has been locally enhanced in the DOZ by a late-stage pyrite-chalcopyrite hydrothermal alteration event with associated brecciation. Ertsberg Diorite along the footwall of the skarn is also included in the reserve where it is mineralised endoskarn or has been mineralised by porphyrytic or late stage hydrothermal alteration. Formation of the EESS was initiated by contact metamorphism during the intrusion of the Ertsberg Diorite with later metasomatic alteration during both prograde and retrograde phases. The bulk of sulphide mineralisation formed late in the retrograde phase. The EESS is open along strike to the northwest and down-dip with on-going exploration of these areas. Current exploration is targeting both endoskarn and porphyry style alteration and mineralisation of the Ertsberg Diorite.

The Miwah prospect lies on the dilational 070¦ trending Miwah Lineament near its intersection with northerly oriented fractures within Pliocene volcanic rocks exposed between a NW trending segment of the dextral transcurrent Sumatra Fault, and the more northerly trending Samalanga-Sipopok Fault to the east. These faults reflect the continued interaction between stresses from the India-Australia plate located to the southwest, and spreading within theAndaman Sea to the north of Sumatra. A system of deep seated faults is believed to have facilitated emplacement of post-Miocene magmas and Quaternary volcanic centres at shallow crustal levels throughout northern Sumatra. Miwah mineralisation is associated with variably dipping structurally and lithologically controlled argillic and advanced argillic alteration. An oxidised supergene leached zone and a recent, thin, unaltered tuff blanket partly overlie the mineralisation. Mineralised zones are commonly brecciated and veined, and display quartz, quartz-alunite, quartz-alunite¦pyrophyllite¦kaolinite replacement assemblages, surrounded by more weakly mineralised, often vugghy quartzalunite¦pyrophyllite¦kaolinite advanced argillic, and argillic zones of quartz-kaolinite, quartz¦pyrophyllite¦kaolinite and smectite-illite-quartz. Propylitic assemblages are marginal to more intensely altered zones. Hypogene copper mineralisation is typified by enargite, luzonite, and covellite. The host mineral to gold is uncertain at present. Rare barite, native sulfur, and ?telluride also occur. Bornite and chalcopyrite have been observed in transported altered rocks in faults. Generally the mineralisation is anomalous in precious metals, locally enriched in Cu, erratic in Pb, and depleted in Zn, with a good correlation between Cu-As-Ag.

The criterion for assessing the accuracy of coal reserve estimates proposed by Philip and Watson (1982) is criticized.Following Royle (1977), it is suggested that the global estimation variance found by geostatistical methods is more appropriate.This method is applied to coal data from the Bowen Basin. This shows that two factors (the inherent variability of the variable under study and the total number of drill holes) have more influence over the accuracy of the reserve estimate than the form of the drilling pattern. Comparisons between the relative errors for different sized regions demonstrate that the spacing between drill holes is of secondary importance. The dominant factor is the total number of holes.Comparisons between the relative errors show that some variables such as sulphur need a much denser sampling than the others to obtain the same level of precision.

The structural variations occurring in pellets of finely divided mixtures of iron ore and coke breeze, metallized by firing at elevated temperatures, have been examined microscopically. For any given pellet composition, time and temperature are the two most important factors in determining the development of the bonding processes.INTRODUCTIONThe success of sintering and pelletizing processes in the agglomeration of fine iron ores for blast furnace use has brought about rapid changes in thinking relative to methods of preparing furnace burdens. Increases in productivity with the use of sinter emphasize the advantages of a stable, uniformly sized furnace feed. Current practice is to produce a self-fluxing sinter containing most of the lime requirements of the furnace incorporated as a stable medium (Figgis and Charker, 1962). The elimination of fine material from the burden allows greater stack permeability and smoother operation.Sintering and pelletizing of iron ores with or without the incorporation of fluxing compounds has conditioned operators to the extent that it is now considered possible that all components of the burden may eventually be beneficiated in one form or another. Investigations are in hand to improve the quality and sizing of coke, which occupies the major part of the burden volume (Callcott, Innes and Brown, 1961; Innes, Gregory and Worner, 1963). Interest is also being revived in methods of pre-reducing iron ores prior to charging to the furnace (Hansen, Melcher and Fine, 1961). The mining sector has been a leader in investing in safety improvement initiatives, yet relatively few mining organisations can accurately track the positive effects of these initiatives or identify areas that may require more attention. The consequences of not taking safety seriously are severe, and unfortunately injuries and fatalities are continuing to occur across the mining sector (Brady, 2019). There is a tendency to turn to lag indicators such as All Injury Frequency Rate (AIFR), Total Recordable Injury Frequency Rate (TRIFR), and Lost Time Injury Frequency Rate (LTIFR) to track these outcomes. As outlined below these approaches are inherently flawed and a renewed focus is needed on indicators within the control of leaders, indicators that have high predictive validity for future events and data that is used in a way to enable learning and change.

Stripping of Fe (III) from D2EHPA Using Different Reagents The common way to extract Fe(III) from an organic solvent is by using concentrated acidic solutions. The stripping of Fe(III) from organic solvent Di-2-ethylhexyl phosphoric acid (D2EHPA) by hydrochloric acid (HCl) solutions has been found to increase with increasing the acid concentration. However, the use of a concentrated acidic solution such as 6 M HCl can degrade the organic molecules. In this research, to increase the efficiency of Fe(III) stripping from D2EHPA, effect of some acids, salts and buffer solutions was studied. Influence of Tri-butyl phosphate (TBP) as modifier on the Fe(III) stripping operation was also investigated. According to the results, the best Fe stripping recovery was achieved in the presence of low acid concentration and the salts which was 72.4 per cent oxalic acid, 70 per cent ammonium oxalate and 75 per cent buffer of oxalic acid and ammonium oxalate. The results also showed a better recovery in the presence of the buffer rather than the salt. Finally, increasing the concentration of TBP, HCl and H2SO4 resulted in a higher stripping efficiency of Fe(III). However, in the presence of oxalic acid and its salts increasing the reagent concentration did not increase the stripping efficiency and at this condition, the recovery of iron remained constant.

With the employment of a system of ore pillars to support the hanging wall during the mining operations at the North Mine, it was found that, when the stopes were worked out and the pillars remained intact, the main footwall drives developed an undulating longitudinal section due to the shrinkage of the filling in the worked out stopes.These depressions collected water, which made the footwall drives very wet under foot, and everitually worked its way into the pillar workings and the levels below.Water was also finding its way into the shafts because of the silting-up of the level drainage systems and, as both the shafts are down-cast, this tended to increase the humidity of the air entering the mine.To overcome these troubles it was decided to try a system of siphons as a method of subsidiary drainage.SYSTEM AT PRESENT IN USE.All drainage water is collected as near to its source as possible, run into a sump in an adjacent low lying part of the level, and continuously removed from these sumps by a siphon system.Each level has its own system. One of the most significant technical and practical challenges facing the tunnel construction team on the Legacy Way road tunnel project in Brisbane, Australia was how to erect the prestressed precast concrete slabs to form the smoke duct in the tunnel boring machine (TBM) tunnels.An essential part of the tunnel ventilation system, the smoke duct extends the full length of the 4.6 km-long twin two-lane tunnels. The vast majority of the tunnels (approximately 4.3 km) were constructed using two 12.4 m diameter double-shield TBMs. The refurbished Herrenknecht machines broke several world records on the way to completing the tunnel excavation works in just over nine months. With the excavation complete the focus turned to solving the complex civil tunnel fit-out challenges. A key component of the civil fit-out of the tunnels was constructing the smoke duct in the TBM tunnels, which was designed as a precast solution.The slabs, which each measure 8.62 m long × 2.0 m wide × 200 mm thick and weigh close to 9?t, need to be erected above cast in situ corbels whilst other tunnel finishing works continue. The space-proofing clearance offered by the design to the support corbels below and the precast segmental lining above was in the order of only 100 mm.This paper tells the story of how the Transcity Joint Venture (JV) tunnel fit-out team comprising some of Europe and Australia’s leading tunnel construction specialists drew upon the global strengths of the existing JV member companies and the global reach of leading TBM manufacturer Herrenknecht to develop an innovative system in solving this challenging problem. Lord (Geological Survey of Western Australia): During the last few days in Kalgoorlie here we have heard on various occasions of the great job the mining engineers have done persisting against rising costs and increasing salaries without a rise in the price of gold. I think it has been somewhat overlooked that it has been difficult to find additional ore as well. I consider that geologists also should be commended on their action in persisting to search for more orebodies. This goes on in any mining community, but in Kalgoorlie in particular, I believe, over the last few years that it has been more difficult all the time to find additional orebodies and the Companies are calling for higher grades to offset the economic condition. I feel that this paper by Mr. Finucane shows that the geologists have persevered on an idea and discovered that they can find additional orebodies in the calc schist where previously it was thought that these did not occur. This has added many tons to the ore reserves, and although it is not very significant at the moment, the significance will probably improve as more work is done.The whole thing has shown us the importance of economic geology. Mr Finucane has had many years of experience here and he has given us a very able exposition of the economics of ore finding, and there are not many questions that one could pose to him, because most of the information he presented is obviously fact borne out by drilling, underground development and lining up the ore channels. The source and transport regions of fluidised (transported) breccias outcrop in the Cloncurry Fe-oxide-Cu-Au district, providing insights into the origins of other fluidised magmatic-hydrothermal breccias such as kimberlites. Discordant dikes and pipes with rounded clasts of metasedimentary calc-silicate rocks and minor felsic and mafic intrusions extend several kilometres upwards and outwards from the contact aureole of the 1530 Ma Williams Batholith into overlying schists and amphibolites. The brecciation initiated at depths >10 km and may have resulted in surface breaching. We used analytical equations for particle transport to estimate clast velocities (eÆ 20 ms-1), approaching volcanic ejecta rates (up to 80 ms-1). The wide range of CO2 fluid inclusion densities (up to 150 MPa), the localisation of the base of the breccias in contact aureoles, and the scale and discordancy of the bodies suggests the breccia transport process was triggered by an abrupt release of overpressured fluid. At these depths, such extreme behaviour may have been achieved by release of dissolved fluids from crystallising magma, in combination with a strongly fractured and fluid-laden source, sitting under a strong, low permeability barrier, and such parameters may be analogous to the asthenosphere/lithosphere boundary in the case of kimberlite initiation. The relationship of these breccias to the Ernest Henry iron-oxide-Cu-Au deposit suggests they may have been either fertile or æfailedÆ orebody feeders.

Low displacement fault zones often comprise a mesh of interlinked faults, extensional-shear and purely extensional vein fractures. Hydrothermal mineralisation localised around such structures testifies to their importance as conduits for fluid flow. Mesh structures are most commonly developed in situations approximating bulk pure shear but predominantly simple shear meshes also occur. They appear to develop through the infiltration of pressurised fluids into a heterogeneous rock mass with varying material properties. In some circumstances, mesh formation appears to be a precursor to the development of major through going faults. Mesh formation generally involves hydrofracturing (Pf > s3, at least locally) and the condition Pf ~ s3 to be maintained for the mesh to remain a high permeability conduit, requiring fluid over pressuring at other than shallow depths in extensional-transtensional regimes. The volumetric character of earthquake swarm activity appears to result from the passage of hydrothermal fluids through mesh structures, representing a form of distributed fault-valve action along suprahydrostatic hydraulic gradients arising from magmatic intrusion, compaction overpressuring, metamorphic dewatering, etc. Fluid redistribution in the crust is influenced by maximum hydraulic gradient (not necessarily vertical), by existing permeability anisotropy arising from bedding and other forms of crustal layering, and by structural permeability developed under the prevailing stress field. Strong directional permeability develops in the s2 direction, parallel to fault-fracture intersections within the mesh and orthogonal to fault slip vectors. In particular tectonic settings, stress-controlled permeability allows strongly focused flow through fault-fracture meshes with high potential for mineralisation. Favoured localities for mesh development include short-lived link structures along large-displacement fault zones such as dilational jogs, lateral ramps, and transfer faults.

Grey River Gold Mining Ltd commenced dredging alluvial flats in the Grey River Valley in 1989. Previous drilling indicated over 100 million cubic metres of gravels with some 90 per cent of the gold in the bottom seven metres. The dredge built by Rahco, Spokane, was innovative in a number of aspects but particularly in the fact that a separate ladder with a cutter and pump was used to strip the overburden and a bucketline to mine the gold bearing wash below. Metallurgical studies and exploration were initiated when the project commenced. Leasing and environmental considerations were investigated and action taken. While progress is being made, the operation at this stage is not meeting required production and performance. Main problems have been with the stripping system and wear.

This paper aims to collate the metallurgical test work undertaken on the Barrytown mineral sands deposit. It is intended to serve as a summary of mineral dressing work undertaken by all interested parties up to the time of writing. Areas requiring further investigation are: in situ grades and recoveries of accessory minerals,the question of 'rank' of ilmenite within the deposit,flow sheet development for the recovery of gold and monazite, andcost analysis to investigate the relative worth of other minerals; notably rutile. Flow sheet development with respect to the Accessory Minerals cannot be accurately defined until the importance of each mineral in terms of grade, recovery and expected revenue is determined. To date, ilmenite and zircon flows are well documented. Further work is needed to quantify recovery's and flows of the other minerals; notably monazite, gold and rutile.
