Recognizing the fact that the problems of the committee named by the Board to prepare the "official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the, Committee.

COMPARED with the equipment used in most industrial processes, the open-hearth furnace has a relatively short life. The most important quality of an open-hearth refractory, therefore, is its rate of failure. This discussion of the physics and chemistry of the individual refractory materials will keep upper- most the question "Why, how, and where does it fail?" CAUSES OF FAILURE The principal causes of failure of open-hearth refractories are, in their order of importance: 1.Reaction with iron oxides. 2. Reaction with slag. 3. Flow and failure under load. 4. Melting. 5. Spalling. 6. Mechanical breakage. Reaction with Iron Oxides and Slag. Reaction with iron oxides and slag is by far the most important cause of failure. Liquid iron oxide comes near to being the "universal solvent" sought for by the alchemists. Among the materials commonly used in the open-hearth furnace, magnesia has the greatest resistance to this liquid and fireclay the least. The relations of iron and oxygen at high temperatures are illustrated in Fig 14-18. The liquid iron oxide that forms wherever iron is in contact with air or combustion gases cannot be given a definite formula. The percentage of oxygen at steelmaking temperatures may range from 21 to 28 (iron 79 to 72), depending upon the temperature and the oxygen pressure and also upon whether or not the liquid is in equilibrium with metallic iron. A new process is described for extracting uranium from ores containing sulphidic minerals, which comprises treating an aqueous pulp of the ore with air or oxygen at elevated temperatures and pressures. The acid required to dissolve the uranium is generated during the leach through oxidation of the sulphides. The chemistry of the process is discussed and laboratory results are presented to illustrate the operation of the method and the variables which control it. With most ores, leaching at a temperature of 130°C and an oxygen partial pressure of 10 psi provides uranium extractions of 90 to 95 pct in 4 to 6 hr. The acidity and level of dissolved impurities in the leach liquor can be kept fairly low. The method is characterized by a number of advantageous features including low reagent cost, short retention times, and high recoveries. RECENTLY there have been developed several processes for extracting metal values from ores by pressure leaching techniques;' -' an example is the carbonate leaching process for uranium ores which has been studied in this laboratory.' Leaching is carried out under oxygen pressure to ensure oxidation of the uranium to hexavalent compounds which are soluble in carbonate solutions. During the course of investigations relating to this process, it was observed that sulphide minerals, such as pyrite, usually were oxidized under the conditions of the leach treatment resulting in the formation of iron hydroxides and sodium sulphate, i.e. 2 FeS= + 7Vz O2 + 8 Na,CO3 + 7 H,,O -* 2 Fe(OH)3 + 4 Na2SO4 + 8 NaHCO.,. ALTHOUGH it is obvious that in any flotation process we must have a froth, in recent years the development of collecting reagents has caused the possibilities of better frothing agents to be overlooked. Some investigators have even gone so far as to say that the number of satis-factory frothing agents was sufficient. A little consideration will show, however, that the reagents available in the past were far from ideal frothers. The properties of an ideal frother for flotation work may be set down as follows: 1. It. must form in low concentrations a copious but not too persist-ent froth. 2. It must be insensitive to hydrogen-ion concentration of the pulp; that is, it must froth equally well in an acid or alkaline medium. 3. It must be insensitive to salts, even in high concentration. 4. It must be absolutely noncollecting to both sulfides and nonsulfides. 5. Its frothing properties must not be affected by collecting reagents, including soap, the most generally used nonsulfide collector. 6. It must readily emulsify and disperse any insoluble collecting agent that is likely to be used. Clearly the existing frothers do not qualify. Pine oil, for example, is an acceptable frother for many purposes but if used in soap flotation a delicate balance between pine oil and soap must be struck because, as pointed out by Coghill1, these two reagents are incompatible in certain concentrations. The objections to soap itself as a frother are obvious, and the cresols and their substitution products all have some collecting Dower and very little emulsifying power.

"The Midvale. Plant of the United States Smelting, Refining and Mining Company, situated twelve miles south of Salt Lake City, consists of mills for concentrating lead-zinc ores and a custom lead smelter.The milling department includes a 475-ton gravity mill for ores from the United States Mines at Bingham, a 100-ton Huff electrostatic zinc plant and a 60-ton pilot flotation mill for differential separation of lead and zinc. The gravity mill and electro¬static plant are being replaced by a 600-ton differential flotation plant, now under con¬struction, for differential separation of lead, zinc and iron. This new mill will have cap¬acity for treating custom ores in addition to ores from the company's mines at Bingham.The smelting department is equipped to handle 1600 tons of charge per day through six blast furnaces, 48 inches by 160 inches at the tuyeres. All gases from both blast furnaces and roasters are filtered through baghouses, which remove the dust from the gases so effectively that even when the plant is running at full capacity no smoke can be seen coming out of the 450-foot brick stack handling rca2ter gases, nor out of the two shorter steel stacks which take the blast furnace gases. On this account the Midvale plant has come to be known as the ""smokeless smelter.""The blast furnace gases are filtered through 832 woolen bags, 33 feet 6 inches by 18 inches in diameter, and 1200 woolen bags, 28 feet by 12 inches in diameter."

Exploitation drilling in the majority of the larger fields was suspended and existing production kept within predetermined limits by beaning. Most of the smaller fields were shut down entirely. The depth of producing levels varies widely in the different fields. Shallow fields with drilling depths to 500 meters (1650 ft.) are still numer-ous as well as those with depths between 500 and 1000 m. (3300 ft.). A few of the newer fields reach greater drilling depths. up to 1600 m. (5250 ft.). The deepest exploration well drilled to date (Djambi field, South Sumatra) reached a depth of 2332 m. (7650 ft.) before abandon-ment in March, 1930. The specific gravities of the various crude oils produced range between 0.65 (86.2° A.P.I.) and 0.95 (17.5° A.P.I.). The lighter crudes have a high gasoline content and fuel oils are derived from the heavier crudes, which usually are rich in paraffin.

ABOUT three years ago at a coal mining institute meeting, it was predicted that mechanical load-ing underground would progress faster than either the electric coal-cutting machines or electric loco-motives had in previous years. This prediction has proved correct so far. In 1925 over 6,000,000 tons of,coal was loaded mechanically underground in the United States and it is estimated that the 1926 tonnage will reach 10,000,000. The use of electric mining machines and locomotives .has prepared the way for quick results. Most coal mines are now equipped with electric power and have a competent staff who understands its use. In spite of this advantage the introduction of the loading machines brings many new problems. Im-proved and concentrated transportation; doing the drilling, shooting, tracklaying and face timbering with company men instead of the former tonnage men; doing the work on the new basis in an economical and efficient manner; altering or modifying mining systems where necessary to further improve the work and reduce oper-ating costs; improving the percentage of lump coal and reducing the slack content where desirable; improving the cleaning of the coal and obtaining a more dependable .and uniform output are a few of the problems that must be met. Each of the different types of loaders now on the market has its particular advantages and disadvantages for a given mining condition. Even with the same mining conditions one type will work well under one ;system of handling, whereas another may favor another system or mining method.

The Questa mine is located in northern New Mexico on the western flank of the Sangre de Cristo Mountains about 75 miles north of Santa Fe and ranges in elevation from 6,800 to 10,000 ft. GEOLOGY The rocks of the area are Precambrian metamorphic rocks covered by Tertiary extrusive andesites and rhyolites and intruded by Tertiary granitic rocks. These Tertiary intrusives are localized in an east-west belt about 20 miles long and 2 miles wide, extending from Questa to Red River. The Questa orebody is associated with a north-trending aplite intrusive about 3/4 mile wide and 1 3/4 miles long. In the area of mineralization, the metasomatism of aplite has produced a mottled porphyritic rock. This hybrid rock has caused much of the controversy about the Questa mine intrusive. The orebody is essentially monomineralic and consists of numerous closely spaced molybdenite veins varying in thickness from ' 'paint" to 3 in. and occurring in both the andesites and the intrusive. In the intrusive the veins are often siliceous. Common alteration minerals associated with the molybdenite ore vary with the original composition of the rock. The alteration of the aplite has produced phenocrysts of orthoclase, albite, oligoclase and biotite; veins of quartz, orthoclase, and biotite; and graphic myrmekitic intergrowths of feldspars and quartz. In many places near the contact, the andesite is indistinguishable from the metasomatized aplite. The dominant alteration in andesite, however, is the development of fine-grained biotite with apatite, rutile, and sphene.

THE Morning mine is operated through one main working adit, known as No. 6 or 800 tunnel level. At a distance of 10,000 ft. underground from the portal is the vertical four-compartment, main working shaft, which extends to the 3050 level, a distance of 2250 ft. below the collar, or 800 level. Shaft-stations are cut and levels opened every 200 ft. of depth and the ore is stoped to the next level above. The vein is nearly vertical and the ore is usually fairly massive and brittle. Both walls are soft and slabby and much difficulty is therefore experienced in holding them. Stopes are usually carried up in short sections, approximately 200 ft. in length, that are mined as rapidly as possible in order to avoid a too great replacement or repair of stope timbers. The four-compartment vertical shaft, 110 ft. in the footwall of the vein, is the sole medium of outlet for all ore mined below the adit level. Two compartments of this shaft are used exclusively for hoisting ore, except at the time of changing shifts, when one compartment is used to handle some of the men and timber. The third compartment is equipped for handling men, tim-ber and all general supplies and is operated by a Nord-berg 300-hp. electric hoist. This hoist has a lifting ca-pacity of 14,000 lb. with an average rope speed of 800 ft. per minute. The fourth compartment is used solely as a manway and pipeway.

INTRODUCTION Union Carbide is currently operating an in-situ leach project on the Palangana Dome area in Duval county. This deposit meets all the requirements for in-situ leach in that the ore (1) is below the water table, (2) is in a permeable horizon, (3) is amenable to chemical leaching, and (4) is confined by impervious layers. This project has been under commercial production since 1976, and its capacity has been expanded on three occasions since going on-stream. Recently, additional uranium reserves were discovered on the Rogers-Cardenas (R-C) property about 32 km north of the Palangana operation. The ore is located within the Oakville sands and its characteristics are quite similar to those of the ore at Palangana. Both are an unconsolidated Arkosic sand high in clay and calcium carbonate. The R-C ore, however, is somewhat coarser with a mean particle size of 0.15 mm as compared to a mean particle size of 0.07 mm for the Palangana ore. In all respects it would appear that this ore would be a candidate for in-situ leach as a satellite operation to Palangana. Unfortunately, R-C ore is above the water table and, therefore, not amenable to the Palangana practice. Because of the limited known reserves in this deposit, it is readily apparent that conventional mining and milling are out of the question. However, because of its proximity to our Palangana operation, it seemed worthwhile to consider other options. The most viable route based on our past experience was to heap leach the ore. Our recent success at our Gas Hills facility and our Maybell operation, in employing a heap leach practice to our marginal reserves seemed to be a logical approach for processing this ore. Our experiences at both locations are described in "Heap Leaching - A Case History" by R. G. Woolery et al., Mining Engineering, March 1978. In both instances the process is an acid leach circuit and acid consumption averages 20 kg/t H2SO4. A preliminary feasibility study showed that because of the high strip ratio required for the R-C project to be successful, additional ore reserves must be located and that a method of heap leaching with an alkaline circuit would have to be developed. As a result of this paper study, the decision was made to proceed with a program of additional exploration drilling to determine the total ore reserves that could be mined economically. The Mining Department will evaluate each ore zone for cutoff grade, strip ratio, and expected mining cost. At the same time, a laboratory program to evaluate the available core samples for amenability to heap leaching with respect to an estimate of uranium recovery and processing costs was developed. This program is currently in progress, and at this time, we are just completing our process amenability study. BENCH-SCALE EVALUATION OF THE R-C ORE The initial bench-scale slurry leach tests on the R-C ore showed an acid consumption in excess of 200 kg/t H2SO4. These data, of course, discouraged us from considering this process route. Not only would the acid cost be prohibitive, but the gypsum generated by the reaction of the sulfuric acid with the calcium carbonate of the ore would severely effect the percolation of the lixivant. For this reason, the laboratory program was directed toward an alkaline circuit compatible with heap leaching. Because of the proximity of the R-C property to our Palangana operation, it seemed advisable to integrate the processing of this ore into the production at Palangana. Doing so would enable us to bring the R-C property into production by merely enlarging our present facilities at Palangana; otherwise, construction of a grass roots plant would be necessary. Ideally, the simplest method would be to construct the heaps at Palangana and employ an ammonium carbonate/bicarbonate leachant compatible with the in-situ production liquor. The product liquors could then be co-mingled or processed separately as desired. To determine if this goal was practical, samples of the R-C ore were obtained, and a laboratory program initiated. Heap leach amenability testing consisted of preliminary bench-scale evaluation to determine optimum solution strength and ultimate uranium recovery, followed by small column tests to confirm the bench-scale metallurgy and to determine percolation characteristics. These bench-scale tests are being followed by pilot-scale testing approximating field conditions. As expected, the bench-scale tests showed that the dissolution rate is considerably slower for alkaline leach than has been our experience in acid leaching. Because of the slower reaction rates, product liquor grades will be lower than for acid, as greater volumes of solution are required for satisfactory uranium extractions. The greatest influence on reaction times found in the laboratory was the carbonate/bicarbonate strength and oxidant addition. However, the higher salt concentration reduced the efficiency of the IX resin circuit and about 25g/L salt proved to an upper limit compatible with subsequent IX treatment. The oxidant contributed significantly to the early extraction rate but seemed to have only minimal effect on the total practical U308 extracted or the time required to achieve it. This variable will require larger scale testing to determine if the added cost of the oxidant is actually justifiable. Thus, the small-scale laboratory slurry tests, based on the 0.088% U308 sample available, indicate that leaching at 25g/L ammonium carbonate/bicarbonate, with or without oxidant, we might expect an 80-85% U308 extraction on this ore.

Despite the uncertain political situation in Katanga, copper and cobalt mining and metallurgical operations of Union Miniere du Haut-Katanga were normal at the time of this writing. In fact operations continued normal after Congo independence on June 30, 1960, with copper and zinc production for that year being slightly higher than in 1959. United Nations military operations from September to December 1961 resulted in death, shutdowns and damage to company persons and installations. Nevertheless, results for that year were only slightly off normal production. Moise Tshombe delared Katanga a separate state after Congo independence. Although there has been tribal unrest, the new State has enjoyed relative calm and normal industry by comparison with other parts of the Congo as a result of the firm hand of Moise Tshombe's government and the continued presence of Belgian officials and technicians.

The wildcatting in northern and northwestern Missouri, which started in 1939, was continued in 1940. Two new gas fields were found and one discovered in 1939 was further extended. The total number of completions was 94, of which 5 were oil wells with about 48 bbl. initial production, 30 were gas wells with an initial open-flow capacity of 37,655,000 cu. ft., and 59 were dry holes. The outstanding discovery was the Polo gas field, T. 55 N., R. 28 and 29 W., in Caldwell County. A sand now believed to be a lens in the Bandera shale at a depth of 400 ft. yielded flows of more than 12,000,-000 cu. ft. In all, I0 wells with 31,490,000 cu. ft. of gas, were drilled. The rock pres-sure is 80 lb. At present no arrangements for an outlet have been made. In Platte County, the Prairie Point gas pool in sec. 7, T. 51 N., R. 33 W., and sec. 12, T. 51 N., R. 34 W., and the Lake-side pool in sees. 5 and 6, T. 50 N., R. 33 W., were further developed, and in the latter both oil and gas have been found, but data are not available for publication at this time. Drilling for gas continued in proven areas in Clay County, and for both oil and gas in proven areas in Jackson and Cass Counties. Table 1 summarizes the results of drilling in Missouri in 1940.
