IN 1898, Joseph L. Giroux and J. A. Snedaker organized the Pilot Knob Copper Co. and began developing the Pilot Knob mine at Kimberly, Nev., for high-grade copper ores, carrying good gold and silver values that the formation had disclosed. At that time the nearest railroad was over 150 mi. distant. The high-grade ores did not prove to be extensive at this point-at least to the depth. (240 ft.) to which the work was carried-but development of neighboring claims indicated extensive deposits of sulfide porphyry ore of concentrating grade lying at shallow depth, and deeper deposits of direct-smelting oxidized ores occurring in limestone near the limestone-porphyry contact. The properties passed through the hands of several organizations, with only meager development, until acquired in 1913 by Consolidated Coppermines Co., whose holdings now comprise 3480 acres of mining claims in the Robinson district. Since that time development has been prosecuted more actively; and for the purpose of determining the most efficient and economical method of treating the ores, considerable testing work has been done during the past three years, both in the laboratory and in actual mill operations. At first, the shipments were of ore high enough in grade to be profitable even with the long wagon hauls to the railroad and prevailing freight and smelting charges. In 1905, a blast furnace and a concentrator were erected at Kimberly. On account of insufficient ore supply, the blast furnace was never blown in and later was dismantled. The concentrator as originally equipped wag operated for only about two months, both because the ore supply was not sufficient and because gravity concentration did not yield satisfactory extraction. The location and arrangement of the mill further entailed high operating costs. In 1908, the Nevada Consolidated Copper Co. began to mill successfully, on a large scale, its sulfide porphyry ores, which are similar in character to the adjacent Coppermines ores. Dr. Gardener, in Chapter 2, has presented a comprehensive state-of-the- art review of site investigations For tunneling. Nearly all of the techniques he discussed will also be required for future site investigations. Therefore, this chapter will be devoted to a few rather new exploration techniques plus ideas for improving some of the present-day methods. In March 1962, the first symposium on "Remote Sensing of Environment" was held at the University of Michigan.l Since that time, four additional symposiums have been held at the same University. Also, the technical Literature has recently included a number of articles on remote sensing techniques. A recent one appeared in the February 1968 issue of Materials Research and Standards.Vt was entitled "Developments in Remote Sensing Applicable to Airborne Engineering Surveys of Soils and Rocks," and was written by Dana C. Parker. Mr. Parker predicts that aerial reconnaissance will someday supplant soil augers, rock drills, surface reconnaissance, and geophysical surveys as the engineer's primary means of obtaining information about soils and rocks. He states, "The engineer wishing to survey a route or a site or to locate rock and soils suitable for construction projects will be able to push some buttons in an airplane and record all the data required for determining the relevant conditions. In a short time after he returns to earth with his rolls of film and charts, he will be able to reduce and analyze the data by partially computerized techniques and to compile a concise and comprehensive engineering report that gives all the relevant information about rocks, soil, water, and vegetation in the area he surveyed. Most important he will feel as confident with his recommendations, derived primarily from image characteristics and spectral power distributions, as his predecessors did with recommendations based on more tangible evidence obtained from drill cores and surface reconnaissance." In a recent paper on Geologic Structure in the Cushing Oil and Gas Field, Oklahoma,l Carl H. Beal has pointed out some interesting peculiarities in the distribution of the hydrocarbons and the disposition of the "planes of separation" between the oil and the water (water surfaces). Mr. Beal's principal statements on this matter may be, summarized as follows: I. In every important dome in the Cushing field, which has not been complicated by folding along its sides, the oil area in each of the three oil and gas sands studied (Layton, Wheeler and Bartlesville) apparently extends farther down on the long axis of the dome than it does on the steeper sides. The result is that water is encountered at a lesser depth below datum plane (sea level) on the steep sides of the dome than along the ends where the beds are more gently tilted. II. In the Layton and Wheeler sands (to which the detailed study of water surfaces has been almost entirely confined), the water surface is not level, but dips at a gentle angle (maximum dip 100 ft. to the mile) away from the center of the structure. This inclination existed prior to development, and it has been rendered greater by the rapid extraction of oil and gas. To these statements, the following observations are added: The dominant structural feature in the Cushing field is a broad north and south anticlinal fold, along whose axis the domes are distributed (Fig. 1, p. 897), and the more important oil areas in each sand lie on the west side of the field. In many cases, gas has been forced to the east side of the structure, sometimes as far as the water line. From the distribution of the oil and gas bodies, Mr. Beal concludes that the hydrocarbons in this region probably migrated from the west or the northwest. Interest in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.l At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,² some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,³ of the Tennessee Division of Geology. Prof. J. Stewart Williams,* of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. The Aztec mine is not widely known, by reason of its isolation and the relative insignificance of its tonnage; financially, however, it has an enviable record and geologically it is extremely interesting. The town of Baldy, Colfax County, the mine camp, at an elevation of 10,000 ft. (3048 m.) is 8 mi. west of Ute Park, the terminus of a branch of the A. T. & S. I?. Ry. The mining tract was designated by the Maxwell Land Grant Co. as the Aztec Reservation, and lies on the east slope of Mt. Baldy, the summit of which, 12,491 ft. (3807 m.), is one of the highest in the state. Rich copper float was found on the northeast slope of the mountain in 1865, and discovery work was begun the next year. At the same time, gold placers were found on Willow Creek, on the southwest side of the mountain, and the Elizabethtown settlement followed shortly. Gold washing lasted many years. In 1867, placer gold was found also on Ute Creek, the tracing of which to its source led to the locating of the Aztec mine by Lynch, Dogherty, and Fosley in the following year. The early production came from the contact of shale and sandstone or from sandstone immediately above the contact. Exact record of production is lacking, but L. C. Gratonl gives estimates ranging between $1,250,000 and $1,500,000, of which about $1,000,000 was taken out in the first four years. After the exhaustion of the early bonanza, production continued intermittently until 1909, when the Maxwell Land Grant Co, undertook systematic development, through four adits at intervals of 75 ft. vertically or approximately 100 ft. on the dip of the contact, which was thought to contain generally a quartz-pyrite vein. Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

The year 1935 was mostly quiet in West Virginia, and devoted to routine drilling in old pools and extensions. A notable exception to this general rule, however, was the further development and proving of a field of gas discovered in 1930 in the deep Oriskany sand (L. Dev.) in Kanawha County, as later discussed. No new pools of oil were found and little or no attempt was made to search for them. No new pools of gas were recorded but various extensions of old pools were made. There were no new pipe line extensions of consequence, either for oil or gas. Operating technology was much the same as in recent years, there having been some further advances in repressuring oil wells and in the use of acid for treating small wells in calcareous formations, and some change in the technique of shooting gas wells. Financially, there has been a full market for all crude oil produced and a fair market for gas. There have been occasional transfers of producing oil or gas properties, mainly between established companies. Most of the attempts made to finance mergers and new developments have failed largely because of difficulties encountered under the Federal securities act. This situation has prevented the normal turnover of properties by small operators who frequently desire to sell partly developed interests and then step out into new ventures. New Development In 1935 the State issued 569 permits for drilling and records the same number of completions. One trade journal records 533 completions and another 483. A running record kept by the writer accounts for 713 completions, with 156 oil wells, 417 gas wells and 140 dry holes (Table 3). Some of these completions may be old wells drilled to deeper sands. Some, apparently, have been drilled without legal permit. Extensions of Producing Areas Ritchie County has again led all others in new drilling, with 137 completions as compared to 74 in Calhoun and 61 in Cabell. THE briquet plant of the Lehigh Coal and Navigation Co., at Lansford, Pa., has previously been referred to.1 It has passed. the stage of experiment and now rests,, on a foundation practically and financially sound. The purpose of this paper is to explain how success has been attained, and to set standards for the development of hard-coal briquetting which may eliminate future failures. All the conclusions are based on actual results, avoiding speculation and theory. Up to three years ago, the L. C. & N. Co. used coal-tar pitch as a binder in making hard-coal briquets. The plant operated with a monthly output of 300 to 600 tons and was unable to meet its own expenses. Naturally, no one was satisfied, especially as the ideals of a smokeless briquet were still unrealized. Then came the Dutch oil process, introduced in this country by the General Briquetting Co. of New York. This process uses as binder a small percentage of heavy residue of petroleum, which, being liquid, permits great economy of handling; it also did away with the most objectionable fumes of the former briquets. This oil2 is not absolutely smokeless; heating the fresh fuel to red heat liberates some low-volatile hydrocarbons, yielding a white smoke which is not objectionable. On the other hand, this oil adds to the briquet about 7 per cent. of volatile matter, giving the product a heating capacity equal to that of the best free-burning anthracite coal. The average silt used in the manufacture of these boulets averages 16.5 per cent. chemical ash, corresponding to 12,000 B.t.u. per pound of coal. The Hydrolene used as binder runs about 17,500 B.t.u. per pound, and approximately 7 per cent. of it enters into the mixture, hence 12,000 X 0.93 11,160 B.t.u. 17,500 X 0.07 1,125 B.t.u. Discussion of the paper of IRVING A. PALMER, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1447 to 1460. L. S. AUSTIN, Salt Lake City, Utah.-With the union of the Guggenheim interests and the American Smelting& Refining Co. in 1900, competition among the lead-smelting companies appeared to have been largely eliminated. This condition prevailed for but a short time, owing to the erection of smelteries by competing companies. Naturally, as competitors, the older companies endeavored to keep improved methods to themselves, not realizing, it would appear, that such knowledge could never be bottled up, but would drift into the common field of practice. Of late it has begun to be felt that more is gained than lost by adopting a franker and more open policy. The line, however, is drawn in. giving details of costs, which, fully known, it is felt, would be taken advantage of by a rival. As Mr. Palmer says, steady and substantial progress has been made, and latterly, I may add, the improvements have been radical. Sintering by the Huntington-Heberlein method or with Dwight-Lloyd machines has effected an important saving over reverberatory roasting, the cost being, say, 50 to 75c., as compared With $2 per ton by the older method. Moreover, the .large use of a sintered product has resulted in doubling blast-furnace tonnage. However, the change has not been an unmixed blessing, as in the machine roasting little time can be given to the breaking up of the blende, and it has been impossible to decompose largely the zinc sulphide, so detrimental in later blast-furnace treatment. The satisfactory roasting of the blende is still an unsolved problem. Nor is this all. For the best reduction it has been found that a part of-the change should be crude (unsintered) ore, indicating that the already fused material is only too ready to change to slag, thus lessening the opportunity for better reduction.

MINING by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being dis-charged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,1 in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Com-mission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however,. through what is known as the Trinity and Klamath River Fish and Game Dis-trict. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the

ABOUT a year ago, I attempted in a general way to trace the origin and development of some of the marketing problems of the petroleum industry, and to describe certain trends which it then seemed possible to foresee. To summarize briefly, it was pointed out that the consumption of gasoline, after increasing for more than a decade at an almost unbelievable rate, was slowing down, but that the two factors which determined the supply of gasoline-namely, the production of crude oil and the percentage of gasoline derived therefrom-were tending steadily to mount. It was suggested that, while the increase in gasoline outlets began with and probably was justified at the start by the rapidly increasing demand, long after all reasonable requirements as to number of outlets had been met the number continued to increase-if anything, at a still more rapid rate-because by that time the overproduction of crude had begun to exert an impelling urge upon the owners of that crude to seek assured outlets for it in the form of gasoline. As more and more companies became integrated all the way from crude oil to marketing, there took place an ever-increasing competition among them, not only for the existing outlets but for new ones. The wide margin between wholesale cost and retail price, which is characteristic of the early stages of most new industries, persisted in the oil industry longer. than in most industries, for various reasons. The existence of that wide margin provided in large measure the means of attracting new outlets, for as the gallonage per outlet declined with the increasing number of outlets, competing companies simply offered the dealers a larger part of the total margin. The very nature of competition suggests that such a process would continue until practically all of the available margin was thus given away, and such was clearly the, tendency. It was a system that in turn produced increasing marketing expense per gallon on account of the -diluted gallonage per outlet; this increased expense might seem to have provided a justification for continuing wide margins. Economics, like its parent, nature, however, progresses by mutations and so began to throw out new types of marketers, in the form cf tank-car service stations, cut-price jobbers, and the like-heretics or

INTRODUCTION General IT is general practice to evaluate the strength properties of a particular metal from its stress-strain [(S1 - E1]) curve obtained by means of a conventional tension test. Such a stress-strain curve, Fig I, illustrates two important properties of a metal, its ability to strain harden, and its ability to withstand a certain limiting stress, the "fracture stress,"[ (s'r)], and a certain limiting strain, the "ductility" [(e1)], before it fails by separation. These two fracturing characteristics are the coordinates of the point of fracture in Fig I. In the case of a metal which necks in a tension test, both the fracture stress and the ductility (measured in a tension test) are dependent upon (a) the shape of the neck and (b) average values of the stresses and strains over the cross section at the moment of fracture. However, for the purpose of this investigation, these average quantities, rather than the actual values, may be considered for reasons of simplicity. It appears that the conclusions also hold true if the analysis were carried out for actual values of fracture stress and ductility at the locus of failure. In this paper, the effects of straining (at room temperature) by various methods on [ ] the above metal characteristics, which were determined by subsequent tension tests will be discussed. According to our present knowledge, any such prestraining results in a stress-strain curve (in subsequent testing by tension), Fig 2, the general shape, or flow characteristics, of which can be derived from the original stress-strain curve of the unstrained metal minus a certain portion exhausted by the initial straining. This phenomenon is called strain hardening, and may be measured by the magnitude of the cut-off, or the "effective strain," from which the new curve must start in order to coincide in its plastic branch with the original stress-strain curve.

It has been proposed1'2 that, at low temperatures, point defects are a strengthening factor in inter-metallic compounds whereas, at high temperatures, the deformation is diffusion-controlled and, therefore, an increase in the concentration of point defects tends to soften or increase the plasticity of a compound. More recent investigations, including those of Bloem and Kroger' on PbS, Kramers and smith4 on TiO, and Nadeau5 on LiF, have extended this concept to ionic crystals. Rutile (TiO2) is a tetragonal transition metal oxide which has a defect structure over at least the compositional range. The defect in near-stoichiometric rutile is either an oxygen ion vacancys or a titanium ion interstitial.' This investigation does not contribute to resolving the defect question but either defect would satisfy the results obtained. Six specimens having the same orientation, see Fig., 1, utilized in an independent investigation1' were cut with a diamond saw from a single-crystal boule purchased from the Linde Co. Three specimens were annealed in air at 1200°C for 4 hr and slowly cooled to room temperature in a period of 12 hr. The remaining specimens were reduced in a vacuum of l0 mm Hg at 1200°C for 4 hr and cooled at the same rate in vacuum. The reduced specimens were weighed before and after reduction and, assuming the weight loss to be oxygen, the corresponding oxygen-to-metal ratio is 1.998. All specimens were chemically polished and etched utilizing the techniques described by Hirthe, Adsit, and Brittain." The specimens were embedded in acrylic resin and mounted on a leveling vise in a Kentron micro-hardness tester. A 200-g load was applied to a Knoop indenter with a descent time of 18 sec and a dwell time of 20 sec. LATEST estimates of Russian steel production for 1951 give rise to the belief that on at least one vital front, the Western bloc of nations has maintained a definite advantage. On the surface, we are outproducing the Eastern bloc by more than twice. The United Nations Economic Commission for Europe estimates Russian output at 31.30 million tons, a 15 pct increase over the previous year. Production for the entire Iron Curtain is figured at 40.93 million tons. Western Europe alone produced 17 pct. more steel during the same period. The figures are misleading in one sense. We have no precise idea of how much steel is being used for arms. The Western nations are still expending much of their production for consumer goods, and you cant throw washing machines in a shooting war. It is significant to note that Russian production is well, beyond estimates made by world authorities prior to the current international situation. INTERIOR Secretary Oscar L. Chapman warns that the United States must make use of the resources of other nations or face mineral impoverishment once the time of struggle is over. He pointed out that the present struggle between two ideologies can leave the United States in such a state as to preclude anything but political' victory-with an accomp anying economic loss that will be irreparable. Chapman scored the attitude whereby conservation programs are looked upon as a luxury, pointing out that the nation faces an ever increasing need for action on that front. He also announced that the Bureau of Mines doubled its facilities for producing pure zirconium during 1950-51 at the request of the Atomic Energy Commission. Zirconium may be an important structural metal for atomic power devices. The Interior Secretary also said that the AEC has provided the Bureau with funds for the study of radioactive minerals and to help test and evaluate about 9000 ore samples believed to contain uranium.

In the light of the experimental data on equilibrium for the reaction C + FeO = Fe + CO in molten steel recently obtained by Kinzel and Egan,l it is necessary to revise current theories regarding the nature of equilibrium between carbon and FeO in the basic open-hearth furnace. According to the measurements of these investigators the equilibrium constant m for the above reaction for a pressure of dissolved CO equal to 1 atm. is equal to 0.0005 at 1550" C., when concentrations of carbon and FeO are expressed in percentages by weight. Their work also shows that, with the pressure of CO fixed at 1 atm., not only is the product of carbon and FeO constant, but carbon and FeO are each independently constant—a circumstance which might have been predicted from theoretical considerations. At 1550" C., carbon is constant at about 0.025 per cent. and FeO at about 0.020 per cent., with the pressure of dissolved CO equal to 1 atm., the product of these two constants being equal to the originally mentioned constant of 0.0005. Available data on the dissolved FeO content of samples taken from the metal bath at practical slag-metal equilibrium prove that this FeO content is determined solely by temperature and the effective FeO content of the slag. The distribution constant r at 1550" C., as determined by Herty, Gaines, Larsen, Simkins, Geruso and Watkins2 is equal to 0.0086. A slag would have to contain 0.020 = 2.3 per cent. effective 0.0086 FeO or less in order to prevent the metal from containing more dissolved FeO than that required for equilibrium with CO at 1 atm. pressure. This paper gives observations on ground movement and subsidence resulting from pillar drawing in the Lick Run section of Montour No. 10 mine of the Pittsburgh Coal Co. adjacent to solid coal owned by the U. S. Bureau of Mines at its Experimental mine in Snowden Township, Allegheny County, Pennsylvania. The investigation was planned by George S. Rice, chief mining engineer of the Bureau, who arranged the necessary cooperation with Dr. L. E. Young, vice president of the Pittsburgh Coal Co. Engineers of that company placed permanent monuments on the surface to establish the boundaries of the coal owned by the Bureau and to furnish fixed points to which all levels were referred. Engineers of the Experimental mine staff then covered the ground under observation with a checkerwork of monuments made of oak pegs set into the ground at 50-ft. intervals in two directions at right angles to each other. The level of these pegs was determined first from Dec. 16 to 30, 1929; again from May 25 to June 5, 1930, and finally from July 7 to 15, 1931. Observations were then discontinued because work had been stopped temporarily in this part on Montour 10 mine. General Conditions Fig. 1 is a plan of the part of the area under observation with which this paper deals. The mine is developed on a room and pillar system known locally as half advancing and half retreating. As Nos. 35 and 36 butt entries were advanced, rooms were driven from No. 36 and drawing of the room pillars followed their completion. When the entries reached the boundary, rooms were started from No. 35 butt beginning at that point, and all remaining pillars were drawn as rapidly as possible. The rib lines of Jan. 9 and June 13, 1930, were surveyed a week to 10 days after the first and second sets of levels were run, and there was some advance in that period. J.--It requires a good deal of timber to operate, especially the caving systems. An important function in mine operations now seems to be forestry and to operate a timber tract in order to insure a supply of timber. By depleting the timber resources of your section, you only increase your costs later when timber must be brought in from the Pacific Coast or the East. Our experience has been that any square-set method of timbering is the most expensive. Timbering for stoping systems, top slicing if you will, although it uses a large volume of time does not require as expensive timbering as the square-set method; also it does not require as long a life for-the timber, so that such wood as birch and maple, which have strength but not long life under the fungus conditions in the mine, may be used. All the drifts in the orebody are thoroughly timbered, and it has required a lot of timber. If we had it to do over, we would spend a lot more money in the development of rock drifts; as a matter of fact, we must ultimately come to that any way.
