Before presenting the main topic, as indicated by the title, this paper will give some of the high-spot history of the anthracite industry. Introduction The earliest recorded use of anthracite was in the year 1762, when a company of Connecticut pioneers discovered anthracite near the present city of Wilkes-Barre, Pennsylvania. In the early days of the industry, the coal was used only in large pieces, the smaller pieces being discarded to waste piles. As the output of the industry increased during the nineteenth century, uses were developed for somewhat smaller sizes down to and including pea coal. Early in the twentieth century, sizes smaller than pea, such as No. I and No. 2 buckwheat, were developed and used. Accumulations of piles from current mining operations were still increasing; that is, the smaller sizes were still being discarded. It was not until after World War I that preparation of the so-called steam sizes began commercially. This was largely No. 3 buckwheat, which is screened through a 3/16-in. round-hole screen and over a 3/32-in. or a 1/16-in. round-hole screen. Use of Smaller Sizes The earliest recorded experience in burning the small sizes of anthracite for steam production, other than in a previous small experiment, was in the year 1913, when a size known as "boiler fuel" was introduced—a mixture of rice and barley (No. 2 and No. 3 buckwheat). At that time, there was still no method known for burning the still smaller sizes. At the present time, various sizes down to and including No. 5 buckwheat are being prepared (Table I) from current mining and bank-reclaiming operations. The sizes of No. 4 and No. 5 buckwheat and smaller are generally being used for steam production in large boilers. The Pennsylvania Power and Light Co., following World War I, used 680,000 tons of anthracite per year, burned largely on stokers for production of steam, whereas for the year 1943 it used 1,940,000 tons of stoker sizes and 400,000 tons of smaller sizes for grinding and burning in pulverized form. This company has taken a very large part in the research and development of ways and means of burning these smaller sizes of anthracite, including the grinding of the very small sizes. This paper is particularly concerned with the latter feature.

Societe Miniere & Metallurgique de Penarroya Noyelles-Godault works are located in the northern part of France. The complex includes a lead smelter, a zinc smelter, shops for production of manufactured products and all necessary general services. The zinc smelting complex described in this paper was designed in 1959 to replace an old horizontal retort distillation furnace and was first operated in May 1962. It includes: - a sinter plant producing the zinc sinter for the Imperial Smelting furnace : zinc, lead and bulk zinc-lead concentrates are sintered on a Dwight-Lloyd machine with a working area of 80 sq.m. Cadmium sludges are treated by the wet method in a separate plant for recovery of cadmium. Sulphur dioxide contained in gases goes to a gas washing tower and is subsequently made into sulphuric acid in a plant with a capacity of 550 m.t. per day. - a smelting plant where the process developed by Imperial Smelting Processes Ltd. is applied : the blast furnace which was modified in 1967 has an area of 17.5 sq.m. at the tuyeres level and a section of 24 sq.m. at the top of the shaft. It has a theoretical zinc capacity of 100,000 m.t. per annum. Air blast is heated by means of covers up to the theoretical temperature of 950ºC. Zinc produced is either directly cast into slabs for sale as standard 'good ordinary brand' zinc, or sent to a refining plant where the New Jersey process designed to produce 'special high grade' zinc is in application. Mixes of zinc containing various amounts of lead, cadmium or aluminum are prepared to customer specification in a mixing plant.

A GREAT number of hypotheses has been advanced to explain the complex phenomena that are encountered in flotation. In the days of bulk-oil flotation, when a large quantity of oil was employed, it was observed that the oil-mineral aggregate floated above the ore-pulp because of its lesser density. With the advent of froth-flotation this phase of the theory had to be modified to take into-account the presence of air bubbles.. The reason why the mineral-bearing froth of today rises to the top of flotation cells is, of course, because the air-mineral aggregate, with whatever reagent may be associated with it, is lighter than the pulp. In an attempt to explain froth-flotation the fact has been emphasized that certain minerals are wetted and therefore remain in water; while others are not wetted and therefore become associated in preference with air. Such an "explanation" does not explain facts, it merely states them; for instance, it does not explain why minerals are wetted under some circumstances and not wetted under others. Going somewhat further, the wetting or nonwetting of minerals by water has been ascribed' to differences in the angles of contact between oil droplets and mineral surface at the surface of the minerals. This explanation, however, was abandoned when soluble flotation reagents came to replace the so-called "insoluble" reagents. Another theory, sponsored about 10 years ago by Ralston,2 involves the effects of electric charges at the surface of the mineral particles and air bubbles. This theory, unfortunately, was not developed as fully as it seems desirable. Introduction The procedures used to design slopes in rock have only been developed over the past 10 years. Therefore, continued review and assessment of field experience by the publication of case studies is necessary to determine the accuracy of the theory and the application of the design techniques being used. Where failures have occurred, mine management should insist that the slides be 'back analyzed' to determine the shear strength parameters at failure. These values should be used for any pit design as they reflect site conditions more accurately than any other procedure. The previous papers have dealt with the basic concepts and factors that influence stability. To illustrate the application of these concepts in the study of practical stability problems, six ease studies have been selected for review. The examples include failure of tailings dams due to an earthquake, failure and redesign of a slope in overburden, review of failures of rock slopes, calculation of the amount of seepage into a pit and influence of the groundwater on stability, and the design of slopes for a proposed 2,500 ft. deep open pit mine. All but the first example are drawn from the authors personal experience. EXAMPLE 1 Failure of Tailings Dams Due to an Earthquake On March 28. 1965 a serious earthquake occurred in Chile with the epicenter located near the town of La Liqua, about 80 miles north of Santiago. The earthquake had a rating of 7 to 7.25 on the Richter scale. A record of the acceleration was taken at Santiago where a maximum horizontal acceleration of 0.18 g. was recorded. Many small mines are located in this region. Each of the mines provided impoundment storage for tailings with one to three dykes. As a result of the earthquake, most of the dams failed. The most serious failure involved two dams at El Cobre where more than 2,700,000 cu. yd. of tailings flowed into the valley, travelled over 7 miles in a few minutes, destroyed part of the town of El Cobre and killed more than 200 people. The Chilean government commissioned an investigation into the failures. A summary of the findings was published by Dobry and Alvare7 in 1967 (1). During the last quarter of 1948, two new machines, which may revolutionize the coal mining industry, made their first public appearance within two months of each other. Both are designed to mine and load coal continuously. On Oct. 27, the "Colmol," invented by C. H. Snyder and A. E. Lamm, president and executive vice-president, respectively, of the Sunnyhill Coal Co., was demonstrated at the No. 8 mine of that Company at New Lexington, Ohio. The "Joy Continuous Miner," invented by H. F. Silver, president of the Silver Engineering Works, Denver, and developed and manufactured by the Joy Manufacturing Co., was demonstrated at the Mathies mine, near Finleyville, Pa., in the Pittsburgh coal seam.

Chemistry of uranium with respect to its hydrometallurgical recovery from carnotite ores was investigated and well defined during the radium boom period between 1900 and 1920. Since that time, methods used to extract uranium from its ores have remained basically either acid leaching or sodium carbonate leaching. Until about 1950, the only practical methods known for achieving a better than 75 pct U2O3 concentrate from the leach liquors involved fundamental chemical techniques for either purifying a solution prior to the uranium precipitation, or refining a crude uranium concentrate that was produced by neutralizing a pregnant mill liquor.

In the extreme northeast corner of the State of Washington, on the Canadian border, lies the Metaline mining district. This district is old in history, but young in production. The Metaline district is a zinc-lead area of the replacement type in dolomite and limestone. The ore bodies of the Josephine horizon are in many ways similar to the ore bodies of the famous Tri-State zinc fields. The beds are faulted and folded and have varyng low dips in varying directions, and underlie large areas of the district. Production started in 1927 on a very limited basis. The property is now mining and milling 700 tons per day. The mine is opened by adit tunnels and a vertical shaft. As the ore horizons gained depth, it was necessary to sink inclines to follow the ore horizon (see Fig 1). From 1927 to date, approximately 600,000 ft of diamond drill was put down This work indicated that sufficient tonnage existed to justify a redesigning of the whole operation, surface and under- ground. (Pittsburg Meeting, March, 1910.) AFTER 30 years of development and after an output of $350,000,000 in value of gold, silver, lead, zinc, and copper, there has not been published a satisfactory explanation of the origin of the immense deposits of the Leadville district. The original examination find survey of Leadville by members of the U. S. Geological Survey was a most magnificent piece of work, but their attempt to explain the origin of the ores was based upon the then-accepted theory of lateral secretion, originated by Sandberger, which theory was afterwards disproved in many cases by further development in numerous districts. This theory contended that the ore in the veins had been leached by surface-waters from the eruptive rocks in the immediate vicinity, and it had its origin in the fact that the neighboring eruptive rocks all contained, to an appreciable degree, the several metals found in the ore-deposits. But the practical miner, reasoning in a simple manner from the condition of things as he found them underground, soon discovered the fallacy of this proposition. He reasoned that, in the case of the Leadville deposits, this theory could not be true, because, if the ores were leached from the overlying eruptive rocks by surface-waters, they would as a matter of necessity be controlled by the action of gravity, and the main bodies would collect in- natural depressions of the underlying limestone, and at all points where such depressions existed. But this was not in accord with the channels of ore as he found there ; and hence the theory of lateral secretion in this district was never accepted. Another objection to it consisted in the fact that large areas within the ore-bearing district contained no ores whatever, although their formation was the same, and the same limestones were covered by the same thick sheet of

THE Chief Consolidated properties are situated in the Tintic mining district of Utah, being included in Juab and Utah Counties, about 70 miles south of Salt Lake City. The drilling referred to in this paper has been carried on in the Chief Consolidated No. 1 mine, the Gemini mine, and the Eureka Hill mine at Eureka, the Grand Central mine, above Mammoth, and the Apex Standard mine just south of Dividend. The occurrence of ore through the district is typically in lenses on bedding or breaks, and in connecting pipes, without accurate geometrical trend so that the ratio between the total length of development in drifts and crosscuts to the square feet of ore exposed is very high. A section of one of the western channels (Fig. 1) through the Tintic district, shows, roughly, the irregularities calling for excessive development work, so typical of the Tintic mines. This irregular trend of the ore constantly calls for excessive cutting up of the whole area for offshoots and the connecting links always present.. In the planning of prospecting and development, no regular system may be laid out without overlooking some orebodies or segments of orebodies. It was with these facts in mind that Cecil Fitch, the general manager of the Chief Consolidated Mining Co., decided that some method of drilling was the more feasible way of successfully cutting up and bringing about the discovery of ore believed to exist; yet this drilling had to compete with a great. margin of cost over crosscutting, as a crosscut in the Tintic district, even though barren, brings out geologic facts that, in many cases, are worth the price of the working itself. Diamond drills met with the success that might be expected in a district that has a reputation for the wear and loss of diamonds; after 6 or 8 months, this method was discarded on account of the high costs. Simultaneously, a small churn drill outfit was set up underground but a few shifts proved its inapplicability. At the same time, the ordinary hammer drill was usd to drive prospect holes with jointed steel.

The use in the iron blast-furnace of slags high in magnesia has been generally condemned, not only on the ground that magnesia renders the slag less fusible, but also because it is said to have less power to remove sulphur from the iron. Percy? says the use of dolomite as a flux should obviously he avoided, because magnesia " tends to induce infusibility," but says nothing of its relation to sulphur in the charge. Bell suggests the absorption of SO2, by lime and magnesia in the blast-furnace, but leads the reader to suppose that the really active agent is lime. The dislocation arrangements formed during unsteady propagation of cleavage fractures on (010) planes in LiF have been investigated by high-resolution etch-pit techniques and by X-ray diffraction topogvaphy. In impurity-hardened crystals, cracks propagating in any direction on (010) planes at velocities of about 103 cm per sec are usually accompanied by light plastic deformation which is enhanced wherever the crack is allowed to hesitate. Dislocations with [011] type Burger's vectors are often formed looped around the crack tip. They are dragged along with the crack tips leaving edge dislocations lying nearly parallel with the clearage surface about 5µ from it. These dislocations are easily overlooked since they may initially intersect with the cleavage surface infrequently and later may disappear from the crystals due to image forces during aging at room temperature. Although the plastic work associated with these dislocations is only comparable with the reversible (010) surface energy, an instability in crack propagation appears due to a limit of the velocity with which dislocations can be dragged along with the crack. Transition to a fully brittle nonplastic fracture mode occurs when the crack velocity exceeds the velocity with which dislocations can be moved by the stress field of the crack. TRANSITIONS between brittle and ductile modes of fracture appear to be common processes in the behavior of materials in which the flow stress is close to the stress at which brittle cracks can propagate. High-strength engineering alloys fit into this category and the transition from ductile to brittle modes of crack propagation may be associated with catastrophic failures in these important materials. The methods of theoretical mechanics indicate the geometrical conditions in which these processes may occur but the detailed mechanisms controlling the generation of dislocations in the initiation of the plastic mode and the process by which the loss of plasticity occurs on transition to the brittle mode are not yet clear. Since these mechanisms are not amenable to direct observation in engineering alloys we have chosen a semi-ductile alkali halide LiF as a model system in which to observe transition mechanisms between plastic and brittle modes of crack propagation. Cleavage cracks in this system are known to undergo a plastic-elastic transition at velocities between 103 to 104 cm per secl and dislocation configurations in LiF are amenable to study by optical-microscopic observation of dislocation etch pits2 and by X-ray diffraction topography.3 We have been able to identify a dislocation mechanism responsible for the transition from brittle to slightly plastic modes of crack propagation in LiF. A model based on this mechanism permits calculation of the critical crack-propagation velocity for this transition and indicates the importance of the stress dependence of dislocation velocity in determining the critical crack velocity. Of course, this model cannot be carried directly over to more complex materials but it is quite possible that its qualitative features are generally applicable. Dislocations intersecting fresh cleavage surfaces in LiF were reported by Gilman,4 by Forty,5 and by Wash-burn et a1.6 Such dislocations were construed to have been nucleated where the cleavage crack hesitated or stopped, near stress concentrators, such as cleavage steps, on the crystal face. Lattice parameters of various hafnium compounds, two borides, a carbide and a nitride were determined. Some physical properties were measured and comparisons with the properties of the corre-sponing zirconium compounds were drawn. A LTHOUGH borides of transition metals have A been extensively investigated in recent years, there are few references in the literature to borides of hafnium. This is not surprising, in view of the extreme scarcity and great cost of the purified metal. Becker' reported the existence of a boride, carbide, and nitride of hafnium; he listed the formulas as HfB, HfC, and HfN. However, in his work no mention was made of chemical analyses of the reaction products. In this paper results of a study of various hafnium compounds, including borides, carbides, and nitrides, are reported. It was expected, of course, that these compounds would closely resemble their zirconium analogues, which have previously been extensively investigated. Three borides of zirconium are known: ZrB,² ZrB,² and ZrB212.4 In addition, one carbide, ZrC,5 and one nitride, ZrN,5 have been reported. It should be noted that ZrB and ZrB12 are stable phases only in relatively high-temperature regions, unlike ZrB2, which is stable from room temperature to its melting point." It was felt that hafnium would yield corresponding borides, carbides, and nitrides with similar stability ranges. Experimental Procedures and Results A quantity of hafnium metal that was better than 97 pct pure, with zirconium as its major impurity, was furnished by the Argonne National Laboratories. The boron powder used was approximately 96.5 pct pure. In general, the procedure involved mixing the metal and boron powders in the desired proportions, and subsequently hot pressing them. The resulting specimens were analyzed chemically and phases present were identified by X-ray diffraction methods. A Philips Norelco Geiger counter spectrometer was used for identification of components and for measurement of lattice constants. Filtered copper radiation was used for all X-ray work. Electrical resistivity and density measurements were carried out at room temperature. The stable diboride, HfB2, will be described first. Stoichiometric quantities of boron and metal were heated to approximately 2000°C during hot pressing. The reaction product was shown by X-ray diffraction methods to be isomorphous with ZrB2 (space group Dlgh; P6/mm). Values of lattice constants of HfB2 compared with those of ZrB2 are shown in Table I. The calculated density of HfB2 is 11.2 g per cc, compared with a measured (pycnometric) value of 10.5 g per cc. HfB2 specimens prepared under a wide variety of conditions (including variations in initial Hf-B ratios) showed only insignificant variations in lattice constants, indicating a very narrow range of homogeneity. Like ZrB2,7 HfB2 is an excellent electrical conductor. The resistivity at room temperature of hot-pressed samples, approximately 85 pct dense, is 12 microhm-cm. INDICATIVE of the practical importance of the achievement of James Aston , recipient of the Robert W. Hunt Medal for 1930, is the following prosaic item from the financial columns of a recent issue of a New York newspaper. "According to private advices from Pittsburgh, production costs of the A. M. Byers Co. for 1929 were reduced about $5 a ton by the use of the Aston process for making wrought iron pipe. A greater saving is anticipated for 1930, when more of the company?s requirements will be produced by the new method."

Since 1964, the Dept. of Mining at The Pennsylvania State University has been carrying out extensive studies associated with the phenomena of microseismic activity and inelastic behavior in geologic materials. Briefly, the program to date has involved the following stages 1) Study of the microseismic noise and energy rates for selected geologic materials under incremental, uniaxial tension.1,2 2) Investigation of the frequency spectra of microseismic activity of selected geologic materials under incremental, uniaxial tension.3,4 3) Investigation of the time-dependent inelastic deformation of geologic materials and the analysis of such deformation in terms of mechanical models.5, 6 4) Simultaneous study of microseismic activity and time-dependent inelastic deformation in geologic materials under incremental, uniaxial compression.7,8 Details of the research involved in stage 4 of the program constitute the subject of this chapter. It should be noted that the majority of the experimental data quoted in this chapter forms part of a thesis to be presented by one of the authors (Kim) in partial fulfillment of the requirements for the Ph.D. degree in mining engineering at The Pennsylvania State University. During the last two or three years, a number of important papers have been published which deal primarily with the fundamental structure and mechanical behavior of geologic materials. Recent papers 9,10 have provided research workers in the rock mechanics field with a meaningful overall picture of rock as a structural material. The concept that many

AN accelerated trend toward mechanical mining was noted in 1940, calling for improvements in and better performance of transportation, hoisting, and ventilating equipment. One of the most interesting experi¬ments in transportation is the track shuttle-car operation first put into use by the Princeton Mining Co. in Indiana and later at the Montour 4 mine of the Pittsburgh Coal Co. This system is based on the use of 10-ton drop-bottom mine cars operating on track and han¬dled by an ordinary gathering loco¬motive. These mine cars are loaded and taken in trips of two to a central dumping station which serves four or less loading machines. The dumping station consists of two standard chain-and-flight room conveyors, approximately 50 ft. long placed side by side approximately 4 ft. below the track from which the drop-bottom cars are dumped. These conveyors are operated at low speed and discharge into two similar elevating conveyors which operate at a higher speed and convey the coal to a trip of standard mine cars. A dumping station is usually located so that approximately 500,000 tons of coal may be handled through it before a move is required. This plan appears to have considerable possibilities for the mine equipped with small mine cars and standard locomotives since the advantages of large mine cars can be secured at a fraction of the cost required to install such cars throughout the mine. It appears logical that the future will see a much wider use of this modification in transportation.

Electrical-resistivity )measurments were made be-trueetz room temperatrive and 1.5 oK on five different stocks of cerium metal, and the results were correlated with the types, amounts, and distribution of the impurities present. Magnesium, which appeared to be distributed as a solute throughout the cerium matrix, was found to have a large effect on the residual resistivity, 1 at. pct Mg being sufficient to increase the residual resistivity by about 10 microhm-cm. The formation of ß by repeated thermal cycling between room temperature and liquid-helium temperature is attributed to the deformation and faulting that occurs during the ? D a transformation. In preparation for starting a proposed study of cerium-rich alloys, we examined samples from severa1 stocks of cerium metal in order to choose the purest stock for future use in making the alloys. Low-temperature electrical-resistivity data were used to gain initial information about the purities of the stocks. Additional information was subsequently obtained from chemical analyses, density measurements, optical metallography, and electron-micro-probe analyses. Cerium that has been annealed at high temperature and cooled to room temperature has the fee crystal structure (? phase) with a = 5.16Å. When cooled further, in the region between about 250" and 150°K, some of the fee phase transforms to the double hcp form (ß phase) with a = 3.68 and c = 11.92Å. The remainder of the room-temperature fee form (and perhaps some of the hexagonal phase) transforms electronically in the vicinity of 100° K to the more dense or "collapsed" fee form (a phase), a - 4.85A, by transferring about 0.5 electron per atom from the 4f level to the valence band. Very little work related specifically to the effects of impurities on the physical properties of cerium has been reported in the literature. Gaume-Mahn1, 2 has studied the effects of calcium, magnesium. iron, silicon, and tantalum on the electrical resistivity and magnetic susceptibility of cerium between 60o and 300°K. Gschneidner, Elliott, and McDonald3 have discussed the effects of total impurity content on the hysteresis of the a —? (reversible) transformation and on the formation of the 4 and "a-? intermediate" phases. Smith and Morrice* have reported the effect of total impurity content on the resistivity of cerium at 4 and 293°K. In none of these reports, however, is it apparent that the distributions of the impurities were determined, L.r., whether the impurities were present in inclusions or in solid solution in the matrix is not mentioned; nor does it appear that the phase purity of the cerium was always considered. In the present study, five different stocks of cerium were involved. One was represented by a single sample of electrowon cerium, which was all that had remained from a stock of high-purity material obtained from the U.S. Bureau of Mines, Reno, Nev., in 1959. The other four stocks were recently purchased from commercial sources and were specified to be 99.9 wt pct pure. EXPERIMENTAL Cerium stocks designated as #1, #2, #4, and #5 were obtained from commercial suppliers for the specific purpose of finding a reliable source of high-purity cerium. Although the purity level of the cerium was specified to be 99.9 pet, the specifications did not include limits as to the amounts of various impurities that would be acceptable. Consequently the chemical analyses of the different stocks varied widely. Stock #3, which had been obtained from the U.S. Bureau of Mines and which was the purest on the basis of chemical analyses, consisted of a single specimen of electrowon cerium. This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = C dx/xn either C or n must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant.

Areal sweep efficiency of oil displacement by enhanced-viscosity water exhibiting pseudoplastic behavior was measured in a Hele-Shaw model representing one-quarter of a five-spot pattern. The pseudoplasticity of polymer solutions and the velocity distribution in the five-spot pattern produced a condition under which the mobility ratio between the displacing and the displaced fluid could not be assigned a single value. Instead, the movement of the displacement front is governed by local mobility ratios which are also time dependent. The areal sweep at breakthrough with polymer solutions was poorer than the sweep obtained with Newtonian fluids of comparable viscosity. However, the areal sweep at 1 PV throughput was greatly improved as compared to flood water without polymer. It was also demonstrated that, even after the oil-cut had declined to a low value during a regular waterflood, switching to polymer flood efficiently swept out the oil remaining in the model. INTRODUCTION The behavior of fluid displacements in isotropic porous media for various patterns of injection and production wells has been extensively investigated.1-7 These investigations all concerned Newtonian fluids, i.e., the viscosity of each fluid was constant regardless of flow rate. The generally unfavorable influence on areal sweep efficiency of higher mobility of the displacing fluid as compared to the mobility of the displaced fluid has been established for both miscible and immiscible fluids. The principle was also established that a close correspondence exists between miscible and immiscible flood front behavior,2, 3 although oil recovery in a waterflood at unfavorable mobility ratio may be less than that observed in a miscible displacement at the same mobility ratio. This is true even when oil recovery is expressed on the basis of movable oil. The reason is that oil saturation only slowly achieves its final value behind the water-flood front in accordance with the Buckley-Leverett8 simultaneous flow relations. It is convenient to use miscible displacements for laboratory simulation of waterflood frontal advance since the interfacial tension forces which are negligible in proportion to viscous forces on a reservoir scale9 are thus made nonoperative in the laboratory model. For miscible displacements, the Hele-Shaw type of model adequately represents a porous medium so long as the appropriate scaling rules5-10 are observed in its design and operation. During simulation of waterflood front behavior in the laboratory by using miscible displacements, the behavior of connate water may ordinarily be disregarded since it is usually indistinguishable from flood water in this process. However, when the flood water is deliberately thickened to improve the mobility ratio between water and oil. the effect on the sweep efficiency due to generation of a connate water bank during the process must be considered. In a uniform porous medium, such a bank is generated11 and efficiently displaced by injection of thickened water.l2 The oil originally in-place at the start of the waterflood is then displaced by connate water followed by thickened water. If the flood water must be thickened to obtain a favorable mobility ratio, the mobility of the oil phase is appreciably less than that of the connate water. Hence, the oil phase is inefficiently displaced by the connate water bank, and a considerable proportion of the oil comes in contact with and is displaced by the thickened waterflood front' A recent study 12 of five-spot displacements using miscible Newtonian fluids in which connate water banks of various sizes were simulated shows that, for connate water banks as large as 40 percent of 1 PV, major improvements in sweep efficiency resulted from use of a thickened

An intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies which tend to. confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. Origin of the Law Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb.11, 1897(29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims.' . The immediate cause for the passage of this Act was stated in a brief report in the, House of Representatives (there was no debate in the Senate) to be a decision of the Department rendered Aug. 27, 1896 (Union Oil Co., 23 L. D., 223), directing the cancellation of an oil placer entry on the ground that land containing petroleum cannot be located and entered as a placer mine. Attempts to locate domestic supplies of sillimanite have been unsuccessful until recently. This paper describes recent discoveries of sillimanite-bearing schists in the Southeastern States, with emphasis on geology of the deposits, mineral composition, origin, and reserves. Statements concerning possible methods of mining, milling, and utilization of sillimanite are given. Results from refractory tests on a laboratory scale are summarized.
