Development and production from open cut mines continued its vigorous growth trend during the year 1968. Material handling and transportation were again exposed to the use of larger equipment with shovels, trucks and front end loaders leading the way. Highlights of World Mining Activities Africa: The Anglo American Corp. opened a new high-grade copper mine in Zambia during the year. In Angola, the Companhia Minera do Lobita planned a 3 million ton iron ore production for 1968 from new mines which will ultimately produce 5 million tons per year. A feasibility study of Bethlehem Steel Co., for the development of large high- grade iron ore reserves in Gabon, was in final stages of completion this year and Pickands Mather and Co. continued its investigation of iron ore deposits along the Ivory Coast.

INTRODUCTION. IN considering the magnificent success of Mr. Gayley's Bold experiment of applying dry blast to the blast-furnace, whereby , saving of 20 per cent. of fuel per ton of iron is effected, the question arises whether, still further economy in fuel is possible, and, if so, how it is to be attained? The manner in which the heat generated in the furnace is utilized in the production of pig-iron may be determined, by the method of Bell and Gruner, for any furnace for which the necessary data are obtainable ; and the study of the operation,. tinder various conditions, of a number of furnaces, for which such information has been worked out., should enable us to form some conclusion on the subject. The tables and calculations given below cover the operations of several furnaces reported in our Transactions; also the two furnaces using natural and dry blast in ,Mr. Gayley's experiment, for which the heat-equation has been worked out by Prof. Joseph W. Richards in his admirable discussion' of Mr. Gayley's paper, The Application of Dry Air Blast to the Manufacture of Iron, and, finally, various hypothetical furnaces.. The full list is as follows : A. Isabella furnace, with natural blast. B. Isabella furnace, with dry blast. The data stated. for A and B in Table III. are those given by Professor Richards; except that the heat-units are given for one unit of iron instead of 100 units, and some items of heat supplied, as stated by Richards, have been subdivided, the total being the same as given by Richards. ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may -serve to clear our vision with regard to our own metal production.

Few factors have had more influence in maintaining the strength and stability of the United States than our persistent habit of providing .checks and balances to the dynamic powers of free enterprise on the one hand and to the controls and guidance exercised by the State on the other. .Indeed, it is this same concern for matching forces against each other that has given our republic its ability -to preserve a democratic basis of life for its citizens, and yet maintain a ,government that is able to protect the rights of all and to resist and minimize the danger of excessive concentration of authority. Our current efforts to clarify the nation's mineral policies and to define more clearly the role that the governmental agencies should play in conjunction with the functions of private -enterprise again reveal the desirability and advantages of maintaining our traditional controls. At times, the equilibrium has been temporarily disturbed by too great enthusiasm for one or the other of these basic concepts. Sooner or later, however, the balance has been restored by the healthy opposition that is always created by excesses of one sort. At the current stage in our history, the swing toward undue enlargement of the powers of the State seems to have gone dangerously far and we would be untrue 'to our traditional behavior if the group that must demonstrate the virtues of free enterprise did not rally to its support with the utmost earnestness.

TO THE BOARD OF DIRECTORS AND THE MEMBERS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN: Herewith are submitted the report of the Treasurer for the year 1936 and the reports for the same year of the following committees: Admis¬sions, Membership, Papers and Publications, Library, Student Relations, and MINING AND METALLURGY. To these reports you are referred for details of the year's activities. Finances.-Income for the year was $173,091 including an appropria¬tion of $2500 from the Rocky Mountain Fund earmarked to defray expense for official visits to western Sections and student societies. This compares with $141,754 in 1935 and exceeds by more than $50,000 the income of 1933 wherein the low point during the depression was reached. The major items of increase were: $6,700 from current dues; $10,600 in initiation fees and dues of newly enrolled members; $10,800 from the monthly magazine MINING AND METALLURGY. Sundry small declines were offset by minor increases. Expenditures for the year totaled $176,007 compared with $148,361 in 1935. Major increases were $5,700 for MINING AND METALLURGY; $4,000 for TRANSACTIONS and TECHNICAL PUBLICATIONS; $1,500 for meetings; $1,300 for Local Section appropriations; $6,500 for Technical Division expense; $5,000 for Increase of Membership expense; and $2,500 for visits to Local Sections and educational institutions. Comment on several of these items will appear under subsequent heads. Net deficit for the year was $2,915, this sum being made up from the accumulated surplus. It is interesting to observe that the net excess of income over outgo for the five-year period 1932-1936, inclusive, is $760. Membership and Dues.-During the year there was a net gain in membership, including Members, Associates, Junior Members and Junior Foreign Affiliates of 755 (from 7116 to 7871). In addition there was a gain of 616 in Student Associates (from 1004 to 1620). Taking account of small losses totaling 5 in the other grades, the net increase was 1366 bringing the total to 9607, the highest figure reached in the history of the Institute except at the end of 1921 when the total was 9850. Almost every oil well drilled into limestone formations in Kansas is treated with hydrochloric (muriatic) acid upon completion: to increase potential capacity of well and thereby increase its "daily allowable" production; to shorten time required to produce recoverable oil; and to increase quantity of oil recovered ultimately from reservoir. Acid treating marked a forward step in the producing fields of Kansas; in fact, many old limestone fields that almost had reached their economic producing limit were "rejuvenated" with acid and their capacities to produce increased several times. It also caused a marked increase in the ultimate oil recovery of some old and nearly depleted fields of Kansas. The effect of the acid was due to the cleaning-out action by the acid at the face of the limestone, the enlargement of the small drainage channels, and the apparent penetration of the acid to previously undrained porous and saturated strata. Studies of the effects of acid were made in the Fairport field, three groups of wells in the El Dorado field and the Shutts field. Estimation of increased recoveries resulting from acid in these fields and groups of wells ranged from 1000 to 2400 bbI. per acre. Limestone structures that had been tested by drilling and found noncommercial were later completed as commerical oil-producing formations through the use of acid. The Kansas City formation, Valley Center field of Kansas, is an example. Increased oil production and revenue from the old fields justified the reconditioning of equipment, which in most cases had become in poor mechanical condition. The first treatment with hydrochloric acid of an oil well in Kansas was in October 1932, and by the end of 1937 almost 6000 wells had been treated. Many wells were treated more than once and the total number of treatments exceeded 8000 by the end of 1937. Approximately 12 3/4 million gallons of acid was required for these treatments. THE official opening at the 134th general meeting of the Institute was held on Oct. 6, but it was prefaced by two round table conferences on Oct. 5. The open-hearth group held the fourth of their semi-annual conferences at the William Penn Hotel, devoting the morning session to discussing a paper by R. L. Cain on the "Manufacture of Forging Steel by the Open-hearth Process," and the afternoon to discussing P. H. Shaeffer's paper on the open-hearth charge. At the Bureau of Mines, a round table conference on the combustibility of coke was held on Tuesday morning, and the afternoon was devoted to a similar conference on the testing of coke. The formal opening session of the meeting assembled in the Music Hall of Carnegie Institute at 10.30 a. m. Graham Bright, chairman of the Pittsburgh Section; called the meeting to order and presided. President Taylor welcomed the visiting members and guests to his home city and reviewed briefly the advancement of mining in the past half century during which, for ex- ample, the coal output had increased from 53,280,000 tons to 523,357,000 tons per year. He emphasized the important part Pennsylvania played in mining and brought out the principal changes that had taken place in methods. In part, his remarks were as follows: The centennial year, 1876, found the coal business of. this country, as a whole, producing 53,280,000 tons, of which amount the bituminous mines of this State yielded 24 per cent. In 1925, this country produced 523,357,000 tons of coal, of which Pennsylvania produced 24 per cent.

Continued Discussion of the Paper of Messrs. von Jonstorff, Blair, Dillner and Stead, presented at the New York Meeting of the Iron and Steel Institute, October, 1904.* (Bethlehem Meeting, February, 1906.) CLEMENS C. JONES, Richmond, Va. (communication to the Secretary+) :-In the chapter of this paper entitled "Method for the Determination of Phosphorus," by Andrew A. Blair, a form of the reductor used by Mr. Blair is illustrated. This form was employed by me in my earliest experiments, and abandoned after my adoption of the final apparatus described in my paper on the subject in 1889. The results reported by Mr. Blair are very closely accordant; but my experience was that, in the use of this form, a loss of the solution, amounting to almost a cubic centimeter, was occasioned by minute bubbles of hydrogen rising to the surface, and there exploding. My final reductor was designed to prevent this loss; and the most satisfactory results were obtained with a reductor having the open cup replaced by a bulb-shaped receptacle, provided with a glass stopper, similar to that of a separatory funnel of similar capacity, as suggested in a foot-note in my original paper. In my experience, the use of this later form of reductor repeatedly gave duplicate results which were, coincident to the fourth decimal place. R. W. RAYMOND, New York, N. MANY attempts have been made to write a formula by which to calculate the strength of steel from its chemical composition, but most of these endeavors have failed because there were too many disturbing conditions. It is idle to collect from the pages of trade-papers, books, or the proceedings of scientific societies, a multitude of observations. The combination of such results will simply show that steel of the same composition will vary in tensile strength through wide limits-a fact that has been known for generations. That cold-working, overheating, and many another form of heat-treatment alter fundamentally the strength of steel, is ancient history, although it is only recently that the microscope has pointed out the road to an explanation of the phenomena. It may be urged that the microscopic structure must be taken into consideration in any formula giving the ultimate strength, but from the standpoint of the present investigation this is unnecessary. We are trying to determine primarily, not what changes in ultimate strength may be made by variations in the condition of carbon, but what effect is produced by changes in the amount of carbon, when its condition remains constant. For such an inquiry, in order that the condition of the carbon should remain as nearly uniform as possible, it is essential that all test-pieces be made under the same conditions; and it is be¬lieved that the tests described in this paper satisfy that require¬ment. EVERYONE enjoyed the coal meeting and found it profitable. At least your correspondent did, and those to whom he talked. Close to a hundred were there. The Coronado proved an excellent headquarters hotel, though it is two miles or more from the business district of St. Louis; its Crystal Room was suitable for the technical sessions; its Lounge adequate for registration and informal chats; its Club Caprice made an artistic setting for the informal banquet; and its Coal Hole in the basement presumably served other needs-unfortunately we passed up an invitation to find out, and never got another. To be sure, the first day of the meeting (Monday, Oct. 28) was a drizzly one, but that only served to keep people inside where they belonged. Believe it or not, the first technical session was only five minutes late in getting tinder way, with H. N. Eavenson's words of welcome. M. M. Leighton then took over the conduct of the meeting, and invited Eugene McAuliffe to read his paper on how much coal the railroads are likely to use in the future. E. G. Bailey then presented some written discussion; among other things he wondered about the success of stokers on locomotives, and whether or not the burning of coal in locomotives could not he made a cleaner operation. Mr. McAuliffe pointed out that railroads are built to haul coal rather than to burn it. Maximum firebox efficiency is often subordinated to the traffic situation. Powdered-coal firing has not been a success because of limited firebox space. Stokers have resulted in economies indirectly, because large locomotives cannot he hand-fired and stokers thus make them possible. Nowadays it is not so important to do away with smoke, cinders, and soot, because most trains are sealed up and air-conditioned.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

THE war is now behind us. We in the mining industry feel a just pride in the part that our industry and our men and our products played in defeating the enemy on the fighting fronts around the world. In five years of mobilization and actual combat, our mines and oil wells produced over 3 billion tons of coal, a billion tons of petroleum, 500 million tons of iron ore, 21/4 million tons of lead, 31/2 million tons of zinc, 5 million tons of copper, 14 million tons of bauxite, 17 million tons of sulphur, 68 million tons of salt, and 3 million tons of potash. It was an unparalleled performance. But what of today? Why the present low production and high costs? Among the black clouds in the mining sky none are so black as that presented by the labor situation. We know it is the result of the legislation and the interpretation of that legislation in the past ten or fifteen years. Since the passage of the Norris-LaGuardia Act in 1932, we have had nothing but a succession of laws, regulations, and decisions that have intensified the strength of the unions and made the operators of the mines and the sources of their financing prartirally impotent

the leaching of near-by rocks, had had no other result than to bring out from obscurity three certain features of practical lmport, all the labor of that controversy would have been well expended. These three points are : (1) a clear distinction between the vadose and the profound zones; (2) a determination of the manner in which the latter may be invaded by conditions of the former; and (3) an establishment of the general truth of the lateral-secretion theory when vadose conditions prevail, and of the. ascension-theory under profound conditions. In the practical consideration. of ore-deposits these generalizations are fundamental. Their wider application must be productive of great industrial advantages. Of first importance in the broader scientific survey of ore-genesis is the recognition of a sharp distinction between vadose and profound conditions. To many who listened to Professor Posepny's remarkable paper, read at the Chicago session of the Institute during the Columbian Exposition in 1893, this seemed, as Dr. S. F. Emmons has already observed, its most valuable and suggestive feature. Notwithstanding Posepny's implications to the contrary, and his vigorous berating of Sandberger's views, the immediate and lasting .effect of the . argument was really to strengthen greatly Sandberger's position. For it completely and sharply separated the lateral-secretionists from the ascensionists, raising the sphere of the former bodily above the line of permanent water-level and at the same time confining .the sphere of the latter to regions below that horizon. A little later, Professor Van Rise showed in some detail how meteoric waters may deeply invade the profound zone and carry vadose conditions into it. The zonal limitations of two great and apparently opposed agencies being thus definitely fixed, it is found that neither of the theories based thereon is susceptible of general application. If the generalizations of the lateral-secretionist be propounded solely for vadose conditions, we are able to agree with all of his more-important contentions; while there is general acquiescence in the views of the ascensionist if their application be restricted to the profound zone. (communication to the Secretary): In connection with Mr. Douglas's mention of the continuous charcoal kiln used at Kopparberg, some further data concerning this important invention may be of interest. Before giving these, however, I will say a word or two concerning other features of Swedish practice. In 1894 I spent two days at Soderfers with Mr. Tom Bergendal, the manager of the works, and was specially interested in the gas-producers and wood-drying kiln, illustrated in the paper contributed to our Transactions by Mr. Odelstjerna in that year.* The wood-drying kiln is, however, quite different in design and construction from Ljungberg's charcoal kiln. In the summer of 1894 it was discovered that by placing the gas-producer as close as possible to the open-hearth furnace, and working the producer hot, ordinary weather-dried wood, still containing a considerable percentage of moisture, could be used to advantage in the melting-furnace. Hence, the dryingkiln was needed for wet wood only. One of the iron-works of the Udeholm Go. was the first to adopt the Lundin saw-dust gas-producer and condenser, enabling them to make gas from saw-dust containing 45 per cent. of moisture, and convey the gas from the condenser through wooden pipes to the Siemens steel-melting furnace.† This sawdust gas gave very satisfactory results in iron-works; but the proprietors experienced much trouble by reason of the pollution of rivers by the tar-water from the condenser. On my visit, in 1894,I found that the Udeholm Co. had put in for their steel-melting furnaces the same wood-gas producers
