THIS meeting was held at the home of the Institute in the United Engineering Society Building, 29. West 39th St., New York, N. Y., Feb. 18 to 21, 1908. The first session, held in the large auditorium Tuesday evening, Feb. 18, was called to order at 8 p.m. by Prof. Henry M. Howe, Past-President of the Institute, who welcomed the members and guests in a few cordial and well-chosen remarks. The following papers, accompanied by lantern-illustrations, were presented in oral abstract by their authors Swedenborg and Humboldt, by R. W. Raymond, New York, N. Y. Electric Power in Steel Mills, by David B. Rushmore and Karl A. Pauly, Syracuse, N. Y. At the close of the session, an informal reception in the offices of the Institute was tendered to members and guests. The second session, held in Assembly Room No. 1 in the same building, Wednesday, Feb. 19, was called to order at 10 a.m. by Prof. Robert H. Richards, Past-President of the Institute. Before proceeding with the papers on iron and steel, which were scheduled for presentation at this session, Mr. F. E. Junge, a representative of the gas-engine and electric motor industry of Berlin, Germany, gave a short oral discussion of the paper by Mr. Rushmore and Mr. Pauly, Electric Power in Steel Mills. Printed copies of the paper, Uniform Nomenclature of Iron and Steel, were distributed among the members and guests present, and the request was made for a later discussion of this important subject by letter. This paper constitutes the Report of Committee No. 24, of the International Association for Testing Materials, which was presented at the Brussels Congress in 1906. INTRODUCTION Resources are not; they become (Zimmermann 100) . The companion concepts of reserves and resources appear, one way or another, in almost all considerations of mineral supply. Yet, no other concepts in the economics of the mineral industries have occasioned so much confusion. Whereas everyone agrees that in general the terms refer to the amounts of material that-depending upon technology, market conditions, and institutions-will become available for production in the near or more distant future, the apparent agreement disappears when we come to more specific definitions or to application of the definitions. Some definitions emphasize the physical aspects of reserves and resources, while others emphasize the economic. Some treat reserves and resources as fixed quantities, while others regard them as continually varying. Some consider that reserve and resource estimates have validity only for individual deposits, while others insist that they can be measured with sufficient accuracy for regional or national planning. This confusion in concepts that lies at the very heart of mineral economics is both strange and not so strange. It is common in the social sciences to find concepts that have been adopted into scientific jargon from popular usage and given rather special meanings -at the same time that they continue to be widely used without such qualifications. Psychologists have the same trouble with personality and sociologists, with community. Nevertheless, an attempt must be made to straighten out the various meanings of reserves and resources, or at least to clarify the conditions under which different meanings are applicable, before much progress in analysis of mineral problems can be expected. That is the objective of this chapter. Throughout the chapter, an attempt has been made to provide enough references to guide the interested reader to the most pertinent works on the concepts under study. However, even in a review article, it is no longer feasible to provide a comprehensive set of citations; there are simply too many. In many instances the works cited will themselves include the bibliographies needed to complete a literature search; those that are particularly useful in this respect are so noted. DURING the war years restrictions on travel, pressure of work, and the irregular arrival of technical literature from abroad combined to severely isolate Great Britain in a period of intense war expansion of the art and practice of mineral dressing. Many British technicians were fully occupied with the day-to-day problems of improvising substitutes as regular sources of supply failed. and with mastering the strange demands and working conditions of wartime. After a long day spent between ones laboratory and production work, the rest of the waking hours were often filled with fire watching or home guard patrol activities, substituting for a night-shift manager, or "resting" in a dugout while the bombs came down. There was no time for serious study of such technical literature as survived the Atlantic crossing.

I HAVE been greatly honored as your unanimous choice for President of this. Institute, with which I have been associated during my entire professional life. It is customary for your new President, on these occasions, to make some observation on matters of general interest from the engineer's standpoint. The profession of engineering in the United States comprises not alone scientific advisers on industry but, in great majority, is comprised of the men in administrative positions. In such positions, they stand midway between capital and labor. The character of your training and experience leads you to exact and quantitative thought. This basis of training in a great group of Americans furnished a wonderful' recruiting ground for service in these last years of tribulation. Many thousands of engineers were called into the army, the navy, and civilian service for the Government. Thousands of high offices were discharged by them with credit to the profession and the nation. We have in. this country, probably, one hundred thousand professional engineers. The events of the past few years have greatly stirred their interest in national problems.' This has taken practical. form in the maintenance of joint committees for discussion of these problems and support to a free advisory bureau in ,Washington. The engineers want nothing for themselves from Congress.. They want efficiency in government, and you contribute to the maintenance of this bureau out of sheer idealism. This organization for consideration of national problems has had many subjects before it, and I propose to touch on some of them this evening.

TO all Mineral Dressers, but particularly to those in the Coal and Industrial Minerals Divisions: Ted Counselman, retiring after two years at the helm of the Milling Committee, pointed with pride to the continued growth of that committee, and sang the swan song "Why ain't we a Division of Mineral Dressing?" Our genial Secretary pointed out, handily, that, you see, the way the Institute is divided there are several blocks running across this way here, and one running all the way down here, and another running part way down here, and they all cut across each other like this, and anyway the miners want to be a Division now, so why not you Mineral Dressers be good and not upset the big Institute organizational chart? And anyway again, Divisions have vested interests, and a Division of Mineral Dressing would take something away from Coal and something from Industrial Minerals, and any good institutional man can see that a Division would never give anything up. It was all quite confusing, and apparently not too convincing, because then the Milling Committee went ahead and voted unanimously it is a good idea, let's see what the other fellows think about it as well.

PROPOSALS to use hydrocarbon or natural gases for the reduction of zinc from oxide materials may be traced back through Patent Office files to the early years of the present century. Natural gas at rates cheap enough to compete with solid fuels has been available at or near one major zinc district for more than a decade. That the seemingly meritorious and economically interesting applications of these proposals have not devel-oped into workable processes for direct production of zinc by natural gas cannot be completely ascribed to the proverbial conservatism of the zinc industry. It is possible to produce spelter commercially in normal times from zinc oxide and carbonaceous reducing agents without having a very precise understanding of the chemistry of the process. The reduc-tion by hydrocarbons is not, however, in this class, and the technical complexity of this reduction metallurgy and chemistry prohibits solution of the inherent difficulties by the "hit and miss" methods that are some-times thought to be practical. In a thermodynamic study of the chemistry of zinc smelting, Maier1 made a preliminary study of the chemistry of the use of methane for reducing zinc oxide by thermodynamic means, pointing out that the following reactions, the limits of which could be theoretically predicted, were important: ZnO + CH4 = Zn(gas) + CO + 2H2 [1] CH4 = C -I- 2H2 [2] ZnO + CO = Zn(gas) + CO2 [3] ZnO + H2 = Zn(gas) + H2O [4] Other possible reactions, not discussed in the reference quoted, are: CO2 + CH4 = 2CO + 2H2 [5] H2O + CH4 = CO + 3H2 [6]

It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr's Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.

FROM the old-fashioned " grab-sample " to the modern timing- . device, which takes a machine-sample with mathematical precision, there is a wide gap which was only crossed' by many years of toil and unremitting endeavor. Even to-day, notwithstanding the advancement in the art, "grab-sampling" is still practiced-sometimes to afford the unscrupulous mine-promoter a basis for fairy-tales with which to entrap the too-gullible investor, and often by milling and smelting companies to determine the amount of moisture in custom-ores. The latter practice is almost as reprehensible as the former, and it causes more trouble and ill-feeling between seller and buyer than all other factors put together. No reputable concern to-day would think of attempting to determine by grab-sampling the amount of gold, silver, lead, or copper contained in an ore, and yet many buyers expect the miner to accept the results of grab-sampling in the determination of the amount of water contained in the ore, forgetting that accurate results are just as necessary here as in the determination of the metals, because the result determines the percentage of weight of the ore which shall be excluded and considered to have no value whatever. Samples for the determination of moisture should be taken with as great care as samples for the determination of. metallic content, and in order to avoid the extra expense of a separate operation moisture-samples should be taken from the sample-safe. As the sample reaches the sample-bin in a smaller stream and by a more circuitous route than the "reject" travels in its path to the outgoing car, it loses more moisture en route, and a constant should be added to compensate for this difference. Carefully-conducted experiments have shown that the difference in loss of moisture between the two routes does not exceed 10 per cent. in summer and 7 per cent.. in winter. For instance,

I. INTRODUCTION. THIS old and once famous district played, through its enormous production of silver and gold, an important part in the history of the State of San Luis Potosi. According to a pamphlet prepared under the direction of the Governor of the State, Sr. Don Blas Escontria, and presented to the visiting members of the Institute during the Mexican meeting of 1901, this district is situated 20 km. east of the city of San Luis Potosi, in a range of mountains of moderate height, extending 135 km. N. and S., and 16 km. E. and W.; and the mineralized area hitherto developed is about 600,000 sq. m. The history of the district,. as given by the record dated 1778, and formerly kept in the San Francisco convent, says that it was discovered in 1575 by Sr. Don Pedro Irarte, and adds that the city of San Luis Rey de Francisco del Potosi received its name (in allusion to the famous Potosi mines in Bolivia) by reason of the remarkable productiveness of its gold- and silver-mines in the first period of their exploration, during which they paid to the Crown, as " quintos " (the fifth part of the product), $97,000,000, as appears from the accounts of the royal treasury. The amount of the quientos paid during the " bonanza period " of 80 years was $72,000,000. The larger sum first mentioned probably represents a longer series of years. But either will suffice to indicate the great wealth of the mines. William Kent, New York City: I regret that I have not had the time since the Cincinnati meeting to make as complete a study of Mr. Salom's paper as I wished. I regard it as one of the most important papers that have been presented on this subject, and worthy of complete study. I started out, on the limited time I had, on a system of study which I would recommend to any one else who has leisure to complete the investigation. I took the original report presented at the Cincinnati meeting, and selected from it' such tests as had the analyses reported along with the physical tests, giving the amounts of carbon, phosphorus, manganese, etc., taking only those in which all these elements are given.

SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. (communication to the Secretary*). -It is much to he regretted that in presenting a further discussion of these deposits, first described by myself' and later discussed by C. M. Weld,2 Mr. Wang bas not made a more complete presentation of the evidence on which he bases his conclusions as to their origin. Mr. Weld said in his paper that his visit was confined to a few hours, that he saw only one of the several exposures, and that he took away no samples for further study. My own visit was brief, and for another purpose than the study of the geological features of 'the deposits, so the fact that Mr. Weld described as a hornblende-granite the rock which I described as a "dark gray syenitic rock," and which Mr. Wang identifies as a hornblende-syenite, seems of no great importance, since this rock is generally decomposed along the contact, presumably the only place in which Mr. Weld observed it. Later in the same paper (p. 31), Mr. Weld says that his opinion is that the magnetite of the deposits is primary, but Mr. Wang makes no mention of this in stating his own conclusion to the same effect. When Mr. Weld's paper appeared, I did not discuss it, because, although I considered the evidence- that he brought forward to support his belief that the magnetite is primary too slender to support the hypothesis, my own evidence to the contrary was equally tenuous. .The opportunities for observation and study open to Mr. Wang must have provided him with

THE Midvale mill of the United States Smelting Refining and Mining Company is situated on a flat site whose elevation is 50 ft above that of the Jordan River. Tailings are impounded in the area between the river and the flat upon which the mill and railroad switchyard are located. The water supply is pumped from the Galena canal which leads from the river at a point some ten miles to the south. The mill has a present capacity of approximately 1700 tons daily. It started out originally in 1926 as a 750 ton three-unit plant. The tonnage was gradually increased to 1200 tons by 1934, and in late 1935 a fourth unit was added. The accompanying flowsheet shows the principal equipment and how it is utilized. The ore is principally sulphide with varying degrees of oxidation, with individual lots ranging widely in both precious and base metal content. THE ancient copper-mines of Lake Superior, having been destroyed or covered by-modern mining-dumps, are not accessible to the present inhabitants of that region, and, since no more are likely to be found, some account of those already discovered, from one who has seen them, may be acceptable to the Institute. Early in May, 1855, 1 took a party of men to open an ancient pit on the Quincy mine-location. Mr. C. C. Douglas was the Agent.," as mine-managers were then called on Lake Superior. The Quincy Co. had previously done work on a fissure-vein, several hundred feet west of the Amygdaloid lode (afterwards called the Pewabic lode), on which was the ancient pit herein described. It was at this pit that the Quincy' main shaft was subsequently stink. The ancient pit showed an apparent depth of about 4 ft., but when cleaned out it was shown to be 14 ft. deep, having been filled up by the sliding-in of material composed largely of broken rock, taken out in sinking the ancient shaft, and left near its mouth. Midway of the shaft, and below water-level, was found a scaffolding, of white-birch poles,- which had been used as a landing, to assist in removing the excavated rock. The shaft was 7 ft. in diameter. The excavation had been done by first building fires in order to disintegrate the rock, as was proved by the abundance of charcoal found; then breaking the softened rock with hammers of diorite, such as is found in the greenstone range on Keweenaw point. These hammers had about. the size of large paving-stones. Only broken ones were found, the whole ones having been doubtless carried away for other work, such as could be traced on the lode for a hundred feet or more to the south. IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. It was a western truism that more money was made from selling mines than from buying them, just as it was accepted that many a good mine had been spoiled by working it. from R. E. White, "The Mining Town," Alta California August 18,1873 INTRODUCTION One of the most important aspects of mineral enterprises of US corporations is the influence of the depletion allowance on cash flow. This allowance permits mineral producers to claim sizable federal income tax deductions not available to other industries, and these deductions significantly increase cash flows in mining. In the past several years the minerals depletion allowance has come under increasingly heavy fire from many sectors as a tax loophole that deprives the federal government of large amounts of revenue. One estimate of the loss of tax dollars in 1968 was $2.25 billion due to depletion deductions and intangible expenses in the oil industry. Largely on the basis of such arguments, the Tax Reform Act of 1969 reduced percentage depletion rates for a number of minerals, and the Tax Reduction Act of 1975 totally eliminated statutory depletion for most oil and gas. In regard to percentage depletion for hard minerals, the federal government has estimated its resulting loss of revenue at $1.75 billion for 1980. The TEFRA legislation of 1982 further reduced the statutory depletion allowance available to iron ore, coal, and lignite beginning in 1984. Thus, it is clear that minerals engineers and managers should have a thorough knowledge of the origin, evolution, justification, and computational procedures relating to the depletion allowance.
