A historical comparison of the frequency of fatal coal mining accidents occurring underground in mines of various size ranges in the United States and in member countries of the Commission of the European Communities is presented. Frequencies are normalized on hours-worked and tons-produced bases. The comparisons rely on published and confirmed data and on theory for selective treatment of data in an effort to overcome reporting differences and basic differences in the mining conditions and system employed. Trends are identified ad projections made of the effect on accident records of various industry growth patterns. Conclusions are drawn regarding the reasons for differences between the records of U.S. underground coal mines and the records of those mines in European countries.

Tests and methods of detecting oxidized coal are studied. Particular emphasis is placed on the microscopically discernible changes that accompany the chemical and physical changes affecting the technological properties of coal during oxidation. Coal samples were used from the low-volatile Pocahontas No. 3 Seam, McDowell County, W.V., and from the high-volatile Cedar Grove Seam, Mingo County, W.V. Tests conducted include: carbonization, free-swelling index, phase inversion, froth flotation, Gieseler plasticity, oxygen by difference and by neutron activation, volatile matter, pH of coal slurries, alkali solubility, and electrostatic charge.

Moderate but substantive gains were recorded in 1972 in the minerals processing industry. In the area of mill design, a number of large plants under construction during the past two to three years were tuned up and went into production. The application of operating controls has also made some significant strides. Progress here has been made in the areas of on-stream particle size analysis, on-stream x-ray analysis, slurry transportation, tripper control, flotation reagent control and digital control of grinding circuits. The major contributions to improved equipment are coming from smaller specialized equipment makers.

Operations ill Colorado oil fields in 1934 were not quite so extensive as in 1933, but much better results were obtained and one new oil field was discovered. In all, 26 wells were drilled, of which 9 were oil wells, 1 was a gas well, and 16 were dry holes. New oil production totaled 10,220 bbl. and new gas production totaled 33,714,000 cu. ft. This compares with new oil production in 1933 of 1238 bbl. and new gas production of 14,307,000 cu. ft. Dry holes in 1933 totaled 29 as conlpared with 16 in 1934. Oil was discovered in the Hiawatha gas field, Moffat County, in 1934 in the Mountain Fuel Supply Company's No. 4B Wilson, C. NE. NW. of sec. 23, 12N., 100W. This well was completed in a sand in the Wasatch (Tertiary) at 2304 to 2337 ft., after plugging back from 3797 ft. It made 20 bbl. of oil initially. No. 4B Wilson is the first well in the Rocky Mountain region to discover oil in commercial amounts in rocks younger than Cretaceous, and while it is not expected that Hiawatha will develop into an oil field of important proportions, eventually it may produce a considerable amount of oil as the gas pressure declines. A visitor to the Republic of South Africa might profitably make his first sightseeing objective the Voortrekker's Monument at the administrative capital, Pretoria. Here he will find memorialized in sculptured stone the epic of the migrations of Dutch colonists from the Cape in search of new pastures and to escape British rule. He will see depicted the battles with the Bantus who were coming south also in search of habitable land, the peace treaties with great chiefs and the rise of Afrikaaner leaders. An American will be struck by similarities in events with his own history as well as in clothes and in type of covered wagons of the colonists. Before the latter half of the 19th century, little that transpired in South Africa was of any great international moment. The country had not attracted a great many settlers (about 15,000 Europeans in 1800 compared to about 2 million in the American colonies in 1776). Although some gold was being mined the majority of population was engaged in trade or subsistence farming.

It has been estimated that the value of the mineral products of the United States is about $2,000,000,000 a year; that about $25,000,000 is expended annually for explosives and that about double this sum is paid in wages where blasting is done. The value of the mineral products does not adequately express the importance of the industry involved in the excavation of rock and ore because of the enormous sums of money expended in tunnel driving, in quarries, and in open-cut excavation generally. We know that the Catskill Aqueduct in the neighborhood of New York, which is now nearing completion, has cost some $165,000,000 and that about one-third of this may be rated as rock excavation. These illustrations are given in order to call attention to the great importance of an industry the extension and development of which in our industrial life depend so much upon the economics of rock drilling. Reference has been made to the new Catskill Aqueduct. There are three aqueducts leading into New York, each built at periods separated by some 20 years of time. The first one, known as the Old Aqueduct, conveys the waters of the Croton river to New York City in a manner which reminds one of the old Roman aqueducts, the ruins of which are still in evidence. The engineers who laid out these old conduits sought to direct their lines around the hills and into the valleys, at all times avoiding the rock. When it was necessary to cross a river or a deep ravine, a bridge or causeway was constructed. High Bridge, over the Harlem river, is an arched masonry viaduct differing in no essential features from the aqueducts of the Romans. When the second Croton Aqueduct was built, about the year 1890, the art of drilling rock had been so far perfected, and the use of explosives, through the invention of dynamite, had become so general, that this waterway was planned and executed on straight lines, following rather than avoiding the rock. The second Croton Aqueduct is a tunnel through rock, about 32 miles in length; material gneiss, almost as hard as granite. Its construction was made practicable by sinking

Many of the problems that occur in the preparation plant originate from practices in the mine. Impurities in raw coal can be in the seam itself or from extraneous material taken in mining from the roof or bottom. In the case of underground mines, the choice of mining equipment will affect the size consist and the amount of extraneous material included with the coal. Also, governmental regulations concerning the degree of rock dusting, gobbing underground, and cleanup have increased the dirt in raw coal. Sulfur dioxide emission standards, on the other hand, are pressuring the coal industry to clean coal more thoroughly. Coal supplied for coking purposes is nearly all upgraded by washing, while for the largest market, electric power generation, a high proportion is shipped as a raw product with processing, in whole or in part, only necessary when excess impurities are mined with the coal. This chapter will deal primarily with plants that process or wash coal to some extent (Fig. 1) and only incidentally with mines shipping raw run-of-mine coal crushed to a top size of, usually, 51 to 102 mm (2 to 4 in.), with little, if any, other treatment. JUSTIFICATION FOR COAL PREPARATION During the past decade, major changes have occurred affecting the market, profit, and long-range planning of the coal industry. Mining companies have become "partners" with consumers at many new and some old mines, both for steam and metallurgical coals. Coal properties have become "assigned" tonnages at mutually agreed upon conditions and prices. Lower unit-train tariffs have been instrumental in helping coal markets to compete against oil and nuclear energy. Coal prices for power plants are still on a Btu (British thermal unit)

As cold working is an important feature in a great many of the fabricating processes now applied, this paper presents some ideas on the nature and results of the plastic deformation produced in this operation. The art of manufacturing metal for practical uses is very old and has undergone very great development. The science of metals has- also developed very rapidly recently and the various processes to which metals are submitted are much better understood now than they were even a short time ago. All the knowledge that can be obtained on this subject is useful because it promotes efficiency in converting metal into finished articles.

Until recently, the characteristics of cast copper have seldom been studied and such study as has been made has been inadequate. The prevailing idea seems to be that since pure copper is infrequently used in the cast stlate, there is no reason for trying to establish precise data regarding the properties of the metal in that condition. On the other hand, wrought copper either in the shape of sheets or wire rarely fails in service, except as a result of the action of reducing gases at the annealing temperatures, so there is little incentive to study the properties of the cast shapes —cakes, bars, ingots and billets—for the sake of tracing the causes of failures of the wrought metal to the cast stock. However, about a decade ago, wirebars of American origin often cracked badly while being hot-rolled in mills in Germany. This Icd to four investigations: by E. Seidl and E. Schieboldll by P. Siebe12 by 0. Bauer and G. Sachs,3 and by G. Welter.4 These authors came to the conclusion that failures in hot-rolling were due essentially to the presence of a wide zone of columnar crystals between t'he thin layer of fine crystal5 near the surfaces of the bars and the large but more nearly equiaxed grains of the central core. This macrostructural defect was explained in turn by the probable upward deviation in the temperature of the metal while it was being poured into the molds of the castling machine. More recently, cast shapes of copper were investigated by X. 1'. Allenh and by C. Blazey. Allen examined vertically cast wirebars and hori-zontally cast wedge cakes of electrolytic tough-pitch copper, but only for the distribution of densities; i.e., porosity. Blazey was interested mainly in the mechanism of the variations in electrical conductivity due to cold-work and anneal, but gave introductively an account of the composi-tion and average densities of the tough-pitch horizontally cast Wirebars used. As far as the present writer can tell, no investigation mas under-taken for the sake of presenting a picture of the distribution of mechanical characteristics in the wirebars of copper, or otherwise.

THE deposits described in this paper occur over much of Wayne County and in the southeast portion of Hardin County, Tennessee, and in the northeast and northwest portions of Mississippi and Alabama respec-tively. The presence of tripoli in this region has been known for some time and descriptions of various occurrences in Tennessee have been made by Jewell1 and Miser2, while Hilgard3, Lowe4 and Logan5 have treated the deposits that occur in the adjacent portions of Alabama and Mississippi, but there has not been a general survey of the entire field summarizing completely the geology of the deposits with respect to their origin and stratigraphic relationships. During 1934, while engaged in surveys of mineral resources through this region for the Tennessee Valley Authority, the writer collected data with this in mind, and has assembled them in this report. He is indebted to H. S. Rankin and N. A. Rose, of the Tennessee Valley Authority Geology Division, for field assistance.

THE free-swelling index, a numerical value for the free-swelling properties of coal, is being used to an increasing extent in specifying coal for burning in various types of equipment. The empirical standard ASTM method for determining this index uses, as a source of heat, a gas burner which requires frequent calibration because gas pressures are not constant, relatively small changes in gas pressure resulting in rather wide variations in the temperature attained in a crucible and thus in the resultant size of the coke button. Furthermore, the quartz crucibles specified for the test are not standard equipment, and relatively small variations in dimension and wall thickness from those specified often result in rather wide variations in the resultant size of the button. A method of analysis to be satisfactory not only for a scientific laboratory but also for use in industrial control laboratories under varying conditions should employ equipment which is rugged, easily calibrated, and readily replaceable by standard materials. Gas is not universally available as is electricity, and it is generally easier to calibrate and control a simple electric furnace or heater than a gas burner, the voltage not usually fluctuating to the degree that gas pressure does. Quartz crucibles are fragile, and the size specified in the test is not normally used for any other purpose in the laboratory. Although more expensive, the 15-cc platinum crucible, available in all laboratories where volatile matter in coal is determined by the standard ASTM method, is sturdy and standard and easily replaced. Because of these considerations, a modification of the standard method has been developed which employs a standard laboratory 350-w cone heater and standard 15-cc platinum crucibles. The results of numerous tests conducted with such apparatus show conclusively that the free-swelling index values as judged by the buttons produced with this equipment are exactly the same as those obtained by the standard gas burner method. Thus it is suggested that this electric cone heater method employing standard 15-cc platinum crucibles be considered as an alternative to the ASTM method, Designation: D720-46. The free-swelling index of coal is determined by means of the ASTM method, D720-46. This method, which is an adaptation of the crucible swelling test for coal of the British Standards Institution, consists of heating 1 g of coal in a special covered quartz crucible in a regulated gas flame for a period of not less than 2.5 min in which time the temperature of the inner surface of the bottom of the crucible reaches a temperature of 82025°C. The residual coke button is then compared in size and shape with a series of standard profiles shown in Fig. 1 and designated by number from 1 to 9 in increasing order of size. As the method is empirical, it requires rigid standardization of the apparatus and repeated calibration of the gas burner. The dimensions of the low form quartz crucible recommended must be rigidly adhered to as small variations in diameter or wall thickness result in variations in the rate of heat transmission and thus in the resultant size and shape of the coke button. Binary alloys of titanium with silver, lead, tin, nickel, copper, beryllium, boron, silicon, chromium, molybdenum, manganese, vanadium, iron, and cobalt were studied. One-half-pound ingots of the alloys were prepared in an arc furnace, employing a water-cooled copper crucible, an argon atmosphere, and a water-cooled tungsten electrode. The half-pound ingots were fabricated by forging at 1700°F in air to 1/4-in. slab, followed by hot rolling at 1450°F to 0.060-in. sheet. Tensile properties, minimum bend radii, hardnesses, response to heat treatment and aging treatment, and phase relationships were determined for these alloys. EARLY in 1947, as one phase of the evaluation of materials for Air Force Project RAND, Battelle successfully arc melted Bureau of Mines titanium and obtained a few basic properties of unalloyed titanium and several titanium-base alloys. The low density, excellent resistance to corrosion, and high tensile properties of these materials stimulated a great deal of interest among metallurgists and designers seeking better materials of construction. As a result of this early work, Battelle, under contract with the Air Materiel Command, Wright-Patterson Air Force Base, has continued extensive studies of titanium alloys. The result of the first year's work is described in three papers. The present one deals with binary alloys, the second with ternary alloys, and the third paper with quaternary alloys. Melting Method The arc furnace for melting titanium and other refractory metals was developed at Battelle Institute under Air Force Project RAND. During the present work, considerable improvement has been made in the design and operation of this furnace for making small ingots of titanium and titanium alloys. The improved furnace design is illustrated by fig. 1, which shows a cross-sectional view with the dimensions of various parts and their relationship to one another. The essential features of the furnace are the inert argon atmosphere, the water-cooled copper crucible, and the water-cooled tungsten elec- trode. The melting crucible is formed by spinning 0.064-in. annealed copper sheet. A groove for an O-ring seal is spun into the flange of the crucible. A fiber gasket between the crucible flange and the water-cooled brass cover provides electrical insulation. The brass cover is fitted with a sight glass, an opening for the water-cooled electrode, and a tube through which the material is charged. Direct current is used for melting, with the positive electrical terminal connected to the water jacket and the negative terminal to the electrode. A typical heat is made in the new furnace as follows: Approximately, 0.20 lb of titanium under 2 mesh per in. and the alloy addition, if any is to be used, are placed in the bottom of the crucible. The cover is clamped on the crucible so that the O-rings make a tight seal. The remainder of the charge is placed in a glass bottle, and this is connected by a rubber hose to the charging tube of the furnace. The crucible and the charge are evacuated with a mechanical pump to a pressure below 50 mm of mercury, or less if desired, and held at this reduced pressure for 5 min. Hot water is circulated through the jacket during the evacuation period to assist in outgassing the crucible. Following the evacuation, tank argon of 99.92+ pct purity is flushed through the crucible for 5 min and then adjusted to give a positive pressure of 1 to 2 psi. During subsequent operation, an argon pressure regulator introduces only enough argon to compensate for the small leakage which occurs through a mercury trap. Re-evacuation and reflushing the melting chamber with argon produced a negligible reduction in contamination. Two 550-amp generators, connected in parallel, constitute the power source. Normally, about 800 amp are used for melting alloys which are not extremely refractory. The generators are set for 90 v open circuit and 200 amp. The arc is struck and the electrode is withdrawn to produce an arc of 23 to 26 v. In looking into the crystal-ball scene of minerals beneficiation for 1970 and beyond, an impartial observer becomes con- fused as to what has been done and what is possible in the way of improvements. The mining official must balance the burden which is being shouldered by the mineral industry for maintaining our environment in its pristine state on one hand, with the solid advancements made in technology and cost savings on the other hand. Then the official wonders if this is really the criterion for judging overall performance today. As a prospective engineer, Dave Bolles sees it this way: "Specialization has caused many engineers to subordinate everything to doing their job the cheapest and fastest way. In the future this won't be enough. The engineer in the mineral industry will be responsible not only for mining, concentrating and smelting, but also for the resultant wastes- the mine dumps, the tailing dams and the slag piles." BEFORE the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed; the men being paid monthly. In some cases, fairness to the employee, was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines.

THE annealing or softening temperature of cold-worked copper is appreciably increased by almost unbelievably small amounts of silver. As indicated by some data in this paper, the softening temperature of high-conductivity, tough-pitch copper may be increased from 200° to 350° C. by the addition of only 15 oz. per ton (0.052 per cent) of that element. Because it has this higher annealing temperature as compared with the silver-free metal, silver-bearing copper finds considerable use in industry. For example, when hard-rolled copper is used in operations that involve soldering or tinning, silver-bearing copper insures against loss of strength, whereas silver-free copper becomes "dead soft." Yet-though several investigators, beginning with Caesar and Gerner1 in 1916, have shown that small amounts of silver do definitely raise the softening temperature of copper-data are lacking on the problem: What is the specific influence of different amounts of silver on this tem-perature? It was to help in filling this gap in the knowledge of what might be termed "alloy coppers" that the data given herein were obtained. The softening of cold-worked copper depends, of course, on a number of factors, of which the composition of the material is only one. Other highly important factors are the degree to which the material is cold-worked and the time it-is held at the annealing temperature. The method of cold working and the grain size of the metal produced are also signifi-cant. All these variables were taken into account in the investigation reported here, and the influence of silver on the electrical conductivity and on the working was also considered.
