The New London copper mine, about 8 1/2 miles east of Frederick, Md., was visited by the writers for a few hours in the spring of 1909 and the following brief notes on ore specimens collected are presented as a contribution to studies in chalcocite ores. For certain data on the structural and areal geology of this portion of Maryland the writers are under obligation to the unpublished notes and maps of Arthur Keith. The detailed study of the ores is the work of B. S. Butler. The deposit here discussed has many similarities to those of the Virginia district of Virginia and North Carolina, which have been described by Gratonl and Laney,2 except that in the deposits of the New London mine chalcocite is by far the most important ore mineral, while in the Virginia deposits bornite is commonly the most important sulphide. In the New London occurrence calcite is the most important gangue mineral. Field relations The -town of Frederick lies in the center of a narrow belt of limestone ranging in age from Ordovician on the east to Cambrian on the west. This belt is about + mile wide at Noland's Ferry, on the Potomac, and broadens to a width of 3 miles at Frederick. The general direction is east of north. The eastern boundary is, in places, a fault plane along which a series of metamorphic rocks of presumptive pre-Cambrian age have been thrust up. These ancient rocks, for several miles east and west of New London, are phyllites in the main, but closely inter-folded near the New London mine are long, narrow lenses of epidote

ALL technical men who are planning to visit the Century of Progress Exposition in Chicago this summer-and all reports indicate that it will be worth visiting-should try to be there during Engineers' Week, beginning June 26. At that time most of the national engineering societies of the country will hold important meetings in that city. Engineers will thus have an opportunity not only to see the Fair at a time when special programs have been arranged for their benefit, but will have the opportunity to meet their professional brothers and to attend technical sessions of direct interest to them. The A.I.M.E. headquarters will be at the Stevens Hotel, and it will be to the interest of every Institute member who expects to attend the Fair at that time to secure his accommodations as promptly as possible. It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. 1. Introduction.-The first part of this papers treats of the causes and the restraining of piping in steel ingots; the second& considers the causes and the restraining of -segregation; and the third proposes certain precautions in engineering specifications concerning these two defects. Into their causes I have looked carefully, with the purpose of arriving at rational methods of restraining them, and at efficient ways of detecting. and measuring the harm which they cause, so as to benefit the public by reducing this harm at once effectively and with the least expense to the manufacturer, and therefore in the end with the least expense to the consumer. In Part I., I infer that the pipe is chiefly due to what I, call the virtual expansion of the outer walls of the ingot in the early part of the freezing. I find that the upper and smooth-faced part of the pipe probably forms while the interior is still molten, but that the lower, steep, and crystal-faced part probably forms in metal which is already firm. Of the five causes which may co-operate to limit the depth of the pipe, I find that three-blow-holes, sagging, and the progress of freezing from below upwards-are usually effective. I find that the pipe may be lessened by casting (1) in wide ingots,; (2) in sand molds, especially if these are pre-heated (this is rarely expedient); (3) at the tops instead of at the bottom; (4) slowly; (5) and with the large end up; (6) by the use of a sinking-head or other means of retarding the cooling of the top; (7) by permitting blow-holes to form; and (8) by liquid compression.) Most of these I consider in some detail, and in particular I dwell on the advantages of casting with the large end up, and I propose certain administrative arrangements to permit this.

It is almost exactly seven years since the last previous meeting of the Institute in this city. In a paper on " Pittsburgh, its Resources and Sorroundings," read at that meeting, I showed that Allegheny County had produced in 1878, " one-twelfth of all the pig-iron,.... two-ninths of all the rolled iron (except rails), over one-eighth of all the Bessemer and open-hearth steel, two-thirds of all the crucible blister and puddled steel, one-fourth of all the glass, one-eighth of all the coal, and one-sixth of all the pig-lead produced in the United States;" and the object of this paper is to show that, great as the record then was, it has been greatly surpassed since.* Population. In my former paper I expressed the opinion that the census of 1880 would show the population of Allegheny County to be in excess of 300,000. The census report made it 355,869. For an account of the discovery and the determination of chromite on Port au Port Bay I am indebted to Mr. Obalski, Government mining engineer for the Province of Quebec. He writes: " In June, 1894, with the authorization of our Government, I went to Newfoundland to examine some asbestos property. Passing through Halifax, I had interviews with some gentlemen who told me that besides the asbestos there was in the same district a big deposit of iron-ore. They handed me some specimens, and, after ascertaining that they were not magnetic, and learning that they were found in serpentine, I said they were chromic iron. I visited the place on June 27, 1894, and confirmed my opinion, pointing out at the same time the importance of the deposit, as appears in my report of July 9, 1894. I do not claim any credit for the discovery of chrome-ore in Newfoundland; but, as a matter of fact. when I came in contact with the Halifax gentlemen they did not appear to know the nature or the value of the mineral until I mentioned to them that it was chromite. "' Mr. Obalski's report was mainly devoted to the asbestos-deposits. That portion relating to the chromite was as follows: " On the right side of the creek there is a show of chromic iron of good quality, which appears scattered through the serpentine in several places on the face of the cliff for 40 to 50 feet. A few boulders are found farther up at a distance of 100 feet, and also in the ckeek itself. From this point the deposit exists on a relatively large area, the widest exposures being from 6 to 7 feet. Chromic iron deposits in serpentine rock have no regularity, and are merely pockets. In the case of the property in question this rule is not changed, but the pockets look to be of large extent, and could be easily worked." My own preliminary investigation of the property was made

Henri Le Chatelier, of Paris, France, and Andrew Carnegie, of New York, N. Y., having been nominated by a large number of members, and recommended by unanimous vote of the Council, were unanimously elected Honorary Members, in recognition of their distinguished services to the arts and professions represented by the Institute. At a meeting held February 7, 1,906, Dr. James Douglas, of New York, N. Y., having been" nominated by a large number of leading members, and recommended by unammous vote of the Council, was unanimously elected an Honorary Member, in recognition of his distinguished services to the practice and the literature of mining and metallurgy, his zealous and loyal devotion to this Institute, his fraternal generosity towards professional colleagues, and his effective advocacy, by public utterance and private example, of the free communication of technical knowledge and experience. At the same meeting, By-Law IV., which now authorizes the Secretary to appoint an '1 Assistant Editor," was amended by substituting the words, " Assistant with the title of Editor." At the same meeting, the resignation of Mr. Theodore Dwight, as Assistant Secretary and Assistant Treasurer of the Institute, was presented and accepted, and the Secretary was instructed to express to Mr. Dwight the thanks of the Board for his loyal and efficient services, and its regret that he could not continue in that position. . INTRODUCTION The Philippines is endowed with mineral resources, much of which still remains unexploited. The country's known reserves, at least for the major mineral commodities, have increased every decade since the first major discoveries more than 80 years ago. Mining, therefore, naturally evolved as one of the pioneer industries and has ever since been a major factor in economic development. The Philippines has entered a new era in mineral resources development and management. One significant feature of this era is the degree to which the government is involved with the industry. In recent years, the state has increasingly encouraged the private sector to carry out detailed exploration aided by governmental contributions through extensive geological and geophysical surveys, fundamental researches and even indirect financial assistance in some specific areas. Significant changes in mineral resources development policies were brought about with the promulgation of Presidential Decree 463 or the Mineral Resources Development Decree of 1974. The Decree provides for a more rational system of administration and disposition of mineral lands to promote mineral resource exploration and exploitation. Various forms of incentives are provided. Foreign entities are allowed to participate in development through service contracts with leaseholders or with the government in the case of reserved areas. The thrust in mineral resources development has been focused on the base metals which as envisioned would provide the foundation for sound economic development. In recent years, however, major strides have been made to promote the exploitation of the non-traditionally produced commodities especially the non-metals. Development likewise point to the growing determination of the government and the private sector to expand benefits from mining. This is evident in efforts to promote downstream processing operations and to encourage investments in exploration, exploitation and mineral processing ventures. The integrated mineral resources development plan, therefore, proposes the vertical integration of mining extraction activities with the processing requirements of the metal-based manufacturing industries. While mining activities shall continue to be carved out by the private sector, the government shall influence the industry's direction by establishing legitimate goals to maximize benefits through an integrated approach giving due consideration to environmental protection and resource needs of future generations. STATUS OF MINERAL RESOURCES DEVELOPMENT Extent of Exploration Application of modem exploration tools and concepts complemented by intense infusion of foreign technology and rapid development of indigenous expertise have enabled the government jointly with the private sector to geologically explore vast grounds and to expand the country's known mineral resources. Approximately 93% of the country's total land area of 30 million hectares have been geologically mapped on at least 1:250,000 scale. Of the 93% total coverage, roughly 37.54% or 11.07 million hectares have been done on scales of 1:10,000 to 1:50,000 as shown in Figure I. Only 3.07% of the total coverage have been surveyed in detail. Land gravity surveys have been undertaken on over 45% of the total, while some 77,300 line km. of aeromagnetic surveys have been flown over 110,000 sq. km. of land area. Processing of data is almost complete. Total magnetic intensity and IGRF-corrected maps are available. Geological interpretation utilizing Landsat MSS imagery and low altitude aerial photography augmented by ground truthing have been undertaken in several large areas with very encouraging results. Beach and offshore mineral surveys were initiated in 1977 and have covered substantial areas in northwest and southeast Luzon and northeastern Mindanao. Highly promising areas for detrital magnetite, chromite, gold and some heavy minerals including ilmenite and titanium have been identified. In the petroleum sector, two offshore oilfields are currently producing from Miocene limestone reefs in Northwestern Palawan. Another field from the same area will be on stream in mid-1982.

The experience of the past five years has furnished opportunities to study and to partially explain the operation and some of the causes of the short blast of Warwick Furnace at Pottstown, Pennsylvania, as described in the paper read at the Lake Superior Meeting, in August, 1880.* The many inquiries concerning the details of furnace operation which followed the publication of the paper, and the expressed desire of furnace managers to be informed as to future operations of this plant, have encouraged the preparation of the following data. To make the record continuous, and add to the value of both contributions, the present paper commences where the review of a short blast of Warwick Furnace ended, and includes the data of another short blast of two months, and a subsequent continuous campaign of nearly five years, which, by comparison, we shall designate as "the long blast." Frequent visits to the plant in the five years, during which its operation could be studied, and correspondence with the manager, Mr. Edgar S. Cook, have given a knowledge as to general features and details, and the courtesy of the officers of the Company which has given free access to the books of record permits the presentation of data which it is believed will be welcomed by furnace managers. Interest will undoubtedly be increased by the remarkable results which Mr. Cook has achieved chiefly with anthracite coal in a furnace whose details of construction will scarcely be generally admitted as embodying advanced ideas, its height being but 55 feet, with a bosh diameter of 15 feet 6 inches, its bosh-slope comparatively flat, its crucible smaller than the average, and the heat of the blast never reaching 1000' Fahrenheit. At present writing the credit of the best anthracite blast-furnace practice recorded in our Transactions is conceded to be that pursued by Mr. Fackenthal, at the Durham furnace, and Mr. Cook, at War-

TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. J., summarized and reviewed the available statistics of fatalities in metalliferous mining in the United States. Mr. Hoffman's report was published in the Engineering and Mining

MUCH has been said and written on this subject and probably little new can be said. However, the point of view of the operating company changes from time to time, and more stress may be laid upon a subject today than was done some years ago, and it is with this changing point of view that the following observations are presented: The writer wishes to limit the discussion to views of a company mining bituminous coal, particularly to what the production department expects of the college grad¬uate. In an editorial in MINING AND METALLURGY for February, 1929, entitled "Is. Mining Engineering Passing?" it is stated that: It is not by accident that mining engineering courses have been general rather than special and form even today the only general engineering courses widely offered and followed by engineering students.'* * * even in this age of specialization, the mining engineers remain a body characterized particularly by broad knowledge.

THOSE acquainted with the fundamental differences between the, educational .systems of Great Britain and. the United States would hardly expect .the training of men for the petroleum industry to proceed along the same lines- in the two countries. The youth entering an English university is, except in the case of-the student from some of the British colonies or from foreign countries, almost invariably a product of the English "public school." This is in no sense comparable .with the American public school. It is a private institution, frequently of considerable age and heavily endowed. In many aspects it seems to be comparable with the American preparatory school. Yet to some extent its activities remind one of the first years of the undergraduate: course in the American college. Certainly it takes to-itself many of the social, functions of the American college.

Single crystals of each metal were deformed at 77°K and heated at constant rates, variously in the range 0.125" to 4o°Kper min from 77" to -390oK, while being monitored in an X-ray diffractometer. Changes in diffraction-peak heights and line breadths were used to ascertain the temperature ranges of recrystalliza-tion. The results were subjected to the analysis of nicholas' in order to obtain the rate-controlling activation energies,Q. In this analysis no recourse to a separate and distinct nucleation stage is required and the results of studying recrystallization proved consistent with the hypothesis of a constant number of nuclei or equivalent hypotheses. The values Pb = 5.5 ± 0.5 keal per mole Zn ~ 7.5 Sn - 5 Bi - 9. 5 correspond for lead, zinc, and tin to activation energies obtained elsewhere for grain boundary migration, and for bismuth and lead to previous studies of re-crystallization by Barrett.6 This correlation allows the conclusions that interference from recovery was minimal and that the observed recrystallization rates in these pure metals are effectively governed by grain boundary migration. Good agreement was not found between the results of this kind of study in zone-refined aluminum and previous work; and supplementary isothermral experiments involving hardness tests and metallography did not resolve the discrepancy. Nevertheless, at least a range,Q = 11.5 ± 2 keal per mole, can be assigned to the activation energy for boundary migration in aluminum. An experimental study of one aspect of the recrystallization process is presented here for four metals of different crystal structure. The metals chosen for study were all zone-refined to reduce impurity effects, but the attendant high purity presented a difficulty. For any reasonably high driving force a "re-crystallization temperature", TR, is in the range of 0.25 T,, where T, is the absolute melting point, and study was therefore restricted to lower temperatures. An X-ray technique under constant heating-rate conditions adequate above 90°K was devised for the study; in consequence, a newer type of analysis following Nicholas1 had to be used to obtain quantitative information about activation energies. The standard methods of studying recrystallization have involved the comparable analyses of Johnson and Mehl2 and Avrami3 which are reviewed by Burke and Turnbull.* The general analysis4 which is applied only to isothermal studies using any of various investigative techniques states:

THE Iron and Steel and Institute of Metals Divisions will meet jointly at the Statler Hotel, Detroit, Oct. 4 and 5, during the Metal Congress, Oct. 2-6. The Wire Association, the American Welding Society and the American Society for Steel Treating, together with the two Divisions of the Institute, constitute the Congress this year, and each body offers an interesting technical program. The National Metal Exposition will, as usual, be held concurrently. Visiting metallurgists will find themselves engaged in a bit of research not listed in the program-a time study of how best to exploit in a few days both the Congress and all that the place of meeting has to offer. For Detroit, the beautiful "City of the Straits," is third in rank industrially in the United States, and its great manufacturing plants offer much of metallurgical interest. This is especially true of the automobile plants which will be open to members of the various societies during the week of the Congress.

HAVING reached the status of an octogenarian plus, I suddenly decided to take a trip to Great Britain by airplane, before the possibility of hardening of the arteries made such a program too precarious. Of thirty June and July days spent in the islands, five were spent in the south of Ireland, or Eire as the politicians like to call their country. On June 15 I arrived in Glasgow where a day was spent with old friends before moving on to Edinburgh, where the Institution of Mining Engineers was billed to hold its summer session. I had received a cablegram before leaving New York inviting me to attend the sessions which I accepted with avidity, spending three most enjoyable and informative days with old friends and the officers of the Institution, Douglas Hay, president; Ian McDermid, secretary; and members of the council.

(Chattanooga Meeting, October, 1M.) THE terms " developed " and " undeveloped " are necessarily relative and cover a wide range; but the latter is here applied to cases in which the information at hand falls short of a clear demonstration of values, and conclusions must be reached from a study of the geological conditions of the particular deposit, interpreted in the light of similar and closely related deposits. Such an inquiry might be characterized as an effort to reach reliable conclusions from insufficient data. But the engineer engaged in commercial work finds himself often face to face with apparently such problems; and while he may realize with regret that a small amount of intelligent development would add enormously to the value of his conclusions, he is compelled to recognize the demand of a business situation for a prompt decision as the basis of immediate action. In a case within my knowledge, the question involved was the purchase of 50,000 acres of coal-land, and 10 days was the limit within which this question must be decided. Of course, it was impossible to make a satisfactory examination within that time; but the 'instructions were "to make the most complete examination and the most positive recommendation possible." Such instructions are often given; for, no matter how much time an investor may have, he is likely to put of his decision until the last moment, and then discover that he needs more light and advice. It does not follow that engineers, after full explanation and mutual understanding of the situation, should decline to undertake examinations thus limited. In the case just mentioned, while only the broadest view was possible, half the time available was sufficient to show that the property was a good purchase. SECOND only to the February Annual Meeting of the Institute are the Regional and Divisional meetings held in the fall of each year. Six such gatherings are scheduled in the next the months, with something likely to interest every member of the Institute. A brief résumé of the programs follows. Regional Meeting Vancouver T HE regional meeting of the Institute will be held at Vancouver, Sept. 13 to 20, in conjunction with the annual western meeting of the Canadian Institute of Mining and Metallurgy. The pro gram appeared on page 350 of MINING AND METALLURGY for July and-proof of careful preparation-a month later re- quires no correction and little elaboration. On the technical side there are few changes. A new item on the Wednesday morning program is the paper, "Investigation of Residential-type Stokers," by H. F. Yancey, supervising engineer, Northwest Experiment Station. U. S. Bureau of Mines, Seattle. As to entertainment the meeting is taking on some most pleasurable aspects. Two notable excursions have been arranged.
