I must tell you at the outset that I come to this conference deeply disturbed at the 'role of Government in international dealings in mineral and energy resources'. I am disturbed by- the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the constant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

THE last decade of the 19th century was a peculiarly interesting one in. the annals of American metallurgy, especially as concerns the lead and copper- smelting industries; and it may be interesting to review briefly one of the outstanding incidents of that period, the development of the mechanical roasting furnace. I shall not pretend, in these reminiscences, to give with absolute accuracy the sequence of events or dates, nor to present a complete history of the period, but shall seek merely to 'sketch a more or less impressionistic picture with some of the underlying facts and causes as the recollection comes back to me and then point out how the present-day practice grew out of those activities. My acquaintance with the developments in Montana was based on occasional visits and general collateral information, but in Colorado I lived through the episode and was of it.

Burton J. Westman-Besides decreasing the diamond size, there appear to be two other approaches open to overcome excessive diamond loss and, more particularly, the rapid diamond polish that took place in this quartz-feldspar rock. First, however, a short discussion of the diamond characteristics should be made in order to discuss the situation more clearly. The West African diamonds which we can assume were used. for this drilling have two disadvantages when drilling hard, exceptionally fine-grained rocks. These are rapid polishing and, if .the bit isn't "drilled in" carefully, a tendency to damage, resulting in excessive diamond loss. The normal wear resistance of any diamond is inversely proportional to the compressive strength of the diamond, therefore only the highest grade, of diamonds free from insipient fractures should be employed. Using upwards of 90 diamonds per carat instead of the20 to 30 per carat not only decreases the total projected area of the cutting points but increases the stress per point which, in turn, causes greater depth of penetration into the rock. Considering this depth of penetration, therefore, suggests an approach other than increasing the, number of diamonds per carat and that is to decrease the actual number of diamond points (also the carat weight per bit) so that the penetrating force on an individual diamond is increased. This penetration increases the chipping or rock shearing action.

WHEN talking about Europe it is well to endeavor to keep politics and economics apart but they have become so intermingled in recent years that the discussion of one topic inevitably leads to the other. Economic influences formerly prevailed over politics but today national and international economies are governed by political forces. Commerce in raw materials, food, and manufactured products is now so restricted by governmental controls that the capacity of the world to produce and to consume, to exchange goods and to pay for them, cannot be gauged by the past or predicted by a multitude of experts. In prewar days there were some yardsticks but today there are none. Thus it is hazardous to make forecasts, for in all fields of human effort the world has been cast upon an uncharted sea.

I. INTRODUCTION. THE central power-station. of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to warrant its publication, even at this late date. Although some additions may have been Blade to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Com¬pany), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. If. GENERAL CONSIDERATIONS. The climate is hot and dry. The .region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all. The water-supply for the town of Kimberley is brought from the Vaal river, 16 miles distant, and pumped into town by a private water company. The charge made for water, which is

After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. THE origin of the watery vapors of vulcanism has always been an object of interest and speculation to the seismologist, and as theories of the genetic origin of ore-deposits have of late years been pretty well narrowed down to the expiring forces of plutonic action, the same question has had a lively interest for mining engineers and geologists, as is well shown by the discussions of the subject in our Transactions. The important part taken by volcanic emanations in the origin of pegmatites and quartz-veins, described in my paper, Origin of Pegmatite,1 and their latent power to concentrate into useful deposits such scattered gold as occurs in the Hartsel granite, make a discussion of their derivation but a natural third and final step. It is conceded that enormous amounts of vapor accompany volcanism, though perhaps we are apt to forget that steam has 1,700 times the volume of water, besides which the column seen over Vesuvius and other volcanoes is greatly mixed with air; the immensity of such volumes compared with solids and liquids is shown by the experiment of Gautier, who, by heating dessicated granite to 100° C., evolved from it uses 20 times, and steam 90 times, its own volume. Dana appraised the average amount of water left in ordinary rocks as 2.5 per cent. T. M. Read estimated that the Mississippi river carries to the sea annually 150,000,000 tons of rock material. If these Mississippi sediments, as deposited, contained 20 per cent. of water, it would be 600,000,000 cu. ft., or 4,500,000,000 American gallons, annually. Allowing the vapor suspended over a volcanic cone to be mixed with 80 per cent. of air, this amount of water converted into steam would replenish anew, every 9 min., a column 15,000 ft. high, 2,000 ft. in diameter at the base, and 10,000 ft. at the top. Read's estimate is only half of the amount given in a more recent and probably correct one .2

WHEN I was getting data for my books on ore dressing, I traveled across the continent, visiting a great many mills, always accompanied by my vanning shovel, and I got to be a joke among the millmen. They would say "Here comes the Professor with his vanning shovel." With the aid of this vanning shovel, I examined the tailings of all the mills I visited and I found it to be universally true that they contained some extremely fine, free mineral. I looked everywhere to see if I could find a machine or a process that would save this fine mineral. But nowhere did I find anything that made any bid for success until I visited the Kennedy mill, with its Gates canvas plant, on the Mother Lode of California. There I found that the tailings of the Frue vanners were put into a one-spigot classifier of good design which yielded a spigot product entirely free from this fine, free mineral which only assayed 40c. to the ton in gold. The overflow was extremely fine and as¬sayed $3 to the ton. This overflow was fed to ten canvas tables each 10 ft. square, with the grain of the canvas running across the table to make for the roughest surface. The canvas used was No. 6 cotton duck sail cloth.

ATHOUGH turquoise mining was, so far as we know, the first large, well-organized mining operation,' gem mining, from the Roman con-quest of Egypt until the opening of the South African pipe diamond mines some 50 years ago, was largely carried on' by individuals 01' small companies in a relatively primitive way. Now" however" gem mining does not yield in efficiency or in scale of operations to the mining of other mineral products. In 1926 the diamond mines of the world milled some 9,000,000 cu. yd. and produced 0,43 cu. yd. diamonds, a remarkable example of concentration. The Premier Diamond Mining Co. up to Oct. 31, 1927, had milled 116,455,550 loads (each of 16 cu. ft.) from which 26,-217,144 carats of diamonds" worth £29,897,971 2s, 9d., were recovered. The Burma Ruby Mines, Ltd., operating sever-al alluvial mines in Burma in 1911-12, mined and milled 1,479,845 truckloads of gemmiferous earth for 15c. per load. We of the industry can there-fore, with good grace, disclose some of the myths and also describe some of the primitive mining methods of the, dark ages of our industry. The methods, so far as I know, were not patented, and if they were, the patents have expired, so that engineers in other branches of the art are free to use them if they see fit.

A pressurizing system was designed and built to apply a radial pressure of 5.000 psi to rock samples. Samples of the Bradford, Weir and Kirkwood sandstones were subjected to radial pressures parallel and perpendicular to the bedding in the system and the changes in conductivity, porosity and permeability were deter-mined. Asymptotic decreases in conductivity, porosity and Klinkenberg permeability were observed over the 0- to 3,500-psi range. From these data, the increase of formation factor over the same range was calculated. The cementation exponent expressed in the Archie equation was found to increase with pressu,re. The rate of change varied from formation to formation. Only small differences were observed for samples taken parallel to the bedding as comnared to those taken perpendicular to it except for the Bradford sand. Above 3,500 psi the data are not good enough to tell if the properties continue to fall-off asymptotically or in a different manner. A possible explanation for the probable litnit of the asymptotic rate around 3,500 to 4,500 psi is that this represents the maximum pressure which the formations have unrdergone during their geological life as a result of burial. INTRODUCTION For many years measurements have been made in the laboratory of the properties of oil-bearing sandstones with little consideration being given to whether these properties had been changed when the samples were moved from their original position in the ground to the laboratory. Relatively little has been reported in the literature on the effect of pressure on the properties of sandstones. The changes in permeability for eight typical consolidated oil-bearing sandstone samples with overburden pressure (0- to 15,000-psi range) was presented by Fatt and Davis' in graphical form. In 1953 Fatt' also reported the relationship between porosity and overburden pressure for four typical consolidated oil-bearing sandstone samples (0- to 5,000-psi range). Fatt later described the changes of formation factor and porosity of 20 typical oil-bearing sandstone samples with overburden pressure changes (0- to 5,000-psi range) giving the values of the coefficients and exponents in the Archie' equation, and the more general Winsauer equation', where C, k and m are empirical constants, F is the formation factor, and + is the porosity. During the experiments of this investigation the core was contained in a neoprene rubber sleeve as shown in Fig. 1. It was held between two steel end members which were mounted in a steel cylinder. DURING the war, events moved with unprecedented rapidity. Situations, industrial, economic and financial, arose over night that stressed to the uttermost the ingenuity and ability of those who dealt with them. It was essentially a time demanding action rapid and concentrated, and not one for discussion, either academic or polemic. As a result, matters of importance were necessarily transacted without the desirable opportunity being afforded of enabling a general understanding to be gained as to the relative merit or demerit involved, and in some instances, legislation essential to enable the consummation of an important matter was passed without attracting the public attention then deeply engrossed in the larger aspects of the situation. The result was that so long as the public mind was occupied, little or no concern was given to questions that ordinarily would have invited immediate attention; and in some instances, only when as an aftermath of war a particular subject has become a matter of discussion, criticism not altogether fair is made without first obtaining accurate knowledge as to the conditions that prevailed, the purpose sought to be accomplished, or the results obtained by the action taken.

EITHER the 2300 people who came to the Annual Meeting were in a better frame of mind or they were resigned to their fate, or it was a better meeting than usual. Whatever the reason, at the 1nstitute?s 148th meeting the attendance was better than ever before, things went more smoothly than in some previous years, and complaints appear to have been almost entirely absent. Patience was sometimes reauired but. almost without exception, it was forthcorning the well-known recession seems to have given many members enough leisure time to come to the meeting without depriving them of the tangible wherewithal to come.

The graphitic carbon content of soils may be used to detect and delimit subsurface graphitic zones. Spectrographic measurement of carbon in C horizon soils from several areas in the northeastern United States shows good correlation with known graphitic bodies. Bodies of graphite and sulfides are readily located by electromagnetic prospecting methods, but these methods cannot generally discriminate between them. Usual practice, therefore, requires follow-up work on electrically anomalous areas by trenching, drilling, or soil sampling in order to determine the mineralogical nature of the conductor. The efficiency and cost of such follow-up is consequently an important factor in prospecting. The presence of buried sulfide deposits is often reflected in concentrations of metals in the superincumbent soil. Simple chemical tests for such metal concentrations have been developed and applied with considerable success. Bodies of graphite or mixtures of graphite and sulfides are, however, very common and a means whereby buried graphite could be detected by soil testing should provide valuable additional information in the search for ore sulfide and graphite deposits. Graphite is a notably stable substance and should persist in soil above graphite-rich horizons. Microscopic examination of soil samples high in carbon, however, failed to reveal any recognizable graphite fragments indicating a grain size in the clay range. Presumably such small particles would have some mobility in a soil by a translocation mechanism similar to that proposed for the movement of clay particles in a soil profile. Experimental data supports this idea since the boundary between background and anomalous soils carbon values is quite sharp, but the anomalous zone is slightly broader than the graphitic source rock. A simple spectrochemical technique for the determination of carbon in geological materials has been described by Dennen,1 and may be directly applied to soils. A modification of this technique which employs an arcing chamber through which nitrogen is passed is recommended to decrease contributions from atmospheric carbon dioxide. Tests indicate that soils over graphitic zones may be strongly enriched in carbon. The spectrochemical determination of carbon depends upon the formation of the cyanogen molecule (CN) from carbon in a sample and atmospheric nitrogen, under the high temperatures associated with a dc arc. Samples for analysis are dried, lumps broken, and screened. A small portion of the -100 mesh fraction is packed into a copper electrode and excited as the cathode of a dc arc. The band spectra of cyanogen are recorded photographically and the density of the bandhead CN 3883A is measured. The limit of detection of the method is about 0.01 pct C and its coefficient of variation is about 15 pct. Soils, of course, contain carbon in other forms than graphite, and the amount of interference from such sources was examined. The C horizon of several soils from Massachusetts, Maine, and Pennsylvania were found to have a carbon content of 0.3 to 0.5 pct by weight. (Pittsburg Meeting, March, 1910.) AT the Pittsburg meeting of the Institute, May, 1879, I made the first announcement in America of the results obtained by Sidney Gilchrist Thomas and Percy C. Gilchrist, ill their efforts to eliminate phosphorus in the manufacture of steel in the Bessemer converter and the open-hearth furnace.1 The first published statement in an American newspaper was a reprint of the first Thomas-Gilchrist paper, 2 which I sent to J. C. Bayles, at that time the editor. At the suggestion of many friends who were present at the Pittsburg meeting, and others who are cognizant of the beginnings of the process in the United States, and for the information of the younger generation of the iron and steel fraternity, I have thought it eminently proper that the history of the process in detail should be given where I made the first announcement and where the process has had its largest development. During my residence in England, from April, 1873, to February, 1879, and as a member of the Iron and Steel Institute since 1874, I was present at many of its meetings during those years. At nearly -every meeting the burden of discussion was the question of the use of pig-iron containing phosphorus in the. manufacture of steel by the Bessemer or the open-hearth process. Most previous studies of coal flotation utilized chemically pure reagents. Since such reagents are not available in quantity, a study of various wmmercially available reagents as frothers was undertaken. Flotation procedures similar to those used in a large number of commercial coal flotation plants were employed. The reagents used were compared on yield-selectivity-wst basis. The selectivity was found to be relatively constant with yields above 70% but the reagent cost varied greatly. The types of reagents available were compared. In the past, a number of papers have been written on the use of various reagents as coal flotation frothers. For the most part, these have been an attempt to correlate the intrinsic chemical and physical proper- ties of the reagents or reagent groups to the floata-bility of various fine coals. Because of the type or nature of evaluations made, chemically pure reagents were normally used. Generally, these reagents are unavailable in commercial quantities. Therefore, the results obtained with these reagents were usually limited in usefulness to the plant operator or metallurgist. This paper presents the results of a study in which commercially available forms of various reagents were used as flotation frothers. Flotation procedures which would conform in general to those employed in a large number of commercial coal flotation plants were utilized. The objective of the test was to compare these reagents on yield-selectivity-cost basis, that is, 1) the yields obtained, 2) the ash levels obtained and 3) the reagent cost relating to these results. This paper deals with the calculation of the composition of the infinitesimal trace of alloy that transfers from the liquid to the solid state at each temperature during the equilibrium solidification of a binary solid solution, and which thereby enables the compositions of the coexisting liquid and solid phases to follow along the liquidus and solidus lines respectively during the cooling. A general expressioll for the composition (6) of the liquid-to-solid transfer at each temperature has been derived: , = Zlxl{xl - P) + ZsXsiP - xs) [I] Zl(xl -P)+ Zs{P - xs) where ZL and Zs are the slopes of the liquidus and solidus lines at the given temperature, xl and xs are the compositions of the stable liquid and solid phases at the same temperature, and P is the composition of the alloy under consideration. The d equation is valid for the process of equilibrium heating as well as cooling, and may be applied to vapor-to-liquid, vapor-to-solid, liquid-to-liquid, and solid-to-solid transfers if the corresponding equilibrium diagrams are known. The d-versus-temperature curves for two alloys P1 and P2 are shown in Fig. I. In each case, the liquid-to-solid transfer has the same composition as the stable solid phase only at the temperature of the beginning of solidification, and has the same composition as the stable liquid phase only at the temperature of the completion of solidification. At each intermediate temperature, the composition of the liquid-to-solid transfer differs by a finite amount from those of the two coexisting phases. Erie Mining Co. is a 10.3-million-tpy pellet producer on the east end of the Mesabi Range 60 miles north of Duluth. Its complex includes facilities for mining, crushing, grinding and beneficiation in addition to a pellet plant and power plant. A 74-mile railroad links the mine and plant to Taconite Harbor on the shore of Lake Superior. The concentrate recovery ratio at Erie is about 1: 3, and this, along with stripping activity, makes it necessary for the company to mine nearly a million tons of material a week. At the outset, all crude ore mined at Erie was hauled entirely by rail, but with expansion into additional mining areas, the company made a gradual transition towards truck-to-rail haulage. Today, in Erie's 11th year of operation, over 50% of all crude taconite mined is transported by truck to loading pockets where it is transferred to rail cars. Future years will see more taconite moved in this manner. Thus, the company has an increasing interest in tire performance.
