At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

In 1974, iron pellet production in the Great Lakes region reached the 53-million-tpy level, accounting for more than 88% of the nation's pellet production. By 1978, pellet output from the Great Lakes district will climb to at least 78 million tpy. To achieve this 50% increase in output, the US iron and steel industry is investing at least $1.25 billion in new mines and pelletizing plants, mostly in Minnesota and Michigan. The biggest effort is concentrated in the Mesabi Range of Minnesota, the heart of the US steel industry's major iron ore source: here, plans for two new taconite plants-one by Hibbing Taconite Co., and the other by Inland Steel Mining Co.-and three major expansions of existing facilities are already under way to boost Minnesota's total iron pellet capacity from the current 41.2 million tpy to 65 million tpy by 1978. The facilities being expanded are those of US Steel Corp. (Minntac operations), Eveleth Taconite Co., and National Steel Pellet Co.

Building up the USSR's economic strength was the result of all the achievements and successes of our economy. The Soviet Union was the first to begin planned guidance of the economy. The mining industry of the USSR, which holds the first place in the world output of mining production, has always been considered as the main raw materials basis of the country's economy. High and stable development rates are a feature of planned economic management, based on the social ownership of the means of production. During the past ten years from 1965 to 1875 the national income used for consumption and accumulation increased practically by 1.9 times. There has been no inflation, no unemployment in the Soviet Union for about forty years already. High and stable growth rates of the production of mining industries and that of the branches, which are their direct consumers are characterized by the data in table I. The achievements and successes of the economy's development are to a great extent determined by the three planning components, which are as follows:

This paper is the outcome of an extended investigation carried out in association with Dr. L. Slater. The inquiry had been continued in various directions and a number of results are quoted from an investigation recently completed by S. H. Jenkins. In projecting the work some five years ago, the author had in view a general attack on the problem of the spontaneous combustion of coal from an angle that had received little attention. The basic idea was to obtain a "slow motion study" of the active combustion of coal. This included an examination of the conditions prevailing in a mass of coal at the moment when active combustion ceases. It was thought that, if the factors governing the extinction of combustion in coal could be definitely established, it might offer an explanation of the manner in which the spontaneous combustion of coal originates. The inquiry arose from a detailed study of the properties of fusain that the author began in 1918. Fusain seemed to possess characteristics quite distinct from the coal with which it was associated, for if it were collected into a heap and one portion were heated by a small flame the combustion would traverse the whole mass. This combustion was not accompanied by smoke and passed slowly through the heap of material. Later, it was found that coals, including anthracites, would behave in a similar manner provided they were in the form of powder and that the particles were smaller than a certain size. The limiting size of particles is a definite characteristic of the coals investigated. In view of the fact that fusain exists with coal in a state that enables it to undergo this particular form of combustion, it must be assumed, sometimes, to play a definite part in the spontaneous combustion of coal in the goaf (waste). Tables 1 and 2 contain the analyses of samples of dust collected from a mine and from a dust collector. Some idea of the degree of fineness of the particles of fusain may be obtained from a study of the analyses of the dust from the dust collector; 80 per cent. of the dust would pass through a 200-mesh screen while the fusain was concentrated in the finest dust. The material that passed through a 90-mesh screen contained 54 per cent. of fusain while that between a 30- and a 90-mesh only con-

This investigation was carried on by means of models and the application of the principles of similitude to determine the effects of props, props and cribs and sand filling in longwall mining. The geologic structure and rate of face retreat were kept constant and the only change introduced was in the method of support. It is not felt necessary to repeat a description of apparatus, or to explain the fact that a scalar model made in all parts of the same material as the prototype will behave similarly to the prototype when rotated at speeds such that the centrifugal force is as many times the gravitational force as the prototype dimension is a similar linear model dimension. The reader is referred to earlier papers1,2 for further information regarding these statements. All models were made of sandstone and were as in Fig. 6. They are composed of a 3/16-in. ore body bed A, overlain by a 3/16-in. bed B, a ?-in. bed C and two ?-in. beds D and E. The model was rotated at + 2350 r.p.m. equivalent to a model ratio of 1268. It was worked back ¼ in. at a time before being replaced in the centrifuge and again rotated. Table 1 gives model and prototype dimensions occurring in this discussion, the prototype dimensions being 1268 times the model dimensions. Figs. 1, 2, 3 and 4 were taken while the model was rotating at 2350 r.p.m. One was taken for each face retreat of 26.4 ft., but for obvious reasons all are not presented. Fig. 1 (A-E) shows the behavior of this type of structure with face retreats of 26.4 ft. and no artificial support. Previous studies have shown that the permeabilities of sandstone cores are markedly reduced following exposure to drilling fluid and subsequent clean-up with oil at high-pressure gradients. Laboratory experiments reported in this paper indicate that permeability damage from drilling mud or water can be substantially avoided through use of an initial low-pressure gradient followed by gradually increasing gradients during clean-up by reverse oil flow. On the other hand, attempts to improve the permeability of damaged Berea and oil formation cores with high-rate oil backflush (simulated well stimulation) and low-rate clean-up gave erratic results. Essentfully complete permeability repair was achieved in most of the fresh water-damaged cores from Miocene and Pliocene oil-producing formations; only minor improvement was noted generally in tests with both water-and mud-damaged Berea sandstone. Field well stimulation treatments using high-rate back-flush resulted in long-term productivity improvement when production was brought in at gradually increasing production rates and then restricted to a steady value less than the maximum possible rate. Wellbore plugging at high production rates correlated with increasing solids content in the produced oil. Observations and results from these tests agree with current concepts that formation damage in water-sensitive rocks results from movement and bridging of formation fines, rather than from clay swelling alone. INTRODUCTION Many laboratory studies1-g have shown that the permeabilities of sandstone cores are often markedly reduced following exposure to fresh water or water-base drilling mud filtrate. However, work with cores in the restored state has demonstrated that, although permeabilities to water may be very low for sandstones containing hy-dratable clays, flow of oil can often restore a substantial portion of the effective permeabilities to oi1.Neverthe- less, water invasion into water-sensitive sandstone cores results in varying degrees of permanent reduction in permeability to oil.24' Based on field data, Wade's statistical study" of well completion effectiveness also indicated a correlation between productivity damage and water invasion during completion. Similar damage can result from fluid invasion during workover. Nowak and Krueger' and Bertness4 observed in their early work (1951-53) that formation damage in water-sensitive sandstones was associated not only with swelling of expandable clays but also with movement of dispersed particles. Subsequent work by Monaghan et al." (1959), Atwood'' (19641, Mungan" (1965) and Gray and Rex'" (1965) has led to general acceptance of the hypothesis that permeability damage in water-sensitive formations is caused by migration of finely dispersed minerals and bridging in "brush heap" arrangements at pore constructions. In laboratory studies, Monaghan et al.' found the use of chemicals to be of only minor value for repairing formation damage. Atwood? however, was successful in substantially repairing damage in a number of low-permeability cores using an n-hexanol flush. In the field, except for treatments with acids, the use of chemical washes to reduce wellbore damage has had limited and sporadic success and generally is unpredictable. A statistical analysis of stimulation treatments in silt-blocked wells has shown that physical manipulation of wash materials is more important than chemical composition." The recent work reported on formation damage in water-sensitive sands brings to mind the results of some unpublished exploratory work done in 1954 in connection with drilling fluid studies.' This laboratory work and subsequent field stimulation treatments indicated a beneficial effect of controlled pressure drawdown and the associated production rate on formation clean-up. This paper reports the results of this work and more recent supplemental experiments on the clean-up of water-sensitive sandstones damaged by water or filtrate invasion. THE development of the isostatic idea during the last century would make an interesting paper in itself. But the various steps in the development have been covered in a number of papers and books which are readily available. Therefore this short paper should not give space to. the historical phases of the subject. Isostasy is really an old idea, but it is only in the last few decades that it has taken on any great prominence or importance in the study of earth phenomena. It is really remarkable how closely Dutton' sensed the isostatic principle 40 years or more ago. His general principles of isostasy as outlined by him have stood the test of time and fit in closely with the general ideas held today. It would seem, however, that some of his views with regard to the application of isostasy to geological processes must be modified or abandoned.

INTRODUCTION General Quebec Cartier Mining Co. (QCM) , Canadian subsidiary of U . S. Steel Corporation, operates two iron ore concentrators at the North Shore of Quebec, Canada. In its own operation at Mount-Wright, over 45 million tons per year of crude ore are ground, fully autogenous in six 32' x 11-1/2 Dominion Engineering mills. At Fire Lake/Lac Jeannine operation, property of Sidbec Normines Incorporated (SNI), over 11 million tons per year of crude ore are now ground, fully autogenous, in twelve 18' x 5' Hardinge mills. The Lac Jeannine concentrator was originally constructed by Q.C.M. in 1960 and. was since operated, in beneficiating the Lac Jeannine ore deposit until fully depleted in 1977, at an annual capacity of 18 million tons of crude per year. In 1976, the new company, Sidbec Normines, was incorporated by Sidbec Corporation, British Steel Corporation and Quebec Cartier Mining Co., in proportional holding of approximately 51 to 41 to 8 percent respectively. Since the acquisition of the Fire Lake ore deposit and Jeannine concentrator by the new company, QCM has continued managing the mine and concentrator operaions for S idbec Normines Inc . Flow-Sheet Design Jeannine concentrator comprises twelve identical mill lines grinding the ROM from 8" top size to 14 mesh nominal size range. Driven by 600 H.P. motor at 13.4 RPM corresponding to 73% critical speed, each mill is operated in a closed circuit with two 5' x 12' vibrating screens dressed with 2.5 x 25 mm slot opening cloth. The ground product or screen undersize at an average grade of 33.4% Fe is beneficiated by gravity separation to produce 66.5% Fe concentrate grade at 42.7% weight recovery. At the rougher stage, each mill line con-tains 128 Humphrey 13- 1/2" pitch spirals which produce a final tailing, middling and concentrate products. The rougher concentrate - so produced - is classified by 64 Humphrey pocket sizers into an underflow, which is a final concentrate product and an overflow which is further upgraded by 64 cleaner spirals. The cleaner concentrate together with the pocket sizer 's underflow are dewatered on a 13'[6] horizontal filter. The rougher middling together with the cleaner tailing are recycled in a closed circuit with the spirals. The rougher tailing after dewatering by hydrocyclones is disposed of by a

IT has been known for several years1 that certain alloys of the Konal type, containing commercial cobalt (99.32 per cent C0 and 0.42 per cent Ni) and varying amounts of ferrotitanium, exhibit very high tensile strengths at 600°C. However, their pro-portional limits and yield points are rela-tively low. Published data1 for the alloys quenched in water from 950°C. and then tested at 600°C. are summarized in the upper section of Fig. I. Similar specimens that were aged at 650°C. for 72 hr., after quench and prior to testing at 600°C., gave the results shown in the lower section of Fig. I. In the present work the investigation of the properties of these materials has been extended by a study of the tensile deforma- tion characteristics in moderately long-time tests at 600°, 700° and 800°C. after quenching from various solution tempera-tures. Oil wells usually reach their maximum daily output shortly after they are completed. From that time they decline in-production, the rapidity of decline depending on the output of the wells and on other' factors governing their productivity. The production curve of a well shows the mount of oil produced per unit of time for several consecutive periods; if the conditions affecting the rate of production are not changed by outside influences, the curve will be fairly regular, and, if projected, mill furnish useful knowledge as to the future production of the well. R. F. Dornagala and D. J. McPherson (Armour Research Foundation, Chicago)—I should like to compliment the authors for a workmanlike job in determining the partial phase diagram of a system comprised of two rnetals which are certainly not easy to work with. We are completing work at Armour Research Foundation on an Atomic Energy Commission-sponsored project for the determination of eight zirconium binary diagrams. Work on the Zr-Cr system has been completed and should be published within the next year. For our work, Westinghouse Grade 3 iodide crystal bar served as the zirconium melting stock. Johnson-Matthey, electrolytic chromium, specially treated for oxygen removal, was employed. The overall constitution of the system determined at Armour Research Foundation is in very good agreement with the present work. We found a eutectic at 18 pct Cr and 1280 °C, somewhat lower than the value reported. This temperature was confirmed by thermal analysis, incipient melting studies, and regular isothermal anneals. The eutectoid was located close to 1 pct Cr and 835°C by metallographic analysis of annealed specimens. Maximum solubility of chromium in /S zirconium was 4.5 pct at the eutectic temperature. Chromium solubility in a zirconium was less than 0.28 pct at all temperatures. We found the compound at 53 pct to melt around 1700°C, with an open maximum, but determined its crystal structure to be hexagonal close-packed (MgZn, type). The lattice parameters were in excellent agreement with those determined by Wallbaum in 1942. The diagrams are in substantial agreement, and .part of the differences are undoubtedly due to the use of different zirconium melting stock. M. K. McQuillan (Birmingham, England)—I read this paper with a great deal of interest, as it covered the same field as some work of my own.' There are a number of points in the present paper on which I would like to comment. First, I should say that I, too, used zirconium prepared by magnesium reduction of the tetrachloride and electrolytically prepared chromium, and melted the alloys in a Kroll-type arc furnace. The purity of my alloys should, therefore, be comparable with the purity of those of the present authors, and any differences in our observations would not be expected to be attributable to this cause. The differences between my observations and theirs concern the presence of the eutectic, the temperature of the eutectoid, and the melting point of the compound. I would be very much interested in any further evidence the authors may have for the occurrence of the eutectic at 1380°C. During the course of my work I noted that a number of my alloys containing 60 to 90 pct Zr melted at about 1400 °C, and for a time assumed that a eutectic occurred at this temperature as described in the paper. On further investigation, however, I found that the structures of the as-melted alloys could not be made to fit in with this interpretation of the system. If a eutectic exists in this region of the system it would be expected that the as-melted alloys would show the usual type of cast structure, i.e., dendrites of the compound plus eutectic. This, however, does not occur, as may be seen from Fig. 9. The compound seen there is not dendritic in form, and the remaining material is by no means certainly eutectic. It may be argued that a compound such as ZrCrl would not form dendrites but would tend to crystallize in geometric shapes. In this case, however, I have evidence to the contrary, as on the chromium side of the compound, where a eutectic occurs at about 1545"C, the compound formed from the liquid takes on a conventional dendritic form, and the eutectic is observed in the interdendritic spaces in the usual way. There is no reason to suppose that the compound would behave differently in an alloy lying on the zirconium side of the compound composition if a eutectic existed there too.

Discussion of a Paper by Mr. C. H. White, read at the Atlantic City Meeting, February, 1904. (Annual Meeting, February, 1005.) ARTHUR JARMAN, Sydney, New South Wales, Australia (communication to the Secretary*) : All designs for modern metal¬lurgical and chemical laboratories should provide each student's desk with a hood or cupboard for the removal of fumes, but I doubt the advisability of placing air-baths and similar apparatus close to the hot plate. It seems to me that unless the draft be exceptionally strong the fumes from ordinary wet assay work will corrode the iron-work of the fittings, in which case the baths would have to be removed to a general desk in order to lighten the work of the laboratory attendant. Since the laboratory described by Mr. White has been in use for two years, I should like to ask if any inconvenience has resulted from this corrosion. If not, it is certainly an important improvement to have the air-baths and similar apparatus placed -on the student's desk. The hoods described by Mr. White are supplied with a good draft by means of a fan, which gives them a great advantage over those at the metallurgical laboratory at the University, Sydney, in that no doors to the hood are needed. Each hood in the laboratory at Sydney is connected by a glazed earthenware drain-pipe with a vertical flue, 20 ft. high, having a lighted gas jet at the bottom to assist the draft. Although the draft is good, fumes of sulphuric acid cannot be drawn o$ unless the doors of the hood are lowered more than half-way. In my opinion, a fan should be used for the purpose of creating the draft, and glazed drain-tile should invariably be used for the flues because no other material possesses the same advantages. With some difficulty we framed the picture of the village on the mountain getting in the railroad bridge and tunnel at the base. It was a charming scene of red-tile roofs on a green mountain in the golden autumn sunshine with the black hole of the railroad tunnel looking like something out of the movie, "The Train." We clicked the shutter, advanced the film and started back to our rented Audi. At which point there was a hail from the other side of the railroad bridge. A man in uniform was brandishing an object in the air which looked suspiciously like a rifle. We peered around. We were the only other persons in view. He must be yelling at us. He was now closing the distance at a brisk, determined gait but was still 100 yards away. The car was handy but the road was straight, paralleling the railroad tracks for some distance. We dismissed the idea of running for it. Who knows, he might shoot. When he came up we didn't have much of a conversation because it had taken us a week to learn three words of Yugoslavian-zhiveli, long life, huhvalla, thank you, and schlivavitza, the national drink (plum brandy). None of these seemed appropriate. We got the Idea that photographs of railroad tunnels and bridges were prohibited. The guard, for such he seemed to be, took the Audi plate number, administered a last scowling reprimand and stalked off. This incident was the only one in a 15-day visit to Yugoslavia which we would have associated with "Iron Curtain restrictions."

USINOR has conducted four blast furnace tests with formcoke made from marginal coals in the pilot plant of HBNPC ("H. B. N." process) in four different blast furnaces of various sizes and with medium and high grade burdens. The tests in which up to 30% of the blast furnace fuel burden was replaced by HBN formcoke yielded good results on furnaces ranging in hearth diameters from 5.6 to 9.5 m. The tests demonstrated that: - the slight increase of pressure drop in the stack did not prevent smooth operation at record production rates with the same blowers - the total coke rate was not significantly affected, but there was a slight increase of the calorific value of the top gas - the hot properties of the formcoke are satisfactory as seen from the samples withdrawn at the tuyeres and tapholes. At the end of the two months test on BE nº 2 of Dunkerque, the hearth was as permeable and clean as with good standard coke. Our conclusion is that HBNPC formcoke made from lean coals is an adequate substitute for conventional coke in the range of 20 to 40% replacement, which is of interest to USINOR.

FEBRUARY 15-18 will be the outstanding dates of the month for members of the A. I. M. E., for then the 141st Meeting of the Institute is to be held in the Engineering Societies Building, at New York. What with 41 technical sessions, the Annual Business Meeting at 4 o'clock Tuesday afternoon,, two sessions of the Section and Division delegates, minor committee meetings, and the many luncheons and dinners, the Dinner-Smoker, Informal Dance, President's Reception and the Dinner-Dance, the opportunity will be limited to do- more-than cast sheep's eyes at New York's other multitudinous attrac¬tions until the meeting is over. The technical program is diverse but well organized. The sessions are almost equally divided among the four days, with ten on Monday, Tuesday, and Wednesday, and 11 on Thursday. The meeting opens Monday morning with registration. Be sure to attend to this detail. Failure to do so may have its repercussions at the meeting and throughout the year.

Lying to the east of the Rio Grande, in central New Mexico, is a long N. and S. mountain range, broken into separate ridges at several points. These have received separate names; the mountains at the south end, near El Paso, being known as the Franklin mountains, and then, following successively, to the north, the San Andreas range, Sierra Oscura, Manzano and Sandia mountains. At the eastern base of the Sierra Oscura there are several low ridges, remarkable for their red color. All of these red ridges contain reefs of copper-ore. The eastern flanks of the Sierra Oscura are composed of limestone. Some fossils in the limestone were examined by Prof. J. P. Smith of Stanford University, who says they are Fusulina and indicate an Tipper Carboniferous age. The sandstones and shales containing the copper-reefs directly overlie this limestone (Fig. I), and are very likely of Permian age, like the similar beds in Texas, described by Mr. W. F. Cummins.* Overlying the copper-beds are red sandstones and shales in which very little copper has been found. The cupriferous zone and the red sandstones and shales are everywhere associated, and as one stands on a high point, he will see that these rocks form three main belts or lines of hills. These may be referred to as the northern, middle and southern belts. The northern belt was not visited by me, but is known to contain copper-deposits. The middle belt has a trend of N. of W. and S. of E. The copper-reefs have been traced for a distance of more than 2 miles. The southern belt has a trend of about N. 30' W. and S. 30°

Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.
