WHILe engaged, in the year 1856, in determining the oil-bearing properties of some bituminous coals from Western Kentucky, by subjecting them to dry distillation in an iron retort, which held about a pint;, and to the neck of which were attached several bottles, for collecting the carbon oils, and washing and measuring the gas, I observed that there was a very great gain in the weight of coke thus made, over that obtained from the same coal when charred in a platinum crucible, as is usual in the laboratory for making the proximate analysis of coal. It was thought at the time that the increase of coke, by the former mode of treating the coal, was due to the pressure which the retarded gas exerted upon the solid carbon, and the possible fixing of a portion of the carbon from the volatile hydrocarbons. For the purpose of obtaining a more definite idea of the effects of pressure on the coking of coals, a series of experiments were made this spring under my direction, by my assistant, Dr. G. M. During the years when Americans were most active in investigations of the many substances containing nitrogen or ammonia, viz.: 1869 to 1875, my connection with certain chemical industries led me to experiments in the direction of the recovery of wastes from coal-gases. I take from my notes such memoranda as I think will be of interest, in the hope that some benefit may be derived therefrom by engineers at present attempting to utilize the waste products from coke-oven and blast-furnace gases. An examination of the conditions governing the manufacture of gas along the Atlantic seaboard, and an intimate knowledge of the mine-products used by the different large works, naturally led me at first to consider the well-known foreign methods of concentrating the available soluble salts in a modicum of water. The result was sufficiently promising to warrant a full line of experiments. At that time, no attention seemed to have been paid to the values of " gas-liquors." Mining is both exciting and rewarding-although at times somewhat frustrating-and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining's stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street, to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I believe that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public's recognition of our industry's peculiar problems.

ASHBEL WELCH, LAMBERTVILLE, N. J.: Dr. Dudley has given the wear of steel rails under four different conditions. He arrives at the conclusion that the softer rails, or those that from their composition ought to be softer, wear better than the harder. But there is another condition which has an important bearing on the subject, and, should not be overlooked,-the weight on a wheel. With the lighter weights of the past, the softer rails may have worn best; with the heavier weights of the future, the harder may wear best. Weights will probably be increased up to the capacity of steel to bear; then doubtless the harder steel will wear best. A leaden rail with ten pounds on a wheel might carry millions of tons, but with one hundred pounds on a wheel, it would be destroyed by a few thousand tons. So in the days of iron rails, my experience was that the softer rails under light machinery stood better than some of the harder; but under heavy machinery the softer were much the most rapidly destroyed. His doubtless the same with steel. According to recently puhlished statistics, it is predicted that as much oil must be produced during the next 16 years as has been produced during the past 75, in order to satisfy the high rate of consumption of petroleum products. During 1934, over 17,000 oil wells were completed in the United States, and it is expected that over 20,000 additional wells will be drilled during the current year. Were it not for the remarkable progress made during recent years in the improvement of drilling technique and in the development of equipment used in the production phase of the oil industry, it is doubtful whether sufficient oil could be produced to meet present requirements. A few years ago, wells seldom were deeper than 3500 to 4000 ft., owing to the limitations of the drilling methods and equipment employed. Today, however, through the application of scientific drilling methods and the adaptation of modern equipment and improved materials, many wells range from 6000 to 8000 ft. in depth, and a few recent completions exceed 10,000 feet. Drill Tools Modern rotary drilling tools are the product of ingenious design and careful selection and adaptation of materials used in their construction. They must withstand terrific abrasion and, because of their compactness, must be designed to resist exceedingly high unit stresses. In bits, core drills and reamers, the bodies are made of either forged or cast alloy steels, heat-treated to develop a combination of high strength and toughness. To provide sufficient strength to the threaded portions and to protect the threads from distortion or damage, the box or pin sections of the tools are hardened to approximately 310 to 330 Brine11 hardness number. The term " Anthracite Coal-Field " is generally used to refer to a comparatively small territory lying in the eastern-central part of Pennsylvania. This territory includes about 3,300 sq. miles of area, located chiefly in five counties in which anthracite-mining is the dominant industry. Although an area of 3,300 sq. miles is embraced in the region, less than one-fifth of this area, or only 484 sq. miles, is underlain by workable coal-seams. Moreover, this prorluctive portion is not a continuous area, but consists of a number of detached basins. These are known as the Northern, containing 176 sq. miles; Eastern-Middle, containing 133 sq. miles; Southern, containing 181 sq. miles; and western-Middle,containing 194 sq. miles. From the standpoint of business and trade, the region is divided into three districts, known as (1) the Wyoming, which includes the Northern field and the small Bernice basin; (2) the Lehigh region, which includes all of the Eastern Middle field and that part of the Southern field east of Tamaqua; and (3) the Schuylkill region, which includes the WesL ern-Middle field and that part of the Southern field west of Tamaqua. The relative commercial importance of these districts at the present time is shown by the coal-shipments as given in the following table :

THERE is nothing new about drag-line dredging for placer gold. The use of the separate unit for excavating preceded the large barge with excavator mounted upon it, which has reached a high state of perfection through use in every part of the world. But at present there is a vogue for a small, inexpensive plant combining a drag-line excavator on cater-pillar mounting and a gravel-washing plant on a floating barge. The most efficient ones use a bucket of 1 to 2 yd. capacity with boom from 40 to 70 ft. long. The barge varies from 20 by 30 ft. to 36 by 48, and carries the trommel screen, pump, riffle sluices and power engine.

Two samples of drilling mud from the Hastings oil field, Texas, were tested, and the solids in each were separated into small fractions of a limited range in particle size. The mineral composition of each fraction by X-ray analysis is reported, and the results are interpreted in relation to other measured quantities, such as the physical properties of the original samples and the density of the various fractions. It was found that only 7 to 8 per cent by weight of the solids was of colloidal dimensions and that neither of the samples contained montmorillonite but did contain illite. Considerable calcite was also found. These data should be useful to the geologist interested in the origin and history of sedimentary strata as well as to the petroleum engineer. Introduction The questions, What is good drilling mud? What constitutes bad drilling mud? are pertinent, because the proper use and control of drilling fluids has been a factor of great importance in the successful drilling and completion of oil wells since the days of Captain Lucas. Adequate control of the characteristics of drilling fluids has assumed greater significance comparatively recently because of the problems introduced by caving formations in deep wells, costly blowouts and impressive mud bills. Much is known about the solution of some of the problems but, despite extensive research directed toward a better understanding of the physical and chemical properties of clay suspensions, it is difficult to define precisely a drilling mud, and much more difficult to say what constitutes a good mud. It is generally believed that the smaller particles of a drilling mud greatly affect its physical properties. In fact, it is customary to blame the colloids in a mud for nearly everything that goes amiss, because colloidal properties have effects out of all usual proportion on viscosity, filtration rate and reaction to electrolytes. It is germane to know whether drilling muds possess colloids and if so, the quantity and kind. Source oF Samples Two drilling muds from the Hastings oil field, Brazoria County, Texas, were selected because it is generally agreed that in this oil field good natural muds made solely from formations penetrated by the drill can be used until the well is nearly ready for completion. Customary drilling procedure in this field is to spud in with water, set a protective string of pipe, drill to 2500 ft. and set the surface casing. Published laboratory data have established that very significant streaming potentials can exist across mud cakes subjected to pressure differentials such as exist between a mud column and formation fluids. Since shale is similar in kind and in properties to a well-formed mud cake, it appeared possible that streaming potentials might also arise across shales. A practical consequence would be that the streaming potential contribution to the SP would be smaller than might otherwise be assumed since the SP is measured with respect to the "shale bare line". The resultant contribution would be the difference between the streaming potential across the shale and that across the mud cake. In order to investigate this possibility, a laboratory apparatus was devised for measuring streaming potentials under pressure conditions normally encountered in wells. Reported data on streaming potentids across mud cakes were verified. More important, appreciable streaming potentials were found across shale samples. As in the case of mud cakes, the shale potentials varied with the concentration and nature of the impregnating electrolyte. Dependence on pressure was In a different rela-tion than that for mud cakes, possibly because of the lower compressibility of shales. The differences in streaming potentials between the shales md mud cakes were generally small, although they might vary considerably in practice depending on the relative electro-kinetic properties of the particular shale-mud cuke combination. A "poorly eflective" shale with a "very eflec-tive mud cake" would produce the largest negative addition to the electrochemical component of the SP. Results of field experiments with pressurized wells were considered in the light of the laboratory results. INTRODUCTION Field experiments wherein the pressure of the mud column in a borehole was varied have often indicated the presence of a streaming potential, but its magnitude was not easily predictable and its sign sometimes changed from one formation to another in the same well.' In the interpretation of SP logs from standard surveys, nevertheless, the correct value of R,, is very frequently obtained, within the limits of field accuracy, using only the simple electrochemical expression of the SP provided that proper corrections are made for bed thickness, ion activity, etc.' Accordingly, it was apparent that the streaming potential component of the SP in a borehole was considerably more complex than commonly assumed and clarification was indeed necessary The close similarity in nature and constitution of a shale to a well-compacted mud cake suggested that a streaming potential might also exist across shales as pointed out by M. P. Tixier in 1953 and as recently emphasized by Wyllie." e practical consequence would be that the streaming potential across the mud cake would be canceled, at least in part, on electrical logs since the SP is recorded with respect to the shale potential as a base line. This appeared to be a plausible explanation for many of the effects observed but no supporting data were available. In 1955 preliminary experiments at low pressures were conducted in our laboratories which supported the hypothesis of the shale streaming potential and formed the basis for later studies at borehole pressures.* EARLY LOW PRESSURE EXPERIMENTS The early experiments were conducted primarily to determine the possibility of a streaming potential across shales. The shale used was a compact type designated as No. 7 from Reagan County, Tex. (Permian). Cut samples were saturated for over one month in .2 to 2.0-N NaCl solutions. Tars paper deals with the origin, definition and prevention of scabs an semifinished rolled-steel product. Mold coatings, which are considered essential in scab prevention, were found to be effective only in relation to the ingot surface of semikilled and killed steels and not necessary for the rolled product. That is to say, the scabs on ingots caused by having been cast in uncoated molds are eliminated in the soaking and rolling operations, therefore are not present on the rolled product. This fact, which is contrary to the average opinion, was established after extensive and thorough experiments had proved the ordinary conception of the origin of scabs to be incorrect. This subject may be of little or no concern to steel plants producing small ingots for the manufacture of small billets and bars, except as it may be of interest in showing why their surface troubles with scabs do not exist on the product of heats with normal pouring practice. But to the producer of large ingots to be rolled into slabs for large plates used in shipbuilding, it is a very important subject. DEFINITION OF A SCAB The generally accepted opinion is that the individual scabs present on rolled products (as shown by Fig. I) are considered to have been individual splashes on the ingot surface. This opinion was found to be incorrect. Experiments showed that there were no individual scabs on the product that had appeared as individuals on the ingot surface. The single scabs seen are either pieces of a shell that is present near the bottom of all top-cast ingots, or a veneer that may be present on any part of an ingot improperly poured, as when the stream strikes the mold wall. This definition is based on a detailed study of scabs and their characteristics in which the following have been found true: Location.- On the product of heats poured without trouble, scabs, if present, are always on the product that corresponds to the bottom end of the ingot, and usually occur in clusters, This is true whether molds are coated or not. Shape.-There is no regularity as to shape, size or thickness. It is sometimes possible to separate a few pieces and place them together, like pieces of a jigsaw puzzle, indicating that at one time they had been united as one piece. If individual splashes were the origin of scabs, the foregoing would not be true. Instead, the splashes, which occur throughout the pouring of the ingots, would be present uniformly over the entire product and there would be considerable similarity in the shape and thickness of the scabs. EXPERIMENTAL WORK Our experimental work was conducted on 200-ton heats of semikilled plate steel tapped into an oval ladle 15 ft. high. All ingots were top-cast direct into 24 by 54 by 82-in. molds, straight-sided, set on fat stools. Two separate studies were made about one year apart, each study extending

The new low-alloy high-strength steels are obviously here to stay. With 75 per cent higher yield strength and 50 per cent higher tensile strength than plain carbon structural steel, they permit 20 to 40 per cent weight savings and 10 per cent or more increase in pay load in the construction of railroad cars, buses, trucks, and a great variety of material-handling equipment. Their cost is low enough so that the extra cost of the new lighter construction over that with carbon steel offers an attractive self-liquidating investment; in some instances new construction with these low-alloy steels may even be as cheap as with plain carbon steel. A considerable and rapidly growing demand for the low-alloy steels has already sprung up. The many steel compositions that have appeared on the market lately18, 27, 28, 29, 30 to meet this demand would seem to indicate that no single composition is uniquely fitted for the purpose. However, no doubt some compositions are more suitable than others. The purpose of this study was, therefore, to compare the effects of the various alloying elements that might be used in the low-alloy steels in order to choose the metallurgically most logical composition, paying due regard, of course, to the economic aspects involved. Properties Desired in Low-alloy Steel A distinction between the new low-alloy steels and the common alloy steels is that the latter are generally used in the heat-treated (that is, quenched and tempered) conditions, whereas the new low-alloy steels are not only not heat-treated but are not susceptible to heat-treatment in the ordinary sense of the term. In this lies one of their chief advantages. Their properties can be obtained in the as-rolled, air-cooled, or annealed condition, just as with mild plain carbon structural steel. There is no need for heat-treating. Such steels can be readily formed hot or cold, and their properties are not appreciably changed by hot

This symposium is designed to marshal a state-of-the-art account of approaches and solutions to problems arising out of waterlogging and salinization in the world's largest irrigation system which was dismembered by legal beheading of the Eastern Rivers under the lndus Waters Treaty of 1960. In this introduction, the geological and historical backgrounds of surface waters and groundwaters in the Indus Basin are presented with a summary of remedial measures undertaken and proposed to combat waterlogging and salinization. At a time when water-resource planning is proceeding on a continental scale, a study devoted solely to the Indus River Basin may seem to require an apologia. None is offered, however, for three major reasons: (1) Although the Indus is a single river basin, it is one of great magnitude and importance. The Indus River, which comes from Himalayan sources to form part of the great Indo-Gangetic Plain drainage system, is vital to agriculture and hydroelectric power in the thickly populated northern subcontinent of Indo-Pakistan. (2) The Indus has become a plexus of extraordinary problems since the dismemberment of the world's largest irrigation system of which it was a part. The break-up of this system occurred with the legal beheading of the Eastern Waters under the Indus Waters Treaty of 1960. (3) Th River Basin has been the target of a Herculean effort to contain the twin encroachments of waterlogging and salinization that now threaten it with a shortage of fresh water. The British irrigation system of barrages and canal on the Indus was a venture admirable in conception. Unfortunately, it is now a legacy burdened with unwanted consequences due to interference with the hydrological regimen, particularly the rise of water table occasioned by leakage. To cope with this situation, there has been a possibly unprecedented concentration of domestic and international engineering and scientific talent on the Indus and its problems (about a score of organizations by recent count). To marshal a state-of-the-art account of their approaches and solutions is the purpose of this Symposium. The coordinated effort now being made on a variety of fronts under the general supervision of West Pakistan Water and Power Authority (WAPDA) is directed toward the modification and control of interactions and relationships between geological materials — soils, water and its salt balance, and air —in what has been termed a huge "underground lake" in an alluvial basin. The problem is an intriguing one in that a highly complicated case history of river-course changes visible in the present surface must be projected downwards through Recent and Pleistocene sediments in order to decipher the environmental controls of deposition in terms of vertical and lateral variations in lithology and patterns. Such studies must be extended to compaction, deformation, and fabrics of the alluvium. Geohydrology is often defined as groundwater hydrology. As employed herein, it includes the distribution, quality, and behavior of surface and subsurface waters, including their evolution, vagaries, and geological, climatological, and botanical milieux." GEOGRAPHY The Indus (Sanskrit, Sindhu = river) rises at nearly 17,000 ft above the sea in the glaciers on the northern slopes of Kailas Parbat, Tibet. It is well known that the excellent mica from Brazil played a most vital role in World War 11. Increased production from Brazil was necessary and with the assent of the Brazilian Government engineers from the united' States went down to study the problem. One of the means advocated by a former Chief of Metals and Minerals Branch of the Board of Economic Warfare, Mr. Carl Schwegler, was the use of stripping machinery. On a pegmatite dike favorable for stripping, a small number of miners could produce as much mica per day as an underground mine employing many times the same number of men. Type of Deposit Favorable The most favorable type of pegmatite for stripping is that which lies more or less parallel to the surface of the slope of a hill. Pegmatite dikes that cut directly into a hill are not suitable for stripping except where a long outcrop extends along the slope. Then just the outcrop could be stripped to some advantage. The ratio at no time should be greater than 1: 3; i.e., I cu. m. of pegmatite to 3 cu. m. of waste, unless the pegmatite was extremely rich throughout the dike. The Economics of Stripping When a mineral is badly needed to win a war, not too much heed can be paid to costs. The object is to produce rapidly and in quantity. Again, a deposit containing a superior grade of mica may be worked although the pegmatite is more costly to work than another deposit containing a considerably greater amount of poor-grade mica. For example: one deposit may have a little mica that will run 11 per cent good stain and better when trimmed and contain 2 kg, of crude mica per cubic meter of pegmatite, while another may run 0.2 per cent of good stain and better, and have a mica content of 10 kg. per cubic meter. A number of stripping projects were found in the vicinity of Raul Soares, Minas Gerais. These were sampled in the various old workings by cutting out a cubic meter of pegmatite and saving the usable mica. Because of the proximity to the surface of most stripping projects, about 34 per cent only of the mica is good for trimming. The other 66 per cent is too badly weathered to be of use. In Table I are given data collected on five properties near Raul Soares. In Table I, "value per cubic meter of pegmatite" means the value of the qualified mica obtainable. This does not include the half trimmed and splittings. By "value per cubic meter of matter" is meant the value of the qualified mica per cubic meter of material excavated; i.e. both waste and pegmatite. This is the figure that should be used to determine whether the operation will be profitable or not, as the cost of stripping is about $0.14 per cubic meter. The dike here described is exposed in the workings of the Wedge and Bachelor mines, on the southern side of Red Canon, north of the town of Ouray, Colorado. Its course is north 80° east, or nearly east and west, and it hades to the north about 10°. It rarely outcrops, and was nowhere seen at the surface near the mines. A specimen collected by Dr. A. C. Spencer about two miles to the westward, near the mouth of Red Creek, indicates, however, a probable exposure of the dike near this point. The Wedge and Bachelor mines lie in a nearly horizontal series of fine-grained, light-grey sandstones, alternating with beds of very fine-grained shale of the same color. The shale as encountered underground is unusually compact and massive, but weathers readily on exposure, and splits much after the manner of ordinary shale. When fresh it closely resembles some finely arenaceous limestones, but it does not effervesce with acids, and is eseentially a fine, indurated, siliceous silt. THE other day, I fell into conversation with two gentlemen who desired to improve the condition of the people; so that the talk was semi-political. They seemed to agree that I was inclined to be "con-servative," "reactionary," perhaps an "evolutionist," looking upon "reform" with suspicion. Finally I rejoined somewhat in this manner: "You attach to me phrases that I have heard all my life but which convey no meaning to me. It is quite true that I do not make a fetish of terms like reform, liberty, democracy and so forth; neither do I worship the idea that `things are good enough as they are,' `leave well enough. alone' and so forth. There is more satisfaction in building something up than in tearing something down, or in just maintaining something that is already built. Progress is a popular word; but what is progress? In my opinion it is comprised, so far as public welfare is concerned, of two elements: Improvements in production of goods and knowledge; improvements in keeping order." This substitute for politics, economics, reform, pro-gress, conservatism, radicalism, democracy, socialism, monarchism and all the phrases of public welfare may seem over-simple; perhaps it is, but at least it defines something. It seems to me to be at least worth attention.
